SIX POINT ONE REPORT OF THE DIRECTOR OF PUBLIC WORKS RE: CRUSHING OF CUMULATED STOCKPILE OF ASPHALT LOCATED BEHIND THE DOG PARK, AND THE RECOMMENDATION THAT THE REPORT OF THE DIRECTOR OF PUBLIC WORKS DATED MAY 19TH 2021 BE RECEIVED.[00:05:01]
AND THAT COUNCIL WILL APPROVE THE SOLE SOURCING OF THE CRUSHING OF SIX THOUSAND CUBIC METERS OF STOCKPILED ASPHALT TO GILBERTSON ENTERPRISES FOR COST OF ONE HUNDRED ONE THOUSAND SEVEN HUNDRED PLUS APPLICABLE TAXES.AND THAT COUNCIL APPROVES THE USE OF THE RECYCLED ASPHALT PAVEMENT TOWARD SEVERAL PROJECTS IDENTIFIED THROUGHOUT THE CITY, WITH REMAINING APPROVED BUDGET AMOUNT OF ONE HUNDRED AND FIFTY TWO THOUSAND SEVEN HUNDRED.

YES. THANK YOUR WORSHIP BACKGROUND FOR EVERYONE AT HOME IS OVER THE PAST 30 YEARS, BOTH THE PUBLIC WORKS DEPARTMENT, AND SEVERAL LOCAL CONTRACTORS HAVE BEEN DISPOSING OF THEIR OLD TORN UP ASPHALT FROM ROADS AND DRIVEWAY PROJECTS COMPLETED THROUGHOUT THE CITY.
THE ACCUMULATED STOCKPILE IS NOW ESTIMATED TO BE AROUND EIGHTEEN THOUSAND FIVE HUNDRED CUBIC METERS IN VOLUME AFTER AN ENGINEERING DRONE SURVEY WAS COMPLETED IN APRIL OF THIS YEAR. HISTORICALLY, THE OLD PAVEMENT MATERIAL WAS REMOVED AND DISPOSED OF IN LANDFILLS.
AS LANDFILLING OF THESE MATERIALS HAS BECOME LESS PRACTICAL AND MORE EXPENSIVE, AND THE AVAILABILITY OF QUALITY [INAUDIBLE] MATERIALS DECLINES.
THE USE OF RAP, WHICH IS THE SHORT VERSION OF THE RECYCLED ASPHALT PAVEMENT, HAS BECOME MORE AND MORE PREVALENT BY UTILIZING THIS PRODUCT ASPHALT PAVEMENT NOT ONLY IS IT ENVIRONMENTALLY RESPONSIBLE, BUT THE PRODUCT HAS EXCELLENT BONDING QUALITIES AND ALLOWS FOR BETTER DRAINAGE THAN REGULAR ASPHALT.
THE CITY OF ELLIOT LAKE RECEIVES SIX HUNDRED FIFTY THOUSAND IN FEDERAL GAS TAX MONEY ANNUALLY TO BE BUDGETED TOWARDS ROADS PROJECTS THROUGHOUT THE CITY.
IN 2021 COUNCIL APPROVED THE CAPITAL PROJECT OF AN AMOUNT OF TWO HUNDRED FIFTY FOUR THOUSAND FOUR HUNDRED DOLLARS TO ALLOW STAFF TO HIRE A SPECIALIZED CONTRACTOR TO CRUSH A THIRD OF THE STOCKPILED ASPHALT THAT COULD BE USED TOWARDS PREDETERMINED PROJECTS THROUGHOUT THE CITY. IN THE SUMMER OF 2018 AN INSPECTOR FROM THE MINISTRY OF ENVIRONMENT WAS CONTACTED BY SEVERAL RESIDENTS FROM THE ACTUAL CITY OF ELLIOT LAKE WITH CONCERNS OF THE CONTINUALLY GROWING STOCKPILE OF ASPHALT PRODUCT BEHIND THE CURRENT DOG PARK ON SENATOR PLACE.
THESE CONCERNS WERE BROUGHT TO MY ATTENTION WHERE THE INSPECTOR FROM THE MINISTRY OF ENVIRONMENT STATED THE CITY NEEDED TO CREATE AN ACTION PLAN ON WHAT TO DO WITH THE CURRENT STOCKPILE AND TO IDENTIFY A NEW AREA WHERE ASPHALT COULD BE STOCKPILED A TIME PERIOD AND WHAT WAS GOING TO BE DONE WITH IT.
