SIX INTRODUCTION AND CONSIDERATION OF CORPORATE REPORT, 6.1 REPORT OF THE ECONOMIC DEVELOPMENT MANAGER ENGAGEMENT LETTER FOR JOINT MUNICIPAL SERVICES RECOMMENDATION THAT THE REPORT OF THE ECONOMIC DEVELOPMENT MANAGER DATED OCTOBER 19TH, 2021 BE RECEIVED AT THAT COUNCIL APPROVE A REVISED SCOPE OF WORK WITH THE FIRM PERFORMANCE ON [INAUDIBLE] CONSULTING, AS OUTLINED IN THEIR DRAFT LETTER OF ENGAGEMENT AND THAT COUNCIL APPROVE THE ADDITIONAL COST, IN THE AMOUNT OF 85000 SUBJECT TO APPROVAL FROM THE PROVINCIAL MINISTRY OF MUNICIPAL AFFAIRS AND HOUSING, AND THAT'S REQUIRED BY LAW TO ENTER INTO FORMAL AGREEMENT RETURN TO COUNCIL FOR ADOPTION AS SOON AS CLARIFICATION IS OBTAINED FROM THE PROVINCE. AS COUNCIL RECALLS LAST COUNCIL, WE BROUGHT UP THE RFP.

THE COMPLETION OF THE SUCCESSFUL RFP WITH PERFORMANCE CONCEPTS CONSULTING FOR THE JOINT MUNICIPAL MODERNIZATION GRANT REVIEW STREAM.

IN DISCUSSIONS WITH THE FIRM POST-AWARDING OF THE RFP.

THE FIRM DISCUSSED SOME OPTIONS THAT WERE AVAILABLE TO US, PRIMARILY BECAUSE WE CAME SO FAR IN UNDER THE GRANT AMOUNT WAS PART OF IT FOR THE STUDY.

THE IDEA CAME UP BECAUSE THEY HAVE DONE THIS WITH OTHER MUNICIPALITIES.

WAS THE POSSIBILITY TO EXTEND THE SCOPE OF WORK TO INCLUDE BORDERLESS FIRE SERVICES AND WINTER CONTROL, BORDERLESS SERVICES AS WELL.

THAT WAS PRESENTED TO MR. GAGNON MYSELF IN DISCUSSIONS WITH THEM, AS WELL AS THE OPPORTUNITY TO EXTEND THE SCOPE TO THE TOWNSHIP OF THE NORTH SHORE.

THE ADDITIONAL COST FOR THE ADDED WORK WOULD EQUAL EIGHTY FIVE THOUSAND DOLLARS, WHICH WOULD BRING THE GRAND TOTAL TO TWO HUNDRED AND FORTY FOUR THOUSAND THREE HUNDRED AND THIRTY DOLLARS. AS MENTIONED IN THE REPORT, THE ORIGINAL GRANT WAS LISTED AT FIVE HUNDRED THOUSAND DOLLARS, I IS ONE HUNDRED PERCENT FUNDING, SO WE'RE STILL WELL UNDER THE AMOUNT AND THROUGH PCC'S EXPERIENCE IN DEALING WITH MUNICIPALITIES.

THIS MIGHT BE A GOOD FIT FOR OUR GROUP OF MUNICIPALITIES REACHING ALONG, AS WELL AS THE ADDITION OF THE TOWNSHIP OF THE NORTH SHORE.

SO WITH COUNCIL'S BLESSING, THE IDEA IS THAT WE WOULD PROPOSE TO THE MINISTRY OF MUNICIPAL AFFAIRS AND HOUSING TO INCREASE THE SCOPE OF WORK, INCREASE THE NUMBER OF MUNICIPALITIES INCLUDED TO INCLUDE THE TOWNSHIP OF THE NORTH SHORE AND ALSO TO INCREASE THE DEADLINE OR EXTEND THE DEADLINE, EXCUSE ME, FROM JANUARY 2022, AND IF COUNCIL AGREES TO THESE CONCEPTS, WE CAN FORMALLY APPROACH MMAH TO INCREASE THE SCOPE OF WORK AND THE TIME ALLOTTED FOR THE STUDY.

