THINGS HAVE BEEN GOING EXTREMELY WELL.

THEY'VE BEEN WORKING WELL WITH MEMBERS OF STAFF FROM ALL MUNICIPALITIES AND WE DID CONTINUE TO WORK ON THE TOPICS THAT WERE DISCUSSED, WHICH WAS INFORMATION TECHNOLOGIES, BUILDING AND BYLAW AND LANDFILLS.

SO, SOLID WASTE COLLECTION.

AND JUST TO REMIND YOU THAT THE GRANT WAS FUNDED AT ONE HUNDRED PERCENT [INAUDIBLE] DOLLARS. WE HAVE SPOKEN TO [INAUDIBLE] AND HAVE GOTTEN A BIT OF AN EXTENSION.

WE WERE HAVING SOME TIMING ISSUES DUE TO SOME STAFFING ISSUES INTERNALLY AS WELL AS THE EVER PRESENT CORONAVIRUS WITH GETTING SOME INFORMATION.

SO WE DID HAVE A LITTLE BIT EXTRA TIME ALLOTTED TO US TO GET THE REPORT READY.

ONE OF THE OPPORTUNITIES THAT HAS COME ALONG WITH THAT IN RUNNING IN LOCKSTEP WITH THE EXTRA TIME AND GETTING THE REPORT COMPLETED WAS THE TEAM AT PERFORMANCE CONCEPTS HAVE ASSISTED US WITH GETTING TOGETHER AN IMPLEMENTATION SIDE OF THIS.

SO, THE INITIAL REPORT AND THE SCOPE OF THE REPORT WAS THESE FIVE TOPICS.

THIS IS WHAT WAS GOING TO GET DONE.

HERE'S WHERE SOME EFFICIENCIES WOULD BE FOUND BETWEEN THE MUNICIPALITIES.

THE EXTRA TIME ALLOTTED TO THAT DOES HAVE SOME EXTRA COST ASSOCIATED WITH IT, OF COURSE, AND THE ADDITIONAL COST FOR THIS WORK WOULD BE ON THE UPSIDE OF $85,000.

AND THAT'S AGAIN, IF ALL OF THOSE SIX CATEGORIES WERE TO BE ROAD MAPPED FOR THE FIVE MUNICIPALITIES. THERE IS A MEETING THE BEGINNING OF FEBRUARY BETWEEN THE CAOS OF THE FIVE MUNICIPALITIES TO TAKE A LOOK AT WHAT'S AVAILABLE AND WHAT IS A FEASIBLE AMOUNT OF ITEMS TO IMPLEMENT.

SO $85,000 IS THE UPSET LIMIT, BUT THEN OF COURSE, WE WOULD BE ROLLING THAT BACK DEPENDING ON IF WE HAD TO USE ALL OF THEM.

AGAIN, BOST IMPORTANTLY, THE GRANT IS AT 100 [INAUDIBLE] DOLLARS AND WE DID HAVE $500,000, WHICH WE ARE AT THAT.

SO, THE TOTAL COST WOULD BE $43,000.

THIS STUDY IS EFFICIENCIES BETWEEN THE MUNICIPALITIES THROUGH EFFICIENCIES THROUGH COLLABORATION, SO THE DEPARTMENTS THAT WERE UNDER REVIEW OR INFORMATION TECHNOLOGY BUILDING BYLAW AND LANDFILLS, WHICH INCLUDED SOLID WASTE COLLECTION.

THE GRANT WAS FUNDED AT 100% DOLLARS.

STAFF FROM THE FIVE MUNICIPALITIES HAVE BEEN WORKING WITH PERFORMANCE CONCEPTS TO FIND THE EFFICIENCIES AND ALLOW THEM TO PROCEED FORWARD WITH THEIR STUDIES.

WE RECEIVED A SOFT EXTENSION TO MARCH 1ST, 2022, WITH THE SLIGHT INCREASE IN TIME WHICH WE WERE ALLOTTED, WHICH WAS DUE TO SOME ISSUES WITH COVID AND SOME STAFFING ISSUES IN OUR MUNICIPALITY ALLOWED THEM--.