THE ACCUMULATED STOCKPILE WAS AGAIN MENTIONED, AS MENTIONED EARLIER, WAS SURVEYED AND AT FIRST THOUGHT TO BE CLOSER TO TWENTY FIVE THOUSAND CUBIC METERS, WHICH WAS LATER CONFIRMED TO BE CLOSER TO EIGHTEEN THOUSAND FIVE HUNDRED BY GILBERTSON'S ENTERPRISE.
THIS IS A COMPANY THAT SPECIALIZES IN THE CRUSHING, SCREENING AND STOCKPILING OF OLD ASPHALT. THE CITY RECEIVED A PROPOSAL FROM GILBERTSON ENTERPRISE, TO CRUSH AND SCREEN THE STOCKPILE OF ASPHALT FOR A PRICE OF SIXTEEN DOLLARS AND NINETY FIVE CENTS PER CUBIC METER, PLUS APPLICABLE TAXES, RESULTING IN A TOTAL COST OF ONE HUNDRED ONE THOUSAND AND SEVEN HUNDRED DOLLARS PLUS APPLICABLE TAXES.
THAT WOULD BE FOR A THIRD OF THE PILE AT SIX THOUSAND CUBIC METERS.
THE CRUSHED VOLUME IS ESTIMATED TO BE AROUND FOUR HUNDRED AND TEN TRUCKLOADS.
THAT WOULD BE REQUIRED TO BE HAULED TO PREDETERMINED PROJECTS THROUGHOUT THE CITY AND THEN WHATEVER IS REMAINING WOULD BE GOING TO THE ACTUAL PUBLIC WORKS YARD ON THE HIGHWAY . AFTER FURTHER INVESTIGATION, IT IS RECOMMENDED TO USE THIS RAP FOR PARKING LOT, SHOULDERING TRAIL SYSTEMS, DRIVEWAYS AND ON ROADS WITH LOWER VEHICLE VOLUMES.
WITH THIS IN MIND, STAFF IS RECOMMENDING THE APPROVAL TO COMPLETE SKI HILL PARKING LOT AT EIGHTEEN THOUSAND CUBIC METERS.
THE TRAIL SYSTEM FROM ESTEN DRIVE NORTH TO ESTEN DRIVE SOUTH.
THERE'S ALSO BEEN IDENTIFIED AREAS THAT MISSISSAGI PARK PROPOSED ACCESSIBILITY PARKING AREA AT SPRUCE BEACH, WITH THE REMAINING VOLUME BEING HAULED TO THE PUBLIC WORKS YARD AS MENTIONED EARLIER.
BY UTILIZING THIS RAP PRODUCT, THE CITY IS SAVING A SUBSTANTIAL AMOUNT OF MONEY COMPARED TO PURCHASING PRODUCTS LIKE ASPHALT, CRUSHER DUST, A B OR M GRAVEL.
THE REMAINING VOLUME WILL BE CRUSHED OVER THE NEXT TWO YEARS, WHERE THE RAP PRODUCT CAN BE UTILIZED IN FACILITY PARKING LOTS THAT HAVE BEEN IDENTIFIED TO BE REPLACED IN 2016 BUILDING CONDITION ASSESSMENT.
WITH THE FINANCIALS ON THIS COUNCIL HAS APPROVED, LIKE MENTIONED EARLIER, A CAPITAL BUDGET OF TWO HUNDRED AND FIFTY FOUR THOUSAND FOUR HUNDRED DOLLARS TO HAVE A THIRD OF THE PILE, SIX THOUSAND CUBIC METERS OF THE STOCKPILE OF ASPHALT CRUSHED AND UTILIZED.
WITH THE CRUSHING PROCESS COSTING ONE HUNDRED ONE THOUSAND SEVEN HUNDRED DOLLARS PLUS APPLICABLE TAXES, THIS WOULD LEAVE THE REMAINING BUDGETED AMOUNT OF ONE HUNDRED AND FIFTY TWO THOUSAND SEVEN HUNDRED DOLLARS TO HIRE LOCAL CONTRACTORS TO ASSIST IN HAULING, GRADING AND PACKING RECYCLED ASPHALT PRODUCT TOWARDS PREDETERMINED PROJECTS, AS MENTIONED. SO, IN SUMMARY, NOT ONLY IS THE CITY REMOVING A LARGE VOLUME OF STOCKPILED ASPHALT FROM AN AREA OF CONCERN FROM BOTH RESIDENTS OF THE CITY OF ELLIOT LAKE AND THE MINISTRY OF ENVIRONMENT CLIMATE CONTROL, IT IS ALSO UTILIZING RECYCLED ASPHALT PRODUCT TOWARDS PROJECTS THROUGHOUT THE CITY.

