I'M GOING TO DECLARE ON ITEM 6.2 THE ITEM REGARDING THE REINSTATEMENT OF THE TRANSIT FARES IN DIRECT PECUNIARY INTEREST AS THE SPECIALIZED TRANSIT CONTRACT IS CURRENTLY OPERATED BY MY EMPLOYER. THANK YOU. THANK YOU. ANY OTHER DECLARATIONS THIS EVENING? NO. FOR ADOPTION OF PREVIOUS MINUTES 4.1. [4. ADOPTION OF PREVIOUS MINUTES] FEBRUARY 28, 2022 REGULAR. MAY I HAVE A MOVER TO ADOPT THE MINUTES, PLEASE. MOVED BY COUNCILLOR FINAMORE SECOND BY COUNCILLOR TURNER. ANY ADDITIONS, DELETIONS OR CONCERNS? OKAY. THEN I'LL CALL FOR THE VOTE. WE'LL DO ROLL CALL STARTING WITH COUNSELOR TURNER. IN FAVOR COUNCILLOR PATRIE. IN FAVOR. COUNCILLOR MANN, FAVOR. COUNCILLOR FINAMORE IN FAVOR. DO WE LOSE COUNCILLOR CYR? APPEARS WE LOST COUNCILLOR CYR. I'M IN FAVOR. THOSE ARE CARRIED. BY PUBLIC PRESENTATIONS. THERE ARE NONE. BUT AT THIS TIME, I WOULD REQUEST COUNCIL TO PUT FORWARD A MOTION TO SUSPEND THE NOTICE PROVISION OF PROCEDURE BY LAW, TO ADD AN ITEM, I BELIEVE COUNCILLOR PATRIE HAS CORRESPONDENCE HE'D LIKE TO SHARE WITH COUNCIL BEFORE WE GET INTO REPORTS. COUNCILLOR PATRIE. YOUR WORSHIP THAT DOCUMENT WE CAN DEAL WITH UNDER 6. WHAT IS IT? 7.4 AND AFTER I DO READ IT OUT, I WILL BE ASKING THE CLERK TO ADD IT TO THE NEXT COUNCIL'S CORRESPONDENCE SO THAT THE PUBLIC CAN HAVE THAT COPY OF THAT DOCUMENT AS WELL. SO WE'LL SUSPEND THE NOTICE PROVISION AT THAT TIME SO IT CAN BE ADDED TO THE AGENDA. I APPRECIATE THAT. FIVE PUBLIC PRESENTATIONS. THERE ARE NONE. SIX. INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS. [6. INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS] 6.1 REPORT OF THE MANAGER OF ECONOMIC DEVELOPMENT PRESENTATION OF MUNICIPAL MODERNIZATION REPORT, AND THE RECOMMENDATION THAT THE REPORT OF THE MANAGER OF ECONOMIC DEVELOPMENT DATED FEBRUARY 18 22, 2020 2022 RECEIVED. CAN I HAVE A MOVER, PLEASE? MOVED BY COUNCILLOR FINAMORE SECOND BY COUNCILLOR PATRIE. THANK YOU. MR. ANTUNES, IF YOU WOULD. THANK YOU, YOUR WORSHIP. GOOD EVENING AND GOOD EVENING, MEMBERS OF COUNCIL. THE REPORT THAT I'M PUTTING FORTH FIRST THIS EVENING IS TO JUST GIVE COUNCIL AN UPDATE AND SHARE THE OUTCOME OF THE MUNICIPAL MODERNIZATION PROGRAM STUDY THAT WAS COMPLETED. THE REPORT DID COME THROUGH AS COUNCIL MEMBER RECALLED THE PROGRAM, OR THE REPORT WAS PART OF A GRANT THAT WAS ALLOWED TO US BY THE MMH. THIS ALLOWED US TO WORK WITH OUR MUNICIPAL PARTNERS THE TOWNSHIP OF SABLE SPANISH RIVER, HURON SHORES, THE TOWNSHIP OF LYNN RIVER, AND THE TOWN OF SPANISH. WE WERE ABLE TO WORK ON THE GRANT TO FUND A STUDY TO REPORT THAT WOULD INCREASE EFFICIENCIES THROUGHOUT THE COMMUNITIES. ON FOUR MAJOR ITEMS, WHICH WAS INFORMATION TECHNOLOGY BUILDING AND BYLAW AND LANDFILLS. THE GRANT IS, AS I CAN REMIND YOU, IS PROVIDED [INAUDIBLE] FOR A VERY GRATEFUL FOR THE OPPORTUNITY TO WORK WITH PERFORMANCE CONCEPTS. OUR CONSULTANT. THE REPORT IS SIMPLY TO BE RECEIVED AT THIS TIME, MOSTLY TO COMPLETE THE REQUIREMENTS OF THE TRANSFER PAYMENT AGREEMENT WITH THE PROVINCE. SO THEREFORE NO DECISIONS REQUESTED AT THIS TIME. STAFF FROM ALL MUNICIPALITIES WORKED VERY DILIGENTLY WITH THE CONSULTING FIRM, SO KUDOS CERTAINLY TO THE STAFF FROM ALL THE COMMUNITIES THAT WERE ABLE TO PROVIDE THE INFORMATION. THE RESULTS FROM THESE EFFORTS WERE THIS COMPREHENSIVE REPORT, AND THE REPORT IS ATTACHED FOR THOSE THAT WANT TO READ THROUGH ALL OF IT, THERE'S SOME FANTASTIC INFORMATION IN IT. BUT THE RESULTS WAS SIX VALUABLE OPPORTUNITIES THAT WERE PUT FORTH FOR COLLABORATION, BUILDING, CONTRACT CONSOLIDATION, MUNICIPAL PURCHASE AND SERVICE AND BUILDING WORKFLOW TOOLS, BYLAW ANIMAL CONTROL AND BYLAW ENFORCEMENT IT ENTERPRISE RESOURCE PLANNING, WHICH IS ERP. FINDING A COMMON SOLUTION BETWEEN ALL THE MUNICIPALITIES, THE IT AND OTHER OPTION OR ANOTHER POTENTIAL WAS THE WINTER CONTROL STORM REPORTING SOLID WASTE, CURBSIDE CONTRACT [00:05:04] CONSOLIDATION AND ANOTHER SOLID WASTE ONE WAS COMMON SERVICE REVIEW AND A MASTER PLAN. THE IDEA NOW IS THAT STAFF WILL GET TOGETHER FROM THE GROUP OF MUNICIPALITIES TO REVIEW THESE OPPORTUNITIES. NOT EVERY OPPORTUNITY PERTAINS TO EVERY MUNICIPALITY. THESE WERE SOME OF THESE EFFICIENCIES ARE FOUND BETWEEN TWO MUNICIPALITIES, SOME BETWEEN ALL FIVE. BUT STAFF WILL GO THROUGH THESE WITH FULL DETAIL AT A MUCH MORE GRANULAR LEVEL AND THEN BE ABLE TO COME TO COUNCIL WITH SOME RECOMMENDATIONS AS TO WHAT MAY BE IMPLEMENTED AND WHAT MAY SERVE THE CITY OF ELLIOT LAKE AND ITS SURROUNDING PARTNERS IN THE BEST POSSIBLE WAY. SO HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL MAY HAVE. ABSOLUTELY. EXCELLENT. THANK YOU, COUNCILLOR PATRIE. THANK YOU WORSHIP THROUGH YOU. I GET IT THAT OUR STAFF AND THE OTHER MUNICIPALITIES ARE GOING TO HAVE TO SPEND SOME TIME ON THIS. DO YOU HAVE AN APPROXIMATE TIME WHEN YOU THINK THAT THIS WILL FIRST START TO GET BACK? I JUST DON'T WANT THIS TO BE A SHELVED PROJECT JUST BECAUSE IT WAS 100% FUNDED. SO I WOULD LIKE TO KNOW ROUGHLY WHEN YOU BELIEVE THAT YOU MAY BE ABLE TO GET SOMETHING BACK TOWARDS STARTING DIALOG ABOUT THIS WITH THE COUNCIL? THROUGH YOU YOUR WORSHIP YES. COUNCILLOR PATRIE WE'VE GOT A TENTATIVE SCHEDULED APPOINTMENT BETWEEN THE CEOS THROUGH THEIR FIRST GLANCE, THE 22ND OR 24TH OF APRIL. EXCUSE ME, I HAD TO LOOK AT MY CALENDAR. SO THE FIRST BLUSH MEETING IS THEN AND AGAIN, THAT'S WHEN THE CEOS AND STAFF WILL HASH OUT WHAT WILL GO WITH WHAT MUNICIPALITY AND ONES THAT AFFECT THE CITY OF ELLIOT LAKE CERTAINLY WILL GET PUT ON THE REPORT AND BROUGHT TO COUNCIL AT THAT POINT. SO HOPEFULLY BY THE FIRST MEETING IN MAY, WE'LL HAVE A QUICK FLUSH OR A MEMO TO PROVIDE TO COUNCIL AND THEN TO GET INPUT FROM COUNCIL AS WELL. ANY ADDITIONAL QUESTIONS FOR MR. ANTUNES? COUNCILLOR CYR THANK YOU. YOUR WORSHIP THIS QUESTION IS MORE TOWARDS FOR STAFF AND OR US OF COUNCIL. I THINK THIS THIS REPORT IS AN EXCELLENT TOOL. IT'S. THERE'S A LOT THERE'S A WEALTH OF INFORMATION IN IT. AND I THINK IT'LL BE VERY USEFUL FOR THE CITY TO DO A LOT OF PLANNING IN THE FUTURE. MY COMMENT, I GUESS OR QUESTION IS. OVER TIME, OVER MONTHS AND OVER YEARS, ALL THESE REPORTS THAT ARE VERY USEFUL KIND OF GET BURIED WITHIN AGENDAS. AND THEN IF WE WANT TO RETRIEVE THEM, IT CAN BECOME A BIT OF A NIGHTMARE. IS THERE ANY WAY TO HAVE ALL THESE REPORTS CLOCKED INTO THE THE WEBSITE WHERE ANYONE OF THE PUBLIC OR COUNCIL MEMBERS OF COUNCIL CAN JUST DIG INTO THE WEBSITE AND TAKE WHATEVER REPORT THEY WANT? IS THAT DOABLE THROUGH A TAB? JUST PUTTING FOOD FOR THOUGHT FOR US TO FOR THE MEMBERS OF THE PUBLIC AND FOR MEMBERS OF COUNCIL TO RETRIEVE THIS REPORT, SAY MAYBE IN EIGHT MONTHS FROM NOW. SO JUST FOOD FOR THOUGHT. MR. ANTUNES, THANK YOU YOUR WORSHIP DID YOU MEAN COUNCILLOR CYR YES, ACTUALLY, YOUR WISH IS MY COMMAND, EVEN BEFORE YOU EVEN ASKED IT. THIS ONE HAS BEEN PUT ON OUR WEBSITE ALREADY AND GOING FORWARD SOMETHING STAFF WILL CERTAINLY LOOK AT. BUT A CONDITION OF THIS REPORT WAS THAT IT BE PLACED ON THE CITY WEBSITE, WHICH WILL BE GOING OUT TO THE WORLD AS WELL AGAIN TOMORROW. WE'LL PUT A FACEBOOK POST OUT TELLING FOLKS THAT IT'S THERE. BUT AGAIN, AS MENTIONED EARLIER, THIS ONE WAS KIND OF A QUICK BLUSH JUST TO LET COUNCIL KNOW THAT IT WAS THERE BEFORE IT WENT ON THE WEBSITE TO SATISFY THE [INAUDIBLE] AND THE MINISTRIES REQUIREMENT TO HAVE IT LIVE. BUT AGAIN, NOT WANTING TO GO LIVE TO TO BROAD TO THE WORLD, TO COUNCIL, SEEING IT. SO WE WILL GO FURTHER, FURTHER INTO IT. BUT AGAIN, JUST WANTED TO SHARE WITH COUNCIL BEFORE WE FULFILLED OUR REQUIREMENTS OF POSTING. ANY OTHER QUESTIONS FOR MR. ANTUNES? SEEING NONE IS THERE A MOTION TO RECEIVE ON THE FLOOR. OKAY, I'LL START WITH COUNCILLOR CYR. IN FAVOR. COUNCILLOR FINAMORE IN FAVOR. COUNCILLOR MANN IN FAVOR. COUNCILLOR PATRIE IN FAVOR. COUNCILLOR TURNER FAVOR. I'M IN FAVOR. THAT'S CARRIED. THANK YOU AGAIN. 6.2 REPORT OF THE CHIEF ADMINISTRATIVE OFFICER REINSTATING TRANSIT FEES. THE RECOMMENDATION THAT CA REPORT REINSTATING TRANSIT FEES BE RECEIVED. AND THAT THE CITY REINSTATE ALL MUNICIPAL TRANSIT FEES EFFECTIVE APRIL 1ST, 2022, AND THAT ALL AFFORDABLE ACCESS CARDS CIRCULATING FROM 2019 TO PRESENT BE RECOGNIZED AS IN [00:10:02] PLACE FOR THE MONTH OF APRIL 2022. AND THAT EFFECTIVE MAY 1ST, 2022, NEW UPDATED AFFORDABLE ACCESS CARDS WILL BE REQUIRED TO OBTAIN ANY DISCOUNTS ON TRANSIT AND ALL OTHER APPLICABLE MUNICIPAL FEES. A MOVER, PLEASE. MOVED BY COUNCILLOR PATRIE SECOND BY COUNCILLOR FINAMORE. MR. GAGNON. YES, THANK YOU. YOUR WORSHIP. FIRST OF ALL, I APOLOGIZE THAT IT'S COMING TO YOU AFTER WE'VE ANNOUNCED THIS. OBVIOUSLY, THAT'S SOMETHING TO BE AVOIDED AND GENERALLY WE SHOULD HAVE TALKED ABOUT THIS AT THE FEBRUARY 28TH MEETING. BUT WE RECOMMEND WITH THE REOPENING ACT AND THINGS ARE LESSENING, THAT WE REINSTATE TRANSIT FEES EFFECTIVE APRIL 1ST. THE GRANTS THAT WERE SUBSIDIZING THE FREE TRANSIT THROUGH THE MAJORITY OF THE PANDEMIC HAVE RUN OUT AND THE APPROXIMATE COST OF $18,000 A MONTH IN LOST REVENUE. WE DO RECOGNIZE THERE'S A LOT OF AFFORDABLE ACCESS CARDS AND TO MINIMIZE CONFUSION, THAT'S WHY WE'RE GIVING OURSELVES ANOTHER MONTH AND RECOMMENDING TO THE PUBLIC. AND WE'LL HONOR ANY EXISTING AFFORDABLE ACCESS CARD CIRCULATING AS EARLY AS 2019, THROUGHOUT THE MONTH OF APRIL, TO MINIMIZE THE CONFUSION AND THE TRAFFIC THAT MAY RESULT FROM HAVING TO REAPPLY FOR ACCESS CARDS. OF COURSE, ONLY MARCH 14TH. COUNCIL WISHES TO CONTINUE WITH THE FREE TRANSIT AND THEY CAN DIRECT US OTHERWISE. BUT THAT'S OUR RECOMMENDATION IS THAT WE REINSTATE THOSE FEES AS APRIL 1ST WITH AN EXTRA MONTH FOR THOSE AFFORDABLE ACCESS CARDS TO EASE THE ADMINISTRATIVE PRESSURE OF GETTING THOSE CARDS WE ASSIGNED FOR MAY FIRST AND THEREIN TO MINIMIZE CONFUSION. THE FEES WILL BE IF THIS PASSES AS IS WILL BE ENFORCED AS OF APRIL 1ST. THANK YOU, MR. DANIEL. I RECEIVED A LETTER FROM THE MTO THIS MORNING WITH THE PHASE THREE FUNDING COST OF TRANSIT RIDERSHIP. IS THAT COVERING THE CURRENT LOSSES OR IS THAT IN ADDITION TO CURRENT LOSSES? THAT I CAN'T ANSWER THAT RIGHT NOW. I'M NOT SURE IF MS. SONNENBURG OR MR. HALLOCH HAVE HAD THE TIME TO ABSORB THAT LETTER OR IF THAT WAS JUST TELLING US WHAT WE ALREADY KNEW. I'D HAVE TO DEFER TO THEM. MAYBE MS. SONNENBURG MIGHT KNOW IS AN ADDITIONAL 86,000 THEREABOUTS TOWARDS TRANSIT AS PART OF THE PHASE THREE COVID FUNDING. IF THAT'S SOMETHING THAT CAN'T BE ANSWERED NOW, IT'S FINE. MS. SONNENBURG. YES TO RESPOND TO THAT, WE'LL HAVE TO LOOK INTO THAT AT THIS TIME. WE THINK THAT AFTER CONSULTING WITH MR. HALLOCH, THAT FUNDING IS NEEDED TO OFFSET COSTS THAT HAVE BEEN INCURRED THROUGHOUT JANUARY, FEBRUARY AND INTO MARCH. OKAY. OKAY. THANK YOU, COUNCILLOR FINAMORE. THANK YOU, YOUR WORSHIP. THANK YOU FOR BRINGING THIS FORWARD. MR. GAGNON, I THINK IT IS TIME THAT WE REINSTATE THE FEES. MY ONLY QUESTION IS TO MS. SONNENBURG WHILE YOU'RE, ON IS DOES THIS GIVE YOUR STAFF ENOUGH TIME TO DO THE ACCESS CARDS? AND HOW WILL PEOPLE, IF PEOPLE ARE DON'T HAVE EASTLINK OR DON'T AREN'T ON THE FACEBOOK PAGE? ARE THERE GOING TO BE CALLS MADE TO THEM TELLING THEM THAT THEY NEED TO THAT THEY CAN READ, THAT THEY CAN GET THEIR NEW ACCESS CARDS NOW? AND LIKE, HOW WILL THAT ROLL OUT TO THE GENERAL PUBLIC SO THAT THEY'RE AWARE OF THE CHANGE? THROUGH YOU, YOUR WORSHIP, TO RESPOND THE STAFF THAT'S PART OF THE REASON THAT WE'VE REQUESTED THAT AFFORDABLE ACCESS CARDS THAT ARE CURRENTLY IN EFFECT REMAIN IN EFFECT FOR THE ENTIRE MONTH OF APRIL. WE HAVE PROCESSED THROUGHOUT THE PANDEMIC AND THROUGHOUT THE FREE TRANSIT PHASE, AFFORDABLE ACCESS CARDS FOR INDIVIDUALS IN THE CITY WHO WERE LOOKING TO OBTAIN THE AFFORDABLE ACCESS TO RECREATION PROGRAMS AS WELL, NAMELY THROUGHOUT THE SUMMER SUMMER CAMPS, INCLUDING ACCESS TO THE SWIMMING POOL AS WE REOPENED AND LESSONS BECAME AVAILABLE. SO WE DO HAVE SEVERAL THAT HAVE VERY CURRENT AFFORDABLE ACCESS CARDS THROUGHOUT THE NEXT MONTH. WE'RE HOPING THAT AND WE HAVE IT COMPLETELY SET UP THROUGH THE WEBSITE THAT APPLICATIONS CAN BE DONE COMPLETELY ONLINE, WORKING IN CONJUNCTION WITH THE LIBRARY TO ALSO OFFER ASSISTANCE AT THAT END TO SUBMIT ALL DOCUMENTATION VIA COMPUTER TO AVOID HAVING TO COME IN TO CITY HALL IN PERSON AND TO DO IT AT YOUR OWN LEISURE. SO THAT'S ALSO AN OPTION. I BELIEVE THAT WE WILL DEFINITELY HIT SOCIAL MEDIA IN A BIG WAY IN THE NEXT COUPLE OF WEEKS AND I HOPE THAT EVERYONE IS AWARE THAT THIS IS COMING. SO I HOPE THAT THAT IS ENOUGH. THANK YOU. MR. [00:15:03] GAGNON. JUST A REMINDER, WE DID ADVERTISE THE FEES. WE'RE COMING BACK ON APRIL 1ST IN THE DOOR TO DOOR, HARD COPY MAILER THAT WENT OUT. AND THERE IS CONTENT IN THERE ABOUT THE AFFORDABLE ACCESS CARDS AS WELL. SO WE'RE NOT ASKING EVERYONE TO RELY ON EASTLINK OR ZOOM. THEY ACTUALLY HAVE THE DOOR TO DOOR MAILER, WHICH HAS BEEN SHOWING SOME SOME SUCCESS BECAUSE IT GOES TO EVERY HOUSEHOLD IN THE COMMUNITY. THERE'S ALSO SIGNAGE ON THE TRANSITS RIGHT NOW AND THE BUS DRIVERS ARE REMINDING INDIVIDUALS ALSO. THANK YOU. ANY OTHER QUESTIONS OR COMMENTS ON THIS ONE? SEEING NONE WE'LL THEN WE'LL CALL STARTING WITH COUNCILLOR PATRIE IN FAVOR. COUNCILLOR FINAMORE IN FAVOR. COUNCILLOR CYR IN FAVOR. COUNCILLOR TURNER IN FAVOR. I JUST WANT TO SAY THANK YOU TO ALL OUR STAFF FOR SPEARHEADING THIS OVER THE LAST FEW YEARS AND IN ADDITION TO HELPING KEEP OUR COMMUNITY SAFE. THANK YOU. AND I'M IN FAVOR. 6.3 REPORT. A REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT. COMMERCIAL VEHICLE PARKING. I GUESS WE'D BE LOOKING FOR A MOTION TO RECEIVE. MOVED BY COUNCILLOR MANN SECOND BY COUNCILLOR TURNER. MR. ANTUNES, ONCE AGAIN, PLEASE. THANK YOU YOUR WORSHIP IF COUNCIL RECALLS, THE CITY SOLD THE LOT ON OAKLAND BOULEVARD THAT WAS USED BY COMMERCIAL VEHICLES FOR PARKING AT THE SUBSEQUENT COUNCIL MEETING, DIRECTIONS GIVEN TO STAFF TO LOCATE A TEMPORARY LOCATION FOR DRIVERS TO PARK WHILE A NEW, SEMI-PERMANENT LOCATION WAS SELECTED. STAFF HAVE WITH THE EYE WITH THE FANTASTIC WORK OF OUR PUBLIC WORK TEAM, MR. CUNNINGHAM AND MR. OR MR. HALLOCH AND MR. DOYLE AND MR. BRETT HAVE ALL WORKED VERY DILIGENTLY WITH THE TEAM TO HELP FIND A NEW LOCATION, WHICH WE DID ON PEARSON DRIVE, JUST PAST THE DOG PARK ON THE SOUTH SIDE. ATTACHED IN YOUR PACKAGES WHERE IMAGES OF THE SIGNS THAT WERE BEING PUT UP AT BOTH LOCATIONS THAT WOULD GUIDE DRIVERS AS TO WHERE TO PARK AND THE POSITION IN WHICH TO PARK. THE LOCATION NOW IS BEING USED AS SNOW DUMP ON ONE SIDE AND THIS PARKING AREA ON THE OTHER. THE HOPE IS THAT IN THE WARMER WEATHER, OUR PUBLIC WORKS TEAM WILL BE ABLE TO PERHAPS PUT IN A BERM TO SEPARATE THE SNOW DUMP AREA FROM THE PARKING AREA, JUST TO GIVE IT A BIT MORE SEPARATION AT THIS TIME OF YEAR. JUST OBVIOUSLY VERY DIFFICULT TO DO SO. SO TO MOVE FORWARD, WE DO HAVE A SPOT WE WILL BE MAKING THIS PUBLIC HAVE ALREADY STARTED MAKING IT A LITTLE BIT PUBLIC WITH SOME DRIVERS THAT HAD CALLED IN AND I'VE SPOKEN TO DIRECTLY. BUT WE WILL ALSO BE SHARING IT IN SOCIAL MEDIA AFTER DISCUSSIONS WITH COUNCIL. AND WHAT WE'LL ALSO DO IS TAKE THIS AS AN AGENDA ITEM TO THE BUDGET COMMITTEE. THE DISCUSSION WILL CENTER EXCUSE ME ON THE COMMITTEE'S DESIRE WHETHER TO CHARGE A FEE FOR SAID PERMITS BECAUSE AS PER THE DIRECTION OF OUR INSURER, WE DO NEED TO HAVE A PERMITTING PROCESS IN PLACE A SO WE KNOW WHICH VEHICLES ARE PARKED THERE. BUT IN ORDER TO SIGN UP FOR THE PERMIT, THERE IS A WAIVER THAT DRIVERS WILL HAVE TO COMPLETE AN INSURANCE WAIVER FOR PARKING ON THE LOT. SO AGAIN, BASED ON THE COMMITTEE'S DIRECTION AS TO WHETHER TO APPLY A CHARGE FOR DOING SO OR NOT, TO COVER SOME OF THE COSTS ASSOCIATED WITH PLOWING AND SANDING, THE PARKING BYLAW WILL ALSO NEED TO BE AMENDED AND APPROVED WITH THIS PARKING LOCATION FOR THE COMMERCIAL VEHICLES WITHIN THE COMING DAYS. I HAVE HEARD FROM OUR GREAT PUBLIC WORKS TEAM THAT THE SIGNAGE WILL BE UP WITHIN THE NEXT FEW DAYS AND THEN THAT WILL DIRECT THEM TO THE NEW LOT ON PEARSON. SO HAPPY TO ANSWER ANY QUESTIONS THE COUNCIL MAY HAVE. COUNCILLOR MANN. THANK YOU YOUR WORSHIP THROUGH YOU, TO MR. ANTUNES. THANK YOU VERY MUCH FOR BRINGING THIS THIS FORWARD THIS EVENING. I THINK, AS YOUR REPORT INDICATES, I THINK IT IS A VERY GOOD SHORT TO MEDIUM TERM SOLUTION, BECAUSE OBVIOUSLY, YOU KNOW, WHEN YOU'RE SELLING PROPERTY, YOU NEED TO HAVE SOMETHING COME ABOUT QUICKLY. SO I APPRECIATE THAT. I GUESS MY ONLY QUESTION IS OBVIOUSLY IF WE'RE REQUIRING PERMITS. PUT MY BYLAW HAT ON FOR A MINUTE. THAT MEANS WE'RE GOING TO HAVE TO HAVE ENFORCEMENT. SO WHEN IS BY WHEN IS ENFORCEMENT GOING TO BEGIN TO ENSURE THAT WE'RE USING THESE SPOTS APPROPRIATELY AND HOW QUICK A PROCESS TILL WE GET INTO THAT PIECE? AGAIN, I'M HOPING THAT PEOPLE AREN'T GOING TO BE PARKING THERE OUTSIDE OF THE REALM OF THESE RULES. BUT AGAIN, IF WE'RE GOING TO CREATE A RULE AND A PROCESS OF PERMITS, WE NEED TO HAVE IT ENFORCED. THANK YOU, MR. [00:20:02] ANTUNES. THROUGH YOU YOUR WORSHIP COUNCILLOR MANN. YES. SO ONCE WE'VE GONE THROUGH THE PROCESS OF THE BUDGET COMMITTEE DECIDING WHETHER THERE WILL BE A CHARGE ASSOCIATED WITH USING THE LOT AND DISCUSSING WITH MRS. BRAY ABOUT IT GOING TO BYLAW AND HAVING A BYLAW PUT IN PLACE, THAT'S WHEN WE CAN BEGIN TO ENFORCE IT. RIGHT NOW, THE SIGNAGE DOES SAY BY PERMIT, ENCOURAGING DRIVERS TO CALL THE CITY, WHICH AT THIS POINT OUR RECEPTION TEAM HAS BEEN NOTIFIED THAT THEY'RE JUST TO COLLECT DATA AND INFORMATION. ONCE THE BYLAWS HAVE PASSED, WE WILL REACH OUT TO THE DRIVERS AND THEN ENFORCEMENT WILL BEGIN IN EARNEST ONCE WE HAVE A BYLAW PASSED. BUT AT THIS POINT, DRIVERS HAVE BEEN NOTIFIED. DRIVERS THAT HAVE CONTACTED THE CITY HAVE BEEN NOTIFIED THAT THEY ARE ABLE TO PARK THERE AT NO CHARGE. I BELIEVE COUNCILLOR FINAMORE THE INITIAL MEETING MENTIONED A LITTLE BIT OF SLACK FOR THE DRIVERS