IT WAS A PLEASURE MEETING OUR MAYOR.

WHEN I FIRST STARTED, AND IT'S NICE TO SEE SOME FAMILIAR FACES AS WELL AS MY FAMILY HAS SETTLED HERE IN THE COMMUNITY AND MY WIFE HAS STARTED WORKING AND AND OUR KIDS ARE IN SCHOOL AND AND OUR HOUSE IS ALMOST DONE ON A PERSONAL NOTE.

AND I LIKE YOUR COMMENT.

THIS IS THE FAMILY.

THIS IS WHY WE'RE HERE.

WE ARE PART OF A FAMILY.

ST. JOE'S IS A FAMILY.

WE DO NOT RUN A HOSPITAL.

WE RUN ACTUALLY A HEALTH SYSTEM, A FAMILY OF EMPLOYEES, A BIG EMPLOYER HERE IN TOWN WHERE WE PROVIDE FIRST CLASS CARE.

HAVING WORKED IN MANY HOSPITALS, MORE IMPORTANTLY, HAVING BEEN THE LEAD FOR THE NORTHEAST FOR HEALTH CARE.

I'LL TELL YOU, I'VE WALKED INTO MANY HOSPITALS AND I CHOSE ST.

JOE'S FOR A BIG REASON BECAUSE YOU ARE THE HOW IS DESCRIBED.

THESE ARE THE WORDS THAT THEY USED FOR OUR SURVEY JUST RECENTLY.

WE ARE THE BIGGEST OF THE SMALL HOSPITALS.

WHAT THEY MEAN BY THAT IS WHERE I USED TO COME FROM.

I USED TO DRIVE FROM NORTH BAY TO TORONTO FOR MANY MEETINGS, AND THAT CORRIDOR REPRESENTED THREE AND A HALF HOURS.

AND GUESS HOW MANY CT SCANS I WOULD SEE? GUESS HOW MANY ICUS AND AND OBS BEDS AND ORS, ET CETERA IN THAT THREE AND A HALF HOUR CORRIDOR? THERE WAS MANY.

GUESS WHAT? I TOLD THE MINISTER I SAID, I AM IN THE SAME THREE AND A HALF CORRIDOR BETWEEN THE SIOUX AND SUDBURY.

AND GUESS HOW MANY ISD YOU SEE? ONLY ONE.

GUESS HOW MANY ORS? ONLY ONE.

GUESS HOW MANY CT SCANS.

ONLY ONE.

OBS, ONLY ONE.

THESE ARE CRITICAL SERVICES NOT JUST FOR OUR COMMUNITY, BUT FOR THE CATCHMENT OF THIS AREA.

HAVING SAID THAT, IT WAS IMPORTANT FOR US TO REALLY PUT OUT THERE THAT WE ARE PROVIDING A CARE THAT WE CALL FIRST CLASS.

WE ARE PROVIDING FIRST CLASS CARE FOR THIS COMMUNITY.

WE WANT OUR SIGNS IN THE FRONT TO BE IN FRENCH AND ENGLISH AND OJIBWE.

WE WANT IT TO BE FOR EVERYONE.

WE WE CARE FOR OUR SENIORS AS WE CARE FOR OUR YOUNG ONES.

THEY GO THROUGH THEIR FULL JOURNEY OF CARE.

HERE WE HAVE A MODEL HERE THAT WHOEVER WALKS THROUGH THESE DOORS, HAVE THEY BEEN TREATED LIKE YOUR MOTHER, YOUR FATHER, A LOVED ONE, A CHILD, YOUR OWN CHILD, YOUR OWN GRANDPARENTS? AND THERE'S THERE'S A BUZZ IN THE ORGANIZATION, AND ONE OF THESE BUZZ IS ACTUALLY TO COME UP WITH A STRATEGIC PLAN FOR THE NEW YEAR.

I HOPE THAT YOU HEAR THAT IN VOLUMES AND WE IN FACT MET WITH OUR MAYOR AND OUR MPP [INAUDIBLE] TO JUST TO LET THEM HEAR THAT AND KNOW THAT.

SO STAGE EIGHT IS THE CONSULTATION PROCESS THAT WE'RE UNDERTAKING AS IT RELATES TO BOTH INTERNAL AND EXTERNAL TO THE ORGANIZATION.

JOSEPH GENERAL HOSPITAL IS NOT JUST THE HOSPITAL ITSELF, BUT WE'RE ALSO COMPRISED OF THE HOSPITAL, THE MANOR AND THE OAKS, THERE SO THERE ARE ACTUALLY THREE CENTERS OF SERVICE THAT WE ENCOMPASS IN TERMS OF OUR ORGANIZATION.

BETWEEN THE THREE FACILITIES, ROUGHLY ONE HUNDRED EIGHTY SEVEN BEDS, LOCAL PHYSICIANS, TWELVE PHYSICIANS AND THREE MIDWIVES, LOCAL SURGEONS TWO, LOCAL ANESTHESIOLOGIST TWO, VISITING SPECIALISTS TWENTY THREE, HOSPITAL ADMISSIONS ONE THOUSAND FOUR HUNDRED FOUR, CT SCANS.

