SO ANYTHING TO DO FROM LOSS OF WAGES OR FOR LOSS OF COLLECTING REVENUE FROM THE FEES, MAKING THE TRANSIT FREE TO EXTRA DISINFECTION.
AND EVERYTHING WAS ALL CALCULATED.
AND THIS IS NOW THE TRANSFER PAYMENT AGREEMENT THAT ONCE SIGNED AND SENT BACK WILL ALLOW THE CITY TO RECEIVE THE FUNDS THAT WERE ALLOTTED TOWARDS THE CITY.
IN PHASE THREE, THE CITY HAD AFTER WE PUT EVERYTHING TOGETHER WITH LOTS OF ACTUAL REVENUE AND EXTRA DISINFECTION, WE CAME UP WITH A TOTAL OF ONE HUNDRED AND EIGHT THOUSAND FIVE HUNDRED FORTY ONE DOLLARS.
SO ONCE THE AGREEMENT SIGNED, THE CITY WILL RECEIVE THIS MONEY AND WE'LL PUT IT TOWARDS OUR OBVIOUSLY OUR [INAUDIBLE] BUDGET THAT WE'VE LOST THIS MONEY.

THIS YEAR, THE CITY OF ELLIOT LAKE'S ELIGIBLE TO RECEIVE AN ALLOCATION OF ONE HUNDRED THIRTY THOUSAND NINE HUNDRED DOLLARS, WHICH IS BASICALLY LINES UP WITH PREVIOUS YEARS.
WHERE WE'RE GOING TO RECEIVE NINETY EIGHT THOUSAND ONE HUNDRED SEVENTY FIVE PAYABLE UPON THE LETTER OF AGREEMENT.
SO ONCE THAT'S SIGNED, THAT'S WHAT WE WILL RECEIVE.
THE 2021 OPERATION BUDGET HAS FIFTY FIVE THOUSAND NINE HUNDRED BUDGETED TOWARDS OPERATIONS.
WHERE THE REMAINING BALANCE OF SEVENTY FIVE THOUSAND IS PUT INTO RESERVE.
SO BASICALLY FOR FUTURE COSTS TO DO WITH EVERYTHING FROM REPLACEMENT OF TRANSIT BUSSES TO THE STOPS, ANYTHING TO DO WITH TRANSIT, BUT IT HAS TO BE SPENT ON TRANSIT, TRANSIT ONLY.
BASICALLY, ONCE WE SIGNED THE LETTER OF AGREEMENT, AGAIN, THAT'S GOING TO THAT'S GOING TO ALLOW THE FUNDS TO BE TRANSFERRED TO OUR ACCOUNT, TO THE CITY ACCOUNT AND MOVE FORWARD FROM THERE.

IN AN ATTEMPT TO ADDRESS THE EVER CHANGING ENVIRONMENT AND THE NEED FOR MORE ELECTRONIC USE WITHIN THE TREASURY DEPARTMENT.
WE HAVE EXPANDED TO INCLUDE E-BILLING, THIS TECHNOLOGY HAS BEEN VERY SUCCESSFUL IN DELIVERING NUMEROUS AGE FRIENDLY DELIVERY INVOICES TO CUSTOMERS, EXPEDITING PAYMENT FROM CUSTOMERS, AS WELL AS EXPEDITING THE ENTIRE PROGRAM SO THAT CUSTOMERS ARE AWARE OF WHAT'S OUTSTANDING ON THEIR ACCOUNT AND WE HAVE A GREAT, AS PER PREVIOUS COUNCIL REPORTS, RESPONSE FOR PAYMENT AND OUR RECEIVABLES ARE NEARLY ONE HUNDRED PERCENT.
SO IT'S WONDERFUL FOR THAT AGE FRIENDLY DELIVERY PROGRAM.
THE EXPANSION INCLUDES THE EMAILING OF BILLS FOR TAXES AND WATER, INCLUDING RECEIPTING.
AND IT'S ESTIMATED THAT THROUGH THE ANALYSIS OF THIS PROGRAM, IT'S ESTIMATED TO

