A REPORT FROM THE DIRECTOR OF PUBLIC WORKS, ADDITION OF A FUNDED INTERNSHIP POSITION IN PLANTS DEPARTMENT.

RECOMMENDATION AND STAFF REPORT PL1 DATED OCTOBER 5TH, 2021 OF THE DIRECTOR OF PUBLIC WORKS BE RECEIVED, AND THAT COUNCIL APPROVES THE ADDITION OF AN OPERATOR AND TRAINING ONE-YEAR INTERNSHIP POSITION, IN THE PLANTS DEPARTMENT, THAT IS 50 PERCENT FUNDED THROUGH THE NORTHERN ONTARIO HERITAGE FUND CORPORATION.

THE MUNICIPAL PORTION OF SALARY AND BENEFITS OF 36,000 BE APPROVED AS A 2022 OPERATING EXPENSE FROM THE USER PAY WASTE IN WATER AND WASTEWATER WATER OPERATING BUDGET.

>> THANK YOU. THROUGH YOUR CHAIR, BACK IN 2018 THE WATER AND WASTEWATER PLANTS DEPARTMENT WAS NOTICING, WE'RE GETTING INTO THE POINT WHERE THERE WAS GOING TO BE SOME RETIREMENTS COMING UP AND WE HAD SOME OTHER STUFF THAT WAS OFTEN SICK.

ONE OF THE THINGS THAT LEFT US IS WE STARTED TO LOOK AT SUCCESSION PLANNING AND MOVING FORWARD FROM THERE.

THE DIFFICULTY IT IS THAT WHEN WE DO SEND OUT LOOKING FOR A WATER OR A WASTEWATER OPERATOR WITH THE CLASS 1 LICENSE IS VERY DIFFICULT TO NORTHERN ONTARIO TO ATTRACT THEM TO THE CITY.

IT'S VERY SPECIALIZED IN THAT WAY WHEN YOU START TO SEE THINGS LIKE THAT.

USUALLY, IF YOU'RE FROM ELLIOT LAKE THEN YOU'LL SEE, THAT'S WHERE YOU'LL GET YOUR OPPORTUNITY FROM THERE.

IN THE WATER AND WASTEWATER END UP.

EVERYBODY UNDERSTANDS THAT THE OPERATORS WORK BOTH AT THE WATER AND THE WASTEWATER PLANT, THEY CARE OF THE TREATMENT PROCESSES AT ALL PLACES AS WELL AS THE COLLECTION, AND THE DISTRIBUTION THROUGHOUT THE CITY.

THEY HOLD LICENSES ALL THE WAY ACROSS THE BOARD.

TO BE COMPLIANT WITH THE CITY OF ELLIOT LAKE, EVERYBODY HAS TO HAVE ONE LEVEL BELOW THE ACTUAL PLANT THINGS.

IF IT'S A COLLECTION 3, YOU WOULD HAVE TO HAVE A TWO LICENSE, CARRIER LICENSE.

WHAT GOES INTO THAT IS NORMALLY THEY'LL START OFF WITH AN OPERATOR AND TRAINING LICENSE.

THAT GETS YOU ALL FOUR LICENSES FOR EACH ONE.

BUT THEN THE BIGGEST PART OF IT IS TIME, SO YOU WOULD NEED ONE YEAR OF EXPERIENCE AT THE ACTUAL WATER PLANT BEFORE YOU CAN GO AND CHALLENGE YOUR LEVEL 1 WATER LICENSE.

SAME THING AT THE WASTEWATER TREATMENT PLANT.

IT'S YOU TO HAVE THE LEVEL 1 AND YOU'D GO CHALLENGE THAT LICENSE AS WELL.

AS WE CAN SEE, THE PROCESS IS VERY LENGTHY AS IT GOES ALONG.

IF SOMEBODY RETIRED TOMORROW, YOU WOULD SEND OUT OBVIOUSLY LOOKING FOR SOMEBODY.