THEY NEEDED MORE TIME TO FINISH THE REPORT.

THIS EXTRA TIME RUNNING IN LOCKSTEP WITH COMPLETING THE INITIAL REPORT, WHICH WAS THE WHAT CAN BE DONE.

SO, FOR THOSE FOUR MAIN SECTIONS THEY'VE DECIDED OR THEY'VE GIVEN US THE OPPORTUNITY THAT THEY CAN NOW GO INTO A MUCH MORE GRANULAR LEVEL OF HOW IT CAN BE DONE.

INITIALLY, WE WERE GRANTED $500,000, SO WE ARE STILL BEING PRUDENT WITH THE PROVINCIAL TAXPAYERS DOLLARS AND WE ARE STILL WELL UNDER THE ALLOTTED FUNDS.

SO, WE ARE $243,000 FROM AN INITIAL ALLOTMENT OF $500,000.

WATER AND WASTEWATER FINANCIAL PLAN 2020-2029 RECOMMENDATION THAT THE STAFF REPORT DATED JANUARY 12, 2022 OF THE DIRECTOR OF PUBLIC WORKS BE RECEIVED AND THAT THE 2020-2029 WATER AND WASTEWATER FINANCIAL PLAN BE APPROVED FOR ADOPTION BY COUNCIL.

THANK YOU, YOUR WORSHIP. BACKGROUND FOR EVERYBODY AT HOME AND COUNCIL, IS THE SAFE DRINKING WATER ACT WAS PASSED IN 2002 AS A DIRECT RESULT OF THE FINDINGS OF THE WALKERTON INQUIRY IDENTIFIED BY JUSTICE O'CONNOR.

SO, MANDATORY LICENSING OF A WATER TREATMENT FACILITY IS ONE OF THE KEY REQUIREMENTS UNDER THE ACT. IN ORDER TO HAVE A LICENSE ISSUED FOR THE FACILITY, THE MUNICIPALITY MUST COMPLY WITH THE FOLLOWING FIVE REQUIREMENTS.

WE HAD TO CITY HAD TO OBTAIN A PERMIT TO TAKE WATER, OBTAIN A DRINKING WATER WORKS PERMIT, TO DEVELOP AN ACCEPTABLE OPERATIONAL PLAN UNDER OUR DRINKING WATER QUALITY MANAGEMENT SYSTEM, RECEIVE ACCREDITATION AS THE OPERATING AUTHORITY THROUGH A THIRD PARTY AUDITING PROCESS, AND THEN PREPARE AND SUBMIT A FINANCIAL REPORT, WHICH WE'RE TALKING ABOUT NOW. THE ORIGINAL FINANCIAL PLAN WAS SUBMITTED BY THE MUNICIPALITY BACK IN 2010 AND WAS TO ENCOMPASS NO LESS THAN A SIX YEAR PROJECTION.

THE ORIGINAL CITY OF ELLIOT LAKE DOCUMENT COVERED A 10 YEAR PERIOD FROM 2012-2022 AND WAS PREPARED BY KPMG ON BEHALF OF THE MUNICIPALITY.

INFRASTRUCTURE SOLUTIONS INC WAS COMMISSIONED ON BEHALF OF THE CITY OF ELLIOT LAKE TO COMPLETE A NEW PLAN FROM 2016-2021.

WHICH WE'RE COMING TO THE END OF, OF COURSE, AND TRIGGERED THIS WHOLE NEW REPORT TO BE WRITTEN, WHICH WAS SUBMITTED WITH THE FACILITY LICENSE RENEWAL AND BETTER ALIGN WITH THE TWO DOCUMENTS. SO BASICALLY, THE REPORT IS TAKEN NUMEROUS KEY AREAS OF THE WATER AND WASTEWATER SYSTEM INTO CONSIDERATION TO DEVELOP THE RECOMMENDATIONS TO OUTLINE.

AND LIKE I SAID, IT HAS TO BE A MINIMUM OF A SIX YEAR FINANCIAL PLAN FOR THE OPERATION OF THE FACILITY. THESE KEY CONSIDERATIONS WERE TAKEN INTO ACCOUNT TO DETERMINE THE OVERALL FINANCIAL STATUS OF THE SYSTEM.

