MUNICIPALLY KNOW AS LOT 14 LOCATED ON FOX DRIVE TO ABR SEAMLESS AND THAT THE NECESSARY BYLAW AUTHORIZING THE AGREEMENT OF PURCHASE OF SALE BE PREPARED FOR THE NEXT COUNCIL MEETING, AND THE COUNCIL APPROVED THE ACCESS AGREEMENT WITH ABR SEAMLESS AND AUTHORIZE THE MAYOR AND CLERK TO EXECUTE THE AGREEMENT.

SIX INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS, SIX POINT ONE REPORT OF THE DIRECTOR OF PUBLIC WORKS INVESTING IN CANADA INFRASTRUCTURE PROGRAM GREEN STREAM DEDICATED WATER LINE SERVICING THE NORTH INDUSTRIAL SITE.

THE RECOMMENDATION THAT THE REPORT OF THE DIRECTOR OF PUBLIC WORKS DATED AUGUST 18, 2021, BE RECEIVED BY COUNCIL, SUPPORT AN APPLICATION TO THE ICIP GREEN STREAM PART TWO APPLICATION TO FUND THE WATER SERVICE LINE PROJECT FOR THE NORTH INDUSTRIAL AREA.

[INAUDIBLE] MUNICIPALITY COMMIT TO FUNDING TWENTY SIX POINT SIX SEVEN OF ELIGIBLE PROJECT COSTS UP TO FOUR HUNDRED EIGHTY THOUSAND DOLLARS AND [INAUDIBLE] TO FACILITATE THE GRANT APPLICATION.

AND THAT THE MUNICIPALITY COMMIT THE SANITARY PORTION OF THE PROJECT COST OF 1 MILLION 55 THOUSAND NOT COVERED BY THAT FUNDING AND SUBJECT TO ICIP FUNDING APPROVAL.

THE PROJECT BE PRE-APPROVED FOR 2022 CAPITAL PROJECT.

FOR BACKGROUND FOR EVERYBODY AT HOME, IS THE INVESTING IN CANADA INFRASTRUCTURE PROGRAM, ICIP, IS A FEDERAL PROVINCIAL INFRASTRUCTURE PROGRAM DESIGNED TO CREATE LONG TERM ECONOMIC GROWTH, BUILD INCLUSIVE, SUSTAINABLE AND RESILIENT COMMUNITIES, AND SUPPORT A LOW CARBON ECONOMY.

THE FIVE PRIORITIES WHEN YOU'RE LOOKING AT THEM ARE THE PUBLIC TRANSIT, GREEN INFRASTRUCTURE, COMMUNITY CULTURE AND RECREATION, RURAL AND NORTHERN COMMUNITIES, AND COVID-19 RESILIENT INFRASTRUCTURE.

THE GOVERNMENT IS INVESTING MORE THAN SEVEN POINT ONE TWO BILLION OVER 10 YEARS IN THE FIVE MAIN PRIORITY STREAMS AND HAVE MOSTLY RECENTLY, SORRY OPENED A SECOND INTAKE FOR THE GREEN STREAM WITH A DEADLINE OF SEPTEMBER 9TH, 2021.

JUST FOR BACKGROUND AS WELL, ADDING ON TO THE REPORT, WE DID APPLY FOR FOR STAGE ONE, WE APPLIED TO REPLACE THE ACTUAL WATER MAIN AND SANITARY LINES UNDER THE LAKE THAT WE KNOW THAT WE HAVE PROBLEMS WITH THAT ARE AGING AND NEED TO BE REPLACED.

AND WE WERE UNSUCCESSFUL AT THE TIME.

SO A LOT OF IT WAS BACK THEN IT WAS GOING TO BE OTHER INFRASTRUCTURE STREAMS THAT THEY WERE SAYING. SO NOW WE'RE BACK INTO THE GREEN STREAM AND WE'VE GO TO STAGE TWO.

SO THIS INTAKE WILL PROVIDE UP TO TWO HUNDRED AND FORTY MILLION IN COMBINED FEDERAL AND PROVINCIAL FUNDING. AND WILL PRIORITIZE DRINKING WATER PROJECTS THAT ADDRESS CRITICAL HEALTH AND SAFETY ISSUES ASSOCIATED WITH WATER INFRASTRUCTURE AND INCREASED ACCESS TO POTABLE WATER. AGAIN, THERE'S WHERE WE'RE TALKING ABOUT THAT ONE.