WE'VE DONE THIS OVER THE LAST FEW YEARS AND IT'S VERY RARE IF YOU FIND SOMEBODY WITH THE LICENSES THAT YOU'RE LOOKING FOR.

SUCCESSION PLANNING MOVING FORWARD.

ONE OF THE THINGS THAT WAS IDENTIFIED AND THEN CAME THROUGH THE NORTHERN ONTARIO HERITAGE FUND CORPORATION, OFFERED AN INTERNSHIP PROGRAM INTENDED TO STRENGTHEN NORTHERN ONTARIO'S COMPETITIVE ADVANTAGE AND BUILD THE ECONOMIC CAPACITY THROUGH ATTRACTING AND RETAINING GRADUATES IN THE NORTH.

THE CITY OF ELLIOT LAKE AS A PUBLIC SECTOR ORGANIZATION IN NORTHERN ONTARIO WAS ELIGIBLE AND HAS RECEIVED APPROVAL FOR A CONDITIONAL CONTRIBUTION OF UP TO 50 PERCENT OF THE INTERN SALARY TO A MAXIMUM CONTRIBUTION OF $35,000.

BASICALLY, LOOKING AT THIS MOVING FORWARD, THIS WAS SOMETHING WE APPLIED FOR, AND COUNSEL WOULD REMEMBER THAT WE APPROVED BACK IN 2019 AND WE STARTED THE PROGRAM.

ABOUT HALFWAY THROUGH THE PROGRAM, THE SUCCESSFUL APPLICANT MOVED ON TO A DIFFERENT POSITION, WHICH WAS MORE SUITED FOR HIS POSITION AND CAREER PATH.

IT WAS VERY DIFFICULT TO GET BACK INTO IT.

NOW WHAT'S CHANGED IS WE WENT BACK OUT AND WE ASKED THE NORTHERN ONTARIO HERITAGE FUND CORPORATION IF WE COULD CHANGE A BIT OF THE RULES.

THEN BEFORE IT WAS, YOU HAD TO BE A RECENT GRADUATE ABOUT WATER AND WASTEWATER PROGRAM, AND THEN BE UNDER THE AGE OF 30 AND NEVER HAVE USED ANY OF THIS FUNDING BEFORE.

NOW THAT'S VERY DIFFICULT TOO, SO EVEN PUTTING IT OUT AND TRYING TO REPLACE THE SUCCESSFUL UP IN THE MOST OFTEN THE LAST ONE.

[BACKGROUND] I DON'T KNOW WHAT'S GOING ON THERE, I'M GETTING A GOOD ECHO.

>> NOW MOVING FORWARD, WE ACTUALLY REAPPLIED FOR THE APPLICATION.

THEY ACTUALLY LINED IT UP TO THE POINT WHERE YOU COULD BE AN ADJUSTED GRADUATION PROGRAM AND YOU DIDN'T HAVE TO BE UNDER THE AGE OF 30.

IT OPENED UP THINGS PRETTY GOOD.

WHEN WE WENT THROUGH THE ACTUAL APPLICANT PROCESS AND WE WERE LOOKING AT THEM, THE FUNNY THING IS WE ENDED UP FINDING SOMEBODY THAT GRADUATED WITH, LIKE I SAID, WATER AND WASTEWATER LICENSE AND ACTUALLY IS UNDER THE AGE AND FELL INTO THE LAST CATEGORY OF IT TO BE SUCCESSFUL WITH THE PROGRAM.

RIGHT NOW WHAT WE'RE LOOKING AT IS TO COMPLETE THE THINGS AS WE'RE LOOKING FOR APPROVAL FROM COUNSEL TO BUDGET FINANCIALLY.

IT WOULD COVER HALF THE WAGE OF THE SUCCESSFUL APPLICANT MOVING FORWARD.

BASICALLY, YOU'D GET US WATER, DEPENDING ON WHICH ONE WOULD IT BE A WATER TREATMENT LEVEL 1 LICENSE.

