BACK IN NOVEMBER OF 2021 THE GOVERNMENT PROVIDED FUNDING TO MUNICIPALITIES TO SUPPORT CRITICAL INFRASTRUCTURE IN SMALL AND NORTHERN COMMUNITIES. THIS REPORT'S DEDICATED TO PROJECTS IN THE RESOURCE DEVELOPMENT FIELD. THE FUNDING ALLOCATED TO ELLIOT LAKE IS TWO HUNDRED AND SEVENTY NINE THOUSAND NINE HUNDRED AND FIFTY EIGHT DOLLARS AND TWENTY ONE CENTS PER FISCAL YEAR SPREAD OVER FIVE YEARS. THAT IS SOMEWHAT RETROACTIVE BACK TO 2021, SO IT DOES START FROM FISCAL YEAR 2021 ENDING AT THE BEGINNING OF 2022 AND WILL RUN UNTIL 2025, WHICH IS THE END OF MARCH. THE FUNDING IS A LITTLE UNIQUE THAT IT MAY BE SPENT ALL IN YEAR OR DEFERRED TO A LATER TIME WITHIN THE PROGRAM WINDOW, SO YOU'RE ABLE TO HAVE IT ALL ACCUMULATE AS YOU GO THROUGH. THE GUIDELINES ARE VERY SPECIFIC. THE PROJECT MUST ALIGN WITH AN INFRASTRUCTURE PROJECT STATING THAT IT HAS THE IMPACT OF RESOURCE DEVELOPMENT OR PAST IMPACT OF RESOURCE DEVELOPMENT AND REQUIRES THE NEED TO DOT DOT DOT... SO, THEREFORE, ANYTHING THAT WAS IMPACTED BY RESOURCE DEVELOPMENT OR HAS AN IMPACT THEREIN. THROUGH MANY STAFF DISCUSSIONS HAD SOME GREAT INPUT FROM MR. HALLOCH AND MS. MCINNES, MR. DOYLE AS FAR AS SOME DIFFERENT OPPORTUNITIES THAT WE HAD. AND OF COURSE, MR. GAGNON HELPED AS WELL. AND WE CAME UP WITH THE LARGEST NEED BEING THE TIES INTO RESOURCES, SPECIFICALLY IN THE AIRPORT RUNWAY. THE AIRPORT RUNWAY HAS BEEN ON THE DOCKET FOR A BIT FOR SOME RESURFACING OF THE SURFACE. THE AIRPORT IS USED BY RESOURCE BASED ORGANIZATIONS AS LAUNCH SITES FOR SURVEY CREWS AND OTHER FUNCTIONS. AS ONTARIO CONTINUES TO OPEN UP THE NORTH FOR RESOURCE DEVELOPMENT AND GROWTH, IT'S BECOMING MORE IMPORTANT THAT OUR AIRPORT BE AVAILABLE. IT'S IMPORTANT TO NOTE THE PROGRAM ALLOWS THE MUNICIPALITY TO CHANGE DIRECTION AND SELECT ANOTHER PROJECT SHOULD A BETTER ONE PRESENT ITSELF. SO THIS IS WHAT WE'VE SET OUT FOR NOW. BUT IF COUNCIL DOES CHOOSE TO GO A DIFFERENT ROUTE LATER ON OR STAFF FINDS A BETTER OPTION, WE CAN CERTAINLY DO THAT. THE AIRPORT IS AN IMPORTANT ASSET TO THE MUNICIPALITY. WE KNOW IT PROVIDES INCOME GENERATION TO THE MUNICIPALITY AMONGST OTHER GREAT BENEFITS. WE HAVE THE SOLE AIRPORT BETWEEN SUDBURY AND THE SAULT, GIVING AN INCREASED VALUE WITHIN THE REGION. THE LAST RESURFACING FOR THOSE OF YOU THAT MAY OR MAY NOT REMEMBER WAS BACK IN 1994. AND OF COURSE, NORTHERN ONTARIO WEATHER AND WINTER AND USAGE HAS MADE ITS IMPACT OR PUT ITS