WHILST WE TAKE CARE OF SOME INTERNAL HOUSEKEEPING AND THAT'S FROM WHAT I UNDERSTAND, THE WAY BYLAW HAS BEEN OR MUNICIPAL ENFORCEMENT EXCUSE ME HAS BEEN DIRECTED. OKAY. THANK YOU, COUNCILLOR FINAMORE. THANK YOU YOUR WORSHIP THROUGH YOU TO MR. ANTUNES THANK YOU VERY MUCH TO STAFF, TO BY LAW AND TO YOUR DEPARTMENT FOR WORKING TOGETHER TO COME TO A SOLUTION. I THINK THAT WORKS FOR EVERYBODY. I KNOW THAT WE WERE HOPING A COMMERCIAL COMPANY WOULD COME FORWARD AND OFFER UP SOME SOLUTIONS, BUT WE DID. THEY DIDN'T. SO I HOPE THE DRIVERS ARE HAPPY WE WERE ABLE TO FIND A SOLUTION AND THAT THEY KNOW THEY WEREN'T LOST AND FORGOTTEN AND IT WASN'T THE INTENTION TO SELL THEIR GROUND UNDERNEATH THEIR WHEELS AND THAT WE DIDN'T WANT THEM TO CONTINUE TO LIVE HERE AND WORK AWAY THAT. I'M HAPPY YOU FOUND A SOLUTION. THANK YOU FOR WORKING TOGETHER WITH US. COUNCILLOR PATRIE. THANK YOU YOUR WORSHIP THROUGH YOU. NOT HAPPY ABOUT THE PERMIT ISSUE. I'M GLAD THAT WE'VE GOT SOMEWHERE TEMPORARY IF WE'RE GOING TO DO SOMETHING PERMANENT. THAT MAY NOT BE THE PLACE. I HAD BROUGHT MR. ANTUNES SOME INFORMATION FROM A PROPONENT WHO IS WILLING TO DO THIS AS A COMMERCIAL ENDEAVOR AND CHARGE VENDORS. SO SOMEBODY DID COME FORWARD. STAFF KNOWS THAT. I'M NOT INTERESTED IN DOING THIS AS A FOR FEE SERVICE. IF WE'RE GOING TO DO IT AS A FEE SERVICE, I WOULD RATHER NOT DO IT AT ALL AND HAVE A PUBLIC COMPONENT TO IT. ESPECIALLY WHEN WE DO KNOW THAT THERE IS A PROPONENT THAT HAS COME FORWARD. THERE ARE OTHER PEOPLE THAT MAY BE INTERESTED IN DOING IT AS WELL. I DON'T WANT TO GO THE PERMIT ROUTE AND THE FEE ROUTE AND MONITOR AND PARKING TICKETS AND THAT FORTH. IF WE'RE GOING TO AVAIL PARKING TO COMMERCIAL VEHICLES BECAUSE WE DON'T ALLOW THEM TO TAKE THE RIGS AND PARK THEM IN THEIR DRIVEWAYS. THEN I DON'T THINK WE SHOULD BE CHARGING FOR IT. OR WE SHOULD JUST CHANGE THE BYLAW AND ALLOW THEM TO PARK THEIR VEHICLES IN THEIR PERSONAL DRIVEWAYS. COUNCILLOR PATRIE. I WAS NOT AWARE THAT THERE WAS A PRIVATE INDIVIDUAL THAT HAD SPACE FOR THAT. ONE OF THE ISSUES I SEE DAY TO DAY, IT'S NOT JUST THE RIG, IT'S THE WHOLE TRAILER ALSO. AND REALISTICALLY HAVE NO WHERE TO PUT BOTH TRUCK AND TRAILER IN ON A MUNICIPAL STREET OR IN A DRIVEWAY. THAT BEING SAID, SINCE I WAS INFORMED THAT THIS WAS THE PLACE, I'VE HAD ONE OF MY TRUCKS PARKED OUT THERE SO THAT I CAN REFER PEOPLE TO PEARSON AND LOOK FOR THE BIG WINTER SIGN, AND THAT'S WHERE YOU'RE ALLOWED TO PARK. AND SO NOW THAT THIS IS OPEN IN PUBLIC, I CAN MOVE MY TRUCK OUT OF THERE TOMORROW. TAKING IT TO MY PROPERTY. SO I'M GLAD TO SEE THIS. AND THANK YOU, MR. ANTUNES. BUT I HAPPEN TO AGREE WITH COUNCILLOR PATRIE THAT IF WE'RE GOING TO CHARGE A FEE FOR SERVICE, IT MIGHT NOT BE WORTH DOING IT, ESPECIALLY IF THERE'S PRIVATE ENTERPRISE LOOKING AT DOING IT. AT THE SAME TIME, WE DO HAVE TO HAVE A WAY OF MONITORING FOR INSURANCE PURPOSES, MAYBE SOMETHING TO LOOK AT A LITTLE BIT MORE. BUT THIS IS A GOOD STOPGAP AND I REALLY APPRECIATE IT. AND I KNOW THE TRUCKERS I'VE TALKED TO ARE VERY, VERY THANKFUL THAT YOU WERE ABLE TO GET THIS DONE SO QUICKLY. SO THANK YOU FOR THAT. AND MR. TURNER. THANK YOU YOUR WORSHIP. I'M NOT CRAZY ABOUT THE IDEA OF CHARGING FOR PERMITS WHERE A REVENUE SOURCE HERE IS PROBABLY 6 TO 8 INDIVIDUAL TRUCKERS DOZEN MAYBE. I THINK MR. GAGNON WANTS TO FLASH IN ON THIS ONE. ALL RIGHT. [00:25:02] SO REVENUE IS MINIMAL. THE OTHER THING IS THAT ONCE WE START CHARGING FOR A PERMIT, THEN WE START LOOKING AT THE COST OF ENFORCEMENT. WE SEEM TO BE DRIVEN BY OUR INSURERS, AND I THINK THE INSURERS ARE GOING THESE DAYS. IF YOU ASK THEM IF IT WAS OKAY TO DRIVE OUT OF YOUR DRIVEWAY, THEY'D PROBABLY TELL YOU THAT COULD BE RISKY. YOU KNOW, YOU PROBABLY BETTER TO LEAVE IT THERE, THEN YOU WOULDN'T BE AT RISK. I THINK THAT'S WHERE WE ARE WITH SOME OF OUR PROJECTS WITH THE CITY. SO, NO, I'M NOT IN FAVOR OF THIS AS AS AN ENFORCED BY LAW. AND I ALSO WONDER WHY THIS IDEA IS CONSIDERED OR IS BEING CONSIDERED AS SOMETHING TO MOVE FORWARD TO BUDGET INSTEAD OF BYLAW, BYLAW HASN'T HAD THE OPPORTUNITY TO REVIEW AND GIVE SOME SOBER CONSIDERATION TO THIS. SO. OKAY. MR. ANTUNES WANT TO REPLY TO THAT. I THINK MR. GAGNON WAS BEFORE ME, SO. REFERRING TO, THE BUDGET COMMITTEE WAS THE USER FEE. DO WE WANT TO CHARGE ONE OR NOT? WE'RE NOT EXPECTING TO REAP REVENUE OUT OF THIS. IT WAS JUST THE QUESTION OF WE ARE SETTING UP A BUDGET COMMITTEE MEETING VERY SOON, HOPEFULLY NEXT MONDAY AND THE USER FEE BYLAW WILL BE ON IT. SO WE JUST SEEM CONTEXTUALLY TO DEAL WITH THIS AT THAT TIME, JUST THE USER FEE. DO WE WANT TO CHARGE ONE OR NOT? THE OTHER BYLAW ISSUE IS RELATED TO TRUCK PARKING WILL ABSOLUTELY GO TO THE BYLAW PLANNING COMMITTEE. THANK YOU. AND THE PERMIT I THINK WE'RE OVERSTATING THE IMPORTANCE OF THE PERMIT. THE INSURER JUST WANTS TO KNOW THAT THE TRUCKS THAT ARE PARKED THERE, WE KNOW WHICH TRUCKS THEY ARE. AND THERE IS A WAIVER SAYING WE UNDERSTAND WE'RE PARKING THERE AND IF SOMEBODY VANDALIZE IT, THEY'RE NOT GOING TO BE SUING US FOR IT. IT'S AN UNMANNED PARKING. SO THE COUNCIL CAN WEIGH IN ON THE FEES AT THE BUDGET COMMITTEE. AND WE JUST SIMPLY WANT TO KNOW WHO'S PARKING THERE. IT'S NOT. THEIR INSURER DOESN'T RECOMMEND A FREE FOR ALL. IF COUNCIL WANTS TO VISIT THAT, THEY CAN DIRECT US. BUT THAT'S THE THAT'S THE DIRECTION WE HAVE FROM THE INSURER. AND IT SEEMS TO MAKE SOME SENSE THAT WE SHOULD KNOW WHO'S WORKING ON OUR LAND AND WHEN. MR. ANTUNES MR. GAGNON COVERED IT AND I THINK THE BIG TAKEAWAY IS THAT THE PERMIT DOES NOT NECESSARILY NEED TO CARRY A COST OF PERMIT, SERVES AS A METHOD OF IDENTIFICATION AND AN UNDERSTANDING BETWEEN THE TWO OF A WAIVER OF RESPONSIBILITY. THAT MAKES SENSE. COUNCILLOR MANN. THANK YOU. I THINK MOST OF MY COMMENTS YOUR WORSHIP WERE COVERED BY COUNCILOR TURNER. HOWEVER, I GUESS THE ONLY OTHER COMMENT IS BASED ON CONSENSUS. I WOULDN'T PUT A LOT OF EFFORT INTO CREATING A LOT OF FEES FOR THIS PARTICULAR THING FOR THE USER FEE BYLAW. I THINK CONSENSUS TONIGHT IS PRETTY CLEAR THAT THERE ISN'T A LOT OF APPETITE FOR CHARGING ANYTHING FOR THIS, ESPECIALLY IF IT'S ONLY SHORT TO MEDIUM TERM. SO I THINK GOING TO BYLAW GREAT IF WE CAN HAVE A QUICK 5 SECOND CHAT ABOUT THIS AT THE NEXT BUDGET MEETING. BUT I THINK I THINK I'VE HEARD DIRECTION THAT I'M COMFORTABLE WITH IS THERE'S NO INTEREST AND I'M INCLUDED IN THAT. LET'S JUST GET PEOPLE PARKED APPROPRIATELY, KNOW WHO'S PARKING WHERE AND THEN ENFORCE BALANCE AREN'T WHERE THEY'RE SUPPOSED TO BE. AND THAT'S REALLY ONLY MY CONCERN THANK YOU. COUNCILLOR CYR. THANK YOU YOUR WORSHIP THROUGH YOU. I'M IN TOTAL AGREEMENT, WITH EVERYBODY. I ALSO THINK IT'S PROBABLY WORTH OUR WHILE JUST TO PUT A USE AT YOUR OWN RISK, LITTLE SIGN AT THE ENTRANCE, AND THAT WAY PEOPLE ARE GIVEN NOTICE. AND I AM NOT IN FAVOR OF ANY USER FEE AS WELL. COUNCILLOR FINAMORE. SO DO YOU NEED A RESOLUTION TO SEND THIS ON TO BY LAW, THEN, OR JUST DIRECTION TO STAFF? BECAUSE I DO AGREE THE PERMIT SHOULD BE THERE. WHETHER THERE'S A FEE OR NOT. I THINK THAT THERE'S WE ABSOLUTELY NEED TO GO AND HAVE SOME KIND OF A BYLAW [INAUDIBLE]. MR. ANTUNES. SO I THINK I THINK MISS BRAY HAS A COMMENT WHEN IT CAME TO BYLAW QUESTION, MS. BRAY. THANK YOU THROUGH YOU YOUR WORSHIP. SO IT'LL DEFINITELY COME BACK TO BYLAW AND PLANNING. WE'D HAVE TO AMEND OUR CURRENT PARKING BYLAWS, SO IT WILL BE A QUICK SCHEDULE TO ADD THAT PARKING SPOT INTO OUR BYLAWS. WE ARE LOOKING AT A MUCH MORE SUBSTANTIAL OVERHAUL OF THE ENTIRE PARKING BYLAW, BUT THIS COULD BE DONE QUICKLY AS AN AMENDMENT TO A SCHEDULE. THANK YOU. ANY ADDITIONAL QUESTIONS? COMMENTS. SO WE HAVE A MOTION TO RECEIVE ROLL CALL, STARTING WITH COUNCILLOR MANN. [00:30:08] IN FAVOR. COUNCILOR TURNER. IN FAVOR. COUNCILLOR FINAMORE, IN FAVOR COUNCILLOR CYR. IN FAVOR. COUNCILLOR PATRIE. IN FAVOR. I'M IN FAVOR. THAT'S CARRIED. 6.4 MEMO FROM THE DIRECTOR OF PLANNING SERVICES. RECONSIDERATION PROMOTION TO RECEIVE [INAUDIBLE]. MOVED BY COUNCILLOR FINAMORE SECOND BY COUNCILLOR MANN. THANK YOU. THIS WAS JUST FOR INFORMATION PURPOSES MS. BRAY [INAUDIBLE] SHOULDN'T BE ANY QUESTIONS OR CONCERNS, I DON'T BELIEVE. ROLL CALL VOTE TO RECEIVE. START WITH COUNCILLOR PATRIE, IN FAVOR. COUNCILLOR MANN IN FAVOR. COUNCILLOR FINAMORE IN FAVOR. COUNCILLOR TURNER FAVOR. COUNCILLOR CYR IN FAVOR. I SWEAR I LOOKED DOWN ON MY PAGE FOR A SECOND. LOOKED UP AND EVERYBODY DID A SHUFFLE HERE. LOVE ZOOM SQUARES. I'M IN FAVOR TOO. THANK YOU. 6.5 REPORT OF THE MANAGER OF ECONOMIC DEVELOPMENT RE AGREEMENT OF PURCHASE AND SALE FOR LANDS AT NEWFOUNDLAND WALK RECOMMENDATION THAT THE REPORT OF THE MANAGER OF ECONOMIC DEVELOPMENT BE RECEIVED AND THAT THE APPROPRIATE BYLAW BE PASSED TO EXECUTE AN AGREEMENT OF PURCHASE AND SALE FOR LANDS AT NEWFOUNDLAND. [INAUDIBLE] MOVED BY COUNCILOR TURNER SECOND BY COUNCILLOR MANN. THANK YOU, MR. ANTUNES. THANK YOU YOUR WORSHIP THROUGH YOU JUST FOLLOWING UP ON REQUESTS THAT HAD COME THROUGH COUNCIL IN CLOSED SESSION. AN AGREEMENT PURCHASE SALE HAS BEEN PUT TOGETHER FOR THE LOTS KNOWN AS PART TWO OF PIN 3167039, WHICH IS THE PARKING LOT OR THE LOT BEHIND THE NEWFOUNDLAND WALK PROPERTY. KINGSWAY INVESTMENTS IS NEARING COMPLETION OF THEIR TRANSFORMATION AND IN ORDER TO ALLOW FOR PARKING FOR THEIR TENANTS, A REQUEST HAS BEEN MADE TO PURCHASE THE OLD SECTION OF ONTARIO AVENUE THAT RUNS BEHIND THE BUILDING. THE PURCHASE OF PROPERTY WAS SUGGESTED AT $24,767.82, PLUS APPLICABLE TAXES AND LEGAL FEES AND DISBURSEMENTS INCURRED BY THE CITY IN RESPECT TO THE TRANSFER. THE DEAL WOULD HAVE A CLOSING DATE OF APRIL 22ND, 2022, IN TERMS OF COVENANTS AND EASEMENT WILL BE GRANTED ON THE PROPERTY ALONG THE BACKS OF PUBLIC WORKS. STAFF WILL HAVE ACCESS TO UNDERGROUND MUNICIPAL INFRASTRUCTURE. NOW I CAN ANSWER ANY QUESTIONS ANYONE MAY HAVE. MR. ANTUNES QUESTIONS FROM MEMBERS OF COUNCIL. NORMALLY STRAIGHTFORWARD COUNCILLOR PATRIE. THANK YOU YOUR WORSHIP, THROUGH YOU. AND I DON'T KNOW IF THERE'S ANYBODY IN THE MEETING THAT CAN ANSWER THIS, BUT IT'S BEEN A BUILDING PERMIT ISSUED FOR THAT PROPERTY THAT INCLUDES APARTMENTS AND DOES THEIR BY BYLAW, NOT MANDATE THAT THERE'S PARKING SPACES PER APARTMENT IN SECOND STORY APARTMENTS. AND IF SO, SORRY. SORRY. I SEE YOU'RE TYPING TO TRY TO GET THE ANSWER TO MY QUESTION. IF SO, HOW DID A BUILDING PERMIT GET APPROVED FOR COUPLE OF DOZEN APARTMENTS IF THERE WAS NO PARKING SPACE IS AVAILABLE THROUGH THE [INAUDIBLE]. THAT'S RIGHT. I DON'T HAVE THAT IN FRONT OF ME. I BELIEVE THAT THE REASON THAT THE REQUEST IS COME THROUGH TO PURCHASE THE PARKING LOT IS TO MEET THAT REQUIREMENT. BUT HE'S ALLOWED TO UPDATE THE BUILDING. I DON'T THINK OCCUPANCY WOULD BE PERMITTED UNTIL THEY GET THE PARKING IN PLACE. FOLLOW UP COUNCILLOR PATRIE. THANK YOU. YEAH. SORRY TO PUT YOU ON THE SPOT, BUT. SO MAYBE IF I COULD GET CLARIFICATION OF THAT BECAUSE THE BYLAW TO PURCHASE THIS ISN'T INCLUDED IN TONIGHT'S MEETING. OR IS IT? OH, IT IS. OKAY, SO I'LL JUST OFFLINE, IF YOU CAN GET THAT TO ME, I'D APPRECIATE IT. IT'S JUST SOMEBODY ASKED ME THAT QUESTION. I DIDN'T KNOW HOW TO ANSWER IT BECAUSE IF IT IS A REQUIREMENT, WE SHOULDN'T HAVE ALLOWED A BUILDING PERMIT ON THE PROPERTY UNLESS THERE IS A REASON. SO IF SHE COULD GET TO THAT. I APPRECIATE IT. THANK YOU. THAT'S GREAT. YEAH. SO JUST SO IT'S THE PERMIT TO DO THE CONSTRUCTIONS ALLOWED, IT'S THE OCCUPANCY THAT WOULDN'T BE GRANTED UNTIL THEY MET THE PARKING REQUIREMENTS. BUT I CAN DEFINITELY GET THAT TO YOU IN AN EMAIL TO ALL THE COUNCIL. JUST JUST TO FOLLOW UP ON COUNCILLOR PATRIE QUESTION, I HAVE AN UNDERSTANDING. [00:35:04] I KNOW THERE WAS APARTMENTS ABOVE THAT PLAZA ONCE BEFORE AND THERE WAS ALREADY PARKING SPACE BEHIND AND IN FRONT OF THE PLAZA, MIND YOU, IN FRONT IS ON CITY OWNED PROPERTY ALSO. I THINK ONE OF THE THINGS THAT KINGSWAY WAS LOOKING AT WAS FOR ACCESSIBILITY ALSO AND ADDITION OF ADDITIONAL APARTMENTS, BECAUSE IT USED TO BE MASSIVE FLATS UP THERE. AND AT ONE TIME THEY WERE RENTED OUT TO STUDENTS OF WHITE MOUNTAIN ACADEMY AND USED AS ART STUDIOS. I KNOW THAT BECAUSE I WAS INCLUDED IN RENT AT THAT TIME FOR A STUDIO THAT WAS UP THERE. BUT NOW THESE ARE UPDATED APARTMENTS AND THERE'S MANY MORE. BUT I THINK ONE OF THE REASONS YOU WAS LOOKING AT WAS THE ACCESSIBILITY PORTION. AND THERE DEFINITELY AN INTERESTING QUESTION. IF WE APPROVE THIS TONIGHT, IT ALLEVIATE ANY ANY CONCERNS. I'M EXCITED. IS THERE ANY OTHER QUESTIONS OR CONCERNS? IF NONE I WILL CALL VOTE. I'LL START WITH COUNCILLOR PATRIE. IN FAVOR. AND THEN COUNCILLOR FINAMORE IN FAVOR. COUNCILLOR MANN IN FAVOR. COUNCILLOR TURNER IN FAVOR. COUNCILLOR CYR FAVOR. I'M IN FAVOR. THAT'S CARRIED. THANK YOU. PRESENTATION OF COMMITTEE REPORTS SOME POINT ONE REFERRAL FROM THE MARCH 3RD, 2022 FINANCE AND ADMIN [7. PRESENTATION OF COMMITTEE REPORTS] COMMITTEE MEETING 3RD DECEMBER 2021 UNAUDITED FINANCIAL STATEMENT OF FINANCIAL POSITION, I'M GOING TO HAND THIS ONE OVER TO COUNCILLOR MANN. THANK YOUM YOUR WORSHIP AT THE REGULAR MEETING OF THE FINANCE AND ADMINISTRATION COMMITTEE HELD ON THURSDAY, MARCH 3RD, 2022. THE FOLLOWING RESOLUTION WAS PASSED THAT THE MEMO OF THE DIRECTOR OF FINANCE TREASURER REGARDING THE DECEMBER 2021 UNAUDITED STATEMENT OF FINANCIAL POSITION BE RECEIVED AND FORWARDED TO COUNCIL FOR INFORMATION AND I SO MOVE. SECOND IT PLEASE, SECOND BY COUNCILLOR FINAMORE. ADDITIONAL INFORMATION COUNCILLOR MANN. THANK YOU. THE ONLY ADDITIONAL INFORMATION BEYOND PASSING IT OVER TO THE TREASURER WOULD BE WE APPEAR TO BE ENDING THE YEAR 2021 WITH A $1,276,726 SURPLUS. IF THERE'S ANY SPECIFIC QUESTIONS ABOUT THAT AMOUNT, I WOULD ASK THAT THEY BE DEFERRED TO THE TREASURER. THANK YOU. THANK YOU. $32 DEFICIT FROM THE LRDC, MS. SONNENBURG. I HAVE VERY LITTLE TO ADD TO THAT. I WOULD SAY THAT WE'RE VERY MUCH IN LINE WITH THE SURPLUS THAT WAS REPORTED IN 2020 AS WELL. THE BUDGET PROCESS FROM 2020 DURING 2021 WAS ONE THAT WE DECIDED THE COUNCIL DECIDED TO MOVE FORWARD WITH A BUDGET THAT WAS VERY SIMILAR TO 2020, ENSURING THAT WE WOULDN'T HAVE HUGE INCREASES IN FUTURE YEARS WHERE SAVINGS COULD HAVE BEEN POTENTIALLY FOUND IN ONE YEAR BUT NOT IN THE COMING YEAR AS WE REOPEN AND HAVE ALL FACILITIES AND EVERYTHING READY TO GO. SO IF THERE'S ANY QUESTIONS ON ANYTHING SPECIFIC, I'D BE HAPPY TO ANSWER THEM. ANY QUESTIONS FOR MEMBERS OF COUNCIL? THIS WILL BE ADDED TO OUR CONVERSATION FOR BUDGET, I'M SURE, [INAUDIBLE] FOR A ROLL CALL VOTE. I'LL START WITH COUNCILLOR FINAMORE IN FAVOR. COUNCILLOR MANN IN FAVOR. COUNCILOR TURNER IN FAVOR. COUNCILLOR CYR IN FAVOR. COUNCILLOR PATRIE IN FAVOR. I'M IN FAVOR. THAT'S CARRIED 7.2 REFERRAL FROM MARCH 3RD, 2022 FINANCE COMMITTEE MEETING 3 2022 INSURANCE RENEWAL COUNCIL BENEFIT. THANK YOU. WORSHIP AGAIN AT THE SAME FINANCE AND ADMINISTRATION COMMITTEE MEETING HELD ON THURSDAY, MARCH 3RD, 2022. THE FOLLOWING RESOLUTION WAS PASSED THAT THE MEMO OF THE DIRECTOR OF FINANCE TREASURER REGARDING THE 2022 INSURANCE RENEWAL BE RECEIVED AND FORWARDED TO COUNCIL FOR INFORMATION AND I SO MOVE, SECONDER? SECOND BY COUNCILLOR TURNER. THANK YOU. ADDITIONAL INFORMATION [INAUDIBLE]. WE WEREN'T QUITE AS LUCKY WITH OUR INSURANCE RENEWAL AS WE WERE WITH OUR YEAR END STATEMENT OF FINANCIAL POSITION. AS THE REPORT INDICATES, UP JUST OVER $112,000, 13.52% INCREASE. WE ARE INCREMENTALLY CREEPING UP TOWARDS $1 MILLION FOR OUR INSURANCE POLICY FOR THE MUNICIPALITY, PARTLY RELATED TO OUR RATE HISTORY, PART RELATED TO THE CLIMATE. [00:40:07] 13.2%, HONESTLY, IS NOT A BAD NUMBER CONSIDERING SOME OF THE PERCENTAGE INCREASES I'VE SEEN AT OTHER AGENCIES. BUT $112,000 IS STILL $112,000. COUNCILLOR CYR. THANK YOU YOUR WORSHIP. I FIND IT EXTREMELY CONCERNING THAT EVERY YEAR THERE ARE CHURCHES. I KNOW THERE'S NOTHING WE CAN DO, BUT I THINK PERHAPS MUNICIPALITIES CAN START LOBBYING THEIR DIFFERENT LEVELS OF GOVERNMENT TO START PRESSURING THE INSURANCE INDUSTRY TO BEHAVE A LITTLE MORE RESPONSIBLY AND NOT BE SO FINANCIALLY HARSH ON EVERY MUNICIPALITY IN THE COUNTRY PROBABLY. COUNCILLOR PATRIE. THANK YOU YOUR WORSHIP, THROUGH YOU. AT ALMOST A MILLION DOLLARS A YEAR. I THINK IT'S TIME AND I KNOW OUR STAFF IS VERY BUSY AND WE'RE FINALLY STARTING TO GET TO A FULL COMPLEMENT OF STAFFING. BUT I THINK THAT WE SHOULD BE STARTING TO INVESTIGATE BECOMING SELF INSURED AT A MILLION DOLLARS A YEAR. IT GETS TO THE POINT WHERE HOW MUCH MONEY DO YOU HAVE TO HAVE IN THE BANK TO PROTECT YOURSELF TO BE SELF INSURED? IT'S GETTING WAY TOO HIGH. I JUST I WANT TO TRY AND FIND A BETTER SOLUTION TO THIS BECAUSE THAT'S ALMOST 10% OF OUR TAX LEVY. SO I WOULD JUST ASK THEM FOR DIRECTION AT SOME POINT THAT WE HAVE STAFF INVESTIGATE BECOMING SELF INSURED. ANY OTHER QUESTIONS? COMMENTS. LOOKING FOR A ROLL CALL VOTE, STARTING WITH COUNCILLOR PATRIE. IN FAVOR TO RECEIVE. COUNCILLOR CYR. IN FAVOR. COUNCILLOR TURNER. FAVOR. COUNCILLOR MANN. IN FAVOR. COUNCILLOR FINAMORE. IN FAVOR. I'M IN FAVOR THAT'S CARRIED. THANK YOU. 7.3 REFERRAL FROM THE MARCH 3RD, 2022 FINANCE AND AMENDMENT COMMITTEE MEETING PUBLIC ENGAGEMENT AT COUNCIL'S MEETINGS. COUNCILLOR MANN ONCE AGAIN, PLEASE. THANK YOU AGAIN, YOUR WORSHIP. THE FINAL ITEM FROM THE MARCH 3RD FINANCE ADMINISTRATION COMMITTEE RESOLUTION THAT THE REPORT OF THE DIRECTOR OF CLERKS AND PLANNING SERVICES CONCERNING AN AMENDMENT TO THE PROCEDURAL BYLAWS, SECTION 12.1, PUBLIC PRESENTATIONS AND DELEGATIONS DURING AN ELECTRONIC MEETING, AND SECTION 47 PUBLIC QUESTION PERIOD BE RECEIVED. AND THAT BYLAW 16-6 BE AMENDED BY CHANGING PUBLIC QUESTION PERIOD TO PUBLIC INPUT SESSION AND THAT BYLAW 16-6 BE AMENDED TO FURTHER ALLOW PUBLIC PRESENTATIONS AND DELEGATIONS DURING ELECTRONIC MEETINGS AND THAT THE APPROPRIATE BYLAW BE PASSED