THIS IS ENVIRONMENTALLY RESPONSIBLE AS WELL AS A GREAT COST SAVINGS FOR THE CITY, WHICH NOW HAS IDENTIFIED AN AREA IN THE LOCAL LANDFILL WHERE RESIDENTS AND CONTRACTORS WILL BE CHARGED A FEE DISPOSED OF THEIR OLD ASPHALT.THE MONEY COLLECTED WILL BE USED TO HELP OFFSET THE COST TO CRUSH THE PRODUCT EVERY FIVE YEARS, WHERE AGAIN WE'LL GO THROUGH THE WHOLE PROCESS AGAIN AND IDENTIFY PROJECTS THAT WE COULD USE IT FOR. SO IF THERE'S ANY QUESTIONS, I'D BE HAPPY TO ANSWER THEM.
I THINK THERE'S A FEW AND I'LL START OFF SAYING THANK YOU FOR FINALLY GETTING THIS UNDERWAY. AND I'M CURIOUS, YOU MENTIONED ADDITIONAL CRUSHING IN THE NEXT TWO YEARS.
HAS THERE BEEN ANY THOUGHT GIVEN TO UTILIZING SOME OF IT TO HARD PACK THE COMPLETE BOAT LAUNCH AREA OR EVEN SAY WHEN YOU DO UPGRADES AT THE LANDFILL TO HAVE THAT TURNAROUND AREA ALSO HARD PACKED WITH THIS CRUSHED FILL? YES. SO TO ANSWER YOUR QUESTION, YEAH, WE'RE NOT LEAVING ANYTHING OFF THE ACTUALS SO WE'RE LOOKING TO USE IT EVERYWHERE.
IF IT'S GOING TO BE A GOOD MATERIAL THAT ONCE WE IDENTIFY THESE AREAS, WE'LL TALK TO SEVERAL PEOPLE, THE ENGINEERS AS WELL, TO SEE IF THE PRODUCT WILL WORK THERE.
WE'VE ALSO TALKED ABOUT IDENTIFYING IT IN SOME AREAS, AND I KNOW THEY ARE MORE HIGH TRAFFIC, BUT ON SOME OF THE HILLS ON DUNLOP SHORES AS WELL, WHERE WE ALWAYS END UP HAVING A LOT OF THE WASHBOARD CONTINUALLY COMING BACK ANYWAYS.
WE MIGHT TRY IN THE NEXT YEAR OR TWO, NOT THIS YEAR, BUT THE NEXT COUPLE OF YEARS AFTERWARDS. AREAS LIKE THAT NOW DOING THE WHOLE ROAD IS NOT RECOMMENDED.
LIKE I SAID, HIGH TRAFFIC AREAS.
THERE ARE A LITTLE BIT MORE HESITANT ON.
THE MAINLY MAIN CONCERNS A LOT OF THEM ARE THE PARKING LOTS AND AND A LOT OF THE SHOULDERING THAT CAN BE COMPLETED AROUND TOWN AS WELL.
AND THE MORE I'VE BEEN RESEARCHING, THE MORE I UNDERSTAND HOW MUCH VALUE WE ACTUALLY HAVE OF THE MATERIAL ONCE IT'S CRUSHED UP.

