THAT THE CLOSED SESSION, MEANING BE DEFERRED UNTIL SUCH TIME THAT COUNCIL CAN MEET IN PERSON. I HAVE TWO ISSUES WITH THIS RESOLUTION.

IT'S CONTRARY TO OUR PROCEDURAL BYLAW BEING THE FIRST.

OUR PROCEDURAL BYLAW MOTIONS TO DEFER STATES THERE SHALL BE GIVEN A REASON AND A TIME CERTAIN TO WHICH THE MATTER IS DEFERRED, AND IT'S A MATTER NOT ALL MATTERS.

THAT'S THE FIRST ISSUE, SO IT DOESN'T MEET OUR PROCEDURAL BYLAW.

AND IT ALSO STATES THAT COUNCIL CAN MEET IN PERSON, COUNCIL CAN MEET IN PERSON AT ANY TIME. WE'RE CONSIDERED ESSENTIAL AND WE CAN MEET IN PERSON.

MANY OF US DON'T FEEL COMFORTABLE MEETING IN PERSON, AND THAT'S FINE.

ONE OF THE ISSUES I HAVE WITH THIS IS.

ACCORDING TO THE MUNICIPAL ACT, ONE OF MY POSITIONS IS THAT WE'RE SUPPOSED TO TAKE CARE OF CITY BUSINESS EFFECTIVELY, EFFICIENTLY, IN A TIMELY MANNER.

SO THIS IS HINDERING MOVING FORWARD WITH CITY BUSINESS AND SOME THINGS THAT ARE TIME SENSITIVE. ITEMS SUCH AS PROPERTY LEASES, PROPERTY NEGOTIATIONS AND LITIGATION THAT IS CURRENTLY PENDING. WE'VE ALSO ALL SWORN AN OATH OF CONFIDENTIALITY, SO WE SHOULD BE ABLE TO TRUST EACH OTHER, THAT WE'RE IN A SECURE PLACE AT HOME, IF WE DO CLOSE SESSION, WE ASSUME AND I KNOW EVERYBODY THAT I'M LOOKING AT RIGHT NOW HAS ATTENDED CLOSED SESSION VIA ZOOM ON OTHER BOARDS.

SO THAT SHOULDN'T BE AN ISSUE.

WATER SUMMARY REPORT DATED FEBRUARY 2ND TWENTY TWENTY ONE OF THE DIRECTOR OF PUBLIC WORKS BE RECEIVED AND THAT THE SUMMARY REPORT FROM THE MUNICIPALITY BE POSTED ON THE CITY'S WEBSITE AND MADE AVAILABLE IN PRINT, FREE OF CHARGE TO MEMBERS OF THE PUBLIC UPON REQUEST. CAN I HAVE A MOVER PLEASE.

THIS IS AN ANNUAL REPORT THAT WE BRING TO THE COUNCIL EVERY YEAR TO LET THEM KNOW THAT THROUGH THE WATER DISTRIBUTION SYSTEM, EVERYTHING'S WORKING GOOD.

THIS IS A COMPLIANCE ISSUE THAT THROUGH THE REGULATIONS, THE SAFE DRINKING WATER ACT, REGULATION 170.

WE ARE TO HAVE THIS INFORMATION SENT TO THE MINISTRY OF ENVIRONMENT, AS WELL AS TO LET COUNCIL KNOW THAT EVERYTHING'S WORKING GOOD WITH THE ACTUAL WATER SYSTEM AND LET THE PUBLIC AS WELL KNOW. SO BASICALLY, THIS IS STATING A LOT OF THE THINGS LIKE WE'RE ALLOWED TO TAKE A CERTAIN AMOUNT OF WATER OUT OF THE LAKE PER YEAR.

WE'VE GOT TO BE UNDER THAT FOR COMPLIANCE.

THINGS LIKE WE'RE NOT ALLOWED TO TAKE A CERTAIN AMOUNT PER HOUR.

SO ALL THESE THINGS ARE ADDED UP AS WELL AS WE'RE MAINTAINING CHLORINE RESIDUALS IN THE DISTRIBUTION SYSTEM.