TO ENACT THIS DIRECTION. AND I SO MOVE. THANK YOU. SECONDER PLEASE, SECOND MBY COUNCILLOR PATRIE. ADDITIONAL INFORMATION COUNCILLOR MANN. WITH THIS ONE YOUR WORSHIP. OBVIOUSLY THE FINANCE AND ADMIN TYPICALLY DEALS WITH FINANCE, SO THIS IS OBVIOUSLY ON THE SIDE OF THINGS. I WILL DEFER TO THE CLERK TO TO WALK THROUGH THIS. IT IS RELATIVELY SELF-EXPLANATORY, JUST CLEANING UP PROCESS WITH ELECTRONIC MEETINGS, BUT FURTHER INFORMATION. I WOULD ASK MS. BRAY TO WALK US THROUGH IT. OK. THANK YOU. THROUGH YOU YOUR WORSHIP. SO THE REPORT BEFORE OUR COUNCIL THIS EVENING IS AN ATTEMPT TO IMPROVE PUBLIC ENGAGEMENT IN COUNCIL'S DECISION MAKING PROCESS AT BOTH THE COUNCIL AND THE COMMITTEE LEVEL. SO FOR THE BENEFIT OF THOSE WATCHING AT HOME, THERE ARE CURRENTLY THREE METHODS AVAILABLE FOR RESIDENTS TO SPEAK BEFORE COUNCIL. THE FIRST BEING A PUBLIC PRESENTATION. THIS IS AN APPEARANCE BEFORE COUNCIL OR COMMITTEE TO ADDRESS A NEW ISSUE, AND ANY PERSON WISHING TO MAKE A PUBLIC PRESENTATION SHALL SUBMIT A REQUEST TO THE CLERK BY 4 P.M. THREE BUSINESS DAYS PRIOR TO A MEETING AT WHICH THE PERSON DESIRES TO BE HEARD. SO FOR A MONDAY COUNCIL MEETING, THAT WOULD BE WEDNESDAY AT 4 P.M.. SECOND TO THE DELEGATION. THIS IS AN APPEARANCE BEFORE CITY COUNCIL OR COMMITTEE FOR THE PURPOSE OF DIRECTLY ADDRESSING AN ITEM THAT'S ALREADY ON THE AGENDA AND UNDER CONSIDERATION. AND THE DEADLINE FOR THAT FOR A MONDAY COUNCIL MEETING WOULD BE THE FRIDAY AT 4 P.M.. SO ONE BUSINESS DAY PRIOR TO THE MEETING. AND FINALLY, THERE IS A PUBLIC QUESTION PERIOD, WHICH IS CURRENTLY A 15 MINUTE BLOCK OF TIME SET ASIDE DURING COUNCIL FOR INDIVIDUALS TO ASK COUNCIL ONE QUESTION PERTAINING TO SUBJECTS THAT APPEAR ON THE AGENDA FOR THAT SPECIFIC COUNCIL MEETING. [00:45:04] SO IT'S IMPORTANT TO NOTE THAT AS A RESULT OF COVID 19 BYLAW 20-18 AMENDED COUNCIL'S PROCEDURAL BYLAW TO ALLOW FOR ELECTRONIC PARTICIPATION, AND IT ALSO AMENDED HOW PUBLIC PRESENTATIONS, DELEGATIONS AND PUBLIC QUESTION PERIOD IS HANDLED SO THAT THAT AMENDMENT ELIMINATED ANY PUBLIC ATTENDANCE DURING ELECTRONIC MEETINGS. AND ALL SUBMISSIONS ARE TO BE PROVIDED IN WRITING AND READ OUT BY THE CHAIR. SO AS COUNCIL IS AWARE OF PUBLIC QUESTION PERIOD DOES FALL QUITE LATE IN THE MEETING AFTER COUNCIL HAS DEBATED AND MADE A DECISION ON THE MATTER. AND THIS IS DUE TO THE FACT THAT COUNCIL CANNOT DISCUSS AN ITEM UNTIL IT HAS BEEN MOVED AND SECONDED. SO IN ORDER TO ADDRESS THIS ISSUE, IT'S BEEN RECOMMENDED THAT PUBLIC QUESTION PERIOD BE AMENDED TO PUBLIC INPUT SESSION AND THAT IT BE MOVED TO ITEM FIVE ON THE AGENDA IMMEDIATELY FOLLOWING THE ADOPTION OF THE PREVIOUS MINUTES. AND AT THIS TIME, MEMBERS OF THE PUBLIC COULD PROVIDE THEIR INPUT, OPINION AND FEEDBACK ON ITEMS THAT ARE ON THE AGENDA FOR COUNCIL DEBATE PRIOR TO COUNCIL MAKING THEIR DECISION. CURRENTLY, THE PROCEDURAL BYLAW DOES NOT ALLOW FOR DELEGATIONS AND PUBLIC PRESENTATIONS DURING ELECTRONIC MEETINGS EXCEPT IN WRITTEN FORMAT. SO IT'S FURTHER BEING RECOMMENDED THAT THEY BOTH BE ALLOWED DURING ELECTRONIC MEETINGS, AND DOING SO WILL ALLOW THE PUBLIC TO PARTICIPATE IN COUNCIL PROCEEDINGS AS THEY DID PRE-PANDEMIC. AND I KNOW THERE'S DISCUSSION MOVING TOWARDS RETURNING BACK TO THE COUNCIL CHAMBERS, BUT IT WOULD STILL BE PRUDENT FOR COUNCIL TO AMEND THE PROCEDURAL BYLAW TO ALLOW FOR ELECTRONIC PARTICIPATION BY THE PUBLIC IN THE EVENT THAT WE EVER HAVE TO RETURN TO ELECTRONIC MEETINGS IN THE FUTURE. SO STAFF IS RECOMMENDING THAT COUNCILS PROCEDURAL BYLAW BE AMENDED TO IMPROVE PUBLIC ENGAGEMENT AND PARTICIPATION IN COUNCIL'S DECISION MAKING PROCESS. AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS. THANK YOU, MISS BRAY. DEFINITELY. EXCELLENT WAY TO OPEN UP COUNCIL TO THE PUBLIC EVEN MORE. VERY MUCH APPRECIATE IT. COUNCILLOR FINAMORE UP FIRST HERE. THANK YOU THROUGH YOU. TO MS. BRAY WITH THE ELECTRONIC PARTICIPATION FOR THE PUBLIC EVEN IF WE ARE IN COUNCIL CHAMBERS, COULD THEY NOT, IF THEY WERE AT HOME, USE THIS OPPORTUNITY FOR THOSE THAT CANNOT GET OUT OR THOSE THAT ARE UNABLE TO GET OUT, TO BE ABLE TO PARTICIPATE, EVEN IF WE ARE ARE IN THE COUNCIL CHAMBERS? YES. SO IF YOU CANNOT ATTEND ELECTRONICALLY, YOU CAN STILL SUBMIT YOUR YOUR INPUT VIA WRITTEN SUBMISSIONS WHICH COULD BE EMAILED OR DROPPED OFF TO FRONT DESK OR IN OUR DROPBOX AT THE FRONT DOOR. COUNCILLOR TURNER. YES. I JUST WANTED TO ASK THE QUESTION, MISS BRAY, WHEN WE DO HOPEFULLY RETURN TO ACTUAL COUNCIL CHAMBERS. ARE WE INDICATING THAT MEMBERS OF THE PUBLIC CAN STILL PARTICIPATE? BUT ELECTRONICALLY. AND IF THAT'S THE CASE, THEY'RE SOPHISTICATED ENOUGH IN THEIR TECHNOLOGY TO ACTUALLY HANDLE THAT. SO NO TO COUNCILOR TURNER. SO WHAT WE'RE RECOMMENDING. SO IF WE RETURN TO CHAMBERS IT'D BE SPEAKERS WOULD HAVE WE PUT ASIDE 15 MINUTES OF EACH MEETING. THE WAY WE DO QUESTION PERIOD. BUT IT WOULD BE EARLIER IN THE EVENING, EACH MEMBER OF THE PUBLIC WOULD HAVE 2 MINUTES TO, TO SPEAK THEIR MIND TO COUNCIL BEFORE COUNCIL DELIBERATES. SO IF YOU CAN'T ATTEND ELECTRONICALLY, YOU COULD PROVIDE, OR IF YOU CAN'T ATTEND IN PERSON, YOU CAN PROVIDE THOSE COMMENTS TO US WRITTEN. RIGHT. SO IT'S CERTAINLY IT'S NOT ELECTRONIC IN THAT TYPE OF SITUATION WHERE IT'S IN COUNCIL CHAMBERS OR THAT THE MEETINGS HAVE. CORRECT. SO IF WE'RE IN CHAMBERS, COUNCIL MEMBERS OF THE PUBLIC WILL JUST GO TO THE PODIUM AS THEY DID BEFORE. GREAT. GOOD. IT'LL BE GOOD TO SEE. OK ANY OTHER QUESTIONS? JUST A QUICK ONE, MISS BRAY. THIS MAY BE SOMETHING THAT STILL SOMEWHAT DISCRETION OF THE CHAIR. SO FOR EXAMPLE, I KNOW IF WE HAVE FIVE OR SIX PEOPLE STANDING IN LINE WANTING TO ASK A QUESTION RESTRICTED TO ONE QUESTION, 2 MINUTES, BUT WE'VE HAD OCCASIONS WITH PUBLIC QUESTION PERIOD WHERE THERE'S ONLY ONE LONE INDIVIDUAL STANDING IN LINE AND ASKED THREE QUESTIONS. AND I'VE ALWAYS PERSONALLY, WHEN I SEE THAT, I JUST ALLOW THEM TO ASK THEIR THREE QUESTIONS BECAUSE WE HAVE A 15 MINUTE SPACE ANYWAY. SO WE'D STILL BE LOOKING AT THE DISCRETION OF THE CHAIR FOR STANDING COMMITTEES AND COUNCIL FOR FOR THIS IN ORDER TO AGAIN ALLOW AS MUCH PUBLIC INPUT AS AS WE CAN DURING A MEETING. YES, THAT'S CORRECT. SO OUR PROCEDURAL BYLAW RIGHT NOW DOES ALLOW AT THE DISCRETION OF THE CHAIR TO EXTEND THAT TIME LIMIT. AND IF THERE'S LARGER, MORE COMPLEX TOPICS ON THE AGENDA, I'M SURE [00:50:04] COUNCIL WOULD HAVE NO ISSUE EXTENDING THAT TIME FOR RESIDENTS TO SPEAK. OKAY. THANK YOU. IF THERE'S NO FURTHER QUESTIONS ON THIS ITEM, A ROLL CALL VOTE, I'LL START WITH COUNCILLOR FINAMORE. IN FAVOR. COUNCILLOR MANN IN FAVOR. COUNCILOR TURNER IN FAVOR. COUNCILLOR PATRIE IN FAVOR. COUNCILLOR CYR FAVOR. I'M IN FAVOR SO THAT'S CARRIED. [INAUDIBLE] 7.4 REFERRAL FROM THE ECONOMIC DEVELOPMENT STANDING COMMITTEE [INAUDBILE] STONE RIDGE GOLF COURSE APPRAISAL AND DECLARATION AS SURPLUS. COUNCILOR TURNER. THANK YOU, YOUR WORSHIP. THE. EXCUSE ME WHILE IT COMES UP. THE RECENT MEETING OF THE ECONOMIC DEVELOPMENT STANDING COMMITTEE. MEMBERS OF THE COMMITTEE RECEIVED THE REPORT REGARDING PAINTING APPRAISALS ON PROPERTIES OWNED BY THE CITY. YOU HAVE TO FORGIVE ME. I'M WAITING FOR IT TO COME UP ON THE SCREEN HERE. [INAUDIBLE] WELL AT THE MEETING OF MARCH 1ST, FOLLOWING RESOLUTION WAS PASSED. THAT THE REPORT THE MANAGER OF ECONOMIC DEVELOPMENT BE RECEIVED AND THAT COUNCIL DECLARE THE LAND SET STONE RIDGE GOLF CLUB SURPLUS. AND THE COUNCIL DIRECTS STAFF TO SOURCE AN APPRAISAL OF STONE RIDGE GOLF CLUB AND THE COUNCIL DIRECT STAFF TO REJECT THOSE STANDING OFFICERS, SORRY OFFERS, FOR STONE RIDGE GOLF CLUB UNTIL AN APPRAISAL IS OBTAINED. AND I STILL MOVE. IS THERE A SECONDER FOR DISCUSSION? COUNCILLOR PATRIE SECOND FOR DISCUSSION. IT'S ACTUALLY FOR DISCUSSION ONLY. SO, YES, THE COMMITTEE RECEIVED THE REPORT OF THE ECONOMIC DEVELOPMENT MANAGER AND I THINK ANYONE WHO SAW THE MEETING NOTED THAT THERE IS NO APPETITE FROM THE COMMITTEE TO SELL THE GOLF COURSE. THE CONCERN HERE WAS, WAS IT A BENEFIT TO THE CITY TO OBTAIN AN APPRAISAL ON IT TO DETERMINE THE VALUE? THE QUESTION OF WHETHER OR NOT IT BE DECLARED SURPLUS WAS LEFT TO COUNCIL. THE COMMITTEE WAS SPLIT TO SOME DEGREE ON THAT, AND THAT'S WHY WE'RE BRINGING IT FOR THE COUNCIL TODAY. YOU'LL SEE THAT THE ECONOMIC DEVELOPMENT MANAGER'S REPORT IS ATTACHED HERE. I'M SURE EVERYBODY'S HAD A CHANCE TO READ IT. THE BENEFIT WAS EXPLAINED BY THE MANAGER THAT OBTAINING APPRAISAL AND DECLARING A SURPLUS WOULD LET THE OPEN MARKET KNOW THAT THE MUNICIPALITY IS OPEN TO OFFERS OF SELLING. NOW, WHETHER OR NOT ANY COUNCIL WOULD CONSIDER PASSING SUCH A MOTION TO SELL ITS UNKNOWN TO ME. HOWEVER, ITS COME TO COUNCIL FOR DELIBERATION AND I'LL ASK AND ANSWER ANY QUESTIONS I CAN ON THAT. I'M SURE MR. ANTUNES WILL HELP. I'M GOING TO START OFF HERE BY MAKING A COMMENT AND I'LL HAND IT OVER TO COUNCILLOR PATRIE. I'M JUST TRYING TO FIGURE OUT PROCEDURALLY. [00:55:05] DUE TO A LOT OF MESSAGES I'VE RECEIVED IN THE LAST FEW DAYS AND DUE TO POTENTIAL LIABILITY, I MUST GO ON THE RECORD TO CLARIFY THE CITY'S POSITION IN REGARDS TO COMMENTS MADE AT A PUBLIC MEETING HELD AT THE SKI HILL ON TUESDAY, MARCH 8TH. ALTHOUGH MYSELF AND STAFF ATTENDED TO ANSWER QUESTIONS WHICH PERTAINED TO 7.4, THIS MEETING WAS NOT HOSTED BY THE MUNICIPALITY. FIRST COMMENTS MADE BY ATTENDEES OF A POTENTIAL SLANDEROUS NATURE REGARDING PROPERTY OWNER, INVESTOR AND DEVELOPER IN NO WAY SUPPORTED BY OR THE OPINION OF THE CITY COUNCIL OR CORPORATION OF THE CITY OF ELLIOT LAKE. AND THEN SECONDLY, COMMENTS MADE BY THE HOST IN REGARDS TO SOME RECREATIONAL ASSETS BEING FOR WORKING CLASS. INCLUDING COMMENTS ABOUT QUOTE UNQUOTE, PEOPLE ON WELFARE ARE NOT A REPRESENTATION OF OPINIONS HELD BY THE CITY COUNCIL ADMINISTRATION OR THE CORPORATION OF THE CITY OF ELLIOT LAKE. ALL OUR RECREATIONAL ASSETS, FACILITIES AND PROPERTIES OWNED BY THE MUNICIPALITY ARE FOR USE OF ALL RESIDENTS WITHOUT ANY BIAS. ONE THING THAT DID COME OUT OF THAT MEETING FOR SURE WAS THE NEED FOR PUBLIC CONSULTATION. AND AFTER LOOKING INTO IT, COUNCIL DID PASS A POLICY FOR TOWN HALL MEETINGS IN ORDER TO HAVE PUBLIC CONSULTATION AND INPUT ON ITEMS LIKE THIS, WHICH SHALL BE DONE FROM HERE ON OUT. SO WE DON'T NEED TO PASS ANOTHER BYLAW ON THAT THAT ASPECT WE HAVE THAT. AND I WOULD AS DURING THIS DELIBERATION. IF WE'RE MOVING FORWARD ON THIS PIECE FOR APPRAISALS THAT A MEMBER OF COUNCIL PUT FORWARD A MOTION TO AMEND TO REMOVE THE LINE PERTAINING TO SURPLUS. THAT WOULD BE MY QUESTION. COUNCILLOR PATRIE, I'M GOING TO ASK YOU, WOULD YOU BE COMFORTABLE READING THE LETTER YOU RECEIVED INTO THE RECORD, OR WOULD YOU LIKE TO SPARE THE NOTICE PROVISIONS OF THE PROCEDURE BY LAW TO HAVE IT ATTACHED TO THE MINUTES? I'D LIKE TO DO BOTH. YOUR WORSHIP, IF YOU DON'T MIND. I WOULD LIKE TO READ IT IN AND I WOULD LIKE IT EITHER ATTACHED AS MINUTES IF WE COULD DO THAT OR PUT IT ON TO THE NEXT AGENDA AS CORRESPONDENTS. PROBABLY BETTER TO HAVE IT AT THIS ONE. IF COUNCIL IS WILLING TO SUSPEND THE PROCEDURAL BYLINE AND ATTACH IT SO THAT THE PUBLIC CAN SEE WHAT THE LETTER IS. COUNCILLOR PATRIE WOULD MOVE THAT MOTION AS OUR SECONDER, SECONDED BY COUNCILLOR MANN. THANK YOU. ANY QUESTION OR DEBATE? I'LL CALL FOR THE VOTE ON THE MOTION TO SUSPEND THE PROCEDURAL BYLAWS SO WE CAN HAVE THIS ON RECORD. COUNCILLOR FINAMORE IN FAVOR. COUNCILLOR MANN IN FAVOR. COUNCILOR TURNER FAVOR. COUNCILLOR PATRIE IN FAVOR. COUNCILLOR CYR FAVOR. I'M IN FAVOR COUNCILLOR PATRIE. FEEL FREE TO READ IT. AND I BELIEVE MS. BRAY HAS IT SO SHE CAN ATTACH IT TO THE MINUTES FOLLOWING THE MEETING. THANK YOU YOUR WORSHIP. FRIDAY AFTERNOON I MET WITH I DID A ZOOM MEETING WITH THE PEOPLE THAT HAVE ALL ENDORSED THIS LETTER AND ASKED THEIR OPINION ABOUT WHETHER OR NOT WE SHOULD KEEP THIS AS A MUNICIPAL FACILITY. THEY OFFERED THIS LETTER, WHICH I FINALLY GOT TODAY, AND IT IS ATTENTION THE CITY OF ELLIOT LAKE ATTENTION ALL MEMBERS OF COUNCIL THAT THE [INAUDIBLE] MUNICIPALLY RUN GOLF FACILITIES ARE AN ESSENTIAL RECREATIONAL SERVICE WITHIN ANY COMMUNITY LUCKY ENOUGH TO HAVE THIS ASSET WITHIN THEIR RECREATION PORTFOLIO. GOLF FACILITIES ARE A HAVEN FOR RESIDENTS LOOKING FOR A FUN, SAFE AND INCLUSIVE ENVIRONMENT THAT PROVIDES SIGNIFICANT BENEFITS TO ONE'S MENTAL AND PHYSICAL HEALTH. IN ADDITION, THE MUNICIPAL GOLF COURSE IS A CRITICAL CONDUIT FOR AFFORDABLE ACCESS TO GOLF, WHICH NOT ONLY INTRODUCES NEW GOLFERS TO THE SPORT, BUT ALSO CREATES LIFELONG VALUE FOR MUNICIPALITIES LOOKING TO CREATE A RECREATIONAL HUB FOR RESIDENTS AND VISITORS. STONE RIDGE REPRESENTS THE EXACT TYPE OF RECREATION THAT NEEDS TO BE PROVIDED TO KEEP THEIR RESIDENTS ACTIVE. THE PEOPLE OF ELLIOT LAKE IN PARTICULAR HAVE SPOKEN BY WAY OF GENERATING A PETITION WITH OVER 1,342 SIGNATURES OF INDIVIDUALS THAT DO NOT WANT TO SEE THE CITY DIVEST ITSELF OF THIS ASSET. REVENUE GENERATED THROUGH GREEN FEES REPRESENTS A SIGNIFICANT RETURN ON CITY'S INVESTMENT COMPARED TO OTHER CITY CONTROLLED ASSETS SUCH AS SOCCER FIELDS, SWIMMING POOLS AND HOCKEY ARENAS WHERE THE SAME LEVEL OF REVENUE GENERATION CANNOT BE ASSURED. DATA FROM THE NATIONAL GOLF COURSE OWNERS ASSOCIATION INDICATES THERE WAS 24.1% INCREASE IN ROUNDS PLAYED IN 2021 COMPARED TO THE LAST FIVE YEARS. THE PRICE FOR REENTRY INTO THE GOLF BUSINESS, COMPARED TO THE AMOUNT OF SUNK COSTS THAT HAVE ALREADY BEEN CONTRIBUTED TO CONSTRUCTION OF STONE RIDGE, WOULD BE ASTRONOMICALLY HIGHER THE NEXT TIME AROUND WHEN THE NEXT GOVERNMENT INTENDS TO BUILD A GOLF COURSE. ELIMINATING ACCESS AND ALLOWING A THIRD PARTY TO DICTATE THE PRICE OF GREEN FEES FOR THE [01:00:04] RESIDENTS OF ELLIOT LAKE WOULD HAVE SIGNIFICANT LONG TERM EFFECT ON THE ABILITY OF THE MAYOR AND CITY COUNCIL MEMBERS TO CONTROL THE AFFORDABILITY OF THE GOLF COURSE AND ULTIMATELY ELIMINATING ACCESS FOR RESIDENTS. BELOW ARE SOME QUOTES FROM THE INDUSTRY LEADERS AND WHY IT IS CRITICAL FOR THE CITY OF ELLIOT LAKE TO MAINTAIN CONTROL OVER THIS AMENITY. SO WRITTEN BY JOHN GORDON GOLF WRITER, CONSULTANT, FORMER DIRECTOR AND COMMUNICATIONS AND MEMBER SERVICES OF GOLF CANADA AND EXECUTIVE DIRECTOR OF GOLF, ONTARIO. AFTER MORE THAN THREE DECADES OF OBSERVING THE CANADIAN GOLF INDUSTRY FROM JUST ABOUT EVERY PERSPECTIVE, IT'S INCONCEIVABLE TO ME THAT ELLIOT LAKE WOULD CONTEMPLATE DIVESTING ITSELF OF STONE RIDGE, ESPECIALLY AS THE CITY HAS SPENT A SIGNIFICANT AMOUNT ON ADVERTISING OVER THE PAST SEVERAL YEARS, POSITIONING ITSELF AS A RETIREMENT HAVEN. THE NUMBER ONE RECREATIONAL ACTIVITY AMONG RETIREES IS GOLF. AFFORDABLE GOLF. RETAINING CONTROL OF THE COURSE ENSURES THAT THE CITY CAN REGULATE RATES AND ACCESSIBILITY. THIS IS A MONUMENTAL DECISION THAT, IN MY OPINION, IS THE OUTSIDE, AS AN OUTSIDE OBSERVER, SEEMS TO BE TAKEN FAR TOO LIGHTLY. AS THE SAYING GOES, ACT IN HASTE, REPENT AT LEISURE. I URGE COUNCIL AND STAFF TO DO THE RESEARCH AND CONSULT WITH OTHER MUNICIPALITIES AND LOOK FOR LONG TERM NEGATIVE IMPACT THE SALE OF STONE RIDGE WOULD HAVE ON THE CITY OF ELLIOT LAKE. BY MALCOLM BROMLEY, RETIRED VANCOUVER PARK'S GENERAL MANAGER. MAINTAINING OWNERSHIP OF A MUNICIPAL GOLF COURSE ENSURES THAT LOCAL ELECTED OFFICIALS CAN CONTINUE TO REPRESENT THE BEST INTERESTS OF RESIDENTS AND TAXPAYERS. PRIORITIES SUCH AS EQUITY, AFFORDABILITY, AND ENVIRONMENTAL STEWARDSHIP ARE BEST ACHIEVED WHEN PUBLIC OFFICIALS HAVE DIRECT CONTROL. ANY FUTURE CHANGE IN USE CAN INCORPORATE GOLF ASSETS INTO OTHER PUBLIC GREENSPACE FACILITIES RATHER THAN PRIVATIZED DEVELOPMENTS. WRITTEN BY RICK YOUNG, THE PRESIDENT OF GOLF JOURNALISTS ASSOCIATION OF CANADA, AS AN ADVOCATE FOR AFFORDABLE, ACCESSIBLE GOLF IN CANADA, IT'S CONCERNING HOW OFTEN ELECTED OFFICIALS IN MUNICIPAL GOLF ARE PITTED AGAINST EACH OTHER INSTEAD OF WORKING TOGETHER. WITH RESPECT TO THEIR CURRENT AND ANY POTENTIAL FUTURE SITUATION SITUATIONS AT STONE RIDGE, I BELIEVE THAT A THOROUGH BRIEFING OF ON THE ROLE MUNICIPAL GOLF PLAYS IN THE COMMUNITY AND WITH CONSTITUENTS SHOULD BE A PRIORITY OF MEMBERS OF ELLIOT LAKE CITY COUNCIL. THE NEED FOR AFFORDABLE AND ACCESSIBLE RECREATION IS CRITICAL AS MUNICIPALITIES FIND THEIR FOOTING IN A POST-PANDEMIC WORLD. COUPLED WITH THE RISE OF POPULARITY OF THE SPORT. IT IS IMPERATIVE THAT MUNICIPALITIES LOOK TO GROW THEIR GOLF OFFERING, NOT REDUCE. WITH THE UNDERSIGNED URGE, WE, THE UNDERSIGNED URGE THAT MAYOR AND CITY COUNCILORS TAKE THE ACTION THAT BENEFIT THE LONG TERM HEALTH AND SUSTAINABILITY OF THE SPORT OF GOLF IN THE COMMUNITY OF ELLIOT LAKE FOR NOW AND FOREVER. THIS LETTER IS SIGNED BY KEVIN THISTLE, CHIEF EXECUTIVE OFFICER OF PGA CANADA. RYAN LOGAN, DIRECTOR, GOLF SERVICES, GOLF CANADA. RICK YOUNG, PRESIDENT OF THE GOLF JOURNALISTS ASSOCIATION OF CANADA. MALCOLM BROMLEY, RETIRED GENERAL MANAGER OF VANCOUVER PARKS. OWEN RIGGS. THE DIRECTOR OF NORTHERN GOLF ASSOCIATION. CRAIG LOWRY, DIRECTOR OF GOLF SERVICES OF GOLF, ONTARIO, AND JOHN GORDON GOLF WRITER CONSULTANT THANK YOU YOUR WORSHIP. YOU WANT ME TO CARRY ON WITH WHAT I HAVE TO SAY ABOUT THIS RECOMMENDATION. MAYBE WE'LL LET MR. ANTUNES GO THROUGH THE REMAINDER OF HIS REPORT FIRST. BECAUSE I DO BELIEVE ALL THE COMMITTEE MEMBERS DID SAY THEY WEREN'T INTERESTED IN SELLING THE GOLF COURSE, BUT WE'RE INTERESTED IN AN APPRAISAL. SO AMENDMENTS TO THIS MOTION MIGHT NEED TO BE PUT FORWARD. [INAUDIBLE] THANK YOU, YOUR WORSHIP THROUGH YOU. I'LL DO A SUMMARY OF THE REPORT. I KNOW ALL COUNCILS HAD THE CHANCE TO READ IT. FIRST AND FOREMOST, THE REASON FOR THE REPORT WAS, AS MENTIONED ON FEBRUARY 14TH, COUNCIL DID REJECT THE $1.5 MILLION UNSOLICITED OFFER FOR STONE RIDGE. AT THAT MEETING, THERE IS NO CLEAR DIRECTION TO STAFF ON HOW TO PROCEED WITH FUTURE OFFERS FOR THIS PROPERTY. ONE OF THE LARGEST REASONS THAT CAME UP IN AGAINST THE SALE OF