THE DIRECTOR OF PUBLIC WORKS BE RECEIVED NOT THE EMERGENCY PROCUREMENT MEASURES FOUND IN SECTION EIGHT OF THE CITY OF ELLIOT LAKE PROCUREMENT POLICY BE USED TO AUTHORIZE STAFF TO PURCHASE ONE 2021 CATERPILLAR MOTOR GRADER FROM TOROMONT INDUSTRIES LTD. THANK YOUR WORSHIP THROUGH YOU, SO BACKGROUND FOR EVERYONE AT HOME IS BASICALLY OK, SO THE CITY OF ELLIOT LAKE GRADER WAS TAKEN OUT OF SERVICE ON JANUARY 21 2021 DUE TO A CIRCLE DRIVE ASSEMBLY AND CURRENTLY REQUIRES A NEW CIRCLE MOUNTING AND DRAW BAR ASSEMBLY. THESE REPAIRS DEAL WITH THE MAIN COMPONENTS ON THE GRADER THAT HAVE WORN OUT OVER THE YEARS DUE TO IT, DUE TO THE AMOUNT OF WORK IT DOES IN SERVICE HOURS. SO THE GRADER IS. AS EVERYONE KNOWS, THE GRADER IS A CRITICAL COMPONENT IN THE MAINTENANCE OF OUR CITY INFRASTRUCTURE AND IS USED THROUGHOUT THE WINTER MONTHS FOR LEVELING OF ROADS, LOWERING OF SNOW BANKS AND CLEARING OF SNOW FROM PARKING AREAS, AS WELL AS IN THE SUMMER MONTHS TO GRADE THE ROADS IN THE RURAL AREAS OF THE CITY. ALTHOUGH THE 2020 WINTER HAS NOT RESULTED IN THE ACCUMULATION OF SNOW AS SEEN IN THE PREVIOUS FIVE YEARS, STAFF REALIZES THAT ONLY A MATTER OF TIME UNTIL A STORM OR TWO HITS OUR AREA. WITH THIS IN MIND, HAVING A GRADER AN OPERATION IS CRITICAL TO MAINTAINING CURRENT LEVELS OF SERVICE. IN 2014 FOR A HISTORY ON IT, THE CITY PURCHASED THE CURRENT 2013 ONE FORTY M2 MOTOR GRADER FROM TOROMONT, WHICH REPLACED THE OLDER 1990 SIMILAR GRADER THAT HAD A COST THAT ACTUALLY HAD A HYDRAULIC SYSTEM FAILURE THAT WASN'T WORTH FIXING. SO THE CITY DECIDED TO PURCHASE A NEW UNIT. THE 1990 UNIT USED TO AVERAGE AROUND FOUR TO FIVE HUNDRED HOURS OF SERVICE, WHICH WAS MAINLY INCLUSIVE TO REMOVAL OF JUST IN THE WINTER TO ONE OR TWO OF THE ROADS GRADED IN THE SUMMER WOULD BE LIKE [INAUDIBLE] BOAT LAUNCH THAT'S ALL IT WOULD USUALLY DO FOR THERE. WITH THE COMPLETION OF THE COTTAGE DEVELOPMENT PROJECT IN 2019 CAME THE RESPONSIBILITY OF MAINTAINING ALL THE ACCESS ROADS THROUGHOUT THE RURAL AREAS. AND THERE'S SEVENTY SEVEN KILOMETERS IN TOTAL. ULTIMATELY, THIS RESULTED IN THE END OF THE LINE REGARDING THE 1990 GRADER, WHICH COULDN'T HANDLE THE EXTRA FIVE HUNDRED HOURS OF WORKLOAD, ESPECIALLY AT THE AGE IT WAS AT. TOROMONT CREDITED THE CITY THIRTY FOUR THOUSAND FIVE HUNDRED FOR THE OLDER GRADER WITH A TOTAL OF SEVENTY NINE HUNDRED WORKING