IN 2019, THE INTERIOR WAS GUTTED TO THE STUDS, AND IN DECEMBER 2019, THE CITY DECLARED THE PROPERTY SURPLUS AND WAS PREPARING TO SELL THE BUILDING TO THE ELLIOT LAKE EMERGENCY FOOD BANK. AS PART OF THE DUE DILIGENCE ON THE TRANSACTION, AN INSPECTION WAS CARRIED OUT THAT IDENTIFIED SOME STRUCTURAL ISSUES THAT SCUTTLED THE DEAL WITH THE FOOD BANK. THE DEAL WAS NEVER CLOSED, AN ESTIMATE OF 100000 WOULD BE NEEDED TO ADDRESS THE STRUCTURAL ISSUES, LEAVING THE BUILDING STILL NEEDING EXTENSIVE INTERIOR RENOVATIONS TO MAKE THE SPACE FUNCTIONAL. CITY STAFF IS CONTINUING TO WORK WITH THE FOOD BANK FOR OTHER OPPORTUNITIES TO ASSIST THEM. THE IMMEDIATE ADJACENT PROPERTY AT 22 PHILIP WALK WAS TAX ARREARS IN A SIMILAR TIMELINE. THE COVID PANDEMIC'S SLOWED THE PROCESS THROUGHOUT THE 2020. IN OCTOBER OF 2020, THE PROPERTY WAS VESTED IN THE NAME OF THE MUNICIPALITY. SO 22 PHILIP WALK IS ALSO IN VERY POOR CONDITION, REQUIRING EXTENSIVE RENOVATIONS. A STAIRCASE WAS REMOVED FOR THE PUBLIC SAFETY AND THE BUILDING HAS BEEN ORDERED NOT TO OCCUPY PLACED ON IT. ONCE THE DECISION TO DEMOLISH WAS BOTH BUILDINGS WAS MADE BY COUNCIL. [INAUDIBLE] WAS ENGAGED TO PREPARE A TENDER PACKAGE AND DISTRIBUTE IT TO INVITED CONTRACTORS WITH THE CREDENTIALS TO PERFORM THE DEMOLITION AND SITE RESTORATION WORK PACKAGE OF SERVICES. THE TENDER CLOSED ON THURSDAY, NOVEMBER THE 12TH AT 2:00 P.M., AND A PUBLIC OPENING WAS PERFORMED AT THE PUBLIC OFFICE. A REPORT OF BIDS AND AN IN-DEPTH REVIEW OF SUBMISSIONS WAS PROVIDED TO THE CITY ON NOVEMBER 16TH, WHICH IS ATTACHED. FROM THE ATTACHED LETTER FROM [INAUDIBLE]. THE RESULTS ARE AS FOLLOWS FROM LOWEST TO HIGHEST, WHICH ALSO INCLUDES A 25000 DOLLAR CONTINGENCY INCLUDED IN THE PRICE. WENDELL FARQUHAR TRUCKING LIMITED WAS THE SEVENTY THOUSAND. THE LOW BID AT SEVENTY THOUSAND FIVE HUNDRED SEVENTY FIVE PLUS HST. COLLINS HAULAGE WAS ONE HUNDRED AND THIRTEEN THOUSAND OR TWO HUNDRED PLUS HST AND BEMIS CONSTRUCTION WAS ONE HUNDRED AND FIFTY SIX THOUSAND EIGHT HUNDRED FIFTY PLUS HST. THERE WERE MATHEMATICAL ERRORS THAT WERE CORRECTED AND EVERYTHING WAS SET FORWARD WITH THE PRICES THAT WE SEE THERE. THE DEMOLITION AND RESTORATION COST OF SEVENTY THOUSAND FIVE HUNDRED SEVENTY FIVE PLUS APPLICABLE TAXES WILL BE BUDGETED TOWARDS THE WORKING FUNDS RESERVE. THIS COST INCLUDES A CONTINGENCY ONCE AGAIN OF TWENTY FIVE THOUSAND. THE TWO LOW BIDS WERE REVIEWED CAREFULLY. THE ENGINEER HAS EXPRESSED AN OPINION THAT EITHER COULD EXECUTE THE PROVISIONS OF THE