AS MENTIONED [INAUDIBLE], SO THERE'S NO COST AT ALL TO THE MUNICIPALITY OR THE NEIGHBORING MUNICIPALITIES OTHER THAN LABOR COSTS INVOLVED FOR [INAUDIBLE] TIME.

SO ON THAT NOTE, HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL MAY HAVE.

THE SCOPE IS VERY LARGE AND PCC HAS BEEN VERY RESOURCEFUL.

A GOOD RESOURCE FOR US AT THIS POINT AND HAS BEEN VERY RESOURCEFUL WITH MMAH IN THE PAST.

THEY SEE NO ISSUE WITH GETTING AN EXTENSION THROUGH THEIR EXPERIENCE, ESPECIALLY SINCE WE ARE INCORPORATING ANOTHER MUNICIPALITY AND EXTENDING THE SCOPE.

SO END OF MARCH INTO APRIL WOULD BE THE GOAL.

BUT OF COURSE WE'D BE AT THE MERCY OF MMAH'S--WE'D ASK PROBABLY FOR END OF MARCH, END OF APRIL AND SEE WHAT THEY WOULD GIVE US FROM THERE.

6.2 REPORT OF THE INTERIM MANAGER OF RECREATION CULTURE APPLICATION FOR THE REOPENING FOR HERITAGE ORGANIZATIONS MUSEUM ASSISTANCE PROGRAM RECOMMENDATION THAT THE REPORT OF THE INTERIM MANAGER OF RECREATION CULTURE DATED OCTOBER 20TH, 2021 BE RECEIVED.

THAT COUNCIL APPROVE THE APPLICATION FOR THE REOPENING FUND FOR HERITAGE ORGANIZATIONS FOR THE AMOUNT OF UP TO 10 PERCENT OF THE MUSEUM'S 2019 FISCAL YEAR EXPENSE OF SEVENTEEN THOUSAND FOUR HUNDRED AND FIFTY SEVEN DOLLARS THAT IS OFFERED THROUGH THE MUSEUM ASSISTANCE PROGRAM FROM THE DEPARTMENT OF CANADIAN HERITAGE.

ALL RIGHT, SO AS MARCHISELLA POINTED OUT, THE POINT OF THIS REPORT IS TO PROVIDE COUNCIL WITH INFORMATION REGARDING THE REOPENING FOR HERITAGE ORGANIZATIONS THROUGH THE MUSEUM ASSISTANCE PROGRAM FROM THE DEPARTMENT OF CANADIAN HERITAGE AND IN HOPE THAT COUNCIL APPROVE OF THE SUBMISSION ON BEHALF OF THE NUCLEAR AND MINING MUSEUM.

THE MUSEUM ASSISTANCE PROGRAM HAS LONG SUPPORTED HERITAGE INSTITUTIONS AND WORKERS IN THE PRESERVATION AND PRESENTATION OF HERITAGE COLLECTIONS WITHIN CANADA.

THE SPECIFIC PURPOSE OF THE REOPENING FUND FOR HERITAGE ORGANIZATIONS IS TO HELP ENABLE THE REOPENING OF THE HERITAGE SECTOR BY SUPPORTING ORGANIZATIONS THAT DELIVER IN-PERSON EXPERIENCES OR EVENTS SUCH AS MUSEUMS. FUNDING WILL ALSO ENSURE THAT HERITAGE INSTITUTIONS ARE ABLE TO CONTRIBUTE TO THE RESILIENCE OF THE COMMUNITIES AS CANADA RECOVERS FROM THE COVID 19 PANDEMIC.