HOURS ON IT TOWARDS THE PURCHASE OF THE CURRENT 2013 ONE. SO OVER THE PAST SEVEN YEARS, THE CURRENT GRADER, WHICH WE HAVE IN SERVICE RIGHT NOW, IT'S ACCUMULATED ALMOST THE EXACT SAME AMOUNT OF HOURS. SO SEVENTY EIGHT HUNDRED HOURS, WHICH AVERAGES JUST OVER A THOUSAND HOURS OF SERVICE ANNUALLY. SO AFTER HAVING DISCUSSIONS WITH THE CAO, THE DECISION TO PROCEED WITH THE REPORT TO COUNCIL IS THE FOLLOWING OPTIONS. SO BASICALLY, WE LOOKED OVER MANY OPTIONS TO GO OVER WHEN WE LOOKED AT THIS. ONE OF THE OPTIONS COMING THROUGH WAS THE CURRENT 2013 GRADER REQUIRES THE REPLACEMENT OF THE PARTS THAT I MENTIONED ABOVE AND YOUR WAS WILLING TO DO THESE REPAIRS AT A COST OF EIGHTY TWO THOUSAND FIVE HUNDRED AND THIRTY SEVEN DOLLARS PLUS APPLICABLE TAXES, WHICH INCLUDES PARTS AND LABOR. THE GRADER WOULD NEED TO BE FLOATED TO AND FROM TOROMONT IN SUDBURY FOR THE ADDITIONAL COST OF THREE THOUSAND PLUS HST. TOROMONT CAN HAVE TWO TWO OF THE THREE PARTS IN IN SEVEN DAYS. SO THAT BASICALLY IF WE DECIDED TO GO WITH THIS, BUT THERE WAS A DELAY IN ONE OF THE PARTS. SO IF YOU'RE GETTING ALL NEW PARTS ON AN ACTUAL GRADER, YOU'RE LOOKING TO HAVE ALL THREE OF THEM TOGETHER. AND THERE WAS A DELAY OF THE ONE THAT YOU'RE LOOKING AT EARLY MARCH. SO BASICALLY WHAT THIS DOES IS IT LOOKS IF WE DECIDED IF THERE WAS EVER A DECISION TO GO WITH THE REPAIR, NOW WE'RE LOOKING AT A TWO MONTH PERIOD WHERE WE'D BE LOOKING AT RENTING A GRADER AND RIGHT NOW DUE TO THE WINTERS BEFORE, THERE'S NOT TOO MANY OF THEM OUT THERE. BUT ON AVERAGE, WHAT YOU'RE LOOKING AT IS ABOUT TEN THOUSAND DOLLARS A MONTH TO RENT A GRADER UNTIL THE ACTUAL REPAIRS WOULD BE COMPLETED. ANOTHER THING THAT WAS DECIDED IS THE REPAIRS REALLY DON'T INCREASE THE PRICE MORE THAN WHAT WE'RE GETTING WHEN I'M GOING TO TALK ABOUT IT IN THE NEXT SECTION OF WHAT WE'RE OFFERED FOR THE OLD ONE FROM TOROMONT FOR ONE HUNDRED AND FIFTEEN THOUSAND DOLLARS RIGHT NOW IF IT INCREASED. SO IF WE PUT ONE HUNDRED THOUSAND INTO IT, WE'RE LOOKING AT BASICALLY GETTING A VALUE OF AROUND ONE HUNDRED AND FIFTY THOUSAND DOLLARS ON THE MARKET IF WE DECIDED TO SELL AT THAT POINT AFTERWARDS. SO BASICALLY LOOKING INTO THE TO THE NEXT ONE WAS TOROMONT CURRENTLY HAS A BRAND NEW 2021 GRADER AVAILABLE IN [INAUDIBLE] THAT CAN BE SHIPPED TO ELLIOTT LAKE IF APPROVED, THE GRADER COMES EQUIPPED WITH A