WE'RE GOING TO KICK THAT OFF AT 2021 AND LAUNCH THAT FULLY.

DELIVERIES OBS 60, PATIENTS IN ICU THREE HUNDRED AND FORTY TWO ADMITTED, VISITS AS IT RELATES TO ER, ROUGHLY EIGHTEEN THOUSAND, GENERAL SURGICAL CLINIC FIVE THOUSAND TWO EIGHTY SIX, NUMBER OF SITES AS WE INDICATED THREE, CATCHMENT POPULATION SIXTEEN THOUSAND AND THEN WE GET INTO DIALYSIS, ONCOLOGY AND ORTHOPEDIC [INAUDIBLE] JUST A LITTLE BIT MORE DETAILS IN TERMS OF THE NUMBER OF VISITS WE HAVE ACROSS THE BOARD AS IT RELATES TO OUR PATIENTS.

SO WE SEE OURSELVES AS A FIRST CLASS CENTER OF EXCELLENCE AND WHAT MAKES US UNIQUE? WE ARE THE FIFTH LARGEST HOSPITAL, IF YOU WILL, IN THE AREA.

OVER A THREE AND A HALF COVERED THREE AND A HALF HOUR CORRIDOR IS WHAT WE COVER.

BUT HERE'S WHAT MAKES US UNIQUE IN THAT THREE AND A HALF HOUR REGION, WE'RE THE ONLY HOSPITAL THAT PROVIDES OBSTETRICAL SERVICES, INTENSIVE CARE, SURGICAL SERVICE, SPECIALIST CLINICS, ADDICTION TREATMENT SERVICES IN THE OAK CENTER.

THE ONLY CT SCAN WE PROVIDE THE LARGEST SATELLITE ONCOLOGY PROGRAM AND DIALYSIS SERVICES.

WE HAVE A RICH HISTORY AND LEGACY WITH THE SISTERS OF ST.

JOSEPH, AND ULTIMATELY WE SERVE THE SURROUNDING POPULATION.

WE ALSO HAVE THE OLDEST COMMUNITIES, SO WITH THOSE PARTICULAR DYNAMICS ARE ALSO SOME CHALLENGES.

SO HERE'S OUR QUARTER WHAT WE CONSIDER TO BE THAT CORRIDOR THAT WE SERVE.

HERE WE ARE ON THE TWENTY SEVENTH PRESENTING TO YOU, THE REPRESENTATIVES OF THE COMMUNITY, THE FRAMEWORK WITHIN OUR STRATEGIC PLAN.

BUT WE NEED SOME ASSISTANCE AND WE WANT TO PARTNER WITH YOU ON A FEW THINGS.

SOME OF OUR CHALLENGES.

QUITE FRANKLY, RECRUITMENT IS A CHALLENGE FOR US RECRUITMENT IN A COUPLE OF KEY AREAS, NURSING AND RECRUITMENT AS IT RELATES TO PHYSICIANS.

AND IT'S NOT JUST RECRUITMENT.

WE CONSIDER OURSELVES TO BE IN A POSITION OF BEING IN A CRISIS AND TODAY'S PART TO TALK TO YOU A LITTLE BIT ABOUT THAT AND SOME OF THE CHALLENGES THAT WE HAVE.

OUR NEXT PARTICULAR CHALLENGE THAT WE HAVE IS HOUSING AND ACCOMMODATION.

SO WHERE WE'VE BEEN SUCCESSFUL IN DOING SOME RECRUITMENT, THOSE PEOPLE HAVE FAILED TO FIND APPROPRIATE ACCOMMODATIONS, WHETHER THAT'S BEEN RENTAL OR SOMETHING TO PURCHASE.

SO THAT'S A PARTICULAR CHALLENGE THAT WE HAVE.

AS IT RELATES TO OUR COMMUNITY OR DEMOGRAPHICS AND OTHERWISE, I WOULD COMPLIMENT YOU ON BEING VERY SUCCESSFUL IN IDENTIFYING YOURSELF AS A RETIREMENT COMMUNITY, BUT WITHIN THAT DEFINITION ITSELF, IT CREATES CHALLENGES FOR US BECAUSE THE REALITY IS WE'RE NOT DRAWING OUR WORKFORCE FROM OUR COMMUNITY IN TERMS OF THE SPECIALIZED INDIVIDUALS THAT WE NEED FOR CERTAIN POSITIONS AND JOBS.

BUT THERE'S OTHER CONCERNS WE HAVE IN FRONT OF US AND PART OF THAT WE WANT TO SHARE WITH YOU IN TERMS OF WHAT WE SEE AS OUR FUTURE AND SOME OF THE CHALLENGES COLLECTIVELY FOR OUR FUTURE.

SO WE KNOW A COUPLE OF THINGS RIGHT NOW.

WE KNOW THAT THE REPLACEMENT RATE, YOU KNOW, THE BIRTH RATE IS AT TWO POINT ONE SHOULD BE AT A REPLACEMENT LEVEL AT TWO POINT ONE.

BUT WE KNOW THE FERTILITY RATE FOR CANADA IS AT ONE POINT FIVE FOUR, WE KNOW IN ONTARIO, THE FERTILITY RATE IS ONE POINT FOUR SIX.