STONE RIDGE WAS THE THE THEORY WAS A LOWBALL OFFER, NOT KNOWING WHAT THE VALUE OF THE GOLF COURSE WAS FOR SALE. THAT WAS THE REASON FOR THE REPORT, WAS FOR STAFF TO GET CLEAR DIRECTION FROM COUNCIL. IS THERE AN APPETITE GOING FORWARD TO EVER SELL THE GOLF COURSE DEPENDENT ON THE RIGHT OFFER AND THE RIGHT PROPONENT AND THE RIGHT OPPORTUNITY? AND IF SO, WHAT IS A AN ADEQUATE VALUE FOR THE COURSE? IT'S IMPORTANT TO NOTE THAT THE CITY, AGAIN, DOES NOT MANAGE THE COURSE OURSELVES. [01:05:04] IT'S DONE THROUGH OUR PARTNERSHIP WITH ELLIOT LAKE RETIREMENT LIVING. SO AGAIN, THAT WAS PART OF THE REPORT AS WELL. JUST SO THE PUBLIC MORE THAN COUNCIL, BECAUSE I KNOW COUNCIL IS ALL AWARE OF THAT AND IT WAS JUST AN IDEA TO OR THE REASON FOR THE REPORT WAS THE THE GETTING DIRECTION FROM COUNCIL AS TO WHAT THEY WANT STAFF TO DO AND BY DECLARING IT SURPLUS, AS WAS MENTIONED, DOES OPEN IT UP TO THE MARKET TO SAY THAT IT IS AVAILABLE FOR OFFERS OR TO RECEIVE OFFERS. BUT AGAIN, IF COUNCIL CHOOSES NOT TO GO THAT ROUTE AND NOT GET AN APPRAISAL AND NOT DECLARE IT AS SOMETHING THAT WILL SHOULD BE PURSUED, STAFF IS JUST LOOKING FOR THAT DIRECTION TO KNOW HOW TO MOVE FORWARD. MR. GAGNON HAD AN ADDITIONAL PIECE TO THAT. JUST A SLIGHT. JUST TO GET A LITTLE FINER POINT ON IT, WE HAVE AN UNSOLICITED OFFER RIGHT NOW. IF WE FOLLOWED STANDARD PRACTICES, WE WOULD GO IN CLOSED SESSION. AND WE'RE NOT RECOMMENDING THAT. BUT WE NEED THE DIRECTION TO DISMISS THOSE OTHER OFFERS AS PART OF THE MOTION FROM THE COMMITTEE THAT I THINK IS PROBABLY FRIENDLY AT ALL, WHICH IS NOT FOR SALE AND DECLINE THAT THAT OTHER OFFER SO THAT WE HAVE CLEAR DIRECTION WHICH IS ALL STAFF IS LOOKING FOR IS WHAT DO WE DO [INAUDIBLE] AND WHAT DO WE DO WITH THAT UNSOLICITED OFFER, DO WE TAKE IT IN CLOSED SESSION? OR DO YOU JUST GIVE US A DIRECTION NOW? DON'T BOTHER, AND WE'LL HAVE SOME CLARITY ON WHAT TO DO WITH THAT OTHER OFFER. OKAY. THANK YOU. OKAY, SO I'LL KICK IT BACK TO COUNCILLOR PATRIE THEN I HAVE COUNCILLOR MANN AND COUNCILLOR CYR. THANK YOU WORSHIP. I'M NOT EVEN LOOKING TO DO AN AMENDMENT TO THIS. I'M TERRIFIED OF THE SLIPPERY SLOPE. AND SO, AS MR. ANTUNES SAYS, DO WE GET AN APPRAISAL? THAT WAY, COUNCIL CAN KNOW IF THEY WANT TO SELL IT, IF THEY GET A BETTER OFFER THAN THE APPRAISAL. WHEN YOU PUT THAT APPRAISAL ON THERE, THAT'S ONLY VALID FOR A SHORT AMOUNT OF TIME AND IT'S GOING TO COST YOU 10 OR $20,000. IN MY OPINION, IT'S NOT FOR SALE. THESE ARE COMMUNITY FACILITIES. IT'S KIND OF LIKE OUR PARKS ARE. WE'RE GOING TO SELL OUR PARKS. I DON'T THINK SO. STONE RIDGE GOLF COURSE HAD 12,719 PLAYERS IN 2021, 12,156 IN 2020. THIS IS A COMMUNITY ASSET THAT IS UTILIZED BY THE MUNICIPALITY, LOCAL PEOPLE. IT'S UTILIZED BY PEOPLE THAT COME FROM OUT OF TOWN. IT IS AN ECONOMIC DRIVER. IT'S A SELLING FEATURE FOR THE MUNICIPALITY. AS THE LETTER SAYS, MUNICIPAL GOLF IS BETTER THAN PRIVATE GOLF IF YOU'RE GOING TO USE IT AS AN ATTRACTION. SIMILAR TO OUR SOCCER FIELDS AND SO FORTH, SO THAT PEOPLE CAN AFFORD TO COME AND PLAY GOLF. WE HAVE A CHAMPIONSHIP STYLE COURSE. I DON'T WANT TO SEE IT CHANGE. I JUST I DON'T THINK THAT WE SHOULD EVEN BE GETTING AN APPRAISAL. IT'S NOT FOR SALE, PERIOD. THIS IS SOMETHING THAT WE NEED TO KEEP IN THE CONTROL OF THE MUNICIPALITY. YOU SELL THIS TO ANYBODY AND YOU CANNOT FORCE THEM TO SAY, NO, WE'RE NOT DOING $35 GREEN FEES. WE'RE GOING TO DO $135 GREEN FEES. AND THEREFORE, THE MAJORITY OF OUR MUNICIPALITY CAN NO LONGER BE MEMBERS OR AFFORD TO GOLF THERE. I JUST I DON'T THINK THAT WE SHOULD BE GOING DOWN THIS RABBIT HOLE. THE THERE WAS A COMMENT MADE THAT THE APPRAISAL WAS FOR ON BEHALF OF THE INSURANCE COMPANIES. DOESN'T MAKE A DIFFERENCE. I CAN TELL MY INSURANCE COMPANY WHAT MY PROPERTY IS WORTH AND THEY'RE GOING TO SAY WE DON'T CARE WHAT YOU THINK IT'S WORTH. WE DON'T CARE WHAT THE MARKET VALUE IS. WE'RE GOING TO TELL YOU YOU'RE GOING TO PAY INSURANCE ON THIS VALUE OF THIS PROPERTY BECAUSE THAT'S WHAT WE SAY IT'S WORTH AND THAT'S WHAT YOU'RE GOING TO PAY. THE APPRAISAL DOESN'T HELP YOU. THERE'S ABSOLUTELY NO REASON THAT I CAN FIND IN MY MIND THAT WE WOULD HAVE TO EXPEND MONEY TO GO AND GET AN APPRAISAL ON THIS PIECE OF PROPERTY. I THINK FOR THE AMOUNT OF USAGE AND THE DRAW THAT IT IS FOR THE COMMUNITY, THE COST OF $100,000 A YEAR ROUGHLY OVER THE TERM, YOU DON'T DECLARE A SURPLUS, YOU DON'T PUT THE APPRAISAL OUT THERE. YOU DON'T IT'S NOT ON THE MARKET AND I'M NOT INTERESTED IN SELLING IT. IT'S MY OPINION. SO I'M NOT INTERESTED IN PUTTING THE AMENDMENT. I JUST I'M NOT IN FAVOR OF THE REPORT. I APPRECIATE STAFF COMING FORWARD AND TRYING TO GET DIRECTION BASED ON THE LAST MEETING. THEY'RE RIGHT WE DIDN'T POINT BLANK TELL THEM IT'S NOT FOR SALE AND IT'S UP TO THE MAJORITY OF COUNCIL. BUT I'M OF THE OPINION THAT THESE ASSETS ARE MUNICIPAL ASSETS AND MUST STAY IN THE HANDS OF THE MUNICIPALITY. AND THEREFORE I'M JUST OPPOSED TO THE RECOMMENDATION AS WRITTEN COMPLETELY. COUNCILLOR MANN. THANK YOU YOUR WORSHIP LIKE COUNCILLOR PATRIE. I WOULD NOT SUPPORT AN AMENDMENT EITHER. [01:10:02] AT THIS POINT I WOULD I WOULD AGREE WITH EVERYTHING THAT COUNCILLOR PATRIE HAS INDICATED. I'M NOT INTERESTED IN SELLING IT, PERIOD. I'M NOT INTERESTED HONESTLY IN APPRAISAL EITHER PERIOD. AND I'M DEFINITELY NOT DECLARING IT SURPLUS. IF WE WERE TO GET AN APPRAISAL, AS WAS JUST MENTIONED, IT'S ONLY GOING TO BE TIME SENSITIVE. AND TO BE QUITE HONEST, IF WE ARE SHOPPING OUR INSURANCE POLICY NEXT YEAR, THE INSURANCE COMPANY IS GOING TO COME IN AND THEY'RE GOING TO ASSESS IT AT THEIR VALUE AND WE'RE GOING TO GET AN APPRAISAL BASED ON NEXT YEAR'S PRICE AS PART OF OUR INSURANCE RENEWAL. SO AND IF IT'S THAT INTERESTING IN OUR INSURANCE COMPANY THIS YEAR, WELL, THEY GOT ANOTHER $120,000 OF OUR MONEY THIS YEAR. THERE'S MORE THAN ENOUGH MONEY IN THAT THAT THEY CAN DO AN APPRAISAL WITH THAT ADDITIONAL FUND. HONESTLY, IF THERE WAS AN APPRAISAL NEEDED, THIS SHOULD HAVE HONESTLY BEEN AN OPERATIONAL ISSUE. IT SHOULDN'T HAVE BEEN POLITICIZED AS IT WAS. THIS HAS BEEN A REAL ISSUE IN THE COMMUNITY, LIKE THE NEXT ISSUE ON THE AGENDA, AND I'M NOT IN FAVOR OF THAT ONE EITHER. I THINK WE JUST NEED TO MAKE DECISIONS ON THIS, BE VERY CLEAR IN OUR DECISIONS AND THEN MOVE FORWARD. BUT I WILL NOT SUPPORT THIS. THANK YOU. COUNCILLOR CYR. THANK YOU YOUR WORSHIP THROUGH YOU, JUST LIKE THE OTHER TWO COUNCILLORS PREVIOUSLY. I THINK INITIALLY WE WERE ALL EXCITED JUST TO HEAR THAT THERE WAS INTEREST AND AN OFFER ON THE TABLE. SO I THINK WE ALL ONCE WE'VE HEARD FROM THE COMMUNITY, WE KNOW THAT THE COMMUNITY IS AGAINST IT, BUT ALSO AT THE SAME TIME. DURING THE LAST COUPLE OF ELECTIONS. LIKE I SAID, THE LAST MEETING, NONE OF US NONE OF US CAMPAIGNED ON SELLING MUNICIPAL ASSETS LIKE THIS. SO IN MY OPINION, WE DON'T HAVE A MANDATE FROM THE PEOPLE TO SELL THEIR ASSETS. THIS IS A COMMUNITY ASSETS. IT'S THE PEOPLE'S ASSETS. AND I DON'T THINK WE HAVE THE RIGHT WITHOUT A CLEAR MANDATE FROM THE PEOPLE TO SELL THEIR ASSETS. AND IF WE LOSE CONTROL OF THE GOLF COURSE [INAUDIBLE] FOR THAT MATTER, HOW DO WE KNOW THAT WE DON'T LOSE IT? JUST LIKE ELLIOT LAKE'S LOST THE CURLING CLUB. ONCE YOU LOSE CONTROL, YOU LOSE CONTROL. SO I'M NOT WILLING TO GO DOWN THAT ROUTE. I THINK WE NEED TO PROTECT THE CITIZENS ASSETS AND THEY MADE THEMSELVES LOUD AND CLEAR. COUNCILLOR FINAMORE. THANK YOU, YOUR WORSHIP. I'M NOT IN FAVOR OF THIS RESOLUTION OR AS IT STANDS, I DO THINK WE NEED TO LISTEN TO MR. GAGNON AND DO SOMETHING ABOUT MAYBE JUST CHANGING IT TO SIMPLY BE THE RESOLUTION WAS PASSED THAT COUNCIL DIRECTED STAFF TO REJECT ALL STANDING OFFERS, PERIOD. HE SAID HE NEEDED SOME CLEAR DIRECTION AND IF THAT'S WHAT AT THE END OF THE MEETING WHAT WE LEAVE THE STAFF WITH AND IF THAT'S WHAT THEY NEED, THEN WE SHOULD GIVE IT TO THEM. IT SURE BROUGHT ABOUT A LOT OF INFORMATION THAT WAS FORWARDED TO ME, SOME NOT NICE INFORMATION THAT WAS FORWARDED, AND I TAKE GREAT OFFENSE TO MY INTEGRITY BEING CHALLENGED OVER THIS ISSUE. I SIT HERE IN THIS CHAIR WITH FULL INTEGRITY, AND I DO EVERYTHING THAT I CAN TO DO WHAT IS BEST FOR THE CITIZENS OF ELLIOT LAKE. AND I TAKE GREAT OFFENSE TO MY INTEGRITY BEING CHALLENGED IN THIS, ESPECIALLY AFTER LISTENING TO SOME OF WHAT THE PUBLIC IS SAYING ABOUT OTHER MEMBERS OF OUR COMMUNITY, ABOUT PEOPLE STANDING UP IN PUBLIC AND CALLING OUR STAFF AND OUR COUNCIL STUPID THAT NO ONE'S SMART ENOUGH TO BE MAKING DECISIONS LIKE THIS. WE HAVE A VERY WELL-EDUCATED STAFF AND AS COUNCIL MEMBERS, WE DO THE BEST WE CAN TO EDUCATE. I THINK THAT MOST OF US WERE VERY CLEAR THE FIRST WEEK THAT WE BROUGHT THIS FORWARD TO COUNCIL. I SAID THEN I DIDN'T WANT IT TO BE MADE SURPLUS, THAT I WASN'T INTERESTED IN SELLING THE GOLF COURSE. YET ALL OF OUR NAMES WERE DRAGGED THROUGH THE MUD. AND I JUST THINK THERE'S BETTER WAYS YOU THINK THERE'S BETTER WAYS WE COULD HAVE HANDLED IT? I THINK THERE'S A LOT BETTER WAYS THE PUBLIC COULD HAVE HANDLED IT. I THINK THAT IT'S GREAT THAT THE PUBLIC TAKES INTEREST AND SPEAKS UP. I'M ALL FOR THE DEMOCRATIC PROCESS. BUT TO SAY THAT WE SHOULDN'T THE ECONOMIC DEVELOPMENT COMMITTEE SHOULD NOT AFFORD THIS TO COUNCIL. THIS DISCUSSION NEEDED TO HAPPEN COUNCILLOR PATRIE NEEDED TO HAVE HIS SAY AT THE MEETING AS HE DOESN'T HAVE A SAY AT STANDING COMMITTEE. SO I WILL ALWAYS FORWARD STUFF FROM STANDING COMMITTEES TO FULL COUNCIL, ESPECIALLY WHEN THERE ARE ISSUES OF SUCH IMPORTANCE AND THAT SO THAT COUNCIL WILL WEIGH IN. THAT'S OUR JOB, TO MAKE SURE STAFF HAS THE CORRECT REPORTS AND THAT THIS STUFF IS WORTHY OF A FULL COUNCIL DISCUSSION WHEN WE SIT AT STANDING COMMITTEES. AND THAT WAY I WILL ALWAYS DO MY JOB. SO I DON'T KNOW IF COUNCILOR TURNER WAS READY TO SPEAK OR NOT, BUT I JUST WANTED TO OFFER [01:15:04] THAT AMENDMENT TO THE RESOLUTION THAT IT SIMPLY STATE THAT COUNCIL DIRECT STAFF TO REJECT ALL STANDING OFFERS FOR STONE RIDGE GOLF CLUB, PERIOD. I DON'T KNOW IF THAT'S HELPFUL TO THE CLERK OR TO MR. GAGNON, BUT IF THAT'S WHAT YOU NEED AT THE END OF THE MEETING, THEN THAT'S WHAT WE SHOULD BE DOING. IS THERE A SECONDER FOR THAT AMENDMENT? SECONDED BY COUNCILOR TURNER ANY DISCUSSION ON THE AMENDMENT. COUNCILLOR TURNER. I THINK THE COUNCILLOR FINAMORE IS BASICALLY CAPTURED THE INTENT OF THE ECONOMIC DEVELOPMENT STANDING COMMITTEE, WHICH, BY THE WAY, HAS DUTY TO BRING THINGS TO THE ATTENTION OF COUNCIL REGARDLESS OF WHAT SOME PEOPLE MIGHT THINK. STANDING COMMITTEES DO THEIR JOB, DELIBERATE, AND DO THEIR BEST TO BRING THE COUNCIL RECOMMENDATIONS OR INFORMATION FOR COUNCIL'S DELIBERATION. AND STANDING COMMITTEES DO THEIR BEST NOT TO HIJACK OR KILL SOMETHING ON THE TABLE. THEREBY BLOCKING IT FROM GETTING THE COUNCIL IT'S ACTUALLY JUST THE OPPOSITE, TRYING TO DELIVER AS MUCH INFORMATION TO COUNCIL SO THAT IT'S DISCUSSED IN PUBLIC. AND EXHIBIT A IS THIS ITEM. NOW I AGREE WITH THE COUNCILLOR FINAMORE. WE AMEND THE MOTION AND HAVE IT READ THE COUNCIL DIRECTS THAT TO REJECT ALL STANDING OFFICE OFFERS FOR STONE RIDGE GOLF CLUB PERIOD. AND WE MOVE ON TO THE NEXT TOPIC. COUNCILLOR MANN. [INAUDIBLE] YOUR WORSHIP ON THE AMENDMENT. SO WE'RE GOING TO VOTE ON AN AMENDMENT THAT SAYS WE'RE NOT INTERESTED IN SELLING THE GOLF COURSE. THEN WE'RE GOING TO GO BACK TO THE ORIGINAL MOTION, AS AMENDED, WHICH IS JUST THE AMENDMENT. JUST I JUST WANT TO BE VERY CLEAR ON THAT, BECAUSE I HAVE NO APPETITE IN THE ORIGINAL MOTION. SO, YOU KNOW, IT WOULD HAVE BEEN I WOULD HAVE DONE IT. WE HAVE ISSUES WITH AMENDMENTS AT THIS COUNCIL. I WOULD HAVE RATHER DEFEATED THIS MOTION AND PUT A NEW MOTION ON THE TABLE TO MAKE IT VERY CLEAR. IT'S UNFORTUNATE THAT THE COMMUNITY DOESN'T UNDERSTAND US ALL SAYING NO IS ENOUGH AT THIS POINT, BUT AGAIN, THAT'S FINE. WE'LL DO WHATEVER IS NECESSARY TO MAKE THIS STOP. BUT I JUST WANT TO BE VERY CLEAR THAT IF WE VOTE ON THIS AMENDMENT, THERE'S NOTHING ON THE ORIGINAL MOTION, THEN THAT'S CURRENT. THAT'S BECAUSE I CAN'T SUPPORT IT THEN. NOW THE AMENDMENT WOULD BRING US DOWN TO THE LAST LINE COUNCIL DIRECT STAFF TO REJECT ALL STANDING OFFERS ON STONE RIDGE GOLF COURSE. END OF SENTENCE. MISS BRAY, IS THAT CLEAR? YES SIR I JUST GOT THE REPORT OF THE ECONOMIC DEVELOPMENT OR SORRY, THE MANAGER OF ECONOMIC DEVELOPMENT RECEIVED AND THAT COUNCIL DIRECTS STAFF TO REJECT ALL STANDING OFFERS FOR STONE RIDGE GOLF CLUB. THAT WOULD BE THE MOTION AS AMENDED. I'M OKAY WITH THAT. THANK YOU. COUNCILLOR PATRIE [INAUDIBLE]. I WOULD ONLY BE IN FAVOR OF THIS WITH A FRIENDLY AMENDMENT STATING THAT NO APPRAISALS BE SOUGHT AND THAT COUNCIL REJECT ALL STANDING OFFERS FOR STONE RIDGE GOLF CLUB. FRIENDLY, FRIENDLY AMENDMENT WITH A MOVER AND SECONDER. I DON'T REALLY AGREE WITH THAT, BUT. I'M NOT SURE WHY THE APPRAISAL PART IS NECESSARY. IT'S NOT IT WON'T BE INCLUDED IN ANYTHING COUNCILLOR FINAMORE. BECAUSE IF YOU'RE JUST AMENDING IT TO STATE THAT THE STAFF BE DIRECTED TO REJECT ALL STANDING OFFERS, THE REST OF THE REPORT IS STILL THERE. YOU'RE NOT PULLING IT OUT. SO I WANTED SPECIFIC IN THERE THAT THE CLERK SAID IT IS BEING PULLED OUT. I WANT TO MAKE SURE THAT IT'S PULLED UP. MS. BRAY. THANK YOU YOUR WORSHIP SO WE DON'T NORMALLY PASS NEGATIVE MOTIONS, SO WE WOULDN'T SAY THAT WE DON'T DO SOMETHING, SO WE'RE JUST GOING TO EVERYTHING'S BEING REMOVED. AND THE FINAL MOTION WILL BE THAT COUNCIL DIRECT STAFF TO REJECT ALL STANDING OFFERS FOR STONE RIDGE GOLF CLUB, PERIOD. THAT IS IN OUR PROCEDURE THAT WE DON'T DON'T PASS NEGATIVE, COUNCILLOR CYR COMMENT ON IT. NO JUST FOR CLARIFICATION, I WOULD LIKE TO MAKE AN AMENDMENT ON THE AMENDMENT TO MAKE SURE THAT IT'S ALSO WORDED STANDING OFFERS AND FUTURE OFFERS THAT WILL PUT THAT TO REST. [INAUDIBLE] I DON'T THINK SO. MISS BRAY. IT DOES REFER TO ALL STANDING OFFERS. THERE'S NOTHING IN THERE ABOUT FUTURE OFFERS. WE CAN'T BIND FUTURE COUNCILS TO SOMETHING LIKE THAT REGARDLESS. [01:20:04] FOR THIS COUNCIL, IT'S QUITE OBVIOUS THIS COUNCIL HAS NO INTEREST SPEAKING TO THE APPRAISAL PORTION, I AM DEFINITELY ONE THAT STANDS UP AND SAY I AM INTERESTED IN AN APPRAISAL AND ON THE OPERATIONAL SIDE TOO. I'D BE INTERESTING TO SEE WHAT THE VALUE ACTUALLY IS AND WHAT IT COULD POTENTIALLY BE IN FUTURE YEARS, BECAUSE THERE'S DIFFERENT WAYS OF ACHIEVING THAT APPRAISAL. WE KNOW THAT FROM PAST APPRAISALS, YOU HAVE YOUR BUILDINGS WORTH X IF WE BUILD IT TODAY, BUILDINGS WORTH X WITH DEPRECIATION, BUT YOUR BUILDING IS WORTH X, Y, Z AS FAR AS OPERATIONAL AND THE MATERIAL ITSELF. AND FOR THIS REASON. ADDITIONALLY LOOKING AT, I GET FRUSTRATED WITH THE RUMOR MILL, TO TELL YOU THE TRUTH. I'VE HEARD THAT IT'S WORTH ANYWHERE FROM 1000000 TO 1 IN TWO SAME RESOLD FOR 1.5 IS DOING QUITE WELL UNDER PRIVATE OWNERSHIP. I'VE HEARD THAT IT'S WORTH 4.8. I'VE HEARD THAT IT'S WORTH SEVEN. I'VE HEARD THAT IT'S WORTH NINE. I HAVE NO IDEA WHAT IT'S WORTH, BUT I'D LOVE TO KNOW. THAT'S JUST ME PERSONALLY. BUT I'M, AS USUAL, 100% WILLING TO SUPPORT COUNCIL'S DIRECTION HERE SO. IT'S UP TO A FEW GENTLEMEN AND LADY. COUNCILLOR PATRIE. SO I'M NOT IN FAVOR OF THE AMENDMENT AS IS. I WOULD RATHER DO AS COUNCILLOR MANN SAID, LET'S JUST DEFEAT THIS RECOMMENDATION AND PUT A NEW MOTION ON THE FLOOR AFTER IT'S DEFEATED. I WANT TO BE CLEAR. MR. GAGNON I'M SORRY IF I CAUSED THIS. WHETHER IT GETS DEFEATED. I'M PRETTY SURE WE HAVE A MANDATE TO TELL THAT OTHER PROPONENT TO SAY, GUESS WHAT? THE GOLF COURSE ISN'T FOR SALE. YOU'LL NEVER SEE STAFF BRING THIS BACK TO COUNCIL EVER AGAIN. SO WHETHER IT GETS DEFEATED OR YOU PASS THE AMENDMENT, IT HARDLY MATTERS. LET'S JUST PICK ONE. AND I THINK IT'S QUITE CLEAR THAT WE'RE NOT INTERESTED IN GETTING AN APPRAISAL OR SELLING THE GOLF COURSE. SO WHATEVER THE MAJORITY OF COUNCIL WISHES, LET'S MOVE IT. OKAY. SO WHERE WE GO TO VOTE WITH THAT, EVERYONE SEEMS TO UNDERSTAND THE DIRECTION ALONG WITH THE MOTION. PROCEDURALLY FIRST WE HAVE TO VOTE ON THE AMENDMENT. YES. SO ROLL CALL VOTE ON THE AMENDMENT COUNCILLOR CYR. CAN YOU REPEAT THAT? MISS BRAY, CAN YOU READ THE. THE AMENDMENT TO THE MOTION IS THAT COUNCIL DIRECT STAFF TO REJECT ALL STANDING OFFERS FOR STONE RIDGE GOLF CLUB. PERIOD. COUNCILLOR CYR IN FAVOR. COUNCILLOR PATRIE. OPPOSED. MR. TURNER IN FAVOR. COUNCILLOR MANN OPPOSED. COUNCILLOR FINAMORE IN FAVOR. I'M IN FAVOR THE AMENDMENTS CARRY. MISS BRAY CAN YOU READ THE AMENDED MOTION, PLEASE? THE MAIN MOTION AS AMENDED IS THAT THE REPORT OF THE MANAGER OF ECONOMIC DEVELOPMENT BE RECEIVED AND THAT COUNCIL DIRECT STAFF TO REJECT ALL STANDING OFFERS FOR STONE RIDGE GOLF CLUB. THANK YOU. ANY FURTHER DISCUSSION JUST SEEMS 100% CLEAR. COUNCILLOR MANN. I THINK THAT WAS A GOOD EXAMPLE, YOUR WORSHIP OF WHY I DIDN'T WANT TO HAVE AMENDMENTS. IT GETS REALLY, REALLY MESSY, REALLY, REALLY QUICKLY. THANK YOU. ALL RIGHT, COUNCILLOR PATRIE. MIGHT AS WELL HAVE THE SAME ISSUE. WE DO HAVE MEMBERS OF COUNCIL THAT DO STILL WANT TO GET APPRAISALS AND I JUST WANT STAFF TO UNDERSTAND I'M NOT FOR IT. AND I WANTED THE VOTE FROM THE MAJORITY OF COUNCIL TO SEE WHETHER OR NOT STAFF CAN DO IT. THEY WERE NOT CLEAR ON THE LAST ONE. WHEN WE TURNED IT DOWN, I WAS THOUGHT THE COUNCIL WAS PRETTY CLEAR THAT IT WASN'T FOR SALE. SO I'M JUST DISAPPOINTED THAT WE'VE TAKEN THE APPRAISAL PART OUT OF IT. OKAY. OTHER COMMENTS? I DO JUST BECAUSE WE'RE TALKING ABOUT IT AT THE MOMENT. SO [INAUDIBLE] AGAIN, I'M TOTALLY IN FAVOR OF KNOWING THE VALUE OF ALL OUR ASSETS, BUT IT IS WHAT IT IS. I'M JUST I'D LIKE TO STICK THIS IN EVERYONE'S EAR FOR A MOMENT. IN REGARDS TO THE GOLF COURSE, AFFORDABLE ACCESS OR AFFORDABLE ACCESS CARDS, MAYBE SOMETHING THAT BECAUSE THERE'S BEEN A LOT OF TALK ABOUT THE AFFORDABILITY OF THE GOLF COURSE. I KNOW WE HAVE DAY PASSES. MAYBE SOMETHING THAT WE MIGHT WANT TO DISCUSS