OF THE DIRECTOR OF PUBLIC WORKS, PUBLIC WORKS' GARAGE ROOF REPAIR [NOISE].

RECOMMENDATION THAT STAFF REPORT BLD 2021-01 DATED JULY 20TH, 2021 OF THE DIRECTOR OF PUBLIC WORKS BE RECEIVED IN CONTRACT NUMBER BLD 2021-01, PROPAGATION OF AN INSTALLATION ROOF COATING TO THE PUBLIC WORKS' MECHANIC GARAGE ROOF IN THE AMOUNT OF $56,048 PLUS APPLICABLE TAXES BE AWARDED TO CORROSION ARMOR.

[NOISE]. THAT COUNCIL APPROVE AN ADDITIONAL 15,308 FROM THE FACILITY RESERVE.

THE BUILDING IS MADE UP OF SIX GARAGE-BASED AND FOUR MORE PREVENTATIVE MAINTENANCE AS WELL AS UNEXPECTED REPAIRS TO THE FLEET VEHICLES AND EQUIPMENT.

I APOLOGIZE, THERE WAS MORE INFORMATION I'LL VERBALLY GIVE BACK IN 2018, IT WAS IDENTIFIED THAT THERE WAS LEAKS IN THE ROOF THAT HAD TO BE REPAIRED BY CONTRACTORS QUITE OFTEN WHERE WE GO UP AND SHOVEL IN THE WINTERS, ESPECIALLY THE WINTERS WHERE WERE GETTING A LOT OF THE RAIN IN THE JANUARY AND FEBRUARY, FREEZES AND THAWS AND STUFF LIKE THAT.

IT WAS IDENTIFIED THAT THE WATER WAS LEAKING ON CERTAIN AREAS IN ELECTRICAL AND MECHANICAL EQUIPMENT BELOW, SO IT WAS BROUGHT FORWARD FROM THAT POINT THAT WE'RE LOOKING TO PUT IF THE ACTUAL ROOF REPAIRED AND INSULATED BECAUSE DUE TO HEAT LOSS AS WELL.

A TENDER WAS POSTED ON TUESDAY, JUNE 22ND ON BOTH THE CITY WEB PAGE IN BIDS AND TENDERS AND CLOSED ON TUESDAY, JULY 13TH, 2021.

IN TOTAL SIX FIRMS THAT SUBMITTED TENDER RESPONSES BY THE SPECIFIC CLOSING TIME [NOISE].

THE TENDERS INCLUDE ALL COSTS ASSOCIATED WITH THE REPAIR OF THE CURRENT ROOF, AS WELL AS THE ADDITION OF THE UNINSULATED COATING.

THE PRICING RECEIVED THROUGH THE TENDER RESPONSES WAS AS FOLLOWS AND DOES NOT INCLUDE APPLICABLE TAXES.

AS YOU NOTICE, THERE'S A LIST OF SIX THERE.

THE MAJORITY OF THE COSTING IS RIGHT WITHIN THE SAME RANGE.

THE ONE THAT WAS MUCH HIGHER, THERE WAS A COUPLE THAT DID NOT ATTEND THE SITE VISIT AND THEREFORE DIDN'T GET A BETTER SPEC OF WHAT HAD TO BE DONE, AND IT REFLECTS IN THE PRICING WHEN IT COMES BACK FROM THERE.

MAJORITY OF THE BIDS RECEIVED WERE WITHIN THE SAME PRICE RANGE, INCLUDING, LIKE THIS HAS A ONE BID WHO DID NOT COME TO THE OPTIONAL SITE VISIT.

REFERENCES WERE CALLED REGARDING THE LOWEST BIDS APPLIED,

AS WELL AS THE PROJECT MANAGER FROM CORROSION ARMOR MET WITH CITY STAFF TO GO OVER THEIR PLANS.

COUNCIL APPROVED AT 2021 CAPITAL PROJECT AMOUNT OF 40,740 TOWARDS THE APPLICATION OR THE REPAIRING APPLICATION OF AN INSULATED ROOF COATING ON THE PUBLIC WORKS MECHANICAL GARAGE ROOF.

WITH THE BID OF 56,048 PLUS APPLICABLE TAXES FROM MY CORROSION ARMOR, THE DIFFERENCE OF 15,308 WILL NEED TO BE BUDGETED TOWARDS A FACILITY RESERVE.

IT IS RECOMMENDED THAT THE BID SUBMITTED IN THE AMOUNT OF 56,048 PLUS APPLICABLE TAXES FOR THE CONTRACT, BLD 2021-01, FOR THE REPAIR AND APPLICATION OF THE INSULATED ROOF COATING ON THE PUBLIC WORKS MECHANIC GARAGE BE APPROVED.