AND WHEN WE'RE NOT, YOU'LL SEE THAT THERE'S AN ADVERSE REPORT ON THERE AND YOU'LL SEE QUITE A FEW ADVERSE. BUT REALLY WHAT IT COMES DOWN TO IS WE SIDE MORE ON THE SIDE OF CAUTION. SO A LOT OF THE TIMES WHENEVER WE'RE DEALING WITH A WATER MAIN BREAK, WE AUTOMATICALLY PUT ON A BOIL WATER TO BE ON THE SAFE SIDE.

LOTS OF TIMES WE CAN PROBABLY GET AWAY WITH NOT HAVING TO PUT ONE ON IF IT'S A CIRCULAR BREAK AND YOU'RE CLAMPING THEM.

BUT WE ALWAYS SIDE ON THE SIDE OF CAUTION THAT WAY.

THE OTHER THING, TOO, IS YOU'LL SEE A LOT OF THEM, A LOT OF THEM WERE PUT ON DUE TO THE NEW WATER MAIN BEING INSTALLED ON PINE AND POPLAR AND THEN THE VERY END OF VALLEY AND HEMLOCK, TOO, AS WELL.

RECEIVING THIS REPORT WILL ENSURE THE MUNICIPALITY'S COMPLIANCE WITH REGARD TO PRESCRIBED LEGISLATION UNDER THE SAFE DRINKING WATER ACT.

SO IN TERMS OF EVERYTHING FOR EVERYBODY AT HOME, EVERYTHING IS RUNNING SMOOTHLY WITH THE WATER PLANT AND THE DISTRIBUTION SYSTEM.

SO THERE'S OBVIOUSLY GOING TO BE CAPITAL PROJECTS THAT WE MOVE FORWARD WITH.

BUT THIS IS TO LET THEM KNOW EVERYTHING'S ALL GOOD AND WILL BE POSTED ON THE WEBSITE AND IN COPIES AND PAPER IF ANYBODY NEEDS THEM AT THE WATER PLANT OR REQUEST.

WE UNDERSTAND MENTAL HEALTH, BUT WE, BY PROVIDING THESE OUTDOOR RECREATION FACILITIES, WERE ENCOURAGING GATHERINGS.

WE MAY WANT TO SIMPLY JUST SAY, IF YOU NEED EXERCISE, WALK AROUND THE BLOCK OR GO FARTHER AFIELD. WE DON'T WANT TO BE ENCOURAGING THOSE TYPES OF GATHERINGS.

THAT'S AN APPROACH COUNCIL MEMBER MAY WISH TO TAKE.

WE'VE SEEN IT DIFFICULT TO ENFORCE THE EMERGENCY ORDERS WITH OUR BYLAW OFFICERS.

IT MIGHT BE MORE PRAGMATIC TO SIMPLY CLOSE OFF THOSE THOSE GATHERING POINTS.

OTHERWISE, WE'RE CONCERNED THAT THOSE THAT COMMUNITY TRANSMISSION IS CONTINUING TO SPREAD. SO WE BASICALLY HAVE A LEVEL OF SERVICE ISSUE FOR COUNCIL TO WEIGH IN ON, TO LET US KNOW WHETHER WE SHOULD STILL BE DELIVERING THESE SERVICES THAT COULD ENCOURAGE TRANSMISSION OF THE COLD.

I THINK THERE'S A MISCONCEPTION THAT IF YOU'RE OUTDOORS, YOU'RE SAFE.

WE'VE SEEN FROM PUBLIC HEALTH THAT THERE IS EVIDENCE, NOT NECESSARILY IN ELLIOT LAKE CASES, BUT THAT THERE IS EVIDENCE OF COVID TRANSMISSION, EVEN OUTDOORS.

THERE'S TALK ABOUT REQUIRING OR AT LEAST RECOMMENDING MASKS OUTDOORS.

