[00:00:03]
BEAUTIFUL. WE'LL CALL THIS MEETING TO ORDER.
[1. CALL TO ORDER]
THIS IS A REGULAR SCHEDULED MEETING OF COUNCIL FOR THE CITY OF ELLIOT LAKE.MONDAY, APRIL 25TH, 2022, AND THE TIME IS 7:00 PM.
AS FAR AS ROLL-CALL, MEMBERS ARE PRESENT WITH THE EXCEPTION OF COUNCILOR TURNER WHO DOES SEND HIS REGRETS THIS EVENING, AND COUNCILLOR CYR, WHO WILL BE JOINING US A LITTLE BIT LATER.
THAT BEING SAID, IS THERE ANY DECLARATIONS OF
[3. DECLARATIONS OF CONFLICT OF INTEREST]
CONFLICT OF INTEREST THIS EVENING? COUNCILOR PEARCE? THANK YOU, YOUR WORSHIP. THROUGH YOU, I DECLARE A CONFLICT ON ITEM 7.2, SINCE THIS INVOLVES A COMPANY THAT I'M A DIRECTOR OF.ANY OTHER DECLARATIONS THIS EVENING? OKAY, SEEING NONE, WE'LL CARRY ON.
[4. ADOPTION OF PREVIOUS MINUTES]
4.1 AT THE MARCH 28, 2022, REGULAR, AND APRIL 6TH, 2022, SPECIAL COUNCIL MEETING.CAN I HAVE A MOVER TO ADOPT THE MINUTES, PLEASE? MOVED BY COUNCILOR PEARCE. SECOND BY COUNCILOR FINAMORE.
I'D ASK IF THERE'S ANY ADDITIONS, DELETIONS, OR CONCERNS? SEEING NONE. ROLL-CALL, COUNCILOR MANN? IN FAVOR.
I'M IN FAVOR. THOSE ARE CARRIED, THANK YOU.
[5. PUBLIC INPUT SESSION]
SAY THIS WAS DEFINITELY AN EFFORT TO INCLUDE MEMBERS OF THE COMMUNITY IN DECISION-MAKING FOR COUNCIL AND A GREAT EFFORT TO CONTINUE TO BE AS OPEN AND TRANSPARENT AS POSSIBLE.INPUT THIS WEEK DID RECEIVE TWO LETTERS.
ONE IS TOTALLY NOT RELATED TO THIS EVENING'S AGENDA.
THE OTHER UNFORTUNATELY IS TOO BELLIGERENT TO READ ALOUD.
AGAIN, THIS IS AN OPPORTUNITY FOR MEMBERS OF THE COMMUNITY TO TAKE PART IN OUR COUNCIL SESSIONS AND TAKE PART IN THE DECISION-MAKING OF THE COMMUNITY.
I WOULD ASK MEMBERS WHEN LOOKING AT OUR AGENDA TO PLEASE DON'T BE RUDE AND WE'RE MORE THAN LOVE TO HAVE YOUR INPUT.
SIX PUBLIC PRESENTATIONS, 6.1, A PRESENTATION FROM COMMUNITY LIVING ALGOMA.
YOUR WORSHIP, IF I MAY, PRIOR TO THAT.
BACK TO THE PUBLIC INPUT SESSION, AND I DON'T WANT TO MAKE THAT CHANGE TONIGHT, BUT YES, SO WE HAVE RECEIVED SOME CORRESPONDENCE THAT WAS HOPEFULLY GOING TO BE PUT ONTO THE PUBLIC INPUTS SESSION, BUT I THINK PUBLIC INPUT SESSIONS SHOULD BE WHERE PEOPLE CAN SEND US INFORMATION OR QUESTIONS THAT THEY HAVE AND IT DOESN'T NEED TO BE ON THE AGENDA.
I KNOW THAT WHEN WE WERE DISCUSSING THIS IN THE PAST, THAT THAT POTENTIAL WAS GOING BE THERE ABOUT TAKING QUESTION PERIOD FROM THE BACK AND MAKING IT A PUBLIC INPUT SESSION.
THE BELLIGERENT STUFF, I AGREE, 100 PERCENT NO, THAT'S TOTALLY NOT GAME.
THAT SHOULDN'T BE ALLOWED ANYWHERE.
BUT IF WE DO HAVE PEOPLE THAT HAVE QUESTIONS OR SOMETHING, THAT'S HOW WE'RE GOING TO HEAR ABOUT IT, THEN THE PUBLIC WILL KNOW THAT PEOPLE ARE QUESTIONING AND WE MAY GET MORE INPUT FROM THE PUBLIC.
I WOULD LIKE AT SOME POINT MAYBE STAFF COME BACK, AND I KNOW THIS IS JUST NEW THAT WE CHANGED THIS DIRECTION, BUT SO THAT WE CAN HAVE THAT PUBLIC INPUT FROM PEOPLE THAT HAVE QUESTIONS ABOUT OUR PROCESS AND WHAT WE'RE DOING.
THAT THEY CAN ACTUALLY SEND IN THOSE QUESTIONS AND HAVE US DEAL WITH THEM, WHETHER IT'S ON THE AGENDA OR NOT.
SOMETHING FOR CONSIDERATION, POSSIBLY AT A FUTURE BYLAWS AND PLANNING.
I'M NOT SURE HOW WE'D GET AROUND THE NOTICE PROVISION.
I BELIEVE IT WAS PART OF THE ISSUE WITH IT REQUIRED TO BE SOMETHING ON A CURRENT AGENDA, BUT THAT'S SOMETHING WE CAN DISCUSS AT BYLAWS AND PLANNING, PERHAPS. COUNCILOR MANN? THANK YOU, YOUR WORSHIP. AGAIN, JUST MAYBE ON THAT POINT AS WELL.
YOU'VE ADVISED US THAT THERE'S SOME INFORMATION THAT'S COME FORWARD FROM THE COMMUNITY THAT IS NOT NECESSARILY APPROPRIATE TO HAVE ON THE AGENDA TONIGHT.
IS IT POSSIBLE FOR US AS COUNCIL TO SEE THIS INFORMATION? IT MAY PERTAIN TO ONE OF US.
I WOULD BE INTERESTED IN AT LEAST SEEING IT, MAYBE NOT OBVIOUSLY DIVULGING IT TONIGHT, BUT I WOULD STILL ASK IF I COULD SEE IF THAT'S POSSIBLE.
FOR SURE. MS. BRAY WOULD BE ABLE TO SHARE SOME OF THE CORRESPONDENCE WITH MEMBERS OF COUNCIL.
[00:05:05]
AGAIN, WE DO WANT TO ENCOURAGE THAT PUBLIC INPUT, BUT NOT AT THE SAKE OF ATTACKING ANY MEMBERS OF COUNCIL OR STAFF, IT'S NOT FOR BEING BELLIGERENT. COUNCILOR PATRIE? THANK YOU, YOUR WORSHIP. I TOTALLY AGREE WITH THAT.THERE SHOULD BE NO BELLIGERENT STUFF WHATSOEVER ANYWHERE IN OUR BUSINESS.
EVEN IF WE WERE TO SAY THAT IF IT'S A PROVISION OF NOTICE PROBLEM, WE COULD ASK THEM TO MAKE SURE THAT THE PUBLIC INPUT IS PROVIDED PRIOR SO THAT IT CAN GO ON TO THE AGENDA SO THAT IT IS VETTED.
MS. BRAY HAS SOMETHING TO SAY.
[LAUGHTER] I CAN WAIT TILL YOU'RE FINISHED. I WASN'T TRYING TO INTERRUPT YOU. MY APOLOGIES.
SO THAT WOULD BE CONSIDERED A DELEGATION.
A DELEGATION AT COUNCIL WOULD BE SOMETHING YOU WANT TO DISCUSS TO COUNCIL ON A TOPIC THAT'S ON THE AGENDA, OR THERE'S A PUBLIC PRESENTATION AND THAT IS SOMETHING THAT IS A BRAND NEW ITEM THAT'S NOT ON THE AGENDA.
THOSE ARE TWO WAYS YOU CAN SPEAK TO COUNCIL.
PUBLIC INPUT SESSION, THERE'S A LIST OF EIGHT PROCESSES AND ONE OF THEM IS THAT THE COMMENT SHALL BE RESTRICTED TO COMMENTS PERTAINING TO SUBJECTS THAT APPEAR ON THE AGENDA.
FOR PUBLIC INPUT SESSION, PEOPLE SEE THE AGENDA AND THEN THEY CAN PROVIDE COUNCIL WITH THEIR COMMENTS, BUT THERE'S TWO OTHER METHODS THAT PEOPLE CAN GET BEFORE COUNCIL THAT DON'T INCLUDE HAVING TO BE ON THE AGENDA, THEN THEY CAN CALL THEN, OF COURSE, SO THAT I CAN EXPLAIN THAT TO THEM BETTER AT ANOTHER TIME.
PUBLIC DELEGATION AND PUBLIC PRESENTATION ARE THE TWO METHODS.
AGAIN, BOTH OF THESE WOULD HAVE TO FOLLOW STRICT CONDUCT AS FAR AS OUR PROCEEDINGS, AND THAT'S WHAT I'M GETTING AT.
I WANT TO EMBRACE THE INPUT, BUT I DON'T WANT TO EMBRACE THE INPUT AT THE SAKE OF DAMAGING INDIVIDUALS, IT'S NOT NECESSARY.
CARRYING ON, SIXTH PUBLIC PRESENTATION,
[6. PUBLIC PRESENTATIONS]

I'M NOT SURE IF THERE'S MORE COMING FOR US? NOT AT THIS TIME. CRAIG DID A GREAT WONDERFUL JOB OF REPRESENTING COMMUNITY LIVING ALGOMA.

THANK YOU ALL FOR YOUR ATTENDANCE AND IT WAS DEFINITELY AN HONOR HAVING YOU HERE.