IT COMPACTS TOGETHER VERY WELL LOTS OF TIMES UNTIL IT'S REALLY COMPACTED AND IT MIGHT TAKE A LITTLE BIT LONGER.
IT WILL LOOK MORE OF LIKE A GRAVEL TYPE PRODUCT, BUT IT WILL COMPACT TOGETHER AND END UP BEING AN ASPHALT TYPE OF A LOOK TO IT AFTERWARDS.
NOW THERE IS OPTIONS ABOVE AND BEYOND FOR LOOK IF WE WANT TO GO ABOVE AND BEYOND AND DO SOMETHING ON TOP OF IT.
BUT MORE OR LESS, IT COMES OUT SOLID, LIKE AN ASPHALT THAT JUST WON'T HAVE THAT BLACK FINISH LIKE YOU'D SEE ON AN ASPHALT ROADWAY.

IS IT CHEAPER FOR US TO BUY OUR OWN GRINDER AND HAVE PUBLIC WORKS DO THE WORK LIKE? I THINK THIS REPORT SHOULD HAVE GONE TO COMMITTEE AND WE COULD HAVE ASKED AN AWFUL LOT OF QUESTIONS INSTEAD OF JUST COMING HERE TO SOLE SOURCE WHAT LOOKS LIKE A THREE HUNDRED THOUSAND DOLLAR ASK BECAUSE IT'S A THIRD DONE ONE YEAR AND YOU WANT TO DO YEAR TWO AN YEAR THREE, THE APPROACH OF WHAT YOU WANT TO DO WITH IT.
THERE'S SO MANY PLACES IN THE MUNICIPALITY THAT COULD USE THIS PRODUCT AND I'M NOT CONCERNED ABOUT THE COSMETICS.

WELL, THROUGH YOUR WORSHIP TO ANSWER THE QUESTION, WE REACHED OUT TO SEVERAL ONES IN THE AREA AND WHEN I MEAN WITH SPECIALIZED THIS, THERE'S THERE'S ONLY SO MANY THAT ARE GOING TO BE ANYWHERE FROM THE SUDBURY TO SAULT STE.

WE FOUND OUT THE RANGE IS ANYWHERE FROM 15 TO 20 DOLLARS PER CUBIC METER AVERAGING ACROSS THE BOARD TO HAVE THIS ACTUALLY CRUSHED UP INTO THE.
ANOTHER THING IS WE DID A BACKGROUND ON A LOT OF THE COMPANIES THAT HAVE USED GILBERTSON AS WELL. HE WAS ONE OF THE ONLY GENTLEMEN WHEN WE WERE TALKING TO THEM THAT ACTUALLY CAME ON SITE, CAME DOWN AND EXPLAINED EVERYTHING TO US.
AND WHEN IT ACTUALLY CAME DOWN TO IT, ONE OF THE BIGGEST THINGS THAT WE WERE IMPRESSED WITH IS WE WERE PREDICTING IT.
IT WAS ESTIMATED TO BE AROUND TWENTY FIVE THOUSAND AND HE CAME BACK AT EIGHTEEN THOUSAND FIVE HUNDRED, WHICH NOBODY WOULD HAVE KNOWN ANY DIFFERENCE IF IT WAS THE OTHER WAY AROUND THAT WAY. SO IT ACTUALLY SAVED US MONEY THAT WAY AS WELL.
BUT YOU'RE RIGHT, WE COULD LOOK INTO SOMETHING LIKE THIS FOR EQUIPMENT IN THE FUTURE, BUT WE WILL ALWAYS BE DOING THIS PROCESS.

SO REMEMBER, UNTIL 2015, OR 2016 NO 2015 IS WHEN IT CHANGES THE MUNICIPALITY OPERATED WITH A SIX MILLION DOLLAR RESERVE.
NOW WE'VE GOT OVER 20 MILLION DOLLARS IN RESERVES, WE'RE TAXING THE HECK OUT OF PEOPLE AND WE'RE NOT DOING ANY INFRASTRUCTURE WORK.
I JUST NEED COUNCIL TO UNDERSTAND WE HAVE TO BE PRUDENT AND WE HAVE TO TAKE CARE OF THE MUNICIPALITY AND TAKE CARE OF THE TAXPAYERS.
ROUGHLY 15 MILLION DOLLARS IN RESERVES AND KEPT IT THERE AND SPENT SUBSTANTIALLY.
YOU HAVE TO REMEMBER BACK IN 2010, THE TAX BILL WAS, I THINK, SEVEN HUNDRED THOUSAND DOLLARS. WE'VE ALMOST DOUBLED THAT.