SORRY, MR. HALLOCH, NORMALLY, I WOULD GET TO YOU BEFOREHAND, BUT I'VE BEEN AT WORK ALL DAY TODAY, SO I DIDN'T HAVE TIME TO GET A HOLD OF YOU.

IS THIS INTERNAL COATING OR IS THIS GOING TO BE ON THE EXTERIOR OF THE ROOF? I JUST DON'T WANT TO HAVE THE SAME PROBLEM THAT WE'RE HAVING WITH THE ARENA WHERE WE PUT A WATERPROOF COATING ON TOP OF THE ARENA AND IT'S STILL LEAKING, STILL HAS TO DO WORK TO THE OUTSIDE OF THE BUILDING.

IF YOU CAN JUST GIVE ME A LITTLE BIT OF BACKGROUND ON WHAT THAT IS, OF WHAT'S GOING ON.

>> WHAT WE'RE LOOKING AT, IS WE'RE GOING TO BE LOOKING AT THE REPAIRS OF THE THING.

I AGREE WITH YOU ON WHEN WE LOOKED AT THE ARENA ONE, I THINK AT SOME POINTS TOO THERE WAS EQUIPMENT ISSUES AS WELL AS TIME A YEAR THAT CAUSED IT.

I REMEMBER THE RAIN TOO THAT WAS CAUSING IT, THIS IS GOING TO BE ON THE OUTSIDE AND IT IS A THICK, A MUCH THICKER LOOKING INSULATION THAT'S GOING TO PROTECT IT AFTER IT'S REPAIRED ABOVE AND BEYOND.

I CAN'T COMMENT ON TO THINGS THAT WOULD COME OFF BUT THIS IS STUFF THAT IN ANOTHER EXAMPLE IS I HAD SEEN AT THE WASTEWATER PLANTS WHEN WE PUT IT ON OUR DIGESTER ROOFS AS WELL.

IT'S A THICK UNIT THERE AND IT PREVENTS THE HEAT LOSS, AS WELL AS NOW, PROTECTS ANY FUTURE LEAKS GOING IN, BUT THIS IS MUCH THICKER THAN THE STUFF YOU'RE LOOKING AT ON THE ARENA. GO AHEAD.

>> JUST ONE FOLLOW-UP. IS SOMEBODY GOING TO BE UP THERE OR ARE THEY GOING TO GO THROUGH AND TIGHTEN ANY OTHER FASTENERS THAT ARE ON THE ROOF CURRENTLY AND PUT IN OVERSIZE FASTENERS IF REQUIRED PRIOR TO THEM PUTTING THAT COATING OR ARE THEY JUST PUT THE COATING STRAIGHT ON TOP?

THEY'VE MET WITH THE MANAGER OF FACILITIES AND WENT OVER A PLAN, SO THE PLAN WILL BE IF THEY IDENTIFY ANY OF THOSE WHERE, YOUR RIGHT, THEY WILL BE REPLACED, ANY FASTENERS LIKE THAT.

MR HALLOCH, WELL, WHAT WILL BE THE IMPACTS FOR SNOW REMOVAL IN THE WINTER WITH THIS TYPE OF ADDITIONAL COATING? IS THERE FEAR OF IT RIPPING OR DAMAGE OR IS IT ABLE TO BE WALKED ON IN THE WINTER TO ENSURE SNOW REMOVAL IF REQUIRED?

>> I'M GOING TO SAY FROM WHAT I'VE SEEN FROM THE THICKNESS AND THE LOOK OF IT SO FAR, THERE SHOULDN'T BE AN ISSUE, BUT AT THE SAME THING WITH THE ACTUAL PITCH OF THE ROOF, WE'RE GOING FROM A METAL ROOF AND THIS PRODUCTS LOOKS LIKE IT'S GOING TO BE SIMILAR.

I'LL HAVE TO GET 100 PERCENT ANSWER, BUT IT LOOKS LIKE SNOW SHOULD SLIDE OFF THIS STUFF AS WELL, WHICH IT'LL BE A GOOD THING FROM THAT POINT.

[NOISE] NOW RECOMMENDATION THAT STAFF REPORT BLD2021-02 DATED JULY 20TH, 2021, OF THE DIRECTOR OF PUBLIC WORKS BE RECEIVED, AND THAT CONTRACT NUMBER BLD2021-02 FOR REPAIR AND APPLICATION OF INSULATED ROOF COATING TO THE PRIMARY CLARIFIER ROOF WASTEWATER PLANT IN THE AMOUNT OF $79,054.62 PLUS APPLICABLE TAXES BE AWARDED TO CORROSION ARMOR,

AND THAT COUNCIL APPROVE AN ADDITIONAL $12,910.62 FROM WATER-WASTE WATER RESERVE.

