SO WE JUST UPDATED OUR REPORT ON THE ADDITIONAL RESIDENTIAL UNITS BASED ON THE COMMENTS THAT WERE RECEIVED FROM COUNCILLOR PEARCE REGARDING THE SHORELINE RESIDENTIAL AREAS AT OUR LAST MEETING ON JULY 12TH.
AND OUR REPORT HAS ALSO BEEN UPDATED TO REFLECT THE PUBLIC COMMENTS THAT HAVE BEEN RECEIVED THROUGHOUT THE PROCESS AND THE RECOMMENDED RESPONSES THEREIN.
IN TERMS OF UPDATING THE AMENDMENTS THEMSELVES THE ONLY UPDATE THAT WE WERE RECOMMENDING FOR INCLUSION IS THAT ABOUT THE SHORELINE RESIDENTIAL AREAS.
SO NOTING THAT THOSE AREAS WOULD NOT BE ABLE TO BE SUBJECT TO HAVING ADDITIONAL RESIDENTIAL UNITS IN THEM.
OTHER THAN THAT, THE AMENDMENTS ARE RECOMMENDED FOR APPROVAL, AS OUTLINED IN OUR REPORT, WITH THOSE REVISIONS AND I CAN CERTAINLY TAKE ANY QUESTIONS OR COMMENTS FROM COUNCIL.

I DO LIKE ON PAGE SIX OF SEVEN, THE RECOMMENDATION BY MS. VEREAULT THAT THE CITY COULD REQUIRE REGISTRATION OF ADDITIONAL RESIDENTIAL UNITS THROUGH A BYLAW PASSED UNDER THE MUNICIPAL ACT.

VEREAULT FOR THE REPORT, CLEARLY WHEN WE HAVE THE PUBLIC MEETING, THERE WAS A LOT OF, I GUESS, COMMUNICATION AROUND THE COMMUNITY ABOUT THIS UPCOMING CHANGE.AND I THINK THE PURPOSE OF THOSE MEETINGS IS EXACTLY TO GET THE PROPER INFORMATION OUT, HAVE THAT TIME FOR IT TO COME BACK TO COUNCIL AS IT IS TONIGHT SO WE CAN GET THE PROPER MESSAGE OUT TO THE RESIDENTS THAT THIS IS NOT SOMETHING THAT WE'RE INSTITUTING, THAT WE'RE BEING COMPELLED TO DO THIS BY THE PROVINCE TO FALL IN LINE WITH THEIR RULES.

THIS SHOULD NOT BE ON THE AGENDA SIMILAR TO THE LAST MEETING, AND IT SHOULD BE BROUGHT BACK PROPERLY. WE SHOULD BE FOLLOWING OUR RULES.

THE PROCEDURES OF COUNCIL ARE FOR COUNCILLOR'S RECONSIDERATION COMES INTO EFFECT WHEN A MOTION HAS BEEN TURNED DOWN AND NEW INFORMATION WAS BROUGHT FORWARD.
AFTER LOOKING THROUGH THIS REPORT ALL THIS IS DOING IS BRINGING FORWARD THE FACT THAT EDAC IS NO LONGER FUNCTIONING, HAS NOT BEEN FUNCTIONING FOR A YEAR AND A HALF.
THEREFORE, STAFF IS BRINGING BACK THE INFORMATION TO LOOK FOR DIRECTION AS FAR AS THE 2022 BUDGET.
SO IT'S NOT A RECONSIDERATION.
IT WAS ACTUALLY REFERRED BACK TO EDAC FOR MORE INFORMATION.
A YEAR AND A HALF LATER, EDAC CAN'T GET INFORMATION SO.

