REPORTS, SIX POINT ONE REPORT OF THE SPECIAL PROJECTS MANAGER FRANCOPHONE COMMUNITY GRANTS PROGRAM AND HIS RECOMMENDATION THAT THE REPORT, A SPECIAL PROJECTS MANAGER DATED JULY EIGHT, 2021 BE RECEIVED AND THAT COUNCIL DIRECT STAFF TO APPLY FOR THE FRANCOPHONE COMMUNITY GRANT PROGRAM FOR THE COST OF BILINGUAL WEBSITE DEVELOPMENT.AND THE COUNCIL APPROVED AN ADDITIONAL FIFTEEN THOUSAND FROM WORKING FUNDS FOR THE CREATION AND TRANSLATION OF THE LIBRARY SITE.

ACCORDING TO LAST CENSUS, THE CITY OF ELLIOT LAKE HAS A [INAUDIBLE] POPULATION, STANDING AT SIXTY POINT FOUR PERCENT.
DURING THE 2020 BUDGET PROCESS COUNCIL APPROVED THE CAPITAL EXPENDITURE OF FIFTY FIVE THOUSAND DOLLARS FROM WORKING FUNDS TO CREATE THE FRENCH [INAUDIBLE] VERSION OF THE CITY WEBSITE.
THROUGH MR. GAGNON'S DIRECTION WE'RE CONSTANTLY SEARCHING FOR FUNDING WHERE AVAILABLE.
WE CAME ACROSS A PROGRAM THROUGH THE PROVINCE THAT'S CALLED THE [INAUDIBLE] COMMUNITY GRANT. ESSENTIALLY THE PROGRAMS ARE PUT OUT TO SUPPORT INITIATIVES THAT WILL FURTHER THE CAPACITY OF MUNICIPALITIES AND ORGANIZATION TO SUPPORT [INAUDIBLE] POPULATION IN THE PROVINCE.
THIS COMMUNITY AND [INAUDIBLE] AVAILABLE TO US, OFFERS UP TO FIFTY THOUSAND DOLLARS OF FUNDING AT EIGHTY CENT DOLLARS.
TO COVER PROJECTS SUCH AS THIS, 10 PERCENT CAN BE IN CASH, 10 PERCENT IN KIND BASED THROUGH THE PROGRAM. WE HAVE DONE SOME WORK WITH THE CITY'S WEBSITE SUPPLIER THAT THEY CAN CONFIRM THAT THEY CAN CREATE THE FRENCH WEBSITE AT A COST OF TWENTY THOUSAND FIVE HUNDRED AND FIFTEEN EXCLUSIVE OF TRANSLATION COSTS.
THE QUESTION WAS ASKED, MAY WE DO THE SAME FOR THE LIBRARY SITE TO EXTEND THAT SERVICE TO OUR FRENCH RESIDENTS AS WELL? AND THEY DID CLAIM THAT THAT ALSO COULD BE DONE WITH THE ADDITIONAL COST OF TEN THOUSAND DOLLARS, AGAIN, EXCLUDING TRANSLATION COSTS.
THE GRANT'S VERY STRAIGHTFORWARD AND ESSENTIALLY IT'S IT'S ONE OF THOSE WHEN WE SEARCH OUT AND IT WILL GREATLY REDUCE THE COST TO THE MUNICIPALITY.
TRANSLATION REMAINS THE LARGEST CHALLENGE IN THIS FINDING A FIRM THAT CAN TRANSLATE THE ROUGHLY FORTY ONE THOUSAND WORDS THROUGH THE WEBSITE.
BUT WE ARE CONFIDENT THAT WE HAVE FOUND A GOOD SUPPLIER, AGAIN.
IF THE GRANT ISN'T APPROVED, WE CAN SCALE BACK.
SO THIS IS SOMETHING THAT WE'RE ABLE TO SCALE FORWARD OR SCALE BACK, BUT THE GRANT VERY MUCH HELPS REDUCE THE COST OF GETTING SOMETHING THAT WAS ALREADY APPROVED THROUGH CAPITAL BUDGET EARLIER IN THE YEAR. SO THE ESTIMATE OF AN ADDITIONAL FIVE THOUSAND DOLLARS IS A HIGH ESTIMATE FOR THE TRANSLATION PORTION OF IT.
BUT AS USUAL, WE'D RATHER REQUESTED A BIT MORE FROM COUNCIL AND SAY WE GOT IT FOR LESS THAN HAVING IT COME AGAIN, ASKING FOR MORE.
SO BASICALLY THE FINANCIAL IMPACT WOULD BRING THE COST OF THE FRENCH WEBSITE OR THE FIFTEEN THOUSAND DOLLARS WE'RE TAKE IT UP TO 50.
BUT IF THE GRANT IS SUCCESSFUL, WE WOULD BE JUST OVER NINETY FIVE HUNDRED DOLLARS, GIVE

THERE ARE QUITE A FEW ECONOMIES OF SCALE IN PLACE WITH THE WEBSITE DEVELOPER AND OF COURSE, THE TRANSLATION SERVICE TO KIND OF KNOCK EVERYTHING OFF AT ONCE WHICH WAS THE REASON [INAUDIBLE]. OK, THANK YOU.

AN EXCELLENT IDEA TO UTILIZE LIBRARY RESERVE I WAS THINKING OFF THE CUFF WHEN MR. ANTUNES ASKED ME AND I SAID THAT WE SHOULD USE THE WORKING FUNDS TO COVER ANY SHORTFALL.

