I'LL CALL THIS MEETING TO ORDER.
[1. CALL TO ORDER]
[00:00:02]
THIS IS A REGULAR SCHEDULED MEETING OF COUNCIL FOR THE CITY OF ELLIOT LAKE MONDAY, MAY 9, 2022, THE TIME IS 7:00 PM.AS FAR AS ROLL CALL MEMBERS ARE PRESENT, WITH THE EXCEPTION OF COUNCILLOR CYR, WHO MAY BE A LITTLE BIT LATE THIS EVENING, I'D ASK IF THERE'S ANY DECLARATIONS OF CONFLICT OF INTEREST THIS EVENING.
ADOPTION OF PREVIOUS MINUTES 4.1 APRIL 19, 2022 SPECIAL AND APRIL 25TH 2022 REGULAR.
[4. ADOPTION OF PREVIOUS MINUTES]
CAN I HAVE A MOVER PLEASE? MOVED BY COUNCILOR TURNER SECONDED COUNCILLOR FINAMORE.ANY ADDITIONS, DELETIONS OR CONCERNS? COUNCILLOR PATRIE. THANK YOU, YOUR WORSHIP.
PAGE 20 SAYS WE BOTH LEFT AT 10:03.
MS. BRAY. I CAN AMEND THAT. [INAUDIBLE] SO I CAN CHANGE THAT.
THANK YOU. ANY OTHER CONCERNS WITH THE AGENDA OR THE MINUTES? OKAY SEEING NONE ROLL CALL TO ACCEPT THE MINUTES.
COUNCILLOR PATRIE FAVOR AS AMENDED.
AS AMENDED. COUNCILOR TURNER FAVOR.
I'M IN FAVOR THOSE ARE CARRIED.
4.2 READING OF RESOLUTION PASSED FOLLOWING THE CLOSED SESSION OF APRIL 25TH, 2022 COUNCIL MEETING.
MS. BRAY, IF YOU WOULD, PLEASE.
THANK YOU, MR. BRAY, AND WELCOME TO MR. CAMBRIDGE. LOOK FORWARD TO SEEING YOU AT JUNE'S MEETING.
[5. PUBLIC INPUT SESSION]
MS. BRAY, YOU RECEIVED SOMETHING? I DON'T HAVE IT IN FRONT OF ME.IF YOU'D BE ABLE TO GIVE US THE CALLS NOTES.
SO SO WE RECEIVED ONE FROM THIS FROM BOB JOHNSON.
I APPRECIATE THE MAYOR HAS NOW BROUGHT THIS ISSUE TO THE ATTENTION OF THE ELLIOT LAKE POLICE SERVICES BOARD, AND THEY HAVE NOW CHOSEN TO BEGIN POSTING MINUTES AND AGENDAS ON A GO FORWARD BASIS.
MY REQUEST WAS THAT ALL MINUTES AND AGENDAS OF THE ELLIOT LAKE POLICE SERVICES BOARD FOR THIS TERM OF COUNCIL BE POSTED TO THE WEBSITE AND THAT COUNCIL CONSIDER LIVE STREAMING THESE MEETINGS IN A MANNER SIMILAR TO THE STANDING COMMITTEES OF COUNCIL.
I WOULD ALSO NOTE THE POLICE SERVICES BOARD IS A FULLY CONTROLLED BOARD OF COUNCIL.
COUNCIL MAY DETERMINE THAT ALL MINUTES THE AGENDAS FOR THIS TERM OF COUNCIL BE POSTED.
THIS IS VERY SIMILAR TO THE CITY'S CURRENT PRACTICE FOR ALL COUNCIL AND COMMITTEE MEETINGS.
ALTHOUGH COUNCIL'S MINIMUM REQUIREMENT IS THAT NOTICE OF MEETINGS BE POSTED ON A BULLETIN BOARD.
IN ADDITION, I CAN LIVE STREAM MEETINGS OF THE OTTAWA, SUDBURY, ST.
MARIE AND MANY OTHER POLICE SERVICE BOARDS THROUGHOUT THE PROVINCE.
COUNCIL MEMBERS WERE SURPRISED TO LEARN AT YOUR MEETING FEBRUARY 14 THAT THEY COULD RECEIVE THE REPORTS PROVIDED BY THE OPP TO THE BOARD, AND THIS WAS CONFIRMED AT THE TIME BY THE DETACHMENT COMMANDER.
AND THANK YOU, MR. JOHNSON, FOR YOUR INPUT AND CONCERNS AND I WOULD SAY THAT WOULD BE TOTALLY UP TO COUNCIL IF THEY WISH TO REQUEST ALL AGENDAS AND MINUTES GOING BACK TO THE TERM OF COUNCIL, I KNOW IT WOULD BE A BIT STAFF TIME CONSUMING AS FAR AS LIVE STREAMING, AGAIN,
[00:05:06]
THAT WOULD BE UP TO COUNCIL.WE DO NOT LIVESTREAM ADVISORY COMMITTEE MEETINGS AT THE MOMENT.
WE JUST STREAM COUNCIL MEETINGS AS STANDING COMMITTEES ON MONDAYS.
SO AGAIN, THAT'D BE TOTALLY UP TO COUNCIL.
I THINK COUNCILLOR PEARCE HAD A COMMENT.
YEAH. THANK YOU YOUR WORSHIP THROUGH YOU.
A COUPLE OF THINGS TO BE IN WITH THE POLICE SERVICES BOARD IS NOT A COMMITTEE OF COUNCIL.
THE POLICE SERVICES BOARD GIVES A COMPLETE AND VERY THOROUGH UPDATE TO COUNCIL ONCE A YEAR AND THE MINUTES ARE GOING TO BE AVAILABLE, HAVE BEEN AVAILABLE.
MR. JOHNSON IS MAKING A COUPLE OF ERRORS.
THEY'RE NOT SUDBURY AND OTTAWA POLICE SERVICES ARE SEPARATE.
WE WORK WITH THE OPP AND WE WORK WITH THEIR RULES.
I'M NOT QUITE SURE WHAT HIS INTENT IS HERE, BUT I JUST DON'T THINK IT'S NECESSARY.
IT'S GOING TO TAKE UP AN AWFUL LOT MORE TIME OF COUNCIL THAN WE REALLY NEED.
THE INFORMATION THAT'S CONTAINED IN ANY MEETINGS THAT WE HAVE WITH THE POLICE SERVICES BOARD WILL BE MADE AVAILABLE TO THE COUNCIL WHEN WE BRING THE INFORMATION FORWARD.
I DON'T SEE ANY REASON TO DO ANYTHING FURTHER THAN THAT.
THANK YOU YOUR WORSHIP. WE SHOULD HAVE THIS DISCUSSION HERE WHEN WE GET TO THE AGENDA ITEM ON THE POLICE SERVICES BOARD, BUT I DON'T HAVE AN ISSUE WITH THIS REQUEST. IT'S NOT OVERLY ONEROUS TO SCAN THE AGENDAS AND MINUTES OF THE PREVIOUS MEETINGS.
THESE ARE PUBLIC MEETINGS AND THEY ARE GOVERNED BY THE POLICE SERVICES ACT.
SO OTTAWA AND SUDBURY SHOULD BE THE SAME.
THE POLICE SERVICES BOARDS ARE MANDATED.
IT'S MANDATED THAT WE HAVE A POLICE SERVICES BOARD.
I DON'T THINK THE REQUEST IS OUT OF SORTS.
I DON'T KNOW WHY HE WANTS THEM.
I DON'T HAVE AN ISSUE WITH HIM WANTING THEM.
I'VE HAD QUESTIONS IN THE PAST AND THAT ANNUAL REPORT DOESN'T ANSWER THEM, SO I WOULD MUCH PREFER TO HAVE THOSE REPORTS AS THE MONTHLY MEETINGS TRANSPIRE, SO THAT IF COUNCIL HAS QUESTIONS OF THE BOARD TO REQUEST TO GO BACK AT THEIR NEXT MEETING, THAT'S THE ONLY WAY THAT WE CAN FIND OUT. SO THE ONLY WAY THAT WE'RE GOING TO KNOW IS IF WE ACTUALLY GET COPIES OF THOSE AGENDAS AND REPORTS AS WELL.
THERE'S A LOT OF STUFF THAT WHEN WE WERE AT [INAUDIBLE], I SPOKE WITH THE CHIEF OF POLICE CHIEFS FOR POLICE SERVICES BOARDS AND IT CREATED MORE QUESTIONS THAN ANSWERS.
SO I WOULD LIKE TO SEE WHAT IS TRANSPIRING WITH THAT BOARD AS WELL.
ANY OTHER QUESTIONS, COMMENTS? COUNCILLOR TURNER. THANK YOU, YOUR WORSHIP.
I'M ALL FOR LETTING THE PUBLIC KNOW WHAT'S GOING ON WITH THE POLICE SERVICES BOARD.
I'M NOT REALLY KEEN ON THE NECESSITY OF DIGGING OUT THE ARCHIVES.
SHOULD WE HAVE BEEN DOING IT EARLIER? I SUSPECT. WILL WE DO IT IN THE FUTURE? YES. MR. MAYOR, I'M GOING TO LEAVE IT TO YOU AND MR. GAGNON TO DECIDE HOW MUCH STAFF TIME THIS IS GOING TO TAKE TO MAKE HAPPEN.
IT'S A I MEAN, REALLY IF IT'S A LOT OF WORK.
MAYBE THE GENTLEMAN WOULD CONSIDER JUST COMING IN TO CITY HALL AND SITTING DOWN TO THE TABLE FOR 20 MINUTES AND LET THEM THROUGH THE FILE. SAVE US ALL TIME AND EFFORT.
AND THESE MEETINGS ARE OPEN TO THE PUBLIC.
WE JUST HAVE TO MAKE SURE THAT WE GET NOTIFICATION THE WAY WE DO ALL THE REST OF OUR MEETINGS AND.
[00:10:03]
IN GOOD WILL. IT SHOULDN'T BE A BIG DEAL.IT'S TOUGH. WE CAN HAVE MORE DISCUSSION WHEN WE GET TO THAT PORTION OF THE AGENDA IF IF NEED BE.
AS YOU SAID, MR. GAGNON CAN MAYBE TALK TO THE RECORDING SECRETARY, SEE HOW ONEROUS THAT WOULD BE TRYING TO BRING OUT THOSE ARCHIVES.
BUT AS YOU MENTIONED, THE MEETINGS ARE OPEN TO THE PUBLIC.
MY SEVEN YEARS WE'VE HAD ONE MEMBER OF THE PUBLIC REQUEST TO ATTEND, WHICH DID ATTEND AND MAYBE A HANDFUL OF LETTERS FOR INFORMATION. SO AGAIN, OUR NEXT MEETING IS IN JUNE AND IT IS OPEN TO THE PUBLIC WILL BE HELD IN THE GROUND FLOOR COMMITTEE ROOM OF CITY HALL WHEN THAT AGENDA IS POSTED.
AS I SAID, WE CAN HAVE MORE DISCUSSION IF NEED BE WHEN IT COMES TO THE ITEM.
9.1. OUTSIDE BOARD AND COMMITTEE REPORTING.
WE SAID SIX PUBLIC PRESENTATIONS WE HAVE KNOWN THIS EVENING.
SEVEN INTRODUCTION CONSIDERATION OF CORPORATE REPORTS.
[7. INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS]
7.1 MEMO FROM THE ECONOMIC DEVELOPMENT MANAGER A LETTER OF INTENT OPEN BOULEVARD AS THIS MATTER DEALS WITH A PROPOSED OR PENDING ACQUISITION OR DISPOSITION OF LAND BY MUNICIPALITY MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 239.2C OF THE MUNICIPAL ACT, MAY HAVE A MOVER TO PUT THAT IN CLOSED PLEASE? MOVED BY COUNCILLOR PEARCE. SECOND BY COUNCILLOR FINAMORE.ANY QUESTIONS OR CONCERNS? COUNCILLOR PATRIE. THANK YOU, YOUR WORSHIP.