SEVEN, INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS, 7.1,
[7. INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS]
A MEMO FROM THE MANAGER OF ECONOMIC DEVELOPMENT PRE-2022 MEMORIAL NAMING.MR. ANTUNES, ARE YOU JUST LOOKING FOR A MOTION TO RECEIVE AS THIS IS SOMETHING THAT HAS BEEN APPROVED ALREADY?
>> YES, SIR. YOUR WORSHIP. THIS WAS JUST A FOLLOW-UP FROM DIRECTION FROM COUNCIL RESOLUTION EARLIER ON AND JUST TO MAKE COUNCIL AWARE OF THE FOLLOW-UP.
>> THANK YOU. CAN I HAVE A MOTION RECEIVE MOVED BY COUNCILLOR MAYOR? THANK YOU.
SECOND, MY COUNCILLOR FINAMORE. UPDATE, MR. ANTUNES?
>> THANK YOU, WORSHIP THROUGH YOU AND GOOD EVENING MEMBERS OF COUNCIL.
JUST TO FOLLOW UP, WE HAD OUR 30-DAY PUBLIC CONSULTATION PERIOD HAS BEEN COMPLETED.
30 DAYS AGO COUNCIL PASSED A RESOLUTION TO ALLOW FOR THE RENAMING OF TWO ASSETS WITHIN THE CITY OF ELLIOT LAKE, AS PART OF THE POLICY, A 30-DAY PUBLIC CONSULTATION PERIOD WAS PUT OUT.
STAFF HAD RECEIVED NO RESPONSES BACK OPPOSING THE RENAMING OF THE TWO ASSETS.
THEREFORE, STAFF ARE PREPARED TO MOVE FORWARD WITH THE FOLLOWING.
THE CEREMONIAL, EXCUSE ME, RENAMING OF ESTEN DRIVE TO FABRIS DRIVE AND THE RENAMING OF THE SPINE ROAD CROSS-COUNTRY SKI TRAIL TO THE REJEAN CYR CROSS-COUNTRY SKI TRAIL, AS THERE HAS BEEN NO OPPOSITION TO THE RENAMING AND AS PER THE POLICY, STAFF WILL BEGIN TO SEEK OUT COLLATERAL MATERIALS THROUGH SUCH AS SIGNAGE TO HAVE PLACED ON BOTH ROADS.
OF COURSE, COORDINATE A CEREMONIAL EVENT AT BOTH LOCATIONS, WEATHER AND TIME PERMITTING TO HAVE COUNCIL ON HAND AND YOUR WORSHIP TO DEDICATE THE TWO ASSETS, EXCUSE ME.
I'M HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL MIGHT HAVE.
>> THANK YOU, MR. ANTUNES. THANK YOU FOR THE UPDATE.
[NOISE] UNFORTUNATELY, I DID RECEIVE A LETTER IN THE MAIL WHILE WE WERE AT A CONFERENCE WHICH UNFORTUNATELY I JUST OPENED UP TODAY.
THAT HAS FOUR SIGNATURES ON IT, BOTH OPPOSING THE RENAMING BUT ALSO OPPOSING THE POLICY.
I JUST WANTED TO BRING THAT FORWARD THAT I DID RECEIVE SOMETHING AND I'M VERY APOLOGETIC THAT I DID NOT OPEN IT UNTIL THIS MORNING.
[NOISE] I'M NOT SURE IF THAT WILL BEAR BURDEN ON COUNCIL'S PREVIOUS DECISION OR NOT, BUT I NEEDED TO BRING THAT FORWARD. MR. ANTUNES.
>> SORRY, I SHOULDN'T WANT TO JUMP IN, JUST WANT TO WAIT MY TURN IN LINE, THE POLICY DOES STATE THAT ALTHOUGH PUBLIC CONSULTATION DOES ALLOW FOR PUBLIC OPPOSITION TO IT, BUT ULTIMATELY IT IS THE DECISION AND WILL OF COUNCIL WHETHER TO PROCEED OR NOT WITH THE RENAMING, IT'S JUST TO PUT IT OUT THERE AND ALLOW COUNCIL THE INPUT FROM THE PUBLIC SHOULD THEY CHOOSE TO HEAD IT OR NOT OR IF THERE'S MERIT TO THE OBJECTION OR NOT.
>> THANK YOU, MR. ANTUNES. COUNCILLOR FINAMORE.
>> SORRY, JUST A QUESTION OF PROCESS THROUGH YOUR WORSHIP TO THE CLERK I GUESS.
HOW DO WE GET THAT LETTER INTO THE PUBLIC DOCUMENT TO BACK OUR AGENDA?
[00:15:09]
>> I'M NOT SURE THE PROCESS THAT'S IN THE MR. ANTUNES'S POLICY.
HOWEVER, I TURNED THE AMERICAN FORWARD THAT ALONG TO OUR COUNCIL.
I CAN PUT ON THE NEXT AGENDA IF YOU WANT FOR AS A CORRESPONDENCE.
>> I JUST WANT TO MAKE SURE THAT THE PEOPLE TOOK THE TIME TO WRITE THE LETTER THAT IT'S ACKNOWLEDGED.
>> THANK YOUR WORSHIP. JUST TO MAYBE HELP MS. BRAY OUT WITH THE QUESTION.
FROM WHAT I RECALL AND THE SPIRIT OF THE POLICY WAS THAT THE OBJECTIONS WOULD COME FORTH [NOISE] AND BE FORWARDED TO COUNCIL, AGAIN TO AVOID ANY DEFAMATION OR ANY PERSONAL CONFLICT AS I UNDERSTOOD.
IF MY MEMORY SERVES CORRECT, THE OPPOSITIONS WERE TO BE FORWARDED TO COUNCIL NOT NECESSARILY MADE PUBLIC FOR THE VERY REASON THAT IT WAS PEOPLE'S FAMILY NAMES AND WHATNOT TYPICALLY IN THESE OBJECTIONS AND FOR COUNCIL TO MAKE THE DECISIONS.
WE CAN NOTE THAT THERE WASN'T OBJECTION, BUT WHETHER COUNCIL CHOSE TO OBSERVE THAT OBJECTION OR WEIGHT TO THAT OBJECTION WAS UP TO THE MEMBERS OF COUNCIL.
BUT AGAIN, IT'S THE WILL OF COUNCIL IF WE WANT TO MAKE THE PUBLIC AND DEFER THIS UNTIL NEXT WEEK OR EXCUSE ME, TWO WEEKS WHEN COUNCIL'S HAD A CHANCE TO READ THE OBJECTIONS.
CERTAINLY HAPPY TO FOLLOW THE WILL OF COUNCIL.
>> THANK YOU, YOUR WORSHIP [NOISE] I THINK MR. ANTUNES IS RIGHT.
IT'S NOT THAT THIS LETTER CAME IN LATE OR ANYTHING AND IF THEY HAVE RESPONDED WITHIN THAT 30 DAYS, MAYBE WE SHOULD JUST SIT SIR BEFORE REVEALING THIS REPORT.
YEAH MAYBE WE SHOULDN'T BE MAKING THAT LETTER PUBLIC.
I DON'T KNOW WHAT'S IN IT. I HAVEN'T SEEN IT EITHER.
BUT IT COULD BE CIRCULATED THROUGH STAFF TO US AND THEN JUST BRING IT BACK TO US BEFORE RECEIVING IT UNTIL THE NEXT COUNCIL MEETING, WHICH DOESN'T REALLY STOP STAFF FROM DOING ANYTHING AT THIS POINT.
>> WOULD THERE BE A MOTION TO DEFER BEFORE?
>> MOVE THE DEFERRAL, COUNCIL PATRIE, JUST FOR CLARITY.
>> IS THERE A SECONDARY FOR A DEFERRAL? SECOND BY COUNCILLOR FINAMORE, DEFERRAL TO THE NEXT MEETING.
I WILL ROLL-CALL VOTE, THEN COUNCILLOR PEARCE.
>> I'M IN FAVOR ALSO THAT'S DEFERRED TO THE NEXT MEETING.
>> 7.2, A MEMO FROM THE CAO TERMS AND CONDITIONS OF LEAVE SPACE AT 31 THAT NOVA SCOTIA WALK, AS THIS MATTER DEALS WITH PROPOSED OR PENDING ACQUISITION OR DISPOSITIONAL LAND, BUT THE MUNICIPALITY MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 239 2C OF THE MUNICIPAL ACT.
YOU CAN HAVE IT MOVED AND PUT THAT IN CLOSED SESSION PLEASE.
MOVED BY COUNCILLOR MANN, SECONDED BY COUNCILLOR FINAMORE.
QUESTIONS, QUALMS, QUERIES. COUNCILLOR PATRIE?
>> THANK YOU, YOUR WORSHIP. THIS IS A VERY SUBSTANTIAL ITEM AND I THINK IT'S VERY DETRIMENTAL TO THE TAXPAYERS OF THE MUNICIPALITY AND ALL THE CITIZENS.
I THINK THAT WE SHOULD BE HAVING THIS DISCUSSION IN OPEN SESSION SO THAT THE PUBLIC ARE AWARE OF THE POTENTIAL OF WHAT THIS IS.
THEY HAVE NO IDEA WHAT IT IS, THEN IT'S SUBSTANTIAL.
IT'S OVER 2.5 PERCENT BUDGET IF WE DO THIS.
I THINK WE SHOULD BE LETTING THE PUBLIC KNOW BEFORE WE'RE GOING TO DO THIS IN CLOSED SESSION.
>> IS SOMETHING MR. DANIEL, AFTER CLOSED SESSION DISCUSSION THAT CAN BE AIRED PUBLICLY?
>> I CAN'T EVEN SPECULATE. I DON'T KNOW HOW THE REACTION WILL BE TO THE CONVERSATION GROSS SESSION.