LIKE I SAID, WE'VE IDENTIFIED THAT THERE'S GOING TO BE POSITIONS IN THE NEAR FUTURE THAT ARE GOING TO NEED TO BE REPLACED, AND ALSO TALKING TO THE NORTHERN ONTARIO HERITAGE FUND CORPORATION, WE'RE REAPPLYING THE YEAR AND IT ALLOWS THEM GO FOR THE WASTEWATER LICENSE LEVEL 1 AS WELL.

THAT GIVES THEM A LEVEL 1 LICENSE IN BOTH FIELDS, AND AGAIN COVERS HALF OF THE WAGE TO DO THAT AS WELL.

BASICALLY, AT THIS POINT, WE'RE JUST LOOKING FOR APPROVAL FROM COUNCIL TO MOVE FORWARD AND WE COULD BUDGET THE OTHER HALF OF THE ACTUAL WAGE INTO THE OPERATION BUDGET FOR THE WATER AND WASTEWATER IN 2022.

ONE OF MY QUESTIONS WAS, IS A LEVEL 1 GRADUATE AVAILABLE FOR THAT FUNDING MONEY? YES, THEY ARE.

WE'RE GOING TO BE HIRING SOMEBODY THAT IS ALREADY A LEVEL 1.

WE'RE GOING TO BE ABLE TO SUBSIDIZE THEIR WAGE TO TRAIN THEM FOR A MUNICIPALITY, IF I'M CORRECT.

AM I NOT, MR. HALLOCH? [OVERLAPPING]

>> WHAT I WAS GOING TO ANSWER IS NO, WE'RE NOT A LEVEL 1 IN OPERATOR AND TRAINING.

IT'S GOING TO BE THE ONE YEAR BECAUSE IF YOU ALREADY HAD A LEVEL 1, IT WOULDN'T INCLUDE IT.

IT'S TO ACTUALLY GET SOMEBODY UP TO A LEVEL 1.

>> THEN MY NEXT QUESTION BECOMES AS WELL, NUMBER 1, I DON'T WANT TO BE HIRING LEVEL 1 IF WE'RE GOING TO BE DOING THIS AND ADDING THAT TO THE BUDGET.

BUT IS THE DEPARTMENT PREPARED TO NOT REPLACE THE RETIREE, THEREFORE REPORTING NO INCREASE TO THE COST OF THE TAX PAYER? SO WHEN YOUR REPORT SAYS THAT YOU'RE GOING TO BE LOSING A MEMBER AND YOU NEED A REPLACEMENT, AND I APPRECIATE THAT, THE FACT THAT WE ARE GOING TO BE ABLE TO REPLACE THEM AT A $57 OR ALMOST $57, BUT ARE WE GOING TO TRY AND COVER THAT INCREASE OF THE HIRE? ARE WE GOING TO TRY AND SUBSIDIZE SO THAT WE DON'T HAVE TO ACTUALLY INCREASE THE BUDGET BY NOT REPLACING THAT RETIREE? UNDERSTAND WHAT I'M ASKING?

>> I BELIEVE SO. I WILL EXPLAIN IT THE BEST WAY I CAN TOO.

THE WAY I LOOK AT IT IS TO DO THE SUCCESSFUL PLANNING, WE ARE INVESTING $35,000 OF TAXPAYER MONEY TO INVEST IN GETTING SOMEBODY UP TO A LEVEL 1 LICENSE, WHICH IS IN HERE.

HE WON'T BE REPLACING ANYBODY AS HE IS DOING THE INTERNSHIP PROGRAM.

IT'S FOR FUTURE, WHICH WE'RE AWARE OF, THAT THERE'S GOING TO BE RETIRING.

WHAT HAPPENS THEN IS AT LEAST THERE'S A LEVEL 1 THAT'S LIVING IN THE AREA THAT WHEN YOU GO TO POST THE NEW POSITION WHEN SOMEBODY LEAVES, LIKE WHEN AN OPERATOR ACTUALLY RETIRES IN THE FUTURE, WE NOW HAVE SOMEBODY THAT HAS A LEVEL 1 THAT DOESN'T HAVE TO GO THROUGH THIS WHOLE PROCESS ALREADY.