SO BASICALLY IN STAGE TWO APPLICATION IS REQUESTING A PROJECT THAT INVOLVES THE COMPLETE INSTALLATION OF APPROXIMATELY TWELVE HUNDRED METERS OF WATER MAIN AND SANITARY SEWER PIPE RUNNING ALONG HIGHWAY 108 FROM TIMBER ROAD SOUTH TO LAKEVIEW DRIVE.

THIS WOULD REPLACE THE CURRENT WATER LINE AND SANITARY THAT'S UNDER THE LAKE THAT IS AGING OUT, RIGHT NOW.

ONE OF THE THINGS AS WE LOOKED A LITTLE BIT DEEPER INTO IT, IT'S BETTER TO CAP THINGS LIKE THIS OFF AND THEN RUN THE OTHER ONES.

IT'S MORE AND MORE ENVIRONMENTAL DAMAGE TO ACTUALLY REMOVE THE PIPING.

SO THAT'S ONE OF THE REASONS YOU'LL SEE THAT IT'S NOT IN THE PRICING OF THIS.

SO BASICALLY, THE CURRENT WATER MAIN FEEDS THE NORTH INDUSTRIAL AREA IS CLOSE TO CLOSE TO FAILURE, RESULTED IN CONTINUOUS LINE BREAKS THAT HAVE PLACED THE ENTIRE NORTH INDUSTRIAL AREA IN SEVERAL [INAUDIBLE] WATERS.

THERE ARE SEVERAL CLAMP SYSTEMS DOWN BELOW ON THAT LINE AS WELL.

IN THE LAST 10 YEARS, THE CITY HAS PROBABLY SPENT IN EXCESS OF ONE HUNDRED THOUSAND BECAUSE YOU NEED SPECIALIZED DIVERS TO GO UNDERNEATH AND FIX THESE LINES.

SO ONE OF THE BIG REASONS WHY WE'RE GOING AFTER THIS PROJECT, INSTALLING THE NEW LINES ALONG THE HIGHWAY, WILL ALLOW THE CITY TO PROVIDE BOTH SERVICES TO THE M&R PROPERTY, [INAUDIBLE] ROAD FUTURE.

WE'RE GOING TO LOOK TO GO DOWN THAT WAY EVER IN THE FUTURE.

AND OUR BOAT LAUNCH AREA SO WE CAN PUT AN ACTUAL [INAUDIBLE] IN THERE WITH WITH ACTUAL WATER AND SEWER AS WELL, WHICH WOULD BE A BIG ADVANTAGE TO SUCH A NICE LOCATION ALREADY, BASICALLY. ANOTHER ADVANTAGE IN THE LINES ARE ACCESSIBLE TO CITY WORKERS AND IF ANY FUTURE REPAIRS ARE REQUIRED A POST, A LINE LOCATED UNDER THE LAKE.

THE CITY HAS RELIED MORE HEAVILY ON A REACTIVE AND TIME BASED ASSET INTERVENTIONS RATHER THAN PROACTIVE INTERVENTIONS, WHICH HAS CAUSED ISSUES FOR COMMERCIAL INDUSTRIAL BUSINESSES. ONE OF OUR BIGGEST WORRIES IS WHEN IT BREAKS UNDER THERE, DEPENDING ON THE TIME OF YEAR, YOU'RE ALWAYS WAITING FOR SOMEBODY TO COME FROM OUT OF TOWN.

THERE'S DELAYS IN THAT.

IT ALSO AFFECTS THE ABILITY TO PUT FIRES OUT IN THIS AREA AND THEN WATER THAT A LOT OF PEOPLE COUNT ON. AND THERE IS A LOT OF BUSINESSES OUT HERE.

SO FOR FUTURE AS WELL, IF WE'RE LOOKING TO SELL PROPERTY, THAT'S A BIG FEATURE, TOO, THAT YOU WANT TO BE VERY RELIABLE.