QUEBEC, IT'S ONE POINT FIVE NINE.

SO WHEN WE LOOK AT THAT SLIDE JUST FOR A MOMENT, WE REALIZE THAT WE'RE NOT HAVING ENOUGH BIRTHS TO MATCH THE REPLACEMENT IN TERMS OF WHAT WE NEED FOR STAFF FOR THE FUTURE.

BUT HERE ARE SOME DISTURBING AND CONCERNING STATS.

SO THIS IS A LAST TIME THE DATA WAS DONE ON IMMIGRATION, 2018.

THE GTA WELCOMED ONE HUNDRED AND SIX THOUSAND IMMIGRANTS, THE REST OF ONTARIO ONLY WELCOMED THIRTY ONE THOUSAND.

SO WE KNOW THAT THE FUTURE IS GOING TO CENTER AROUND IMMIGRATION, AND WE KNOW THIS FUTURE ALSO IS GOING TO CENTER AROUND IMMIGRATION AS IT RELATES TO WHAT OUR COMMUNITIES ARE GOING TO DO TO MAKE THOSE PEOPLE FEEL WELCOME.

YOU'LL NOTICE IN THIS PARTICULAR SLIDE THAT WHEN YOU LOOK AT 2016, YOU'LL SEE A DOWNWARD SPIKE IN TERMS OF HOW MANY PEOPLE RESIDED IN THE GTA.

THAT'S WHEN THE SYRIANS CAME TO CANADA, IF YOU WILL, AND PART OF THE CHALLENGE WITH THAT WAS THAT THERE WAS A PROGRAM THAT WAS LAUNCHED FROM THE FEDERAL GOVERNMENT TO MAKE SURE THAT THEY WERE DISPERSED ACROSS ALL OF ONTARIO IN TERMS OF WHERE THEY NEEDED TO ULTIMATELY GO.

AND I SUGGEST TO YOU THAT THERE NEEDS TO BE A PARTNERSHIP BETWEEN THE MUNICIPAL, THE PROVINCIAL AND THE FEDERAL GOVERNMENT IN TERMS OF THE WAY WE'RE MANAGING OUR PROCESSES AS IT RELATES TO IMMIGRATION.

HERE'S ONE OF THE CONCERNS THAT WE HAVE AS AN EMPLOYER, SO IMMIGRATION WILL ACCOUNT FOR NEARLY 100 PERCENT OF ONTARIO'S POPULATION GROWTH BY 2035.

THAT'S ONE HUNDRED PERCENT OF ONTARIO'S POPULATION GROWTH WILL BE REPRESENTED BY IMMIGRATION BY 2035.

SO I PUT BEFORE YOU AS THE FATHERS OF THE CITY, FATHERS AND MOTHERS OF THE CITY, IF YOU WILL, THAT WE'VE GOT TO LOOK AT WHAT WE'RE DOING TO MAKE IMMIGRATION AND IMMIGRANTS MORE WELCOME TO OUR COMMUNITIES FOR SUSTAINABILITY.

SO WE AS A PARTICULAR EMPLOYER, ARE MAKING SURE THAT WE'RE VERY DIVERSE IN TERMS OF WHAT WE'RE DOING AS AN ORGANIZATION.

FOR ACCEPTING PEOPLE INTO OUR CORPORATION IN TERMS OF WHERE WE'RE GOING MOVING FORWARD, NEXT SLIDE, PLEASE.

SO AS A FIRST CLASS HEALTH CARE CENTER OF EXCELLENCE, WHAT MAKES SJGH A CENTER OF EXCELLENCE IS IT SETS US APART, WE'RE THE FIFTH LARGEST HOSPITAL HEALTH CENTER, FIVE OUT OF 25 HOSPITALS IN THE NORTHEAST REGION, 400 SQUARE KILOMETERS AND IN OVER A THREE AND A HALF HOUR CORRIDOR BETWEEN SUE ST MARIE AND SUDBURY, WHERE THE LARGEST CORPORATION WITH THREE SITES AND THE LARGEST 55 BED HOSPITAL IN THAT OVER THREE AND A HALF THE REGION.

WE TALKED EARLIER ABOUT OUR SPECIALTIES AND WE WENT THROUGH ALL OF THAT IN A LITTLE BIT MORE DETAIL.

AND WHAT CAN THE MUNICIPALITY DO AS FAR AS THE HOUSING CRISIS? AND I KNOW SOME OF OUR COMMUNITY PARTNERS ARE WORKING ON PLANS TO CONTINUE TO SEE THE DEVELOPMENT AND GROWTH FOR OUR COMMUNITY.

AS FAR AS THE MUNICIPALITY IS CONCERNED, BASICALLY WHAT WE DO IS ATTEMPT TO MAKE LAND AVAILABLE AND DESIRABLE FOR DEVELOPERS TO COME IN AND BE ABLE TO BUILD AND CREATE NEW OPPORTUNITIES IN THAT AREA.

IT IS A DEFINITE ISSUE AT THE MOMENT.

I APPRECIATE THE SHORTAGES OF STAFF THAT YOU HAVE.