THESE FINDINGS WERE APPLIED TO THE PROJECTIONS FOR CAPITAL AS PRESENTED IN THE ASSET MANAGEMENT PLAN, AFTER WHICH THE FOLLOWING RECOMMENDATIONS WERE MADE.

IN THE EVENT THAT THE MUNICIPALITY PLANS TO FUND ALL FUTURE CAPITAL PROJECTS ASSOCIATED WITH THE REPLACEMENT OF ASSETS STRICTLY THROUGH RESERVE FUNDS.

THE FOLLOWING ACTIONS SHOULD BE CONSIDERED, AND BASICALLY BY MAKING THAT STATEMENT IS WE'RE NOT LOOKING TO COUNT ON ANY FUNDING THAT COMES ALONG, EVEN THOUGH THAT WE KNOW THAT THERE WILL BE FUNDING OPPORTUNITIES ALONG THE WAY AND WE WILL CHASE DOWN EVERY FUNDING OPPORTUNITY ALONG THE WAY.

SO BASICALLY, AN INCREASE OF THE WATER RATES BY SEVEN PERCENT PER ANNUM UNTIL 2029.

FURTHER INCREASES OF TWO PERCENT, SO JUST GOES TO A TWO PERCENT PER YEAR BEYOND 2031 SHOULD BE APPLIED.

THE WAY YOU LOOKED AT IT AND TO MAKE THIS BASIC FINANCIAL PLAN BREAKS IT DOWN INTO A PERIOD OF TIME THAT WE'RE LOOKING UNTIL 2029.

WE ALSO DO A RATE STUDY, A WATER/WASTEWATER RATE STUDY THAT BASICALLY PULLS THAT AND GOES ALL THE WAY TILL 2071.

AND WE START TO LOOK AT THINGS ALL THE WAY ALONG THE WHOLE ASSET MANAGEMENT PLAN TO SEE WHAT'S GOING TO NEED TO BE REPLACED AND LOOKING AT LEVELS OF SERVICE AND COST ANALYSIS AND EVERYTHING ALONG THE WAY.

ALL ADDITIONAL FUNDS GENERATED BY THE INCREASES WOULD BE APPLIED TO RESERVE ACCOUNTS IN ORDER TO PREPARE FOR UPCOMING INFRASTRUCTURE RENEWAL AND REPLACEMENT.

SO BASICALLY, IF THERE IS ANY FUNDING OPPORTUNITIES AND WE HAVE GONE THIS WAY, WE'LL BE LEAVING EVERYTHING INTO THE WATER/WASTEWATER RESERVE FOR FUTURE UPGRADES OR REPLACEMENTS . ALTERNATIVELY, A COMBINATION OF FUNDS GENERATED BY RATING INCREASES USED IN CONJUNCTION WITH ALTERNATE FUNDING, SUCH AS DEBT FINANCING SHOULD BE CONSIDERED FOR REPLACEMENT OF TANGIBLE CAPITAL ASSETS ASSOCIATED WITH THE WATER WASTEWATER SYSTEMS. WE'VE LOOKED INTO SOME OF THE-- WHICH I KNOW THE TREASURY DEPARTMENT AND MS. SONNENBURG HAVE DISCUSSED BEFORE.

IF WE'RE GOING TO BE FINANCING OUR RESERVES ENOUGH TO CONTINUE ON WITH THE PROJECTS THAT WE ARE RIGHT NOW.

SO, THIS DIPS NOT JUST INTO, LIKE I SAID, THE WATER PLANT AND WASTEWATER PLANT.

THIS ALSO COVERS YOUR DISTRIBUTION, YOUR COLLECTION, ALL YOUR UNDERGROUND INFRASTRUCTURE, WHICH IS LIKE EVERY OTHER MUNICIPALITY RIGHT NOW, AGING.

IT'S ALL AT A PRETTY GOOD AGE NOW.