SO, AGAIN, IN A NUTSHELL, LOOKING FOR SOME DIRECTION AS TO WHAT SHOULD WE BE DOING WHEN IT COMES TO OUR OUTDOOR AND OUR INDOOR FACILITIES, SHOULD WE BE PUTTING THE ICE IN REGARDLESS? AND SO WE STRUCTURED THIS WAY IN THE SENSE THAT PREMIER FORD'S ANNOUNCEMENT SAYS THE STAY AT HOME ORDER WAS IN PLACE UNTIL, I BELIEVE, NEXT TUESDAY OR WEDNESDAY.

SO WE SHOULD NOT BE GATHERING OUTDOORS IN NON HOUSEHOLD UNITS.

SO IT MIGHT BE BEST TO SIMPLY CLOSE THOSE FACILITIES AND THEN REVISIT THINGS ON A WEEKLY OR BIWEEKLY BASIS.

WE HAVE WE HAVE A STANDING ITEM FOR THE ARTS HUB AND THE SPORTS HUB.

WE SHOULD PROBABLY HAVE A STANDING ITEM FOR COVID, AND BASICALLY EVERY TWO WEEKS CHECK WITH COUNCIL AS TO WHETHER WE SHOULD BE OPENING, CLOSING.

WHAT'S THE RATIONALE? AND THEN, OF COURSE, MR. HALLOCH'S REPORT IS WHAT DO WE DO WITH THE ICE? WE HAD TO TEST THE COMPRESSOR AND THE CHILLER AND GET THE ICE IN.

BUT HOW LONG DO WE MAINTAIN THAT ICE? A CONSIDERABLE EXPENSE IF WE'RE DISCOURAGING INDOOR GATHERING AND WE DON'T KNOW EXACTLY WHEN WHAT THAT WOULD LOOK LIKE AS WE GO FORWARD.

BUT IT SEEMS THAT QUITE A FEW PEOPLE CANNOT RESIST, YOU KNOW, STOPPING AND CHATTING WITH OTHER GROUPS OF PEOPLE OR GETTING TOGETHER IN LARGER AND LARGER GROUPS, UNFORTUNATELY.

I DO HAVE A QUESTION ABOUT THE ICE.

JUST MR. I THINK IN THE BEGINNING OF THE PANDEMIC THAT WE WERE VERY BRAVE AND WE TOOK BIG STEPS AHEAD OF A LOT OF THE PROVINCE AND AHEAD OF OTHER COMMUNITIES SO THAT WE COULD STAY SAFE FOR THOSE EIGHT MONTHS AND KEEP COVID AT BAY.

WHAT WE ALL NEED TO WRAP OUR MIND AROUND THE COMMITTEE AND COUNCIL IS THAT THE CONSULTANT IS IN THE BALLPARK NOW OF A 12 MILLION DOLLAR FACILITY AT APPROXIMATELY TWENTY FIVE THOUSAND SQUARE FEET. THE PREVIOUS CIVIC CENTER WAS FORTY FIVE THOUSAND SQUARE FEET, DEPENDING ON HOW YOU DEFINE THAT.

BUT THAT'S BECAUSE WE HAD A MASSIVE FORMER HOTEL TO DEAL WITH.

SO WE WERE FILL IN THE SPACE WITH WHATEVER SUITED THE FANCY OF THE [INAUDIBLE] NOW WE'RE TRYING TO STRATEGICALLY FIND A BUILDING THAT WOULD SUIT THE NEEDS OF ALL THE ARTS AND CULTURE STAKEHOLDERS, INCLUDING OURSELVES AND THE AFFORDABLE, OF COURSE.

SO 12 MILLION DOLLARS IF OUR THREE AND A HALF MILLION DOLLARS SEED MONEY CAN BE LEVERAGED AT SEVENTY FIVE PERCENT FUNDING PERFECT.

IF WE CAN ONLY GET 50 CENT FUNDING OR 50 PERCENT FUNDING, WE MAY HAVE A BIT OF A SHORTFALL OR NEED TO FIND SOME OTHER FUNDS OR DO SOME FUNDRAISING OR OTHER PARTNERS, OTHER FUNDING OPPORTUNITIES. WE KNOW WE HOPE THAT THE CULTURAL SPACES CANADA GRANT THE FEDERAL GRANT WILL REMAIN IN PLACE AND THAT CAN GO FOR 50 TO 75 PERCENT FUNDING FOR THE CAPITAL PHASE.