THE AIM OF THE FUND IS TO PROVIDE FINANCIAL ASSISTANCE TO THESE ORGANIZATIONS, AND THE FUND PERMITS ORGANIZATIONS TO CONTINUE TO CARE FOR THEIR HERITAGE COLLECTIONS UNDER THESE EXCEPTIONAL CIRCUMSTANCES SO THAT THEY MAY REMAIN ACCESSIBLE TO THE PUBLIC.

AS THE ELLIOT LAKE NUCLEAR MINING MUSEUM IS A NOT FOR PROFIT AND MANAGES A HERITAGE COLLECTION, WE ARE ELIGIBLE TO APPLY FOR THIS GRANTS.

THE MUSEUM ASSISTANCE PROGRAM RAN A SIMILAR FUNDING OPPORTUNITY LAST YEAR, TITLED COVID 19 EMERGENCY SUPPORT FUND FOR HERITAGE ORGANIZATIONS, AND WE WERE SUCCESSFUL IN OUR APPLICATION FOR THIS FUNDING AND RECEIVED THE FULL AMOUNT OF SEVENTEEN THOUSAND FOUR HUNDRED AND FIFTY SEVEN DOLLARS.

AND THIS GREATLY HELPED THE MUSEUM WITH OPERATIONAL AND ARCHIVAL EXPENSES IN THE PREVIOUS FISCAL YEAR. SO WHILE THE ELLIOT LAKE NUCLEAR MINING MUSEUM DOES NOT HAVE A PERMANENT HOME AT THE MOMENT, WE ARE STILL AVAILABLE TO PROVIDE THE COMMUNITY WITH PROGRAMING AND TOP SEASONAL EXHIBITIONS AVAILABLE FOR PUBLIC VIEWING IN THE RANGER HERITAGE CABIN AT THE FIRE TOWER LOOKOUT.

THIS FUNDING WOULD HELP SUPPORT THE MUSEUM IN ITS RECOVERY FROM BOTH THE TRAGEDY OF THE COLLAPSE OF THE CIVIC CENTER AND THE COVID 19 PANDEMIC.

AND AS WE MOVE FORWARD WITH REOPENING IN A MORE PERMANENT CAPACITY.

THE FUNDING CAN BE ALLOCATED IN MANY OPERATIONS AND ACTIVITIES AT THE DISCRETION OF THE ORGANIZATION FOR PAST AND FUTURE EXPENSES INCURRED BETWEEN APRIL 1ST, 2021 AND MARCH 31ST, 2022.

AND AGAIN, THIS WOULD SIGNIFICANTLY HELP THE MUSEUM GETTING BETTER ESTABLISHED DURING THIS TIME. IF THE APPLICATION FOR THE REOPENING OF HERITAGE ORGANIZATIONS, GRANT IS SUCCESSFUL, THE ELLIOT LAKE NUCLEAR MINING MUSEUM WILL RECEIVE FUNDING FROM THE DEPARTMENT OF CANADIAN HERITAGE FOR UP TO 10 PERCENT OF THE MUSEUM'S 2019 FISCAL YEAR EXPENSES, WHICH WOULD AGAIN BE SEVENTEEN THOUSAND FOUR HUNDRED AND FIFTY SEVEN.

AND TO REITERATE AGAIN, WE WERE SUCCESSFUL IN ACHIEVING THE FULL AMOUNT LAST YEAR, SO WE WOULD HOPE THAT WE WOULD BE SUCCESSFUL AGAIN THIS YEAR.

THIS PROJECT ALIGNS WITH THE CITY'S STRATEGIC PLAN THROUGH SUPPORTING THE ARTS AND

CULTURE COMMUNITY AND SUPPORTING STRATEGIC, VIBRANT, RELEVANT MUSEUM FOR THE FUTURE TO CULTIVATE IN THE CITIZENS OF ELLIOT LAKE AND APPRECIATION OF ARTS AND CULTURE THROUGH ACCESSIBLE PROGRAMING, ARTS AND CULTURAL FACILITIES AND ENTERTAINMENT THAT IS AVAILABLE TO ALL CITIZENS AND MAINTAIN AND IMPROVE ARTS AND CULTURAL FACILITIES.