WE'RE LOOKING AT-- SO BASICALLY $5,276 BACK IN 2020 WAS THE ANNUAL INCREASE THAT YEAR, AND IT'S INCREASED-- NOW WE'RE LOOKING AT THE 2022 ONE THAT'S JUST WAS APPROVED WAS $ 5,646, MAKING AN ANNUAL RATE OF $863 DOLLARS.

ONE OF THE THINGS WHEN YOU LOOK INTO THESE REPORTS THE WATER AND WASTEWATER, WE TOOK A SNAP PHOTOS CHART OF AREAS AROUND AND I'D LIKE TO STOP AND TALK ABOUT IT WHILE I'M GOING THROUGH THE REPORT. BUT IN THE REPORT, WE'VE LOOKED AT OTHER AREAS THAT ARE SURROUNDING ELLIOT LAKE LIKE SAULT STE.

MARIE, NORTH BAY, TIMMINS, SUDBURY AND THUNDER BAY, AND ELLIOT LAKE [INAUDIBLE] ANNUAL FEE OF $806.

THE CLOSEST ONE NEXT TO US IS SAULT STE.

MARIE, $927.

AND THEN WE'VE GOT THUNDER BAY AS HIGH AS $2,426 FURTHER WASTEWATER AND WATER SERVICES.

AND A LOT OF THEM ARE HIGHER LIKE THAT.

WE'VE CALLED AROUND TO SEE AND THIS IS WHAT THEY'RE AVERAGING IN A LOT OF THE AREAS AROUND AND ELLIOT LAKE HAS EVERYTHING THE SAME AS A LOT OF THESE OTHER ONES.

WE'RE NOT RUNNING OFF THE WELLS OR ANYTHING WE'RE RUNNING OFF OF-- WE'VE GOT AN UPGRADED WASTEWATER PLANT AND WATER SYSTEM, SO EVERYBODY'S GETTING THE SAME SERVICES IN ELLIOT LAKE. SO, WHEN WE'RE LOOKING AT IT, WE ARE LOWER DOWN ON THE ACTUAL ANNUAL FEES TO DATE.

AS YOU CAN SEE, THE CHART GOES ALONG.

YOU CAN SEE WHAT WE'D BE LOOKING AT BY THE END IN 2029, AT SEVEN PERCENT.

THERE WOULD BE AN ANNUAL RATE OF $1,385.79.

THIS MOVES FORWARD WITH EVERYTHING AS WE KNOW, ALL PRICES GO UP AS WE GO TO REPLACE THINGS, AND WE'RE NOTICING THAT MORE NOW WITH THE COVID STUFF MORE THAN EVER WHEN WE GO TO REPLACE THINGS AND BEING IN THE AREA THAT WE'RE IN.

SO, A LOT OF THE CONTRACT THAT WE SAW THE PROJECTS AND WHAT THEY'VE COST US RECENTLY TO HAVE BASICALLY [INAUDIBLE] POPLAR, VALLEY HEMLOCK AND NOW MOVING ON TO HILLSIDE.

AND THEN WE'RE STILL LOOKING AT OTHER PROJECTS AROUND THERE.

BUT ANY TIME WE'RE GETTING INTO THE UNDERGROUND INFRASTRUCTURE, WE'RE LOOKING AT BIG BUCKS WHEN IT COMES TO THAT. SO BASICALLY, ADOPTION OF THIS REPORT WILL UPHOLD THE COMMITMENT OF THE MAYOR AND COUNCIL TOWARDS THE FOLLOWING STRATEGIC PLAN: CONTINUE INVESTMENT IN INFRASTRUCTURE.

APPROVAL OF THE WATER AND WASTEWATER FINANCIAL PLAN IS RECOMMENDED AND NECESSARY IN THE RENEWAL OF THE CURRENT MUNICIPAL WATER SYSTEM OPERATING LICENSE.

IN ORDER TO COMPLY WITH ALL APPLICABLE ACTS AND REGULATIONS, THE FOLLOWING STEPS MUST BE TAKEN WITH RESPECT TO THE FINANCIAL PLAN.

THE FINANCIAL PLAN MUST BE APPROVED BY RESOLUTION OF COUNCIL.