WORK. THE DETAILS OF EXECUTION ARE SUFFICIENTLY DOCUMENTED IN THE TENDER PACKAGE. TO ENSURE THE RESULTS OF THE PROJECT IS TO HAVE BOTH PROPERTIES PREPARED FOR REDEVELOPMENT AND THAT THE DEMOLITION DEBRIS IS DISPOSED OF IN THE PROPER MANNER. THERE WAS NO EVIDENCE OF ANY BID OR THE BID TO WARRANT EXCLUSION ON TECHNICAL POINTS. IT IS RECOMMENDED THAT COUNCIL APPROVED THE BID THE LOW BID OF SEVENTY THOUSAND FIVE HUNDRED SEVENTY FIVE PLUS APPLICABLE TAXES TO WENDELL FARQUHAR TRUCKING TO COMPLETE THE PROJECT. AND ON ANOTHER NOTE TOO AHEAD OF TIME SO EVERYONE IS AWARE TOO IN THE PACKAGE THERE WAS A. ASBESTOS TESTING WAS COMPLETED ON BOTH BUILDINGS, AND IT'S ALSO GOING TO BE TAKEN CARE OF PROPERLY, AND THERE'S ONLY VERY MINOR OF A SCHEDULE ONE, WHICH ISN'T ANYTHING [INAUDIBLE], AND IT'LL ALL BE DISPOSED OF PROPERLY. THIS APP WILL BE MADE AVAILABLE TO ALL CITIZENS AND TOURISTS WITH WITH A SMART DEVICE DOWNLOADABLE FROM BOTH THE APPLE APP STORE AND THE GOOGLE PLAY STORE FREE OF COST. OUR APP WILL GUIDE USERS THROUGH A VARIETY OF TOURIST SPOTS FROM MONUMENTS, HISTORICAL BUILDINGS AND PUBLIC ART, OFFERING BOTH HISTORICAL IMAGES, BACKGROUND AND PERSONAL TESTIMONIALS, WHICH CAN BE PERUSED AT LEISURE FOR ALL USERS. AND IN ORDER TO DO THAT, I'M RECOMMENDING THAT WE WOULD NEED APPROXIMATELY FORTY SEVEN THOUSAND DOLLARS. SOME OF THAT MUCH OF IT IS DEDICATED TO TAKING A HARDER LOOK AT THE CURLING CLUB BUILDING. OF COURSE, WE DON'T OWN THE CURLING CLUB, BUT THE CONCEPT, DEPENDING ON WHICH VERSION WE'RE LOOKING AT, WOULD ENTAIL US ACQUIRING THE CURLING CLUB BUILDING. IF THE CURLING CLUB, THE CURLING PAD, IT'S INCORPORATED INTO THE HUB. SO WE MAY WANT TO KNOW THE STATE IN SOME DETAIL OF THAT CURLING CLUB BUILDING IN THAT SCENARIO OR IN A SCENARIO WHERE WE JUST SIMPLY CAN'T AFFORD THE CURLING CLUB OR WE HAVE TO POSTPONE THE CLUB, THE CURLING PAD INTO THE HUB. WE WOULD NEED TO KNOW WHAT ARE THE CLUB'S CHANCES OF CONTINUING TO OPERATE IN THAT EXISTING BUILDING. AND IN ORDER TO DO THAT, WE WOULD NEED TO SPEND SOME MONEY TO DO A DETAILED REVIEW OF THAT BUILDING, ESSENTIALLY A BUILDING CONDITION ASSESSMENT SIMILAR TO WHAT WE HAVE FOR THE ARENA AND HAVE HAD IN THE POOL IN THE PAST. SO THAT WOULD BE APPROXIMATELY 37000 OF THE 47000 WOULD BE DOING A DEEP DIVE OF THE CURLING CLUB BUILDING. THE STRUCTURAL WAS VERY BRIEFLY LOOKED AT IN TWENTY NINETEEN IN LIGHT OF THAT TERRIBLE WINTER WHERE WE LOST THE CIVIC CENTER. IT'S A WOOD TRUSS BUILDING, SIMILAR IN SCOPE TO THE [INAUDIBLE] IN THE ARENA. SO IT WOULD NEED A DETAILED REVIEW FROM A FIRM THAT'S LISTED THERE, [INAUDIBLE] [01:10:08] ENGINEERING, TO DO A HARDER LOOK AT THE WOOD TRUSS. ALSO LOOK AT THE MECHANICAL PLANT SO THAT WE CAN AS A COMMUNITY HAVE A BETTER UNDERSTANDING OF WHAT OUR OPTIONS ARE FOR THE CURLING CLUB. SOMEHOW THE CURLING CLUB GOT LISTED INCLUDED INTO THE HUB. AND WE HAVE NO DETAILED DESIGN OR DETAILED DETAILS ON THE CURLING CLUB BUILDING ITSELF. SO THAT'S A BIT OF A GAP THAT I THINK COUNCIL MAY WISH TO FILL BY HIRING THESE FIRMS, SOME OF THEM [INAUDIBLE] ENGINEERING HAS ALREADY RETAINED AS OUR CONSULTING ENGINEER. SO WE DON'T NEED TO WE DON'T HAVE A PROCUREMENT ISSUE THERE THERE THAT WE JUST NEED TO UNDERSTAND THAT IT WOULD COST APPROXIMATELY TWENTY THOUSAND DOLLARS TO HAVE THEM DO THE DETAILED REVIEW. NINE THOUSAND DOLLARS FOR THE WOOD EXPERTS TO LOOK AT THE WOOD TRUSS, ANOTHER SIX THOUSAND DOLLARS FOR THE MECHANICAL PLANT, PLUMBING AND THE ICE PLANT. AND THAT'S IT FOR THE CURLING CLUB. WHAT I'M RECOMMENDING IS APPROXIMATELY 7500 DOLLARS FOR BDO TO DO A MORE DETAILED REVIEW OR DO A DETAILED REVIEW OF WHAT THE PRO FORMA WHAT THIS HUB WAS GOING TO COST FROM AN OPERATING STANDPOINT SO THAT WE CAN COMPARE THAT TO THE OPERATING COSTS OF THE INEFFICIENT EXISTING OLD PLANTS AND ALSO COMPARE THE COST OF OPERATING THIS NEW FACILITY COMPARED TO THE TRENDS OF CAPITAL MAINTENANCE AND OPERATING COSTS OF THE OLD FACILITIES. WE HAVEN'T DONE A VERY DETAILED REVIEW OF THAT IN THE PAST. IT WAS BRIEFLY LOOKED AT TO SOME DEGREE BY COLLIERS IN TWENTY SEVENTEEN. BUT THE SCOPE HAS CHANGED CONSIDERABLY SINCE THEN. SO BDO IS OUR RETAINED AUDITORS, SO WE WOULD BE SIMPLY ASKING THEM TO DO SOME EXTRA WORK OUTSIDE OF YOUR TYPICAL AUDITING SCOPE. AND THEY HAVE A RELATIONSHIP AND HAVE WORKED ON PRO FORMAS AND OPERATING COSTS FOR FACILITIES WITH IDEA ARCHITECTS [INAUDIBLE]. SO ALL THAT SAID, THIS HAS BEEN RESEARCHED. AND, YOU KNOW, IF COUNCIL AGREES TO THE FORTY SEVEN THOUSAND, THEN WE COULD HAVE THIS DATA IN OUR HANDS IN THE NEXT FEW WEEKS, NOT MONTHS, SO THAT WE CAN HAVE A ROBUST DISCUSSION ABOUT THE HUB'S FUTURE IN JANUARY AT THIS RATE. DUE TO THE COVID-19 RESTRICTIONS, THEY CANNOT BE ACCEPTING FOOD DONATIONS THIS YEAR. THEY CAN ACCEPT CASH, CHECK OR DEBIT. THERE WILL BE THREE DEBIT MACHINES. A LOT WILL BE PLOWED FOR DRIVE LANES TO BE CLEARLY MARKED OUT, CREATING A DRIVE THROUGH SITUATION. VOLUNTEERS WILL HAVE BUCKETS, COLLECT DONATIONS ALONG WITH THE DEBIT MACHINES.
