SO I'LL TAKE YOU THROUGH A BRIEF BACKGROUND FOR EVERYBODY'S BENEFIT OF HOW THE CITY GOT INVOLVED IN THIS WIRELESS COMMUNICATIONS TECHNOLOGY, PROVIDE YOU WITH A PROJECT OVERVIEW OF GENERAL SCOPE AND OPTIONS AND OUTCOMES, AND THEN COME UP WITH SOME ANALYSIS AND RECOMMENDATIONS THAT LEAD US TO YOUR CURRENT FUNDING INITIATIVES. SO HE COMES WITH ALL KINDS OF SKILLS AND EXPERIENCE IN THIS AREA. HARDIK PARMAR IS OUR PROJECT MANAGER ALSO ON THIS CALL, MAKING SURE THAT I'M SHOWING THE RIGHT SCREEN AND THESE PRESENTATIONS AND MAKING SURE OUR PROJECT IS MOVING AHEAD AND ON TARGET. GOING BACK TO 2007 WHEN THE CITY FIRST WANTED TO UNDERTAKE A WIRELESS FEASIBILITY STUDY TO HELP DELIVER BASIC PHONE SERVICE AND LEADING TO BROADBAND IN A LOT OF THE WATERFRONT DEVELOPMENT INITIATIVE. SO, AS YOU CAN SEE, THERE ARE QUITE A FEW DIFFERENT PROJECTS FROM FEASIBILITY STUDY, DESIGN PHASE IMPLEMENTATION OR DEPLOYMENT PHASE, WHICH ALSO LED US TO OTHER ADD ON PROJECTS WHERE WE WORKED CLOSELY WITH THE CITY TO EXPAND ON THAT WIRELESS INFRASTRUCTURE TO THE BENEFIT OF THE MUNICIPAL OPERATIONS AND TAXPAYER IN GENERAL. SO WE'VE DONE QUITE A FEW DIFFERENT PROJECTS WITH THE CITY ON BEHALF OF THE CITY. WE'RE VERY, VERY FAMILIAR WITH YOUR INFRASTRUCTURE AND WE'RE ALSO VERY FAMILIAR WITH THE PULSE OF BROADBAND IN NORTHEASTERN ONTARIO AND RURAL CANADA. WE'VE WRITTEN SEVERAL GRANT APPLICATIONS FOR THE CITY OF ELLIOT LAKE. THE VERY FIRST BUILD WAS A MILLION DOLLAR BUILD, AND WE WERE SUCCESSFUL IN COORDINATING AND SECURING 90 PERCENT OF FUNDING FOR A PROJECT LIKE THAT, WHICH IS VIRTUALLY UNHEARD OF IN MANY OF THE INFRASTRUCTURE PROJECTS WE'VE BEEN WORKING ON. SO WE THOUGHT WE DID A REALLY GOOD JOB THERE. WE'VE PURSUED OTHER GRANT APPLICATIONS ON BEHALF OF THE CITY AND HAVE BEEN SUCCESSFUL QUITE FREQUENTLY ON YOUR BEHALF. SO WE JUST WANTED TO LEND A CERTAIN DEGREE OF COMFORT TO STAFF AND COUNCIL ON THIS PROJECT THAT IT'S NOT OUR FIRST BARBECUE. AND WE FEEL LIKE WE KNOW THE CITY OF ELLIOT LAKE'S SITUATION AND CURRENT INFRASTRUCTURE ASSETS LIKE THEY WERE OUR OWN. A LITTLE BACKGROUND ON THE PROJECT, WHY IT WAS DONE BACK WHEN THE CITY WAS EXPERIENCING A MINI ECONOMIC DEVELOPMENT BOOM RELATED TO CONSTRUCTION WITH THE WATERFRONT DEVELOPMENT INITIATIVE. THE CITY REALIZED THAT THEY NEEDED TO DELIVER DIAL TONE TO A LOT OF THE OUTLYING AREAS AS FAR AS 10 AND 20 KILOMETERS OUTSIDE OF THE DOWNTOWN CORE. SO IT STARTED IN 2007 AND WE DEPLOYED IN 2012. AND IN THAT PROCESS, THE CITY WORKING WITH US AND THE REGIONAL BROADBAND COMMUNITY CAME UP WITH A VERY INNOVATIVE PARTNER MODEL THAT LEVERAGES THE CITY