COUNCILLOR PATRIE'S INTERPRETATION OF THE PROCEDURAL BYLAW.
THE STAFF RECOMMENDATION FROM MYSELF, THE RESEARCH WE HAD DONE WITH THE CLERK AND THE LAWYER INDICATES THAT HE'S WRONG.
IT'S COMPLETELY UP TO COUNCIL RIGHT NOW IF THEY WANT TO DISCUSS THIS OR NOT.
YOU CAN WAIT AND REVIEW THE LEGAL OPINION IN THE FUTURE IF YOU WANT.
BUT I'M IMPLORING THE OTHER COUNCILLORS TO RECOGNIZE THAT THE CLERK THE CAO AND THE CHAIR HAVE GOTTEN LEGAL ADVICE, CLARIFYING THAT IT IS NOT RECONSIDERATION AND WE CAN PROCEED.
THE ONLY THING WE'RE ASKING IS THAT BECAUSE EDAC IS NOT FUNCTIONING, LET'S JUST TAKE IT BACK TO THE STANDING COMMITTEE. IT'S A VERY MINOR, PRAGMATIC SUBTLETY.
IT'S NOT A WHOLESALE RECONSIDERATION.

RESOLUTION 45319 THAT THE REFERRAL FROM THE ECONOMIC DEVELOPMENT STANDING COMMITTEE ACCOMMODATION TAX BE REFERRED BACK TO THE ECONOMIC DEVELOPMENT ADVISORY COMMITTEE FOR FURTHER CONSULTATION WITH PROPONENTS OVER A THREE MONTH PERIOD, WHEREAS EDAC CANNOT COMPLETE THE CONSULTATION AS DIRECTED DUE TO CLOSURES AS A RESULT OF THE ONGOING PANDEMIC BE RESOLVED, THAT COUNCIL WILL PROVIDE DIRECTION TO STAFF TO COMPLETE ADDITIONAL PUBLIC CONSULTATION ON THE PROPOSED ACCOMMODATION TAX, AS RECOMMENDED BY THE ECONOMIC DEVELOPMENT STANDING COMMITTEE, AND THAT A SUMMARY REPORT AND RECOMMENDATION WOULD BE PRESENTED TO COUNCIL FOR INCLUSION ON THE 2022 BUDGET PROCESS.

THE REPORT THAT WAS SUBMITTED AT EDAC AND EDC THROUGH THE COUNCIL HAS ALSO BEEN ATTACHED FOR REFERENCE.
THE PREVIOUS APPROVALS DID REQUEST FOR AN ADDITIONAL THREE MONTH REVIEW FOR PUBLIC CONSULTATION AND TO ENSURE THAT ALL STAKEHOLDERS WERE INVOLVED IN DISCUSSION AND A REPORT BACK TO COUNCIL. AND AS NOTED, THIS WAS UNABLE TO HAPPEN.
SO THEREFORE, STAFF ARE REQUESTING THE ABILITY TO WORK WITH THE PARENT COMMITTEE, ECONOMIC DEVELOPMENT STANDING COMMITTEE, AND COMPLETE THE ADDITIONAL PUBLIC CONSULTATION AS REQUESTED AND PROVIDE A STAFF REPORT, INCLUDING THE DEPARTMENT AND RECOMMENDATION TO MOVE FORWARD OR NOT TO COUNCIL IN A TIMELY FASHION FOR THE 2022 BUDGET PERIOD.