AN ESTIMATE ON ONE PAPER TAX BILL THAT YOU WOULD RECEIVE IN THE MAIL IS ESTIMATED TO COST ABOUT A DOLLAR SIXTY TWO FOR ONE TAX BILL OR ONE WATER BILL.
IF WE TAKE INTO CONSIDERATION THAT EVERY HOUSEHOLD RECEIVES TWO TAX BILLS PER YEAR, THE INTERIM TAX BILLING AND THE FINAL TAX BILLING AND WATER BILLS ON RESIDENCE WOULD ALSO RECEIVE ONE WATER BILL AND ONE TAX BILL.
AND THE EXTRAPOLATION OF THAT ACROSS THE NUMBER OF TAX BILLS AND WATER BILLS ACROSS THE ENTIRE CITY, THE SAVINGS WOULD BE VERY SIGNIFICANT IF WE COULD HAVE ENOUGH PEOPLE AND INDIVIDUALS ENROLL IN E-BILLING.
IT'S A VERY COMMONPLACE EVENT FOR HYDRO COMPANIES, MUNICIPALITIES TO OFFER SOME SORT OF AN INCENTIVE TO ENCOURAGE RESIDENTS AND BUSINESSES TO ENROLL IN E-BILLING, SO IT'S PROPOSED AT THIS TIME THAT DUE TO THE NATURE OF THE AMOUNT OF SAVINGS, THE OFFERING A WIN YOUR WATER BILL PRIZE PACKAGE WOULD BE A GREAT INCENTIVE TO ENCOURAGE EVERYONE IN THE CITY TO LOG ON TO OUR WEBSITE AND REGISTER FOR E-BILLING.
SO DEPENDING ON THE UPTAKE, IF WE COULD ACHIEVE APPROXIMATELY TWO THOUSAND ONE HUNDRED AND EIGHTEEN E-BILLS OR EMAIL ADDRESSES FOR INTERESTED PEOPLE FOR E-BILLING, WE WOULD BE IN A POSITION TO SAVE APPROXIMATELY TEN THOUSAND DOLLARS THIS YEAR.

SO WE THOUGHT IT WOULD BE GREAT TO OFFER AN INCENTIVE TO INCREASE THE ENROLLMENT IN E-BILLING, REDUCE THE PRESSURES ON STAFF TIME AND PAPER AND TREES, AND GET PEOPLE THEIR BILLS IN THEIR INBOX AS QUICKLY AS WE POSSIBLY CAN.
SO THE FINANCIAL IMPACT IS OBVIOUSLY THE COST OF ONE BILL IS APPROXIMATELY IS ACTUALLY EIGHT HUNDRED AND SIX DOLLARS AND FIFTY FOUR CENTS FOR THE YEAR OF 2021.
AND THAT WOULD BE THE CREDIT APPLIED TO THAT ACCOUNT.
RULES AND REGULATIONS HAVE BEEN DEVELOPED IN ASSOCIATION AND CONSULTATION WITH A FEW OTHER HYDRO COMPANIES ACROSS THE PROVINCE WHO HAVE DONE VERY, VERY SIMILAR THINGS.

OK, THAT THE REPORT ON THE CONTINUATION OF THE DOWNTOWN BANNER PROJECT FOR THE SUMMER OF 2021 BE RECEIVED IN THAT COUNCIL APPROVED THE CONTINUANCE OF THE DOWNTOWN ART PROJECT FOR ADDITIONAL BANNERS AND HARDWARE TO BE INSTALLED IN THE DOWNTOWN AREA OF ELLIOT LAKE IN 2021 UNDER THE GUIDANCE OF PARKS AND CULTURE STAFF, ARTS AND CULTURE ADVISORY COMMITTEE, AND THAT THE REQUIRED FUNDS OF NINE THOUSAND DOLLARS PLUS APPLICABLE TAXES BE TAKEN FROM THE RECS AND CULTURE DEPARTMENT OPERATING BUDGETS FOR CONTRACTING SERVICES.

SO I AM PRESENTING THIS REPORT ON THE DOWNTOWN BANNER PROJECT ON BEHALF OF THE ELLIOT LAKE ARTS AND CULTURE ADVISORY COMMITTEE.
I'M SURE YOU ARE ALL FAMILIAR WITH THE BANNERS DISPLAYED IN THE DOWNTOWN AREA LAST SUMMER ALONG HIGHWAY 108 AND ONTARIO AVENUE.
SO IT IS THE HOPE OF THE ARTS AND CULTURE COMMITTEE TO CONTINUE AND IMPROVE UPON THIS PROJECT WITH THE RECOMMENDATION THAT SANDY HAS JUST REPORTED.
SO TO PROVIDE A LITTLE BACKGROUND.
THE ORIGINAL PROJECT BEGAN EARLY IN 2020 WITH THE PURPOSE OF BEAUTIFYING THE DOWNTOWN AREA IN ELLIOT LAKE, AS WELL AS SHOWCASING LOCAL ARTISTS.
IN FEBRUARY OF LAST YEAR, GUIDELINES FOR THE PROJECT WERE ESTABLISHED AND THE THEME OUR TOWN, PAST, PRESENT OR FUTURE WAS CHOSEN.
ENTRY FOR SUBMISSION WAS OPENED IN MAY AND CLOSED JUNE 15TH.
PUBLIC WORKS SOURCED OUT POTENTIAL SITES FOR BANNERS TO BE DISPLAYED INDICATING 19 LAMP POSTS ALONG ONTARIO AVENUE AND 18 POSTS ALONG HIGHWAY 108 FOR A TOTAL OF THIRTY SEVEN BANNERS.
AFTER ADJUDICATING ALL OF THE SUBMISSIONS THE SUBCOMMITTEE SELECTED THIRTY SEVEN DESIGN FOR PRINTING.
SEVERAL OF THE SELECTED DESIGNS WERE BY CHILDREN AND YOUTH, THE YOUNGEST OF WHICH BEING JUST THREE YEARS OLD.
THE TOTAL MATERIAL COSTS FOR THE BANNERS AMOUNTED TO THREE THOUSAND NINE HUNDRED AND FORTY FOUR DOLLARS AND THIRTY SEVEN CENTS, AND ALL OF THE BANNERS WERE INSTALLED BY PUBLIC WORKS.
A RIBBON CUTTING CEREMONY WAS ORGANIZED FOR JULY 31ST WITH CITY OFFICIALS AND MP CAROL HUGHES IN ATTENDANCE, ALONG WITH THE BANNER ARTISTS AND THEIR