WING BLADE AND A BULL NOSE BLADE, AS WELL AS WINTER TIRES FOR A COST OF FOUR HUNDRED AND THIRTY THOUSAND DOLLARS. NOW A REPRESENTATIVE FROM TOROMONT ALONG WITH A MECHANIC, WAS ON SITE TO INSPECT THE CITY GRADER, ALONG WITH TAKING PHOTOS. AND AS I MENTIONED, AFTER IT WENT TO HEAD OFFICE AND CAME BACK, THEY WERE GOING TO OFFER US ONE HUNDRED AND FIFTEEN THOUSAND. NOW, I KNOW FROM ALL THE RESEARCH THAT I'VE DONE, LOOKING AT THINGS THAT ARE ON SALE WITH SIMILAR SIMILAR ACTUAL HOURS ON IT THAT ARE IN WORKING ORDER USUALLY, SELL LIKE I SAID, AROUND ONE HUNDRED AND FIFTY THOUSAND FOR A VALUE ABOUT THAT AGE AND EVERYTHING. SO THEY'VE ACTUALLY MADE ONE HUNDRED FIFTEEN THOUSAND FROM WHAT I CAN DETERMINE IS, IS THEY'VE OFFERED US A HIGHER VALUE FOR THE UNIT RIGHT NOW BEING IN THE CONDITION IT IS WITHOUT IT BEING REPAIRED. THE OTHER THING, TOO, IS THAT WE'VE RECOGNIZED ON THE GRADER THAT WE HAVE RIGHT NOW, THE WING AND THE BULL NOSE BLADE ARE TWO. TWO PIECES OF THE EQUIPMENT THAT WILL NEED TO BE REPLACED IN THE FUTURE AS WELL, AND THAT'S A THIRTY FIVE THOUSAND DOLLAR OPTION RIGHT THERE. BASICALLY, THE PUBLIC WORKS DEPARTMENT HAS NO EQUIPMENT DESIGNED TO COVER US WHEN WE WHEN THE ACTUAL GRADER IS DOWN. SO IT SAYS AS EARLY IN THE SEASON, WITH A HIGH PROBABILITY OF FURTHER SNOW EVENTS, IT HAS BECOME VERY APPARENT THA THERE COULD END UP BEING DANGEROUS CONDITIONS AND STUFF LIKE THAT IF WE END UP WITH THESE STORMS THAT DON'T HAVE A GRADER TO CLEAR THE ROADS OF ANY ICE OR SNOW THAT NORMALLY BUILDS UP, THAT THE GRADER TAKES CARE OF THE PROCESS OF THE EMERGENCY WAS ENTERTAINED ON THE UNDERSTANDING THAT THERE WAS A RESPONSIBILITY TO ENSURE THAT ANY EQUIPMENT PURCHASED MUST MEET ACCEPTABLE STANDARDS FOR THE MUNICIPAL PURPOSES. SO BASICALLY, WHEN WE'RE LOOKING AT REPLACING, WE WANT TO REPLACE THE UNIT WITH EXACTLY WHAT WE HAVE WITH ALL THE SPECIFICATIONS, SO WHEN ARE SPECIFICATIONS, INCLUDING SNOW BULL NOSE WING AND WINTER SERVICE PACKAGE. THE HORSEPOWER RATING, NO LESS THAN THE EXISTING UNIT, COMPARABLE FUEL CONSUMPTION, ELECTRONIC OVER SOLENOID CONTROL, SUITABLE DIMENSIONS TO FIT AN EXISTING PUBLIC WORKS DEPARTMENT BAY AND ADEQUATE TURNING READINESS FOR THE USE IN TIGHT AREAS, INCLUDING THE CENTRAL COMMERCIAL AREA. SOME STUFF THAT I FOUND OUT AFTER THE FACT, TOO, IS WE'RE GOING INTO THE GRADER THE BRAND NEW