>> THANK YOU, YOUR WORSHIP. THE PRIMARY CLARIFIERS STRUCTURE WAS CONSTRUCTED AS PART OF THE AUSTIN LAKE SEWAGE TREATMENT PLANT PROJECT BETWEEN 1981 AND '82.

IT IS GENERALLY COMPRISED OF A CAST-IN-PLACE REINFORCED CONCRETE WALLS, FLOORS, AND ROOF SLABS.

STRUCTURAL ENGINEER INVESTIGATION OF THE EXTERIOR TOP OF THE SLAB SURFACE ON APRIL 3RD, 2020 REVEALED SEVERAL CRACKS.

BITUMAST SEALANT THAT WAS CURRENTLY ON A LAYER WAS SEVERELY DEGRADED, AND IN SOME CASES SCOURED AWAY AND ABSENT.

A DIAGONAL CRACK AND DEPOSIT WAS OBSERVED ON THE OPPOSITE WALL.

AT PRESENT, THE SLAB IS SHOWING NO SIGNS OF STRUCTURAL DISTRESS DUE TO CONCRETE DEGRADATION OR REINFORCED CORROSION.

THAT BEING SAID, THE CURRENT IDENTIFIABLE CRACK WILL NEED TO BE REPAIRED AND NEW INSULATED COATING APPLIED TO THE ROOF SURFACE.

AGAIN, A TENDER WAS POSTED ON TUESDAY, JUNE THE 22ND ON BOTH THE CITY WEB PAGE AND BIDS AND TENDERS, AND CLOSED ON TUESDAY, JULY 13TH, 2021.

IN TOTAL, WE HAVE FIVE FIRMS SUBMITTED TENDER RESPONSES BY THE SPECIFIED CLOSING TIME.

AGAIN, WHEN WE GO INTO THE ANALYSIS, WHEN WE'RE LOOKING AT THE TENDER INCLUDES ALL COSTS ASSOCIATED WITH THE REPAIR OF THE CURRENT ROOF AS WELL AS THE ADDITION OF AN INSULATED ROOF COATING.

THE PRICING RECEIVED THROUGH THE TENDER RESPONSES WERE AS FOLLOW, AND DOES NOT INCLUDE APPLICABLE TAXES.

AGAIN, WHEN YOU'RE LOOKING AT THESE PRICES, WHEN THEY'RE PUT IN THERE, THE TWO COMPANIES, WHEN YOU'RE LOOKING AT THE PRICE OF 200,801 AND 316,400, NEITHER COMPANY CAME TO THE SITE VISIT TO TALK TO EITHER THE MANAGER OF ENVIRONMENTAL SERVICES OR THE MANAGER OF FACILITIES FOR ANY QUESTIONS.

AFTER THAT YOU LOOK AT THE OTHER PRICING, AND IT'S ALL RELATED AND CLOSE IN PROXIMITY.

A MAJORITY OF THE BIDS, AGAIN, WERE RECEIVED WITHIN THE SAME PRICE RANGE, [NOISE] EXCLUDING THE TWO BIDS.

[NOISE] BASICALLY, WHEN WE'RE LOOKING AT THIS ONE, AND IT IS RECOMMENDED THAT THE BID SUBMITTED BY CORROSION ARMOR IN THE AMOUNT OF 79,054.62, SORRY, I SHOULD GO THROUGH THE FINANCIAL FIRST.

COUNCIL APPROVED THE 2021 CAPITAL PROJECT AMOUNT OF 66,144 TOWARDS THE REPAIR AND ADVOCATION OF THE INSULATED ROOF COATING ON THE PRIMARY CLARIFIER ROOF, WHICH IS THAT WASTEWATER PLANT.

WITH THE BID OF 79,054.62 PLUS APPLICABLE TAXES FROM CORROSION ARMOR, THE DIFFERENCE OF 12,910.62 WILL NEED TO BE BUDGETED TOWARDS THE WATER WASTEWATER RESERVE.

COUNCIL IS GIVEN DIRECTION TO SEND THIS BACK AND HAVE EDAC DO WORK ON IT, AND BRING BACK A REPORT PRIOR TO STAFF SPENDING ANY TIME OR COST ON IT.

NOW, IT'S COMING BACK FOR STAFF TO DO THIS.

