COUNCIL SHOULD ADVISE THE ADMINISTRATION TO SEND OUT MAILER TO EVERY HOUSEHOLD AS WELL AS POST ON SOCIAL MEDIA AND CITY WEBSITE, A SURVEY THAT THE PUBLIC HAS A VOICE AND HOW THE NEXT MUNICIPAL ELECTION IS HANDHELD.
LOW TURNOUT. THE LAST ELECTION WAS PRE-PANDEMIC, HAVING A NUMBER OF PEOPLE GATHER IN COLLINS HALL. EVEN THE PANDEMIC OVER TODAY WOULD DETER ATTENDANCE, WOULD BEST SERVE THE PUBLIC TO BE GIVEN THE OPPORTUNITY TO HAVE INPUT INTO THE SELECTION OF THEIR REPRESENTATIVES ON COUNCIL THAT REPRESENTS THEIR DEFINED NEEDS.
SURVEY COULD BE COMPLETED ON PREVIOUS VENUES MENTIONED IN A REPORT BROUGHT BACK TO COUNCIL IN MAY.
AND BUDGETARY, WE CAN BUDGET LARGE SUMS OF MONEY FOR RECREATION, CULTURE, BEAUTIFICATION IMPROVEMENTS. CERTAINLY FINANCIAL COST FOR MUNICIPAL ELECTION THAT OCCURS EVERY FOUR YEARS SHOULD BE TABLED AS A BARRIER TO ACCESSIBILITY OF VOTING FOR ALL CITIZENS.
AS AN ACCESSIBLE, AGE FRIENDLY CITY.
WE SHOULD BE AN EXAMPLE OF HOW TO ADMINISTER AND TURN THE RECORD NUMBER OF VOTERS.

POLICING GRANT AND LOOK FOR A MOTION TO RECEIVE ON THIS ONE.MOVED BY COUNCILLOR PEARCE SECOND COUNCILLOR TURNER.
MR. ANTUNES, IF YOU WOULD, PLEASE? YOUR WORSHIP MEMBERS OF COUNCIL, THANK YOU FOR THE OPPORTUNITY, AS ALWAYS, TO BE ABLE TO PRESENT JUST A BIT OF A GOOD NEWS STORY WAS BROUGHT UP AT THE LAST COUNCIL MEETING.
THE COUNCIL DID OFFER TO PROVIDE BRIDGE FINANCING FOR THE COMMUNITY SAFETY AND POLICING GRANT THAT FUNDS OUR MOBILE CRISIS RESPONSE TEAM.
AFTER A BIT OF A DELAY FROM THE MINISTRY OF THE SOLICITOR GENERAL IN APPROVING THE GRANT, IT WAS FINALLY APPROVED AND THE BRIDGE FUNDING DID COME IN USEFUL IN WAITING FOR THE GRANT TO BE APPROVED.
AS YOU CAN SEE IN THE MEMO THAT ON THE 12TH OF APRIL WE WERE NOTIFIED OF THE GRANT APPROVAL IN THE AMOUNTS OF $93,681.57 FOR EACH OF THE THREE YEARS INVOLVED.
AS MENTIONED, THE CITY OR THE CITY WAS REQUIRED TO MAKE A BIT OF A BRIDGE FINANCING FOR THE MONTH OF APRIL FOR THE MOBILE CRISIS RESPONSE TEAM WORKER.

BUT THE CITY WILL THROUGH ACCOUNTING GET THAT REIMBURSED BACK.SO GOOD NEWS. OUR MOBILE CRISIS RESPONSE TEAM WILL CONTINUE ON FOR THE NEXT THREE YEARS, WHICH IS A VERY VALUABLE SERVICE FOR THE MUNICIPALITY, AND HAPPY TO ANSWER ANY QUESTIONS THAT ANY MEMBERS OF COUNCIL HAVE.