THAT'S THE BEST WAY I CAN ANSWER THAT QUESTION FOR YOU.

>>THANK YOU, YOUR WORSHIP. MY ISSUE BECOMES THE FACT THAT IF WE TRAIN SOMEBODY TO A LEVEL 1 TOO EARLY, WE DON'T HAVE A POSITION FOR THEM, I DON'T WANT TO INCREASE OUR TAX BASE, AND THEN WE TRAINED SOMEBODY FOR A YEAR AND WE'RE GOING TO LOSE THEM.

THE RIGHT TIME SO THAT THIS INTERN CAN FOLLOW IN, AND I DON'T WANT TO BE PUTTING SOMEBODY ON STAFF FOR A YEAR AND A HALF BECAUSE WE KNOW THAT SOMEBODY'S RETIRING, I JUST WANT TO MAKE SURE THAT WE DO THIS SUCCESSFULLY IN THE RIGHT AMOUNT OF TIME.

>> YEAH. WE ARE FOLLOWING THE TIMELINES, AND ALL I CAN SAY IS IF THEY DON'T LINE UP PERFECTLY, ONE THING THAT WE'RE LOOKING AT IS THERE'S ALWAYS OTHER OPTIONS OUT THERE, THAT JOBS POP-UP THAT THEY COULD GO INTO, IF THEY APPLY AND THEY'RE SUCCESSFUL AT THAT POINT.

BUT IT'S LINED UP RIGHT NOW, AND I'M CONFIDENT ENOUGH THAT IF WE MOVE FORWARD WITH THE WASTEWATER LICENSES A YEAR LATER, IF IT WAS A TWO-YEAR PERIOD, THE HERITAGE FUND HAS SAID THAT THEY WILL BE FUNDING THIS AGAIN.

I KNOW THAT WE CAN'T GUARANTEE IT IF IT LINED UP TO BE A TWO-YEAR.

BUT IF IT'S A ONE-YEAR, WE'RE GOING TO HAVE SOMEBODY ALREADY READY TO GO INTO WATER TREATMENTS.

SO IT IS LINING UP.

IT'S NOT LIKE WE'RE TRAINING SOMEBODY, AND THEY'RE LOOKING TO LEAVE AND GO SOMEWHERE ELSE WITH THE POSITION. IT'S LINING UP.

I CAN'T GIVE A 100 PERCENT ANSWER IS WHAT I'M SAYING EXACTLY AT THE END OF THE INTERNSHIP, BECAUSE IT BASICALLY SAYS THAT YOU CAN'T GUARANTEE A POSITION AFTERWARDS, SO I CAN'T REALLY SAY THAT.

I JUST WANT TO MAKE SURE THAT WE ARE DOING THIS AT THE EXACT RIGHT TIMELINE SO THAT HOPEFULLY THE RETIREE HAS GONE, AND WITHIN A CERTAIN AMOUNT OF TIME, WE'RE GOING TO PAY YOU BACK THIS PERSON RIGHT INTO THAT POSITION TO REPLACE THEM, WHICH WILL CREATE COST SAVINGS BECAUSE THE RETIREE WILL BE SUBSTANTIALLY MORE COSTLY [INAUDIBLE] THAN THE LEVEL 1.

IT'S GOOD MANAGEMENT, IT'S WHAT WE NEED TO DO.

UNLIKE COUNCILOR PATRIA, I'M NOT TOO CONCERNED ABOUT WHETHER OR NOT THE INDIVIDUAL HAS A FULL-TIME JOB BECAUSE I THINK PROBABLY HE WILL HAVE A FULL-TIME JOB FAIRLY QUICKLY.

THIS IS THE THING WE NEED TO DO.

WE KNOW WHAT'S HAPPENING DOWN THE LINE.

WE KNOW THAT PEOPLE ARE GOING TO BE LEAVING; THEY'RE REACHING THE RETIREMENT AGE, AND WE'RE GOING TO BE RUNNING OUT OF PEOPLE IF WE DON'T DO THIS THING MORE OFTEN.