FURTHER AT BUDGET IS INCLUDING BOTH DAY PASSES AT THE GOLF COURSE AND THE SKI HILL AS THE AFFORDABLE ACCESS CARD ALSO. JUST GIVING MORE MEMBERS OF THE COMMUNITY ACCESS TO OUR OUTDOOR RECREATION ALONG WITH OUR [01:25:05] INDOOR RECREATION. AND I'M SAYING THIS BECAUSE, AGAIN, A LOT OF PEOPLE DID CONTACT ME OVER THE LAST FEW DAYS DUE TO COMMENTS. THIS VIDEO WAS POSTED ON SOCIAL MEDIA AND WE HAVE QUITE A FEW PEOPLE WHO ARE LIVING ON VARIOUS DIFFERENT INCOMES WHEN IT COMES TO PENSIONS AT VARIOUS DIFFERENT RATES. ALONG WITH DISABILITY PENSIONS COULD STILL GET OUT IN GOLF, BUT THEY'RE LIVING ON X AMOUNT OF DOLLARS. SO IT MIGHT BE SOMETHING WE WANT TO LOOK AT ALONG WITH. POSSIBLY GETTING A PROFESSIONAL TO LOOK AT HOW WE CAN INCREASE THE USAGE OF OUR GOLF COURSE. I KNOW THAT THERE'S FIRMS OUT THERE THAT ACTUALLY DO THIS TYPE OF THING FOR FREE. WE'LL TAKE A LOOK AT YOUR ASSET AND GIVE YOU RECOMMENDATIONS ON HOW TO INCREASE USERSHIP, MAKE IT MORE FRIENDLY TO THE WHOLE COMMUNITY. AND THE LAST THING I WANT, I'M GOING TO THINK ABOUT AS WE MOVE FORWARD, SAYING THAT THIS IS NOT FOR SALE AT ALL. MUNICIPALLY OUR BUDGET IS IS FAR STRETCHED. AND LOOKING AT OUR FACILITIES, LOOKING AT OUR PARKS, LOOKING AT OUR CRITICAL INFRASTRUCTURE, WE'RE NOT LIKE A REGULAR BUSINESS. WE OPERATE VERY, VERY TIGHT BUDGETS. I KNOW THAT IN YEARS TO COME, THERE'S GOING TO BE REQUIRED CAPITAL UPGRADES AT THE GOLF COURSE. WE HAVE A GREAT OPPORTUNITY WITH OUR PARTNERSHIP WITH RETIREMENT LIVING FOR THE MANAGEMENT. IT HAS BEEN MANAGED TO ABSOLUTELY AMAZING OVER THE YEARS. I KNOW THEY DEAL WITH A LOT OF BS ON THE SIDE AS FAR AS BEING ABLE TO GET WATER AND SO ON AND SO FORTH FOR KEEPING THE GREENS ACTUALLY GREEN. BUT I KNOW MAJOR CAPITAL UPGRADES ARE GOING TO BE NEEDED IN THE YEAR, SO I WANT EVERYONE ON COUNCIL TO RECOGNIZE THAT WE'RE GOING TO HAVE TO PUT FUNDS ASIDE EVENTUALLY TO TAKE CARE OF THESE LARGE NUMBER OF UPGRADES IN YEARS TO COME, WHICH IS OKAY IF YOU'RE WILLING TO DO SO. I DON'T WANT THIS GOLF COURSE TO END UP LOOKING LIKE THE PARK BEHIND [INAUDIBLE] DILAPIDATED WITH WEEDS GROWING THROUGH THE TENNIS COURT, RICKETY OLD SLIDES AND SO ON AND SO FORTH. IF WE ARE SAYING WE'RE GOING TO KEEP THIS DAMN WELL, BETTER PUT THE MONEY TOWARDS THE PROPER MAINTENANCE. THAT'S ALL I WANT YOU TO THINK ABOUT. THAT BEING SAID, MS. BRAY, CAN YOU PLEASE READ THE RESOLUTION ONCE AGAIN? THAT THE REPORT OF THE MANAGER OF ECONOMIC DEVELOPMENT BE RECEIVED AND THAT COUNCIL DIRECT STAFF TO REJECT ALL STANDING OFFERS FOR STONE RIDGE GOLF CLUB. THANK YOU. I'LL CALL FOR A ROLL CALL, STARTING WITH COUNCILLOR FINAMORE IN FAVOR. COUNCILLOR MANN IN FAVOR. COUNCILLOR TURNER IN FAVOR. COUNCILLOR PATRIE IN FAVOR. COUNCILLOR CYR IN FAVOR. I'M IN FAVOR. THAT'S CARRIED. 7.5 REFERRAL FROM THE ECONOMIC DEVELOPMENT STANDING COMMITTEE. APPRAISAL OF MOUNT DUFOUR COUNCILLOR TURNER. WE GO AGAIN. OKAY. AT THE MARCH 1ST MEETING OF THE ECONOMIC DEVELOPMENT STANDING COMMITTEE MEETING, THE FOLLOWING RESOLUTION WAS PASSED. THAT THE REPORT OF THE MANAGER OF ECONOMIC DEVELOPMENT TO BE RECEIVED AND THE COUNCIL DIRECT STAFF TO SOURCE AN APPRAISAL OF MOUNT DUFOUR SKI HILL [INAUDIBLE]. SECONDER FOR DISCUSSION NO SECONDER, I'LL SECOND IT FOR DISCUSSION BECAUSE I WANT IT DEFEATED. I DON'T WANT IT JUST TO BE. SORRY. WELL. ANYWAY. ALL DUE RESPECT, YOUR WORSHIP, I DON'T THINK YOU NEED TO READ THE REPORT. I THINK COUNCIL'S GOING TO BE PRETTY QUICK. CAN I CALL FOR THE VOTE. AT THE MEETING AGAIN COMMITTEE WAS PRETTY PRETTY CLEAR ON IT AND THE VOTE. SURE YOU WANT TO CALL FOR THE VOTE BEFORE THE REPORT. MOVED AND SECONDED CYR OPPOSED. COUNCILLOR PATRIE, OPPOSED. COUNCILOR TURNER OPPOSED. COUNCILLOR MANN OPPOSED. COUNCILLOR FINAMORE OPPOSED. AGAIN, I'M IN FAVOR OF KNOWING THE VALUE OF OUR ASSETS. I'D BE IN FAVOR, BUT THAT'S DEFEATED ANYWAY. [01:30:04] OUTSIDE BOARD IN COMMITTEE REPORTING. NONE. NINE. UNFINISHED BUSINESS. [9. UNFINISHED BUSINESS] 9.1 COMMUNITY RECREATION HUB UPDATE STANDING ITEM. THE ONLY THING I HAVE ON THAT IS WE'RE LOOKING FOR A SPECIAL MEETING OF COUNCIL FOR A PUBLIC INPUT MEETING WHICH IT SHOULD BE INTERESTING, SOME KIND OF HYBRID BEFORE THE END OF THIS MONTH. WE HAVE A LOT OF THINGS TO GO THROUGH AND DECIDE, SO THAT'LL PROBABLY BE A FULL MEETING IN THE FUTURE. MR. GAGNON ANY IDEA WE HAVE ALL THE INFORMATION THAT COUNCIL'S REQUESTED. YEAH. WE WERE WAITING FOR THE LAST COUPLE OF THINGS AND WE HAD A VERY HEAVY AGENDA THIS EVENING. BUT WE'RE COUNCIL PASSED AT THE LAST MEETING THAT WE SHOULD HAVE A TOWN HALL BY THE END OF THE MONTH. AND WE WILL WE WILL PULL ALL THAT INFORMATION TOGETHER. WHETHER COUNCIL WANTS TO MAKE A DECISION AT THAT SPECIAL COUNCIL MEETING, IT REMAINS TO BE SEEN. IT'S UP TO COUNCILORS WHAT MR. ANTUNES AND I HAD IN MIND WAS FOR THE PUBLIC'S. THE PROCESS SO THAT WE COULD HAVE SORT OF A DROP IN AT THE COLLINS HALL FOR A COUPLE OF HOURS BEFORE THE MEETING BEGINS, WHERE IT WOULD JUST BE [INAUDIBLE] WE'D BE ABLE TO ANSWER QUESTIONS AND WHATNOT AND HAVE THE PUBLIC EXTRA INFORMED AS TO WHAT'S THE DECISION THAT'S IN FRONT OF COUNCIL. AND THEN WE WOULD HAVE THAT COUNCIL MEETING WHERE WE WOULD WHEN I SAY HYBRID. AND WHAT I MEAN BY THAT IS THAT MR. [INAUDIBLE] OUR ENGINEER, ARCHITECT [INAUDIBLE] WOULD BE ABLE TO BE ZOOMED IN, WALK THROUGH COUNCIL AT THE COLLINS HALL AND HAVE THE MEETING THERE WHERE YOU'VE GOT LOTS OF ROOM FOR THE PUBLIC IN ATTENDANCE. BECAUSE REGARDLESS OF WHAT HAPPENS LATER WHEN WE'RE TALKING ABOUT GOING BACK INTO COUNCIL CHAMBERS, IT'S A PRETTY CRAMPED QUARTERS FOR A LARGE, HEAVY AGENDA ITEM LIKE THIS. SO THAT'S THE IMAGE WE HAD IN MIND. THAT'S WHAT COUNCIL ESSENTIALLY AGREED TO A FORMAT FOR AN IN PERSON AND THIS ELECTRONIC PARTICIPATION AS NEEDED FOR A MEETING BY THE END OF THE MONTH. SO THAT'S THE MOTION WE HAVE OR THAT'S THE MANDATE WE HAVE FROM THE LAST COUNCIL MEETING. SO WE WERE JUST LOOKING FOR A DATE. WHETHER IT'S RIGHT NOW OR IN THE NEAR FUTURE, WILL ACCOUNT FOR THAT LAST WEEK IN MARCH AND TRY TO MAKE IT HAPPEN. OKAY. SO WE'LL TRY AND POLL COUNCIL LATER ON IN THE WEEK TO SEE THEIR AVAILABILITY FOR THE END OF THE MONTH. I DO UNDERSTAND, BUT THERE'S A LOT OF INFORMATION THAT WE'RE GOING TO BE LOOKING AT. I'M NOT SURE IF COUNCIL IS GOING TO BE ABLE TO MAKE HARD DECISIONS AT THAT TIME, BUT I DO KNOW THAT WE'RE HEADING FOR A LARGE CONFERENCE IN TORONTO FOR THE 10TH THROUGH THE 13TH, AND AS WE GET IN FRONT OF MINISTERS IN REAL PERSON, WE'RE GOING TO NEED TO HAVE SOME BIG QUESTIONS ANSWERED. JUST LEAVE IT AT THAT I WON'T SAY MUCH MORE. COUNCILLOR FINAMORE. THANK YOU. I WAS JUST WANTING TO CLEAR THROUGH YOU, [INAUDIBLE]. JUST WANTED TO CLARIFY, BECAUSE I SAW IN THE NEWSPAPER. IT SAID WE WOULD BE DEBATING IT THAT NIGHT. SO THAT IS NOT NECESSARILY TRUE. CORRECT. IT'S UP TO COUNCIL. YEAH. WHAT I HAD IN MIND FROM A STAFF PERSPECTIVE IS TO PROVIDE THE INFORMATION. AND THEN WHAT COUNCIL DOES WITH THAT INFORMATION REMAINS TO BE SEEN. IF YOU NEED MORE TIME. I WOULD THINK THAT WE WOULD NEED A PERIOD OF TIME TO DIGEST THE INFORMATION BEFORE WE ACTUALLY DEBATED AT COUNCIL. THAT WAS MY, TO BE ABLE TO TAKE IN EVERYTHING AND TO BE ABLE TO COME BACK AND DEBATE IT WITH COUNCIL. I WAS HOPING IT WOULD JUST BE AN INFORMATION SESSION FROM AN INPUT SESSION FROM THE COMMUNITY. OKAY. MIGHT BE A GOOD WAY TO HANDLE IT. WE'LL HAVE TO ROLL WITH THE BLOWS. COUNCILLOR TURNER. WELL, I'M WITH COUNCILLOR FINAMORE HERE. I DO WANT THE OPPORTUNITY TO LOOK AT THIS INFORMATION, TO STUDY IT AND THEN ATTEND A PUBLIC MEETING. AND WE CAN DEBATE IN COUNCIL AFTER THAT. I'M NOT IN FAVOR OF MAKING DECISIONS BASED ON WHO WRITES THE MOST LETTERS OR YELLS THE LOUDEST. THIS IS SOMETHING THAT'S VERY SERIOUS, VERY EXPENSIVE. AND WE'RE DEALING WITH LEGACY BUILDINGS HERE. OKAY. THESE ARE 50 YEAR BUILDS. WHATEVER IT IS WE DECIDE TO DO. IF WE DECIDE TO GO AHEAD, THIS IS WHAT WE'RE STUCK WITH FOR THE NEXT 50. SO LET'S DO IT RIGHT IF WE'RE GOING TO DO IT. AND LET'S GET ALL THE INFORMATION ON THE TABLE. [01:35:01] MAKE SURE THAT EVERYBODY UNDERSTANDS WHERE WE'RE GOING. COUNCILLOR PATRIE. THANK YOU YOUR WORSHIP I THINK THE DISCUSSION WOULD HAVE HAD A DIFFERENT OUTCOME OR THE VOTE WOULD HAVE BEEN A DIFFERENT OUTCOME IF IT WOULD HAVE BEEN STATED AT THAT LAST MEETING, BECAUSE IT WAS STATED AT THE LAST MEETING THAT THIS WAS FOR PUBLIC INPUT AND NOT TO HAVE A DELIBERATION AND VOTE AT THAT SPECIAL COUNCIL MEETING. SO I DON'T WANT TO BE CHANGING. AND AGAIN, THIS IS WHY THE LAST ITEM I WANTED IT VOTED ON BECAUSE PEOPLE COME OUT OF THE MEETING WITH DIFFERENT OPINIONS THINKING THAT DIFFERENT THINGS WERE SAID. BUT I KNOW I WAS OPPOSED TO THIS MEETING AND I KNOW THAT IT WAS A VERY CLOSE VOTE BECAUSE PEOPLE WERE SAYING, OKAY, IT'S STRICTLY FOR INPUT. IT'S NOT TO HAVE A DISCUSSION TO DO A VOTE AT THIS MEETING AT THE COLLINS HALL. SO I THINK WE BETTER STAY CLEAR AND UNDERSTAND. I WANT THIS TO COME TO A COUNCIL MEETING FOLLOWING THIS PUBLIC PRESENTATION. AGAIN, WE HAVE TO BE CLEAR WITH OUR DIRECTION THEN BECAUSE SAYING THAT IT'S A SPECIAL COUNCIL MEETING HYBRID WITH PUBLIC INPUT, THEN THAT'S NOT WHAT IT IS. WE'D BE LOOKING AT YET ANOTHER JUST STRAIGHT UP TOWN HALL MEETING WHERE WE'RE ABLE TO LISTEN TO THE INPUT, WATCH THE PRESENTATION, LISTEN TO STAFF AND LISTEN TO THE INPUT OF THE COMMUNITY. THAT'S A TOWN HALL MEETING. IF WE'RE NOT MAKING ANY DECISIONS UNTIL A FOLLOWING SPECIAL COUNCIL MEETING. THEN IT'S A TOWN HALL. IT'S NOT A HYBRID. IT'S NOT A COUNCIL MEETING. IT'S FOR THE PUBLIC. SO. AND THAT'S WHERE THE CONFUSION IS THAT WE WERE BACK AND FORTH THE LAST FEW MEETINGS WHERE WE WANTED TO HAVE SOME KIND OF HYBRID INVOLVING COMMUNITY, IF IT'S JUST COMMUNITY ENGAGEMENT. AND MR. GAGNON CAN MODERATE AND COUNCIL CAN LISTEN TO THE COMMENTS AND THERE'S NO PROBLEM WITH THAT. AND THEN WE CAN CALL A SPECIAL COUNCIL MEETING AFTER HEARING FROM THE COMMUNITY. AND THAT'S FINE TOO. SO WE CAN GET THIS MOVING ALONG A LITTLE QUICKER THEN I GUESS. CLEAR AS MUD MR. GAGNON. YEAH, I HAVE A COUPLE. WE'LL TAKE IT OFFLINE. WE HAVE A COUPLE OF DIFFERENT ANGLES THAT'LL ADDRESS WITH WHAT I'M HEARING THIS EVENING. AND WE KNOW WE'VE GOT A NEXT FEW WEEKS TO GET THE INFORMATION TO SEEK THE PUBLIC'S INPUT, TO GET THE INFORMATION FROM THE COUNCIL AND MAKE FUNDAMENTAL DECISIONS IN ORDER TO BE ABLE TO GET TO TORONTO ARMED WITH THE LATEST INFORMATION WHEN WE APPROACH THE GOVERNMENT YET AGAIN, SO AND BASED ON THE MANDATE WE HAVE FROM THE LAST MEETING, WE'LL DEAL WITH THAT PROCEDURALLY TO MAKE SURE THAT WE'RE STILL GETTING WHAT WE . PREFER TO MAYBE NOT DO THAT. I GET CARSICK WHILE STARING AT A LAPTOP SCREEN. WE'LL MAKE IT WORK. COUNCILLOR FINAMORE. JUST A POINT OF LOOKING AT THE CALENDAR, SHOULD WE NOT HOLD IT THE WEEK BEFORE IF WE WANT TO GET IT TO THE APRIL 28TH COUNCIL MEETING FOR DISCUSSION OR MARCH 28TH COUNCIL MEETING FOR DISCUSSION. IF YOU GUYS ARE GOING TO TORONTO ON APRIL THE WEEKEND OF APRIL 8TH, 9TH, 10TH OR 10TH, 11TH, 12TH I GUESS. SOMETHING BEFORE THE END OF NEXT WEEK OR MID-WEEK NEXT WEEK. YES. IF YOU WANT TO BRING IT TO COUNCIL INSTEAD OF HOLDING TWO SPECIAL COUNCIL MEETINGS OR WHATEVER. WORKS FOR ME ALREADY. [INAUDIBLE] AND MAYBE MS. BRAY CAN REMIND US THAT THE PROCEDURAL BYLAW, WHEN WE TALK ABOUT POSTING THE AGENDA ON A THURSDAY FOR A SPECIAL MEETING ON THE MONDAY, THAT'S THE MINIMUM AMOUNT OF TIME. THERE'S NOTHING THAT SAYS WE CAN'T HAVE LONGER THAN THAT. SO WE CAN PUBLISH THE AGENDA TOMORROW FOR A PUBLIC TOWN HALL OR A COUNCIL MEETING A WEEK AND A HALF FROM NOW, AND HAVE PLENTY OF TIME FOR THE PUBLIC, THE MEDIA FOR THE COUNCIL TO ABSORB THE INFORMATION, HAVE THE TOWN HALL, GET SOME INPUT, THEN HAVE A MEETING ON MARCH 20TH PERHAPS. SO THERE'S STILL TIME TO MAKE IT ALL HAPPEN. WE JUST NEED TO GET THROUGH TONIGHT AND MOVE ON. OKAY. GOOD STUFF. ANY UPDATES ON THE ARTS AND CULTURE HUB? HAVE WE HEARD ANYTHING FROM THE FEDS YET? WE HAVE NOT HEARD FROM THE FEDERAL GOVERNMENT YET ON THE GREEN GRANT FOR THE BIG. WE DID GET A BIT OF AN EXTENSION FROM THE FUNDERS FOR THE MOVIE THEATER RENOVATION, WHICH IS HELPFUL BECAUSE COVID, YOU KNOW, SUPPLY CHAIN ISSUES AND WHATNOT. GIVE US A LITTLE BIT MORE TIME, A FEW MORE MONTHS INTO 2023. NOT THAT WE'LL USE IT AND WE'RE MOVING AS FAST AS WE CAN ON THAT, BUT WE HAVE NOT HEARD [01:40:01] FROM THE FEDERAL GOVERNMENT YET. WE WILL PERHAPS WE SHOULD REACH OUT TO OUR WE HAVE YET TO HEAR ON THE GREEN GRANT FOR THE LARGE PROJECT. SO THERE'S NO CHANCES WE'LL BE WATCHING THE NEW BATMAN MOVIE IN THE RENOVATED THEATER BY NEXT WEEKEND, IS WHAT YOU'RE TELLING ME? MAYBE ON A LAPTOP IN A DINGY, DUSTY, YOU KNOW CURRENT SCENARIO. YEAH. OKAY. THANK YOU. RESIDENTIAL WATERFRONT DEVELOPMENT OPTIONS. STANDING ITEM. NOTHING NEW THERE? NO. OK. COVID 19 STANDING ITEM 9.40.1. REPORT FROM THE CAO RESUMING IN-PERSON COUNCIL MEETINGS. RECOMMENDATION THAT THE CAOS REPORT RESUMING IN-PERSON COUNCIL MEETINGS BE RECEIVED AND THAT COUNCIL RESUME IN-PERSON COMMITTEE AND COUNCIL MEETINGS BEGINNING ON MONDAY, APRIL 4TH OR AT THE EARLIEST OPPORTUNITY WHEN THE SEVEN MEMBERS INDICATE A WILLINGNESS TO RETURN TO THEIR TRADITIONAL COUNCIL CHAMBERS SEATS WITHOUT THE PLEXIGLASS DISTANCING. MOVER PLEASE TO GET THIS DISCUSSION GOING. I'LL MOVE FOR DISCUSSION. THANK YOU. SECONDER. SECOND BY COUNCILLOR PATRIE. JUST ONE ONE QUICK POINT ON THIS. I DON'T THINK THAT ALTHOUGH I'VE NEVER SEEN THAT ALL SEVEN MEMBERS OF COUNCIL NEED TO ALL VOTE IN FAVOR OF SOMETHING. MIND YOU, THAT BEING SAID, I KNOW THERE'S MEMBERS OF COUNCIL THAT DON'T HAVE A COMFORT OF BEING IN COUNCIL MAY NOT FOR A FEW MONTHS. SO. THEY WE CAN STILL WORK ON THE HYBRID WAY THAT WE HAVE DONE IN THE PAST WHEN MEMBERS ARE ILL OR OUT OF TOWN OR SO ON AND SO FORTH. COUNCILLOR PATRIE. LOOKING TO PUT AN AMENDMENT ON IT YOUR WORSHIP AND I'D LIKE TO CHANGE IT TO AND THAT COUNCIL RESUME IN-PERSON COMMITTEE AND COUNCIL MEETINGS BEGINNING AT THE EARLIEST OPPORTUNITY WITHOUT THE NEED FOR PLEXIGLASS SCREENS AND SOCIAL DISTANCING. THAT DID YOU WANT TO SECOND THAT. SORRY, COUNCILLOR MANN. SURE. OKAY. AND YOU HAVE YOUR HAND UP ALSO, COUNCILLOR. THANK YOU. I GUESS TO THAT POINT, THERE'S TWO PHASES TO THIS. WE OBVIOUSLY WE HAVE A REOPENING AND RESTRICTION OF MANDATES STARTING NEXT MONDAY, THE 21ST. WE ALSO HAVE THE FINAL DEADLINE, LET'S CALL IT THE FINISH LINE OF APRIL 27TH. THAT'S THE BALANCE OF ALL RESTRICTIONS IN THE PROVINCE BEING LIFTED. IT WOULD SEEM TO MAKE SENSE TO ME THAT WE BEGIN MEETING RIGHT AFTER THAT DEADLINE. IT'S BEEN PRETTY CLEAR, FROM WHAT I UNDERSTAND IN THE COMMUNITY THAT PEOPLE ARE CONCERNED AND WANTING TO GET BACK INTO REGULAR MEETINGS. I DON'T BELIEVE ANYONE AT THIS TABLE WOULD DISAGREE WITH THAT. I PERSONALLY DON'T BELIEVE THAT THE PLEXIGLAS IN COUNCIL CHAMBERS IS VERY EFFECTIVE. I'VE BEEN SAYING IT FROM THE BEGINNING. IT'S FINE AS LONG AS YOU'RE SITTING FORWARD. BUT OBVIOUSLY, ALL OF US, YOU KNOW, REACH BACK IN OUR CHAIRS. THERE'S NO PLEXIGLASS BACK HERE. I CAN STILL TOUCH BOTH MEMBERS ON EITHER SIDE OF ME. IT'S BEEN A WHILE, BUT I BELIEVE I SIT BETWEEN COUNCILLOR PATRIE AND COUNCILLOR CYR. I GUESS THAT'S MY ISSUE. THE PROVINCE HAS GIVEN US A DEADLINE THAT IS 27 DAYS BEYOND OR 23 DAYS BEYOND THE DATE. THAT'S IN THE REPORT FROM MR. GAGNON ABOUT REOPENING BEGINNING OF APRIL. I JUST DON'T SEE WHY WE SAY WERE REOPENING EFFECTIVE THE 27TH AND BE DONE WITH IT. THAT WOULD BE THE CLEANEST, NEATEST WAY TO RESOLVE THIS. REGARDING THE HYBRID MODEL, IF I COULD FOR JUST A SECOND, WE DON'T DO IT VERY WELL. WE HAVE PEOPLE IN CHAMBERS OR IN A DIFFERENT SETTING. WE HAVE AT THE COLLINS HALL THE FAN NOISE ON THE CEILING DROWNS OUT HALF OF THE PEOPLE. UNFORTUNATELY, MY HEARING IS NOT THE BEST EITHER. SO I HAVE PROBLEMS HEARING AT THE COLLINS HALL THOSE THAT ARE ON ELECTRONIC MEDIA CAN'T REALLY WORK WELL IN CHAMBERS. THE SPIDER PHONE AGAIN, IS PROBLEMATIC. MOVING FORWARD. I THINK WE REALLY HAVE TO PICK A LANE AND STAY IN IT. REGARDING TECHNOLOGY, WE'RE HAVING PROBLEMS WITH EASTLINK. WE'VE COMMITTED TO THE WEB BASED. I THINK THERE HAS TO BE A SOLUTION OUT THERE THAT CAN INTEGRATE ALL OF THIS IN A BETTER PLATFORM. SCREEN AT OUR SEAT IN CHAMBERS TO BE ABLE TO HAVE A LITTLE BIT OF ENHANCED MULTIMEDIA FOR PEOPLE THAT ARE ON A TABLET OR SOMEWHERE ELSE, I THINK IS SOMETHING THAT WE REALLY NEED TO PROBABLY SHOULD HAVE HAD THIS DISCUSSION A LONG TIME AGO, BUT WE'RE [01:45:02] HAVING IT NOW. SO, SO BE IT. WE DO NEED TO REOPEN. IT IS TIME. I COMPLETELY RESPECT THOSE AROUND THE TABLE THAT ARE NOT OVERLY EXCITED ABOUT COMING BACK SOONER THAN LATER. THERE ARE CONCERNS. I CAN TELL YOU RIGHT NOW I HAVE NO INTEREST IN MEETING UNTIL THE 27TH OF APRIL BECAUSE OF MY DAYTIME RESTRICTIONS. I'M NOT GOING TO DO IT. I REMAINED COVID FREE IN MY WORKPLACE. MY RESIDENTS ARE SAFE AND I WILL KEEP THEM THAT WAY. AND IF IT'S FOR ANOTHER 27 OR 28 DAYS, I THINK THAT'S A REASONABLE REQUEST FOR ME OR TO DO THAT, AND THAT'S WHAT I'M GOING TO DO. I JUST THINK THAT WE HAVE TO, BUT I THINK WE NEED TO RECOGNIZE THOSE AROUND THE TABLE AS WELL. SO. I'M NOT PUTTING ANOTHER AMENDMENT ON THE TABLE AT THIS POINT, BUT THE PROVINCE IS TELLING US THE FINISH LINE IS APRIL 27TH, AND I'LL JUST PUT THAT OUT THERE FOR FOOD FOR THOUGHT. THANK YOU. MS. BRAY, WHAT'S OCCURRING TO THAT AMENDMENT? I WAS JUST GOING TO ASK YOU TO CONFIRM COUNCILLOR PATRIE. DID YOU JUST ASK THAT COUNCIL RESUME IN PERSON AND COUNCIL COMMITTEES BEGINNING AT THE EARLIEST OPPORTUNITY WITHOUT THE NEED FOR PLEXIGLASS SCREENS OR SOCIAL DISTANCING? THAT EARLIEST OPPORTUNITY TO BE AROUND APRIL 27TH, BY ANY CHANCE? NO, I DON'T THINK IT WOULD BE. YOU HAVE TO TAKE INTO ACCOUNT THAT WE CAN STILL ATTEND MEETINGS