BECAUSE AGAIN, THIS FUNDING CAN BE ALLOCATED TO MANY OPERATIONS AND ACTIVITIES FOR THE NUCLEAR MINING MUSEUM.

SO, TO SUMMARIZE, STAFF IS SEEKING APPROVAL FROM COUNCIL TO PURSUE APPLYING FOR THIS FUNDING FOR THE MUSEUM.

SO WITH THE MUSEUM NOT HAVING A HOME, MY QUESTION TO YOU IS WILL THIS ASSIST IN HELPING TO ROTATE SOME OF THE DISPLAYS THROUGH THE LIBRARY JUST AS A CONDITIONAL PLACE FOR INDIVIDUALS TO SEE OUR HISTORY HERITAGE.

THIS RESOLUTION YOUR WORSHIP ESSENTIALLY IS THE GRANT FUNDING THAT WE RECEIVED SIXTY FIVE CENT DOLLARS ON THE GRANT FUNDING THEY JUST SENT THROUGH THE TRANSFER PAYMENT AGREEMENT, AS WE'VE DONE WITH THE OTHER GRANTS IN THE PAST.

AND THIS IS JUST TO HAVE A BYLAW PASS THROUGH COUNCIL TO APPROVE THE TRANSFER PAYMENT AGREEMENT SO WE CAN GET IT IN PLACE.

BUT IN GIS AS A WHOLE, WE'RE MOVING ALONG AND HOPE TO HAVE SOME MORE INFORMATION WITHIN THE NEXT FOUR TO FIVE WEEKS AS FAR AS THE INCUMBENT, THAT WILL COMPLETE THIS FOR US.

SO JUST FOR CLARIFICATION, GIS IS SOMEWHAT VIRTUAL MAPPING OF THE WHOLE COMMUNITY GIVES US THE OPPORTUNITY TO SHOW WHAT WE HAVE FOR SALE AS FAR AS RESIDENTIAL PROPERTY, COMMERCIAL, INDUSTRIAL WITH REAL TIME NUMBERS, REAL TIME VIEWS.

WHAT SORT OF PRESSURE DECISIONS WITHIN THE CAPITAL BUDGET WILL PLACE ON THE RESERVES BECAUSE CONTRIBUTION TO RESERVES COMES OUT OF THAT OPERATING BUDGET? SO IF WE CAN HAVE AN IDEA OF WHAT WE'RE LOOKING TO SPEND NEXT YEAR, JUST PICK A NUMBER A MILLION DOLLARS ON CAPITAL PROJECTS.

WE KNOW THAT WE NEED TO AT LEAST INJECT MORE INTO THE RESERVES TO KEEP THOSE RESERVES FLOWING. WE NEED TO HAVE AN IDEA OF WHICH RESERVES NEED CONTRIBUTION AND THAT'S GOING TO HAPPEN OUT OF THAT OPERATING BUDGET.

THE DECISIONS MADE AT CAPITAL ARE MAINLY BASED ON CURRENT RESERVE SITUATION, SO FUTURE CONTRIBUTIONS TO RESERVES CAN BE CONSIDERED AT A STATUS QUO SITUATION.

AND AGAIN, IT'S JUST TO HAVE THAT EYES WIDE OPEN.

SORT OF WHERE ARE WE BEFORE WE GET TO THE OPERATING BUDGET? SO IF WE'RE GOING TO INCREASE OR DECREASE THE USER FEES, WE NEED TO KNOW THAT SO THAT WHEN WE GET TO THAT OPERATING BUDGET AND THAT BIG NUMBER THAT EVERYONE'S REALLY LOOKING FOR, WE HAVE A REALLY CLEAR, CONCISE PICTURE OF WHERE DID WE COME FROM? HOW MUCH HAVE WE THEORETICALLY COMMITTED TO IN WAGES? THAT WILL BUILD THAT OPERATING BUDGET.