STRENGTHS IN ASSET MANAGEMENT AND INFRASTRUCTURE MANAGEMENT AND ACCESSING GOVERNMENT FUNDING WITH YOUR ISP PARTNERS STRENGTHS AND OPERATING A ISP LIKE THIS CASE YOUR PARTNER IS VIANET. YOUR MODEL PUTS THE CITY OF ELLIOT LAKE YEARS AHEAD OF OTHER COMMUNITIES WHO ARE ONLY STARTING TO WAKE UP TO THIS KIND OF A MODEL. QUITE OFTEN THE OTHER COMMUNITIES IN RURAL ONTARIO AND RURAL CANADA IN GENERAL ARE WAITING FOR OTTAWA OR QUEEN'S PARK TO COME TO THE RESCUE WITH WITH BROADBAND INITIATIVES WHERE THE CITY OF ELLIOT LAKE HAS NOT ONLY FIGURED OUT WHAT TO DO, YOU'VE BEEN IN OPERATION SINCE TWENTY TWELVE AND A VERY SUCCESSFUL, VERY PRODUCTIVE PARTNER MODEL WHERE THE CITY OWNS THE INFRASTRUCTURE AND ASSETS LIKE ANY GOOD MUNICIPAL GOVERNMENT SHOULD, RIGHT. YOU WOULDN'T OUTSOURCE YOUR ROADS OR YOU WOULDN'T OUTSOURCE HEALTH CARE OR DEFENSE IF YOU WERE A FEDERAL NATION. NOR SHOULD THIS KIND OF INFRASTRUCTURE BE OUTSOURCED COMPLETELY. RIGHT. SO YOU OWN THE ASSETS AND YOU'RE LEVERAGING THE STRENGTH OF YOUR OPERATING PARTNER, WHICH IS VIANET INTERNET PROVIDER. THE CURRENT STATUS IS WITH ALL INFRASTRUCTURE IN THE WIRELESS COMMUNICATIONS WORLD, ELECTRONICS ARE IN DESPERATE NEED OF REPLACEMENT. YOU HAVE ABOUT ONE HUNDRED AND FIFTY NINE HOUSEHOLDS CURRENTLY BEING SERVED AND SIX BUSINESSES UNDER THAT FOOTPRINT. THE MAP INSET ON YOUR SCREEN HERE SHOWS THE BLUE DOTS SHOWING WHERE YOU HAVE ASSET [00:10:06] PRESENCE SO CLOSER TO DOWNTOWN IS YOU'LL HAVE THE FIRE LOOKOUT TOWER. BUT UP FURTHER NORTH AROUND DUNLOP LAKE, THIS PARTICULAR MAP SHOWS OTHER BLUE DOTS WHICH REPRESENT WHERE YOU HAVE TOWERS THAT HAVE BEEN ERECTED BY THE CITY UNDER THIS PROJECT AND YOU OWN THOSE TOWERS. THOSE ARE THE MOST EXPENSIVE ASSETS IN A WIRELESS INFRASTRUCTURE. AND ONCE YOU SET UP A TOWER, THEY'RE GREAT FOR YEARS. AND ALL YOU HAVE TO DO IS JUST ONCE IN A WHILE, UPGRADE THE ELECTRONICS ON THOSE TOWERS. THIS IS ANOTHER LOGICAL DIAGRAM THAT SHOWS HOW FROM YOUR CIVIC CENTER, WIRELESS COMMUNICATIONS IS HIT OFF OF YOUR FIRE LOOKOUT TOWER AND THE SERVICE IS BEAMED TO ALL OF THE OUTLYING TOWERS RIGHT THROUGH THIS ARRAY OF TOWERS SPREAD OUT ACROSS YOUR REGION. AND THIS IS THE ORIGINAL DESIGN THAT WAS PUT IN PLACE WITH FIVE TOWERS BACK IN 2012. THE ORIGINAL BUSINESS CASE AND CAPITAL PLAN ON THIS WAS THAT ONCE THESE TOWERS ARE PUT IN PLACE, A REASONABLY GOOD TOWER SHOULD LAST 80 YEARS OR MORE. AND WE HAD JUSTIFIED THE BUSINESS CASE EVEN ON A 20 YEAR CAPITAL PLAN OF PERIODICALLY REFRESHING THE ELECTRONICS EVERY FIVE TO SEVEN YEARS THAT SIT ON THOSE TOWERS SO THAT YOU COULD INCREASE THE SPEED AND PERFORMANCE OF YOUR