SO BASICALLY WHAT WE'RE LOOKING AT THIS, AS YOU SEE THE BREAKDOWN, THE ESTIMATED BUDGET FOR THE PROJECT, INCLUDING CONTINGENCY OF THREE HUNDRED THOUSAND, IS ONE POINT EIGHT MILLION IN ACCORDANCE WITH THE ICIP PROGRAM GUIDELINES OF [INAUDIBLE] IT IS THE BREAKDOWN. SO WHEN YOU'RE LOOKING AT THE GREEN APPLICATION TOO, THE GREEN APPLICATION IS ONLY COVERING WATER.

SO WHEN YOU'RE GOING TO SEE THE SANITARY AND STUFF, SOMETIMES YOU CAN PIGGYBACK OFF IF YOU'VE GOT ALL THE RIGHT THINGS COMBINED.

WE TRIED THAT IN THE FIRST STAGE.

IT DIDN'T WORK, BUT IT'S MAINLY COVERING WATER.

SO YOU'LL SEE THE BREAKDOWN MUNICIPALITY WOULD BE COVERING FOUR HUNDRED AND EIGHTY THOUSAND AND SIXTY DOLLARS, WHICH IS TWENTY SIX POINT, I BELIEVE, THREE PERCENT OF THE ACTUAL PROJECT.

PROVINCIAL COVERS. CLOSE TO 600,000 AND THE FEDERAL SEVEN HUNDRED AND TWENTY THOUSAND.

NOW THAT'S COVERING THE WATER END OF THE ACTUAL PIPE GOING FROM TIMBER ROAD SOUTH TO LAKEVIEW DRIVE. NOW, THE PROJECT IS ESTIMATED TO COST A TOTAL OF TWO POINT EIGHT TWO MILLION EIGHT HUNDRED FIFTY FIVE THOUSAND PLUS APPLICABLE TAXES.

AND THAT NOW IS INCLUDING YOUR SANITARY AND EVERYTHING PUT INTO THE MIX AS WELL.

SO, OF COURSE, YES, WITH EXCAVATION AND STUFF, WE'VE GOT A HIGHER END ON THE WATER END, BECAUSE NOW YOU COULD ADD YOUR SANITARY TO IT JUST FOLLOWING ALL THE PROPER RULES, WHETHER IT'S GOING TO BE A DISTANCE OF ANOTHER TWO FEET BELOW THE ACTUAL WATER PIPE.

AND THAT'S USUALLY HOW IT RUNS, WHEN RUNS SANITARY AT THE SAME TIME.

IF APPROVED THROUGH THE ICIP GREEN STREAM, MUNICIPALITY WOULD BE RESPONSIBLE FOR THE FOUR HUNDRED AND EIGHTY THOUSAND PLUS.

IT WOULD BE THE SANITARY PORTION OF ONE, JUST ONE MILLION FIFTY FIVE THOUSAND.

SO YOU'D BE LOOKING AT A TOTAL OF ONE MILLION FIVE HUNDRED THIRTY FIVE THOUSAND AND SIXTY DOLLARS. BASICALLY SUPPORTING THE APPLICATION TO STAGE TWO ICIP GREEN STREAM PROJECT WILL ADDRESS ANY POSSIBLE FUTURE HEALTH AND SAFETY ISSUES WITH THE FAILING WATER MAIN LOCATED UNDER THE LAKE PROVIDED NORTH INDUSTRIAL AREA.

THE RELOCATION OF BOTH THE WATER AND SANITARY WILL ALLOW THE CITY TO SERVICE [INAUDIBLE] PROPERTY BOAT LAUNCH AND FUTURE DEVELOPMENT ALONG [INAUDIBLE] ROAD, AS WELL AS A LOT EASIER FUTURE FIXES IF THERE IS ANY PROBLEMS. SO IF THERE'S ANY QUESTIONS, I'D BE HAPPY TO ANSWER THEM.