THE MUNICIPALITY MUST PROVIDE NOTICE THAT THE PLAN HAS BEEN APPROVED AND PROVIDE COPIES OF THE FINANCIAL PLAN FREE OF CHARGE UPON REQUEST.

FINANCIAL PLAN MUST BE POSTED ON THE MUNICIPAL WEBSITE AND A COPY OF THE FINANCIAL PLAN MUST BE PROVIDED TO THE DIRECTOR OF POLICY BRANCH, MINISTRY OF MUNICIPAL AFFAIRS AND HOUSING AND THE COUNCIL RESOLUTION APPROVING THE FINANCIAL PLAN MUST BE INCLUDED WITH THE APPLICATION FOR THE RENEWAL OF THE MUNICIPAL DRINKING WATER LICENSE.

THAT'S THE SUMMARY THERE.

I ALSO JUST WANTED TO SAY, YES, WE ASKED FOR EXTENSIONS ONTO THIS LICENSE RIGHT NOW CURRENTLY, WHICH WE WERE GRANTED AND WE'RE GRANTED THEM TILL MARCH.

BUT WE NEED THE RESOLUTION AND EVERYTHING TO MOVE FORWARD.

SO, ONCE THIS IS PASSED MOVING FORWARD, WE COULD SEND ALL OF OUR STUFF AWAY AND WE'RE UPGRADED AGAIN FOR ANOTHER FIVE YEARS.

I BELIEVE IT'S WITH THE LICENSES.

WE'RE VERY FORTUNATE TO HAVE THE SYSTEM HERE IN ELLIOT LAKE, AND IT'S THE CAPACITY IS ACTUALLY CAPABLE OF DOING DOUBLE THE AMOUNT OF PROPERTIES WE HAVE HERE IN ELLIOT LAKE.

ONE OF THE THINGS I'M GOING TO SAY IS PRIOR TO MOVING BACK TO ELLIOT LAKE, I HAVE OWN HOMES AND FOR OTHER COMMUNITIES, AND I'VE NEVER PAID LESS THAN ONE HUNDRED DOLLARS A MONTH FOR MY WATER BILL.

SO ELLIOT LAKE WAS THE ABSOLUTE LOWEST RATE THAT I'VE PAID FOR WATER.

WHEN I MOVED BACK IN 2012 AND STILL IS CURRENTLY THE LOWEST WATER RATE FOR, IF NOT COMPARABLE, BETTER WATER SYSTEM THAN I'VE HAD IN OTHER COMMUNITIES.

THAT BEING SAID, I ALSO UNDERSTAND THAT IT'S EXTREMELY EXPENSIVE AND THE EXPENSES CONTINUE TO GROW IN THE REPLACEMENT OF THE UNDERGROUND INFRASTRUCTURE.

AND THIS IS ONE OF THE MOST IMPORTANT THINGS, ESPECIALLY WITH THE COMMUNITY THAT WE'VE--

WHEN YOU COMPARE OUR AVERAGE MEDIAN HOUSEHOLD INCOME AND THAT'S WITHOUT EVEN DOING THE INCREASES, IF YOU LOOK AT STATS, CAN REPORTS OF ALL THESE LISTED COMMUNITIES, YOU'LL FIND THAT EXACT SAME RATIO.

JUST DO THE MATH.

SO ALTHOUGH I'M-- I KNOW THAT WE DO NEED A LOT OF EXTRA SERVICES AND I'M IN SUPPORT OF THE SEVEN PERCENT, BUT I'M NOT IN SUPPORT OF RAISING AN EXTRA TWO PERCENT.

WE ALREADY HAVE-- THIS COMMUNITY HAS ALREADY A LOT OF PEOPLE WHO STRUGGLE WITH CAPACITY OF PAY. WE HAVE AVERAGE INFLATION FOR FOOD PRICES INFLATION REALLY RUNNING AWAY.

AND LIFE IS BECOMING LESS AND LESS AFFORDABLE FOR A LOT OF PEOPLE, SO I THINK CONSIDERING THE FACT THAT, YES, IT LOOKS LIKE WE'RE PAYING FOR CHEAP WATER, BUT IF YOU REALLY LOOK AT ELLIOT LAKE AVERAGE INCOME.