BROADBAND SERVICE. SO WHEN YOU COMPARE THE COST OF ELECTRONICS TO THE COST OF THE TOWERS, IT'S MARGINAL. AND THE ONLY RISKS IN A PROJECT LIKE THIS ARE, IS THAT SOMETIMES IF WE GET INTO THIS MODE OF SET IT AND FORGET IT. RIGHT. AND THIS IS, I THINK, VERY, VERY CLOSE TO ALL MUNICIPAL GOVERNMENTS IN THE PROVINCE AND ACROSS CANADA IS, YOU KNOW, SENIOR LEVELS OF GOVERNMENT ARE EMPHASIZING THE NEED FOR ASSET MANAGEMENT PLANS. RIGHT? WELL, IN A SITUATION LIKE THIS, IT'S NO DIFFERENT. IF WE FAIL TO REFRESH THE ELECTRONICS, THE SERVICE PERFORMANCE FALLS BEHIND THESE FAST MOVING TARGETS. AND ONE OF THE RELATED RISKS OF THAT IS YOU LOSE CUSTOMERS TO ALTERNATIVE SERVICES SO YOU COULD END UP WITH CUSTOMERS WHO ARE CURRENTLY CONNECTED TO THE SERVICE. AND YOU NEED THAT SERVICE TO CONTINUE TO PROMOTE OUT OF TOWN PEOPLE MOVING BACK TO ELLIOT LAKE AND BUILDING RETIREMENT HOMES ON THESE LAKES. YOU DON'T WANT TO BE LOSING YOUR CUSTOMERS, WHICH IS YOUR LIFEBLOOD TO THE BUSINESS CASE OF THIS SERVICE TO ALTERNATIVE SERVICES. AND AS A RESULT, YOU COULD, IN THE LONG RUN, ERODE OR UNDERMINE THE CITY'S ABILITY TO FURTHER SERVICE PHASE 2 WATERFRONT DEVELOPMENT. SO IT'S REALLY A PRETTY SIMPLE PROCESS. AS LONG AS WE STAY ON TOP OF EVERY FIVE TO SEVEN YEARS UPGRADING AND REFRESHING THE NETWORK ELECTRONICS, YOU'LL CONTINUALLY BE ABLE TO INCREASE THE SPEEDS OF THE SERVICE DELIVERY TO YOUR EXISTING AND NEW CUSTOMERS. THE CURRENT INITIATIVE THAT WE'RE PRESENTING TONIGHT, WE CALL IT THE PHASE FOUR AND THE PROJECT OVERVIEW IS QUITE SIMPLY IS THERE'S AN OPPORTUNITY TO ADDRESS YOUR OVERDUE HARDWARE REFRESH WITH CURRENT FUNDING THAT'S ON THE TABLE BY THE FEDERAL GOVERNMENT. AND YOU'LL SEE THE TERM UBF FOR UNIVERSAL BROADBAND FUND PERIODICALLY. AND THE SCOPE OF OUR INITIATIVE WAS TO UNDERTAKE A HIGH LEVEL FEASIBILITY STUDY TO EVALUATE THE TWO BEST OPTIONS FOR PERFORMING AN UPGRADE. AND ASIDE FROM AN ALL OUT WIRELESS UPGRADE, WHICH WAS OPTION NUMBER ONE, WHICH JUST MEANS REPLACE THE EXISTING NETWORK ELECTRONICS WITH FASTER, BETTER, CHEAPER EQUIPMENT. A SECOND OPTION WAS INTRODUCED, WHICH WOULD BE A HYBRID OPTION WHICH WOULD EXPLORE CAN FIBER OPTICS BE USED BECAUSE IT'S SO POPULAR AND IT IS THE CRAZE. NOW, THERE'S A LOT OF INTERESTING PUBLICATIONS OF SUCCESSFUL CASE STUDIES OF FIBER TO THE HOME. SO WE WANTED TO MAKE SURE WE LOOK AT THAT OPTION AND WE'LL EXPLAIN THE DETAILS OF THAT OPTION AS IT WAS EXPLORED AS WELL AS WE WANTED TO MAKE SURE WE'RE ISOLATING OUR BEST CHOICE FOR THE COMMUNITIES NETWORK UPGRADE. AND THEN AT THE END OF THIS EXERCISE, WE WANT TO PACKAGE RECOMMENDATIONS FOR THE