IS THERE A POTENTIAL TO PIGGYBACK ANY ADDITIONAL FUNDING, SAY, FROM I KNOW HFC OR FED NOR AS THIS IS, SERVICING POTENTIALLY NEW RESIDENTIAL OR COMMERCIAL AND ALSO OUR INDUSTRIAL? LOOKING ON THAT TUNE, I WILL CONFIRM IT, BUT IT LOOKS LIKE YOU CAN STACK TWO WITH ANOTHER ONE, SO IT LOOKS LIKE, I BELIEVE UP TO 70 PERCENT OR 75 PERCENT OF SHOWING ON THE REMAINING VALUE. SO I'LL CONFIRM THAT 100 PERCENT, THOUGH.

BEYOND THAT, BEYOND THAT SO, BECAUSE I KNOW YOU COULD USE THINGS LIKE [INAUDIBLE] AND ALL THE REST, BUT THAT'S JUST GENERALIZED.

SO I'LL SEE IF YOU CAN STACK IT WITH OTHER FUNDING APPLICATIONS.

ADDITIONALLY, I'M NOT IN FAVOR OF STUFF LIKE THIS COMING STRAIGHT TO COUNCIL, BUT I DID SPEAK WITH MR. HALLOCH ON THIS WHEN I WAS SPEAKING WITH HIM REGARDING SOME OTHER MATTERS.

AND IT'S IMPERATIVE THAT WE APPROVE THIS NOW, BECAUSE THE DEADLINE IS SEPTEMBER 9TH.

AND I DON'T WANT TO WAIT.

I WANT HIM TO BE ABLE TO MOVE FORWARD.

I APPRECIATE THE FACT THAT HE HAS PUT THIS APPLICATION IN SUBJECT TO ICIP FUNDING.

I'M NOT IN FAVOR OF SPENDING ALL THIS MONEY IF WE DON'T GET THE FUNDING.

BUT I'M 100 PERCENT IN FAVOR OF GETTING THAT SEWER LINE OUT OF THE LAKE, AND IF WE CAN GET FUNDING TO HELP US GET THAT OUT OF THERE, I, I AGREE.

MR. HALLOCH, WE'RE VERY LUCKY SO FAR WITH ALL THE CLAMPS AND ALL THE WORK THAT WE'VE DONE OVER THE YEARS TO THAT UNDERWATER LINE, THAT WE HAVEN'T HAD A CATASTROPHE THAT HAS COST US OUR DRINKING WATER.

SO IF WE CAN GET FUNDING AND YOU KNOW WHAT, IT'S A BONUS THAT WE'RE GOING TO BE SERVICING ADDITIONAL AREAS. BUT I THINK THE MOST IMPORTANT FACTOR IS TO GET THAT WASTEWATER LINE OUT OF OUR DRINKING WATER LAKE.

SO I'M A HUNDRED PERCENT IN FAVOR OF THIS, AND I SURE HOPE THAT THEY GIVE US THAT FUNDING. I WOULD LIKE WHEN THIS DOES COME BACK, I WILL WHEN IT GETS TO BUDGET, I WILL BE ASKING NOT TO INCREASE THE BUDGET IN THE WATER WASTEWATER FOR THE 2022 CAPITAL.

EVEN IF WE ARE APPROVED FOR THIS FUNDING, I WILL ASK THAT TO COME OUT OF RESERVES, BECAUSE THERE ARE RESERVES IN THAT FUND FOR THAT.

BUT I'LL DEAL WITH THAT AT THAT TIME.

I JUST DON'T WANT IT TO BE AN EXTRA MILLION DOLLARS ON TOP OF WHAT WE'RE GOING TO BE NEEDING TO ASK FOR FOR INCREASES IN THE WATER WASTEWATER BUDGET FOR 2022.

MY QUESTION, HOWEVER, IS WE HAVE TWO SIGNIFICANT CULVERTS, ALONG 108, ONE AT WESTVIEW PARK AND THE OTHER JUST AS THE INDUSTRIAL AREA BEGINS.

CLEARLY, OBVIOUSLY, WITHOUT WATER DOES FEED INTO ELLIOT.

HOW DOES THE PIPE GO THROUGH THOSE TWO AREAS? OH, YEAH, THAT'S SOMETHING THAT I'VE I'VE ASKED THE QUESTIONS BECAUSE I WAS CONCERNED ON BOTH OF THOSE. SO RIGHT NOW WHAT YOU'RE NOTICING AND YOU'LL NOTICE A FEW OTHER MUNICIPALITIES, THEY ACTUALLY RUN THOSE LINES, AND IF IT'S A WATER LINE, THEY'LL RUN THEM WITH THE PROPER INSULATION ON TOP OF THEM.