IT'S A VERY STRAIGHTFORWARD OFFER TO PURCHASE THAT'S OUR ASKING PRICE.
I DON'T SEE A REASON TO PUT THIS INTO CLOSED SESSION.
THERE'S NOTHING CONTENTIOUS OR NOTHING ONEROUS ABOUT THE REPORT.
I THINK WE SHOULD JUST DEAL WITH THIS IN OPEN SESSION.
IT'S NO NEED TO PUT IT IN THE CLOSED.
I FEEL THE SAME WAY YOUR WORSHIP.
I HAVEN'T HEARD ANY CONCERNS OR QUERIES ABOUT THIS THIS MATTER.
YOU CAN GET IT IN RIGHT NOW [INAUDIBLE] SESSION.
OKAY. MS. BRAY, IS THERE ANY ANYTHING YOU REQUIRE PROCEDURALLY TO KEEP THIS IN OPEN SESSION? NO, IT'S ABSOLUTELY UP TO COUNCIL.
IT'S JUST THOSE DOCUMENTS ARE NOT ON AN OPEN AGENDA, SO THE PUBLIC WOULD NOT HAVE ACCESS TO THEM.
BUT IT'S COUNCIL'S DECISION TO DISCUSS IT IN OPEN SESSION.
MR. MAYOR, IS THERE ANYTHING IN THOSE DOCUMENTS THAT WOULD BE A BREACH OF CONFIDENTIALITY ON OUR PART? I DON'T BELIEVE SO.
SO I'LL CALL FOR THE ROLL CALL VOTE ON PUTTING THIS IN CLOSED SESSION.
IF COUNCIL TURNS DOWN, PUTTING IT IN CLOSED SESSION, WE'LL PUT IT.
ROLL CALL STARTING WITH COUNCILLOR MANN, OPPOSED.
COUNCILLOR PATRIE, OPPOSED COUNCILLOR CYR, OPPOSED.
I'M OPPOSED. SO THAT STAYS IN OPEN.
I'LL READ YOUR LETTER OF INTENT.
THEY SERVE APPROXIMATELY 200 CLIENTS SLASH FAMILIES PER MONTH IN THE COMMUNITY.
THEY HAVE APPROACHED CITY TO PURCHASE PART ONE ON PLAN 1R4426 OAKLAND BOULEVARD, WHICH IS LOCATED BETWEEN THE SKI HILL ROAD AND THE OAKS CENTER. PURCHASERS OFFERED THE FULL ASKING PRICE FOR 1.04 ACRE LOT, WHICH IS $26,000.
BUYER INTENDS TO BUILD A 3,000 SQUARE FOOT FACILITY WITHIN 24 MONTHS OF THE CLOSING RESOLUTION WOULD BE THAT COUNCIL ENDORSE THE OFFER FROM THE ELLIOT LAKE EMERGENCY FOOD BANK FOR THE PURCHASE OF PART ONE PLAN 1R4426 ON OAKLAND BOULEVARD. DO I HAVE A MOVER PLEASE? MOVED BY COUNCILLOR PATRIE SECOND BY COUNCILLOR PEARCE.
MR. ANTUNES, ANY INFORMATION ON [INAUDIBLE].
YOUR WORSHIP MEMBERS OF COUNCIL? NO, SIR [INAUDIBLE] 3000 SQUARE FOOT BUILDING ON LOCATION AND THE BUYER PROPOSES TO COMPLETE THE BUILD WITHIN 24 MONTHS.
[00:15:07]
SO THE ONE THING YOU DID LEAVE OUT IS THERE WOULD BE A 24 MONTH BUILD COVENANT ON THIS ON THIS PURCHASE.THANK YOU. ANY QUESTIONS, QUALMS, QUERIES? COUNCILLOR FINAMORE. JUST ONE QUESTION.
NOT SURE WHO DIRECT IT TO OR TO STAFF, MAYBE TO FIND OUT.
I MEANT TO DRIVE BY THIS, AND BUT I CAN'T TELL BY A MAP ANYWAY.
IS THERE ANY PART OF WHAT THE OAK CENTER USES AS A VOLLEYBALL COURT AND THEY HAVE A GARAGE? OR IS THAT ANY PART OF THAT ON THIS TRIANGLE PIECE OF PROPERTY THAT.
THAT'S THAT WAS MY ONLY CONCERN WAS THAT THEY WOULD LOSE.
THERE'S NOT MUCH AREA FOR THEM TO HAVE ANY OUTSIDE ACTIVITIES OUTSIDE THE OAK CENTER.
AND I WOULD HATE TO SEE THEM LOSE THAT LITTLE PIECE OF PROPERTY THEY WERE USING.
SO I JUST WANTED TO MAKE SURE THAT THEY WOULDN'T HAVE TO MOVE.
THANK YOU. I SEE A LOT I SEE A LOT OF PEOPLE SHAKING THEIR HEADS.
YEAH. I ACTUALLY WALKED THE PLOT THIS AFTERNOON WITH THE HEAD OF THE FOOD BANK, AND.
NO, IT DOESN'T GO ANYWHERE NEAR THAT.
JUST ANOTHER QUESTION ON THAT PROPERTY, TOO, IS THE TRANSIT REGULAR ROUTE FLOW THROUGH THAT AREA? YES. PERFECT.
ANY OTHER QUESTIONS FROM COUNCIL? COUNCILLOR MANN.
MR. ANTUNEZ. THANK YOU YOUR WORSHIP.
COUNCILLOR MANN NO, ACTUALLY, ONE OF THE NICE PARTS OF THE DESIGN IS THERE IS THE POTENTIAL TO HAVE AN IN AND AROUND DEPENDING ON HOW THE PROPONENT CHOOSES TO LAY OUT THEIR PROPERTY. OKAY.
THANK YOU. AND SECOND QUESTION, YOUR WORSHIP.
I KNOW IT'S CLOSE, BUT I JUST WANT TO MAKE SURE THAT IT'S NOT.
I DON'T BELIEVE THAT THERE'S ANYTHING THAT STANDS OUT.
THESE LOGS WERE SLATED FOR A SURPLUS BEFORE I'M READY FOR SALE.
SO IT WAS JUST A CONTINUATION OF AVAILABLE LOTS ON OAKLAND.
ANY OTHER QUESTIONS FROM MEMBERS OF COUNCIL? SEEING NONE I'LL CALL FOR A ROLL CALL VOTE.
I'LL START WITH COUNCILOR TURNER.
IN FAVOR. COUNCILLOR CYR IN FAVOR.
THANK YOU VERY MUCH. 7.2 MEMO FROM A MANAGER OF ECONOMIC DEVELOPMENT LETTER OF INTENT FOR HILLSIDE DRIVE SOUTH AS THIS MATTER DEALS WITH PROPOSED OR PENDING ACQUISITION OR DISPOSITION OF LAND BY THE MUNICIPALITY MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 239 2C OF THE MUNICIPAL ACT.
ONCE AGAIN, I LOOK FOR A MOVER TO PUT THIS IN CLOSED.
MOVED BY COUNCILLOR CYR A SECONDER? COUNCILLOR PEARCE. THANK YOU.
QUESTIONS OR CONCERNS? COUNCILLOR PATRIE. SAME REASONING IS THE LAST ITEM.
YOUR WORSHIP. I DON'T THINK THEY SHOULD GO INTO CLOSED SESSION.
IT'S A FULL OFFER. FINAL OFFER FOR THIS ONE.
OH, IT'S ACTUALLY HAS BEEN DISCUSSED IN THE PAST TOO.
MR. ANTUNES. THINK YOUR WORSHIP AS COUNCILLOR PATRIE STATES IT'S A FULL OFFER, BUT THERE IS A QUESTION OF THE COVENANTS ON THIS ONE, WHICH ARE DIFFERENT THAN OUR STANDARDS.
SO THAT'S POTENTIALLY SOMETHING THAT COUNCIL WANTS TO DISCUSS.
OR AS YOU'VE ALL READ THE PACKAGE, IT'S CERTAINLY UP TO YOU ON YOUR CHOICE TO CONTINUE.
SO WE'LL SEE WHAT COUNCIL SAYS.
IF YOU'RE NOT INTERESTED IN SEEING THIS GO INTO CLOSED, THEN VOTE NO AND WE'LL DISCUSS THIS OPENLY.
COUNCILLOR MANN IN FAVOR AND COUNCILLOR FINAMORE IN FAVOR.
[00:20:01]
COUNCILLOR TURNER FAVOR.YOU HAVE JUST ON THE PIECE THAT MR. ANTUNEZ MENTIONED, I'M IN FAVOR ALSO THAT MOVES TO CLOSED.
RECOMMENDATION THAT THE REPORT OF THE CAO DATED MAY 4, 2022 BE RECEIVED AND THAT COUNCIL PASS ARE REQUIRED BY LAW TO ENTER INTO AN AGREEMENT WITH LUSKVILLE DRAGWAY COMPANY LTD FOR FACILITATION AND PROVISION OF SERVICES FOR DRAG RACE EVENT AT THE ELLIOT LAKE AIRPORT.
CAN I HAVE A MOVER PLEASE? MOVED BY COUNCILLOR FINAMORE.
THANK YOU, YOUR WORSHIP. THIS IS A STANDARD CONTRACT THAT'S BEEN A COUPLE OF YEARS, BUT THE COUNCIL IS USED TO SEEING LUSKVILLE DRAGWAY IS THE COMPANY THAT PROVIDES THE SORT OF THE TECHNICAL PART OF THE DRAG RACES, THE TIMING EQUIPMENT AND THE LIGHTS AND WHATNOT.
WE DON'T HAVE A SHOP OR DO ALL RACES.
THE PROMOTER HAS MAINTAINED THE SAME PRICE AS 2019 AT $31,000 THAT WAS CONTEMPLATED IN THE BUDGET THAT WAS APPROVED BY COUNCIL CONSIDERING INFLATION.
SUBJECT TO ANY QUESTIONS THAT'S MY REPORT.
OKAY. THANK YOU. ANY QUESTIONS FROM COUNCIL? SEEING NONE A ROLL CALL VOTE STARTING WITH COUNCILLOR PATRIE.
IN FAVOR COUNCILLOR FINAMORE IN FAVOR COUNCILLOR TURNER FAVOR.
AND I'M IN FAVOR. THAT'S CARRIED.
THANK YOU. 7.4 REPORT FROM THE CHIEF ADMINISTRATIVE OFFICER JULY 2ND OUTDOOR CONCERT CONTRACT.
JULY 2ND BEING THE DATE OUTDOOR CONCERT CONTRACT WITH GLOVE BOX ENTERTAINMENT.
THE RECOMMENDATION THAT THE REPORT OF THE CHIEF ADMINISTRATIVE OFFICER DATED MAY 4TH, 2022 BE RECEIVED ANDTHAT COUNCIL PASS REQUIRED BY LAW TO ENTER INTO AN AGREEMENT WITH GLOVE BOX ENTERTAINMENT TO SECURE THE PERFORMANCES OF TWO RECORDING ARTISTS FOR THE JULY 2ND OUTDOOR CONCERT.
MOVER PLEASE. MOVED BY COUNCILLOR FINAMORE.
SECOND BY COUNCILLOR TURNER MR. GAGNON. YES.
THANK YOU, YOUR WORSHIP. THIS IS A MUCH ANTICIPATED CONTRACT THAT WE NEED TO SECURE THE TWO PERFORMING ARTISTS FOR THE JULY 2ND OUTDOOR CONCERT.
BUT THAT'S BASICALLY THE JULY 2ND FESTIVAL, PART OF THE URANIUM FESTIVAL.
BUT IF COUNCIL IS WILLING TO LIVE SLIGHTLY DANGEROUSLY, WE CAN UNVEIL THE NAMES NOW.
THE PROMOTER IS AWARE THAT WE WILL BE, ONCE THE BYLAWS PASSED, DISCLOSING THE NAMES OF THE ARTISTS.