IMPACT ON THE THE RUNWAY. OF COURSE, OTHER EVENTS LIKE THE DRAG RACES THAT ARE HELD THERE HAVE ALSO IMPACTED NEGATIVELY THE QUALITY OF THE RUNWAY SURFACE. WE'VE RECEIVED MULTIPLE COMMENTS ON THE DETERIORATION OF THE SURFACE, AND OF COURSE, THERE'S SOME POTENTIAL SAFETY RISKS THAT GET BROUGHT UP BY PILOTS AS THEY LAND BECAUSE THERE'S POTHOLES THAT DO APPEAR OVER TIME AND STAFF HAVE DONE A FANTASTIC JOB OF TRYING TO KEEP AHEAD OF IT AS BEST THEY CAN. FURTHER DETERIORATION WILL CONTINUE ON UNLESS WE'RE ABLE TO DO SOMETHING. AND OF COURSE, THAT IMPACTS NOT ONLY REVENUE GENERATION FOR THE MUNICIPALITY, BUT ON AN EC DEV SIDE, ANYTHING THAT COMES TO THE COMMUNITY AND BUSINESSES THAT DO GET SOME [00:05:02] ADVANTAGES FROM GROUPS FLYING IN AND OUT OF THE AIRPORT. SO WE DID SUCCESSFULLY APPLY FOR OR UNSUCCESSFULLY, EXCUSE ME, APPLY FOR A FEDNOR GRANT BACK IN 2021 WITH MS. MCINNIS AND AT THE TIME, THE ESTIMATED COST TO COMPLETE THE WORK WAS 1.545 MILLION. THE TOTAL AMOUNT OF THE NORDS FUNDING IS AS STATED BEFORE 1.399791, SO THAT'S GOING TO RESULT IN AN ESTIMATED EXPENSE TO THE CITY OF ONE HUNDRED AND FORTY FIVE THOUSAND TWO HUNDRED AND NINE DOLLARS. SO UNDER THE PROGRAM, THE MUNICIPALITY WOULD BE ALLOTTED THE TWO HUNDRED AND SEVENTY NINE THOUSAND NINE HUNDRED FIFTY EIGHT DOLLARS PER YEAR. SHOULD WE CHOOSE TO COMPLETE THE SERVICING IN 2023, WHICH IS IN DISCUSSIONS WITH MR. HALLOCH PROBABLY THE EARLIEST TIME THAT WE CAN GET TO IT, JUST BECAUSE THE AMOUNT OF WORK THAT IS ON THE GO, WE'D REQUIRE TO SPEND THE CAPITAL UP FRONT, AND THEN OF COURSE, WE WOULD CLAIM IT BACK IN SUBSEQUENT YEARS, ALL THE WAY TO MARCH OF 2025. SO WE'D BE ADVANCING EIGHT HUNDRED AND THIRTY NINE THOUSAND EIGHT HUNDRED AND SEVENTY FOUR DOLLARS BY THE END OF MARCH 2023. AND THROUGH MS. THE INITIAL BUDGETING WAS PUT IN PLACE ASSUMING THAT WE COULD DO THE RESURFACING AND PORTIONS, BUT THAT WAS SLIGHTLY ERRONEOUS, SO WE DON'T HAVE THE ABILITY TO DO THE RUNWAY IN SECTIONS. IT WOULD NEED TO BE ALL IN ONE. SO WITH MY BEST SALES GUY WAY OF PUTTING THIS, THE EXPENDITURE TO THE CITY OF ONE HUNDRED AND FORTY FIVE TWO HUNDRED AND NINE IS MUCH LESS THAN WHAT WE BUDGETED IF TWO HUNDRED AND FIFTY FOUR THOUSAND. SO WE ACTUALLY AT THE END OF THE DAY, WILL BE EXPENDING LESS NET OVERALL THAN IF WE JUST BUDGETED IT NORMALLY. SO JUST FOR CLARITY, WITH THAT MR. ANTUNES, WHAT YOU'RE SAYING IS IF WE GO AHEAD WITH THIS PROPOSED