RECOMMENDATION THAT THE REPORT OF THE ECONOMIC DEVELOPMENT COORDINATED DATED JUNE 3RD, 2021 BE RECEIVED.WHEREAS 58 PERCENT OF ADULTS IN ELLIOT LAKE HAVE RECEIVED THEIR FIRST DOSE OF VACCINE, WHICH INCLUDES 90 PERCENT OF THE POPULATION OVER THE AGE OF 74, WE RESOLVE THAT COUNCIL PROVIDE PREFERRED DIRECTION TO THE STAFF ON THE OPTION TO EXTEND OR BEGIN CLOSING THE PROGRAM AND THAT ALL EXPENSES RELATED TO AGE FRIENDLY PROGRAMS IMPLEMENTED AS A RESULT OF THE COVID-19 PANDEMIC BE FUNDED THROUGH THE COVID-19 RELIEF FUNDING RECEIVED FROM THE PROVINCE.

WE HAVE COME TO A TIME THAT THE PROGRAM SEEMS TO HAVE MET MOST OF THE INITIAL INTENT AND THAT WE HAVE OVER 90 PERCENT OF THE MOST VULNERABLE POPULATION HAVING THEIR FIRST DOSE OF THE VACCINE.
ALTHOUGH THERE IS STILL A GENERALLY STUDIED DEMAND FOR SERVICES, AT THE REQUEST OF COUNCIL WE HAVE BROUGHT FORWARD THIS FOR DISCUSSION ONE MORE TIME BEFORE THE END OF JUNE, AND WE ARE LOOKING TO DETERMINE WHETHER OR NOT WE CONTINUE THE PROGRAM TO FINALIZE THE VACCINE PROCESS OR JUST CONTINUE AS OF THE JUNE 30TH DATE.
AS FAR AS STATISTICS GO, WHICH ARE BEING COLLECTED BY TREASURY DEPARTMENT, WE DO HAVE JUST OVER 4,000 DELIVERIES TO DATE.
WE HAVE STILL A HIGH FREQUENCY OF OUR MOST VULNERABLE THAT HAVE STAYED USING THE SERVICE SINCE THE BEGINNING.
WE ARE LOOKING AT AROUND 200 DELIVERIES PER MONTH.
THAT'S WHERE WE'RE STAYING AT NOW.

DO YOU HAVE THE QUESTION POST THE COUNCIL TONIGHT ON WHICH YOU WOULD LIKE TO SUPPORT BECAUSE WE DO BELIEVE THAT ALTHOUGH THE PROGRAM HAS BEEN EXTREMELY SUCCESSFUL AND HAS SUPPORTED OUR MOST VULNERABLE POPULATION AND DONE WHAT IT WAS ANTICIPATING TO DO, WE ARE REACHING SOME VERY GREAT VACCINATION NUMBERS AND WE'D LIKE TO LOOK AT HOW MUCH LONGER THE PROGRAM WILL CONTINUE FOR.

WE DO BELIEVE THAT WE ARE MOVING TOWARDS OBVIOUSLY, THE REOPENING WITH OUR INTERIOR.
WE DO STILL HAVE SOME CONCERNS ALONG VARIANCE WITH A GOAL OF PUBLIC HEALTH MAKING NOTE OF THAT.
HOWEVER, WE DO CONTINUE TO RAMP UP WITH THE VACCINATIONS AND I BELIEVE THAT THE PROGRAM HAS SLOWLY BECOMING A MEDIATE'S TARGET GOAL.
IF WE DO WRAP UP THE PROGRAM THE OPTIONS FOR THE PUBLIC THAT WE WILL CONTINUE TO ASSIST WITH WOULD BE THERE ARE EXISTING PROGRAMS WITH ONE GROCERY STORE THAT DO SHOPPING AND YOU PICK UP CURBSIDE.
THEN THERE IS ALSO ONE FOR SURE EXISTING DELIVERY COMPANY, PRIVATE SECTOR THAT WOULD BE ABLE TO OFFER SERVICES.
THERE ARE OTHER SOCIAL SERVICES WITHIN THE COMMUNITY THAT WE MAY BE ABLE TO CONNECT SOME CLIENTS TOO AS WELL.
IF COUNCIL SHOULD WISH TO WRAP UP THE PROGRAM THEN STAFF WILL CONTINUE UNTIL JUNE 30TH AND TRY TO GET OUT THE INFORMATION AS EASY AS POSSIBLE FOR THOSE WHO ARE STILL NEEDING SERVICES TO TRANSITION AS THE PROGRAM HAS IDENTIFIED THAT THERE ARE SOME MEMBERS OF THE COMMUNITY THAT COULD USE ADDITIONAL SERVICES PAST THE COVID-19 RESTRICTIONS.