EVERYONE THAT LIVES HERE LOVES THE OUTDOORS, BUT TRYING TO FIND NEW DOCTORS, NURSES THAT THAT SHARE THAT LOVE FOR THE OUTDOORS AND THE SMALL, SMALLER COMMUNITY, YOU KNOW, 30 KILOMETERS OFF THE BEATEN PATH WITH THE WE DON'T HAVE THE HUGE SHOPPING MALLS WHERE YOU CAN SPEND ALL THAT HARD EARNED MONEY AS SOME OF THE BIGGER CITIES.

THESE ARE SOME OF THE CHALLENGES AT RECRUITING AND GETTING SOME OF THE YOUNGER DOCTORS TO COME HERE AND NURSES AND STAY HERE.

SO HOPEFULLY TOGETHER WE CAN START TO SORT OUT SOME OF THESE CHALLENGES AND CARRY ON FOR THE FUTURE.

ONCE THE APPLICATION WENT INTO PROCESS.

AND WE WERE ASSIGNED A CASE NUMBER, WE WERE THEN ABLE TO BEGIN SPENDING MONEY WITH NO GUARANTEE OF IT BEING APPROVED, BUT ONCE WE RECEIVED A CASE NUMBER, ITEMS COULD BE PURCHASED AND THEN APPLIED TO THAT THAT GRANT.

SO WE WERE ABLE TO BEGIN OCCURRING COST THAT MAY BE COVERED.

BUT AS I SAID, THERE'S NO GUARANTEE THAT THEY WILL BE COVERED AS COUNCIL DIRECTIONS.

DIRECTION WAS TO PURCHASE THE DEHUMIDIFIER REGARDLESS OF GRANT SUCCESS.

WE WENT ISSUED AN RFP FOR THE EQUIPMENT AND LABOR, SO STAFF PUT OUT A TENDER FOR THE NEW UNIT IN AUGUST.

ONCE WE DID RECEIVE THAT SECOND CASE, OR EXCUSE ME THAT SECOND PHASE AND THE CASE NUMBER TOOK A LITTLE BIT TO GET THAT TO US, BUT WE DID HAVE THREE RESPONSES BACK.

ALL SUPPLIERS HAVE QUOTED THESE SAME HARDWARE.

THE SUCCESSFUL BIDDER, THE LOWEST BIDDER, WAS [INAUDIBLE] AT THREE HUNDRED AND NINETY THREE THOUSAND THREE HUNDRED AND SEVENTY FIVE DOLLARS AND NINETY SIX CENTS.

THERE WAS OBVIOUSLY AN INCREASE IN COST MATERIALS AND LABOR THROUGHOUT THE PANDEMIC FOR EVERYTHING, BUT THEY DID HAVE A [INAUDIBLE] AVAILABILITY WHICH LEFT A DELTA OF EIGHTY EIGHT THOUSAND THREE HUNDRED SEVENTY FIVE DOLLARS AND 96 CENTS BETWEEN WHAT WAS BUDGETED AND WHAT THE FINAL QUOTE CAME IN AT.

THAT BEING SAID, IF THE GRANT IS SUCCESSFUL, SORRY, I'LL TAKE A QUICK STEP BACK.

WHEN WE DID PUT THE THE GRANT REQUEST IN, WE DID REQUEST A COST OF THREE HUNDRED AND FIFTY THOUSAND WITH THE 10 PERCENT COST FOR INSTALLATION PLUS A 20 PERCENT CONTINGENCY.

SO REALLY, THE [INAUDIBLE] WAS PREPARED WAS QUOTED FOUR HUNDRED AND FIFTY FIVE THOUSAND FOUR.

SO WE WENT ON THE HIGH SIDE TO TO COVER OUR BASES.

AT THAT TIME, THERE WAS A DISCUSSION WITH OUR INSURERS AND THERE WAS A POTENTIAL AREA OF CONCERN THAT WAS BROUGHT FORWARD REGARDING LIABILITY ASSUMED BY THE MUNICIPALITY IN OUR VENUES WHEN RENTED OUT.

OUR INSURANCE REQUIRES FOR THE USE OF MUNICIPAL FACILITIES.

GENERAL LIABILITY INSURANCE IS RETAINED BY THE USER IN ORDER TO PROTECT FROM BODILY HARM, PHYSICAL INJURIES THROUGHOUT THE USE OF THE PREMISES.

OUR COVERAGE, OUR INSURANCE COVERS THE FACILITY.

HOWEVER, IT WOULD BE THE EVENT THAT WOULD BE COVERED.

CLEARLY, THIS IS AGAIN ANOTHER ATTEMPT TO NOT ADDITIONALLY TAX USERS, HOWEVER, TO ENSURE THAT ALL USERS ARE PROTECTED WHEN USING OUR FACILITIES AND THAT OUR POLICY AND OUR RISK IS DECREASED.

IT'S ONE OF THOSE UNFORTUNATE THINGS, HOWEVER, IT IS A NECESSARY MOVE FORWARD.

AND THEN WHAT WE DECIDED AND WHAT WAS HAPPENING IN 2015, COUNCILLOR CAME UP WITH THE FACT THAT KNOWING THE AGE OF THE UNDERGROUND INFRASTRUCTURE AND A LOT OF THE ROADS DECISION WAS MADE TO COME UP WITH A NATIONAL PRIORITY LIST OF ROADS AND THE UNDERGROUND INFRASTRUCTURE FOR REPLACEMENT.

