THIS IS TO GIVE YOU AN IDEA OF WHAT WE'VE BEEN DEALING WITH OVER ACTUALLY IT'S BEEN ABOUT EIGHT WEEKS NOW. WE'VE BEEN HAVING ISSUES WITH TRUCKS GOING OUT OF SERVICE DUE TO MECHANICAL FAILURES.

RECENTLY, ON AUGUST 16TH, OUR 2018 SPARTAN WAS TAKEN OUT OF SERVICE DUE TO ISSUES WITH THE DIESEL EXHAUST.

WE REACHED OUT TO SPARK CANADA TO SEE WHAT THE ISSUE WAS, AND IT'S TO DO WITH THE SENDING UNIT FOR THE SYSTEM.

THE PROBLEM IS THERE IS A COMPUTER CHIP THAT RUNS THIS SYSTEM, AND THE COMPANY WHO BUILDS IT, SHAW DEVELOPMENT ARE SO FAR BEHIND BECAUSE THERE'S FIRE TRUCKS BID ACROSS NORTH AMERICA. GARBAGE TRUCKS, MOTOR HOMES THAT ARE AFFECTED BY THIS FAILURE.

PARTS ARE ON BACK ORDER UP TO APPROXIMATELY 19 WEEKS.

SO, THE PROBLEM IS THAT WE'RE HAVING IS WE ONLY HAVE ONE PUMPER HERE IN THE MUNICIPALITY.

IF WE HAVE TWO CALLS AT THE SAME TIME, WE'RE GOING TO HAVE PROBLEMS. SO WE REACHED OUT, ACROSS ONTARIO TO SEE IF THERE WAS A PUMPER THAT WE COULD BORROW.

SPECIFICALLY TORONTO FIRE.

THEY HAVE NOTHING THAT THEY CAN SHARE WITH US DUE TO SAME ISSUES, BUT OTHERS BEING REACHED OUT TO MISSISSAUGA FIRE DEPARTMENT, AS WELL.

NOTHING. WE START REACHING OUT TO CONTRACTORS ACROSS THE PROVINCE.

WE FOUND TWO PUMPERS THAT WERE AVAILABLE TO RENT FOR APPROXIMATELY 780 DOLLARS A DAY.

BUT WHEN IT CAME TIME TO ASK FOR PROOF FOR PUMP TESTING, THAT WAS DONE IN THE LAST YEAR.

NOBODY HAD IT.

SO THEY TRIED TO RECEIVE PUMP TESTING AND GET CERTIFIED, THEY ALL FAILED.

WE REACHED OUT INTO QUEBEC AND WE REACHED OUT INTO MANITOBA TO FIRE TRUCK DEALERS IN THOSE TWO PROVINCES.

WE FOUND ONE TRUCK AT PORT GARY FIRE SUPPORT GARY FIRE TRUCKS.

IT'S A 2004 CUSTOM PUMPER THAT THEY HAVE TO RENT.

RENTAL IS 400 HUNDRED DOLLARS A DAY, SO WE'RE APPROACHING 28 HUNDRED DOLLARS A WEEK.

IF WE HAVE TO RENT UP TO 19 WEEKS, IT'S 53,200 DOLLARS.

WITH THAT, THERE'S A DELIVERY CHARGE TO BRING THE TRUCK IN FROM WINNIPEG TO ELLIOT LAKE.

ACTUALLY, $3,000 DOLLARS EACH WAY.

THREE THOUSAND TO BRING TO ELLIOT LAKE, THREE THOUSAND DOLLARS TO SEND IT BACK.

I LOOKED AT WHAT IT WOULD COST TO FLY OUT AND BRING THE TRUCK BACK MYSELF UP TO SEE IF WE CAN TAKE THE MONEY.

IT WAS CHEAPER FOR THEM TO ACTUALLY BRING THE TRUCK TO US.

AND THEN IT DID ACTUALLY HAVE A MECHANICAL BREAKDOWN ON THE WAY HERE.

THEY WERE RESPONSIBLE FOR THE MAINTENANCE OF GETTING THE TRUCK TO ELLIOT LAKE.

SO WITH ONE FIRE TRUCK, WE HAD TO REMOVE OURSELVES FROM THE BY MUTUAL AID ASSOCIATION.

WE CANNOT SEND OUR PUMPER OUT OF TOWN TO GIVE ASSISTANCE TO THE NORTH SHORE, SPANISH OR BOYNE RIVER. THAT WOULD LEAVE US WITHOUT A TRUCK.

ANOTHER ISSUE THAT WE HAVE WITH ONLY ONE FIRE TRUCK IS IF WE HAVE A FIRE ON DUNLOP'S SHORT ROAD, [INAUDIBLE], BOBCAT TRAIL FIRE.

WE ARE RESPONSIBLE TO REPORT THAT TWO PUMPERS WILL RESPOND TO THE CALL IF THERE'S A FIRE.

ONE TRUCK WILL START PUTTING WATER ON THE FIRE AND THEN THE OTHER FIRE TRUCK SECONDARY WILL PUMP WATER INTO THAT ONE AND MAKE THE TRIP BACK TO ELLIOT LAKE, TO COVER THE MUNICIPALITY. WE CANNOT DO THAT AT THIS TIME.