I WOULD LIKE THIS TO GO BACK TO EDAC AND HAVE THEM BRING THIS REPORT AND GIVE US THE INFORMATION PRIOR TO US HAVING STAFF DO IT.

SO AS OF JULY 16TH, AS WE KNOW, ONTARIO HAS ENTERED A PHASE THREE OF THE REOPENING PLAN AND THAT REQUIRED A TARGET OF 70-80 PERCENT OF ADULTS WITH ONE DOSE OF VACCINE AND 25 PERCENT BEING FULLY VACCINATED.

THAT HAS BEEN MET. LOCALLY, THE FAMILY HEALTH TEAM HAS REPORTED THAT OVER 76 PERCENT OF OUR RESIDENTS HAVE RECEIVED OVER ONE DOSE OF THE VACCINE AS OF JULY 22ND.

THE FAMILY HEALTH TEAM DOES CONTINUE TO OFFER MULTIPLE VACCINATION CLINICS AND HAS RECORDED THAT WE DO A WELL STOCKED WITH VACCINE AND WILL CONTINUE TO OFFER THESE CLINICS.

DUE TO THE LEVEL OF VACCINATIONS RESULTING IN THE REDUCTION IN CASES PROVINCIALLY AS WELL AS REGIONALLY LEVEL OF RISKS VULNERABLE PERSONS HAS BEEN LOWERED.

AS LONG AS OUR COMMUNITY MEMBERS CONTINUE TO FOLLOW PUBLIC HEALTH MEASURES, THE COMMUNITY RISKS CAN BE RELATIVELY CONTAINED.

SINCE EACH FAMILY DELIVERS PROGRAM WAS INITIALLY INTENDED TO SUPPORT AND PROTECT THOSE MOST VULNERABLE.

WITH THE EFFORTS OF THE FAMILY HEALTH TEAMS CONTINUE VACCINATION CLINICS, IT'S BELIEVED THAT THIS PROGRAM HAS MET ITS MANDATES AND CAN BE WRAPPED UP AS OF AUGUST 31ST.

TO ENSURE THAT THE CLIENTS ARE AWARE OF THE PROGRAM ENDING, WE HAVE DRAFTED LETTERS THAT WILL GO OUT WITH EACH ORDER, STARTING AS EARLY AS TOMORROW, IF APPROVED TONIGHT.

WE ALSO SHARE THESE DETAILS ON THE CITY'S WEBSITE, UNDER THE AGE FRIENDLY DELIVERS AREA AND SOCIAL MEDIA.

THIS LETTER DOES INCLUDE SOME LOCAL AUCTIONS FOR EXISTING DELIVERY COMPANIES AND FOOD SERVICE COMPANIES, AS WELL AS SOME ORGANIZATIONS AND PROGRAMMING.

AS OF TODAY'S STATISTICS, THE TOTAL NUMBER OF DELIVERIES WERE 4,385, TOTALING JUST OVER 330,000 IN SALES.

AVERAGE PURCHASE PRICE IS $76 AND THE TOTAL NUMBER OF CLIENTS SERVED OVER THE LAST 18 MONTHS WAS 428 INDIVIDUAL CLIENTS.

IT DID HAVE QUITE A BIG IMPACT LOCALLY.

OVER THE LAST 18 MONTHS, THE CONTINUED SUPPORT OF COUNCIL HAS KEPT THOSE MOST VULNERABLE SAFE IN THE COMMUNITY AND ALSO AIDED IN REDUCING THE OVERALL OPPORTUNITY FOR COMMUNITY SPREADS. [NOISE]

IF YOU'RE NOT GOING TO BE THERE, EVEN IF WE HAVE WEEKLY PEOPLE THAT ARE TRAILER PARK, THEY'RE NOT GOING TO NEED THEIR BOAT SLIP FOR SEVEN DAYS IN A ROW, THEY'RE ONLY GOING TO NEED THEM FOR FIVE OR SIX.

EVERYBODY IS GOING TO BE DOING DAILY PROCESSES AS OPPOSED TO WEEKLY.

I THINK THAT THAT DAILY RATE SHOULD ACTUALLY BE A HIGHER RATE.

I DON'T DISAGREE WITH THE WEEKLY AMOUNT, BUT I WOULD RECOMMEND THAT THE DAILY GO UP.

I DON'T HAVE AN ISSUE WITH THE FEE FOR THE WEEKLY, BUT CONSISTENTLY SHOULD BE THAT THREE DAYS IS A WEEKLY RATE, SO WE SHOULD WORK THAT SOMEHOW INTO THAT.