I DON'T KNOW WHAT WE'LL BE ABLE TO DISCLOSE.
I UNDERSTAND THE INTENT OF COUNCIL PATRIE'S CONCERN.
TYPICALLY THAT'S AIRED OUT FIRST IN CLOSED SESSION, UNDERSTAND THE ISSUES AND THEN COUNCIL CAN DIRECT US TO DO SOME FORM OF OPEN VARIATION ON THE THEME.
AGAIN, IT'S UP TO COUNCIL. WE CAN DO IT IN OPEN SESSION, IT'S JUST THERE ARE SOME SENSITIVITIES AND THERE ARE SOME INFORMATION THAT WE WEREN'T PREPARED TO DISCUSS IN OPEN SESSION, SO I'M A LITTLE CAUGHT FLAT-FOOTED.
IF WE WANT TO TALK ABOUT AN OPEN SESSION WE CAN, BUT THERE'S INHERENT RISKS IN DOING IT THAT WAY WHEN WE'RE NOT SEEING IT AHEAD OF TIME.
[00:20:04]
IF GENERALLY LEAN TOWARDS CLOSED SESSION, AIR IT OUT, GET DIRECTION AND THEN MOVE ON IN SOME OPEN FASHION AS SOON AS PRACTICAL BUT IT'S HARD TO SPECULATE AT THIS POINT.COUNCIL IS AWARE AS MUCH AS ANY OF US OF WHAT'S IN THAT MEMO.
>> [NOISE] A LOT OF INFORMATION THAT SHOULD NOT BE DIVULGED AT THIS MOMENT, BUT COUNCIL CAN GIVE THE DIRECTION TO BRING IT TO NEXT MEETING OF COUNCIL IN OPEN SESSION.
BECAUSE CURRENTLY, IF WE DECIDE TO BRING THIS INTO OPEN SESSION RIGHT NOW, COULD CAUSE A BIT OF AN ISSUE, BUT ALSO THE PUBLIC IS NOT AWARE WHAT'S ON THIS MEMO AND WHAT INFORMATION IS DISCLOSED.
IT MIGHT BE A LITTLE BIT WONKY. COUNCILLOR MANN.
>> THANK YOU, YOUR WORSHIP. I WOULD TEND TO AGREE, THOUGH I DO AGREE WITH COUNCILLOR PATRIE THAT THERE IS SOME INFORMATION THAT ABSOLUTELY SHOULD BE DEALT WITH IN OPEN SESSION.
THERE ARE ABSOLUTELY AS WELL COMPONENTS THAT I THINK WE NEED TO HAVE A VERY CLEAR CONVERSATION ABOUT ENCLOSED BECAUSE IT'S PERTAINING TO CERTAIN IDENTIFIABLE PIECES OF INFORMATION.
ONCE THAT'S DONE, I BELIEVE THE BALANCE FOR DISCUSSION COULD TAKE PLACE IN OPEN SESSION, IF NOT TONIGHT AT ANOTHER MEETING, BUT ABSOLUTELY IT DOES NEED TO BE DISCUSSED AT SOME POINT.
I JUST THINK WE SHOULD HAVE A CLOSED SESSION FIRST BEFORE MOVING FORWARD.
>> ANY OTHER QUESTIONS, QUALMS, QUERIES ON THE SENDING THIS TO CLOSE? WE'LL CALL VOTE. I 'LL START AT COUNCILLOR MANN.
SO THAT'S MOVED TO CLOSED FOR THE MOMENT [NOISE]
>> 7.3 MEMO FROM THE HUMAN RESOURCES COORDINATOR, FIREFIGHTER NEGOTIATION, HUMAN RESOURCES UPDATE.
AS THIS MATTER DEALS WITH LABOR RELATIONS OR EMPLOYEE NEGOTIATIONS, AS WELL AS PERSONAL MATTERS ABOUT IDENTIFIABLE INDIVIDUALS, INCLUDING MUNICIPAL OR LOCAL BOARD EMPLOYEES MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 239 2D AND B OF THE MUNICIPAL ACT.
>> MOVER TO PUT THIS ONE CLOSE PLEASE.
>> MOVED BY COUNCILLOR MANN, SECONDED BY COUNCILLOR PEARCE.
AGAIN, ANY QUESTIONS, QUALMS, QUERIES? I SEE NONE. ROLL CALL STARTING WITH COUNCIL PEARCE.
>> I'M IN FAVOR. THAT'S CARRIED TO CLOSE. THANK YOU.
7.4 A MEMO FROM THE DIRECTOR OF CLERKS AND PLANNING SERVICES AND APPOINTMENTS TO THE POLICE SERVICES BOARD.
AS THIS MATTER DEALS WITH PERSONAL MATTERS ABOUT AN IDENTIFIABLE INDIVIDUAL INCLUDING MUNICIPAL OR LOCAL BOARD EMPLOYEES AS PER SECTION 239 2B OF THE MUNICIPAL ACT.
IT MAY BE DISCUSSED IN CLOSED SESSION.
GET TO MOVE AND TO PUT THIS TO CLOSED.
MOVE BY COUNCILLOR PEARCE. SECONDER PLEASE.
SECONDED BY COUNCILLOR FINAMORE.
QUESTIONS, QUALMS, QUERIES? IF NONE, I'LL ROLL-CALL STARTING WITH COUNCILLOR FINAMORE.
>> SORRY, MY FINGERS ARE NOT FUNCTIONING, IN FAVOR.
>> I'M IN FAVOR, THAT'S CARRIED TO CLOSE, THANK YOU.
A PRESENTATION OF COMMITTEE REPORTS,
[8. PRESENTATION OF COMMITTEE REPORTS]
8.1 REFERRAL FROM THE APRIL 4TH, 2022 BYLAW PLANNING COMMITTEE REQUEST TO RENEW AND AMEND LEASE FOR OPEN SPACE FROM TAKING OTTAWA AVENUE, WE'VE COUNCILOR PEARCE, THIS MIGHT BE YOURS.>> THANK YOU, YOUR WORSHIP IT MIGHT BE.
A TAPE OF 4TH 2022 BYLAW PLANNING COMMITTEE MEETING, THE FOLLOWING RESOLUTION WAS PASSED.
THE MEMO FROM THE DIRECTOR OF CLERKS AND PLANNING RELEASE AGREEMENT BETWEEN THE CITY OF ELLIOT LAKE WE RECEIVED, AND THAT THE AMENDMENT AND RENEWAL LEASE AGREEMENT BE FORWARDED TO COUNCIL FOR APPROVAL, AND THAT THE APPROPRIATE BYLAW BE PASSED TO AFFECT IT'S DIRECTION, AND I SO MOVE.
>> SECONDER, PLEASE. SECONDED BY COUNCILOR FINAMORE.
ANY ADDITIONAL INFORMATION, COUNCILOR PEARCE?
>> I WILL TURN THAT OVER TO THE INIMITABLE MS. BRAY.
>> THANK YOU, YOUR WORSHIP. YES, THIS IS A VERY STRAIGHTFORWARD LEASE RENEWAL BETWEEN THE CITY OF ELLIOT LAKE AND ELLIOT LAKE CHILD AND FAMILIES CENTER, LOCATED ON OTTAWA AVENUE.
THEY CURRENTLY LEASED A SPACE FROM THE CITY, WHAT CONTAINS A COMMUNITY GARDEN.
WHEN THEY WERE CONTACTED ABOUT RENEWING,
[00:25:01]
THEY EXPRESSED AN INTEREST TO MAKE SOME CHANGES TO THAT SPACE SO THEY WANT TO EXTEND THE SPACE, REMOVE SOME OF THE GARDENING, AND PUT IN A PLAYGROUND, THOUGH THEY WERE AWARE THAT THE COSTS FOR THAT SPACE WOULD CHANGE, IT'S A BIGGER AREA THEY'RE GOING TO BE LEASING FROM THE CITY, AND THEY'VE AGREED TO THOSE TERMS AND THEY HAVE SIGNED THEIR LEASE, AND IT'S ATTACHED LATER ON THIS EVENING AS A BYLAW FOR APPROVAL BY COUNCIL.>> THANK YOU. COUNCILOR, PATRIE.
THIS USED TO BE A COMMUNITY GARDEN, IF I'M CORRECT.
NOW, IS THIS PLAYGROUND GOING TO BE OPEN TO THE PUBLIC OR IS THIS NOW JUST GOING TO BE PRIVATE? BECAUSE THE COMMUNITY GARDEN WAS OPEN TO THE PUBLIC PRIOR.
YES, IN SPEAKING WITH THE DIRECTORS OF CHILD AND FAMILY CENTER, IT WILL BE AVAILABLE FOR ALL CHILDREN, BUT IT WILL BE OPEN OR UNLOCKED DURING THE HOURS OF OPERATION OF THAT CENTER.
WHEN STAFF ARE GONE THAT WILL BE CLOSED, WHICH I BELIEVE WAS THE SAME WITH THE GARDEN IF I'M NOT MISTAKEN.
>> OKAY, THANK YOU. ANY OTHER QUESTIONS? I'M SEEING NONE.
>> I'M IN FAVOR. THAT'S CARRIED. THANK YOU.
[NOISE] NINE, OUTSIDE BOARD AND COMMITTEE REPORTING.
POSSIBLY MY FAULT, THERE SHOULD HAVE BEEN A REPORT HERE FROM POLICE SERVICES BOARD, THAT'LL BE ON THE NEXT COUNCIL AGENDA.
TEN, UNFINISHED BUSINESS, 10.1,
[10. UNFINISHED BUSINESS]
COMMUNITY REC HUB UPDATE STANDING ITEM, MR. GAGNON.>> THANK YOU, YOUR WORSHIP. WELL, WE SPENT SOME TIME WITH VARIOUS MINISTERS IN TORONTO ARE LOBBYING FOR RECREATION HUB OR THE ARENA OR PHASE 1 OF THE HUB, HOWEVER YOU WANT TO COACH IT.