MUNICIPALITY INTO AN APPLICATION TO THE FEDERAL GOVERNMENT FOR FUNDING. SO THE FIRST CONCEPTUAL DESIGN FOR OPTION NUMBER ONE IS WHAT WE CALL THE ALL WIRELESS DESIGN, AS YOU CAN SEE HERE, IT LOOKS LIKE A MODIFIED VERSION OF THE DESIGN WE SHOWED EARLIER. AND IF YOU LOOK CAREFULLY, THE TOPS OF EACH OF THE TOWERS THAT YOU SEE IN THIS DIAGRAM HAVE ONE OF TWO COLORS. THEY'RE EITHER CAPPED WITH GRAY OR CAPPED WITH RED. THE RED TOWERS BASICALLY REPRESENT NEW TOWERS THAT WE WOULD BE INTRODUCED TO YOUR CURRENT DESIGN SO THAT WE CAN GET STRONGER SIGNAL CLOSER TO THE HOUSEHOLDS IN THESE OUTLYING REGIONS. [00:15:01] ALSO IN THE INSET, WE'RE SHOWING ILLUSTRATING HOW, YOU KNOW, AT THE FINAL TOWERS, IN THE FARTHEST REACHES, THERE WILL BE EQUIPMENT ON THESE TOWERS AND THERE IS NOW EQUIPMENT THAT IS ACTUALLY BEAMING THE SIGNAL TO A LITTLE ANTENNA THAT'S ON THE HOUSEHOLDS THAT ARE YOUR EXISTING SUBSCRIBERS TO THE ELLIOT LAKE'S WIRELESS SYSTEM. AND THEN, OF COURSE, THE BIGGER PICTURE HERE OF THE HOUSEHOLD SHOWS HOW THAT ANTENNA, YOU KNOW, HAS GOT A CABLE GOING INTO THE SUBSCRIBER'S HOME. AND JUST LIKE ANY OTHER HOUSE THAT HAS INTERNET, THERE'S A WIRELESS ROUTER THERE. THE KEY DESIGN CONSIDERATIONS IN THIS PARTICULAR MODEL WERE TO REMOVE WHAT'S CALLED NINE HUNDRED MEGAHERTZ WIRELESS EQUIPMENT THAT TEN YEARS AGO WAS CRITICAL TO THE SUCCESS OF THIS PROJECT. TIMES CHANGE, TECHNOLOGY CHANGES FOR US TO GET THE SPEEDS THAT INDUSTRY CANADA WOULD LIKE TO SEE HOUSEHOLDS HAVE AVAILABLE TO THEM, WHICH IS 50 MEG DOWNLOAD, 10 MEGAUPLOAD, THE 900 MEGAHERTZ JUST CANNOT DO IT. IT'S BRILLIANT TECHNOLOGY IF YOU HAVE TO GO THROUGH TREES AND FOLIAGE, BUT IT'S NOT GREAT FOR GETTING HIGH SPEEDS. SO WE'D REMOVE THE NINE HUNDRED MEGAHERTZ TECHNOLOGY, REPLACE IT WITH WITH MORE ADVANCED TWO POINT FOUR AND FIVE POINT EIGHT GIGAHERTZ TECHNOLOGY, AND WE'D UPGRADE WHAT'S CALLED THE BACKHAUL CONNECTION BETWEEN THE TOWERS. SO IF WE'RE GOING TO START GIVING SOME OF YOUR HOUSEHOLDS FASTER SPEEDS LIKE TWENTY FIVE, FIFTY AND HIGHER SPEEDS MEGABITS TO THE HOME, THE BACKHAUL CONNECTIONS IN BETWEEN THE TOWERS WOULD HAVE TO BE INCREASED. SO, THAT'S THE OVERALL DESIGN. WE'RE ADDING FOUR NEW TOWERS SO THAT WE CAN GET THE SIGNAL CLOSER TO THE HOUSEHOLDS AND REACH MORE HOUSEHOLDS THAT THE CURRENT DESIGN THAT WE PUT IN PLACE NINE YEARS AGO, THERE'S SOME HOUSEHOLDS THAT CANNOT REACH THIS WOULD ADDRESS THAT. THE KEY STRENGTHS OF THIS PARTICULAR DESIGN IS THE HIGHEST PERCENTAGE OF REACH TO HOUSEHOLDS IN THE AREA. THIS DESIGN, OUR DESIGN ENGINEER, UNFORTUNATELY, [INAUDIBLE], COULD NOT BE HERE TONIGHT. HE HAD ANOTHER