SOMETHING ABOVE AND BEYOND THAT WILL RUN ACTUALLY ALONG A CULVERT OR THROUGH THERE.

SO IT'LL BE ABOVE GROUND AND THEN HEAD BACK UNDERGROUND FOR THE INITIAL SIX FEET OR WHATEVER. WE'RE GOING TO BE RUNNING IT DOWN BELOW.

BUT THAT'S USUALLY HOW THEY'LL DO IT.

JUST BECAUSE THEY ARE BIGGER WATERWAYS, IT'S HARD TO HOLD THAT WATER BACK AND DIG IT AND PUT IT UNDERNEATH. AND THEN ANY FUTURE REPAIRS ARE ARE OBVIOUSLY A CHALLENGE.

SO SO WE'RE LOOKING TO RUN THAT ABOVE IT.

RECOMMENDATION THAT THE REPORT OF THE CHIEF ADMINISTRATIVE OFFICER DATED AUGUST 19, 2021 BE RECEIVED, AND THAT COUNCIL APPOINT MR. DANIEL GAGNON AS CITY REPRESENTATIVE ON THE MISSISSAGI PARK COMMISSION FOUNDING BOARD.

UNFORTUNATELY FOR THE FANS AT THE PLAYERS HENCE DELAYING THE AGREEMENT UNTIL THE 2021, 2022 SEASON.

THE IMPORTANT THING IS I TRUST ALL MEMBERS OF COUNCIL READ THROUGH THE AGREEMENT AND THE REPORT. THE AGREEMENT IS LARGELY A CARRYOVER FROM THE PREVIOUS FACILITY USER AGREEMENT.

SOME CHANGES NOTED BELOW IN THE REPORT TO CAPTURE SOME OF THE CURRENT REALITIES.

TEAM WILL HAVE ACCESS TO THE RINK FOR IT'S ADVERTISING USAGE, SPACE FOR THE ZAMBONI ROOM AND THE ROOM TYPE MECHANICAL ROOM.

IMPORTANTLY, WITH THE PANDEMIC AND THE UNKNOWNS FOR THE FUTURE, THIS TEAM SHALL MAINTAIN CLEAN PROTOCOLS AS OUTLINED BY ALGOMA PUBLIC HEALTH AND HAVE A SAFETY PLAN IN PLACE AND ADHERE TO ANY FUTURE GUIDANCE.

THE FUTURE IS UNKNOWN TO ALL OF US.

SO ANY GUIDANCE THAT COMES DOWN FROM OUR COLLEAGUES AT ALGOMA PUBLIC HEALTH, THE TEAM WILL FOLLOW THAT. AS DISCUSSED PREVIOUSLY, THE [INAUDIBLE] SPONSORSHIP FOR THE TEAM.

THE MAJORITY OF THESE ROADS LAST RECEIVED SINGLE LAYER TREATMENTS IN THE MID 1990S.

NORMALLY AFTER A SURFACE TREATMENT ROAD IS APPLIED, MUNICIPALITIES WOULD PLAN ON HAVING A SINGLE SURFACE ADDED EVERY 10 YEARS, DEPENDING ON HOW THE ACTUAL SHAPE OF THE ROAD IS.

WITH A FULL DOUBLE SURFACE COMPLETED AFTER 20 YEARS.

THE ROADS IDENTIFIED IN THIS REPORT HAVE ALSO PASSED THE 20 YEAR MARK AND ARE SIGNIFICANTLY REDUCED IN WIDTH AND SEVERAL CRACKS AND BUMPS IDENTIFIED THROUGHOUT.

ENGINEERING INSPECTION WAS COMPLETED BY [INAUDIBLE] ENGINEERING AND IDENTIFIED ALL THE COST INVOLVED, SUCH AS BRUSHING, DITCHING, CULVERT REPLACEMENT, PAUPERIZATION OF THE EXISTING [INAUDIBLE] OF A GRAVEL AND FINALLY THE APPLICATION OF A DOUBLE SURFACE TREATMENT TO ACTUALLY COMPLETE THE PROCESS.