AS COUNCILOR'S AWARE, WE GOT DIRECTION TO PURSUE BUILDING A NEW ARENA AT THE CENTENNIAL ARENA SITE AND REPAIRING THE POOL.
WE MET WITH VARIOUS MINISTERS IN THE CAUCUS OR THE PARLIAMENTARY ASSISTANCE, WE MET VIRTUALLY WITH MINISTER SURMA OF INFRASTRUCTURE.
WE USED THE DIRECTION WE GOT FROM COUNCIL TO PLANT THE SEED WITH THE FORE GOVERNMENT, I EXPLAINED TO THEM THE IMPORTANCE OF OUR INFRASTRUCTURE ASSETS AND OUR NEW PROCESS OR OUR NEW METHODOLOGY FOR HOW WE WOULD GET THERE.
SEEKING OUR HELP, THEY SEEM TO GENERALLY, COUNCIL CAN WEIGH IN AS NEEDED, BUT WE WERE THERE, GENERALLY WELL-RECEIVED, THEY UNDERSTOOD AND APPRECIATED THE PHASED APPROACH, SOMETHING THAT THE FOR GOVERNMENT SEEMS TO BE WARMING TO, AND SO WE MADE SOME GOOD TRACTION THAT WAY, AND WE WILL CONTINUE TO KEEP PRESSURE ON THEM POST JUNE ELECTION, OF COURSE, SEEING WHAT HAPPENS AFTER THAT.
I WILL NOTE THAT WE DID DO THE FUNDING APPLICATION STAGE 1 TO THE NOHFC FOR THE POOL RENOVATIONS, AS DIRECTED BY COUNCIL.
WE SAID WE THINK WE CAN REPAIR THE PIPING AND THE ELECTRICAL AND BASIC PITCH BACK INSIDE THE POOL TO GO ALONG WITH THE $500,000 GRANT THAT WE'VE ALREADY RECEIVED FOR THIS SUMMER.
SUBJECT TO ANY QUESTIONS COUNCIL MAY HAVE OR INPUT FROM MR. MAYOR AND COUNCILOR PATRIE, THAT GENERALLY IT.
MR. ANTUNES WAS [INAUDIBLE] ROADS.
FOR SURE DEFINITELY A LOT OF GOOD MEETINGS.
FELT LIKE THERE'S A LOT OF SUPPORT FOR OUR PROCESS MOVING FORWARD.
YOU MENTIONED FUNDING FOR THE POOL, HAS ANY OF THE NOHFC FUNDING ANNOUNCEMENTS FOR ELLIOT LAKE BEEN MADE PUBLIC YET?
>> WELL, YEAH. THE BYLAW I WENT TO COUNCIL FOR THE $500,000 AND THEN THEY SAID, PLEASE DON'T ANNOUNCE IT PUBLICLY, BUT IT WAS ALREADY BEEN ANNOUNCED IN THE SENSE THAT THE BYLAW WAS ADOPTED BY COUNCIL.
[LAUGHTER] WE UNDERSTAND MINISTER RICKFORD WAS TRYING TO GET TO ELLIOT LAKE TWICE, IN FACT, WHEN HE WAS FOGGED IN, IRONICALLY, WHEN WE WERE IN TORONTO.
THE FACT THAT WE HAVE HAD FUNDING FOR THE REPAIRS, THE DEHUMIDIFIER, AND SOME OF THE OTHER REPAIRS TO THE POOL, HAS ALREADY BEEN PUBLICLY ANNOUNCED AND REPORTED LOCALLY AND REGIONALLY.
>> OKAY. GOOD STUFF. THANK YOU. COUNCILOR PATRIE.
>> THANK YOU, WORSHIP. THANK YOU, MR. GAGNON.
JUST A LITTLE BIT FURTHER ON THAT FUNDING APPLICATIONS AND SO FORTH.
WE WERE TOLD, WHICH IS ODD DURING AN ELECTION YEAR, THAT THERE IS NO MONEY.
BUT THEY DID INSTRUCT US TO APPLY FOR UP TO A WHOPPING $150,000, WHICH ACTUALLY WOULD PROBABLY HELP US SOMEWHAT FOR BOTH THIS ITEM AND THE NEXT,
[00:30:02]
FOR OUR DESIGN PHASE INFORMATION SO THAT WE CAN GET SOME COMPLEMENTARY MONEY TO ASSIST US WITH THE DESIGN OF THE ARENA AND WITH THE ARTS AND CULTURE HUB.THERE IS A LITTLE BIT IN THE POT THAT WILL PROBABLY STAY FOLLOWING THE ELECTION, SO WE'VE GOT A LITTLE BIT OF GOOD NEWS, BUT WE DIDN'T GET A LOT WHILE WE WERE THERE, BUT IT'S NICE TO GET A LITTLE BIT FROM THEM.
>> THANK YOU, COUNCILOR PATRIE. YOU'RE ABSOLUTELY CORRECT.
THAT FUNDING CAN TAKE US TO THE NEXT STEP, SO WE CAN ALL BE STANDING IN A CIRCLE WITH OUR SHOVELS READY TO GO AND BIGGER FUNDS START TO DROP.
IS THERE ANY OTHER QUESTIONS OR COMMENTS FOR THE HUB UPDATE? NONE. 10.2, THE ARTS AND CULTURE HUB UPDATE.
MR. GAGNON, ONCE AGAIN, WE DID SPEAK TO MINISTERS ABOUT THIS ALSO.
>> OBVIOUSLY, EVERY MINISTER WE SPOKE TO, WHETHER IT WAS PARTICULARLY RELEVANT OR NOT, GOT THE ARTS AND THE RECREATION INFRASTRUCTURE BRIEFING.
ON THE ART SIDE, WE MET WITH THE PARLIAMENTARY ASSISTANT TO MINISTER OF TOURISM, CULTURE, AND SPORT.
THAT PORTFOLIO COVERS BOTH [LAUGHTER] OUR WRECK AND OUR ARTS AND CULTURE.
THEY WERE WELL BRIEFED ON THAT.
WE ARE STILL WAITING ON FUNDING ANNOUNCEMENTS OR FUNDING DECISION FROM THE FEDERAL GOVERNMENT.
WE'VE REACHED OUT TO OUR MP, CAROL HUGHES, TO TRY TO RATTLE SOME CAGES IN OTTAWA.
THE ONLY THING THAT COMFORTS US IS THAT NO OTHER MUNICIPAL CLIENTS THAT WE'VE BEEN AWARE OF HAVE HEARD IN ANY ANNOUNCEMENTS EITHER, DESPITE THE FUNDING BEING SUBMITTED IN JULY OF 2021.
WE'RE STILL WAITING ON THE 50 PERCENT FUNDING FOR A $21 MILLION ARTS AND CULTURE HUB.
AT THE SAME TIME, DOING WHAT WE CAN WITH THE MOVIE THEATER RENOVATION TO TRY AND HAVE SOME INTERIM SPACE THAT COULD RELIEVE SOME PRESSURE WHILE WE'RE WAITING FOR THE BIGGER FUNDING TO COME THROUGH.
ALSO THE DELAY, HAMPERS OUR ABILITY TO APPLY TO OTHER PIECES BECAUSE YOU STILL DON'T KNOW THE SCOPE OF THE FUNDING.
THE OTHER FUNDERS WILL SAY, HAVE YOU HEARD YET FROM THE FUNDING FROM THE FEDERAL GOVERNMENT? WE WILL HAVE TO SAY, NO, WE'RE STILL WAITING.
THE SCOPE MAY CHANGE IF WE ARE UNSUCCESSFUL ON THE GREEN AND INCLUSIVE GRANT BECAUSE THERE ARE SOME VERY COSTLY ELEMENTS THAT WOULD STILL BE WORTHWHILE PURSUING, BUT ARE VERY COSTLY.
LONG STORY SHORT IS WE KEEP WAITING FOR FUNDING AND WE HAVEN'T HEARD YET EITHER, AND WE'RE HOPING THAT THAT WILL COME SOON.
IN THE MEANTIME, WE'RE DOING WHAT WE CAN WITH THE MOVIE THEATER RENOVATION.
>> THANK YOU. ANY QUESTIONS, COMMENTS FROM COUNCIL? SEEING NONE.
WE GO ON TO 10.3, RESIDENTIAL [INAUDIBLE] DEVELOPMENT OPTIONS, THAT'S STILL IN HIATUS. MR. GAGNON?
>> LARGELY, YES. WE HAVE OTHER PRIORITIES AND OTHER PROJECTS, BUT NONE THAT WOULD BE WORTHWHILE OF THE CLOSE SESSION ON THAT PARTICULAR ITEM THIS EVENING.
AGAIN, MR. GAGNON OR MR. ANTUNES, THAT WAS AT THE LAST EMERGENCY MANAGEMENT MEETING, NOT SURE.
>> WE DO KNOW THAT THE MASK MANDATE FOR TRANSIT WAS EXTENDED UNTIL, I BELIEVE IS JUNE 11TH, SO CERTAINLY WELL PAST THE APRIL 27TH, WHICH WAS THE FIRST AREA.
WE DEFINITELY ARE REQUIRING MASKS ON OUR TRANSIT SYSTEM.
THEN, AS YOU MENTIONED, I WAS UNAVAILABLE TO ATTEND THAT LAST COMMUNITY BRIEFING, I UNDERSTAND.
I DON'T KNOW IF THERE'S ANYTHING WORTHWHILE FOR MR. ANTUNES, BUT I'M ON A SPOT ON THAT.
>> THANK YOU. MR. GAGNOG, FOR YOUR WORSHIP WAS JUST THE COMMENTS WAS THAT THE BA2 VARIANT IS PRESENT IN THE AREA.