HOW MUCH HAVE WE COMMITTED TO IN TERMS OF INCREASES TO THOSE RESERVES TO CONTINUE THE CITY ON A VERY POSITIVE PATH TO BEING ABLE TO DO THOSE FUTURE CAPITAL PROJECTS? WHAT DO WE THINK AT THAT MOMENT WILL BE THE COMFORTABLE SPOT FOR RESERVES? WHAT WILL THOSE RESERVE CONTRIBUTIONS BE OUT OF THAT OPERATING BUDGET? AND THEN, AS I STATED, THE USER FEES AS THE ADDITIONAL REVENUE THAT COMES INTO THAT OPERATING BUDGET. AND THAT WAS WHY I SORT OF SAW THAT IT CULMINATED IN THAT OPERATING BUDGET. SO THE AUDIT WAS DONE WITH THIS IN MIND AND TO THE BEST OF THE CONSULTANTS ABILITY WITH HELP FROM CITY STAFF.

AFTER REVIEWING THE REPORT, THE ACCESSIBILITY ADVISORY COMMITTEE WANTED TO SEE THE OUTDOOR SPACES [INAUDIBLE] HILL AND GOLF COURSE INCLUDED IN THE AUDIT.

SO THESE TWO LOCATIONS WERE AUDITED BY THE OUTDOOR AUDIT WORKING GROUP IN EARLY JUNE 2021 AND ARE INCLUDED AS AMENDMENTS TO THE AUDIT REPORT.

SO THERE WERE SOME MAIN CONCERNS OBSERVED AND IDENTIFIED IN THE AUDIT.

AS YOU CAN SEE ON PAGE 80 OF YOUR AGENDA, A PROGRESS CHECKLIST FOR THE OUTDOOR SPACES AUDIT HAS BEEN INCLUDED.

I SAT WITH THE FACILITIES AND PARKS MANAGER AND CIRCULATED THE LIST TO THE DIRECTOR OF PUBLIC WORKS AND A LOT OF THE ITEMS HAVE BEEN COMPLETED OR WILL BE COMPLETED IN THE WINTER AND ALL OTHER ITEMS WILL BE LOOKED AT IN SPRING 2022.

IT IS RECOMMENDED THAT THE OUTCOMES OF THE OUTDOOR SPACES OUGHT TO BE CONSIDERED DURING THE 2022 BUDGET PROCESS FOR IMPLEMENTATION.

THE CITY OF ELLIOT LAKE HAS SHOWN IMPROVEMENT IN ACCESSIBILITY FROM THE FIRST AUDIT IN DECEMBER TO THE SECOND ONE IN JUNE 2020 AND THROUGH TODAY.

ACCESSIBILITY, ESPECIALLY FOR COMMUNITY LIKE ELLIOT LAKE, WILL ENSURE THAT THE CITY WELCOMES EVERYONE AND IS INCLUSIVE.

BUT, THE PRIVATE SECTOR COMPANY THAT ALSO DOES E-WASTE HAS NO OBJECTIONS TO THIS.

ALTHOUGH THEY'RE A SMALL BUSINESS, THEY KNOW THAT THIS IS A SERVICE THAT IS REQUIRED TO BE PROVIDED AND THEY DON'T SEE THIS AS HINDERING THEIR CURRENT BUSINESS.

THIS WOULD BE THROUGH THE SAME COMPANY.

WE'RE STILL NOTICING THAT A LOT OF ELECTRONIC WASTE IS STILL ENDING UP IN THE LANDFILL, SO WHEN PEOPLE ARE GOING DOWN THERE, IT'S GOING TO GIVE AN OPTION, IT'LL BE LOCATED WITH THE RECYCLING BINS PRIOR TO THE ACTUAL WASTE SCALE.