FAMILY AND FRIENDS.THESE BANNERS WERE DISPLAYED IN THE DOWNTOWN AREA UNTIL NOVEMBER TO POSITIVE PUBLIC PERCEPTION, AND THE INFORMATION ABOUT EACH BANNER AND THE ARTIST'S STYLE REMAIN AVAILABLE TO CHECK OUT ON THE CITY WEBSITE.
AS PREVIOUSLY STATED, THIS PROJECT WAS MET WITH MUCH SUCCESS AND POSITIVE FEEDBACK AND ACCOMPLISHED ITS PURPOSE OF BEAUTIFYING THE DOWNTOWN AREA IN ELLIOT LAKE AND GIVING LOCAL ARTISTS A PLATFORM WITH WHICH TO DISPLAY THEIR TALENTS.
SO IN ORDER TO CONTINUE THIS PROJECT, THE ARTS AND CULTURE COMMITTEE WOULD LIKE TO FACILITATE THE DESIGNING, PURCHASING AND HANGING OF 41 ADDITIONAL BANNERS TO ACCOMPANY THE THIRTY SEVEN BANNERS THAT THE CITY HAS IN RESERVE FROM LAST YEAR.
AT LEAST 41 NEW BANNERS 14 WOULD BE DISPLAYED IN THE LOWER PLAZA IN THE DOWNTOWN AREA, 4 WOULD BE DISPLAYED IN THE UPPER PLAZA, TWO ALONG SASKATCHEWAN ROAD, 14 ALONG MANITOBA ROAD, SIX WOULD CONTINUE ALONG ONTARIO AVENUE AND ONE WOULD BE PLACED ON HIGHWAY 108 NEAR THE MINERS MEMORIAL PARK.
THE MAJORITY OF THE POSTS ON WHICH THESE NEW BANNERS WOULD BE DISPLAYED ARE ALREADY OUTFITTED WITH THE REQUIRED BRACKET, INCLUDING THOSE ALONG MANITOBA ROAD.
SOME NEW BRACKETS MAY NEED TO BE PURCHASED, BUT THEY DO HAVE THE POTENTIAL MULTIUSE OF BEING USED FOR OTHER SEASONAL DECORATIONS IN THE DOWNTOWN AREA.
SO THEY'RE NOT JUST ISOLATED TO HOLDING THESE BANNERS.
THIS PROJECT IS TIME SENSITIVE AS A REASONABLE AMOUNT OF TIME MUST BE GIVEN FOR DESIGN SUBMISSIONS, ADJUDICATION, PRINTING, SHIPPING AND INSTALLING.
A PROCESS WHICH TOOK THREE MONTHS IN 2020.
SO THE SOONER WE CAN BEGIN THE PROCESS IN 2021, THE SOONER WE CAN DISPLAY THE NEW ARTWORK AND CONTINUE TO BEAUTIFY THE DOWNTOWN AREA OF ELLIOT LAKE.
THE COST OF FORTY ONE NEW BANNERS BASED UPON LAST YEAR'S PRICING WOULD AMOUNT TO THREE THOUSAND SIX HUNDRED AND TWENTY SIX DOLLARS.

THEY COULD BE TAKEN DOWN AND HUNG IN DIFFERENT LOCATIONS ANOTHER YEAR.
EACH BANNER WOULD BE DISPLAYED IN GROUPS OF TWO, ONE FEATURING POETRY OR PROSE, AND THE OTHER A VISUAL COMPONENT RESPONDING TO THE WRITING WITH IMAGES.

THEY SHOULD BE ABLE TO UNLOAD THEIR BOAT, MOVE IT OVER TO A DOCK SLIP AND THEN LET THE NEXT VEHICLE LOAD OR UNLOAD THEIR BOAT.