A TENDER WAS POSTED ON JULY 15TH WITH A CLOSING DATE OF AUGUST 3RD, 2021.

IN TOTAL, THERE WAS TWO FIRMS SUBMITTED TENDER RESPONSES BY THE SIGNIFICANT CLOSING TIME.

WHEN WE'RE LOOKING AT THIS ONE, WHEN WE WERE TALKING ABOUT THE TENDERS INCLUDE ALL COSTS THAT ARE ASSOCIATED WITH INITIAL PULVERIZING OF WHAT EXISTING RIGHT NOW ON THE ACTUAL ROADS, TRANSPORTATION AND GRADING OF THE CRUSHED ASPHALT AND THE ADDITION OF A NEW DOUBLE SURFACED TREATMENT LAYER.

SO WHEN YOU'RE LOOKING AT THE COSTS THAT HAVE COME BACK INTO THE ACTUAL REPORT, WE WERE LOOKING AT A COUPLE OF THINGS.

SO IN THE PROCESS, AS I EXPLAINED, THERE'S AN M GRAVEL COMPONENT TO THIS, WHERE AFTER YOU PULVERIZE THE ROADS THAT WE'VE MENTIONED IN THE REPORT, NORMALLY YOU'D USE AN A GRAVEL THAT WOULD BE SUPPLIED BY THE ACTUAL WATER CONTRACTOR AND THAT WOULD LEVEL OFF THE ROAD TO EITHER THE CITIES OR AN ENGINEER SAYING THAT'S A PERFECT AT THAT POINT, SO IT'S UP TO A CERTAIN PRICE AT THAT POINT.

WELL, WE'VE ALSO INVESTIGATED THAT.

THE MATERIAL THAT WE'VE CRUSHED UP AT THE DOG PARK THIS YEAR, WHICH IS CALLED A RAP, WHICH IS A RECYCLED ASPHALT PRODUCT, COULD BE SUBSTITUTED FOR THE A GRAVEL INSIDE OF THIS PROCESS. SO WE'RE LOOKING AT THE PRICES.

MILLER PAVING GAVE A PRICE OF EIGHT HUNDRED AND SIXTY TWO THOUSAND THREE HUNDRED FORTY ONE. THAT'S WITH THE A GRAVEL SUPPLIED BY THE CONTRACTOR.

AND THEN WHEN IT'S JUST TRANSPORTED BY THEM FROM THE DOG PARK TO THESE AREAS, IT'S SEVEN HUNDRED THIRTY FOUR THOUSAND NINE HUNDRED FOUR.

SO THOSE ARE THE TWO BIDS WE GOT FROM THEM.

THE BEAMISH CONSTRUCTION WAS THE OTHER ONE.

WE GOT A BID OF SIX HUNDRED THREE THOUSAND ONE HUNDRED SEVENTY FOUR WITH THE A GRAVEL SUPPLIED BY THE CONTRACTOR.

EXCUSE ME. AND WITH THEM TRANSPORTING THE RAP MATERIAL, RECYCLE ASPHALT PRODUCT FROM THE DOG PARK TO THE SEVERAL AREAS.

IT WAS FOUR HUNDRED AND FIFTY SIX THOUSAND SEVEN HUNDRED SIX DOLLARS AND EIGHTY CENTS WITH CRUSHED ASPHALT BY THE CITY.

SO BASICALLY, THE FORMS OF THE TENDERS BONDING CERTIFICATES, PROPOSED EQUIPMENT AND EVERYTHING CAME IN. THERE WAS NO BID IRREGULARITIES WERE NOTED DURING THIS REVIEW PROCESS. PUBLIC WORKS STAFF WERE PLACED AHEAD OF TIME, [INAUDIBLE] COST SAVINGS.

THE CITY STAFF HAD REPLACED CULVERTS [INAUDIBLE] AND BRUSHED EACH OF THE ROADS TO SAVE QUITE A BIT OF MONEY TOWARDS THESE ACTUAL PRODUCTS.