MOVING FORWARD, THE PROJECT STARTED IN 2016.

USING THE TOOL, THE OLD GRID TOOL.

WE WERE IDENTIFYING THE ROADS THROUGHOUT TOWN THAT WERE NEEDING REPLACEMENT FOR AGE AND FOR OTHER REASONS, AS WELL AS THE UNDERGROUND INFRASTRUCTURE.

SO THERE WAS ALSO INFORMATION BROUGHT BACK BROUGHT FORWARD FROM THE PLANNING DEPARTMENT.

SO KNOWING WHERE A LOT OF THE WATER COMPLAINTS WERE COMING FROM, KNOWING THE AGE OF THE UNDERGROUND INFRASTRUCTURE AS WELL AS WATER MAIN BREAKS.

THE FIRST PROJECT IN THE ACTUAL OF THE OF THE PRIORITY WAS THE VALLEY HEMLOCK PROJECT.

SO THAT WAS THE FIRST ONE THAT WENT THROUGH.

AND BASICALLY, WHEN WE'RE TALKING ABOUT NOT JUST THE ROADS BEING REPLACED, WE'RE LOOKING AT A LOT OF THE UPDATING OF THE LIGHTING SYSTEMS ALONG THE ROAD.

UNDERNEATH.

WE'RE TALKING REPLACEMENT OF STORM WATER, MAIN AND SANITARY PIPES.

AND OBVIOUSLY, THE REASONS FOR THIS IS IS WE KNOW THE AGES OF MOST OF THESE NOW ARE AROUND ANYWHERE FROM 50 TO 60 YEARS OLD, ESPECIALLY IN NEIGHBORHOOD ONE AROUND THE

VALLEY HEMLOCK SPRUCE, LAKEVIEW PINE POPLAR AREA.

SO THE FIRST PROJECT WAS COMPLETED.

IT WAS A PROJECT THAT WAS COMPLETED AND STARTED IN 2018 AND COMPLETED IN 2020.

MAJORITY OF THESE PROJECTS, WHEN YOU'RE TALKING UNDERGROUND INFRASTRUCTURE, WE'RE LOOKING IN THE RANGE OF THAT PROJECT WAS COMPLETED FOR $4 MILLION.

MOVING FORWARD, WE WENT TO PROJECT NUMBER TWO, WHICH WAS THE PINE AND POPLAR PROJECT, WHICH CURRENTLY IS THE ASPHALT IS GOING ON RIGHT NOW.

SO THE SAME THING DOWN ON PINE AND POPLAR PROJECT INVOLVED NOT ONLY THE ROAD, BUT THE UNDERGROUND INFRASTRUCTURE WITH THE STORM WATER WASTEWATER ALL REPLACED.

THAT PROJECT AGAIN COMPLETED BOTH THOSE AND HAVING THE ROAD ON TOP.

ALL REPLACED WAS THE THREE AND A HALF MILLION DOLLAR PROJECT.

SO NOW MOVING FORWARD, WE'VE IDENTIFIED STAFF HAS IDENTIFIED THE HILLSIDE NORTH ROAD HILLSIDE DRIVE NORTH.

WE'RE LOOKING AT FROM HIGHWAY 108 ALL THE WAY UP TO HUTCHINSON, THE INTERSECTION OF HUTCHINSON THAT WILL INCLUDE, OF COURSE, THE REPLACEMENT OF THE FAILING STORM SYSTEM UNDERNEATH.

AND THEN WE'RE TALKING ABOUT AS AS WITH THE PRICING, WE'RE LOOKING AT EITHER THE FULL REPLACEMENT OF WATER AND SANITARY OR WE WERE LOOKING AT LINING THE SANITARY THAT'S INVOLVED IN THIS PROJECT AS WELL AND REPLACING ROAD FROM HUTCHISON DOWN TO HIGHWAY 108.

THAT WOULD ALSO INCLUDE CURB AND SIDEWALK, WHICH WE'VE IDENTIFIED TO BE A PROBLEM ALONG THE WHOLE WAY.

AND AS AS THE PUBLIC WOULD REALIZE, THEY KNOW EVERY WINTER THE THE NATURAL SPEED BUMPS THAT ALWAYS COME UP ONCE THE WEATHER STARTS TO COOL DOWN THE GROUND ABSORBS THE COLD, AND THAT'S WHAT'S SHIFTING EVERYTHING AROUND.

SO THE MOISTURE IN THE GROUND IS ACTUALLY WHAT'S MOVING EVERYTHING AROUND.

SO AS WE MOVE FORWARD WITH PROJECTS LIKE THIS AND ADD THE PROPER MATERIAL UNDERNEATH AS WELL AS NEW TECHNOLOGY, NOW THERE IS THESE DAYS WITH GEO TECH MATS, AND IT'S EASIER TO DRAIN THE WATER AWAY FROM THESE AREAS FOR FUTURE.

SO THIS IS A VERY POPULAR AREA.