IN THE LAST TWO WEEKS, WE RECEIVED NUMEROUS CALLS WHERE WE'VE BEEN VERY FORTUNATE.

WE ONLY HAD ONE STRUCTURE FIRE THAT DIDN'T GET OUT OF HAND ON US, AND NO OTHER CALLS CAME IN. WE RECEIVED AN AUTO X CALL, THE WHITE RIVER ROAD, WHERE WE COULD NOT SEND A PUMPER.

SO WE HAD TO TAKE ALL OUR EXTRA GEAR OFF THE FIRE TRUCK PUT IT ON OUR THREE QUARTER TRUCK AND RESPOND UP NORTH.

WE HAD NO WATER. SO IF THERE WAS A CAR FIRE OR ANYTHING LIKE THAT, THERE WAS NO WAY FOR US TO DO EXTINGUISHMENT, ESPECIALLY NOT FAR FROM TOWN.

WE COULDN'T COULDN'T RISK TAKING A PUMP UP THAT FAR.

SO TODAY FORT ERIE FIRE TRUCKS IS OFFERED US THIS RECENT [INAUDIBLE] MINIMUM 30 DAYS TO RENT THE TRUCK. AND I'M LOOKING FOR YOUR APPROVAL ON ENTERING THIS AGREEMENT WITH FORT ERIE FIRE TRUCKS TO HELP US OUT.

I THINK WE OBVIOUSLY NEED A SECOND TRUCK.

I GUESS FIRST, IT'S AWFUL DISAPPOINTING TO REALIZE THAT WE'RE STILL IN THE GRIPS OF THE PANDEMIC TO THE POINT THAT THIS PARTICULAR PIECE OF EQUIPMENT IS BEING HALTED AND TURNED INTO ESSENTIALLY A GIANT PAPERWEIGHT BECAUSE OF A DEATH FLUID SENSOR.

BUT AGAIN AND AGAIN, THAT'S KIND OF THE NATURE OF DIESEL NOWADAYS, UNFORTUNATELY.

I GUESS MY ONLY CONCERN AND I DID REACH OUT TO YOU, CHIEF, A COUPLE OF DAYS AGO TO ASK A COUPLE OF OTHER QUESTIONS, BECAUSE BASED ON THE PRICING THAT YOU'RE TELLING ME, ESSENTIALLY 56000 DOLLARS.

WORST CASE SCENARIO TO 19 WEEKS.

I GUESS MY CONCERN OR QUESTION BACK TO COUNCIL TODAY WOULD BE AND KNOWING THAT YOU'VE COME BACK AND YOU KNOW, THE PRICE OF THIS VEHICLE, THE ACTUAL PURCHASE.

I DON'T KNOW WHY WE WOULDN'T JUST BUY IT AND AND POTENTIALLY, AGAIN, AUGMENT OUR FLEET.

I'M VERY CONCERNED THAT IF WE HAVE ANOTHER MECHANICAL BREAKDOWN OF THE OTHER TRUCK YOU'VE QUOTED AND I KNOW YOU HAVE THE NUMBERS, I'LL LET YOU SHARE THAT NUMBER WITH THE REST OF COUNCIL. BUT THE DIFFERENCE IS ONLY GOING TO BE APPROXIMATELY THIRTY THOUSAND DOLLARS BASED ON WORST CASE SCENARIO, RENTAL AND PURCHASING THIS PIECE OF EQUIPMENT.

OF COURSE, IF IT'S STACKS UP TO YOUR SATISFACTION FOR THE COMMUNITY, I JUST THINK THAT I THINK WE NEED TO MAKE THE DECISION TODAY.

I THINK THE TRUCK NEEDS TO COME REGARDLESS.

I'M JUST MORE LEANING TOWARDS A POTENTIAL OWNERSHIP MODEL AS OPPOSED TO RENTAL.

AND THEN WE CAN ALWAYS YOU KNOW, WE DO HAVE OTHER NEIGHBORING COMMUNITIES THAT WE ARE STILL GOING TO BE ABLE TO ASSIST.

POTENTIALLY. THERE ARE SOME OPPORTUNITIES HERE THAT AT THE END OF THE DAY, IF WE END UP SELLING THIS TRUCK AT THE END OF ALL THIS, THIS MAY NOT HAVE COST US ANYTHING.

IN THE END IF WE CAN SELL IT FOR A SIMILAR PRICE OF WHAT IT'S WORTH.

IT'S LISTED AS 95 THOUSAND DOLLARS.

IT'S I OFFERED 85 POSSIBLY IF THIS IS THE ROUTE WHERE ORDINARY FIRE TRUCKS SAYING THEY'RE WILLING TO ACCEPT IT. HOWEVER, WITH THAT BEING SAID, I HAVE NOT SEEN THE TRUCK OR MECHANICS HAVE NOT GONE OVER THE TRUCK.