AND THE CONTRACT IS WITH GLOVE BOX ENTERTAINMENT.
THEY ARE THE BOOKING AGENT OR PROMOTER FOR FOR LACK OF A BETTER TERM.
SO SUBJECT TO THIS REPORT, THE MOTION BEING PASSED AND THE BYLAW PASSED TONIGHT .WE WILL HAVE THE TWO ARTISTS CONFIRMED AND WE ARE WORKING FEVERISHLY AS A RULE OF COMMITTEE.
LOTS OF STAFF ARE INVOLVED IN MAKING SURE THAT WE CAN PULL THIS EVENT OFF SUCCESSFULLY ON JULY 2ND.
COMMENTS FROM MEMBERS OF COUNCIL.
SEEING NONE MR. GAGNON MORE INFORMATION. WELL, JUST.
SORRY. DON'T NAME THEM TILL WE VOTE.
I SAID. THAT'S MY QUESTION IS WHAT IS COUNCIL'S THRESHOLD OF RISK? DO YOU WANT TO WAIT UNTIL THE BYLAW IS FULLY PASSED? A FEW MINUTES FROM NOW.
[00:25:02]
I MOVE TO SUSPEND THE PROCEDURAL BYLINE, ATTACH THE BYLAW TO THE REPORT. WE CAN PASS THOSE IN A DOUBLE WHAMMY.SO WE DON'T NEED TO SUSPEND THE PROCEDURAL TO MOVE AN ITEM ON THE AGENDA.
OR TO APPROVE MR. GAGNON REPORT. THEN WE CAN APPROVE THE BYLAW.
OKAY, SO I'LL CALL FOR A ROLL CALL VOTE ON THE REPORT.
STARTING WITH COUNCILLOR FINAMORE IN FAVOR.
THANK YOU. THAT'S CARRIED BYLAW 16.2.
BYLAW 22-39 BYLAW TO AUTHORIZE ENTERING INTO AN AGREEMENT WITH GLOVE BOX ENTERTAINMENT FOR THE PROVISION OF TWO RECORDING ARTISTS FOR THE JULY 2ND OUTDOOR CONCERT AT CENTENNIAL ARENA.
CAN I HAVE A MOVER, PLEASE? MOVED COUNCILLOR MANN SECOND BY COUNCILLOR FINAMORE.
AND I'LL CALL FOR A ROLL CALL VOTE SO MR. GAGNON CAN MAKE HIS ANNOUNCEMENT.
STARTING WITH COUNCILLOR MANN IN FAVOR.
I'M IN FAVOR. THAT'S CARRIED, MR. GAGNON. IT'S ALL YOURS.
THERE YOU HAVE IT. GEORGE CANYON AND JESS MOSKALUKE WILL BE THE FEATURED ARTISTS THE FOR THE CONCERT TICKETS WILL BE ON SALE LATER THIS WEEK.
WE ARE WORKING ON HAVING THE TICKETS AVAILABLE FOR PRE-PURCHASE ONLINE THROUGH OUR WEBSITE AND THEN ONCE THEY'RE PRINTED WE'LL SORT OUT THE LOGISTICS OF HAVING PEOPLE PICKING THEM UP.
AND WE'RE LOOKING FORWARD TO A COUNTRY THEMED OUTDOOR CONCERT AT BICENTENNIAL ARENA SITE.
AND LIKE I SAID, WE'RE WORKING AS A COMMITTEE OF SENIOR STAFF WHO ARE WORKING FEVERISHLY TO GET ALL THE LOGISTICS LINED UP FOR THIS, THE DRAG RACES IN A COUPLE OF WEEKS LATER AS WELL. OKAY.
WE SHOULD ADD A LITTLE DRUMROLL BEFORE POPPING THIS ON THE SCREEN.
THANK YOU. WE'RE ALL SO MR. ANTUNES THERE, MR. DANIEL.
WE'RE GOING TO HAVE A COUPLE OF LOCAL BANDS OPENING POSSIBLY COVER BANDS, I IMAGINE.
WELL, WE'LL SEE. THE ARTISTS NEED TO APPROVE THE OPENING OPENERS, SO WE'RE SENDING DEMOS AND LINKS TO SOME LOCAL REGIONAL BANDS TO SEE IF THEY PASS MUSTER OR NOT.
AND THEN ONCE WE'RE ABLE TO BOOK THEM, WE WILL WE WILL ANNOUNCE THEM AS WELL.
BUT YES, WE WILL NEED PROBABLY TWO OPENING BANDS FOR THE 6 P.M.
THANK YOU. INSTEAD OF BEER GARDENS, WE'RE GOING TO HAVE BEER SPRINKLERS RIGHT THIS YEAR.
7.5 REPORT FROM THE FACILITIES AND PARK MANAGER.
REPLACEMENT OF THE DEHUMIDIFIER, BOILERS AND MULTIPLE HVAC SYSTEMS. THE RECOMMENDATION THAT STAFF REPORT DATED APRIL 25, 2022 FROM AIRPORT AND FACILITIES MANAGER REGARDING THE REPLACEMENT OF THE DEHUMIDIFIER, BOILERS AND MULTIPLE HVAC SYSTEMS WILL BE RECEIVED AT THE CITY OF ELLIOT LAKE ENTER IN A CONTRACT WITH AINSWORTH FOR THE SUPPLY AND INSTALLATION OF A NEW BOILER, HEAVY EQUIPMENT FOR VIEWING AREA AND BOILER ROOM, NEW EXHAUST FANS AND CHANGE ROOMS. HEAT AIR CONDITIONING ROOFTOP UNIT FOR FITNESS ROOM INSTALLATION OF NEWLY PURCHASED HRV FOR CHANGE ROOMS AT THE RUBIN CENTER IN THE AMOUNT OF $524,695.06, AND THAT THE REQUIRED FUNDS BE TAKEN FROM THE FACILITIES RESERVED PER THE 2022 MUNICIPAL CAPITAL BUDGET APPROVED IN PRINCIPLE.
MOVER PLEASE? MOVER BY COUNCILLOR PEARCE SECOND BY COUNCILOR TURNER.
I BELIEVE THIS WOULD BE DOREEN.
[00:30:01]
IF THERE'S ANY QUESTIONS FOR ME, IF ANYBODY WANTS TO ASK ANYTHING, I CAN HELP.BUT HE ALSO WOULD LIKE TO SPEAK ON IT AS WELL.
THE FIRST PASS WAS FOR THE DEHUMIDIFIER.
THIS SECOND PHASE OF THE WORK, AS WAS MENTIONED, IS FOR THE BOILER, THE HEAVY EQUIPMENT, EXHAUST FANS AND CHANGE ROOMS, THE AIR CONDITIONER FOR THE FITNESS ROOM AND THE NEWLY PURCHASED HRV FOR THE CHANGE ROOM.
WE DID RECEIVE TWO RESPONSES TO THE [INAUDIBLE] AGAIN CAME IN AT THE LOWER PRICE OF THE TWO, AND OF COURSE ALL SUPPLIERS HAVE QUOTED ON THE SAME HARDWARE.
SOME GOOD NEWS FROM THIS GOING INTO CAPITAL BUDGET.
WE ACTUALLY HAD IN CAPITAL BUDGET APPROVED IN PRINCIPLE FOR THIS WORK, $719,443.
THE GOOD NEWS IS THAT THE QUOTE, AS YOU CAN SEE, CAME IN LOWER AT $ 550,881. SO WE'VE GOT A DIFFERENCE OF $168,562 LESS THAN WAS BUDGETED GOING INTO IT.
AND THIS WILL COMPLETE ALL THE WORK THAT HAD BEEN APPROVED FOR THE UPDATES TO THE [INAUDIBLE] AQUATIC CENTER THAT WE SPOKE ABOUT LAST YEAR.
SO MAINLY HVAC/MECHANICAL WORK.
MS. MACINNIS, DID I MISS ANYTHING ON THAT? NO, YOU DIDN'T. PERFECT.
THANK YOU. WORSHIP THROUGH YOU TO STAFF.
MR. ANTUNES WHEN WE WERE AT GOOD ROADS, THE MINISTER OF SPORTS, CULTURE AND TOURISM TOLD US THAT THERE IS FUNDING AVAILABLE FOR UPGRADES ON TOP OF THE NOHFC, ESPECIALLY FOR ENGINEERING AND SO FORTH, FOR UP TO $150,000.
AND THEN THERE WAS SOME ADDITIONAL MONEY AS WELL.
HAVE WE APPLIED FOR ANY OF THOSE GRANTS TO TRY AND GET THAT IN UNDER THE WIRE BEFORE WE START MOVING FURTHER FORWARD WITH THIS? BECAUSE WE NEED GRANT APPROVAL PRIOR TO SPENDING THE MONEY.
I'D JUST LIKE TO KNOW IF WE'VE APPLIED FOR ANY OF THESE GRANTS THAT THEY TOLD US ABOUT WHILE WE WERE THERE WOULD MAKE OUR TRIP VERY MUCH WORTHWHILE IF WE CAN GET $100,000 OUT OF THEM. MR. ANTUNES THROUGH YOU YOUR WORSHIP TO COUNCILLOR PATRIE WE HAVE NOT THE INITIAL GRANT TO THE NOHFC DID ASK FOR WHAT FUNDING WAS PUT THROUGH AS PART OF THE GRANT APPROVAL[INAUDIBLE] MAYBE YOU CAN OFFER SOME DIRECTION, BUT I BELIEVE THAT WE WERE TIED TO OUR CONTRIBUTION PORTION OF IT AS A PERCENTAGE OF THE AMOUNT FUNDED.
WHILE WE WERE GOOD ROADS, WE WERE WAITING FOR THE LAST LITTLE BIT TO COME THROUGH.
MR. GAGNON GIVE ME SOME DIRECTION ON ON THAT PART OF IT.
AND THAT'S NOT NECESSARILY PROVINCIAL MONEY.
IT CERTAINLY IS, BUT IT'S A LOT OF MONEY FLOWED THROUGH THE TRILLIUM FUND.
BUT THERE'S THE CAPITAL INTAKE FOR THAT IS ONLY IN OCTOBER.
THANK YOU. ANY OTHER QUESTIONS? COMMENTS. OKAY.
I'LL CALL FOR A ROLL CALL VOTE ON THIS ONE, THEN COUNCILLOR FINAMORE.
FAVOR COUNCILLOR MANN IN FAVOR.
THANK YOU. 8 PRESENTATION OF COMMITTEE REPORTS.
[8. PRESENTATION OF COMMITTEE REPORTS]
8.1 MEMO FROM THE MANAGER OF ECONOMIC DEVELOPMENT.[00:35:02]
AND I WILL HAND THAT OVER TO COUNCILLOR TURNER TO READ THE RESOLUTION.YOUR WORSHIP NOT ABLE TO CALL IT THE THE RESOLUTION HERE.
I WONDER IF YOU COULD READ IT FOR ME.
OKAY. THE MAY 3RD, 2022 ECONOMIC DEVELOPMENT STANDING COMMITTEE MEETING, THE FOLLOWING RESOLUTION WAS PASSED THAT THE MONTHLY REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT BE RECEIVED AND FOR THE COUNCIL FOR INFORMATION.
AND I'D LOOK FOR A MOVER AND A SECONDER.
MOVED BY COUNCILLOR TURNER, SECOND BY COUNCILLOR FINAMORE.
MAYBE WE CAN HAVE MR. ANTUNES DO A SHORTENED UP TIGHT VERSION, AS WE ALL HEARD THIS LAST WEEK.
THANK YOU YOUR WORSHIP, THROUGH YOU TO MEMBERS OF COUNCIL IN RESPECT FOR EVERYONE'S TIME.
I KNOW WE'VE GOT A FEW OTHER THINGS ON THE AGENDA, SO I PUT OUT TO COUNCIL IF THERE'S ANYTHING THAT THEY CAUGHT IN THERE THAT THEY'D LIKE ME TO ELABORATE ON VERSUS ME GOING THROUGH THE TWO AND A HALF PAGES OF IT.