MEETING WITH ANOTHER MUNICIPALITY. SO WE'RE SPLITTING THE DUTIES. BUT HE DESIGNED THIS CONCEPTUAL DESIGN TO EVEN REACH SOME OF THE WATER ACCESS ONLY PROPERTIES THAT WERE ORIGINALLY TARGETED AS IDEAL SERVICE AREAS. IT'S ALSO THE LOWEST COST TO IMPLEMENT. TWO OF THE SHORTFALLS OF THIS PARTICULAR DESIGN IS THIS GOT THE SHORTEST LIFE CYCLE. WHEN YOU COMPARE IT TO PUTTING FIBER OPTICS INTO THE TAXPAYER'S HOME, THE FIBER OPTICS, ONCE THE CABLE'S IN THE HOME, YOU DON'T HAVE MUCH UPGRADE TO DO TO THE FIBER OPTICS. YOU COULD JUST REPLACE THE ELECTRONICS, YOU KNOW, FURTHER DOWN THE LINE AND YOU COULD INCREASE THE PERFORMANCE WITHOUT TOUCHING THAT FIBER OPTICS WITH THE WIRELESS, WE ALREADY KNOW THAT WE'RE ON A FIVE TO SEVEN YEAR UPGRADE FOR THE NETWORK ELECTRONICS. AND ANY SYSTEM THAT DELIVERS THAT OR SLIGHTLY MORE IS PROBABLY IN THE BALLPARK OF SATISFYING MOST HOUSEHOLDS. THE SECOND CONCEPTUAL DESIGN THAT WE PREPARED IN THIS FEASIBILITY STUDY IS A HYBRID DESIGN. IT INVOLVES THE FIBER TO THE HOME MODEL WHERE THIS HERE THEY CALL IT A HOP AND DROP INSIDE THE INTERNET WORLD WHERE THE SIGNAL WOULD CONTINUE TO BE DELIVERED FROM THE DOWNTOWN SOURCE OF THE POINT OF PRESENCE ALL THE WAY THROUGH THE WIRELESS TOWERS UNTIL IT GETS CLOSER TO THE NEIGHBORHOODS WHERE THE HOUSEHOLDS ARE, AT WHICH POINT, AS YOU CAN SEE RIGHT HERE, AND THIS TOWER INSET, THE SIGNAL COMES OFF THE TOWER, GOES INTO A METER CONVERTER, AND THEN COMES FIBER OPTIC TO ALL THE HOUSEHOLDS. AND WITH THIS TYPE AND THIS IS CALLED A LAST MILE SOLUTION. WITH THIS KIND OF A HYBRID, THE ONLY REAL UPGRADES THAT WOULD BE REQUIRED PERIODICALLY IS AS THE APPETITE OR DEMAND FOR BROADBAND INCREASES, WE WOULD ONLY HAVE TO INCREASE THE WIRELESS BACKHAUL IN BETWEEN THE TOWERS. SO IF AT SOME POINT IN THE FUTURE THE HOUSEHOLD DEMAND GOES TO ONE HUNDRED MEG, TWO HUNDRED MEG, FIVE HUNDRED MEG, THE FIBER OPTICS WOULD NEVER NEED TO BE REPLACED. IT'S JUST THE BACKHAUL IN-BETWEEN THE TOWERS, KEY STRENGTHS OF THIS PARTICULAR MODEL, HIGHEST, MAXIMUM BANDWIDTH TO THE HOUSEHOLDS. IT'S GOT THE LONGEST LIFE CYCLE SO THAT THE COMMUNITY WOULDN'T HAVE TO BE LOOKING AT, YOU KNOW, BIG UPGRADES EVERY FIVE TO SEVEN YEARS. I SUSPECT THERE WOULD STILL BE UPGRADES TO TRY AND INCREASE THE DELIVERY OF SPEED BETWEEN THE TOWERS, BUT YOU WOULD NOT HAVE TO DO ANYTHING ONCE IT HITS THE [00:20:05] FIBER OPTICS. THE SHORTFALLS OF THIS DESIGN WE FOUND WERE EXTREMELY LARGE UPFRONT COSTS, RUNNING FIBER OPTICS IS PRETTY EXPENSIVE PROPOSITION. AND ALSO THERE'S SOME CHALLENGES IN THAT IT HAD A LOWER PERCENTAGE OF REACH TO THE TARGET HOUSEHOLDS IN THE AREA THAT