VIA PHONE IF REQUIRED. WE USED TO DO IT ALL THE TIME BEFORE AND I TOTALLY RESPECT COUNCILLOR MANN AND UNDERSTAND THAT HE DOES HAVE AN AWFUL LOT OF VULNERABLE PEOPLE THAT I WOULDN'T WANT TO SEE HIM TAKING ANYTHING IN. I WOULD RECOMMEND ANYBODY THAT'S NOT HEALTHY, NOT ATTEND CITY HALL PERIOD. THE VACCINES ARE WORKING AND I THINK WE HAVE TO BE DILIGENT. IF YOU'RE FEELING UNWELL, EITHER PHONE IN OR DON'T ATTEND THE MEETINGS. BUT I THINK WE HAVE TO GET BACK TO BUSINESS. ALL THE MANDATES HAVE BEEN LIFTED. THERE'S NO MORE SOCIAL DISTANCING REQUIRED THERE WILL NOT BE MASKING REQUIRED AT THE NEXT COUNCIL MEETING. IT'S AT THE OPTION ANY MEMBER THAT WANTS TO WEAR A MASK CAN. AND I GUARANTEE IN MY STORE I'M GOING TO HAVE PEOPLE COMING IN WITH MASKS FOR A VERY LONG TIME. I DON'T HAVE AN ISSUE WITH IT. IT'S THEIR PREROGATIVE. BUT I THINK WE HAVE TO GET BACK TO THE BUSINESS OF MEETING IN PERSON. OKAY. COUNCILLOR TURNER. THANK YOU, YOUR WORSHIP. WELL, I'M WITH COUNCILLOR MANN ON THIS ONE. EVEN ON COUNCIL, WE HAVE MEMBERS WHO HAVE CONCERNS ABOUT EITHER THEIR WORKPLACE OR THEIR FAMILIES. AND I WANT TO GET BACK TO THE COUNCIL CHAMBERS, BUT NOT IF WE'RE RUSHING THINGS OR PUTTING PEOPLE AT RISK EVEN IN THE SLIGHTEST. WHAT BENEFIT DO WE GAIN BY MEETING THE PROVINCE ON A DEADLINE OR A DATE? EVEN IN THE REPORT, IT STATES THAT WE END UP COUNTERING PUBLIC HEALTH RECOMMENDATIONS BY NOT WAITING UNTIL THE 27TH. SO I'M IN FAVOR OF GETTING BACK TO THE COUNCIL CHAMBERS. AND IF THE EARLIEST DATE IS THE 27TH OR SO, I'M GOOD. LET'S STICK WITH THE PROVINCE'S DATES. OKAY COUNCILLOR FINAMORE. THANK YOU YOUR WORSHIP. I APPRECIATE THE WORDS OF OTHER COUNCILLORS REALIZING THAT THERE ARE COUNCIL MEMBERS WHO ARE HESITANT. I'M NOT HESITANT. I'M TERRIFIED. WHEN THE MASKING MANDATE LEAVES NEXT MONDAY. I HAVE THE RIGHT TO WEAR A MANDATE, I MEAN, A MASK WHEREVER I GO, THAT PROTECTS YOU FROM ME. THERE'S NOTHING IN MY RIGHTS THAT PROTECTS ME FROM YOU. MASKS ARE. THAT'S THE WAY MASKS ARE DESIGNED. THAT IF YOU ARE SICK, YOU WEAR A MASK. SO ANYTHING YOU HAVE WILL NOT CARRY TO ANOTHER PERSON. WHEN I GO OUT IN PUBLIC AS AN IMMUNE COMPROMISED PERSON, I HAVE NO RIGHTS AND THAT'S REALLY HARD TO SWALLOW. I DO WANT TO GET BACK TO CITY HALL. I MISS THE COUNCIL CHAMBERS. I MISS THE CAMARADERIE BETWEEN BEFORE AND AFTER THE MEETINGS. I MISS THE PUBLIC. I MISS SEEING THE STAFF. I MISS IT ALL. I DON'T THINK I'M DOING A LESSER JOB AT HOME THAN I WOULD BE IN THE COUNCIL CHAMBERS. I THINK I'VE KEPT MY COMMITMENT AND ATTENDED EVERY MEETING I COULD, AND THAT WAS MOST [01:50:05] MEETINGS. I JUST DON'T THINK THAT PEOPLE WHO ARE NOT IMMUNOCOMPROMISED DO NOT REALIZE THE RISK. I WOULD OFFER UP AN AMENDMENT TO THE RESOLUTION STATING THAT NOT AS SOON AS. I'M AFRAID I'VE LOST THE WORDING. AS SOON AS POSSIBLE. IS THAT WHAT IT SAYS? EARLIEST OPPORTUNITY TO STATE MAY 1ST FOR ALL COMMITTEES, MEETINGS AND COUNCIL MEETINGS. SO I'M GOING TO ASK FOR THAT AMENDMENT. WE ALREADY HAVE AN AMENDMENT ON THE FLOOR STATING AT THE EARLIEST OPPORTUNITY, SO WE MIGHT WANT TO VOTE ON THAT ONE FIRST AND SEE WHERE THAT GOES. COUNCILLOR TURNER. MR. MAYOR, IF I COULD JUST GO BACK TO THE MOTION HERE. IT SAYS, RESUME IN-PERSON COMMITTEE AND COUNCIL MEETINGS BEGINNING MONDAY, APRIL 4TH, OR AT THE EARLIEST OPPORTUNITY WHEN ALL SEVEN MEMBERS OF COUNCIL INDICATE A WILLINGNESS TO RETURN. THERE'S AN AMENDMENT ON THE FLOOR ALREADY COUNCILLOR TURNER. WHAT I'M POINTING OUT HERE IS LET'S THINK ABOUT WHAT WE HAD ON THE FLOOR IN THE FIRST PLACE HERE. OKAY. COUNCILLOR MANN. WE COULD DO ONE OF TWO THINGS. WE COULD VOTE DOWN THE AMENDMENT, OR I COULD WITHDRAW MY SECONDING OF THE AMENDMENT. THAT WAY IT GETS RID OF THE AMENDMENT. I UNDERSTAND WHAT THE COUNCILLOR PATRIE IS TRYING TO DO, BUT HONESTLY, AGAIN, I THINK THE EFFECTIVENESS OF THE PLEXIGLAS BACK TO THAT POINT, COUNCILLOR, IT'S REALLY NOT GOING TO. ALL THE OTHER MANDATES ARE IN PLACE. VACCINATION IS IN PLACE. THAT'S NOT GOING TO GO AWAY. I WOULD BE HAPPY TO SUPPORT WHAT COUNCILLOR FINAMORE HAS SUGGESTED. I THINK WE NEED A DATE AND A TIME. IF THAT DATE IN TIME GETS CHANGED BECAUSE OF CHANGES IN THE BROADER COMMUNITY AS CHANGES TO WHAT PUBLIC HEALTH GUIDELINES ARE WELL, THEN I THINK CLEARLY AS A COUNCIL, WE'RE GOING TO HAVE TO DO THAT. IN A REVIEW TODAY OF SEVERAL OTHER MUNICIPALITIES IN THE PROVINCE IT APPEARS AS THOUGH MAY IS THE MONTH WHERE THINGS ARE RETURNING TO, THERE'S SOME LATE APRIL, EARLY MAY. BUT THE WEBSITES I CHECKED TODAY, THEY APPEAR TO BE ALL IN MAY. SO I THINK AT THIS POINT I WILL WITHDRAW MY SECONDING OF THE AMENDMENT. OKAY. COUNCILLOR FINAMORE HAS REQUESTED AN AMENDMENT TO HAVE IT STATE MAY 1ST. AM I CORRECT COUNCILLOR FINAMORE? YES, SIR. IS THERE A SECONDER FOR THAT AMENDMENT? I'LL SECOND THAT YOUR WORSHIP. FURTHER DISCUSSION ON THE MAY 1ST DATE TIME FRAME. COUNCILLOR PATRIE. [INAUDIBLE] WORDING, IF THE CLERK CAN. MS. BRAY. THE AMENDMENT NOW READS AND THAT COUNCIL RESUME IN-PERSON COUNCIL AND COMMITTEE MEETINGS BEGINNING ON MAY 1ST, 2022, WITHOUT THE NEED FOR PLEXIGLASS SCREENS OR SOCIAL DISTANCING. AND I DO BELIEVE BY THAT TIME FRAME, THE PROVINCE PLANS ON REMOVING THEIR STATE OF EMERGENCY, WHICH MEANS WE POSSIBLY COULD ALSO. OKAY. IS THERE ANY FURTHER DISCUSSION? WE'LL VOTE ON THE AMENDMENT THEN. COUNCILLOR FINAMORE. IN FAVOR. COUNCILLOR MANN. IN FAVOR. COUNCILLOR TURNER. OKAY. IN FAVOR. AND COUNCILLOR CYR. IN FAVOR I GUESS. COUNCILLOR PATRIE. I THINK YOU'RE PUSHING IT TOO FAR OUT. EVERYTHING'S BEEN LIFTED, SO I'M OPPOSED. I'M IN FAVOR. THAT'S CARRIED. THAT GIVES US AN ACTUAL DATE, WHICH IS EXCITING. OKAY. WE HAVE TO VOTE ON IT NOW AS AMENDED. SECOND ROUND ROBIN, ANY FURTHER DISCUSSION? COUNCILLOR FINAMORE. I'M JUST WONDERING IF, I KNOW THAT AS COUNCIL MEMBERS, WE HAVE THE RIGHT TO ATTEND ANY MEETING BY PHONE OR IN PERSON. I'M JUST WONDERING IF WE CAN JUST PUSH ON IT TO TRY TO FIGURE OUT HOW TO BE ABLE TO DO IT BY ZOOM OR BY, I DON'T KNOW HOW WE'RE GOING TO DO THAT. WE HAVE THE TV SCREENS THERE. IT'S JUST THAT THE SPIDER PHONE IS TERRIBLE AND THERE IS TIMES WHEN COUNCIL IS OUT OF TOWN AND WOULD STILL LIKE TO ATTEND COMMITTEE MEETINGS OR THE COUNCIL MEETING. AND NOT THAT I'M STAYING HOME FOREVER. THAT'S NOT WHAT I'M SAYING. I'M JUST SAYING THAT ZOOM IS SO MUCH NICER TO PARTICIPATE IN A MEETING THAN THE SPIDER PHONE. JUST SAYING USING TWO DIFFERENT CELL PHONES AND A SPIDER PHONE TO TRY TO HEAR A MUFFLED [01:55:04] VOICE ISN'T WORKING. MR. GAGNON. THIS WILL ALLOW US SOME TIME TO KEEP TINKERING. THE PROBLEM IS THE NEED TO DO THIS IN THE COUNCIL CHAMBERS AND THE SIMULTANEOUS NEED TO HAVE EASTLINK BROADCAST AND LIVE STREAMING AND THE MICROPHONE. SO WE WILL HAVE TO TEST HOW AN IPHONE INTO THE MICROPHONE AND THEN THROUGH THE SYSTEM IN THE BUILDING AND OUT TO EASTLINK. THERE'S JUST TOO MANY MOVING PARTS AND IT GETS VERY, VERY UNWIELDY, VERY QUICKLY. BUT WE CAN TEST IT AND SEE HOW IT GOES. AND THAT'S PART OF THE CHALLENGE. WE HAVE HAD SOME SUCCESS WITH BLUETOOTH SPEAKERS IN OTHER HYBRID MEETINGS IN THE COLLINS HALL WITH THE FANS TURNED OFF. SO, YOU KNOW, SO THERE IS A SHRED OF HOPE, BUT THAT'S AN OFF SITE LOCATION WHERE YOU LOSE THE EASTLINK INFRASTRUCTURE, SO YOU LOSE THE SIMULTANEOUS BROADCAST AT EASTLINK. SO IT'S VERY CHALLENGING TO TRY TO DO EVERYTHING SIMULTANEOUSLY. BUT WE'VE GOT SOME TIME TO TINKER WITH IT AND WE CAN COME WITH IF ANYTHING, I BELIEVE IT'S THE REVERB CAUSED BY THE SPEAKERS IN THE COUNCIL CHAMBERS. AND I'M CURIOUS IF THERE'S A WAY TO UNPLUG THEM WITHOUT CUTTING THE CABLES, JUST DISCONNECT THE SOUND SYSTEM IN THE COUNCIL CHAMBERS FOR THAT TYPE OF MEETING. IT JUST MEANS EVERYONE IN THE MEETING HAS TO SPEAK A BIT LOUDER. BUT THERE'S AN OPTION RIGHT THERE DISCONNECTING THOSE SPEAKERS BECAUSE THAT'S WHAT'S CAUSING THAT REVERB. EVEN WHEN YOU SIT IN THE COMMITTEE ROOM, WHICH I'VE TRIED DURING A MEETING, I'VE BEEN ASKED TO MOVE TO ANOTHER ROOM BECAUSE EVEN IN THERE, IT'S CAUSING REVERB. COUNCILLOR MANN. THANK YOU YOUR WORSHIP. JUST TWO POINTS. FIRST TO COUNCILLOR PATRIE'S POINT ABOUT IT'S TOO FAR BEYOND THE MANDATES. THE PROVINCE HAS MANDATE FOR COMPLETE REOPENING ELIMINATION OF ALL THE OTHER RESTRICTIONS IS APRIL 27TH. WE'RE LOOKING FOR FOUR DAYS, COUNCILLOR. I THINK THAT'S REASONABLE. WE WOULDN'T HAVE ANY MEETING SCHEDULED ANYWAY FROM A WEDNESDAY TO THE FOLLOWING WEEK ANYWAY. SO IT SEEMS TO MAKE SENSE THAT YES, IT'S FOUR CALENDAR DAYS, BUT IT DOESN'T IMPACT THE MUNICIPALITY'S MEETING SCHEDULE. AND THE ONLY OTHER POINT, AGAIN, BACK TO TECHNOLOGY. THERE WAS ONE TIME WHEN WE DIDN'T HAVE ANYTHING UPLOADED TO THE WEBSITE. WE WERE ONLY USING EASTLINK CABLE 10 AT THAT POINT. SO AGAIN, WE'VE GONE NOW TO SERVING BOTH POPULATIONS WITH TELEVISION AS WELL AS THE INTERNET. PERHAPS WE NEED TO REVISIT THAT WHOLE TOPIC AT SOME POINT AT COMMITTEE. NOT TONIGHT, BUT AGAIN, I THINK WE NEED TO YOU KNOW, IF IT'S THAT CUMBERSOME, PERHAPS WE CAN NO LONGER DO IT. I JUST THINK IT'S WE TALK ABOUT THIS ALL THE TIME. WHAT'S MOST EFFICIENT FOR THE RUNNING OF THE MEETING, FOR THE MAJORITY OF THOSE THAT CAN WATCH AND ATTEND? AND I THINK THAT'S A CONVERSATION THAT UNFORTUNATELY WE'RE GOING TO HAVE TO GRAPPLE SOONER THAN LATER. THANK YOU. ANY FURTHER DISCUSSION? OKAY. ONE LAST TIME, MS. BRAY, IF YOU CAN READ THE RECOMMENDATION AS AMENDED. MAIN MOTION AS AMENDED THAT THE CAOS REPORT TO RE-RESUMING IN-PERSON COUNCIL MEETINGS BE RECEIVED AND THAT COUNCIL RESUME IN-PERSON COUNCIL AND COMMITTEE MEETINGS BEGINNING MAY 1ST, 2022, WITHOUT THE NEED FOR PLEXIGLASS SCREENS OR SOCIAL DISTANCING. OK. THANK YOU. A ROLL CALL STARTING WITH COUNCILLOR FINAMORE. IN FAVOR. COUNCILLOR CYR. IN FAVOR. COUNCILLOR TURNER. FAVOR. COUNCILLOR PATRIE. OPPOSED. COUNCILLOR MANN. IN FAVOR. I'M IN FAVOR. THAT'S CARRIED. THANK YOU. CONTINUING ON WITH UNFINISHED BUSINESS. 9.5 REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT, RENAMING OF MUNICIPAL ASSETS JUST THE ITEM RELATED TO RETURNING IN OH SORRY. I MAY HAVE SOME OTHER COVID RELATED THINGS. OKAY. SORRY. CONTINUING ON WITH SO GENERALLY THE MASK MANDATE IS BEING LIFTED BY THE FOUR GOVERNMENT NEXT MONDAY, THE 21ST. COUNCIL CAN CHOOSE IF THEY WISH TO CONTINUE THAT MASK MANDATE FOR OUR INDOOR FACILITIES. BUT THAT'S NOT WHAT I RECOMMEND. I RECOMMEND THE PAST PRACTICE HAS ALWAYS BEEN TO OPEN UP OR RE FOLLOW THE FOUR GOVERNMENT'S GUIDELINES IN GENERAL, EXCEPT FOR ON OCCASION WHEN COUNCIL DIRECTED OTHERWISE. SO THIS WOULD BE AN OPPORTUNITY TO DIRECT OTHERWISE. OTHERWISE ON MARCH 21ST, WHEN THE MASK MANDATE IS LIFTED, WE WOULD LIFT THAT INTERNALLY. WHAT THAT MEANS FOR, SAY, CITY HALL STAFF IS THE SAME IT WOULD MEAN FOR GOING TO A RESTAURANT. IT'S EVERYONE'S PERSONAL CHOICE TO WEAR A MASK. WE WILL NOT TOLERATE ANY QUESTIONS ABOUT WHETHER SOMEONE IS WEARING A MASK. IT IS THEIR PERSONAL CHOICE. IT WOULD BE NO DIFFERENT THAN COMMENTING ON THEIR PERSONAL APPEARANCE. [02:00:02] THEY JUST CHOOSE TO WEAR A MASK, AND THAT'S IT. BUT THAT WOULD BE THE INFORMAL POLICY WE WOULD ADOPT. SO AT CITY HALL AND IN OUR FACILITIES AND THEN THE VACCINE PASSPORT IS BEING LIFTED ALREADY HAS BEEN LIFTED, BUT THERE WAS A MOTION IN THE PAST TO ADOPT A VACCINE PASSPORT FOR OUR INDOOR FACILITIES. SO IT MIGHT BE HANDY TO HAVE A MOTION THIS EVENING TO JUST SIMPLY REPEAL ANY VACCINE PASSPORT POLICIES AND GOING FURTHER THE SAME POLICY WE HAVE COUNCIL ADOPTED IN SEPTEMBER OF 2021 FOR STAFF FROM A HUMAN RESOURCE PERSPECTIVE WHERE WE REQUIRED ALL STAFF TO BE VACCINATED AND SHOW PROOF OF VACCINE OR SUBJECT TO WEEKLY TESTS OF THEIR VACCINE STATUS OR NOT VACCINE STATUS, TESTS OF THEIR THAT THEY DON'T HAVE COVID TO REENTER THE WORKPLACE. THAT CAN BE LIFTED AS EARLY AS TODAY. AND I WOULD RECOMMEND WE DO THAT SIMPLY BECAUSE THE VAST MAJORITY OF STAFF HAVE BEEN DOUBLE VAXED. WE NEVER IMPOSED THE BOOSTER, WE NEVER TRACKED THAT. THAT WAS NEVER MANDATED BY THE FOUR GOVERNMENT. WE KNOW THE BOOSTER IS ESSENTIAL FOR OMICRON, BUT WE DON'T TRACK THAT DATA. CURRENTLY, RIGHT NOW WE STILL HAVE THIS STAFF HR VACCINE OR VACCINE MANDATE, AND WE STILL HAVE A VERY SMALL NUMBER OF STAFF WHO ARE VACCINE HESITANT, WHO ARE BEING TESTED WEEKLY TO ENTER THE WORKPLACE. SO IT SORT OF STRIKES ME AS OVERKILL FOR THAT TINY NUMBER TO STILL BOTHER WITH THE VACCINE. SORRY, THE TESTS ON A REGULAR BASIS FOR A TINY NUMBER OF STAFF TO COME IN KNOWING THAT WE NO LONGER HAVE TO HAVE THE VACCINE. AND THIS WOULD BE JUST IT DOESN'T MEAN WE'RE ABANDONING THE CONCEPT. WE STILL HAVE BEST PRACTICES WE CAN IMPLEMENT. WE'RE STILL GOING TO MAINTAIN ACTIVE SCREENING FOR A CERTAIN AMOUNT OF TIME. BUT IF COUNCIL WOULD REPEAL THAT VACCINE POLICY FOR STAFF, WE WOULD HAVE THE ABILITY TO JUST SIMPLY WORK ON BEST PRACTICES AND AS OPPOSED TO HAVING THIS STICK, WHICH IS THOU SHALT BE DOUBLE VAXED OR SUBJECT YOURSELF TO WEEKLY TESTS. IT JUST SEEMS LIKE IT WOULD BE TIME TO LIFT THAT MANDATE. THANK YOU. MR. GAGNON, YOU'VE HIT A COUPLE OF POINTS. WOULD IT BE EASIEST FOR US TO JUST PASS A RESOLUTION GIVING DIRECTION THAT STAFF FOLLOW THE PROVINCIAL REOPENING MANDATE TIME FRAMES THAT GIVES YOU THE STEP OUT OF ALL SITUATIONS. I SUPPOSE THE PROBLEM IS WE ALREADY HAD THAT MANDATE, BUT WE HAVE THIS SPECIFIC VACCINE POLICY THAT CAME TO COUNCIL. YOU [INAUDIBLE] THE POLICY, YOU APPROVED THE POLICY. AND BECAUSE IT WAS ADOPTED BY MOTION, IT SHOULD PROBABLY BE REPEALED BY MOTION. WE COULD DO THIS AT THE NEXT COUNCIL MEETING, BUT THAT'S ANOTHER TWO WEEKS OF TESTING OUR VERY SMALL NUMBER OF VACCINE HESITANT STAFF. THAT WAS MANDATED BY THE PUBLIC HEALTH ALSO WAS AT EVERY ONE, INCLUDING MUNICIPALITY HAVE A POLICY IN PLACE. SO THAT'S KIND OF OUR PROBLEM IS THAT WE HAVE THIS POLICY. IT WAS PARTIALLY DISCRETIONARY. THE POLICY STATES THAT YOU ARE SUBJECT NOT TO TERMINATION, BUT TO DISCIPLINE IF YOU REFUSE TO BE TESTED OR PRODUCE VACCINE CONFIRMATION. IT SEEMS NOW READING THE ROOM, READING THE PROVINCE, IT MIGHT BE TIME TO LIFT THAT POLICY. AND WE HAVE NOW A HANDFUL OF STAFF WHO TODAY, TOMORROW NEED TO BE TESTED TO REENTER THE WORKPLACE. MEANWHILE, THE REST OF STAFF ARE DOUBLE BOOSTED, BUT PERHAPS NOT TRIPLE BOOSTED AND IT JUST SEEMS LIKE IT'S OVERKILL AT THIS POINT. COUNCILLOR PATRIE. I'D LIKE TO PUT A MOTION ON THE FLOOR THAT WE REPEAL ALL COVID 19 POLICIES THAT WE HAVE IN PLACE WITH THE MUNICIPALITY AND FOLLOW ANY MANDATED DATES THAT THE PROVINCE PUTS INTO PLACE. SECONDER FOR THAT MOTION. SECONDED BY COUNCILLOR CYR. THANK YOU. ANY FURTHER QUESTIONS? COMMENTS? COUNCILLOR MANN. [INAUDIBLE]. COUNCILLOR MANN. WE CAN'T HEAR YOU. YOU SOUND LIKE A SMURF. CAN YOU MUTE AND UNMUTE AGAIN? [INAUDIBLE]. DARTH VADER. [INAUDIBLE] THIS NIGHT'S ENTERTAINING. [02:05:08] ANY OTHER COMMENTS WHILE WE WAIT ON COUNCILLOR MANN TO RETURN? COUNCILLOR FINAMORE. I WAS JUST GOING TO SUGGEST THAT WE OR ASK THAT I HOPE BY REPEALING THESE THAT WE'RE NOT STILL ENCOURAGING STAFF TO VACCINATE. AND WHO KNOWS? I GUESS IF SOMETHING ELSE COMES DOWN THE ROAD, WE CAN REVISIT EVERYTHING, BUT AS PUBLIC HEALTH WILL AS WELL. SO THE MANDATES ARE THE 21ST. YOU CAN STOP MASK WEARING. AND SO THE VACCINATION THING WOULD START IMMEDIATELY BECAUSE YOU DIDN'T HAVE TO SHOW PROOF OF VACCINATION SINCE LAST WEEK IS THAT BASICALLY WHAT YOU'RE ASKING? I'M SUGGESTING WE CAN DROP THE VACCINE, MANDATORY VACCINE FOR ALL STAFF. IT'S ALREADY ESSENTIALLY DROPPED FOR THE INDOOR REC FACILITIES FOR THE PUBLIC. BUT WE HAVE THIS STAFF POLICY THAT SAYS THOU SHALT BE VACCINATED OR THOU SHALL BE SUBJECT YOURSELF TO WEEKLY TESTS, WHICH DOESN'T SEEM APPROPRIATE ANYMORE FOR THE. AGAIN, IT'S A VERY SMALL NUMBER OF OUR 270 OR 80 FULL TIME AND PART TIME STAFF. COUNCILLOR MANN. CAN YOU HEAR ME NOW? PERFECT. THANK YOU. GOOD. OK. SO JUST A QUESTION ON THAT. SO IF WE WERE TO REPEAL THAT, WE ARE NOW ESSENTIALLY TELLING ANY NEW EMPLOYEES THAT WE HIRE TOMORROW WE DON'T CARE IF THEY'RE VACCINATED OR NOT. IS THAT CORRECT? WHEN WE REMOVE THE STICK, WE WOULD STILL HAVE THE CARROT TO SAY WE CARE. WE HIGHLY RECOMMEND. PLEASE DO SO. BUT WILL WE SAY WE WON'T HIRE YOU IF YOU AREN'T DOUBLE VAXED? NO WE WON'T. WE WON'T SAY THAT. BUT WE WOULD STILL ENCOURAGE EVERYONE. ABSOLUTELY. I GUESS WHAT I'M SAYING IS WE'RE REMOVING THE SOMEWHAT DEPENDING ON WHO YOU TALK TO, DRACONIAN MEASURE, WHICH IS THOU SHALT SUBJECT YOURSELF TO PROOF OF VACCINATION OR SUBJECT YOURSELF TO WEEKLY TESTING TO ENTER THE WORKPLACE. MEANWHILE, THE PROVINCE IS LIFTING. WE'RE NOT WE'RE NOT ALONE IN THIS. WE NEVER BOTHERED WITH THE BOOSTERS. WE KNOW OMICRON DOESN'T RESPOND AS WELL TO THE TWO BOOSTERS. SO IT JUST SEEMS LIKE IT'S IT'S IT'S A LITTLE STRONG, HEAVY HANDED. IF WE REMOVE THE STICK, WE CAN STILL HAVE THE CARROT. WE WILL STILL HAVE BEST PRACTICES. WE AT LEAST HAVE THE LUXURY OF BEING ABLE TO BE MORE FLEXIBLE WHEN IT COMES TO HEALTH. WE'RE NOT ABANDONING IT. WE'RE NOT SAYING IT'S FREE FOR ALL. AND, YOU KNOW, COVID IS ALL IN THE REARVIEW MIRROR. WE'RE JUST SUGGESTING THAT VERY HEAVY HANDED APPROACH FOR THAT POLICY MAY HAVE HAD IT'S DATE. THANK YOU. MR. GAGNON. I GUESS MY CONCERN IS, AS WE ALL KNOW, THIS ISN'T GOING AWAY APRIL 27TH, 2022. THIS IS GOING TO GO ON FOR MONTHS. IT'S GOING TO BECOME A COMMON COLD. I DON'T KNOW WHAT MESSAGE WE'RE SENDING IF WE'RE JUST REPEALING EVERYTHING. THAT'S MY CONCERN, WHICH I TRIED TO ARTICULATE EARLIER BY EMAIL. I DON'T KNOW IF I WAS ABLE TO PROPERLY OR NOT, BUT THAT WAS MY ATTEMPT. I HAVE A POLICY AT WORK. I'M NOT REPEALING ANYTHING. THE POLICY STAYS AS A POLICY FOR THIS PARTICULAR SITUATION. IT'S NOT BEING REMOVED AND THAT'S JUST THE WAY IT IS. BUT THEN AGAIN, LOTS OF AGENCIES HAVE INFLUENZA TYPE POLICY AS WELL, WHICH IS VERY SIMILAR TO THIS. I HAVE NO INTENTION OF REMOVING THOSE EITHER. I THINK IT'S AGAIN, SOMETHING THAT WE NEED TO DO TO PROTECT OUR EMPLOYEES. SO IF WE'RE REPEALING EVERYTHING, I DON'T THINK I COULD BE IN SUPPORT OF THAT TONIGHT BASED ON WHAT I'VE HEARD SO FAR. AND I DO APOLOGIZE. I DID MISS PART OF IT DUE TO ISSUES HERE. SO. BUT I'M BACK. THANK YOU. OKAY. ADDITIONAL COMMENTS. MS. BRAY CAN YOU READ THE RESOLUTION? MOVED BY COUNCILLOR PATRIE, SECONDED BY COUNCILLOR CYR THAT WE REPEAL ALL COVID 19 POLICIES AND FOLLOW THE PROVINCIAL REOPENING MANDATES. OKAY. THANK YOU. I RESPECT COUNCILLOR MANN'S POINT OF VIEW. AND I UNDERSTAND YOU WORKING THE HEALTH CARE WITH THE EXTREMELY HIGH VULNERABLE SECTOR. DEFINITELY HANG ON TO YOUR SAFEGUARDS AS LONG AS POSSIBLE. THAT BEING SAID, WE HAVE A MOTION ON THE TABLE, I'LL CALL FOR A ROLL CALL VOTE, STARTING WITH COUNCILLOR FINAMORE. OPPOSE. COUNCILLOR CYR. IN FAVOR. COUNCILLOR TURNER. IN FAVOR. COUNCILLOR PATRIE. [02:10:01] IN FAVOR. COUNCILLOR MANN. OPPOSED. I'M IN FAVOR. THAT'S CARRIED. 