THE ONGOING PUBLIC HEALTH IS WAITING FOR ANY TYPE OF ORDERS TO LIFT.
AS WE DO KNOW THAT THE MASKING MANDATE DID GET EXTENDED UNTIL JUNE.
THE VACCINATION NUMBERS ARE NOT YET PROMISING, BUT CLINICS DO REMAIN TO BE OPEN AND ACCEPTING FOLKS FOR THIRD, AND FOURTH SHOTS.
MISS ANGELA AT [INAUDIBLE] PUBLIC HEALTH DID ALSO SAY THAT ANYONE WHO HASN'T GOTTEN THEIR FIRST SHOT YET, CERTAINLY THEY ARE ENCOURAGING YOU TO GO TO THOSE CLINICS.
THEY WILL NOT TURN ANYONE AWAY FOR ANYONE THAT WANTS TO GET A VACCINATION.
THEY ARE AVAILABLE HERE IN TOWN.
THE FOURTH DOSE RIGHT NOW IS BEING PROMOTED TO THOSE 60-PLUS AND IN LONG-TERM CARE FACILITIES.
THE CLINICS ARE BEING DONE AT THE FAMILY HEALTH UNIT.
JUST THERE'S A RECOMMENDATION COMING FROM OUR GLOBAL PUBLIC HEALTH IN THE COMING WEEKS.
[00:35:03]
I THINK THAT'S WHAT WE WERE LEFT WITH OTHER THAN JUST SOME QUESTIONS ON THE EFFICACY OF THE RAT TEST, THE RAPID ANTIGEN TESTS THAT FOLKS, EVEN THOUGH THEY ARE TESTING NEGATIVE, IF YOU ARE SYMPTOMATIC, TO BE CAUTIOUS AND ISOLATE IF AT ALL POSSIBLE.I THINK THAT'S ALL I HAD IN MY NOTES HERE.
I HAD TO FLIP BACK REALLY QUICKLY TO FIND THEM, BUT I THINK I GOT EVERYTHING THAT WE TALKED ABOUT.
>> THANK YOU, MR. [INAUDIBLE].
YOU HIT ON THE POINT THAT I WANTED TO MAKE FROM THAT MEETING WITH THE RAPID ANTIGEN TESTS BEING NOT AS ACCURATE AS WE WOULD HOPE FOR THIS NEW STRAIN AND SO IT IS RECOMMENDED THAT IF YOU HAVE ANY SYMPTOMS, YOU FOLLOW THE COURSE AND ISOLATE FOR THE FIVE-DAY PERIOD.
ONE OF THE OTHER THINGS THAT CAME OUT OF THAT WAS IN THE RAT TESTS, IT SHOWS YOU TO STICK THE SWAB UP YOUR NOSE AND WIGGLE AROUND AND PULL IT OUT.
IT'S ALSO RECOMMENDED THAT PRIOR TO DOING THAT, SWAPPING THE INSIDE OF YOUR CHEEKS ABOUT YOUR THROAT, UNDER YOUR TONGUE, WHATEVER IT MAY BE AND THEN DOING IN THE NOSE SO THAT YOU CAN ACTUALLY GET THOSE CULTURES AND HAVE A MORE ACCURATE TEST.
I JUST WANTED TO PUT THAT OUT THERE.
AGAIN, IF YOU'RE IMMUNE COMPROMISED OR OVER THE AGE OF 65, YOU MAY WANT TO CONTINUE ON WITH MASKING FOR YOUR OWN HEALTH.
EVERYONE, I WOULD SUGGEST, IF YOU DON'T MIND WEARING THE MASK, WEAR THE MASK AND PROTECT YOURSELF, PROTECT YOUR LOCAL AND SO THAT'S IT. COUNCIL FILLMORE?
>> THANK YOU. I JUST WANTED TO MENTION THAT THE FAMILY HEALTH TEAM IS HAVING COVID CLINICS, INOCULATION CLINICS AT THE CONSOLE AGAIN, I THINK ON FRIDAYS.
I THINK THEY BOOKED THROUGH THE NEXT FEW FRIDAYS.
IF YOU WANT AN APPOINTMENT TO CALL THE FAMILY HEALTH TEAM AT 4618882 AND HIT ONE, AND YOU WILL BE ABLE TO MAKE AN APPOINTMENT FOR THAT.
>> THANK YOU. MR. GAGNON. [OVERLAPPING].
>> THE POINT IS SOMEWHAT IRONICALLY, WE WERE SLATED TO RETURN TO THE COUNCIL CHAMBERS FOR THE END OF APRIL, BEGINNING OF MAY.
BUT MANY OF US ARE AT A CONFERENCE AT THE FIRST MEETING IN MAY IN NORTH MEANS, SO WE MAY WISH TO CONSIDER EITHER A VIRTUAL MEETING FOR HER AT THE FIRST MEETING IN MAY, OR WE ARE EXPLORING WITH IT SOME OPTIONS FOR A HYBRID, BUT WE'RE NOT QUITE CONVINCED THAT IT WILL BE [LAUGHTER] MISTAKE FREE OR ISSUE FREE.
WE'RE STILL HOPING A TEST THAT WE MIGHT HAVE IT TESTED AND DEBUGGED BY THE FIRST MEETING AND MAY, BUT I JUST THOUGHT I'D MENTIONED THAT THAT WE MAY HAVE TO EXTEND THAT VIRTUAL MEETING FOR AT LEAST ONE OUR FIRST COUNCIL MEETING.
>> THANK YOU, MR. GAGNON. THAT'S ABSOLUTELY CORRECT, COUNCIL PATRICK, COUNCIL TURNER, YOURSELF AND MYSELF, BASHAR, IF MR. [INAUDIBLE] WILL BE JOINING A PHENOMENAL WILL OFTEN GET NORTH BAY FOR THAT.
FIRST SUPPOSED TO BE BACK TO IN-PERSON MEETING.
THIS IS NOT A MEETING THAT CAN BE CANCELED OR DEFERRED BECAUSE THERE IS A PUBLIC HEARING TAKING PLACE AT 6:30 ON THAT EVENING, WHICH HAS ALREADY BEEN SLIGHTED, SO THAT NEEDS TO GO FORWARD.
I IMAGINE IT'LL BE UP TO EVERY INDIVIDUAL COUNSELOR, WHETHER YOU'D LIKE TO BE SITTING IN THE COUNCIL CHAMBERS THE FEW VIEWS OR ZOOMING IN, BUT I KNOW MYSELF, COUNCIL PATRICK, COUNCIL TURNER WILL BE ZOOMING IN THAT THAT EVENING. COUNCIL FILLMORE.
>> TO EACH THEIR OWN, COUNCIL PATRICK.
>> THANK YOU, WORSHIP. I THINK IF WE'RE ALMOST READY TO TEST THIS HYBRID SYSTEM, I THINK THAT WOULD ACTUALLY BE THE BEST MEETING TO DO IT WHEN WE KNOW THAT THE MAJORITY OF US HAVE TO ATTEND VIA ZOOM AND THEN IF IT FAILS, WE CAN JUST ZOOM EVERYBODY IF WE NEED TO.
BUT AT LEAST WE CAN GET SOMETHING UNDER OUR BELT THAT WE'VE GOT A COUPLE OF PEOPLE AT THE COUNCIL CHAMBERS AND THERE'S GONNA BE A LOT OF ROOM AND A LOT OF SPACE SO IT WOULD BE.
I JUST THINK I DON'T WANT TO BE WAITING UNTIL JUNE TO TRY THIS HYBRID SYSTEM THAT NAILS IT, SO I JUST PREFER TO DO IT THIS WAY.
>> I BELIEVE WE ARE TESTING IT THIS WEEK WITH A LIVE TEST WITHOUT COUNCILORS, JUST STAFF AND TESTING THE [INAUDIBLE].
I JUST THOUGHT I'D MENTION THAT AND HOPE THAT WE'VE GOTTEN DEBUG BY THE FIRST MEETING IN MAY.
>> THANK YOU. COUNCILOR PEARCE.
>> COUNCIL FILLMORE, I WILL BE ZOOMING AND WILL NOT BE ATTENDING.
>> COUNCILORS [INAUDIBLE] AND COUNCILOR MANN WANT TO HANG OUT IN THE COUNCIL CHAMBERS, YOU'RE ABSOLUTELY FREE TO DO SO.
IS THERE ANYTHING ELSE FOR OUR COVID UPDATE THIS EVENING? I'LL CARRY ON. NO PETITIONS THIS EVENING.
NO ADDITIONAL CORRESPONDENCE, NO NOTICE THE MOTION.
COUNCIL'S REPORTS AND ANNOUNCEMENTS.
[14. COUNCIL REPORTS AND ANNOUNCEMENTS]
I'LL START WITH THE ADDITIONAL APPROXIMATIONS WE HAVE HERE.[00:40:02]
I HAVE SOME ITEMS THIS EVENING.FIRST PROCLAMATION I HAVE FOR COUNCIL'S REPORTS AND ANNOUNCEMENTS IS WHEREAS ONTARIO'S DOCTORS HAVE BEEN ON THE FRONTLINES DURING THE COVID-19 PANDEMIC WORKING TO KEEP THEIR PATIENTS HEALTHY.
WHEREAS ONTARIONS CAN SHOW THEIR APPRECIATION FOR DOCTORS SERVICE DURING THE PANDEMIC BY VISITING DOCTORSDAY.CA TO THANK THEIR DOCTORS.
WHEREAS THE ONTARIO MEDICAL ASSOCIATION IS ORGANIZING THIS PROVINCE WIDE EXPRESSION OF APPRECIATION AS WAY OF ALL ONTARIONS RECOGNIZED DOCTORS FOR THEIR BRAVERY AND DEDICATION.
WHEREAS ONTARIO HAS BEEN CELEBRATING DOCTORS DAY FOR MANY YEARS TO RECOGNIZE MANY WAYS DOCTORS LEAD US TO BETTER HEALTH.