THANK YOU YOUR WORSHIP THROUGH YOU.
I ONLY HAVE ONE QUESTION THAT'S REGARDING THE FOX DRIVE PROJECT.
THERE'S SOME VERBIAGE IN THERE THAT WE DON'T HAVE TO DO AS MUCH WORK AS WE NEEDED TO.
BUT HAVE WE STILL? WE HAD BEEN APPROVED FOR FUNDING FOR NOHFC.
ARE WE STILL DOING THE WORK THAT THEY HAD APPROVED AND WILL WE STILL BE RECEIVING ALL OF THAT FUNDING? THROUGH YOU YOUR WORSHIP COUNCILLOR PATRIE.
YES, SIR. THE THE GOOD NEWS IS THE NOHFC AND FENMORE HAVE BOTH DEFERRED THE FUNDING FOR US.
THEY UNDERSTAND THAT OUR BIGGEST CHALLENGE HAS BEEN WITH OUR FRIENDS AT ONTARIO HYDRO OR HYDRO, AND THEY'RE BOTH SITTING AT THE READY FOR US TO GO BACK WITH OUR REVISED NUMBERS.
AS YOU MENTIONED, IT IS GOOD NEWS.
THE NEED TO PUT IN A FULL SUBSTATION HAS BEEN ELIMINATED.
MR. DOYLE HAS BEEN WORKING FEVERISHLY AND TIRELESSLY WITH OUR FRIENDS AT HYDRO TO TRY AND GET AN ACTUAL NUMBER TO PUT THROUGH AS TO WHAT WE CAN PUT INTO OUR GRANT APPLICATION.
BUT YES, BOTH FEDMORE AND NOHFC HAVE BEEN HELPFUL AND VERY PATIENT AS HAVE WE.
THANK YOU. ANYTHING YOU NEED FROM OUR FRIENDS AT HYDRO BECAUSE THEY'RE HERE AT THE CONFERENCE.
IS THERE ANY OTHER QUESTIONS ABOUT THIS REPORT? I WANT TO JUST SAY THANK YOU, MR. ANTUNES, AND EVERYONE IN YOUR DEPARTMENT ONCE AGAIN.
AND A ROLL CALL VOTE COUNCILLOR CYR.
IN FAVOR COUNCILLOR TURNER FAVOR COUNCILLOR PEARCE FAVOR.
COUNCILLOR PATRIE IN FAVOR COUNCILLOR FINAMORE IN FAVOR.
AT THE MAY 3RD, 2022 ECONOMIC DEVELOPMENT STANDING COMMITTEE MEETING.
THE FOLLOWING RESOLUTION WAS PASSED THAT THE REPORT OF THE MANAGER OF ECONOMIC DEVELOPMENT BE RECEIVED, AND THAT BEFORE THE COUNCIL TO ENTER INTO AN AGREEMENT WITH GRANT MATCH TO PROVIDE GRANT SOURCING AND APPLICATION SERVICES.
AGAIN, I LOOK FOR A MOVER AND A SECONDER FOR THIS CONVERSATION.
MOVED BY COUNCILLOR CYR SECOND BY COUNCILLOR FINAMORE.
MR. ANTUNES, IF YOU WOULD PLEASE.
THANK YOUR WORSHIP. ESSENTIALLY, THIS WHAT THIS PROGRAM OFFERS US IS GRANT MATCH IS A FIRM THAT COMBS THE THE INTERNET AND COMBS AVAILABLE GRANT OPPORTUNITIES THAT ARE AVAILABLE TO MUNICIPALITIES.
MICHELLE, THE REPRESENTATIVE FROM GRANT MATCH, SPOKE AT THE ECONOMIC DEVELOPMENT STANDING COMMITTEE MEETING AND ABOUT 4,500 GRANTS THAT ARE OUT THERE FROM MULTIPLE LENDERS OR MULTIPLE OPPORTUNITIES, MULTIPLE PROVIDERS.
AND WHAT THEY DO IS THEY ESSENTIALLY WORK AS A MATCHMAKING SERVICE, NOTIFYING THE MUNICIPALITY OF OPEN GRANTS THAT ARE AVAILABLE TO US THAT WOULD BE ABLE THE MUNICIPALITY WOULD BE ABLE TO APPLY FOR TO FURTHER ITS GOALS.
SOME IMPORTANT NOTES THAT WERE BROUGHT UP IS THAT THE THE GRANTS THAT ARE FORWARDED TO THE MUNICIPALITY ARE ABLE TO BE APPLIED FOR BY MUNICIPAL STAFF.
IF A GRANT IS APPLIED FOR BY MUNICIPAL STAFF, THERE IS NO COST TO THE MUNICIPALITY.
THE ONLY COSTS THAT ARE INCURRED, AS NOTED IN THE FINANCIAL IMPACT PORTION OF THE REPORT, IS 10% OF THE FIRST MILLION DOLLARS OF GOVERNMENT FUNDING, 5% ON ANY GOVERNMENT FUNDING APPROVED AFTER THAT.
[00:40:03]
AGAIN, THIS IS ONLY IF THEY APPLY FOR THE GRANTS THAT THERE'S ANY MONEY EXCHANGED.ONE HAS BEEN TWO YEARS WITHOUT USING THE GRANT MATCH GRANT WRITING SERVICE.
SO STAFF WOULD APPLY FOR THE GRANTS OURSELVES.
AND IF WE'RE IN THAT POSITION, THAT'S NOT NECESSARILY A BAD POSITION.
BUT THE INTENT OF THIS SERVICE IS ONLY TO MAKE THE MUNICIPALITY AWARE OF GRANTS OUT THERE THAT WE MAY NOT COME ACROSS, OR JUST BECAUSE WE DON'T HAVE THE CAPACITY TO SEARCH EVERY POSSIBLE SPOT, AND WE DON'T HAVE ALGORITHMS THAT SEARCH EVERYTHING OUT.
ONE OF THE REQUESTS THAT WAS BROUGHT UP BY COUNCILLOR PATRIE AT THE MEETING WAS SIMILAR SERVICES THAT WE'VE HAD THIS WE'VE CALLED AGAIN AS RECENTLY AS TODAY AND THROUGH THE CLERK'S OFFICE WE WEREN'T ABLE TO TO FIND ANY RESOLUTION THAT HAD US CANCELING OR WORKING WITH ONE BEFORE.
SO HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL MAY HAVE.
MUNICIPALITIES NEEDS POTENTIALLY GRANTS THAT ARE NOT LOUDLY MARKETED OR KNOWN TO MUNICIPALITIES.
BUT WE'RE NOT AWARE OF AND I'VE ALSO SEEN ACTUALLY IN THE LAST FEW YEARS SOME GRANTS THAT COME AVAILABLE AND YOU HAVE TWO WEEKS TO APPLY FOR THEM OR YOU HAVE NO CHANCE OF RECEIVING.
SO THIS WOULD BE WHERE THAT APPLICATION COMES IN.
AM I CORRECT IN THAT AREA? YES, SIR. THERE'S SOME THAT STAFF FOLLOW REGULAR AVENUES TO LOOK FOR GRANTS.
THEY DON'T ALWAYS GET SHOUTED FROM THE ROOFTOP, FROM QUEEN'S PARK OR OTTAWA THAT THEY'RE AVAILABLE.
SO WE HAVE TO SOMETIMES DIG THEM UP.
HERE'S A LESSER KNOWN GRANT THAT YOU CAN APPLY FOR THAT THAT MIGHT BE APPLICABLE FOR.
THANK YOU. A FEW QUESTIONS, COUNCILLOR PEARCE.
YES. THANK YOU, YOUR WORSHIP THROUGH YOU.
BIT CONFUSED WHEN YOU WHEN YOU TALK ABOUT AVAILABLE GRANTS, IS IT POSSIBLE THAT ANY OF THESE GRANTS ARE NON-GOVERNMENTAL GRANTS THAT THEY LOOK FOR? POTENTIALLY THERE.
THERE. THEY HAVE MENTIONED IT.
I THINK THERE THERE IS MAINLY GOVERNMENT BASED GRANTS, BUT THERE ARE OTHER ONES OUT THERE.
SO TO SAY THERE'S 4500 GRANTS THAT THEY COMB THROUGH, I CAN'T IMAGINE THAT THEY ARE ALL GOVERNMENT GRANTS OR SUBSECTIONS OF OF GOVERNMENT ORGANIZATIONS SUCH AS MR. DANIEL MENTIONED TRILLIUM EARLIER TODAY.
SO POTENTIALLY THERE WOULD BE PRIVATE ONES AS WELL.
OKAY, THANK YOU. FOLLOW UP, IF I MAY, YOUR WORSHIP.
IT'S BEEN SUGGESTED IN CERTAIN QUARTERS THAT WE WOULD BE FURTHER AHEAD TO HIRE SOMEBODY JUST TO DO NOTHING BUT DO THIS WORK FOR US AND SPEND LESS THAN, SAY, $100,000 ON $1,000,000 GRANT.
I'M JUST WONDERING IF YOU'D LIKE TO COMMENT ON THAT AND WHAT YOU'RE FEELING IS OR MAYBE WHAT MR. DANIELS FEELING IS ON THAT.
I SEE. MR. GAGNON TURNED HIS MIC OFF SO I CAN ANSWER AS WELL.
BUT THERE'S ALSO THE OPPORTUNITY THAT THIS PROVIDES IS THE FREE LEAD GENERATION.
WE CAN CERTAINLY HIRE ANOTHER BODY AND DO NOTHING BUT GRANTS.
[00:45:03]
SO THEY WILL THEY WOULD BE MAYBE A LOGICAL TAG ON TO TO THE TREASURY DEPARTMENT SO THAT WE'RE ALWAYS LOOKING FOR MORE BODIES IF COUNCIL WISHES TO GIVE US ONE.AND THEN WE CAN CANCEL, I PRESUME, MR. ANTUNES ON A GIVEN TIME FRAME.
SO ABSOLUTELY WE COULD DO THIS, BUT WE MAY ALREADY HAVE THE CAPACITY IN-HOUSE TO APPLY FOR MOST OF THESE GRANTS AND ONCE WE GET OUR FEET WET, WE'LL FIND OUT WHAT THIS PROCESS WOULD BRING TO US THAT WE'RE NOT ALREADY AWARE OF.
THANK YOU. AND THE OTHER PROBLEM SORRY.
THE ONLY OTHER PROBLEM IS, AS COUNCIL IS QUITE AWARE OF OUR CURRENT BUDGET PREDICAMENT.
AND THERE'S ALL THE OVERHEAD THAT GOES ALONG WITH THE STAFF, WHEREAS THIS IS A ONE OFF OPPORTUNITY.
I WANT TO CLARIFY, MR. DANIEL. I WASN'T SUGGESTING WE SHOULD GO OUT AND HIRE SOMEBODY, BUT IT HAS BEEN BROUGHT TO MY ATTENTION.
PEOPLE ARE ASKING, WELL, WHY DON'T YOU JUST DO THAT? I DON'T THINK THAT'S A GOOD IDEA.
I LIKE THE WAY THIS IS GOING, BUT SHOULD ANSWER THE QUESTION.
OKAY. COUNCILLOR FINAMORE THANK YOU.
YOUR WORSHIP THANK YOU TO MR. ANTUNES FOR BRINGING THIS FORWARD.
WHEN I FIRST READ MY PACKAGE FOR ECONOMIC DEVELOPMENT STANDING, I HAD A DIFFERENT OPINION.
BUT AFTER LISTENING TO THE PRESENTATION OF MICHELLE, I THINK THIS IS A WIN WIN FOR EVERYBODY.
I THINK THAT JUST HAVING THE KNOWLEDGE OF THE GRANTS THAT ARE OUT THERE IS GOING TO BE AN EXTREMELY IMPORTANT PART MOVING FORWARD WITH ALL THE DIFFERENT PROJECTS THAT WE HAVE AND WITH THE WAY THAT OUR BUDGET IS SITTING, THAT I THINK THAT MAKING THIS COMMITMENT DOESN'T MEAN WE'RE MAKING A COMMITMENT TO ACTUALLY SPEND ANY MONEY OR TO PAY ANYBODY ANY MONEY UNLESS WE ACTUALLY USE THE SERVICE TO WRITE OUT THE GRANTS.