9.5 REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT. WAS THERE ANYTHING ELSE COVID RELATED MR. GAGNON BEFORE I CARRY ON, ONCE AGAIN? I WAS TRYING TO THINK. I THINK WE COVERED THE WATERFRONT PRETTY WELL THERE. I CAN'T THINK OF ANYTHING ELSE OTHER THAN WE'RE STILL IN A DECLARED STATE OF EMERGENCY. BUT THAT'S NOT COUNCIL'S CALL TO MAKE. THAT'S THE [INAUDIBLE] CONTROL GROUP WE CAN'T PASS A RESOLUTION THAT COVID JUST GO AWAY. WE'VE TRIED THAT ONE IT DIDN'T WORK. OK. COUNCILLOR CYR. YES. DUE TO THE NEXT ITEM BEING A FAMILY MEMBER, I'LL BE RECUSING MYSELF. OKAY. THANK YOU, COUNCILLOR CYR. 9.5 REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT RENAMING OF MUNICIPAL ASSETS AS PER THE ASSET NAME AND RENAMING POLICY. RECOMMENDATION AFTER REPORT OF THE MANAGER OF ECONOMIC DEVELOPMENT DATED FEBRUARY 23RD, 2022 BE RECEIVED, AND THAT COUNCIL DIRECTS STAFF TO PROCEED WITH A CEREMONIAL RENAMING ESTEN DRIVE NORTH TO FABRIS DRIVE, AND THAT COUNCIL DIRECT STAFF TO PROCEED WITH RENAMING THE SPINE ROAD CROSS COUNTRY SKI TRAIL TO THE REJEAN CYR CROSS COUNTRY SKI TRAIL. CAN I HAVE A MOVER PLEASE? MOVED BY COUNCILLOR PATRIE. SECONDED BY COUNCILLOR FINAMORE. MR. ANTUNES, IF YOU WOULD, PLEASE. I THINK YOUR WORK. SORRY, COUNCILLOR PATRIE. DID YOU WANT TO JUMP IN BEFORE I STARTED? OH, OKAY. SORRY. I JUST SAW THE FINGERS. I WAS SLIPPING BACK AND FORTH. CARRYOVER FROM THE LAST MEETING IN MARCH OF 2021, COUNCIL ADOPTED AN ASSET RENAMING POLICY WHICH WAS ATTACHED. THE POLICY ALLOWED FOR NAMES ON THE RESERVE LIST TO BE BROUGHT FORWARD FOR CONSIDERATION TO BE USED ON EXISTING MUNICIPAL ASSETS. THIS INCLUDES ITEMS SUCH AS STREETS, PARKS, FACILITIES AND IS TO BE REVIEWED ANNUALLY. AT THE LAST COUNCIL MEETING TWO NAMES WERE APPROVED ON THE NAMES RESERVE LIST AND PASSED BY COUNCIL. THE FIRST NAME WAS FABRIS. THE SECOND NAME WAS REJEAN CYR. THESE TWO REQUESTS WERE SUBMITTED PRIOR TO THE FEBRUARY 23RD DEADLINE AND THEY WERE MEANT TO COMMEMORATE THE NAMES FABRIS AND REJEAN CYR REQUEST WAS MADE BY THE FABRIS FAMILY TO RENAME ESTEN DRIVE NORTH TO FABRIS DRIVE. THEY PROVIDED A LETTER WITH THE APPLICATION OUTLINING THE ACHIEVEMENTS OF THE FAMILY AND THE COMMUNITY. IN THE POLICY IN SECTION 7.1.2 STATES THAT GENERALLY STREETS SHOULD NOT BE RENAMED FOR ALL BUT EXTENUATING CIRCUMSTANCES. STREETS SHALL BE ASSIGNED A CEREMONIAL NAME. A CEREMONIAL NAME ALLOWS THE STREET TO BE ASSIGNED A NAME WITHOUT OFFICIALLY RENAMING IT. THE ADDED COMPLEXITY OF HAVING TO REGISTER A NEW NAME WITH MAPPING UTILITY EMERGENCY SERVICES IN THE EVENT OF A CEREMONIAL NAME, A SIGN IS PLACED ABOVE THE STREET SIGN AND A CEREMONY IS HELD AT THE TIME OF THE UNVEILING. JUST TO EXPAND A BIT FURTHER, IF MEMBERS OF COUNCIL RECALL DURING THE POLICY. THE CREATION OF THE POLICY LAST YEAR, STAFF DID REACH OUT TO MULTIPLE OTHER MUNICIPALITIES DOING RESEARCH AND THE INTRICACIES OF RENAMING A STREET ARE MANY. AND IT CREATES A LOT OF DIFFICULTIES GOING FORWARD AS FAR AS RENAMING A STREET. THE SECOND ONE THAT'S BEING BROUGHT FORWARD IS UNDER THE NAME E REJEAN CYR. CERTAINLY. I MEAN, NO DISRESPECT. I NORMALLY REFER TO IT AS MR. REJEAN CYR IF I'M SPEAKING ABOUT A PERSON. BUT THE NAME BROUGHT FORWARD WAS REJEAN CYR BECAUSE IT'S RENAMING AN ASSET. A REQUEST WAS NAMED TO WAS MADE TO RENAME THE SPINE ROAD CROSS COUNTRY SKI TRAIL TO THE REJEAN CYR CROSS COUNTRY SKI TRAIL. A LETTER WAS PROVIDED WITH THE APPLICATION OUTLINING MR. CYR'S WORK ON THE CITY'S MANY TRAILS, SPECIFICALLY THE CROSS COUNTRY STREET TRAIL THAT RUNS ALONG THE SOUTH SHORE OF ELLIOT LAKE. THIS POLICY ALLOWS FOR THE ASSET TO BE RENAMED WITH COUNCIL'S APPROVAL UNDER SECTION EIGHT. PART OF ANY RENAMING OF ANY ASSET, MUNICIPAL ASSET. THE POLICY DOES MENTION PUBLIC CONSULTATION. IN THE CASE OF THE APPROVALS BY COUNCIL. SHOULD COUNCIL CHOOSE TO APPROVE BOTH NAMES FOR BOTH ASSETS A 30 DAY PUBLIC CONSULTATION PERIOD WILL BEGIN ON THE BUSINESS DAY FOLLOWING THE COUNCIL'S DECISION TO PROCEED. IF ANY OBJECTIONS COME FORTH, WE WILL PRESENT THEM WITH THE FOLLOWING MEETING WITH COUNCIL. AT THIS POINT, OBJECTIONS MAY BE TAKEN INTO CONSIDERATION, AND COUNCIL EITHER VALIDATE THE OPPOSITION OR DIRECT STAFF TO CEASE OR AMEND THE RENAMING PROCESS AND OVERRULE THE OBJECTION AS PER SECTION 6.4.3 OF THE POLICY. [02:15:05] THE FINANCIAL IMPACT IS RELATIVELY MINIMAL, WITH THE EXCEPTION OF AN OFFICIAL STREET RENAMING. AS MENTIONED IF COUNCIL DOES NOT CHOOSE TO GO THE ROUTE OF CEREMONIAL AND CHOOSES A FULL OFFICIAL STREET RENAMING THE COST IS RELATIVELY SIGNIFICANT. THERE'LL BE A LARGE AMOUNT OF STAFF TIME IN REGISTERING A NEW NAME. THERE'S ALSO FEES REGISTERED OR TIED TO REGISTRATION WITH MULTIPLE OUTSIDE ORGANIZATIONS AND THEN A LARGE LAG TIME WITH ONLINE AND ELECTRONIC UPDATING OF THE NEW NAME. IF IT IS SIMPLY A CEREMONIAL NAME, THE COST IN BOTH CASES IS LIMITED TO SIGNAGE AND THE COST OF A CEREMONIAL EVENT YET TO BE DETERMINED AT EACH OF THEM TO UNVEIL THE NAMING. SO HOPEFULLY I ANSWERED SOME OF THE QUESTIONS YOU MAY HAVE, BUT HAPPY TO ANSWER ANYTHING FURTHER. THANK YOU, MR. ANTUNES. BE A GREAT HONOR FOR BOTH THE FAMILIES IN QUESTION AND OBVIOUSLY WELL DESERVED. COUNCILLOR PATRIE. THANK YOU. BECAUSE OF THE REQUEST THAT'S BEING MADE, I'M GOING TO BE IN FAVOR OF PASSING THIS. I THINK IT'S NOT DOING JUSTICE TO THE TWO PROPONENTS. AND AFTER EVERYBODY SPEAKS, I'M GOING TO PUT AN AMENDMENT ON THE FLOOR THAT BOTH THOSE NAMES REMAIN IN THE NAME RESERVE LIST. I ABSOLUTELY DO NOT WANT TO GO THROUGH THE COST AND WORK INVOLVED TO RENAME A STREET. I DO KNOW THE HISTORY OF THE STREET AND THE SAWMILL AND SO FORTH THAT MR. FABRIS HAD AT THE BOTTOM OF ESTEN DRIVE NORTH. AND IN THAT AREA WE HAD FABRIS WELL, THERE. IT GOES BACK A LONG WAY, BUT BOTH MR. CYR AND MR. FABRIS OR THE FABRIS FAMILY. OUR EXTREME HISTORY WITHIN THIS MUNICIPALITY. I DO BELIEVE THAT THEY SHOULD STAY ON THE NAME LIST AND WE SHOULD. EVEN IF COUNCIL APPROVES THIS, WE SHOULD STILL KEEP THEM THERE AND POTENTIALLY HAVE ACTUAL STREET NAMES NAMED AFTER BOTH OF THESE. THESE ARE TWO ALMOST FOUNDERS OF THIS MUNICIPALITY. I JUST I FEEL IT'S VERY UNJUST TO GIVE MR. CYR THE NAMING OF A SKI TRAIL. AND I TRUST ME, I KNOW HE'S DONE AN AWFUL LOT OF WORK AND HE DID DO AN AWFUL LOT OF WORK FOR THE SKI TRAIL. BUT HE'S DONE WAY MUCH MORE THAN THAT. SAME WITH THE FABRIS FAMILY. AND I JUST THINK THAT IF WE'RE GOING TO BE NAMING THINGS, I GET IT. A CEREMONIAL NAME JUST DOESN'T CUT IT IF WE'RE GOING TO GIVE THEM THE RESPECT THAT THEY DESERVE. SO I'LL LET PEOPLE SPEAK. I WILL APPROVE THIS TONIGHT, BUT I WILL BE ASKING FOR AN AMENDMENT THAT WE LEAVE THOSE TWO NAMES IN THE NAME RESERVE LIST. MR. ANTUNES. THANK YOU YOUR WORSHIP THROUGH YOU TO COUNCILLOR PATRIE. COUNCILLOR PATRIE THE NAMES DO ACTUALLY EXCUSE ME. DO STILL REMAIN ON THE NAMES RESERVE LIST ONCE THEY'RE AN APPROVED NAME, THEY DO STAY IN THE NAMES RESERVE LIST AS PER THE POLICY AND AS FAR AS THE CHOSEN ITEMS TO BE RENAMED, THOSE WERE WHAT WAS BROUGHT FORWARD. SO STAFF WAS JUST FOLLOWING THOSE REQUESTS. BUT AS PART OF THE NAMING POLICY AND THE NAMES RESERVE LIST, THE AMENDMENT WOULD NOT BE NECESSARY. THE NAMES DO STILL REMAIN. THEY'VE BEEN APPROVED BY COUNCIL AS APPROPRIATE NAMES. SO SHOULD COUNCIL CHOOSE TO USE THEM TO RENAME ANYTHING ELSE IN THE FUTURE, OR IF ANY OTHER REQUESTS ARE BROUGHT FORWARD THEY'VE ALREADY BEEN APPROVED. OKAY. THANK YOU FOR THE EXPLANATION, MR. ANTUNES. ADDITIONAL COMMENTS. QUESTIONS. COUNCILLOR FINAMORE. THANK YOU, YOUR WORSHIP. I JUST HAVE A QUESTION. DO WE NEED TO PUT IN THE RESOLUTION THAT WE'RE MOVING THIS ON TO THE PUBLIC CONSULTATION OR THAT'S JUST A NATURAL PROCESS THAT WE GO THROUGH? I HAVE NO ISSUES WITH EITHER ONE OF THESE REQUESTS AND JUST ASK PEOPLE DURING THE PUBLIC CONSULTATION PERIOD THAT THEY BE KIND WITH THEIR REPLIES. MR. ANTUNES. THANK YOU YOUR WORSHIP THROUGH YOU TO COUNCILLOR FINAMORE. THE PUBLIC CONSULTATION PERIOD HAPPENS AUTOMATICALLY. IT'S PART OF THE POLICY ITSELF. THE ONLY TIME IT BECOMES SOMEWHAT AUTOMATIC. SO IF THERE ARE NO OBJECTIONS TO IT, IT WOULDN'T GO BACK TO COUNCIL. WE'LL JUST PROCEED. THE ONLY TIME IT WOULD COME BACK TO COUNCIL WITHIN THE NEXT 30 DAYS, IF AN OBJECTION IS BROUGHT FORWARD, IF NO OBJECTIONS ARE BROUGHT FORWARD AS OUTLINED THE POLICY, IT WOULD JUST, STAFF WOULD BEGIN THE WORK TO BEGIN THE RENAMING PROCESS. [02:20:06] FOLLOW UP, IF I COULD. I JUST WANT TO MAKE SURE THE PUBLIC IS VERY CLEAR THAT THEY HAVE AN OPPORTUNITY TO BE CONSULTED WITH THIS AND HAVE AN OPPORTUNITY TO HAVE THEIR SAY WHETHER THEY ARE FOR OR AGAINST IT. SO I JUST JUST THAT'S WHY I GUESS I BROUGHT THAT UP AS I JUST DON'T WANT ANY CALLS OR EMAILS TOMORROW SAYING, HOW DARE WE THAT THEY HAVE THE RIGHT TO BE CONSULTED. BUT THAT'S I WILL LEAVE IT AT. COUNCILLOR MANN. THANK YOU, YOUR WORSHIP, AND THANK YOU, MR. ANTUNES, FOR YOUR REPORT. I THINK THE AGAIN, THE OPPORTUNITY OF THE CEREMONIAL NAME IS A REASONABLE COMPROMISE. I AGREE WITH COUNCILLOR PATRIE. THE COST ASSOCIATED WITH A TRUE RENAMING IS OBVIOUSLY SOMETHING THAT IS QUITE PROBLEMATIC COST WISE AS WELL AS ANYONE THAT POTENTIALLY LIVES ON A POTENTIAL STREET. SO THIS IS SOMETHING I HAVE NO ISSUES WITH KEEPING THEM ON THE RESERVE LIST AS WELL. AGAIN, I THINK IT'S A GOOD COMPROMISE. AND TO BOTH OF THESE PROPONENTS, OBVIOUSLY, THERE'S A LOT GOING INTO THIS. THERE'S THE HISTORY OF THIS COMMUNITY WITH THE NAMING OF THE STREETS IS OBVIOUSLY SOMETHING THAT MANY COUNCILS BEFORE AND THE DEVELOPERS OF THIS COMMUNITY THOUGHT OUT. I THINK IT'S IMPORTANT AND IT IS PART OF OUR HISTORY. SO IT'S I THINK THESE ARE GOOD ADDITIONS. THANK YOU. COUNCILLOR TURNER. THANKS YOUR WORSHIP. I THINK THE CEREMONIAL NAMING IS A GREAT SOLUTION TO A LOT OF THIS. THESE TWO NAMES THAT ARE BROUGHT FORWARD, THEY HAVE SELECTED STREETS OR TRAILS THAT MEAN SOMETHING TO THEM. SO IT'S AN EASY APPLICATION THERE. AND I THINK THAT SOMETIME IN THE NOT SO DISTANT FUTURE, WE MAY SEE THE OPPORTUNITY TO FIND NEW STREETS BEING BUILT IN THE COMMUNITY. AND THEN WE CAN LOOK AT OR THE COUNCIL OF THE DAY CAN LOOK AT THESE NAMES WHEN IT COMES TO ACTUAL STREET NAMING. SO GREAT. LET'S SEE IF THERE'S ANY OBJECTIONS. COUNCIL WOULD CONSIDER IT. BUT IN THE INTERIM, I THINK THIS IS A GREAT PROPOSAL. [INAUDIBLE] WITH THAT CALL FOR A ROLL CALL, STARTING WITH COUNCILLOR MANN. IN FAVOR. COUNCILLOR TURNER. FAVOR. COUNCILLOR PATRIE. IN FAVOR. COUNCILLOR FINAMORE. IN FAVOR. I'M IN FAVOR. THAT'S CARRIED. THANK YOU. GET COUNCILLOR CYR BACK. BACK IN HERE. THERE HE IS. A 9.6 REPORT FROM THE CAO REVISED REPORT FOR 2022 ANNUAL DRAG RACES, AND THE RECOMMENDATION THAT THE REPORT OF THE CAO WILL BE RECEIVED AND THAT ADMINISTRATION BE DIRECTED TO HOST 2022 DRAG RACES ON THE WEEKEND OF JULY 15TH THROUGH 17TH OF 2022, AND THAT A NET COST OF 35,000 BE APPROVED IN THE 2022 OPERATING BUDGET. THAT ADMINISTRATION WILL BE DIRECTED TO PURSUE OPTIONS TO DECREASE THE NEXT COST TO THE TAXPAYER WHILE SUPPORTING LOCAL SERVICE CLUBS, AND THAT THE COST OF PUBLIC WORKS AND ALL OTHER CITY STAFF AND EQUIPMENT DEDICATED THE EVENT BE ABSORBED IN-KIND AND THAT THE ELLIOT LAKE FIRE DEPARTMENT WAGES BE CHANGED TO THE EVENT GIVEN THAT THOSE COSTS ARE OVER AND ABOVE TRADITIONAL WAGES FOR ANY GIVEN WEEKEND IN THE SUMMER. MOVER PLEASE. MOVED BY COUNCILLOR MANN SECOND BY COUNCILLOR FINAMORE. MR. GAGNON. ONCE AGAIN. YES, THANK YOU. THIS IS MY ATTEMPT, ADMINISTRATION'S ATTEMPT TO ADDRESS SOME OF THE CONCERNS THAT WERE RAISED AT THE FIRST COUNCIL MEETING WHERE THIS WAS DEFERRED TO THIS EVENING. AFTER THAT MEETING, MS.. [INAUDIBLE] AND I MET WITH THE NORTH SHORE CRUISERS. WE REVIEWED THE BUDGET IN GENERAL. WE DISCUSSED OPPORTUNITIES TO SORT OF SHARPEN OUR PENCIL AND ADDRESS SOME OF THE UNDERLYING CONCERNS THAT WAS MAKING ADMINISTRATION NERVOUS WITH THE COST AND THE REPORTING OF THE COST TO COUNCIL. SO I DRAFTED THAT MOTION IN SUCH A WAY THAT IF COUNCIL WANTS TO GO IN EYES WIDE OPEN WITH THIS EVENT AND DEBATE AND GIVE US A DIRECTION, WE WILL CONTINUE TO WORK WITH THE CRUISERS TO TRY TO FIGURE OUT OTHER WAYS TO MINIMIZE THE NET COST WHAT WE DID WITH THE BUDGET, YOU'LL SEE, IS THAT WE JUST USED THE BLENDED AVERAGE FOR 2015 TO 2019. IF YOU GO BACK TO THE ENTIRE 20 YEARS OF INFLATION AND CHANGES OVER TIME, SO WE USE THE [02:25:03] LAST FIVE YEARS. ON OCCASION WE WOULD REMOVE THE 2019 EVENT BECAUSE THAT WAS THE 20TH ANNIVERSARY. WE INFUSED THAT EVENT WITH $30,000 DOLLARS FROM RESERVES WITH SOME RATIONALE TO TAKE THE 2019 OUT AND FOCUS MORE ON 2018, WHICH WAS MORE OF AN AVERAGE YEAR OF WHAT WE SHOULD BE LOOKING AT. OF COURSE, IT'S WEATHER DEPENDENT. AND OF COURSE, THERE IS AT LEAST 120 VOLUNTEERS WHO WORK THAT WEEKEND AND WE CALL THEM VOLUNTEERS. MOST OF THEM WE KNOW THAT THEY'RE WORKING FOR PEANUTS, BUT THEY DO IT ON BEHALF OF A NUMBER OF SERVICE CLUBS, AND THEY DO THAT FOR A DONATION THAT GOES TO THE SERVICE CLUB. I JUST REDID THE BUDGETS SO THAT COUNCIL COULD GO IN SAYING THE NET LOSS IF ALL OF THOSE VOLUNTEERS VOLUNTEERED FOR ABSOLUTELY NOTHING, WOULD BE $11,000 DOLLARS. THE NORTH SHORE CRUISERS DONATION IS TYPICALLY $8,500 DOLLARS TO THEIR CLUB. THAT GOES TO THEIR LARGEST FUNDRAISER TO THE SICK KIDS FUND. APPROXIMATELY $13,500 GOES TO A NUMBER OF OTHER SERVICE CLUBS WHO WORK ON THAT WEEKEND. WE KNOW WE CANNOT DO EXACTLY THE SAME METHODOLOGY WE DID IN THE PAST, WHICH IS HERE'S A DONATION FOR YOUR SERVICES RENDERED, BUT WE ARE WORKING WITH OUR INSURER TO FIGURE OUT OTHER WAYS TO ESSENTIALLY DO THE SAME THING. SO THAT'S WHY WE HIGHLIGHTED IT THAT WAY, THAT THERE'S APPROXIMATELY OVER 20,000 THAT'S GOING TO SERVICE CLUBS. IF COUNCIL IS COMFORTABLE WITH THAT AND IS COMFORTABLE WITH ABSORBING THE IN-KIND COSTS FOR THE STAFF TIME FOR PUBLIC WORKS AND THE TREASURY DEPARTMENT AND OTHER DEPARTMENTS WHO WORK THAT WEEKEND. YES, IT'S FINE. IT'S COUNCIL'S CALL. WE CAN SAVE THE DATE. NOW LOOK AT OTHER WAYS TO TRY AND MINIMIZE THE NET COST. BUT WE NEED THE DIRECTION NOW TO SAVE THE DATE. WORK ON THAT. IF WE GO IN EYES WIDE OPEN, WE CAN MAKE THAT HAPPEN. OTHERWISE THE EVENT'S AT SOME RISK. THE OTHER THING WE REALLY WANTED COUNCIL TO UNDERSTAND THAT THE DISTRIBUTED WAGES [INAUDIBLE] CHANGED DEPENDING ON WHICH TREASURER WAS IN THE TREASURER SEAT, AND I'M NOT SURE THAT WAS WELL RECOGNIZED BY COUNCIL THAT IT WAS CHANGING EVERY YEAR. AND THAT WAS PART OF THE PROBLEM IS DEPENDING ON WHO IS THE TREASURER OR THE CAO OF THE DAY, THEY WOULD CHARGE THE DISTRIBUTED WAGES FOR PUBLIC WORKS TO THE EVENT, MAKING THE NET LOSS WORSE DEPENDING ON HOW YOU VIEW THOSE DISTRIBUTED WAGES. THAT'S WHY I MADE IT ABUNDANTLY CLEAR THAT THE FIRE DEPARTMENT [INAUDIBLE] THOSE ARE OVERTIME COSTS THAT ARE ONLY INCURRED BECAUSE OF THAT. SO I FELT THE NEED AND THAT'S WHY 2018 WAS MY FIRST YEAR BACK. WE STILL HAD [INAUDIBLE] TIME, BUT THAT WAS 2018 AND 19. WE DID NOT CHARGE DISTRIBUTED WAGES. WE STILL LOST MONEY. WE'RE STILL GOING TO LOSE MONEY. BUT IF COUNCIL DEEMS AS AN INVESTMENT, NOT A LOSS, THEN THAT'S COUNCIL'S CALL AND WE'LL WORK WITH THAT MANTRA. IF NOT, THEN WE'LL DO WHAT WE CAN. BUT SERVICE CLUBS ARE WORKING FOR AN EXCHANGE FOR A DONATION. SO THAT'S OUR BEST EFFORT TO TRY AND SORT OF DEMYSTIFY THE MATH AND ENSHRINE IT, AT LEAST FOR THIS YEAR. WHEN IN INCOMING COUNCIL COMES IN WE'LL HAVE A DETAILED REVIEW WITH THEM AS TO HOW THIS 2022 EVENT WENT, AND THEN WE'LL BE ABLE TO CLARIFY THE FUTURE OF THE RACES, PERHAPS FOR THE NEXT FOUR YEARS AND THEN AVOID THIS DEBATE ON AN ANNUAL BASIS. THANK YOU, MR. GAGNON. JUST A SAME COMMENT I HAD WHEN WE DISCUSSED THIS TWO WEEKS AGO, BUT MORE AS A QUESTION NOW. I KNOW THAT LARGER CORPORATIONS COMPANIES HAVE THEIR BUDGETS SET OUT FAIRLY EARLY IN THE YEAR. IS THERE A LEVEL OF CONFIDENCE FROM THE COMMITTEE? POSSIBLY THE CRUISERS THAT THEY STILL HAVE THE TIME AND THE ABILITY TO OBTAIN SOME DECENT SPONSORSHIPS FOR THIS EVENT AND POTENTIALLY ANY ADDED VALUE OF EVENTS THAT WILL INCREASE ATTENDANCE? YEAH. WE DISCUSSED THE SPONSORSHIP DRIVE. SURE, WE'RE LATE, BUT COVID IS STILL A THING. SOME BUSINESSES ARE SUFFERING DEEPLY BECAUSE OF COVID. OTHER BUSINESSES, STRANGELY, HAVE SEEN AN INCREASE BECAUSE OF COVID JUST THE WAY NATURE IS. SO WE'RE GOING TO GO APPROACH THE ONES WHO ARE DOING OKAY AFTER DURING THE COVID. AND IF WE CAN TAKE THE DATE TO PREMIER THE EVENING, WE'RE HAVING A DRAG RACE AND THEN THAT WILL HELP SORT OF DRIVE INTEREST IN THE POST-COVID WORLD. THIS WOULD BE A VERY LARGE EVENT NO MATTER WHAT, BUT IT'S CERTAINLY THE LARGEST EVENT COMING OUT OF COVID. AND WE'RE GETTING OUT RELATIVELY EARLY, LATE BY SOME STANDARDS, BUT EARLY ENOUGH TO SAY WE'RE HAVING AN EVENT IN LATE JULY. WHY DON'T