WHEREAS THIS YEAR ON THE THIRD DOCTOR'S DAY OCCURRING DURING THE PANDEMIC, WE WANT TO ONCE AGAIN RECOGNIZE HOW ONTARIO'S DOCTORS ARE CONTINUING TO WORK THROUGH THE WAYS OF COVID TO TAKE CARE OF THEIR PATIENTS.
WHEREAS LIGHTING LANDMARKS IN OUR COMMUNITIES HAS BECOME A WAY OF EXPRESSING GRATITUDE FOR THOSE LEADING THE WAY OUT OF CRISIS.
NOW THEREFORE, I DID MARCH SOLID MAYOR OF THE CITY OF ELLIOT LAKE DO HEREBY PROCLAIM MAY 1ST 2022 AS DOCTORS DAY IN THE CITY OF ELLIOT LAKE.
I DO EXPRESS MY GREAT APPRECIATION FOR OUR DOCTORS AND ALL OUR HEALTHCARE PROVIDERS HERE IN OUR COMMUNITY FOR ALL THE STEPS AND PRECAUTIONS THEY'VE TAKEN TRYING TO KEEP US ALL SAFE DURING THE PANDEMIC AND NOT EVEN WITH THE PANDEMIC ALL THE WAY AROUND. BIG THANK YOU.
OUR NEXT PROCLAMATION EMERGENCY PREPAREDNESS WEEK 2022.
WHEREAS ELLIOT LAKE DOES RECOGNIZE THE IMPORTANCE OF EMERGENCY MANAGEMENT IN ONTARIO.
WHEREAS THE GOAL OF EMERGENCY PREPAREDNESS WEEK IS TO RAISE COMMUNITY AWARENESS AND THE NEED TO PREPARE FOR THE POSSIBILITY OF AN EMERGENCY.
WHEREAS THE SAFETY OF OUR COMMUNITY IS THE RESPONSIBILITY OF EACH AND EVERY ONE OF US AND WE MUST PREPARE NOW AND LEARN HOW TO SECURE A STRONG AND HEALTHY TOMORROW.
NOW THEREFORE I, DAN MARCHISELLA, MAYOR THE CITY OF ELLIOT LAKE DO HEREBY PROCLAIM THE WEEK OF MAY 1ST, MAY 7TH, 2022 TO BE EMERGENCY PREPAREDNESS WEEK IN ELLIOT LAKE AND ENCOURAGE ALL CITIZENS TO BE EMERGENCY READY AND STAY CONNECTED.
I WILL SAY REITERATE ONE OF THE BEST WAYS TO STAY PREPARED IS TO HAVE IN YOUR HOME A 72-HOUR BUG OUT BAG FOR EACH MEMBER OF YOUR FAMILY.
THAT WOULD INCLUDE SUPPLIES FOR EACH INDIVIDUAL ALONG WITH 72 HOURS WORTH OF SUPPLIES FOR YOUR PETS.
THAT IS A BARE MINIMUM TO BE READY FOR ANY TYPE OF EMERGENCY.
AGAIN 72-HOUR BAG WITH ALL YOUR SUPPLIES THAT YOU'D NEED.
WE DO HAVE A COUPLE OF ADDITIONAL ITEMS THAT AREN'T PROCLAMATIONS.
ANNOUNCED THE DAY OF MOURNING THIS THURSDAY APRIL 28TH AT 10:30 AM, AT THE MINERS MEMORIAL PARK.
THE PURPOSE OF THE DAY OF MOURNING IS COMMEMORATE ALL CANADIANS AFFECTED BY WORKPLACE ACCIDENTS OR TRAGEDY AS WELL AS OCCUPATIONAL DISEASE OR INJURY.
WE ESPECIALLY HONOR ALL OF ELLIOT LAKE MINERS WHO LOST THEIR LIVES WHILE MINING OR HAVE PASSED AS A RESULT OF ILLNESS DUE TO THEIR TIME UNDERGROUND.
THIS YEAR WE'LL BE HONORING THE FAMILIES OF THE FOLLOWING INDUCTEES RONALD JOHNSTON, JULIAN MARCOTTE, GIUSEPPE PERSINO AND PAUL TRUDELL.
AGAIN, THIS THURSDAY 10:30 AM AT THE MINERS MONUMENT.
THE NEXT ITEM I HAVE IS SATURDAY, MAY 1ST AT 10:45 AM AT THE LEGION CENTER TURF PLEASE JOIN LEGION MEMBERS AND THE ROYAL CANADIAN SEA CADETS IN THE HONORING OF CANADIAN TROOPS AND THEIR CONTRIBUTION FOR THE BATTLE OF THE ATLANTIC.
AGAIN THAT WOULD BE THIS SUNDAY MAY 1ST AT THE LEGION CENTER TURF, 10:45 IS WHEN THE PARADE WILL FORM UP.
THE NEXT PIECE OF INFORMATION IS EXTREMELY SAD AND UPSETTING TO ALL OF US.
THIS WEEK, WE'VE LOST MR. BOB BLUIT.
BOB, IF YOU DON'T KNOW HIM WAS DEFINITELY INVOLVED IN THIS COMMUNITY HIS WHOLE LIFE.
ANYTHING HAVING TO DO WITH RECREATION AND ELLIOT LAKE, MR. BLUIT BOOK WAS INVOLVED IN.
[00:45:01]
I FIRST HAD THE OPPORTUNITY TO MEET HIM ON THE REC ADVISORY COMMITTEE ABOUT SEVEN AND A HALF YEARS AGO I GUESS.HE IS STILL A MEMBER OF OUR RECREATION ADVISORY COMMITTEE TO THIS DAY AS COMMITTED HIMSELF, HIS TIME, HIS OWN MONEY, AND DEDICATION TO THIS COMMUNITY.
IN MY PERSONAL VIEW HE'S ONE OF ELLIOT LAKE'S HEROES.
I CAN REMEMBER MY FIRST YEAR AS THE MAYOR NOT KNOWING BOB THAT WELL I SAID THAT I HAD A TRAILER AT RIO DEN AND I WAS GOING TO BE WORKING ON A FLOAT FOR THE CHRISTMAS PARADE THAT YEAR.
BOB SHOWED UP IN THE COLD ARENA THREE DAYS IN A ROW AND ALTHOUGH OTHERS CAME AND LEFT BOB STAYED ALL DAY AND INTO THE EVENING THREE DAYS WITH ME WORKING ON VERY UGLY FLOAT.
BUT WE DID IT ANYWAY AND I GOT TO KNOW HIM REALLY WELL.
GREAT MAN AND ONCE AGAIN A GREAT LOSS TO OUR COMMUNITY.
I KNOW EACH ONE OF YOU ON COUNCIL HAS BEEN BEEN AFFECTED BY THIS MAN AND HIS FAMILY.
I'LL OPEN IT UP TO EACH OF YOU. COUNCILOR FINAMORE.
>> THANK YOU WORSHIP. OF COURSE I'D LIKE TO SEND MY CONDOLENCES OUT TO ALL OF THE BLUIT FAMILY AND TO BOB'S FRIENDS.
I THINK OF KEN PIERCE AT THIS TIME WHO HAS BEEN HIS COMPANION THE LAST FEW YEARS AND MOMOLASH BEFORE THAT, AS WELL BRINGING HIM TO MEETINGS AND HELPING HIM BE ABLE TO STAY IN HIS HOME.
ALL THE PEOPLE THAT WERE ABLE TO DO THAT.
BOB WAS MY BUDDY AND HE WAS ON THE PARKS AND RECREATION COMMITTEE FOR OVER 50 YEARS.
AS LONG AS THERE'S BEEN A COMMITTEE, BOB'S BEEN PART OF IT.
EVEN THE LAST MEETING THAT WE HAD MS. MARGITZ WAS ABLE TO HAVE HIM PARTICIPATE THROUGH ZOOM.
WE ALL CAN LEARN LESSONS FROM HIS GRACIOUS GIVING THAT HE DID HIS WHOLE LIFE WHETHER IT WAS TO ELLIOT LAKE SPORTS AND RECREATION OR WHETHER IT WAS TO THEIR FAMILY CHURCH, HIM AND HIS WIFE RUTH GAVE AND GAVE AND I'M HONORED TO CALL HIM MY FRIEND.
I THINK THE LAST TIME I SAW HIM AT AN EVENT WE LOCKED EYES.
I STOOD UP, HE MOTIONED FOR ME TO SIT AND HE WALKED ALL THE WAY ACROSS THE ROOM TO COME OVER AND GIVE ME A KISS ON THE CHEEK AND SAY HELLO.
THAT WAS MR. BOB BLUIT IN A VERY SIMPLE SENTENCE.
I'LL MISS YOU BOB AND I THANK YOU FOR ALL YOU'VE DONE AND I THANK EVERYONE THAT'S TAKEN CARE OF HIM THESE LAST FEW YEARS.
I'M PROBABLY VERY HAPPY HE'S REUNITED WITH RUTH.
HE DESPERATELY MISSED HIS WIFE AND FOUND IT VERY DIFFICULT TO LIVE WITHOUT HER.
>> THANK YOU COUNCIL FROM FINAMORE. COUNCILOR PEARCE.
>> THANK YOU, YOUR WORSHIP. I WOULD ECHO MOST OF WHAT COUNCILOR FINAMORE SAID.
A BIT IRONIC THE LAST TIME I SAW BOB IN PUBLIC WAS AT THE LAST MINERS MEMORIAL.
HE WAS HAVING DIFFICULTY THAT DAY.
BUT HE INSISTED ON STANDING, NOT SITTING.
HE WORRIED A FEW OF US AT THE TIME.
BUT AS COUNCILOR FINAMORE HAS STATED, HE'S BEEN A PART OF THIS COMMUNITY ALMOST FROM THE BEGINNING.