IT'S A BONUS THAT WE THAT WE HAVE THE INFORMATION.
AND I THINK THE INFORMATION IS WHAT'S IMPORTANT.
THE ONLY ONE QUESTION I HAVE FOR YOU, MR. ANTUNES, IS.
IF WE HAVE A PROJECT THAT'S COMING FORWARD, WOULD IT BE I'M JUST GOING TO USE MR. GOULDING AS THE SPECIAL PROJECT MANAGER.
WOULD HE THEN LET THEM KNOW THAT THIS IS THE GRANTS THAT WE WILL BE LOOKING FOR FOR THIS SPECIFIC, SPECIFIC PROJECT? AND THEN THEY WOULD RESEARCH AND SEND US THE GRANTS THAT ARE AVAILABLE.
IS THERE A COST TO THAT TO ASKING.
MR. ANTUNES. THANK YOU. WORSHIP THROUGH YOU TO COUNCILLOR FINAMORE AND COUNCILLOR FINAMORE THAT'S ACTUALLY PART OF WHAT THEY DO.
RIDICULOUS THING THAT I CAN THINK OF, A AUTO MANUFACTURING 3 MILLION SQUARE FOOT PLANT.
AND THAT'S WHAT THEY TAILOR THE GRANTS TO AS WELL.
SO THEY THEY HAVE AN UNDERSTANDING OF WHO WE ARE AND A BIT OF OUR DIRECTION.
SO THEY'RE NOT WASTING ANYONE'S TIME BY SENDING THEM THROUGH.
THANK YOU WORSHIP. AS I STATED AT THE PREVIOUS MEETING, WE HAVE DONE THIS AND IT DIDN'T WORK.
BUT THERE'S A CONTINGENCY IN THIS CONTRACT SO THEY WILL APPLY FOR FUNDING AND DO THE APPLICATION FOR THAT PERCENTAGE, 10% AND THEN DOWN TO 5%.
THERE'S ALSO A $100 AN HOUR CONTINGENCY COSTS FOR ANY ADDITIONAL WORK THAT THEY HAVE TO DO.
WE HAVE A CEO, WE HAVE A MANAGER OF ECONOMIC DEVELOPMENT AND WE HAVE A SPECIAL PROJECT MANAGER.
[00:50:05]
99% OF THESE GRANTS ARE GOING TO BE GOVERNMENT GRANTS, AND WE SHOULD KNOW WHAT THOSE GOVERNMENT GRANTS ARE.AND, YES, SOMETIMES WE DO GET VERY SHORT NOTICE.
I JUST I'M NOT IN FAVOR OF SPENDING THIS MONEY.
THIS IS NOT GOING TO BE A FREE SERVICE.
AND IT CAN BE EXTREMELY, EXTREMELY EXPENSIVE WHERE YOU TURN AROUND AND YOU APPLY FOR $100,000 GRANT.
THEY TAKE 10%. THEN THEY START TO CHARGE YOU $100 AN HOUR FOR ADDITIONAL WORK.
BECAUSE IF YOU READ THE REPORT, THAT PERCENTAGE IS FOR THE ORIGINAL APPLICATION ONLY.
I DON'T THINK WE SHOULD BE DOING THAT.
IT'S NOT GOING TO SAVE US ANY STAFF.
COUNCILOR TURNER. THANK YOU, YOUR WORSHIP.
JUST CONTINUE ON WITH THE LAST COMMENT.
CONTINGENCY FEES OF $100 AN HOUR.
GENERALLY WHAT WE'RE LOOKING AT HERE IS ASKING THEM TO FILE OUR REPORTS ARE REPORTING BACK TO WHATEVER GOVERNMENT AGENCY IS BEEN THE GRANT GIVER THINK WE'RE MORE THAN CAPABLE OF FILING OUR OWN RETURNS AND REPORTS.
SO THE ODDS OF US HAVING TO PAY A CONTINGENCY FEE, I THINK ARE VERY SLIM.
THE SIMPLICITY OF DEALING WITH GRANT MATCH IS THAT ONE THEY'RE VERY FAMILIAR WITH THE GRANT WORLD, THE FOUNDATIONS, THE GOVERNMENT AGENTS, ETC..
WE TELL THEM WHAT WE'RE WORKING ON.
THEY BRING THOSE DOCUMENTS OR GRANT NOTICES TO US.
TOTALLY, TOTALLY WITHIN OUR REALM OUR REIGN TO DECIDE WE WILL DO THESE OURSELVES.
IF WE COME ACROSS THE CASE WHERE STAFF ARE TOO BUSY, THE GRANT IS ONE OF THOSE SHORT NOTICE JOBS WHERE THEY HAVE TO GET IT IN WITHIN THREE OR FOUR WEEKS AND WE HAVEN'T GOT THE STAFF AVAILABLE.
THEN WE CAN FLIP IT OVER TO GRANT MATCH AND SAY, IT'S YOURS, DO IT FOR US.
90% OF SOMETHING BEATS 100% OF ZERO.
LET'S NOT LET THESE OPPORTUNITIES WALK ON US.
LET'S CAPTURE THEM AT EVERY OPPORTUNITY ON OUR PART TO OUR ADVANTAGE AND HELP MOVE OUR CITY FORWARD.
THAT'S THAT'S WHERE WE WANT TO GO WITH THIS.
IF FOR SOME REASON, WE FIND A HICCUP MONTHS DOWN THE ROAD.
WE'RE NOT LOCKED IN FOR TEN YEARS OR ANYTHING SILLY LIKE THAT.
I THINK THAT'S TO OUR ADVANTAGE.
IF WE HIRED SOMEBODY TO DO JUST GRANT WRITING.
YOU KNOW, I MEAN, WE DON'T JUST HAVE TO PAY THIS YEAR.
WE HAVE TO PAY THEM NEXT YEAR AND THE YEAR AFTER AND FOR THE YEARS AFTER THAT TILL THEY RETIRE.
IT'S TWO DIFFERENT STAFF AND WE'RE ALREADY IN A QUANDARY WITH THEIR BUDGET.
EXCUSE ME, ADDING ANOTHER PERCENT TO THE TEXTS.
I FEEL BAD FOR THAT POOR BUDGET COMMITTEE.
ITS GET REALLY BEAT ON TONIGHT PRETTY EARLY AND IT'S NOT EVEN A BUDGET MEETING.
NO, NO, THAT WASN'T DIRECTED AT YOU, COUNCILMAN TURNER.
I THINK, AS MR. ANTUNES SAID, I WILL SUPPORT IT IN THE IN THE SENSE OF A RESOURCE.
IT IS A TWO YEAR TERM THAT WE WOULD BE WE WOULD BE SIGNING UP FOR.
[00:55:02]
HOWEVER, IF YOU LOOK AT CLAUSE EIGHT ON THE ON THE, I GUESS, CONTRACT, IT DOES CLEARLY INDICATE THAT IF GRANT MATCH IS ACTUALLY ACTIVELY WORKING ON A PROJECT, IT'S GOING TO CONTINUE DOING IT OF THEIR OWN VOLITION.AND I DON'T THINK WE CAN REALLY STOP IT.
SO AGAIN, I THINK THERE ARE SOME CONCERNS ABOUT POTENTIAL COST, WHICH I THINK WE DO HAVE TO REALIZE AND LET'S ALL BE VERY OPEN ABOUT THIS.
THESE BUSINESSES EXIST BECAUSE THERE ARE SO MANY GRANTS AVAILABLE AND MOST ORGANIZATIONS DON'T HAVE THE TIME TO BE OFF DOING THIS ON A REGULAR BASIS. OTHERWISE, THESE BUSINESSES WOULD NOT EXIST.
AND I THINK THAT'S THE OTHER REALITY OF THIS.
SURE. IF WE'RE APPLYING FOR GRANTS THAT WE COULD OTHERWISE NOT BE RECEIVING OR FINDING, GREAT.
AND IF THEY'RE POINTING US IN THE RIGHT DIRECTION AT NO COST, I WILL SUPPORT THAT.
THANK YOU. ANY OTHER QUESTION COMMENTS ON THIS ITEM? OKAY. AGAIN, FROM WHAT I UNDERSTAND, IS WHAT WE'RE LOOKING AT IS ESSENTIALLY SOMETHING THAT'S PROPRIETARY, WHERE THEY HAVE CREATED AN ALGORITHM THAT SEARCHES FOUR KEYWORDS THAT MATCHES OUR PROJECTS TO APPROXIMATELY 4,500 GRANTS THAT ARE AVAILABLE, BOTH PUBLIC AND PRIVATE SECTOR.
AND I KNOW FROM AGAIN A FEW YEARS OF EXPERIENCE ON COUNCIL NOW I'VE BEEN TOLD THAT THERE'S MULTIPLE DIFFERENT GRANT LIBRARIES, BOTH FEDERAL AND PROVINCIAL, AND WE HAVE NO IDEA THE MAJORITY OF WHAT EVEN EXISTS.
SO IF THIS COMPANY HAS THE ABILITY TO SEARCH THROUGH 4,500 DIFFERENT GRANTS LOOKING FOR KEYWORDS THAT MATCH ANY OF OUR PROJECTS THAT CAN HELP MOVE OUR COMMUNITY FORWARD. I THINK IT'S WORTHWHILE.
I THINK WE PROBABLY ABLE TO LOOK AT A COUPLE OF DOZEN A YEAR THAT WE'RE HOPEFUL FOR.
THIS COULD OPEN UP A BIG DOOR OF OPPORTUNITY.
SO WITH THAT, I'M GOING TO CALL FOR A ROLL CALL VOTE, STARTING WITH COUNCILLOR PEARCE.
IN FAVOR. COUNCILOR TURNER FAVOR COUNCILLOR CYR.
IN FAVOR OF COUNCILLOR PATRIE OPPOSED.
AND COUNCILLOR FINAMORE IN FAVOR.
THANK YOU. 8.3 REPORTER THE MANAGER OF ECONOMIC DEVELOPMENT CENSUS DATA AT THE MAY 3RD, 2022 ECONOMIC DEVELOPMENT STANDING COMMITTEE MEETING.
MOVED BY COUNCILLOR TURNER SECOND BY COUNCILLOR PEARCE.
MR. ANTUNES, YOU WANT TO HIT THIS ONE UP REAL QUICK? SOME QUICK AND DIRTY NUMBERS.
APRIL 27, THE GOVERNMENT RELEASED THE NEXT BLOCK OF CENSUS DATA THAT WAS PUT OUT.
THE THIRD OR THE THIRD BLOCK COMES OUT IN JULY, WHICH WILL BREAK DOWN THE PORTRAIT OF CANADA'S FAMILIES AND HOUSEHOLDS, AND INCOME WHICH WILL BE AN INTERESTING ONE TO SEE AS WELL.
THEY ARE RELEASING THEM IN CHUNKS.
AGAIN, SOME OF THE BIG HIGHLIGHTS THAT JUST IN THE MEMO WE PUT TOGETHER.
ELLIOT LAKE POPULATION IS UP SINCE THE LAST CENSUS, 5.9% TO 11,372 PEOPLE.
SOME BROKE. SOME OF THE DEMOGRAPHIC GROUPS BROKEN DOWN 10.3%, 0 TO 14 YEARS.
SO THERE WAS NO INCREASE IN THAT NUMBER, 49.7%, 15 TO 64.
SO WE WERE UP 2% IN THAT NUMBER.
AND JUST OF NOTE OF THOSE 65 AND OVER 3.8% OF ELLIOT LAKE POPULATION ARE 85 AND OVER.
ONE THING THAT'S NOT ON HERE, BUT NO CENTENARIANS IN ELLIOT LAKE AS OF THE LAST CENSUS AND SOME OTHER KEY NOTES, THE AVERAGE AGE OF THE POPULATION, 53.4 YEARS.