SO BASICALLY, WHEN WE'RE LOOKING AT IT, THE ORIGINAL ONE, WHICH MIGHT COME BACK AS THE QUESTION WE WERE ORIGINALLY BUDGETING AND THE COUNCIL APPROVED THE 2020 CAPITAL PROJECT AMOUNT TO THREE HUNDRED AND FIVE THOUSAND TWO HUNDRED AND EIGHTY TO RESURFACE ALL FOUR ROADS, WHICH WAS BUDGETED BELIEVING A SINGLE SURFACE LAYER COULD BE APPLIED AFTER WE HAD THE ENGINEERING [INAUDIBLE] DONE AND AND MORE INFORMATION COMING BACK FROM EVEN CONTRACTORS LOOKING AT IT.

WE KNEW THAT THE ROADS WERE PAST THAT POINT WHERE YOU COULDN'T JUST ADD A SINGLE LAYER ANYMORE. AND THAT'S WHERE THE BIG COST DIFFERENCE IS COMPARED TO WHAT WE BUDGETED, BECAUSE NOW WE KNOW IT'S A DOUBLE SURFACE LAYER THAT'S REQUIRED AND NOW WE'RE LOOKING AT THE COST. BUT WHAT I'LL ALSO EXPLAIN INTO THIS IS IF WE DID DECIDE AND WE KNEW AHEAD OF TIME, THAT WAS GOING TO BE A DOUBLE SURFACED TREATMENT.

SO AFTER RECEIVING THE ENGINEERING REPORT WHICH CONFIRMED THAT ALL FOUR ROADS WERE PAST IT AS SEEN IN THE TENDER BIDS ABOVE, NORMALLY THE PROCESS WOULD COST IN THE RANGE OF SIX HUNDRED TO SIX HUNDRED AND FIFTY THOUSAND TO COMPLETE ALL FOUR ROADS.

WITH FURTHER INVESTIGATING, AS WE KNOW WITH THAT MATERIAL IN RETURN, BY SUBSTITUTING THE MATERIAL WITH THE RAP INSTEAD OF THE M GRAVEL, WE ARE SAVING ONE HUNDRED AND FORTY SIX THOUSAND FOUR AND SIXTY EIGHT TO HAVE THAT BROUGHT IN INSTEAD.

ALTHOUGH REGARDLESS OF THAT, WE ARE STILL ONE HUNDRED AND FIFTY ONE THOUSAND FOUR HUNDRED AND TWENTY SIX DOLLARS OVER WHAT WE BUDGETED, AND WE'RE LOOKING TO GET THAT FROM THE FEDERAL GAS TAX. EVERY YEAR WE, THE CITY DOES RUN A HAZARDOUS WASTE DAY EVENT AT THE PUBLIC WORKS YARD AT 11 A.M. TO 7 P.M., RESIDENTS ARE ENCOURAGED TO ATTEND THE EVENT WHERE THEY CAN DISPOSE OF THEIR HAZARDOUS WASTE INSTEAD OF DISPOSING WITHIN THE LOCAL LANDFILL.

THE CITY HIRES A SPECIALIZED CONTRACTOR TO RUN THE EVENT WHERE THEY COLLECT, PACKAGE AND DOCUMENT, AS WELL AS TRANSPORT THE HAZARDOUS WASTE TO [INAUDIBLE] RUN BY [INAUDIBLE] ONTARIO, PRODUCT CARE ASSOCIATES, AND RIGHT HERE, AUTOMOTIVE MATERIALS SERVICES, WHO WE'VE BEEN WORKING WITH FOR YEARS NOW.

THIS IS, LIKE I SAID, IT'S JUST UPDATING THE THING, FINDING ANOTHER AGREEMENT.

SO ONCE THE HAZARDOUS WASTE IS RECEIVED, A CLAIM IS SUBMITTED FOR PAYMENT.

SO EVERYBODY KNOWS HOW IT WORKS, WE DO COLLECT A LOT OF THESE HAZARDOUS WASTE.

THEY GET PAID FOR THE EVENT.