HE WAS INSTRUMENTAL IN ESTABLISHING AND MAINTAINING THE CURLING CLUB FOR YEARS.
I KNOW THAT HE'S GOING TO BE SADLY MISSED BY, AS YOU MENTIONED KEN PIERCE.
KEN AND I WERE TALKING THIS AFTERNOON AND I KNOW IT'S AFFECTED HIM VERY DEEPLY.
IT'S AFFECTED ANYBODY WHO KNEW BOB.
OUR BEST WISHES GO OUT TO THE FAMILY.
I UNDERSTAND THAT THERE WILL BE A SERVICE ANNOUNCED SHORTLY.
THEY HAVEN'T SET A DATE YET BUT ONCE IT IS SET AND I'M SURE THAT IT'LL BE MADE PUBLIC AND AN AWFUL LOT OF PEOPLE WILL WANT TO BE THERE. THANK YOU.
>> THANK YOU, WORSHIP. THE MAJOR LOSS TO OUR COMMUNITY.
GRADE SCHOOL, YEARS AND YEARS AND YEARS AGO, WITH SOME OF HIS CHILDREN.
HE IS A PILLAR IN THIS COMMUNITY AND HAS BEEN INVOLVED IN SPORTS SINCE I WAS IN GRADE SCHOOL.
HE'S BEEN AN AWFUL LOT FOR THIS COMMUNITY, AND HE WILL BE SADLY MISSED.
AGAIN, MY CONDOLENCES TO THE FAMILY.
>> THANK YOU, WORSHIP. AGAIN, JUST TO ECHO THE COMMENTS OF MY FELLOW COUNCILORS.
MY SYMPATHIES TO THE BULLET FAMILY.
[00:50:03]
HIS INPUT IN THE RECREATION DEPARTMENT WILL BE SADLY MISSED IN THE FUTURE.>> EVERYTHING HAS BEEN SAID. IT IS A TREMENDOUS LOSS FOR THE COMMUNITY.
THE YEARS THAT HE'S PUT IN, THERE IS NOBODY IN ELLIOT LAKE THAT'S PUT IN AS MANY YEARS OF PUBLIC VOLUNTEERING SERVICE AS BOB, SO HE WILL BE MISSED.
>> THANK YOU, ALL. [NOISE] AGAIN, BOB WAS ONE OF THOSE PEOPLE THAT DEDICATED HIS WHOLE LIFE TO MAKING THIS COMMUNITY A BETTER PLACE AND BE A HARD INDIVIDUAL TO DUPLICATE.
I'VE NEVER MET SOMEONE LIKE BOB WHO NEVER HAD A NEGATIVE THING TO SAY ABOUT THIS COMMUNITY, NEVER HAD A NEGATIVE THING TO SAY ABOUT ANOTHER INDIVIDUAL.
JUST EXTREMELY KIND, GOODHEARTED MAN, AND DEFINITELY WOULD BE MISSED.
DEFINITELY, OUR HEARTS GO OUT TO THE WHOLE FAMILY.
>> IS THERE [NOISE] ANY OTHER REPORTS OR ANNOUNCEMENTS, COUNCILOR PEARCE?
>> THANK YOU, YOUR WORSHIP, I WOULD LIKE TO ADVISE MEMBERS OF THE COUNCIL AND PUBLIC THAT THE MISSISSAGI PARK WILL BE OPENING FOR BUSINESS ON FRIDAY, MAY THE 20TH, AND THERE WILL BE A CEREMONY TO OPEN THE PARK.
THE TWO CHIEFS FROM MISSISSAGI AND FROM SERPENT RIVER WILL BE IN ATTENDANCE.
THERE WILL BE A SMUDGING CEREMONY AND THE DRUMMERS WILL BE THERE, WE HOPE.
HOPEFULLY, THE MAYOR AND ANY OTHER COUNCILORS WHO WOULD LIKE TO ATTEND.
THIS WILL BE A VERY SPECIAL OPENING OF THE PARK.
IT'S GOING TO BE THE LAST TIME THAT THE CITY OF ELLIOT LAKE WILL BE MANAGING THE PARK ON ITS OWN, AND THE CONTRIBUTION OF THE FIRST NATIONS GOING FORWARD WILL HOPEFULLY MAKE THIS A MUCH BIGGER AND BETTER PARK FOR EVERYBODY IN THE AREA.
ON THE 20TH OF MAY, I LOOK FORWARD TO SEEING EVERYBODY THERE. THANK YOU.
>> WHAT TIME, COUNCILOR PEARCE?
>> THANK YOU. [LAUGHTER] IT'S AT NOON ON THE 20TH. THANK YOU.
>> ARE WE SURE THAT ALL THE SNOW IS GOING TO BE GONE BY THEN, COUNCILOR PEARCE.
CAN YOU ASSURE ME THAT WE CAN GET OUT TO THE BIKE?
>> I CANNOT. IF YOU'VE BEEN UP THERE, AND YOU HAVE, [LAUGHTER] SOME AWFUL LOT OF SNOW.
RIGHT NOW, WE CAN'T GET A TRUCK IN THERE OR AT LEAST WE COULDN'T AS OF YESTERDAY.
THERE'S A LOT OF GRADING THAT HAS TO BE DONE BEFORE WE CAN ACTUALLY START TO CUT SOME TREES AND CLEAR PATHS, AND THINGS LIKE THAT.
BUT IT IS COMING ALONG. THANK YOU.
>> [LAUGHTER] HOPEFULLY, IN THE NEXT FEW WEEKS IT'LL CLEAR UP BECAUSE YOU'RE ABSOLUTELY CORRECT, THERE'S STILL A FOOT OF SNOW, AND UNDERNEATH THAT FOOT OF SNOW, IS GLITTER ICE.
HOPEFULLY, BY MAY LONG WEEKEND, PEOPLE WILL BE ABLE TO ENJOY THE PARK. COUNCILOR FINAMORE.
>> THANK YOU, WORSHIP. I JUST WANTED TO GIVE AN ATTABOY OUT TO THE TEACHERS, THE STUDENTS, THE FRIENDS, AND THE FAMILY OF OUR LADY OF FATIMA SCHOOL.
I WAS ABLE TO ATTEND THE WALK FOR MOJO ON SUNDAY TO SEE THAT AMOUNT OF LOVE AND SPIRIT IS JUST AMAZING.
IT REALLY TELLS ME THAT THIS IS THE BEST COMMUNITY.
THE LOVE AND SUPPORT THAT IS BEING SHOWN TO THE DIGENOVA FAMILY RIGHT NOW IS REMARKABLE.
THERE WAS PEOPLE FROM ALL DIFFERENT SCHOOLS THAT WERE THERE.
YOUR WORSHIP, MASSIMO, AS HE COMES EVERY YEAR TO RAISE THE FLAG FOR EPILEPSY.
UNFORTUNATELY, HE'S HAD A TRAUMATIC EVENT BECAUSE OF HIS EPILEPSY, AND BEEN IN SICK KIDS HOSPITAL FOR WEEKS NOW.
WE'LL BE GONE FOR ANOTHER 6-8 WEEKS.
THIS COMMUNITY IS RALLYING BEHIND THE FAMILY AND HELPING THEM BEING ABLE TO STAY WITH THEIR SON IN TORONTO.
BUT I JUST WANTED TO SAY CONGRATULATIONS.
THE SPIRITUALITY, THE LOVE, THE SUPPORT, AND THAT SCHOOL EMBRACES IS REMARKABLE TO SEE WITHIN THIS COMMUNITY.
IT SPREADS THROUGH OTHER SCHOOLS ARE ALSO GOING TO BE DOING FUNDRAISING FOR MASSIMO AS WELL.
I JUST WANTED TO SAY CONGRATULATIONS TO THE STUDENTS, AND THE TEACHERS AND THE STAFF OF OUR LADY OF FATIMA, THE HUNGARIAN FAMILY, THE PAPELO FAMILY, AND ALL THEIR FRIENDS AND EVERYONE IN ELLIOT LAKE, THE COMMODE, I THINK IT'S WORTH MENTIONING.
[00:55:02]
THAT'S WHAT BOB BLUE HAD STOOD FOR IN THIS COMMUNITY WAS TO ALWAYS PUT OUT A HELPING HAND.IT'S NICE TO SEE THAT THE NEXT FEW GENERATIONS ARE ALSO FOLLOWING IN THAT LEAD.
I THINK IT'S IMPORTANT TO MENTION. THANK YOU.
>> ABSOLUTELY. THANK YOU, COUNCILOR FINAMORE FOR THAT BAD NEWS, BUT AT THE SAME TIME, GOOD NEWS WITH GREAT COMMUNITY SUPPORT.
YOU'RE EXTREMELY BIASED BY SAYING BEST COMMUNITY IN THE WORLD, BUT I SECOND THAT MOTION.
IS THERE ANY OTHER ADDITIONS, COUNCILOR MANN?
>> THANK YOU, WORSHIP. JUST A REMINDER TO THE COMMUNITY AS WELL AS COUNCIL THIS EVENING THAT EVEN THOUGH WE ALL ENJOY THE BUDGET PROCESS, I WOULD LIKE TO WRAP IT UP IN THE MONTH OF MAY.
I'M HOPING TO HAVE A FINAL BUDGET FOR PRESENTATION TO COUNCIL SECOND REGULAR MEETING IN MAY.
HOPEFULLY, ONE LAST MEETING, EARLY PART OF MAY.
ONCE THAT CONFERENCE HAS BEEN MENTIONED ALREADY HAS PASSED, WE CAN HOPEFULLY GET ONE MORE MEETING AND GET IT WRAPPED UP. THANK YOU.
>> THANK YOU, COUNCILOR MANN. COUNCILOR PATRIE.