SO AS PEOPLE COME IN WITH THEIR ELECTRONIC WASTE SEPARATED OFF TO THE SIDE, THIS CAN BE DISPOSED OF IN THE CONTAINER THERE.

THE CONTAINER WOULD BE SUPPLIED BY ELECTRONIC WASTE RECYCLING ASSOCIATION.

IT WOULD HAVE AN ONLINE TRACKING SYSTEM FOR REPORTING AND TRACKING SHIPMENTS TIMELY AND RELIABLE PICKUP SERVICE.

AND THEN THERE'S ALSO ANOTHER THERE'S A PAYMENT TO THE CITY AS WELL PER ONE HUNDRED AND FIFTY PER TONNAGE WITH THE ELECTRONIC WASTE.

BUT ONE OF THE BIGGEST THINGS IS TO KEEP THE ACTUAL ELECTRONIC WASTE OUT OF THE LANDFILL AND NOT JUST FOR THE VOLUME OF THE LANDFILL THAT WE'RE GOING TO SAVE FOR ACTUAL HOUSEHOLD WASTE. BUT ONCE ELECTRONIC WASTE BREAKS DOWN, THERE'S MORE OF A POTENTIAL FOR LEACHATE THAT IS MORE CONTAMINATED TO THE SURROUNDING ENVIRONMENT, WHICH WE DEFINITELY WANT TO KEEP OUT OF THE ACTUAL LANDFILL.

SO BASICALLY, IN CONSIDERATION FOR THE EPA PROVIDING SUPPORT AS DESCRIBED ABOVE, THE CITY OF ELLIOT LAKE WILL PERFORM THE FOLLOWING: COLLECTION AND PROVISION OF E-WASTE TO EPRA USE EQUIPMENT AND SUPPLIES PROVIDED BY EPRA ONLY BY EPRA E-WASTE INTENDED PURPOSES AND AN EFFICIENT MANNER PROVIDE SIGNAGE AT THE LOCATION SITE REMINDING RESIDENTS TO SECURE THEIR OWN PRIVACY WIPE THE DATA DRIVES CLEAN PRIOR TO DROP OFF.

PROVIDE SAFE AND TIMELESS ACCESS TO THE EPR TRANSPORTER FOR PICKUP OF MATERIALS.

WORK EXCLUSIVELY WITH EPRA FOR THE SAFE, SECURE RECYCLING OF THE MATERIALS OUTLINED WHILE THE CONTRACT IS IN EFFECT.

AND AS I WAS MENTIONING, THERE'S VERY LITTLE COST TO THE CITY AS THE CONTAINER IS PROVIDED, WE WOULD BE UTILIZING PUBLIC WORKS STAFF THAT ALREADY VISIT THE SITE TO CLEAN UP THE RECYCLING AREA.

SO AT THIS POINT, WE'LL MAKE SURE THAT THERE'S A PROPER THEY'LL BE LOCKING AND UNLOCKING THE SEA CONTAINER, EVEN THOUGH IT'S BEHIND THE ACTUAL FENCED AREA.

BUT THIS WILL ALLOW THEM TO GO THROUGH THE ACTUAL PRODUCT THAT'S ACTUALLY DROPPED OFF AND MAKE SURE THAT EVERYTHING'S CORRECTLY PUT IN.

IT DOESN'T HAVE TO BE SORTED, IT CAN JUST BE PUT INTO THE ACTUAL CONTAINER, BUT ANYTHING THAT MIGHT HAPPEN TO NOT BELONG IN THERE, OF COURSE, WE'VE GOT THE LANDFILL RIGHT THERE, COULD BE DISPOSED OF PROPERLY, PROPERLY AT THE ACTUAL LANDFILL SITE, PROPER SIGNAGE.