GRADER WOULD BE AN ALL WHEEL DRIVE GRADER. SO WHEN IT COMES DOWN TO PUSHING SNOW, WHEN WE GET INTO THE BIGGER LOADS, THIS MAKES THAT MUCH EASIER AND LESS ON THE ACTUAL MOTOR BECAUSE NOW YOU'VE GOT GRIP WITH ALL ALL TIRES MOVING AT THE SAME TIME. BASICALLY THE OTHER THING THAT I FOUND OUT AS WELL IS THAT THE TOROMONT IS WILLING TO INSTALL A EIGHT THOUSAND DOLLAR AUTO GREASER ONTO THE NEW UNIT IF APPROVED. SO BASICALLY THAT TAKES CARE OF THERE'S SO MANY GREASE AREAS ON THE ACTUAL UNIT AND THAT'S SOMETHING THAT WE WOULD INSTALL ANYWAY. SO IF ALL OF A SUDDEN WE PURCHASED THE NEW ONE AND IT WAS GOOD TO GO, THAT'S SOMETHING WE'D SPEND THE EIGHT THOUSAND DOLLARS TO DO. SO THEY'VE OFFERED THAT AS WELL AS THE MAINTENANCE PACKAGE TO ON TO IT. SO IT'S GOT A NINE YEAR, NINE THOUSAND HOUR MAINTENANCE PACKAGE WHERE THEY'RE WILLING TO TAKE CARE OF ALL THE FILTERS ON THE UNIT. SO THAT'S ANOTHER BIG PLUS ON THAT ONE. THE TOTAL FOR ALL OF THAT. PLUS THEY'RE GOING TO ADD FENDERS ON THE UNIT WOULD BE ABOUT FOURTEEN THOUSAND DOLLARS SO THAT IT WOULD ALL BE INCLUDED IN THE NEW PURCHASE AS WELL. BASICALLY, THE OTHER OPTION TO LIKE THAT WE LOOKED AT WAS GOING WITH THE STANDARD PROCUREMENT PROCESS FOR THE PURCHASE, BUT THIS WOULD TAKE APPROXIMATELY FOUR TO SIX MONTHS FROM DEVELOPMENT OF THE TENDER DOCUMENT AWARDING THE TENDER DELIVERY OF THE UNIT. THIS WOULD REQUIRE THE CITY TO RENT A GRADER AT TEN THOUSAND DOLLARS A MONTH UNTIL THE NEW GRADER WAS DELIVERED ON SITE. THIS IS SOMETHING THAT CAN BE DONE IF IT EVER WAS PUT TOGETHER WITH THE REPAIR OPTION, BUT NOW WE'RE LOOKING AT ONE HUNDRED FIVE THOUSAND DOLLARS PLUS, HE'S STILL LOOKING AT SPENDING THAT ON THE REPAIRS MOVING FORWARD EITHER WAY. SO THERE WOULD BE HAVE TO BE AT SOME POINT. AND AFTER TALKING TO AMY, THERE WOULD BE A TRANSFER OF MONEY FROM THE WORKING FUNDS TO THE FLEET FOR THE DIFFERENCE. WE'RE PROBABLY GOING TO BE DIPPING THE UNIT TO BE UNDER FIFTY THOUSAND DOLLARS OR NOT LESS. SO FINANCIALLY, I'M NOW THINKING THIS IS THE RIGHT DECISION TO DO FOR SURE BECAUSE OF BECAUSE OF WHAT WE'RE GOING TO LOSE AND NOT KNOWING WHAT EXACTLY WE'RE GOING TO BE PAYING FOR A NEW GRADER. AND I DON'T KNOW IF THAT WILL STILL BE EFFECTIVE IN FOUR YEARS, BUT IT SEEMS TO ME LIKE THERE'S A DOMINO EFFECT OF EVERYTHING. SO IT'S THE UNKNOWN OF WHAT THE NEW COST IS GOING TO BE.