7.2 MEMO FROM THE MANAGER OF ECONOMIC DEVELOPMENT AGREEMENT OF PURCHASE AND SALE OF LANDS ON.[INAUDIBLE].THERE'S NOT A RECOMMENDATION IN HERE, BUT I'M LOOKING AT THE RECOMMENDATION WOULD BE THAT COUNCIL APPROVE THE SALE OF THE PROPERTIES ON EDF AVENUE AND ALL NATION'S TARIFFS TO LOOK FOR A MOVER. HE MAY CHANGE ONE OF THE BUILDINGS TO CONDOMINIUM SHOULD THE MARKET WARRANT IT.
BUT THE DESIGN WILL BE SIMILAR BETWEEN THE TWO BUILDINGS.
THE SIZE OF THE UNIT OR THE SIZE OF THE BUILDINGS WILL BE SOMEWHERE BETWEEN 40 TO 80 UNITS. THAT'S GOING TO DEPEND ON TOPOGRAPHY AND LAYOUT BUILDING.
BUT IN BOTH CASES THERE IS A COVENANT REGISTERED ON TITLE THAT THEY MUST COMPLETE A MINIMUM OF 40 UNITS WITHIN THE 24 MONTH PERIOD AFTER CLOSING.
AND THEY, OF COURSE, MUST ENTER INTO A SUPPLY PLAN CONTROL AGREEMENT WITH THE CITY AS ALL NEW PROPERTY PURCHASERS MUST.
IN THE CASE OF ALL NATIONS TARIFFS.
THE CLOSING DATE IS 30 DAYS AFTER THE EXECUTION DATE, WHICH WOULD BE THIS EVENING AFTER YOUR WORSHIP SIGNS THE AGREEMENT EXCUSE ME AND HAS A 90 DAY CLOSING AFTER THE EXECUTION DATE, WHICH WILL BE THIS EVENING, WHICH ALLOWS THE PURCHASER ADEQUATE TIME TO GET [INAUDIBLE] REZONED, WHICH DOES REQUIRE REZONING TO BUILD RESIDENTIAL ON THERE AND TO COMPLETE THE PHASE ONE ENVIRONMENTAL ASSESSMENT.
BOTH OF THESE WILL BE DONE AT THE PURCHASER SOLE EXPENSE.
THERE IS AN ACCESS AGREEMENT PREPARED FOR THE PROPERTIES AND ESSENTIALLY THIS JUST PROTECTS THE CITY'S INTEREST AS THEY WILL BE ON SITE DOING THE ENVIRONMENTAL AND TAKING A LOOK AT THE PROPERTIES. SO AGAIN, THE ACCESS AGREEMENTS JUST TO PROTECT THE CITY'S INTERESTS. THE TWO PROJECTS WILL PROVIDE THE CITY OF ELLIOT LAKE WITH MUCH NEEDED RESIDENTIAL CAPACITY, EITHER ON THE BETTER SIDE, 80 NEW RESIDENTIAL UNITS ON THE MUCH GREATER SIDE, 160 RESIDENTIAL UNITS, WHICH IS WOULD BE VERY NICE FOR THE COMMUNITY.
AND OF COURSE WITH A FAIRLY TIGHT TIMELINE ALL GOING WELL, WE WILL BE ABLE TO HAVE THESE UNITS WITHIN THE 24 MONTHS AND OF COURSE THE BUILD COVENANT IS IN PLACE.
SO IF THE COVENANT IS NOT MET WITHIN THE 24 MONTHS, THE CITY HAS THE OPTION TO REPURCHASE BACK THE PROPERTIES.
SO HAPPY TO ANSWER ANY QUESTIONS THE COUNCIL MAY HAVE.
DEFINITELY ANOTHER GOOD NEWS STORY HERE IN THE COMMUNITY.

HOW LONG WERE THESE THESE PROPERTIES ON OUR SURPLUS LIST? OH GOODNESS. OTHER MEMBERS OF COUNCIL COULD PROBABLY ANSWER LONGER THAN I HAVE, BUT I'VE BEEN A RESIDENT OF ELLIOT LAKE FOR GOING ON 15 YEARS AND THEY'VE BEEN EMPTY FOR THE 15 YEARS THAT I'VE BEEN HERE.
I CAN HONESTLY SAY A MINIMUM OF 15 YEARS, BUT I'M SURE SOME OF OUR LIFERS CAN CERTAINLY ANSWER THAT QUESTION BETTER THAN I CAN.
I KNOW WE'VE PUT WE PUT IT OUT A FEW TIMES THERE THAT THEIR SURPLUS IS JUST TO QUELL THE SOCIAL MEDIA RUMORS THAT ARE ALREADY HITTING THE FAN COUNCILLOR PATRIE.

THE FACT THAT WE'RE PUTTING A COVENANT OF A MINIMUM OF 40 AND HE'S PROPOSING UP TO 80.
I THINK IT'S GREAT NEWS. SO WE'RE BEING CONSERVATIVE, WE'RE BEING LOGICAL ABOUT THIS.
BUT THE MOST IMPORTANT ASPECT OF THIS IS TWO YEARS FROM CLOSING.
HE WILL HAVE SUBSTANTIAL COMPLETION.
THAT MEANS THAT HE'S GOING TO HAVE TO VIRTUALLY HAVE SHOVELS IN THE GROUND THIS YEAR, AND WE'RE GOING TO START TO SEE STUFF.
I'VE BEEN A PROPONENT OF SELLING LAND AND BUILDING.
AND THE REASON THAT I WAS OPPOSED TO THE OTHER 19 LOTS WAS THE FOUR YEAR COVENANT.
THIS IS WHAT WE'RE LOOKING FOR.
THIS IS WHAT WE NEED. IF WE CAN GET HIM TO GET EVEN IF IT IS ONLY 40 UNITS PER.
THAT'S 80 NEW UNITS ON THE TAX ROLL.
AND THAT'S WHAT I THINK IS IMPERATIVE TO THE TAXPAYERS OF THE MUNICIPALITY.
SO IS THE FUNDING THAT WE'RE GOING TO RECEIVE AS WELL AS 40 TO OR 80 TO 100 AND POTENTIALLY 160? BUT I DON'T THINK WE'LL SEE THAT MANY, BUT GUARANTEED PROBABLY OVER 100 NEW PROPERTIES FOR RENT OR SALE WITHIN THE MUNICIPALITY, WHICH IS A DIRE NEED AT THIS POINT IN TIME.