YOU COME OUT TO YOUR FIRST IN-PERSON EVENT AND HOPEFULLY WE CAN GET THAT. AND WE ALSO USE THE WORST YEAR, THE LOWEST YEAR FOR SPONSORSHIP REVENUE IN THE PAST FIVE [02:30:01] YEARS FOR OUR ESTIMATES I LOST YOU A LITTLE BIT AT THE END. I PURPOSELY PICKED THE WORST HERE AS A MOVE THAT DIDN'T MINIMIZE. OF COURSE, A COMPLETE RAINOUT KNOCK ON WOOD HASN'T HAPPENED YET, BUT WOULD BE DEVASTATING TO THE BOTTOM LINE. BUT. AGAIN. AND THAT'S THE SAME. IT'S BEEN LIKE THAT FOR 20 YEARS. THANK YOU. SO IF THERE'S A RAIN OUT, WE'LL USE CANOES AND STILL RACE ANYWAY. COUNCILLOR MANN. THANK YOU, YOUR WORSHIP. THANK YOU, MR. GAGNON FOR BRINGING BACK THIS REPORT. I THINK, OBVIOUSLY, IT'S QUITE CLEAR THE DEMYSTIFICATION OF DISTRIBUTED WAGES. YOU'RE ABSOLUTELY RIGHT. IT'S BEEN ALL OVER THE MAP OVER THE LAST DECADE. SO CLEARLY, I THINK, YOU KNOW, THE APPROACH THAT YOU'RE TAKING IS A REASONABLE ONE. IT'S NICE TO HEAR THAT OUR INSURANCE COMPANY IS STILL WILLING TO CONSIDER REMUNERATION TO VOLUNTEERS FOR SERVICES RENDERED IN SOME CAPACITY BECAUSE AGAIN, I THINK IT IS IMPORTANT, BUT ULTIMATELY I THINK IT'S TIME TO GET BACK TO BUSINESS AT HAND. THIS IS OBVIOUSLY LOOKS LIKE IT'S GOING TO BE THE FIRST LARGE EVENT THAT WE'RE GOING TO HAVE COMING OUT OF THE ENDEMIC STAGE OF WHAT WE'VE JUST BEEN THROUGH. AND WE WOULD HOPE THAT IT WOULD BE A SUCCESS. CLEARLY, ONE YEAR SUPPORT AND LIKE YOU SAID, LEAVE IT TO THE NEXT TERM OF COUNCIL TO MAKE SOME DECISIONS. PREVIOUS COUNCILS HAD MADE TERM TYPE DECISIONS. WE'LL SUPPORT IT FOR THE NEXT THREE. AT LEAST IT GIVES THE PROPONENTS SOME TYPE OF IDEA. I THINK THIS YEAR, YOU KNOW, GET BACK IN KIND OF IN GEAR [INAUDIBLE] AND HOPEFULLY WE CAN GET MOVING ON THIS ONE. BUT I THINK IT'S GOOD. I SPOKE TO ONE OF THE PROPONENTS TODAY AND TO THE COMMENT ABOUT SPONSORSHIP, I DON'T THINK THERE'S AN OVERLY LARGE CONCERN ABOUT THAT. THEY HAVE SOME IDEAS AS WELL, WHICH I THINK IS GOOD TO HEAR AS WELL. SO HAPPY TO MOVE THIS ONE FORWARD. THANK YOU. COUNCILLOR TURNER. THANKS, YOUR WORSHIP. I THINK ANYTHING I HAD TO SAY, ASIDE FROM THE FACT I'M GLAD TO SEE THEY'RE BACK, I THINK OTHER COUNCILLORS HAVE COVERED IT. AND OF COURSE, IT'S ALWAYS GREAT TO HEAR FROM OUR INSURERS AGAIN. SO. BUT I THINK EVERYTHING'S BEEN COVERED YOUR WORSHIP. THANK YOU. COUNCILLOR PATRIE. THANK YOU YOUR WORSHIP. I THINK EVERYBODY HERE KNOWS THAT I'M IN FAVOR OF EVENTS AND I WANT THIS EVENT TO TAKE PLACE. I HAVE A PROBLEM WITH THE REPORT AND THE COSTING. I'M NOT WILLING TO INVEST AN UNLIMITED AMOUNT OF MONEY TO THIS, AND IT'S TO LEAVE IT OPEN ENDED THAT THE COST OF PUBLIC WORKS AND ALL OTHER CITY STAFF AND EQUIPMENT DEDICATED TO THE EVENT BE ABSORBED IN KIND. IT'S GOT TO BE BUILT INTO THE BUDGET AND YOU'RE GOING TO BE 85, 90,000 DOLLARS. AND I DON'T THINK THAT THAT'S. WE CAN'T AFFORD IT. THIS EVENT SHOULD BE MAKING MONEY. AND SO IF WE HAVE TO PUT $35,000 DOLLARS INTO IT AND NOT BE ABLE TO RECOUP ANY OF THAT MONEY AS WELL AS ALL THE IN-KIND, WE CAN'T MOVE FORWARD. WE NEED THIS EVENT TO BE OPERATED PROPERLY. AND WITH THE MONEY THAT GOES INTO IT AND THE REVENUE THAT IS GENERATED, WE SHOULD BE ABLE TO DO THIS WITHOUT LOSING $100,000 DOLLARS. AND WHEN YOU PUT ALL COSTS OF LABOR AND IN-KIND INVOLVED IN THAT, THAT'S THE BULK OF THE COST TO PUT THIS ON. THERE'S NOT A LOT OF OTHER MONEY THAT THE CONTRACTED SERVICES FOR THE PROPONENT COMES OUT OF THE DRIVER'S REVENUE. SO THERE'S PROFIT ON THAT LINE. I JUST BASED ON THE HISTORY, I CAN'T APPROVE THAT KIND OF A BUDGET. I'M SORRY. I DO WANT TO SEE THIS GO FORWARD. BUT I'M NOT WILLING TO DO THIS WITH AN OPEN ENDED BUDGET. MONEY IS TOO HIGH. COUNCILLOR FINAMORE. THANK YOU, YOUR WORSHIP. THANK YOU FOR BRINGING BACK THIS REPORT AND FOR MEETING WITH THE NORTH SHORE CRUISERS AS I REQUESTED. I THINK THAT IT'S IMPORTANT TO THE COMMUNITY THAT WE'VE JUST ANNOUNCED THAT WE'RE WIDE OPEN AND EVERYTHING IS GOING TO TRY TO RESUME BACK TO NORMAL. AND THAT'S PART OF ELLIOT LAKE NORMAL. AND HAVING BEEN INVOLVED WITH THE EVENT FOR 12 YEARS, I SEE THIS YEAR AS A GOOD OPPORTUNITY TO TAKE A REALLY GOOD LOOK AT THE BUDGET AND TO BE VERY CAREFUL WITH NOT THAT WE'RE NOT CAREFUL ANY OTHER TIMES, BUT THERE'S A LOT OF COSTS THAT ARE NORMALLY BUDGETED THAT WE WILL NOT HAVE TO USE THIS TIME. WE WILL NOT HAVE TO ATTRACT ANY DRIVERS. THEY'RE ALREADY PROBABLY LINED UP. [02:35:03] WE WILL. AND THEY COME RAIN OR NOT AND PAY THEIR MONEY AND SIT IN THE TARMAC AND WAIT TO SEE IF THEY CAN DRIVE. SO IT'S THE SPECTATORS THAT DON'T COME WHEN IT'S RAINING. SO I'M JUST I'M EXCITED TO SEE EVENTS REOPEN IN ELLIOT LAKE. I THINK AS A COUNCIL WE HAVE TO BE OPEN TO IT. I DON'T THINK THAT ALL EVENTS CAN MAKE MONEY. I THINK THAT THERE IS A COST TO HAVING A CITY, HAVING A COMMUNITY AND HAVING A FULL COMMUNITY THAT DOES THINGS, THAT DOES HAVE EVENTS FOR THE PUBLIC. AND ONE OF THE EVENTS FOR 20 YEARS IN ELLIOT LAKE HAS BEEN THE DRAG RACES. AND IF WE GAVE THAT UP THIS YEAR, WE WOULD NEVER HAVE ANOTHER DRAG RACE. AND I GUESS WE'RE JUST SOME OF US ARE JUST NOT READY TO GIVE IT UP YET. I'M WILLING TO DO ANYTHING THAT HAS TO BE DONE AND TO TAKE A GOOD LOOK AT THE BUDGET AND TO NOT WASTE ANY MONEY, BUT TO ALSO GO INTO IT WITH EYES WIDE OPEN, KNOWING IT WILL COST THE MUNICIPALITY SOME MONEY TO PUT THIS EVENT ON. BUT I STILL THINK IT'S WORTH THE ECONOMIC VALUE TO BRING THESE RACERS AND THEIR FAMILIES AND THE SPECTATORS TO ELLIOT LAKE AND TO START OFF THE SEASON. ALTHOUGH I WAS REALLY HOPING FOR SOME KIND OF A URANIUM FESTIVAL FIRST. BUT TO START OFF THE BIG EVENT HERE, AND I'M SURE ONCE MS. KLUKE GETS HER FEET UNDERNEATH HER THAT MAYBE WE CAN TURN HER INTO BE A DRAG RACER. WHO KNOWS. OKAY. COUNCILLOR CYR. THANK YOU YOUR WORSHIP THROUGH YOU. I THINK AFTER THIS CITY BEING ESSENTIALLY SHUT DOWN FOR THE LAST TWO YEARS, I THINK THIS WOULD SEND AN IMPORTANT SIGNAL THAT MENTAL HEALTH IS IMPORTANT. BEING IN A PUBLIC AREA WITH OTHER PEOPLE, TALKING TO YOUR FRIENDS, SPENDING TIME WITH YOUR FRIENDS AT A PUBLIC EVENT IS IMPORTANT. I THINK IT'S TIME TO REOPEN AND THIS IS A CLEAR SIGNAL THAT ELLIOT LAKE IS REOPENING. SO I THINK WE NEED TO GO FORWARD. WE NEED TO MIND THE COSTING. BUT I THINK THIS IS A CRUCIAL EVENT TO HELP EVERYBODY'S MENTAL HEALTH. THANK YOU. MR. GAGNON. JUST TO COUNCILLOR FINAMORE'S POINT, THE URANIUM FEST STILL COMES BEFORE THE THIRD WEEKEND OF JULY. SO WE WILL STILL BE HAVING URANIUM FESTIVAL, THE SCALE OF WHICH IS YET TO BE DETERMINED. WE'LL TAKE THAT OFFLINE, BUT WE'LL DEFINITELY HAVE A URANIUM FESTIVAL BEFORE WE HAVE THE DRAG RACES. AND JUST TO BE CLEAR TO THE SERVICE CLUBS WATCHING AT HOME AS WELL, IT WON'T BE THE SAME FORMAT AS IT ALWAYS HAS BEEN. IT WON'T BE A DIRECT REMUNERATION FOR SERVICES RENDERED. WE WILL HAVE TO LOOK AT A DIFFERENT MODEL, BUT AT THE END OF THE DAY THEY WON'T BE EXPECTED TO WORK FOR NOTHING. WE'LL HAVE TO FIGURE OUT SOME CREATIVE WAY TO GET THEM A DONATION, BUT THEY WILL ALL BE ELLIOT LAKE VOLUNTEERS ON THAT WEEKEND. THEY WILL BE THEY WILL ALL BE TRAINED. THEY WILL ALL BE CITY VOLUNTEERS. BUT WE WILL KNOW ON THE SIDE THAT THEY ARE REPRESENTING A CLUB AND THEY WILL HAVE A REASONABLE EXPECTATION THAT THEIR CLUB WILL END UP BENEFITING AT THE END OF THE DAY, MIGHT NOT BE THE MONDAY AFTER THE RACES, BUT IT MAY BE SOMETHING FOR ALL OF OUR EVENTS THROUGHOUT THE YEAR. WE'RE WORKING ON OTHER MODELS FOR THE FISHING DERBY AND THE FESTIVAL AND OTHER EVENTS AS WELL, BECAUSE WE NEED A LITANY OF VOLUNTEERS AND THEY HAVE BEEN USED TO GETTING A DONATION FOR THEIR SERVICES. BUT IT IS PROBLEMATIC WHEN IT'S A DIRECT FEE. WE HAVE TO FIGURE OUT OTHER CREATIVE WAYS TO MAKE THAT HAPPEN, BUT WE'LL MAKE IT HAPPEN BECAUSE WE'RE NO DIFFERENT THAN ANY OTHER 440 MUNICIPALITIES. WE NEED THE VOLUNTEERS TO KEEP OUR EVENTS GOING. SO WE'LL FIND A SOLUTION. I JUST WANTED TO GET THAT CLARITY SO THAT IT'S NOT GOING TO BE EASY, BUT WE'LL FIND A WAY. MAYBE MR. ANTUNES CAN HELP OUT BY MAYBE THE NEXT COUPLE MAILERS THAT ARE SENT OUT. I HAVE A NUMBER TO CONTACT IF INDIVIDUALS ARE INTERESTED IN VOLUNTEERING FOR CITY EVENTS, AS WE HAVE HAD A CHANGE IN POPULATION OVER THE LAST FEW YEARS. COUNCILLOR PATRIE. THANK YOU YOUR WORSHIP. I'D LIKE TO PUT AN AMENDMENT ON THE FLOOR, I WOULD LIKE IN THE RECOMMENDATION I WOULD LIKE TO STRIKE AND THAT THE COST OF PUBLIC WORKS AND ALL OTHER CITY STAFF AND EQUIPMENT DEDICATED TO THE EVENT BE ABSORBED AS IN-KIND. AND I WOULD LIKE TO ADD THAT THE FINAL BUDGET BE BROUGHT BACK FOR COUNCIL APPROVAL. IS THERE A SECONDER FOR THAT AMENDMENT? COUNCILLOR CYR SECONDS THE AMENDMENT. FOR DISCUSSION. ANY ADDITIONAL DISCUSSION. COUNCILLOR PATRIE. JUST FOR CLARIFICATION. [02:40:01] AGAIN, I DON'T WANT A BLANK CHECK WRITTEN AND WITH THE RECOMMENDATION THAT IS SET FORWARD HERE TODAY. WE NO LONGER HAVE ANY SAY AS A COUNCIL. IT'S $35,000 DOLLARS PLUS ALL OF OUR COSTS THAT WE ARE GOING TO PUT INTO IT AS A MUNICIPALITY. I'M NOT IN FAVOR OF DOING IT THAT WAY, AND I DO BELIEVE THAT THE BUDGET HAS TO INCLUDE THE COST OF THE CITY STAFF THAT THE TAXPAYERS ARE PAYING FOR. YOU HAVE TO REMEMBER, THIS IS ALL WEEKEND STUFF. SO I UNDERSTAND A LOT OF SETUP AND TEAR DOWN WILL BE DURING THE WEEK, BUT ANY MUNICIPAL HOURS THAT ARE DONE DURING THE WEEKEND WILL ALSO BE AT OVERTIME HOURS. SO THERE IS A SUBSTANTIAL COST TO THE MUNICIPALITY. SO I WANT THE FULL BUDGET TO COME FORWARD AND ALL WE'RE DOING SO FAR IS APPROVING $35,000 DOLLARS TOWARDS THE OPERATING BUDGET. WE HAVE NO IDEA WHAT THIS BUDGET IS. SO I THINK WE HAVE TO MAKE SURE THAT WE DO OUR DUE DILIGENCE. COUNCILLOR FINAMORE. I THINK THAT AT THIS POINT IN THIS DATE, TO HAVE TO DO THAT, I THINK THAT WE NEED TO SAY TOMORROW, WE NEED TO GIVE AN ANSWER TONIGHT, YES OR NO. AND THAT WE NEED TO GO AHEAD AND EITHER HAVE THE DRAG RACES OR DON'T HAVE THE DRAG RACES AND LET THE COMMITTEE DO THE JOB THAT I'M SURE MR. GAGNON HAS OUTLINED WHAT HE WANTED TO DO. I'M HAPPY TO SIT ON THE COMMITTEE TO MAKE SURE THAT MESSAGE IS ALSO CARRIED AND TO WORK WITH THE CRUISERS. AND I THINK THAT WE JUST NEED TO DECIDE TONIGHT TO GO AND TO FOLLOW THE RECOMMENDATION OF MR. GAGNON. COUNCILLOR MANN. THANK YOU YOUR WORSHIP. I'M NOT INTENDING TO WRITE A BLANK CHECK TONIGHT. SIMILAR TO WHAT COUNCILLOR FINAMORE HAS INDICATED, I THINK THE LAST REPORT WAS A RECOMMENDATION NOT TO SUPPORT THE DRAG RACES. NOW WE'RE BACK TO ATTEMPTING TO SUPPORT THE DRAG RACES. I THINK WE NEED TO SUPPORT THE DRAG RACES THIS YEAR. AGAIN, I THINK HAVING SOME TYPE OF OVERSIGHT ABOUT THE COST, I THINK IS OBVIOUSLY REASONABLE. AGAIN, WE'VE SEEN LOTS OF NUMBERS THROUGH THE YEARS AND THERE'S OPPORTUNITY COSTS ASSOCIATED WITH HAVING OUR STAFF WORKING AT THE AIRPORT FOR TWO DAYS OR THREE DAYS FOR SETUP ON THE WEDNESDAY, THURSDAY, FRIDAY, DEPENDING ON THE NUMBER OF DAYS OF THE EVENT. AND OF COURSE, THE FOLLOWING WEEK. THERE IS OBVIOUSLY SOME TIME SPENT ON THE WEEKEND, AS WAS INDICATED BY COUNCILLOR PATRIE ON THE WEEKEND. BUT AGAIN, I THINK THERE'S WAYS THAT WE CAN, AGAIN, I THINK TONIGHT I'M COMFORTABLE WITH DIRECTION TO STAFF REGARDING THE COST IF YOU WANT TO DO IF I'LL STOP THERE. I'M COMFORTABLE MOVING FORWARD AT THIS POINT. AGAIN, I'M NOT WRITING A BLANK CHECK, BUT I DON'T THINK WE CAN WAIT AND HAVE THIS DISCUSSION IN MAY. WE NEED TO HAVE IT TONIGHT. THIS IS WHY WE'RE HAVING IT. I THINK WE NEED TO JUST MOVE ON IT. THANK YOU. MR. GAGNON. I DON'T I MEAN, I DON'T DISAGREE WHATSOEVER WITH COUNCILLOR PATRIE CONCERNS, BUT THAT'S WHY I PAINTED THE PICTURE THE WAY I DID. THE WAY THIS HAS BEEN WORDED IS EXACTLY WELL, EXCEPT FOR THOSE YEARS WHERE THE TREASURER CARED ABOUT DISTRIBUTED WAGES. IT'S BEEN LIKE THIS FOR THE 20 YEARS. IT'S NEVER THE EVENT ALWAYS LOSES MONEY AND THERE ISN'T ENOUGH REVENUE THERE TO COVER THE EXPENSES OF THE ARMY OF CITY STAFF WHO DESCEND ON THAT WEEKEND AND THE FRIDAY AND THE MONDAY AFTERWARDS. IT'S JUST A QUESTION OF HOW MUCH DOES COUNCIL WANT TO DONATE TO THIS EVENT BECAUSE IT'S A MONEY LOSER ON THE BOTTOM LINE AND I DON'T KNOW HOW WE CAN DO IT ANY OTHER WAY. I'M HAPPY TO OPEN THE BOOKS TO COUNCILLOR PATRIE GIVEN HIS PERSONAL, PROFESSIONAL EXPERIENCE, AND WE'RE MORE THAN WILLING TO TALK OTHER WAYS TO DO THIS. BUT. YEAH. I ALSO AGREE WITH COUNCILLOR FINAMORE. IF WE'RE GOING TO HAVE THE DRAGS, WE NEED TO KNOW TONIGHT OTHERWISE TO GO BACK TO THE RECOMMENDATION FROM TWO WEEKS AGO, WHICH IS THIS IS NOT WORTH THE EFFORT. JUST ON THAT, IT LOOKS LIKE EVERYBODY WANTS TO MOVE FORWARD. AND I DON'T WANT TO BEAT A DEAD HORSE FOR MUCH LONGER BECAUSE WE STILL HAVE THE FOUR AGENDA ITEMS. I KNOW IN THE YEARS PAST, WHERE DISTRIBUTED WAGES WERE INCLUDED, YOU WERE LOOKING AT AN ADDITIONAL 60 TO $70,000 DOLLARS IN DISTRIBUTED WAGES OVER THAT WEEKEND. I WOULD RECOMMEND WE LEAVE IT AS IS. WE HAVE A BUDGET MEETING NEXT WEEK AND PERHAPS WE CAN GET THE NUMBERS ON THE DISTRIBUTED WAGES FOR THE BUDGET MEETING. I JUST DON'T, I DON'T WANT US TO PULL A FULL STOP HERE AND NOT ALLOW THIS TO CARRY ON IN [02:45:01] A QUICK MANNER. SO. THAT BEING SAID, MS.. BRAY, CAN YOU READ BACK THE RESOLUTION, PLEASE, OR THE AMENDMENT TO THE RESOLUTION, BECAUSE WE HAVE TO VOTE ON THAT. YES. SO THE AMENDMENT CURRENTLY STATES TO REMOVE THAT THE COST OF PUBLIC WORKS AND TO ALL OTHER CITY STAFF AND EQUIPMENT DEDICATED TO THE EVENT BE ABSORBED IN-KIND. AND TO ADD THAT A FINAL EVENT BUDGET BE BROUGHT BACK TO COUNCIL FOR APPROVAL. SO I'M GOING TO ROLL CALL VOTE ON THE AMENDMENT. STARTING WITH COUNCILLOR MANN. OPPOSED. COUNCILLOR CYR. OPPOSED. COUNCILLOR TURNER. OPPOSED. COUNCILLOR PATRIE. IN FAVOR. COUNCILLOR FINAMORE. OPPOSED. OK I'M OPPOSED. SO THE AMENDMENT IS DEFEATED. AND AGAIN, I WOULD STILL LIKE TO SEE SOME OF THOSE NUMBERS FOR BUDGET, BUT I DON'T WANT TO HOLD UP THE PROCESS. ANY FURTHER COMMENTS ON THE MOTION AS IS? COUNCILLOR FINAMORE YOU HAVE YOUR HAND UP PRETTY QUICK? I WAS JUST GOING TO SAY MAYBE THE DISCUSSION AT BUDGETS SHOULD BE ABOUT ALL EVENTS, BECAUSE IF WE'RE GOING TO BUILD BACK WAGES FOR THIS EVENT, THEN IT SHOULD BE DONE FOR ALL EVENTS. BECAUSE LET'S FORGET, SOME TREASURERS HAVE CHOSEN AT TIMES TO ADD THIS MONEY TO SHOW THE LOSS BEING GREATER, ALTHOUGH WE DIDN'T LOSE THAT MONEY OR WE DIDN'T USE THAT MONEY. AND THE WORKERS STILL WOULD HAVE BEEN PAID THAT SAME AMOUNT OF MONEY. SO BECAUSE THEY WOULD HAVE BEEN DOING OTHER JOBS. SO I JUST WANT TO. THAT MONEY, IF YOU TAKE IT AWAY, IT DOESN'T TAKE IT DOESN'T GO ANY. COUNCILLOR PATRIE. HAVE TWO ISSUES. NUMBER ONE, OUR STAFF DON'T NORMALLY WORK WEEKENDS, SO THERE'S AN AWFUL LOT OF MONEY THAT IS IN THAT BUDGET THAT IN ANY EVENT BUDGET THAT SHOULD BE RECORDED IN THE EVENT BUDGET. NUMBER TWO, WHEN YOU APPROVE THIS TONIGHT, I HAD ABSOLUTELY WANTED TO SAY, YES, WE'RE DOING THE DRAG RACES. I JUST WANTED TO MAKE SURE THAT THE BUDGET IS ACTUAL AND IT'S REAL. SO YOU APPROVED THIS TONIGHT. THEY HAVE A BLANK CHECK. I DON'T CARE WHAT ANYBODY SAYS. YOU'VE APPROVED $35,000 PLUS ALL OF OUR COSTS. IF WE END UP WITH NO VOLUNTEERS AND WE HAVE TO MAN THIS AND WE'VE GOT TO PAY FOR THIS BECAUSE NOBODY'S WILLING TO VOLUNTEER TO DO IT. THEN THAT'S AT THE TAX TAXPAYERS COFFERS. I JUST DON'T AGREE THAT WE'RE NOT DOING OUR DUE DILIGENCE AND MAKING SURE THAT WE DO IT RIGHT. WE NEED A DECISION TONIGHT WHETHER WE'RE GOING TO DO A DRAG RACE OR NOT. I'M IN FAVOR OF DOING THE DRAG RACE. I'M JUST NOT IN FAVOR OF SPENDING $100,000 TO DO IT. THIS SHOULD NOT BE THAT BIG OF A COST TO THE MUNICIPALITY. THIS EVENT SHOULD BE RUN WELL ENOUGH THAT IT DOESN'T COST US ANYTHING. THERE'S AN AWFUL LOT OF STUFF IN THIS BUDGET THAT DOESN'T NEED TO BE SPENT. COUNCILLOR TURNER. JUST WANT TO COMMENT THAT I THINK THE CAO HAS ENOUGH EXPERIENCE AND IS SOPHISTICATED ENOUGH TO UTILIZE THE EXPERTISE OF STAFF, OUR TREASURER, PUBLIC WORKS, FIRE DEPARTMENT, ETC.. AND ENSURE THAT A REASONABLE BUDGET IS WHAT'S EXERCISED AND THAT WE TRUST HIM TO DO IT. AND WHEN IT'S OVER, TO COME BACK TO US AND SAY, HERE'S THE FINAL FINANCIALS ON THIS THIS YEAR BASED ON THE ACCOUNTING METHOD THAT WE PROPOSED AND COUNCIL APPROVED, THIS IS WHAT IT COSTS. AND THEN WE CAN USE THE SAME FORMAT NEXT YEAR. IF COUNCIL IS NOT SATISFIED WITH THE ACTIONS OF THE STAFF OR WHEN IT COMES TO BEING EXERCISING FIDUCIARY RESPONSIBILITY, I'M SURE WE CAN SPEAK TO THE CAO ABOUT IT. I HAVE FAITH THAT IT'LL BE, THAT THE BUDGET WILL BE EXERCISED DILIGENTLY. AND I'D LIKE TO CALL THE VOTE. OKAY. CALL ON THE QUESTION. IT'S BEEN QUITE A BIT OF DISCUSSION. SO THE RECOMMENDATION, AS IS WE'LL CALL STARTING WITH COUNCILLOR FINAMORE. IN FAVOR. COUNCILLOR PATRIE. OPPOSED. COUNCILLOR TURNER. FAVOR. COUNCILLOR CYR. IN FAVOR. COUNCILLOR MANN. IN FAVOR. I'M IN FAVOR. THAT'S CARRIED. THANK YOU. [02:50:09] 9.7. MEMO FROM THE MANAGER OF ECONOMIC DEVELOPMENT RE: FORMER MNR LAND SALE RFP AS THIS MATTER DEALS WITH THE POTENTIAL DISPOSITION OF PROPERTY OWNED BY THE MUNICIPALITY, AS WELL AS ADVICE THAT IS SUBJECT TO SOLICITOR CLIENT PRIVILEGE. IT MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 2392C AND F OF THE MUNICIPAL ACT. MAY I HAVE A MOVER TO PUT THAT INTO CLOSED SESSION PLEASE. MOVED BY COUNCILLOR MANN. SECOND BY COUNCILLOR CYR. THIRD BY COUNCILLOR TURNER AND FOURTH BY COUNCILLOR FINAMORE. ANY QUESTIONS QUALMS QUERIES? NOTHING. OKAY. CALL FOR THE VOTE, THEN. ALL IN FAVOR SHOW OF HANDS. THAT'S CARRIED TO CLOSE. THANK YOU. JUST A QUESTION. DOES MY VOLUME CUT IN AND OUT AS I MOVE CLOSER AND FURTHER FROM THE SCREEN? NO. OKAY. MR. GAGNON'S DOES SO YOU MIGHT WANT A MICROPHONE IN THERE. THAT'S THE ONLY ONE THAT I'VE NOTICED THAT STILL DOES THAT. OKAY DULY NOTED. YEAH. 10, PETITIONS. 11, CORRESPONDENCE. NONE. 12 NOTICE OF MOTION. NONE. 13 COUNCIL'S REPORTS AND ANNOUNCEMENTS. [13.