WHAT TYPE OF ANNUAL RETURN WOULD THAT FOUR PERCENT TAX GENERATE BASED ON OUR CURRENT I GUESS SET UP IN THE COMMUNITY.SO AS FAR AS TIMELINE GOES, IF APPROVED TONIGHT, WE WOULD PROBABLY START THAT THREE MONTH PERIOD RIGHT AWAY SO THAT WE COULD ENSURE THAT WE HAVE SOME INFORMATION FOR THE RECOMMENDATION TO BE INCLUDED IN THE 2022 BUDGET AND DO IT QUICKER IF POSSIBLE.
AS WE KNOW, THAT SEASON'S COMING UP AND HAS POTENTIALLY ALREADY STARTED.
SO WE WANT TO MAKE SURE WE GET THAT DONE.
AND THEN AS FAR AS AN ESTIMATE FOR REVENUE, I BELIEVE THE REPORT MENTIONS BETWEEN 60 AND 70 THOUSAND. I WASN'T PART OF THE INITIAL REVIEW OR DISCUSSION ON HOW THAT WAS CALCULATED, BUT I BELIEVE IT WAS FROM ROOM SALES.
I'M NOT SURE IF COUNCILLOR TURNER WOULD HAVE MORE INFORMATION OR NOT.
BUT I DO BELIEVE THE REPORT MENTIONED SIXTY TO SEVENTY THOUSAND REVENUE POTENTIAL.
COUNCILLOR TURNER, DO YOU HAVE MORE INFORMATION FOR THAT? COUNCILLOR CYR YOU ARE UP NEXT I CAN ELABOURATE A LITTLE BIT.
THE ESTIMATE ON THE MUNICIPAL ACCOMMODATION TAX REVENUE WAS BASED ON A FOUR PERCENT TAX, WHICH IS A COMMON AMOUNT ACROSS THE PROVINCE, AND IT WAS BASED ON THE HOTEL SALES AVERAGES AT THE TIME.
THE MAJORITY OF THESE TAXES WOULD BE COLLECTED BY THE ONE MAJOR HOTEL IN TOWN.
AND THEY CONFIRMED FOR ME THE ESTIMATES INVOLVING THEIR PROPERTY.
SO IT'S PROBABLY VERY CLOSE TO WHAT THE ACTUAL WOULD BE.

INITIALLY, I WAS IN FAVOR OF THIS NOW CONSIDERING THE TIMES WE'RE IN.
I THINK THIS IS NOT A GREAT IDEA.
I MEAN, THAT WAS A DIFFERENT TIME WITH DIFFERENT CIRCUMSTANCES.
RIGHT NOW WE'RE STILL IN THE MIDST OF A GLOBAL PANDEMIC.
THERE ARE STILL WHISPERINGS OF ANOTHER FURTHER LOCK DOWN OUR TOURISM SECTOR HAS BEEN TOTALLY DECIMATED.
I DON'T MEAN TO SOUND NEGATIVE, BUT WE HAVE TO LOOK AT THE WORLD AROUND US.
I MEAN, WE AT THE TIME, WE HAD TWO PARTIES THAT WERE LOOKING TO EITHER BUILD OR CREATE HOTELS AND ADDITIONAL HOTELS IN THE CITY.
I'M NOT EVEN SURE IF THEY'RE RENTING ANY ROOMS. RIGHT NOW, WE'RE BUILDING A ROOF AND WE DON'T EVEN HAVE THE WALLS UP, SO IT'S I'M NO LONGER IN FAVOR OF THIS.
THIS IS JUST TAXING SOMETHING THAT'S NOT EVEN EXISTENT.
AND, YOU KNOW, IF WE WANTED TOURISM TO REBOUND, ADDING ANOTHER ADDITIONAL TAX BURDEN, THAT'S CERTAINLY NOT GOING TO HELP.
SO I'M TOTALLY AGAINST THIS, AND MAYBE WHEN THE ECONOMY REBOUNDS AND LIFE GETS BACK TO NORMAL, THAT'S A DIFFERENT ARGUMENT.
BUT RIGHT NOW, THIS IS THE WRONG TIME FOR IT.

SO I THINK WE CAN COUNTERACT THE ARGUMENT ABOUT THE TIMES BEING WRONG.

THEY HAVE THEIR OWN WEB SITES.
I CERTAINLY WOULDN'T WANT TO SEE OUR LARGE HOTEL DO ANYTHING TO STOP OR TO IMPEDE THEIR ADVERTISING FOR ELLIOT LAKE, BECAUSE THEY DO THE MAJORITY OF IT FOR US.