IT ALSO INCLUDES THE EMERGENCY SERVICES BUILDINGS REALLY CLOSE BY WHERE YOU'RE GOING TO HAVE FIRE AND AMBULANCE TRAVELING THESE ROADS ON A DAILY BASIS, AS WELL AS THE CORRIDOR TO THE ACTUAL DOWNTOWN AREA.

THE CITY IS LOOKING TO MOVE FORWARD WITH THIS PROJECT AS THE THIRD PROJECT LINE, WHICH MEANS THAT IF APPROVED, WE START THE ENGINEERING THIS FALL, GET THE ENGINEERING AND DESIGN AND HOPEFULLY PART OF THE TENDER COMPLETED.

THERE'S ALSO PERMITS AND APPROVALS THAT WE NEED AS WELL THAT WE'VE GOT TO MOVE FORWARD WITH, AND WE'RE LOOKING AT A COST OF I KNOW THAT THE COST I DON'T WANT TO QUOTE THE COST OFF OF THIS BECAUSE AFTER GOING OVER THINGS AND LOOKING AT IT, THE PROJECTS LOOKING AT LIKE A $6 MILLION PROJECT.

SO WHEN WE'RE LOOKING AT THAT, THAT THAT'S TAKING CARE OF A LOT OF MAJOR THINGS, BUT WE'RE LOOKING MORE OF THE LINING OF THE SANITARY BECAUSE WE'VE DONE SOME FURTHER INVESTIGATION FROM WHEN THE REPORT WAS BROUGHT FORWARD TO PUBLIC SERVICE COMMITTEE MEETINGS.

AND A LOT OF THE SANITARY IS IN PRETTY GOOD SHAPE AND WITH THE ACTUAL WHILE STILL NOT IN THE BEST SHAPE, BUT WITH IT LINED, THE LINING OF IT ACTUALLY GIVES IT ANOTHER 50 YEARS WHEN YOU PUT THAT INTO THE ACTUAL PIPING SYSTEM.

AND WE ALSO FOUND OUT THE TRANSMISSION MAINLINE THAT'S GOING DOWN FROM THE WATER PLANT, WHICH IS AN 18 INCH.

THE OTHER THING WE WOULD LIKE TO DO AT THE SAME TIME, WE'RE GOING TO IDENTIFY THROUGH THE CAPITAL BUDGET PROCESS AS WELL, IS IF THERE'S OTHER STREETS THAT WE'RE NOT GOING TO BE LOOKING AT REPLACING THE UNDERGROUND INFRASTRUCTURE IN THE NEXT 10 YEARS OR 15 YEARS, WE'RE GOING TO BE LOOKING AT DOING THE TOPS OF THEM, DEPENDING ON THE SHAPE.

SO WE'RE GOING TO START TO BUDGET IN THAT WAY AS WELL.

AND I THINK THAT THAT'S THE COST OF DOING BUSINESS.

IT'S UNFORTUNATE THAT IT'S THAT MUCH MONEY, BUT FROM WHAT I'M HEARING YOU SAY IS THAT YOU'RE DOING A MUCH DEEPER DELVE INTO WHAT'S UNDERNEATH THERE.

IF I REMEMBER CORRECTLY, THERE WAS ADDITIONAL EXPENSES.

SO I'M I'M GLAD TO SEE THAT YOU'RE BRINGING THIS FORWARD, AND I THINK IT'S IMPORTANT THAT WE GET THIS DONE AND THAT IT NOT BE DONE IN A CATASTROPHIC SITUATION WHEN SOMETHING FAILS, THAT THIS IS A MAIN ARTERY AND NEEDS TO BE PLANNED TO BE DONE.

SO I THINK IT NEEDS TO BE DONE SOONER THAN LATER.

AND I JUST WANT TO ECHO SOME OF THE COMMENTS THAT YOU MADE IS THAT IT IS TRUE THAT THE PUBLIC SHOULD BE AWARE THAT THIS IS THE THIRD PROJECT DEADLINE AND THERE'S BEEN A LOT OF LESSONS LEARNED.

AND ONE OF THEM IS THE IMPORTANCE OF GEO TECH AHEAD OF TIME AND DRILLING INTO THE ROAD TO KNOW WHAT WE HAVE A GOOD SAMPLE OF WHAT IS BELOW.

AND THAT IS WHERE THERE'S A LOT OF BEDROCK IN THIS CITY AND AND A LOT OF THE REGULATIONS HAVE CHANGED TOO WHERE THEY WOULD HAVE GOT AWAY WITH PUTTING A PIPE OVER A PIPE BACK IN THE DAY IT'S NO LONGER THAT WAY.

SO THAT'S WHERE THAT ROCK WOULD HAVE TO BE REMOVED AND YOU HAVE TO HAVE THOSE PROPER DISTANCES BETWEEN THE SANITARY LINE AND A WATER LINE AND MORE THAN A VERTICAL.

BUT IF WE'RE LOOKING AT SIX MILLION, EVEN AS A LOWER END COST TO BUDGET THAT INTO A ONE YEAR CYCLE, I JUST WANT TO ENSURE THAT WHEN WE GET TO BUDGET THAT WE BUDGETED, IF IT'S GOING TO BE A TWO YEAR PROJECT, WE BUDGET INTO OUR TWO YEARS OF CAPITAL.