SO WE'RE UP 0.7 YEARS OVER THE LAST CENSUS.
AND THE MEDIAN AGE OF THE POPULATION IS SIX POINT 60.4, UP 1.6 YEARS.
ANOTHER INTERESTING STATISTIC, WE'VE SEEN A LOT OF PEOPLE MOVE TO THE MUNICIPALITY OR MOVE BACK TO THE MUNICIPALITY, ESPECIALLY SOME THAT ARE YOUNGER THAT ARE MOVING BACK ON THEIR OWN. SO 2330 HOUSEHOLDS IN ELLIOT LAKE ARE OCCUPIED BY ONLY ONE PERSON.
[01:00:06]
THAT'S AN INCREASE OF 205 HOMES FROM 2016.ONE THING THAT'S NOT NOTED ON HERE THAT WAS BROUGHT UP TO ME BY A MEMBER OF THE COMMUNITY IS IF YOU LOOK AT THE LISTING, IT DOES SAY THAT THERE IS ZERO MOBILE HOMES LISTED IN ELLIOT LAKE.
THAT WAS A QUESTION THAT A MEMBER OF THE COMMUNITY HAD BROUGHT UP TO ME WITH THAT AS WE ALL KNOW, THERE ARE SOME AREAS IN TOWN WHERE THERE ARE HOMES THAT WE WOULD CONSIDER MOBILE HOMES, BUT THE DEFINITION BY CENSUS CANADA IS A SINGLE DWELLING, DESIGNED AND CONSTRUCTED TO BE TRANSPORTED ON ITS OWN BASIS AND CAPABLE OF BEING MOVED TO A NEW LOCATION ON SHORT NOTICE.
SO THE STAFF AND MEMBER OF THE COMMUNITY HAD A DISCUSSION AND WE BELIEVE THAT CENSUS CANADA'S THINKING IS THAT THE ON SHORT NOTICE IS IS WHAT IS THE CHALLENGE. SO WE KNOW THAT THE FACILITIES HERE IN TOWN, YOU CAN'T MOVE IMMEDIATELY.
SO HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL MAY HAVE.
THANK YOU, MR. ANTUNES, AGAIN.
COMMUNITIES POPULATION UP BY 631 SOULS.
AND MY UNDERSTANDING THAT'S THE FIRST TIME OUR POPULATION HAS INCREASED IN OVER TWO DECADES.
SO CONGRATULATIONS TO ELLIOT LAKE AND OUR COUNCIL AND STAFF FOR THE PROPER PROMOTION MAKING ELLIOT LAKE THE WELCOMING PLACE. IT'S AN EXCELLENT NEWS AND I GUARANTEE COUNCILLOR PATRIE TRUCK COULD MAKE ANY ONE OF THOSE HOUSES MOBILE WITHIN MINUTES.
WITH THAT, I'D OPEN UP ANY COMMENTS OR QUESTIONS.
SEEING NONE, ANOTHER GOOD NEWS STORY.
THERE'S A MOTION RECEIVED, SO I'LL CALL FOR THE VOTE.
STARTING WITH COUNCILLOR FINAMORE IN FAVOR, COUNCILLOR PATRIE FAVOR.
IN FAVOR. COUNCILLOR PEARCE WAS IN FAVOR.
COUNCILOR TURNER. FAVOR, COUNCILLOR MANN IN FAVOR.
AND I'M IN FAVOR. THAT'S CARRIED.
THANK YOU. 8.4 REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT RE SKI HILL FINANCIALS AT THE MAY 3RD, 2022 ECONOMIC DEVELOPMENT STANDING COMMITTEE MEETING.
MOVED BY COUNCILLOR MANN. SECOND BY COUNCILLOR PATRIE.
MR. ANTUNES, THANK YOUR WORSHIP FOR YOU, THE COUNCIL.
THIS WAS A REQUEST OF THE CHAIR TO HAVE IT PRESENTED.
THAT WAS FUNDING EXCUSE ME, USED TOWARDS SPECIFIC PROJECTS.
AS YOU WILL SEE IN THOSE INDIVIDUAL YEARS, THE EXPENSES WERE NOT BOOKED ON THE INCOME STATEMENT.
SO ESSENTIALLY WHAT HAPPENED IS THEY RECEIVED THE GRANTS.
AND THEN IN YEAR TWO, THEY BEGIN WRITING THAT OFFICE CAPITAL DEPRECIATION.
WE DID SPEAK WITH MR. GOLDING AND I DID SPEAK WITH SOME FOLKS HERE AND IT'S NOT INCORRECT ACCOUNTING.
IT WAS JUST A LITTLE BIT DIFFERENT THAN SOME OF US ARE USED TO, BUT IT ALL APPEARS TO TO WORK OUT.
IN FISCAL YEAR 2020 THERE WAS AN EXPENSE TO THE OPERATION OF $13,372.53 ON THE BEGINNER'S LIFT.
AGAIN, THAT WAS PUT AS A CAPITAL ASSET COST ON THE BALANCE SHEET.
AND IN FISCAL YEAR 2021, THERE WAS AN EXPENSE TO THE OPERATION OF $16,507.31.
THE 1337253 WAS USED IN CONJUNCTION WITH AS WE WILL SEE OR AS YOU CAN SEE EXCUSE ME FOR NOT I
[01:05:01]
WASN'T SHARING MY SCREEN CAPITAL GRANT OR EXCUSE ME A GRANT FROM THE MUNICIPALITY OF $34,200, WHICH BROUGHT THE TOTAL OF $47,572. THAT WAS THE WORK IN FISCAL YEAR 2020 FOR THE WORK ON THE BEGINNER'S LIFT.IN 2021, THEY RECEIVED A $40,000 GRANT FROM THE GOVERNMENT TOWARDS THE REPAIR OR THE BUILDING OF THEIR SKI GROOMER GARAGE OR STORAGE FACILITY.
AND THAT ADDITIONAL MONEY WAS ALL SHOWS UP ON THEIR BALANCE SHEET WHERE THEY HAD SPENT $56,000 JUST NORTH OF $56,000 ON THE ERECTION OF THE SKI GROOMER STORAGE FACILITY.
I HESITATE TO CALL IT A GARAGE BECAUSE IT'S A REALLY BIG GARAGE, BUT ESSENTIALLY THAT'S WHAT IT IS.
IT'S A REALLY BIG GARAGE FOR A SKI GROOMER, BUT THAT'S MINIMIZING THE STRUCTURE ITSELF.
SO THAT IS THE INCOME STATEMENTS THERE.
THERE'S A LOT OF NUMBERS, SO I'M HAPPY TO TRY AND CLARIFY AND HELP OUT WHERE I CAN.
OKAY. THANK YOU, MR. ANTUNES. COUNCILLOR PATRIE.
THEY'RE OPERATING PRETTY MUCH AT A VERY MINIMAL COST TO THE MUNICIPALITY FOR A GROUP OF VOLUNTEERS THAT ARE GIVING US A PREMIUM SKI HILL THAT PEOPLE COME TO TRAVEL TO VENTURE INTO OUR MUNICIPALITY, SOME OF THEM SPEND NIGHTS AT THE HOTELS.
SOME OF THEM JUST COME AND MAKE USE OF RESTAURANTS.
SOME OF THEM JUST MIGHT COME AND SKI AND GO HOME.
BUT WE HAVE AN AWFUL LOT OF LOCAL SKIERS.
SO. AND FOR THE FINANCIALS TO COME IN LOOKING LIKE THIS WITH A PROFIT ON MOST YEARS, I'M VERY, VERY PLEASED AND I'D LIKE THEM TO KEEP BRINGING THEM FORWARD TO US.
IT'S GREAT FOR US TO SEE THAT THIS ASSET IN OUR MUNICIPALITY IS NOT A COST PROHIBITIVE ASSET TO THE TAXPAYERS THAT DON'T USE THAT FACILITY, BUT IT'S AN ASSET TO EVERYBODY ELSE WHEN THOSE PEOPLE COME AND USE THE FACILITY.
SO THANK YOU VERY MUCH FOR BRINGING IT FORWARD.
OKAY. I'LL CALL FOR THE VOTE THEN.
I'M IN FAVOR. THAT'S CARRIED THANK YOU.
[9. OUTSIDE BOARD AND COMMITTEE REPORTING]
OF THE ELLIOT LAKE POLICE SERVICES BOARD HELD WEDNESDAY, APRIL SIX, 2022 THE FOLLOWING RESOLUTION WAS PASSED AT THE ELLIOT LAKE POLICE SERVICES [INAUDIBLE] STARTING APRIL 6, 2022, RECEIVED AND FORWARDED TO COUNCIL.FOR INFORMATION PURPOSES, I WOULD BE LOOKING FOR A MOTION TO RECEIVE, BUT I'VE GOT A BLANK PAGE ON MY NEXT SIDE THAT DOESN'T INCLUDE THE MINUTES OR THE REPORT.
I'M NOT SURE IF OTHERS ACTUALLY HAVE IT.
ALL I HAVE IS A COVER PAGE AND THEN BLANK.
SO THE LETTER IS THE RESOLUTION FROM THE COMMITTEE, FROM THE POLICE BOARD.
SORRY FOR COUNCIL TO DECIDE IF THEY WISH TO RECEIVE THE MINUTES AT COUNCIL.
ALSO, WE'RE NOT AUTOMATICALLY GETTING THE REPORTS IN THE MINUTES.
OKAY. [INAUDIBLE] NOBODY WILLING TO.
I'D LIKE TO PUT A DIFFERENT RESOLUTION ON THE FLOOR YOUR WORSHIP.
OK OTHER THAN WHAT'S THERE? SHOOT. I'D LIKE TO PUT A MOTION ON THE FLOOR THAT ALL AGENDAS AND MINUTES ARE PRESENTED TO COUNCIL AND MADE PUBLIC FOR EACH MEETING AS WELL AS THE PREVIOUS MINUTES AND AGENDAS BE ARCHIVED TO OUR
[01:10:08]
WEBSITE. IS THERE A SECONDER FOR THAT? CAN YOU REPEAT THE FIRST PART? THAT ALL? AGENDAS AND MINUTES BE BROUGHT FORWARD TO COUNCIL.OKAY. SO THE RESOLUTION IS THAT ELLIOT LAKE [INAUDIBLE] MINUTES STARTING APRIL 6, 2022, BEFORE THE COUNCIL FOR INFORMATION PURPOSES.
SO I LOOK FOR A MOVER AND A SECOND OR FOR THE RECOMMENDATION FROM THE POLICE SERVICES BOARD.
MOVED BY COUNCILLOR PEARCE SECOND BY COUNCILLOR CYR.
THAT WOULD ALSO THANK YOU FOR THE MOVEMENT SECONDER.
THAT WOULD ALSO INCLUDE ALL MONTHLY REPORTS THAT COME FORWARD.
NOW, JUST FOR CLARITY, THE POLICE SERVICES BOARD DOES NOT MEET EVERY MONTH.
SOMETIMES IT'S BI MONTHLY, SO YOU WOULD GET A TWO MONTH WORTH WORTH OF REPORTING IN THOSE INSTANCES.
IT IS A SHOULD BE CONSIDERED AN OUTSIDE COMMITTEE.
WE HAVE A LOT OF AGENDA ITEMS WE NEED TO GO THROUGH.
I THINK I WOULD BE FINE WITH THEM BEING LOADED UP TO THE WEBSITE, WHICH IS WHERE THEY BELONG.
IF PEOPLE WANT TO GO LOOK AT THEM AND RESEARCH THEM, THEN THEY'RE THERE.
I'M OKAY WITH ASKING STAFF TO GO BACK AND FOR THIS TERM OF COUNCIL TO REQUEST WAS TO GO BACK AND TO ARCHIVE THE MINUTES AND THE AGENDAS.
BUT TO I DON'T UNDERSTAND THE MEETING TO BRING THESE FORWARD TO COUNCIL.