>> THANK YOU, WORSHIP. THROUGH YOU, MR. [INAUDIBLE] CAN WE MAKE AN ANNOUNCEMENT OF WHO THE HEADLINERS ARE GOING TO BE FOR THE STREET DANCE? THIS IS NOT VERY FAR AWAY.
THE LONGER WE HAVE NOTICE OUT THERE FOR PEOPLE OF WHO'S GOING TO BE PERFORMING, THE BETTER.
>> FOR SURE. WE HAVE MS. CLOOK.
MS. CLOOK, DO YOU WANT TO FIRE IT UP FOR US?
>> THE SHORT ANSWER IS WE CANNOT BECAUSE WE DON'T HAVE IT INKED YET, [LAUGHTER] UNLESS SOMETHING HAS CHANGED TODAY, MS. CLOOK.
BUT MY UNDERSTANDING IS UNTIL WE HAVE THE CONTRACT SIGNED, SEALED AND DELIVERED, AND THEN A DEPOSIT CHECK, SO WE'RE GOING TO HAVE A WHOLE CHECK AND ANYTHING HAPPENING WITH THAT.
WE UNDERSTAND THE DESIRE TO GET IT ANNOUNCED AS SOON AS POSSIBLE, BUT WE CAN'T ANNOUNCE IT UNTIL THE DEPOSIT CHECK IS DONE, WHICH IS ALSO PROBLEMATIC.
MS. CLOOK, FEEL FREE TO CORRECT ME IF I'M WRONG.
>> NO, THEY JUST SAID THAT WE CAN ANNOUNCE IT ONCE THEY RECEIVED THE PERCENT OF THEIR FEE, AND WE JUST ARE AWAITING THE FINAL NUMBERS FOR THE TRANSPORTATION FILE, AND A FINAL DOCUMENT FROM THE PROMOTER WHICH WAS SUPPOSED TO BE SENT LATE TODAY.
I JUST HAVEN'T RECEIVED IT YET.
I BELIEVE HE'S STILL WAITING ON THEIR END FOR THE TRANSPORTATION COST.
BUT ONCE WE HAVE THAT, WE CAN SEND THE 50 PERCENT OVER AND THEN ANNOUNCE.
>> BEAUTIFUL. THANK YOU. ANY OTHER ANNOUNCEMENTS FOR THIS EVENING? WE'LL DO OUR FEW BIG TICKET ITEMS BEFORE WE CARRY ON.
BIG TICKET ITEMS FOR CHECK RATE.
WE RECEIVED GENERAL FOR CANADA, 79,800.
WORKPLACE SAFETY AND INSURANCE BOARD, 22,300.
THE ALGOMA DISTRICT SERVICES ADMINISTRATION BOARD MUNICIPAL LEVY, 187,600.

THOSE ARE OUR BIG TICKET ITEMS FOR THIS WEEK.
THAT I WOULD SUM UP COUNCIL'S REPORTS AND ANNOUNCEMENTS.
15 ADDENDUM, WOULD YOU HAVE AN ADDENDUM THIS EVENING.
[15. ADDENDUM]
CAN I HAVE A MOVER TO ADD THE ADDENDUM TO THE AGENDA THIS EVENING.MOVED BY COUNCILLOR CYR, SECONDED BY COUNCILLOR FINAMORE.
QUESTIONS, QUALMS, QUERIES? NONE. THE ROLL-CALL, COUNCILLOR CYR?
>> I'M IN FAVOR, THAT'S CARRIED. THANK YOU.
ADDENDUM 15.1 MEMO FROM THE MANAGER OF ECONOMIC DEVELOPMENT, SALE OF PROPERTY ON TIMBER ROAD.
I THINK FOR THIS WE JUST NEED A MOTION TO RECEIVE AND THEN WE CAN PASS A BYLAW IF WILLING.
CAN I HAVE A MOVER TO RECEIVE? MOVED BY COUNCILLOR FINAMORE, SECONDED BY COUNCILLOR PEARCE.
MR. ANTUNESE, IF YOU WOULD, PLEASE.
[01:00:01]
>> THANK, YOUR WORSHIP. THROUGH YOU, STAFFER GREEN COUNCIL AGREEMENT PURCHASE AND SALE THAT'S BEEN DELAYED BY STAFF FOR QUITE SOME TIME.
WE DID GO BACK TO COUNCIL ON FEBRUARY 14TH AND RECEIVED DIRECTION TO PROCEED AND PREPARE THE AGREEMENT OF PURCHASE AND SALE IN CLOSE, WHICH IS WHAT WE HAD DONE AND BROUGHT TO COUNCIL THIS EVENING.
THERE HAD BEEN A LONG MYRIAD OF ISSUES FROM SURVEY DELAYS AND AGAIN IT'S THE STAFF DELAYS FROM OUR SIDE HENCE LONG TURNAROUND TIME.
MR. GRIGNON HAD REQUESTED THE PURCHASE OF THESE LANDS AND WAS APPROVED BY A LETTER DIRECTION FROM COUNCIL BACK IN 2020 TO PURCHASE THE MUNICIPAL PARCEL OF LAND ADJACENT TO HIS PROPERTY.
THESE LANDS ARE RELATIVELY RUGGED TERRAIN AND LANDLOCKED AND DO NOT INCLUDE ANY LAKE OR SHORELINE WHATSOEVER.
THE LANDS ARE ACTUALLY BEHIND TIMBER ROAD ADJACENT TO EXISTING PROPERTY, AND HE WILL USE THESE LANDS FOR INITIAL ACCESS FOR HIS PROPERTY.
BUT SPEAKING OF MR. GRIGNON, HE HAS VERY LIMITED PLANS FOR ANY TYPE OF DEVELOPMENT DUE TO THE TYPOGRAPHY.
HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL MAY HAVE.
YOU MENTIONED THIS IS EXTREMELY RUGGED TERRAIN, SMALLER PARCELS. IT'S NOT FOR BUILDING.
THIS IS FOR CREATING GREATER ACCESS ROAD TO THE CURRENT FLIGHT SHOP AND CABIN THAT HE HAS ON SITE?
>> YES, SIR, YOUR WORSHIP. IT'S ALSO A TAKEOFF AREA FOR MR. GRIGNON'S BUSINESS, WHICH IS GLASSY BAY OUTFITTERS.
IT'S TO ALLOW GREATER ACCESS TO THE AREA, A BETTER ROADWAY GOING THROUGH FOR HIS CLIENTELE COMING THROUGH AND TO HIS HANGER AND ANYONE CAN SEE IT ON THE LAKE, HE'S GOT A PROPERTY THERE AS WELL.
IT'S JUST TO MAKE BETTER ACCESS AND IT'S JUST LAND GOING THROUGH.
HE DOESN'T HAVE REALLY ANY DEVELOPMENT PLANS FOR THE AREA BECAUSE OF TOPOGRAPHY THERE AS WELL.
>> THANK YOU. COUNCILLOR PATRIE?
>> THANK YOU, YOUR WORSHIP. I'M CONFUSED WITH THE QUESTION AND COMMENT THAT IT'S FOR ACCESS.
THIS IS A VERY SUBSTANTIAL PIECE OF LAND, AND I SPOKE TO MR. ANTUNESE EARLIER TODAY AND I THINK THAT THE BIGGEST PART OF THE PROBLEM WAS US, NOT THE PROPONENT.
BUT THIS DEAL WAS NEGOTIATED IN 2020.
THE VALUE OF LAND HAS SUBSTANTIALLY INCREASED SINCE THEN, 2.5 ACRES FOR THAT PRICE. I GET IT.
IF HE JUST WANTED A WIDER ACCESS, WE COULD SELL HIM JUST A WIDER ACCESS AND LEAVE THAT PIECE OF LAND NO MATTER THE TOPOGRAPHY AND WE OWN THE LAND ADJACENT TO IT.
I JUST THINK THAT RUSHING IT THROUGH AS AN ADDENDUM, I THINK WE SHOULD HAVE BEEN ABLE TO HAVE THIS OUT IN THE PUBLIC FORUM A LITTLE LONGER AND I'M NOT IN FAVOR OF APPROVING IT TONIGHT. I WOULD PREFER TO DEFER.
>> OTHER QUESTIONS, COMMENTS? JUST FOR CLARITY, GIVEN ON MR. ANTUNESE [NOISE] BECAUSE COUNCILLOR PATRIE DID MENTION THAT PRICES HAVE INCREASED A BIT OVER THE LAST FEW YEARS.
THIS IS NOT BY ANY WAY SHAPE OR FORM THE PROPONENTS AT BEING AT FAULT HERE.
THIS IS MORE OF A DELAY ISSUE COMING FROM THE MUNICIPALITY.
>> THROUGH YOUR WORSHIP, A LITTLE RED FACE ON OUR BEHALF, YES.
THERE WAS A DELAY ON OUR BEHALF, SO YES.
IT BY NO WAY WAS THIS THE PROPONENT'S CAUSE FOR DELAY.
>> THANK YOU. MOTION RECEIVES ON THE FLOOR AND WE HAVE A BYLAW COMING UP NEXT, SO I'LL START TO ROLL CALL VOTE. COUNCILLOR MANN?
>> I'M IN FAVOR, THAT'S CARRIED.
THAT WILL BE FOLLOWED BY 1522 BYLAW 22-37 BEING A BYLAW AUTHORIZING THE EXECUTION OF THE AGREEMENT OF PURCHASE AND SALE BETWEEN THE CITY OF ELLIOT LAKE AND 185317-01 [INAUDIBLE] LIMITED ADJACENT TO TIMBER ROAD.
MOVER PLEASE. MOVED BY COUNCILLOR PEARCE.
AGAIN, QUESTIONS, QUALMS, QUERIES? COUNCILLOR PATRIE?
>> MOTION TO DEFER IT TO THE NEXT COUNCIL MEETING JUST SO IT CAN HAVE SOME PUBLIC AWARENESS PRIOR TO US PUSHING IT THROUGH.