SO AS YOU ARE AWARE, THE INITIAL INTENT OF THE WATERFRONT PROJECT WAS TO COMPLEMENT OUR

EXISTING TOURISM INFRASTRUCTURE IN THE AREA AND IMPROVE ATTRACTION AND THEN HOPEFULLY ALSO PROVIDE SOME SPINOFF BUSINESS DEVELOPMENT OPPORTUNITIES.THE MARINA STYLE DOCKING WAS PROPOSED TO BE HAS 20 SLIP UNITS AND IT WAS PROPOSED TO 10 SEASONAL SLOTS AND 10 SHORT TERM RENTALS FOR A TOURIST ATTRACTION.
AT THE LAST MEETING THAT WE DISCUSSED, THIS COUNCIL DID SUPPORT THE IN-HOUSE MANAGEMENT OF THE AREA AND STAFF CONTINUES TO RECOMMEND THAT THE AREA BE DIVIDED INTO THE 10 AND 10 SEASONAL SLIPS, AS THIS WAS PART OF THE ORIGINAL SUBMISSION TO THE FUNDER.
SO WE'D LIKE TO FOLLOW THROUGH WITH THAT INITIAL INTENT.
AS TIME GOES ON, IF WE FIND THERE TO BE MORE OF A DEMAND FOR SEASONAL OR FOR SHORT TERM, WE HAVE THAT OPPORTUNITY TO BRING BACK TO COUNCIL BECAUSE IT IS MANAGED IN-HOUSE.
ACTUALLY WELL ON A SEASON PER SEASON BASIS, WE CAN REVIEW IT.
WE HAVE RECEIVED QUITE A BIT OF PUBLIC INTEREST IN A SEASONAL SPOT.
WE'VE KEPT A LIST GOING AND THOSE MEMBERS OF THE PUBLIC WILL BE NOTIFIED SHOULD THIS PASS TONIGHT. AND THEN OBVIOUSLY, AS WE KNOW, ONTARIO IS PROGRESSING THROUGH ITS OPENING PHASES. SO MARINAS ARE ELIGIBLE TO BE OPEN AT THIS TIME.
SO WE CAN RENT SLIPS, SO AS PART OF THE WORK THAT WAS DONE AND DUE DILIGENCE, WE DRAFTED A RENTAL AGREEMENT THAT WILL ACT AS THE INFORMATION AND FEE CHARGING REPORT, AS WELL AS THE ENFORCEMENT PIECE FOR OUR [INAUDIBLE] DEPARTMENT.
THE RENTAL AGREEMENT INCLUDES THE PROVISIONS FOR RULES AND RESPONSIBILITY THAT WILL PROTECT THE ENVIRONMENT IN RELATION TO SUCH THINGS AS EXCUSE ME, OIL AND GAS STORAGE, RESTRICTIONS ON SERVICING OR ANY MAINTENANCE TO BE DONE WHILE IN THE WATER, AS WELL AS RULES FOR ENTERING, EXITING FOR SAFETY AND THEN GENERAL BEHAVIOR WHILE USING THE PUBLIC SITE. SO IT DOES HAVE QUITE A BIT OF AN OVERARCHING PROTECTION FOR THE MUNICIPALITY.
SEASONAL RENTALS WILL BE ALL LOCATED ON ONE SIDE OF THE UNIT AND SHORT TERM WILL BE ON THE OTHER SIDE. SO IT'S VERY EASY FOR STAFF TO UNDERSTAND THE DIFFERENCE WHERE EACH IS PARKING. SO THE TWO TYPES OF RENTALS, AS I NOTED, ARE SHORT TERM AND SEASONAL.
SHORT TERM WILL BE COMPLETED THROUGH UTILIZING THE STAFF AT THE WELCOME CENTER TRAILER WITH THE PARK RENTAL AGREEMENT AND THEN PAY BY THE MEANS OF THE TRAILER.
SHORT TERM IS INTENDED, AS I NOTED, FOR TOURISM VISITORS.
AND THIS IS TO MAKE IT SIMPLER FOR THOSE WHO ARE HERE, EITHER CAMPING [INAUDIBLE] TRAILER PARK OR VISITING FAMILY TO MAKE IT EASIER FOR THEM TO ENJOY OUR WATER SPORTS NEARBY INSTEAD OF HAVING TO TOW IN TOW OUT.
IT WOULD ALSO HOPEFULLY HELP ELIMINATE SOME OF THE PARKING ISSUES THAT CAN BE SEEN.
THEY CAN BE RENTED WEEKLY, MONTHLY.
WE DO HAVE A DAILY RATE INCLUDED IN THE REPORT FOR TONIGHT, AND THIS IS NOT INTENDED AS DAY USE, BUT INTENDED IF ANYONE IS RENTING FOR LESS THAN SEVEN DAYS.
SO A THREE DAY PERIOD OR FOUR DAY PERIOD.

SO I THINK YOU KNOW SO WITH SOME OF THE THINGS THAT BROUGHT UP IN THE EARLIER MEETING TONIGHT, WE REGULARLY TALK ABOUT THE NEEDS WHILE THERE IS A ROADMAP ALREADY IN PLACE AND WE ARE TRYING TO ADHERE TO IT.
AND I THINK [INAUDIBLE] DOES, IN MY OPINION, A VERY GOOD JOB IN LOOKING AT THE ENTIRE DISTRICT AND ENSURING THAT FUNDING GOES WHERE IT'S NEEDED.
CLEARLY, IT APPEARS THAT MAPLE GATE WAS SUCCESSFUL IN RECEIVING SOME SOME FUNDING FOR FOR THE MEN'S SHELTER, WHICH IS GREAT IN 2021.
SO CLEARLY MONEY FROM THE PROVINCE IS COMING TO THE DISTRICT TO SUPPORT.
AND I THINK THAT'S WHAT WE NEED TO SEE BUT CLEAR THAT WE CAN ALWAYS DO MORE.