WE'RE NOT REALLY THAT FAR OFF.

WE'RE FAIRLY HIGH, SO I'LL SUPPORT SEVEN, BUT I WON'T SUPPORT NINE.

AND JUST TO CLEAR THINGS UP, BASICALLY ALL IT WAS SAYING FROM THE SEVEN, IT WOULDN'T BE NINE, I COULD SEE WHERE YOU MIGHT HAVE GOT THAT CONFUSION, BUT WHAT IT WOULD BE AFTER 2031, IT WOULD ACTUALLY DROP TO TWO PERCENT FROM SEVEN.

IT DOES NEED TO GO OUT AT LEAST A MINIMUM, I BELIEVE FIVE YEARS, SIX YEARS.

AND I WOULD BE CONCERNED THAT THE TWO PERCENT WOULD BE TOO LOW MOVING FORWARD BASED ON WHAT WE'VE NEEDED. I CAN'T SEE OUR INFRASTRUCTURE COSTS DECREASING AFTER THAT PERIOD OF TIME. SO AGAIN, BECAUSE IT'S SO FAR OUT, I THINK THERE'S TIME FOR STAFF TO COME BACK FOR THEIR RECOMMENDATIONS AS WE GET CLOSER TO THOSE TIMES.

AND THEN AGAIN, WE STRETCH IT OUT.

BUT AGAIN, I JUST REMIND COUNCIL THAT EVERY YEAR THIS GETS DISCUSSED AND VOTED ON, WHICH IS WHY, AGAIN, IT'S THE RECOMMENDATION-- WAS THE ORIGINAL RECOMMENDATION OF KPMG.

SO FOR TONIGHT, YES, IT IS-- NOT GOING TO USE THE WORD CHEAP.

SO IF YOU'RE SAYING THAT WE NEED FOR SEVEN YEARS TO INCREASE SEVEN PERCENT AND THEN WE DON'T NEED SEVEN PERCENT, AND THAT'S ONLY IF WE HAVE ZERO GROWTH, AND 100 PERCENT FINANCING BY THE MUNICIPALITY.

I WISH THIS REPORT WOULD HAVE COME OUT PRIOR TO COUNCIL SAYING IN DECEMBER THAT THEY'RE GOING TO GO AGAIN WITH THE SEVEN PERCENT.

IT'S JUST AS COUNCILLOR MANN SAYS THERE'S ONLY ONE TAXPAYER, BUT WE CAN'T JUST KEEP ADDING THAT KIND OF MONEY AND PUTTING THAT MONEY INTO RESERVE WHEN WE KNOW THAT WE'RE GOING TO USE THAT MONEY TO FUND AGAINST IT.

IT'S VERY IMPERATIVE THAT WE STAY AFFORDABLE, WE AS A COUNCIL HAVE APPROVED DOING FREE FOOD DELIVERY BECAUSE PEOPLE CAN'T AFFORD TO EAT POTENTIALLY TEN DOLLARS DELIVERY CHARGE FOR THEM TO GET FOOD IS TAKING MEALS OFF THEIR TABLES.

THAT'S WHY I DON'T LIKE THAT FINAL BYLAW THAT WE USE THAT ENCOMPASSES EVERYTHING IN JUST APPROVES IT. SO, IN ALL ACTUALITY, WE DON'T EVEN NEED THE BYLAW, WE JUST NEED TO APPROVE THE AGREEMENT.

SO, TRADITIONALLY WE HAVE HAD THE OFFER COME TO COUNCIL, HAVE THE DISCUSSION LIVE AT COUNCIL AND THEN GET INTO THE BYLAW PORTION AND APPROVE THE BYLAW AFTER WE'VE APPROVED THE REPORT. MS. BRAY. SEEING YOUR WORSHIP TO COUNCILLOR PATRIE.

SO, WE TYPICALLY CAN'T PUT THE BYLAW ON THE SAME AGENDA THAT WE GO INTO CLOSED SESSION BECAUSE THE BYLAW IS OPEN AND THEN IT'S PUBLIC.