COUNCIL MEETINGS ARE ALREADY LONG ENOUGH.
THIS IS MORE WORK FOR THE CLERK.
I SIT ON SEVERAL OUTSIDE BOARDS AND COMMITTEES AND I DON'T REPORT BACK TO COUNCIL.
I THINK WE SHOULD BE REPORTING AT LEAST ONCE A YEAR UNDER OUTSIDE BOARDS AND COMMITTEES ON WHETHER I'M ATTENDING THE MEETINGS THAT YOU'VE ASKED ME TO AND HOW THOSE ORGANIZATIONS ARE DOING, WHETHER IT'S AFTER THEIR ANNUAL AGM, TO GIVE A LITTLE UPDATE ON HOW THE ORGANIZATIONS ARE DOING.
THEY'RE ACCEPTED AT THE POLICE SERVICES BOARD.
THEN THEY CAN BE ARCHIVED ON TO THE ONTO OUR WEBSITE, SAME AS ANY OTHER MINUTES OF ANY OTHER MEETINGS THAT WE WANT TO HAVE A AN ARCHIVE OR A FILE FOR.
I DON'T SEE. I DON'T SEE THE NECESSITY TO BRING THEM FORWARD TO COUNCIL.
I THINK THAT THAT'S JUST ADDING MORE WORK FOR THE CLERK AND JUST MAKES THE MEETINGS LONGER.
AND IF WE DID IT FOR EVERY COMMITTEE THAT WE ALL SIT ON.
WE WOULDN'T HAVE TIME TO DISCUSS THE THINGS THAT WE DO NEED TO DISCUSS.
THEY'RE ON THE WEBSITE, THEY'RE EXTREMELY TRANSPARENT, AND IF YOU HAVE AN ISSUE, YOU CAN GO.
I SAT ON THE POLICE SERVICES BOARD FOR SIX YEARS.
THE ONLY TIME THE PUBLIC EVER CAME TO THAT MEETING WAS WHEN WE WERE DEALING WITH TAXI ISSUES.
AND THAT WAS THE TAXI COMPANY REPRESENTATIVES THEMSELVES THAT CAME TO THE MEETING AND.
SO I'M NOT SURE WHAT ALL THIS IS ABOUT.
BUT WE'RE NOT HIDING ANYTHING.
I DON'T BELIEVE. AND I DON'T SUPPORT THIS RESOLUTION SORRY.
COUNCILLOR PATRIE. THANK YOU, YOUR WORSHIP.
SORRY, MS. COUNCILLOR FINAMORE, BUT I DISAGREE.
THIS IS A $3 MILLION HIT TO OUR BUDGET ANNUALLY.
WE ARE SUPPOSED TO BE THE ADMINISTRATORS OF THE CONTRACT.
IT IS NOT A DICTATED CONTRACT.
WE HAVE A CONTRACT THAT IS DIFFERENT THAN A LOT OF MUNICIPALITIES.
TAKE [INAUDIBLE] SPANISH RIVER.
THEY DON'T PROVIDE A POLICE STATION.
WE HAVE A BUILDING THAT WE'RE DOING THE CLEANING.
[01:15:05]
AND THAT ANNUAL REPORT DOESN'T GIVE IT TO US.WE DON'T KNOW MONTHLY, AS I SAID PRIOR, THAT WE USED TO GET SERVICE REPORTS AS TO WHAT OFFICERS WE WERE RECEIVING AND NOW WE'RE BEING TOLD YOU GET WHAT WE GIVE YOU BECAUSE WE SET THE PROVINCIAL POLICY AND MANDATE.
I JUST DON'T AGREE AND I WOULD LIKE IT TO HAVE TO COME TO COUNCIL.
I UNDERSTAND AND I APPRECIATE THAT THE CLERK IS VERY BUSY, BUT IF YOU'RE JUST UPLOADING THESE REPORTS TO GO FORWARD, WE SHOULD HAVE THAT RIGHT AS COUNCIL AND THE PUBLIC SHOULD HAVE THAT RIGHT TO HEAR US DEBATE IT.
SO. I THINK WE SHOULD BE RECEIVING THEM HERE.
OK NOT SURE IF IT WAS COUNCILLOR TURNER OR COUNCILLOR PEARCE.
[INAUDIBLE] COUNCILLOR TURNER.
I'M IN 100% AGREEMENT WITH COUNCILLOR FINAMORE.
I DON'T THINK WE NEED THE AGENDAS AND THE MINUTES BEFORE THE COUNCIL.
IT'S JUST LIKE ANY OTHER COMMITTEE.
WHY IT HAS TO BE BROUGHT TO A COUNCIL MEETING IT'S JUST BEYOND ME.
IT'S JUST RECEIVING A REPORT ONE OF OUR STANDING COMMITTEES HAS ALREADY TAKEN CARE OF.
AND COUNCILORS JUST THROUGH THEIR OWN DUE DILIGENCE.
THEY'RE VERY WELL AWARE OF WHAT WENT ON AT THOSE COMMITTEE MEETINGS.
AND SO THIS WOULD JUST BE ANOTHER ADD ON.
AND AS I SAID BEFORE, IF BETWEEN YOU, MR. MAYOR, AND THE CAO THINK THAT WE HAVE ENOUGH AVAILABLE STAFF, TIME TO DIG OUT THE ARCHIVES OF THE LAST THREE AND A HALF YEARS OF THE POLICE SERVICE BOARD MEETINGS AND POST THEM TO THE WEBSITE.
BUT OTHERWISE, STICK WITH WHAT WE'RE DOING.
WE'RE POSTING AND WE'RE MAKING THE INFORMATION AVAILABLE.
IF WE DON'T LIKE IT, WE SHOULD EXTEND AN INVITATION TO THE INSPECTOR TO COME WITH COUNCIL MEETING AND EXPLAIN THIS TO US AND ENSURE THAT THERE WOULD BE A GREAT DEAL OF CLARITY RESULTING FROM THAT KIND OF MEETING.
I THINK MR. GAGNON WANTS TO JUMP IN HERE.
MR. GAGNON, REBUTTAL TO COUNCILOR TURNER'S COMMENT.
WE ARE WAITING FOR DATES ANY TIME NOW FOR A SPECIAL COUNCIL MEETING.
WE DO HAVE A MOTION ON THE BOOKS TO DO A DEEPER DIVE INTO VALUE FOR DOLLAR.
I GUESS IF YOU WANT TO CALL IT THAT.
SO WE ARE STARTING THAT PROCESS BY AN EDUCATION ON THE BILLING MODEL.
SO WE ARE LOOKING FOR DATES PROBABLY SOMETIME IN JUNE FROM THE OPP TO HAVE THAT PRESENTATION.
TYLER STURGEON, OUR DETACHMENT COMMANDER, WILL BE THERE TO ANSWER QUESTIONS.
WE CAN CERTAINLY ARCHIVE THE AGENDAS AND MINUTES AND DO THAT AS TIME AND RESOURCES PERMIT.
IF THERE'S ANY PRIORITY SETTING EXERCISES BETWEEN YOU GETTING READY ON OTHER, MORE PRESSING MATTERS AND ARCHIVING, OLD MINUTES WOULD LEAN TOWARDS A MORE PRESSING MATTERS.
BUT IT WAS CERTAINLY ABSOLUTELY CAN BE DONE.
I ALWAYS WORRY ABOUT COST MR. GAGNON STAFF TIME. THERE'S ALWAYS A COST BECAUSE THAT BECOMES A BUDGET ISSUE AT SOME POINT.
SO I GUESS MY CONCERN IS WE HAVE A RESOLUTION ABOUT APPROVING AND SENDING MINUTES TO COUNCIL, BUT WE'RE TALKING ABOUT EVERYTHING OTHER THAN THAT TONIGHT. WE'RE TALKING ABOUT HOW MANY OFFICERS WE'RE GETTING THE COST OF POLICING TONIGHT WE HAVE BEFORE US.
INSPECTOR STURGEON IS AVAILABLE TO TAKE PHONE CALLS.
IT'S QUITE EASY TO GET A HOLD OF HIM ACTUALLY, AND HE RETURNED MY CALL QUITE PROMPTLY.
[01:20:01]
SO I THINK ALL THOSE THINGS ASIDE.I JUST WANT TO ASK A QUESTION.
THE INTENTION OF THIS IS TO COME THROUGH A STANDING COMMITTEE.
THIS IS COMING DIRECTLY TO COUNCIL AS FOR YOUR INFORMATION, AT THE BOTTOM OF AN AGENDA FOR US TO READ, OR ARE WE GOING TO DEBATE EVERY SET OF MINUTES THAT WE ACTUALLY AREN'T IN THAT MEETING WHERE IN HOUR? SO I NEED THOSE QUESTIONS ANSWERED BEFORE.
IT MAY NOT NECESSARILY BE APPROPRIATE WHETHER THEY'RE ARCHIVED FOREVER IN A DAY.
AGAIN, NOT NECESSARILY THE ISSUE TONIGHT.
I THINK THEY SHOULD BE ON OUR WEBSITE.
THEREFORE, THERE'S NO ISSUE IN UPLOADING IT TO OUR SERVERS.
THAT'S NOT THE ISSUE. SO I GUESS SO IS THE INTENTION TO HAVE THIS COME THROUGH STANDING OR IS IT MORE OF A FOR YOUR INFORMATION PIECE ON THE AGENDA? AND I DON'T EVEN KNOW WHO I'M ASKING THAT TO PROBABLY BE MYSELF.
COUNCILLOR MANN. THE INTENT OF THE COMMITTEE WAS TO FORWARD THE THE MINUTES OF THE MEETING, ALONG WITH THE MONTHLY REPORT TO COUNCIL FOR INFORMATION PURPOSES, NOT FOR DEBATE.
THAT'S FOR SURE. AND I'LL GIVE AN EXAMPLE.
ALTHOUGH I CHAIRED THE BOARD FOR QUITE A FEW YEARS, YOU MIGHT ASK ME DIRECT QUESTION ABOUT A SPECIFIC LINE WHERE I CAN'T GIVE YOU A CLEAR FACTUAL ANSWER ON MANY OF THE ITEMS, BECAUSE I'M NOT THE DETACHMENT COMMANDER AND I'M NOT A COMMISSIONER OF THE POLICE SERVICES.
SO THAT'S WHERE IT WOULD BE STRICTLY FOR INFORMATION PURPOSES.
THAT BEING SAID, MEMBERS OF THE COMMUNITY HAVE ASKED TO SEE THEM UPLOADED TO COUNCIL AGENDAS AND THE POLICE SERVICES BOARD IS TRYING TO BE AS TRANSPARENT AS POSSIBLE IN SAYING HERE YOU GO.
SO I HOPE THAT ANSWERS YOUR QUESTION.
I HAVE COUNCILLOR PEARCE AND THEN BACK TO COUNCILLOR FINAMORE.
THANK YOU, YOUR WORSHIP. BEFORE I JUMP IN, I BELIEVE MS. BRAY WANTED TO MAKE A COMMENT.
THANK YOU, COUNCILLOR PEARCE. I WAS JUST GOING TO MENTION THAT FOR THE AGENDAS UNDER THE POLICE SERVICES ACT, THOSE ARE TO BE DISTRIBUTED IN A MANNER DETERMINED BY THE POLICE BOARD. SO THOSE ARE ON OUR WEBSITE, AND THEY'VE NOW VOTED TO PUT THE MINUTES UP ON THE WEBSITE AS WELL.
SO I'M JUST GOING TO PROVIDE THAT FOR COUNCIL'S INFORMATION.
THANK YOU. COUNCILLOR PEARCE I THINK PRETTY MUCH ANSWERS WHAT I WAS GOING TO SAY.
I VERY MUCH SUPPORT THIS RESOLUTION IN THE WAY THAT IT IS WORDED.
IN OTHER WORDS, WE'RE GOING TO BE GOING FORWARD.