THE CITY WISHES TO ADDRESS. SO I THINK WE HAD SOMETHING LIKE 20 OR 30 HOUSEHOLDS THAT ARE WATER ACCESS ONLY, THE FIBER OPTIC MODEL IS NOT AN OPTION. THE COST TO RUN FIBER OPTIC CABLE UNDERWATER OR ALONG THE LAKES TO GET AROUND TO THE OTHER SIDE WOULD JUST BE COST PROHIBITIVE. SO THERE WOULD BE A CERTAIN NUMBER OF HOUSEHOLDS THAT JUST COULD NOT YOU COULD NOT DELIVER THE SIGNAL TO THEM WITH THE FIBER TO THE HOME. SO THE OVERALL ANALYSIS, RIGHT, FIBER TO THE HOME, GREAT SPEEDS, LONGEST LIFE, UNFORTUNATELY, MORE EXPENSIVE. IF YOU LOOK AT THE INSECT CHART SHOWING COMPARING THE TOTAL CAPITAL COST REQUIRED FOR THE HYBRID MODEL, IT WOULD BE APPROXIMATELY TWO POINT SIX MILLION TO DELIVER THIS PARTICULAR SOLUTION. NOW, THE UNIVERSAL BROADBAND FUND, WHICH IS DELIVERED UNDER THE FEDERAL GOVERNMENT'S I SAID UBF FUNDING PROGRAM WILL COVER SEVENTY FIVE PERCENT OF BROADBAND UPGRADES FOR AN APPROVED PROJECT. BUT THE CITY INVESTMENT THERE, TWENTY FIVE PERCENT WOULD STILL BE ALMOST SEVEN HUNDRED THOUSAND DOLLARS ON A PROJECT LIKE THAT. SO IT HAS A SIGNIFICANT UPFRONT COST, EVEN THOUGH A VERY LARGE PORTION COULD BE COMING FROM UBF FUNDING. THE ALL-FIXED WIRELESS MODEL IS SIGNIFICANTLY CHEAPER AT SIX HUNDRED AND SIXTY THOUSAND IS OUR CONCEPTUAL DESIGN BUDGET, WHICH COMES UP WITH THIS. AND THE CITY INVESTMENT REQUIRED AFTER THE UBF CONTRIBUTION FROM THE FEDERAL GOVERNMENT WOULD BE ABOUT ONE HUNDRED AND SIXTY FIVE THOUSAND DOLLARS, WHICH IS PRETTY CLOSE TO WHAT IS ALREADY IN THE RESERVE, BECAUSE UNDER THE EXISTING MODEL THAT THE CITY HAS, A PORTION OF THE MONTHLY REVENUES FROM YOUR CURRENT SUBSCRIBER BASE ARE RETURNED AS AN ANNUITY OR A ROYALTY TO THE CITY BECAUSE THE CITY DOES OWN THE ASSET AND DOES TAKE RESPONSIBILITY FOR THE OPERATING EXPENSES, THE EQUIPMENT REPLACEMENTS AND UPGRADES. SO THAT RESERVE THAT'S BEEN BUILT UP OVER TIME IS PRETTY CLOSE TO ENOUGH TO COVER THIS PARTICULAR PORTION. OUR OVERALL RECOMMENDATIONS, DEFINITELY PURSUE THE ALL-FIXED WIRELESS ACCESS UPGRADE PROJECT. THE HYBRID, VERY SEXY, REALLY NICE STUFF. YOUR VIANET PARTNERS, THEY'VE SUCCESSFULLY DEPLOYED IT IN OTHER PARTS OF ONTARIO. IN THIS PARTICULAR CASE, WE FOUND THAT THE COSTS WERE STILL SO MUCH HIGHER, WE FOUND IT DIFFICULT TO JUSTIFY THE ADDITIONAL CAPITAL OUTLAY BY THE CITY. ALTHOUGH IF THE CITY WAS REALLY, REALLY WANTING TO GO THAT ROUTE, WE'D BE HAPPY TO HELP THEM IMPLEMENT IT. BUT OUR RECOMMENDATIONS ARE THE BUSINESS CASE POINTS TO THE WIRELESS ONE. WE RECOMMEND THAT THE CITY OF ELLIOT LAKE DOES PURSUE A UNIVERSAL BROADBAND FUND FUNDING APPLICATION. THE DEADLINE FOR SUBMISSION