OBVIOUSLY, IF WE CAN GET $57 TO TRAIN AN EMPLOYEE, I THINK WE AS AN ORGANIZATION ARE BETTER FOR IT.

MY ONLY CONCERN OR COMMENT WOULD BE, DO WE, THROUGH OUR HR POLICIES, REQUIRE A MINIMUM COMMITMENT? IF WE'RE GOING TO GO OUT AND SPEND TRAINING DOLLARS ON AN INDIVIDUAL, DO WE REQUIRE THEM TO WORK FOR US FOR A MINIMUM NUMBER OF YEARS AFTER SAID TRAINING? COUNCILOR PATRIA INDICATED ABOUT TRAINING AND YOU WOULD INDICATE AS WELL ABOUT GOING ELSEWHERE.

IF WE'RE GOING TO INVEST IN AN INDIVIDUAL WHO HOPEFULLY WILL STAY LONG-TERM WITH US, I THINK THAT'S GREAT.

HOWEVER, HAS THERE BEEN ANY CONSIDERATION GIVEN TO REQUIREMENTS OF STAYING BEYOND GETTING THE CERTIFICATION TO ENSURE THAT WE'RE GETTING OUR VALUE AT THE END OF IT.

TO ANSWER YOUR QUESTION ON THAT ONE, THIS WAS BROUGHT UP THE FIRST TIME AROUND 2 IN ONE OF THE HARDEST THINGS, IS IF I'M DOING MY JOB CORRECTLY AND, WHAT COUNCILOR PATRIA SAID, I'M LINING UP THESE TIMELINES CORRECTLY SO THAT I'M NOT LOSING THEM, AND THEN DURING THE ACTUAL INTERVIEW PROCESS, THIS IS ONE OF THE BIG THINGS THAT WE ACTUALLY REALLY [INAUDIBLE] ON ABOUT ASKING THE PROPER QUESTIONS AND HAVING THE SUCCESSFUL APPLICANT.

BUT I'M CONFIDENT ENOUGH THAT WE DON'T HAVE A POLICY RIGHT NOW THAT HOLDS ANYBODY HERE FOR A LIMITED AMOUNT OF TIME AND HAS BEEN BROUGHT UP.

THAT'S SOMETHING THAT WILL HAVE TO PROBABLY COME BACK THROUGH COUNSELING DAY.

WE DO THAT WHEN WE INVEST IN THESE POSITIONS IN THE FUTURE, BUT RIGHT NOW, IT'S SOMETHING THAT, LINING UP THESE TIMELINES PERFECTLY AND GETTING THEM IN HERE, OR IF NOT, HAVING SOMETHING ELSE FOR THEM UNTIL THAT GAP.

BUT I WOULDN'T BE GOING THROUGH A PROGRAM LIKE THIS KNOWING IT'S FIVE YEARS AWAY OR 10 YEARS AWAY.

THIS IS SOMETHING THAT WE KNOW IT'S VERY SOON.

WHAT LEVEL ARE THEY AT? WE'RE TALKING ABOUT LEVELS 1 AND 2 FOR TRAINING BUT THE RETIREE, WHAT LEVEL DO THEY HAVE?

I CAN GIVE MYSELF AS AN EXAMPLE WHEN I LEFT THE WATER PLANTS, SO I HAVE A WASTEWATER LEVEL 3 FOR TREATMENT,

I HAVE A WATER TREATMENT 3 AND THEN I HAVE A COLLECTION TOO AND A DISTRIBUTION TOO.

WE GET UP HOLD TO THESE LICENSING TO MAX OUT.

WHAT A LOT OF THESE ART AND THERE IS A FEW OF THEM THAT ARE RETIRING THAT MIGHT HAVE SIMILAR OR JUST BELOW.

WE'RE LOOKING AT PROBABLY ANYWHERE FROM 5-10 YEAR PROCESS BY THE TIME, SOMETIMES IF YOU'VE GOT SCHOOLING LIKE THIS, IT SUBSIDIZES THE TIME AND REDUCES IT, BUT MORE OR LESS, YOU'RE LOOKING AT A 5-7 YEAR OR 5-10 YEAR PROCESS TO GET UP TO THOSE LEVELS.