SO THAT WOULD SOMETHING IF THIS WAS AN OPTION THAT COUNCIL WOULD LIKE TO LOOK AT, THIS TRUCK WOULD HAVE TO HAVE A COMPLETE GOING OVER BY OUR FLEET MECHANICS TO MAKE SURE THAT THE TRUCK IS WORTH THE VALUE, THAT THE TRUCK IS A 2004 PUMPER.

I DON'T KNOW THE EXACT MILEAGE ON IT, BUT THIS TIME I KNOW THAT IT'S CERTIFIED AND IT HAS ALL THE MTO REQUIREMENTS AND STUFF LIKE THAT.

THE QUESTION IS, IF WE DO EXTEND TO THE 19 PLUS WEEKS AS OF YESTERDAY, I WOULD START FROM CANADA FOR ANY UPDATES.

AND THERE'S THERE'S NONE.

MY OWN PERSONAL TRUCK, I HAD A PROBLEM WITH A SENSOR.

MY TRUCK SAT AT THE DEALER FOR FOUR WEEKS.

SO THE PROBLEM IS THIS IS NORTH AMERICA WIDE, SPARTAN BUILT.

AND THEY'RE ALL BEING AFFECTED FROM THE 2005-2020 MODEL YEAR.

I'M NOT HAPPY.

YOU KNOW, WE PAY 365 THOUSAND DOLLARS FOR THIS FIRE TRUCK.

AND HERE WE'RE BEING HELD OUT BY, YOU KNOW, I BELIEVE THE PARTS, WHICH IT WILL BE UNDER WARRANTY IS LIKE 200 SOME ODD DOLLARS.

BUT YET I'M POSSIBLY LOOKING AT A BILL OF FIFTY THREE THOUSAND TWO HUNDRED DOLLARS.

IT'S, I HONESTLY FEEL, IT'S IMPORTANT THAT WE DO HAVE THIS TRUCK BROUGHT INTO TOWN.

LIKE I SAID, IT'S BEEN VERY STRESSFUL.

WE HAD OUR AERIAL OUT OF TOWN FOR SIX WEEKS.

THEN THIS VEHICLE WENT DOWN FOR AN ADDITIONAL TWO WEEKS.

WE WERE ONLY HAD ONE TRUCK IN THE MUNICIPALITY THAT WAS ABLE TO RESPOND TO ANY TYPE OF EMERGENCY. SO IT'S BEEN VERY STRESSFUL HERE.

WE'VE BEEN, MYSELF AND MY FULL TIME STAFF, HAVE BEEN PLAYING THE WHAT IF GAME.

WHAT IF THIS COMES IN, HOW ARE WE GOING TO HANDLE THAT? SO IT'S BEEN VERY STRESSFUL, AND I HIGHLY RECOMMEND THAT WE DO GO ABOUT THIS ROUTE.

BUT THEN IT COMES TO A POINT AS TIME GOES ON AND WE HAVE IT'S ONE BUT.

WE HAVE TO PREPARE FOR THE PEOPLE.

AND THEN AS TIME GOES ON, COUNCIL, I HOPE, WE'LL COME UP WITH AN IDEA OF SAY, OK, ONCE WE REACH THIS CERTAIN POINT, IT'S TIME FOR US TO PURCHASE THE TRUCK.

NOW, ALL THE MONEY THAT WE USE TO RENT THIS TRUCK I SPOKE TO FORT ERIE.

SO IF WE DO GO OVER THE 19 WEEKS AND WE SPEND THE FIFTY THREE THOUSAND TWO HUNDRED DOLLARS, THAT MONEY WILL GO TOWARDS THE PURCHASE OF THE VEHICLE.

AND THEN WE'LL HAVE TO PUT THE OTHER ONE AND THE [INAUDIBLE] DOWN FOR NOW.

WE DO NOT WANT TO LEAVE IT OUT IN THE ELEMENTS.

I TALKED TO THE INSURANCE COMPANY JUST TO MAKE SURE THAT, HEAVEN FORBID, THERE IS A FIRE IN THE STORAGE BUILDING, THAT THE TRUCK IS 100 PERCENT COVERED.

AND IT IS. I ALREADY TALKED TO THE INSURANCE COMPANY ABOUT ADDING THIS RENTAL ONTO THE FLEET SO THAT IT'S ALL TAKEN CARE OF SO THAT THERE'S NO ISSUES WHEN THE TRUCK ARRIVES.

WE FIGURE WE COULD HAVE THE TRUCK IN SERVICE WITHIN TWO AND A HALF HOURS AND WE'D BE UP AND RUNNING. I'M NOT QUITE SURE IF THAT WAS ALL YOUR QUESTIONS, ALL RIGHT. YEAH, YOU DID ANSWER THEM, AND I'M FINE WITH THAT.

I'M JUST AMAZED THEY'RE GOING TO GIVE US A HUNDRED PERCENT OF OUR MONEY BACK FOR THE PURCHASE. SO WE DO HAVE SOME TIME TO BUY, BUT.

I WANT TO GO BACK TO THAT MECHANICAL BREAKDOWN QUESTION.

IF WE'RE NOT BUYING IT, I GET IT.

IF WE BLOW A TIRE, THAT'S A MAINTENANCE ISSUE.