THERE'S TWO YEARS WORTH OF FUNDING THAT IS ALREADY INCLUDED IN THE REPORT, WHICH BRINGS IT DOWN TO FOUR MILLION.

BUT TO ADD $4 MILLION TO OUR WATER AND TAXES IN THE ONE YEAR CYCLE, I THINK IS DETRIMENTAL TO A LOT OF OUR MEMBERS OF OUR MUNICIPALITY.

SO THAT'S MY ONLY ISSUE AS I WANT TO MAKE SURE THAT WE BUDGET IT AS NOT ONE MAJOR HIT IN ONE YEAR.

I THINK WE DO HAVE TO DO IT RIGHT AWAY.

AND I DO TRUST THAT STAFF WILL APPLY FOR FUNDING AS WELL, AND WE MAY EVEN GET SOME ADDITIONAL MONEY ON THIS TO AS WELL ENHANCE OUR BUDGET CAPABILITY IN MOVING FORWARD.

JUST FOR AN OUTLINE OF THAT, TOO, AS WELL.

THERE IS ALWAYS FUNDING LIKE MUNICIPALITIES THAT RECEIVE OSHA FUNDING AS WELL AS FEDERAL GAS TAX MONEY THAT GOES TOWARDS PROJECTS LIKE THIS AND THE CITY DOES THAT EVERY YEAR THAT WE APPLY TOWARDS THESE PROJECTS.

WE ARE WORKING ON UPDATING OUR RATE STUDY, WHICH COMES OUT OF THE WATER WASTEWATER FIELD.

AND JUST SO PEOPLE REALIZE THAT IT'S NOT JUST STUFF THAT'S REPLACED IN THE WATER AND WASTEWATER FIELD AND WORKING AT THE TREATMENT CENTER, BUT YOU'VE GOT TO REALIZE THAT THAT MONEY IN THAT RESERVE GOES TOWARDS ALL THIS UNDERGROUND INFRASTRUCTURE, WHICH AS YOU SEE THE REPORTS THAT ARE BROUGHT FORWARD TO COUNCIL IN THE FINANCIAL SECTION, IT'S DEFINITELY NOT CHEAP, WITH THE REPLACEMENT OF THAT STUFF UNDERNEATH.

THE ELLIOT LAKE RESIDENTIAL DEVELOPMENT COMMISSION WAS ESTABLISHED IN 2001 UNDER THE CITY OF ELLIOT LAKE ACT TO DEVELOP AND MARKET WATERFRONT PROPERTIES WITHIN THE NINE TOWNSHIPS AND MUNICIPAL BOUNDARIES OF THE CITY.

AS STATED IN THE ACT, THE OBJECT OF THE COMMISSION IS TO MANAGE AS THE CORPORATION'S AGENT THE DEVELOPMENT FOR RESIDENTIAL PURPOSES OF LAND ACQUIRED FROM THE PROVINCE OF ONTARIO AND FOR THE PURPOSE OF CARRYING OUT SUCH OBJECT OBJECT.

THE CORPORATION MAY, UNDER THE AUTHORITY OF A BYLAW PASSED BY THE COUNCIL DELEGATE TO THE COMMISSION.

HOWEVER, OVER THE LAST FIVE YEARS, A NUMBER OF FACTORS HAVE MADE IT INCREASINGLY DIFFICULT TO DEVELOP NEW PROPERTIES, AND SINCE 2015, ONLY FIVE PROPERTIES ON DUNLOP LAKE HAVE BEEN SUCCESSFULLY DEVELOPED AND SOLD.

DURING THAT TIME, ACCESS TO POTENTIAL LAKE SITES HAS BEEN FURTHER REDUCED DUE TO RESTRICTIONS FROM MINING COMPANIES AND THE CNSC AND QUESTIONS REGARDING TRADITIONAL INDIGENOUS TERRITORIES.

AT THE SAME TIME, THE COMMISSION WAS CONTINUED WAS CONTINUING TO SPEND MONIES ON SURVEYS OF POTENTIAL LAKES, WATER SAMPLING OF EXISTING AND POTENTIAL LAKES, AS WELL AS MEETING THAT SOMETIMES ONEROUS CONDITIONS LAID DOWN BY M&RF.

THIS WAS SLOWLY DEPLETING THE FUNDS OF THE COMMISSION, AND SOMETHING SHOULD BE DONE TO REVERSE THAT TREND.

IT ALSO BECAME APPARENT TO THE COMMISSION THAT THE BEST AREAS FOR DEVELOPMENT OF WATERFRONT PROPERTIES WAS WITHIN THE CITY PROPER AND ON LAND ALREADY OWNED BY THE CITY.

SINCE THIS IS OUTSIDE THE MANDATE OF THE COMMISSION, AS DETAILED IN THE ELLIOT LAKE ACT, THE COMMISSION FELT THAT THE MANDATE HAS BEEN FULFILLED AND IT'S TIME TO DISSOLVE THE COMMISSION.

SINCE THIS IS A DECISION THAT CAN ONLY BE MADE BY COUNCIL, THE REQUEST TO DISSOLVE WAS BROUGHT BEFORE COUNCIL IN OCTOBER OF 2020.