YEAH. THEY'LL BE ANYWHERE IN THE RANGE OF 2-3 LEVEL LICENSES.

>> THOUGH, STARTING SOMEONE TOMORROW, THEY'RE NOT FULLY REPLACING ANYBODY EXPERIENCE WISE OR QUALIFICATION WISE FOR YEARS; CAN IT BE?

>> ONE OF THE BIGGEST THINGS ABOUT IT IS WHEN AN OPERATOR AND TRAINING COMES IN, THEY'RE NOT EVEN ALLOWED TO TOUCH THE PROCESS, OR SWITCHOVER A PUMP OR DOCUMENT ANYTHING WITHOUT HAVING AN ACTUAL LEVEL 1 OPERATOR WITH THEM.

ONE OF THE BIGGEST THINGS IS THAT TAKES UP TWO PEOPLE RIGHT AWAY THEN IN THE PROCESS, ONCE WE GET THEM INTO A LEVEL 1, WE'RE ABLE TO WORK THEM ON THEIR OWN.

THEN THEY CAN GO AHEAD AND DO A LOT OF THESE PROCESSES.

BUT WHILE YOU'RE AN OPERATOR IN TRAINING, YOU NEED ONE-YEAR EXPERIENCE AT EACH FACILITY BEFORE YOU CAN ACTUALLY GET TO WORK ALONE.

THIS WAS THE COLLABORATION BETWEEN THE FIVE MUNICIPALITIES BEING OURSELVES, TOWNSHIP OF SABLE, SPANISH RIVER, THE HURON SHORES BLIND RIVER IN TOWN ON SPANISH.

THE OUTCOME IS TO FIND SOME EFFICIENCIES BETWEEN THE FIVE MUNICIPALITIES TO DISTRIBUTE STREAM.

AGAIN, AS A REMINDER, THE TOPICS BEING REVIEWED WOULD BE INFORMATION TECHNOLOGY, BY LAWS, FLUSHING THIS FOR FORESMAN LANDFILLS AND BUILDING SERVICES.

THE FUNDING IS AT $100 PERCENT, SO IT IS A $100 FROM THE GOVERNMENT FOR THIS REVIEW, AN RFP WAS PUT OUT THROUGH THE GUIDANCE OF MR. GAYLE AND IT WAS SHARED WITH FOUR PROPONENTS.

THE TWO FIRMS SCORED PERFORMANCE CONTEXTS CONSULTING AT 89 PERCENT, KPMG AT 72 PERCENT THE PERFORMANCE CONCEPTS PROPOSAL CAME IN AT A $159,330 PLUS HST, WHICH NOTABLY INCLUDED 852 BILLABLE HOURS, THAT KPMG CALLED IN COMMAND OF SUBSTANTIALLY LOWER, BUT AT A ALSO SUBSTANTIALLY LOWER AMOUNT OF HOURS FOR REVIEW.

ESSENTIALLY DOING THE MATH, IT DOES ALSO BREAK DOWN WITH THE PER HOUR COST OF PERFORMANCE CONCEPTS WAS A 187 VERSUS $250 PER HOUR COSTS.

ASSESSMENT THROUGH STAFF, INCLUDING MR. GAYLE GUIDANCE, WAS THAT BECAUSE THERE IS SO MUCH TO REVIEW AND SO MANY MISIPALITIES THE EXTRA TIME, CERTAINLY WOULD BE WELL USED.

AGAIN, THE FUNDING IS A $110, SO WE MIGHT AS WELL GET THE MOST BANG FOR OUR BACK THAT WE CAN'T AFFORD THIS REVIEW.

UPON COUNCIL'S APPROVAL OF THE SELECTION OF PERFORMANCE CONCEPTS, THEY WOULD BE BEGINNING AS EARLY AS TOMORROW MORNING WITH COUNCIL'S APPROVAL AND GUIDANCE.