PLAN, THE MUNICIPALITY WILL BE SAVING AN ALLOTMENT IN EVERY YEARLY BUDGET FOR THE NEXT FEW YEARS THAT WAS PUT TOWARDS THIS EXACT JOB. WE CURRENTLY ARE LEAN GOING COMING OUT OF COVID, OF COURSE, IN THE RECREATION AND ECONOMIC DEVELOPMENT DEPARTMENT. SO WE WOULD NEED TO HIRE SOME STAFF. THESE GRANTS PROVIDE SUCCESSFUL MUNICIPALITIES, NONPROFIT COMMUNITY ORGANIZATIONS AND INDIGENOUS COMMUNITIES WITH UP TO 60 THOUSAND DOLLARS FOR A LOCAL PROJECT THAT WILL HELP OLDER RESIDENTS AND PEOPLE WITH DISABILITIES PARTICIPATE IN COMMUNITY LIFE. THIS YEAR, ONTARIO WILL PRIORITIZE PROJECTS THAT SUPPORT UNDERSERVED COMMUNITIES AND THOSE THAT ADDRESS COVID 19 RELATED CHALLENGES. SO THE RECOMMENDED PROJECT HAS BEEN ON THE ACCESSIBILITY ADVISORY COMMITTEE AND STAFF'S RADAR SINCE THE ADDITION OF THE ACCESSIBLE BEACH MATS AND THE WATER WHEELCHAIR. DUE TO THE STEEP SLOPE GOING DOWN TO THE BEACH ON SPRUCE, IT WAS THOUGHT THAT AN ACCESSIBLE PARKING AREA ADJACENT TO THE LIFEGUARD SHACK AND RIGHT NEXT TO THE ACCESS SPOTS WOULD BE THE BEST BRIDGE TO THE ACCESSIBILITY GAP AT THE BEACH. FROM BELOW IS A PROPOSED DESIGN PROVIDED BY TULLOCH ENGINEERING THAT WAS COMPLETED THE SUMMER OF 2020 AND A PHOTO OF THE ACCESS MATS THE MATERIAL USED WOULD BE NEW ASPHALT. THIS PROJECT WOULD ALSO INCLUDE LINE PAINTING, PROPER SIGNAGE, PARKING BARRICADES, LIGHTING AS WELL AS SOME BEAUTIFICATION AROUND THE PARKING LOT, SO IT'S NOT SUCH AN EYESORE AT THE BEACH. WE'LL ALSO REVISIT THIS DESIGN IF FUNDING IS RECEIVED, MAKING SURE THERE IS PLENTY OF ROOM FOR EMERGENCY VEHICLES TO STILL PARK DOWN AT THE PARKING LOT AREA AND NOT BE OBSTRUCTED BY OTHER VEHICLES. THIS PROJECT ALIGNS WITH THE CITY'S STRATEGIC PLAN, AGE FRIENDLY ACTION PLAN, ACCESSIBILITY PLAN, AS WELL AS ALIGNING WITH ELIGIBLE PROJECT ACTIVITIES AND COSTS [00:55:01] THROUGH THE FUNDING APPLICATION. GRANTS OF UP TO A MAXIMUM OF $60,000 EACH WILL SUPPORT UP TO 100 PERCENT OF THE TOTAL ELIGIBLE PROJECT COSTS. AS AN AGE FRIENDLY COMMUNITY, TAKING STEPS TO BECOME MORE ACCESSIBLE AND INCLUSIVE IT IS RECOMMENDED THAT COUNCIL APPROVE THE PROJECT SUGGESTED BY THE ACCESSIBILITY ADVISORY COMMITTEE IN ORDER TO APPLY FOR THE INCLUSIVE COMMUNITY GRANT FUNDING PROGRAM BY MARCH 3RD, 2022. OUR LAST REVIEW AT IT WITH COUNCIL WAS, I BELIEVE, A STAGGERING $14 MILLION DOLLARS. SO WHAT WE MAY HAVE LOST IS THE ACCESSIBILITY ENVELOPE THAT WAS IN A BUDGET AT SOME POINT IN