SO WE HAVEN'T BEEN TOLD THAT IT'S NO LONGER APPLICABLE, THE FIVE HUNDRED THOUSAND DOLLAR WENT TO THE CITY OF SUDBURY OR SUDBURY STAKEHOLDERS FOR A SIMILAR FEASIBILITY STUDY.

SO THAT'S A GOOD SIGN. IT WAS JUST ANNOUNCED LAST WEEK.

SO IN THE NEXT COUPLE OF WEEKS, WE NEED TO GET BACK TO THE CONSULTANT WITH SOME FEEDBACK ON THAT. TWENTY FIVE THOUSAND SQUARE FOOT, 12 MILLION DOLLAR CONCEPT.

AT THIS POINT, IT'S NOT A DESIGN.

IT'S JUST SIMPLY SQUARE FEET AND HOW IT FITS INTO THE VARIOUS SPACES, FUNCTIONALITIES, KNOWING THAT WE'RE LOOKING AT ABOUT FOUR HUNDRED AND SEVENTY FIVE DOLLARS A FOOT CONSTRUCTION AND FITTING COSTS, WHICH SEEMS PRICEY AT FIRST, BUT THAT'S BECAUSE A HOCKEY ARENA IS A LITTLE DIFFERENT THAN A PERFORMING ARTS THEATER WHERE YOU'VE GOT ACOUSTICS, FLOW AND ACCESSIBILITY, ALL KINDS OF OTHER ISSUES.

BUT. SO THE GOOD NEWS IS WE HAVE THE STAKEHOLDERS AT THE TABLE AND WE'VE GOT [INAUDIBLE] CONTINUING TO WORK ON OUR BEHALF AND WE ARE STILL HOPING TO APPLY TO THE CULTURAL SPACES CANADA GRANT FUND LATER THIS WINTER FOR THE DETAILED DESIGN PHASE SO THAT WE CAN CONTINUE TO MOVE AS QUICKLY AS POSSIBLE TO BE SHOVEL READY.

SO, THE INSURANCE COMPANIES CAN'T KEEP JUST RUNNING OVER MUNICIPALITIES AND DRAINING FUNDS FROM THE TAXPAYERS LEVY.

TWENTY FIVE PERCENT OF CHILDREN BORN WITH CONGENITAL HEART DISEASE REQUIRE OPEN HEART SURGERY WITHIN DAYS OR EVEN HOURS OF BEING BORN, WHEREAS CONGENITAL HEART DISEASE STEALS MORE LIVES A YEAR THAN ALL OTHER MAJOR CHILDHOOD ILLNESSES AND CANCERS COMBINED.

AND THERE'S VOLUNTEERS THAT ARE STILL RUNNING GROUPS FOR KIDS THROUGH ZOOM AND THROUGH TEAM AND THROUGH MEETINGS.

AND I JUST WANT TO SAY THANK YOU FOR KEEPING THE KIDS ENGAGED AND FOR GIVING OF YOUR TIME TO BE ABLE TO DO THIS. IT'S HARD TIMES, AND I THINK IT'S IMPORTANT THAT KIDS HAVE BEEN ABLE TO HAVE SOME KIND OF NORMALCY THROUGH SOME OF THEIR ACTIVITIES.

I SEE VIDEOS WITH LITTLE ONES DANCING IN THEIR BASEMENT ON ZOOM MEETINGS AND TEAM MEETINGS AND WITH THEIR INSTRUCTORS.

AND I JUST THINK THAT'S WONDERFUL.

AND I JUST WANT TO SAY CONGRATULATIONS TO THE PARENTS AND TO THE TEACHERS AND TO THE VOLUNTEERS THAT ARE KEEPING ALL THESE ACTIVITIES GOING BECAUSE THEY'RE VERY, VERY IMPORTANT. WE OURSELVES HAVE WENT TO FACEBOOK AND RESERVE A ROOM FOR FREE.