SO IT'S NO MEANS ARE YOU MAKING A PROFIT OFF OF ANYTHING LIKE THIS, BUT IT DOES SUBSIDIZE YOUR YOU DO GET MONEY BACK FROM THESE ONES COLLECTING THE PRODUCT, SO IF THE VENT COST 35000 [INAUDIBLE] AND GETTING BACK FIFTEEN THOUSAND DOLLARS FROM AMS [INAUDIBLE] ONTARIO, UNLESS RATE IN THAT RANGE ANYWAYS.

SO GOT WORD THE EVENT COST YOU TWENTY THOUSAND ANYWAYS TO KEEP EVERYTHING UNDER THE LOCAL LANDFILL. SO BASICALLY WE'RE JUST HOPING COUNCILOR WE JUST WANT TO MOVE FORWARD WITH COUNCIL APPROVING IT AND WE'LL MOVE FORWARD WITH THIS NEW AGREEMENT.

WE'VE GONE OUT AND DONE THAT, WE'VE HAD IT WHERE IT WAS GOING TO BE A 400 AMP SERVICE WITH THE TRANSFER SWITCH APPROVED BY COUNCIL.

WE CAME BACK WITH IT BECAUSE AT ONE POINT WE WERE LOOKING AT DOING BACK ACROSS WHEN WE HAVE THE OPP AMBULANCE AND FIRE AS WELL, LOOKING AT GENERATORS.

NOW, CURRENTLY, THE OPP DOES HAVE A GENERATOR THERE.

IT'S A LITTLE BIT OLDER, BUT IT IS WORKING AND DOING WHAT IT IS FROM THERE.

WE'RE COMING BACK NOW.

AND STAFF'S DONE SOME INVESTIGATION.

AND WE WANT TO MOVE FORWARD WITH THE ORIGINAL APPROVAL FOR THE FOUR HUNDRED AMP.

AND THEN WE WANT TO LOOK FUTURE WISE AND GET INTO SOME OF THE CAPITAL WHEN WE'RE LOOKING AT OTHER FACILITIES LIKE OPP, THE AMBULANCE, WHERE THEY COULD COME BACK WITH A REFERRAL OR A RECOMMENDATION LETTER COMING BACK TO THE CITY WITH EXACTLY WHAT THEY WOULD WANT TO OPERATE INSIDE THEIR BUILDINGS.

THIS IS WHERE WE'RE SUGGESTING YOU CAN GET AWAY WITH EVEN SMALLER GENERATORS, LESS TRENCHING, AND THEN YOU DON'T HAVE ONE POINT OF FAILURE.

SO YOU'VE GOT ONE GENERATOR FOR ALL FOUR BUILDINGS AND THAT GENERATOR FAILS, THEN WE'RE OUT OF POWER FOR ALL FOUR FACILITIES.

I KNOW THAT IT'S STILL SOMETHING THAT CAN HAPPEN.

WE WANT TO STAY AWAY FROM.

AND PLUS THE FACT THAT WE THINK WE CAN GET SMALLER GENERATORS PUT INTO THOSE OTHER UNITS. MOST OF THEM HAVE HVAC UNITS AND A LOT EASIER TO RUN, ESPECIALLY IF WE'RE TALKING THE HEAT IN THE WINTER AND AIR CONDITIONING IN THE SUMMER, IF YOU POSSIBLY NEEDED TO ACTUALLY DO IT FOR COMFORT LEVELS.

BUT MORE OR LESS, WE'RE CONCERNED ABOUT POWER FOR COMPUTERS AND LIGHTING.

I DO AGREE WITH COUNCILOR MANN THAT, YES, THESE FACILITIES SHOULD HAVE THIS.

AND IN MY CONVERSATIONS WITH MR. HALLOCH, THE FIRE HALL DOES HAVE IT.

IT'S JUST NOT PROBABLY QUITE SUFFICIENT FOR WHAT SHOULD BE AT THAT FACILITY.

SO YOU DON'T HAVE TO REBUILD THAT ENTIRE INFRASTRUCTURE.

IT'S PROBABLY THE PROBABILITY THAT WE NEED TO GET THEM A SLIGHTLY LARGER GENERATOR THAN THE HOME USE GENERATOR THAT IS THERE, AND THAT COULD BE POTENTIALLY PUT INTO A BUDGET IN A YEAR OR TWO. BUT I'M IN FAVOR OF GOING FORWARD WITH THIS.