TIME. THAT KIND OF SHOULD BE MAYBE TIGHTENED UP AND WE CAN STILL DO THAT [INAUDIBLE] THE OPERATING BUDGET JUST EVERY YEAR, WE SHOULD PUT A CERTAIN AMOUNT INTO THE ACCESSIBILITY RESERVE, BUT I DON'T BELIEVE THIS IS. I'M NOT SURE. MAYBE MS. SONNENBURG OR MR. HALLOCH CAN CONFIRM WHETHER THAT ASPHALT PARKING IS IN THE 2022 CAPITAL BUDGET AS IT STANDS. I COULD ALSO ANSWER ON THAT, SO BASICALLY, WE HAVE QUITE A BIT OF PROJECTS THAT WE'RE LOOKING AT WITH THE RESURFACING OF THE ROADS, THAT WAS A PROJECT THAT WE'RE GOING TO START LAST YEAR. THE WAY I LOOK AT IT IS, I BELIEVE, UNDER THAT BUDGET, WITH THE ROADS THAT WE'RE DOING WITH THE SIZE OF THE PARKING LOT AND STUFF WE CAN LOOK AT, IT WAS MAINLY ME GOING FROM ORIGINALLY USING THE RECYCLED ASPHALT BEHIND THE DOG PARK. I STILL WANT TO WAIT AND SEE HOW EVERYTHING LOOKS AT THE SKI HILL AFTER THE FACT, BUT IT'S THE FACT THAT I'D LIKE LINES GOING IN AND EVERYTHING LIKE THAT. SO IF WE LOOK AT THE SURFACE TREATMENT PART OF IT, WE'RE ADDING ON SOME OTHER ROADS AND WE COULD USE THE CRUSHED ASPHALT AS WELL AS A BASE UNDERNEATH. SO THAT SAVES US MONEY AS WELL. SO I BELIEVE I COULD PUT IT INTO THE SURFACE TREATMENT OF THE ROADS THAT WE'RE GOING TO BE DOING UNDER THAT BUDGET THAT IS ALREADY BEEN PROPOSED TO THE COUNCIL TO GO THROUGH AND BE APPROVED THIS YEAR. SO WILL SOMETHING BE DONE TO THE ROAD TO GIVE THEM A BETTER GRADE SO THAT IT WILL BE EASIER, NOT AS TREACHEROUS FOR THEM TO EVEN TO ACCESS THE BEACH IN THE MOBILITY DEVICE? THIS IS FOR PARKING. I UNDERSTAND FOR WHEN PEOPLE ARE GOING TO PULL UP AND PEOPLE ARE GOING TO GET OUT OF THEIR VEHICLES. BUT THERE IS A LOT OF PEOPLE THAT ARRIVE AT THE BEACH WITH THEIR OWN MOBILITY DEVICES THAT HAVE A HARD TIME TO EVEN ACCESS DOWN TO THE WATERFRONT. THE QUESTION I CAN ANSWER ON THAT AS WELL, AND THIS TIES INTO SOME OF THE PROJECTS [01:00:03] ALTOGETHER THAT WE'LL BE TYING IN AND WE HAVE OUR MEETINGS WITH TULLOCH MR. DOYLE AS WELL. WE'VE TALKED ABOUT THIS, BUT WE'RE ALSO GOING TO BE MILLING UP A LARGE PORTION OF HILLSIDE DRIVE NORTH PROJECT AS WELL, AND THAT PRODUCT IS EVEN BETTER WHEN IT'S MILLED UP. SO IF WE HAVE A PROJECT FOR IT RIGHT AWAY TO GO TO WHICH THAT'S ONE OF THEM, THEN I WOULD LIKE TO MILL THE ROAD STRAIGHT DOWN RIGHT FROM THE PARKING LOT ALL THE WAY DOWN. SO THAT MILLED PRODUCT ACTUALLY LAYS OUT WAY BETTER THAN HAVING IT SIT THERE AND STOCKPILED FOR A LONG TIME. SO. SO