ELECTRONICALLY IS, I BELIEVE, ONE WEEK FROM TODAY. IF SUCCESSFULLY AWARDED THE FUNDING FROM THE UBF, THIS PROJECT, WE HAVE MAPPED OUT AN IMPLEMENTATION SCHEDULE SPREAD OUT OVER TWO YEARS THAT HAS A HAS THE PROJECT BROKEN DOWN INTO TWO STAGES. IT HAD A DEADLINE OF JANUARY 15TH AND THE SCOPE OF THAT FUNDING PROGRAM WAS MORE FOCUSED ON QUICK WINS FOR ISPS AND OPERATORS LIKE THE CITY OF ELLIOT LAKE THAT WANTED TO IMPROVE INFRASTRUCTURE THAT'S IN PLACE IN THE SHORT TERM. THE DEADLINE TO COMPLETE AND DEPLOY AN APPROVED PROJECT IS NOVEMBER OF 2021. THAT'S NOT A LONG TIME. WE HAVEN'T SEEN A LOT OF APPROVALS IN THE MEDIA ON THE RAPID RESPONSE STREAM. SO THE LONGER THEY WAIT TO APPROVE THESE PROJECTS, THE LESS TIME AN APPLICANT LIKE THE CITY WOULD BE ABLE TO APPLY. UNDER THAT APPLICATION, WE ASSISTED THE CITY TO IDENTIFY ABOUT ONE HUNDRED AND SIXTY THOUSAND DOLLARS OF. ELECTRONIC UPGRADES THAT COULD QUICKLY DELIVER SERVICE IMPROVEMENTS WITHOUT MODIFYING THE MAJOR INFRASTRUCTURE PIECES AND ALSO LIKE THE UBF, IT'S SEVENTY FIVE PERCENT FUNDED, SO THE CITY'S PORTION, IF APPROVED, WOULD BE ABOUT FORTY THOUSAND DOLLARS. THE UBF OTHER PROGRAM, THE DEADLINE IS THE FIFTEENTH OF MARCH, AND THE FOCUS IS MUCH LARGER ON ADDRESSING GAPS AND EXPANDING REACH OF SERVICE. WE BELIEVE THAT TWO YEARS IS PLENTY FROM THE TIME IT'S APPROVED. SO I'M SURE SOME PEOPLE WOULD BE WONDERING, WELL, IF THE RAPID RESPONSE STREAM IS SUCCESSFUL AND SO IS THE UBF, YOU KNOW, FOR THE CITY, WHAT DO YOU DO WITH TWO GRANT APPLICATIONS THAT ARE TRYING TO UPGRADE THE SAME SERVICES? WE DEVISED A STRATEGY WHERE IF BOTH WERE APPROVED, WE COULD RECONCILE THE SCOPE OF WORK FOR THE RAPID RESPONSE STREAM DURING THE DESIGN PHASE OF THE LARGER IMPLEMENTATION PROJECT, WHICH WOULD GIVE THE CITY THE OPPORTUNITY TO OPTIMIZE ITS USE OF BOTH FUNDING. OUR MONTHLY NUMBERS WERE IN DECEMBER AT ABOUT ONE SEVENTY FIVE AND THOSE HAVE FREQUENTLY INCREASED TO JUST OVER TWO HUNDRED AND FIFTY FOR JANUARY AND FEBRUARY. AND THE INTENTION IS NOT TO FIND THAT PERSON BECAUSE THEY'RE AWAY FOR A COUPLE OF WEEKS. THE INTENTION IS THE ONE THAT NEVER GETS ADDRESSED OR THOSE TYPES OF ISSUES. SO I THINK UNDER THOSE SITUATIONS, THE MAJORITY OF RESIDENTS DON'T HAVE A CONCERN BECAUSE THAT'S NOT THE SPIRIT OF THIS. AS FOR THE COMMENTS OF COUNCILLOR CYR, COUNCILLOR CYR SHOULD CHECK HIS STATISTICS. ABOUT 95 PERCENT OF THE LIBRARIES IN THE PROVINCE OF ONTARIO DO NOT ALLOW IN-PERSON VISITS. THEY CAN'T. ANY COMMUNITY THAT'S IN RED OR GRAY OR IN LOCKDOWN, CERTAINLY NOT ALLOWING ANYBODY INTO THEIR LIBRARIES NOR ARE THE ORANGE COMMUNITIES ALLOWING THEM IN.