SEAK IS AN ACRONYM. IT STANDS FOR SEXUAL ASSAULT EVIDENCE KIT.

WE'RE CERTAINLY IN VARIOUS OPTIONS OF WE'VE PAIRED IT DOWN AS A MUCH AS WE CAN.

WHEN YOU PUT A REPORT THAT SAYS THAT WE'RE GOING TO LOSE $30,000-43,000 APPROXIMATELY, I'M NOT IN FAVOR OF PUTTING IT ON.
WE HAVE NO IDEA ONCE THE PROVINCE OPENS UP AND WITH ALL DUE RESPECT MR. PEARCE, IT'S NOT THAT THEY'RE ALL OVER THE MAP, THE PROVINCE IS NOWHERE.
THEY'RE JUST NOT TELLING ANYBODY ANYTHING AT THIS POINT.
I'M DEALING WITH MUNICIPALITIES THROUGHOUT THE ENTIRE PROVINCE AND EVERYBODY'S IN THE SAME BOAT.
THE PROVINCE HAS NOT GIVEN AN INCLINATION AS TO WHAT STAGE 2 AND STAGE 3 NUMBERS ARE GOING TO BE IN OUTDOOR EVENTS IN ANY KIND OF VENUE.
I DON'T KNOW WHAT WE COULD POTENTIALLY CREATE IN REVENUE IF AT ALL POSSIBLE, WITH THOSE NUMBERS AT THIS POINT IN TIME.

THE EXISTING BYLAW WAS LAST UPDATED IN 2011 WITH ADDITIONS AROUND ENGINE BRAKE SYSTEMS THAT HAS NOT BEEN COMPREHENSIVELY REVIEWED SINCE 1996.
MANAGING AND REGULATING NOISE IS A COMPLEX UNDERTAKING, AND NOISE BY-LAWS MUST BALANCE THE DESIRES OF RESIDENTS WISHING TO ENJOY THEIR HOMES AND ENVIRONMENTS WHILE MEETING THE NEEDS OF CONSTRUCTION PROJECTS, YARD MAINTENANCE, RECREATION, AND OUTDOOR EVENTS.
REPORT PROPOSAL, SUBSTANTIAL AMENDMENTS TO THE NOISE BY-LAW AFTER A COMPREHENSIVE REVIEW PROPOSED CHANGES TO THE BY-LAW ADDRESS SPECIFIC NOISE ISSUES, SUCH AS AMPLIFIED SOUND, GENERAL PROHIBITION, NOISE FROM CONSTRUCTION, DOMESTIC POWER DEVICES, AND MOTOR VEHICLES.
THESE CHANGES CAN CONTRIBUTE TO SIMPLIFYING THE NOISE BY-LAW, BY ALIGNING TIME CONSTRAINTS BETWEEN SIMILAR ACTIVITIES AND OTHERWISE CLARIFYING THE STANDARDS SET FOR THE NOISE BY INTRODUCING DECIBEL LIMITS FOR AMPLIFIED SOUND.
ADDITIONAL CHANGES INCLUDE CLEAR DEFINITIONS AND EXEMPTION PERMIT, APPLICATION OF FEES, THE AUTHORITY TO REQUEST NOISE MITIGATION PLANS, AS WELL AS FINES AND PENALTIES WITH THE APPROPRIATE SHORT-FORM WORDING.