HOPEFULLY, WE CAN ADD THAT RIGHT INTO THE ACTUAL TENDER OF THE HILLSIDE NORTH TENDER. AND WHEN WE MILL UP THAT SECTION OF PRODUCT, WE'LL HAVE IT TRANSPORTED STRAIGHT OVER THERE AND ALREADY HAVE IT PREPPED UP AND PUT IT DOWN THERE. AND THEN THAT WORKS OUT. SO I'M JUST CURIOUS IF THIS IS SOMETHING THAT'S BEEN LOOKED AT OR THOUGHT OF WITH THIS PROJECT. THE PROGRAM IS INITIATED ANNUALLY THROUGH A PROCESS WHICH INCLUDES A SIGNED AGREEMENT BETWEEN BOTH THE MUNICIPALITY AND THE PROVINCE, WHICH IS SUPPORTED BY A BYLAW. PURSUANT TO THE DEDICATED FUNDING FOR THE PUBLIC TRANSPORTATION ACT A PORTION OF THE PROVINCE OR PROVINCIAL GAS TAX REVENUE EQUALING TWO CENTS PER LITER OF FUEL, IS DEDICATED TO THIS PROGRAM. AND THEN BASICALLY THEY'LL GO TO THE MUNICIPALITIES LOOKING AT RIDERSHIP NUMBERS FROM THE YEAR BEFORE, AS WELL AS POPULATION AND THAT DETERMINES WHAT EVERY [01:05:04] MUNICIPALITY RECEIVES EVERY YEAR. BASICALLY, THE CALCULATION OF THE ELIGIBLE FUNDS RECEIVED IS BASED ON THE 2020 2021 ANNUAL CANADIAN URBAN TRANSIT ASSOCIATION THAT WE FILL OUT EVERY YEAR AND SUBMIT TO THE MINISTRY OF TRANSPORTATION. RECEIPT OF THE FUNDING IS CONTINGENT ON THE MUNICIPALITY HAVING SUCCESSFULLY COMPLETED THESE REPORTS. AND THEN BASICALLY, ONCE WE LOOK AT THE MONEY THAT WE RECEIVE, THE CITY OF ELLIOT LAKE IS ELIGIBLE TO RECEIVE AN ALLOCATION OF ONE HUNDRED AND TWENTY EIGHT THOUSAND EIGHT HUNDRED AND EIGHTY ONE DOLLARS THIS YEAR. WE COULD USE THIS FOR BOTH OPERATIONAL AND CAPITAL USE WHEN IT COMES TO THE TRANSIT SYSTEM. NOW IT'S ONLY THE TRANSIT SYSTEM, NOT LIKE A FEDERAL GAS TAX WHERE YOU COULD USE IT ON A DESIGNATED AMOUNT OF PROJECTS. THIS COULD ONLY BE USED IF IT'S EITHER TOWARDS BUSSES OR ANY UPGRADES TOWARDS THE BUS SYSTEM OR ANYTHING LIKE THAT, SO IT COULD BE STACKED WITH SOME OTHER THINGS TOO AS WELL. SO WHEN WE GO THROUGH THE UPGRADING OUR BUSSES AS WELL AS SHELTERS AND STUFF, WE CAN USE SOME OF THIS MONEY AS WELL TOWARDS THAT. THE LAST COUPLE OF YEARS, WE'VE BEEN PUTTING SOME OF IT TOWARDS OPERATIONAL AS WELL AS INTO THE CAPITAL RESERVE, KNOWING THAT WE'RE GOING TO BE REPLACING BUSSES. WE HAVE AN ASSET MANAGEMENT OF EVERY FIVE TO SIX YEARS THAT WILL BE REPLACING CONVENTIONAL BUSSES, ESPECIALLY. SO ENTERING INTO THE FUNDING AGREEMENT IS NECESSARY IN ORDER FOR THE MUNICIPALITY TO GAIN ACCESS TO THE FUNDS MADE AVAILABLE THROUGH THE DEDICATED FUNDING TO THE PUBLIC TRANSPORTATION ACT.