AT THE TIME, COUNCIL FELT THE NEED TO WEIGH ALL ITS OPTIONS AND DEFER THE DECISION UNTIL SUCH TIME AS ADDITIONAL INFORMATION COULD BE PROVIDED.

IT'S IMPORTANT TO NOTE THAT THE CITY LOANED THE COMMISSION $1 MILLION TO GET IT ESTABLISHED AS SEED FUNDS FROM THE MUNICIPAL COFFERS IN 2001.

THIS WAS A REQUIREMENT OF THE ACT DO NOT USE FUTURE TAX LEVY FUNDS FOR THE PROJECT [INAUDIBLE].

THE CORPORATION SHALL ESTABLISH A MAINTAIN A TRUST ACCOUNT FOR THE DEPOSIT OF THE PROCEEDS OF ALL TRANSACTIONS AUTHORIZED BY CLAUSE TWO, SUBSECTION TWO F AND SHALL DEPOSIT ALL THE MONEY PAID TO THE CORPORATION UNDER SUCH TRANSACTIONS INTO THE TRUST ACCOUNT.

THE TRUST ACCOUNT SHALL BE ADMINISTERED BY THE TREASURER OF THE CORPORATION AND SHALL BE AUDITED ANNUALLY BY THE AUDITOR APPOINTED BY THE CORPORATION UNDER THE MUNICIPAL ACT.

IF THE COMMISSION IS DEVOLVED, DISSOLVED THEN THE ORIGINAL SEED, MONEY FROM THE CITY WILL BE RETURNED.

IN SUMMARY, THE ELLIOT LAKE RESIDENTIAL DEVELOPMENT COMMISSION REQUEST THE COUNCIL DISSOLVE THE COMMISSION AS SOON AS PRACTICABLE, AND THAT $1 MILLION IN SEED FUNDS LOANED TO THE COMMISSION BE RETURNED TO THE CITY, THAT THE BALANCE OF MY APOLOGIES 1.6, NOT 1.8.

WHEREAS INSURED EYE EXAMS IN ONTARIO ARE FUNDED AT THE LOWEST LEVEL IN THE ENTIRE COUNTRY.

AND WHEREAS THE FEES FOR SENIORS EYE EXAMS WOULD HAVE TO INCREASE BY 60 PERCENT TO REACH THE NEXT LOWEST PROVINCE, BEING IN MANITOBA BY MORE THAN ONE HUNDRED AND TWENTY FIVE PERCENT TO REACH THE NEXT LOWEST FUNDED.

AND WHEREAS THE NUMBER OF SENIORS IN ONTARIO HAS INCREASED BY MORE THAN 70 PERCENT OVER THE LAST 30 YEARS, AND THE PROVINCE'S OWN PROJECTIONS INDICATE THESE NUMBERS WILL ALMOST DOUBLE FROM 2.6 MILLION IN 2020 TO 4.5 MILLION BY 2046.

AND WHEREAS IT IS VITAL THAT THERE CONTINUE TO BE A SUSTAINABLE, HIGH QUALITY EYECARE SYSTEM THAT RESIDENTS IN ELLIOT LAKE CAN ACCESS TODAY AND IN THE FUTURE, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF ELLIOT LAKE ADD ITS VOICE TO THE MANY CITIES, INSTITUTIONS AND PEOPLE CALLING ON THE PROVINCIAL GOVERNMENT TO ENTER INTO GOOD FAITH.

FORMAL NEGOTIATIONS WITH THE ONTARIO ASSOCIATION OF OPTOMETRISTS WITH THE GOAL OF BRINGING SERVICE AND FUNDING LEVELS IN OPTOMETRY IN ONTARIO UP TO MORE EQUITABLE LEVELS WITH THE REST OF CANADA.

THERE'S NOTHING WRONG WITH MAKING AN OFFICIAL ASKING E4M TO NOT COST US ANY MORE MONEY.

REGARDLESS, E4M HAS NO CONTRACT WITH US, AND I DON'T WANT TO SPEND MORE MONEY ON THAT EITHER.

I DON'T WANT TO EVEN GO DOWN THAT FIGHT AT THIS POINT IN TIME.

AS FOR THE LOBBYING STUFF GOVERNMENT, I BELIEVE THAT THE ACT IS FLAWED IN MAKING A MUNICIPALITY PAY FOR THESE APPLICATIONS TO A JUDGE AND THAT THIS APPLICATION SORRY.

AND THAT IS WHY WE INITIALLY TOOK STAFF RECOMMENDATION REGARDING COSTING ONE HUNDRED AND FIFTY DOLLARS AN HOUR.

BUT NOW WE'RE PAYING THROUGH THE SAME PEOPLE, I BELIEVE AROUND $600 AN HOUR FOR THIS TO MOVE FORWARD.

AND THAT'S WHY I BELIEVE THE ACT REQUIRES A CONTRACT SO THAT WE KNOW WHAT WE'RE GOING TO PAY DOWN THE ROAD AND WHAT AUTHORITY WE ALLOW THE IC TO HAVE.

BUT WE STILL NEED TO BE ABLE TO HAVE SOME SAY, REGARDING APPEALS AND THE COST ATTACHED TO THEM.