WE TRIED TO MAKE IT REASONABLE THAT EVEN THE WEEKEND IS STILL TIME FOR REST, BUT I THINK WE'RE TRYING TO BRING IT FORWARD A LITTLE BIT AND MAKE IT REASONABLE THAT SOME OF THESE THINGS CAN STILL BE DONE AND WE CANNOT BE FOUND BY BY-LAW FOR REMOVING SNOW ON OUR DRIVEWAY THIS UPCOMING WINTER. THE SNOW CLOUD COMES BY THE END OF MY DRIVEWAY OFTEN AT ELEVEN O'CLOCK OR TEN O'CLOCK AT NIGHT.
ON A WEEKEND OR ON ANY DAY OF THE WEEK EITHER I CAN'T START BEFORE SEVEN OR ON THE WEEKEND I CAN'T START BEFORE NINE TO REMOVE THAT IF I'M USING A POWER DEVICE.
I AGREE WITH EVERYTHING ELSE THAT'S BEEN PUT INTO THIS BY-LAW.
IT'S A GREAT BY-LAW, THERE'S STILL A LOT OF WORK FOR STAFF TO DO BUT MY ONLY ISSUE IS THAT I THINK THAT WE LIVE IN NORTHERN ONTARIO AND WE HAVE TO BE ABLE TO REMOVE SNOW WHEN WE HAVE TO REMOVE SNOW, SO LIMITING SNOW REMOVAL TO THOSE HOURS JUST DOESN'T WORK.

I THINK THE BIGGEST PART FOR ME IN THIS WHOLE NOISE BY LAW IS UNREASONABLE AND PERSISTENT NOISE THAT ISN'T NECESSARY, AND I THINK THAT SNOW PLOWING AND SNOW BLOWING IS NECESSARY.
I DON'T THINK CUTTING YOUR GRASS AT SIX IN THE MORNING IS NECESSARY, BUT I DO BELIEVE SNOW BLOWING IS NECESSARY AT ANY TIME OF THE DAY.
BACK IN THE DAY WHEN I HAD A HUSBAND WHO WAS ABLE TO SNOW BLOWS, SOMETIMES IT WOULD BE FOUR TIMES IN A DAY DEPENDING ON HOW MUCH SNOW CAME AND WEATHER.
WE HAD A VERY MILD WINTER THIS YEAR, SO MAYBE WE DON'T ALL REMEMBER WHAT IT LOOKS LIKE TO HAVE 14 FEET OF SNOW COMING THIS SEASON, BUT I SURE AS HECK DO BECAUSE I'VE LIVED HERE FOR 43 YEARS, I THINK THIS YEAR, SO YEAH, I THINK THAT WE CAN'T CUT OFF OUR NOSE TO SPITE OUR FACE.

ANTONIO, SECRETARY OF THE TREASURY DEPARTMENT TRIES TO LAY OUT A BIT MORE THE COSTS TO DATE FOR THIS CURRENT VERSION OF THE HUB, WHICH GOES BACK TO A LITTLE BIT IN 2016, MOSTLY 2017 AND TO-DATE.

THERE'S LEGAL COSTS INVOLVED THAT WE HAVE SPENT OVER THE LAST FEW YEARS REGARDING THIS.
THERE'S THE LAND PURCHASE, THERE'S SOME BUILDING ANALYSIS REPORTS THAT WERE DONE THAT WERE BUILT BACK AND WHEN I MET WITH THE TREASURE, I UNDERSTAND WE DIDN'T HAVE MONEY IN THE BUDGET FOR THE HUBS, SO WE HAD TO EXPAND THAT SOMEWHERE IT SO IT HAD TO BE CAPITAL COSTS BACK OUT.

BUT MY BIGGEST QUESTION BECOMES, SO WE APPLIED FOR $750,000 GRANT FOR FEASIBILITY AND DESIGN STUFF AND I CAN'T FIGURE OUT HOW THAT'S CAPTURED IN HERE.
I DON'T KNOW HOW MUCH OF IT WE SPENT, HOW MUCH OF IT WE GOT BACK.
BECAUSE WE'RE ASKING FOR AN ADDITIONAL 475 TO CHANGE THE DESIGN, IF WE'RE 350, JUST THE NUMBERS AREN'T WORKING FOR ME TO FIGURE IT OUT.
I UNDERSTOOD THAT WHEN WE APPLIED FOR THE 750 TO GET A FULL-SCALE PACKAGE AND WE APPROVE OR WE APPLIED FOR THAT FUNDING APPLICATION WE WERE STILL WAITING TO HEAR IF WE GOT IT, BUT NOW WE'RE LOOKING AT A $500,000 COST.