I DO LOOK FORWARD VERY MUCH TO THE IN-DEPTH DISCUSSION WITH THE COMMANDER OF THE OPP DETACHMENT ON THE MANAGEMENT OF THAT CONTRACT AND THE KINDS OF POLICE SERVICES THAT WE CAN HAVE.
THE RESOLUTION IS STRICTLY ABOUT WHETHER OR NOT WE'RE GOING TO BE HAVING THESE MINUTES ON THE AGENDA, WHICH WE'VE AGREED TO, THE POLICE SERVICES BOARD AND WHICH WILL PROVIDE THE KIND OF INFORMATION THAT I THINK THE PUBLIC IS LOOKING FOR.
THANK YOU. THANK YOU, COUNCILLOR FINAMORE.
ANYTHING ON THE AGENDA CAN BE DEBATED.
TO SAY THAT IT WON'T BE IS NOT CORRECT.
IT ABSOLUTELY CAN BE AND WILL BE.
I THINK THE PUBLIC INPUT SESSION BELONGS AT THE POLICE SERVICES BOARD.
THE AGENDA, THE AGENDAS PUBLISHED.
WE CAN'T ANSWER THE QUESTIONS DURING A PUBLIC INPUT SESSION.
WE WILL NOT HAVE THE REASONING FOR THE ANSWERS.
WE WILL NOT HAVE THE REASONING FOR THE NUMBERS.
[01:25:02]
I'VE BEEN TO THE POLICE SERVICES BOARD MEETINGS FOR SIX YEARS.THEY GAVE US THE INFORMATION THEY GAVE US AND HOW THEY GOT TO THAT INFORMATION.
WE'RE SOMETIMES VERY DETAILED EXPLANATIONS, AND I'M CERTAINLY COULDN'T HAVE REMEMBERED FROM THAT MEETING TO THE TO THE COUNCIL MEETING EXACTLY ACCURATELY WHAT THOSE WERE.
AND I SHOULD NEVER ANY OF US SHOULD NEVER BE SPEAKING ON BEHALF OF THE OPP.
SO I STILL AM VERY MUCH OPPOSED TO BRINGING THESE FORWARD.
I THINK THEY SHOULD BE POSTED ON THE WEBSITE.
THANK YOU, WORSHIP. PROBABLY A QUESTION FOR YOU [INAUDIBLE].
I'M NOT ASKING TO CHANGE THE RESOLUTION.
I THINK STAFF DOES HAVE THE DIRECTION FROM US AND I JUST WANT CLARITY THAT THEY WILL POST BECAUSE THE OLD MINUTES AND AGENDAS AREN'T CURRENTLY ON THE WEBSITE. AND I GET IT.
PULL IT ALL AND PUT IT ALL UNDER ONE.
I DON'T WANT TO GO THROUGH THE EXERCISE OF PUTTING IT UNDER CALENDAR DATES AND SO FORTH.
IF WE COULD JUST HAVE THE ARCHIVES STUFF FOR THE LAST SIMILAR TO THE REQUEST THIS THIS TERM OF COUNCIL, IF WE COULD JUST PUT IT UNDER ONE LUMP SUM AND I GET IT, IT'LL BE HARD FOR ANYBODY TO GO THROUGH IT, BUT THEY CURRENTLY AREN'T ON OUR WEBSITE.
THEY'RE NOT AVAILABLE TO THE PUBLIC.
SO IS STAFF GOING TO MOVE FORWARD? AND I GET IT.
IT'S NOT GOING TO HAPPEN TOMORROW.
I'M NOT ASKING FOR IT TO BE TOMORROW.
BUT ARE WE GOING TO PUT THE PREVIOUS STUFF ONTO OUR WEBSITE? SHORT ANSWER IS YES, WE WILL DO THAT.
YES, WE WILL UNDERTAKE TO DO THAT.
THE ONLY CAVEAT IS WE DON'T WANT IT TO BE AN UNPLEASANT EXPERIENCE FOR THE USER.
WE WANT TO MAKE IT SOMEWHAT COHERENT.
AND THERE ALSO ARE ACCESSIBILITY ISSUES WITH PDFS, SO WE'LL HAVE TO KEEP THAT IN MIND AS WELL.
BUT WE WILL ABSOLUTELY UNDERTAKE TO DO THAT.
YES. I DON'T HAVE ANY PROBLEM WITH THAT.
COUNCILLOR CYR. THANK YOU YOUR WORSHIP THROUGH YOU.
I THINK IN THIS MATTER I AGREE 100% WITH COUNCILLOR FINAMORE.
I THINK IT SHOULD BE THE FEW MINUTES AND AGENDA SHOULD BE POSTED ON THE CITY WEBSITE, BUT I DON'T THINK IT HAS REAL USEFUL USE ON THE AGENDA. I THINK IT'LL FUTURE COUNCILS AND I THINK IT WILL TEND TO.
DRIBBLE INTO AGENDAS AND DISCUSSION AND DEBATE.
AND LIKE COUNCILLOR FINAMORE SAID, I THINK COUNCIL IS NOT EQUIPPED TO REALLY DEAL WITH IT UNLESS THERE'S PARTICULAR ISSUES THAT WE NEED TO DEAL WITH. SO AS FOR I THINK I AGREE WITH HER HUNDRED PERCENT ON THIS ONE.
OKAY. ANY OTHER QUESTIONS? COMMENTS? COUNCILOR TURNER.
SO IT SAYS AT THE REGULAR MEETING OF THE ELLIOT LAKE SERVICES BOARD HELD WEDNESDAY, APRIL 6, 2022, FOLLOWING RESOLUTION WAS PASSED THAT ALL ELLIOT LAKE POLICE SERVICES MINUTES STARTING APRIL SIX, 2022, BEFORE THE COUNCIL FOR INFORMATION PURPOSES.
THAT BEING SAID, AND JUST TAKING A LITTLE BIT TO HEART.
SOME OF THE COMMENTS MADE BY COUNCILLOR FINAMORE AND COUNCILLOR CYR ARE ABSOLUTELY CORRECT.
SO I DO HAVE THE CONCERN OF DEFINITELY HAVING SOME OF THE MINUTES AND REPORTS COMING TO COUNCIL WHERE THAT OPENS UP FOR THE PUBLIC QUESTION PERIOD COMING TO US RATHER THAN TO THE POLICE SERVICES BOARD OR THE EXPERTS FROM THE POLICE THEMSELVES.
WE ASK THE QUESTIONS OF THEM WHEN WE DON'T UNDERSTAND THE REPORTS AND WE WANT MORE INFORMATION.
NO. YOU ASK ME SPECIFICS ABOUT CITY BUDGET.
YOU ASK ME SPECIFICS ABOUT HOW THE POLICING WORKS.
THOSE ARE THE QUESTIONS FOR THOSE PROFESSIONALS.
BUT I JUST WANT TO BE CLEAR ON THAT.
ALSO, WITH THAT CALL FOR A ROLL CALL VOTE, I'LL START WITH COUNCILLOR FINAMORE OPPOSED.
[01:30:01]
YOU KNOW WHAT? THEY CAN GO ON THE CITY'S WEBSITE.[10. UNFINISHED BUSINESS]
10 UNFINISHED BUSINESS 10.1 COMMUNITY RECREATION HUB UPDATE STANDING ITEM.MR. GAGNON NOTHING OVERLY NEW TO REPORT OTHER THAN OBVIOUSLY WE'RE IN A PROVINCIAL ELECTION AND WE WILL REMIND THE FORD GOVERNMENT IF THEY STAND TO BE A GOVERNMENT AFTER JUNE 2ND OF SOME OF THE CONVERSATIONS WE HAD ABOUT INFRASTRUCTURE FOR OUR RECREATION HUBS, WE DID PROVIDE A FUNDING APPLICATION BEFORE THE WRIT DROPPED FOR A SIGNIFICANT RENOVATION TO THE POOL AS DIRECTED BY COUNCIL.
AND WE HAD OUR CONVERSATION ABOUT PERHAPS THE POOL CAN BE SALVAGED FOR ANOTHER TEN OR 15 YEARS, SO THAT FUNDING WAS SUBMITTED TO THE NOHFC BEFORE THE WRIT DROPPED. SO OUR FOOT IS IN THE DOOR ON THAT OPPORTUNITY AND ASIDE FROM THAT, THAT'S ABOUT IT ON THE SHORT TERM, UNLESS MR. ANTUNES OR MR. GOULDING HAVE ANYTHING NEW THAT I MAY HAVE MISSED.
THANK YOU. 10.2 ARTS AND CULTURE HUB UPDATE.
NOTHING PARTICULARLY NEW THERE OTHER THAN WE HAVE BEEN DISCUSSING SOME CONCEPTS AT THE ARTS CENTER ADVISORY COMMITTEE, BUT NOTHING THAT WAS PREPARED TO COME TO THIS AGENDA.
WITH THIS COUNCIL MEETING, I BELIEVE THEY'RE REACHING OUT TO SOME OF THE FORMER TENANTS AND STAKEHOLDERS FOR INPUT AS TO BOTH THE NEW BUILD ON HIGHWAY 108 AND THE MOVIE THEATER.
BUT I'M A LITTLE FUZZY ON THAT.
I LOOK FOR COUNCILLOR FINAMORE OR MR. ANTUNES TO FILL IN ANY BLANKS ON THAT AS NEEDED.
MR. ANTUNES, THANK YOUR WORSHIP THROUGH YOU.
WE ARE MEETING WITH SOME OF THE STAKEHOLDERS TOMORROW TO HAVE A LOOK AT THE THE DRAWINGS THAT WERE PUT FORTH BY AN ARCHITECT TO GET THEIR INPUT ON THE DRAWINGS AND ANYTHING THAT WE NEED TO TAKE A LOOK AT DEEPER TO GO BACK FOR REDRAWING AND TO MOVE FORWARD TO THE ARTS AND CULTURE STANDING COMMITTEE.
THANK YOU. MR. GOULDING, DO YOU HAVE ANYTHING TO ADD TO THAT? OH, NO, NOT SPECIFICALLY.
I THINK THE DRAWINGS ARE GOOD.
FIRST STEP. COUNCILOR TURNER, QUESTION.
JUST A POINT, YOUR WORSHIP, AT THAT COMMITTEE MEETING.
IT WAS BROUGHT UP THAT THE SELECTION OF WHO GOES INTO THIS FUTURE BUILDING AND WHERE IT COMES AS A RESULT OF DECISIONS BY THE ARCHITECTS.
I THINK THAT'S THE WAY THE WORLD TURNS.
THE ARCHITECTS DON'T MAKE THE DECISIONS ON WHO GOES IN THERE, WHO OCCUPIES THE COUNCIL OR ITS COMMITTEES, I BELIEVE, WOULD BE THE ONES MAKING THAT DECISION.
JUST WANT BRING THAT POINT UP.
COUNCILLOR FINAMORE THANK YOU, YOUR WORSHIP.
THERE WAS A DISCUSSION AT THE ART CENTER ADVISORY COMMITTEE MEETING THAT WE WOULD HAVE A DISCUSSION AROUND WHETHER TO MOVE AND CHANGE THE RESOLUTION THAT HAS THE ART CENTER BEING BUILT ON 1 08 OR TO MOVE IT TO 151 ONTARIO AVENUE.
SO AS CHAIR OF THE COMMITTEE, I DID ASK ALL THE ARTS GROUPS TO GO BACK AND DISCUSS IT WITH THEIR DIFFERENT CLUBS AND TO GET THEIR OPINIONS TO COME BACK TO THE NEXT MEETING AT THE END OF THE MONTH, BECAUSE I WILL BRING FORWARD A RESOLUTION TO THAT MEETING TO MOVE IT TO 151 ONTARIO AVENUE TO HAVE A FORMAL DISCUSSION ON HOW ALL THE ARTS CLUBS ARE DEALING WITH THAT.
COUNCILOR TURNER. THAT'S NOT THE IMPRESSION I GOT AT THE MEETING.
THAT ALL OF THE PEOPLE THAT WERE IN THE ALL OF THE PEOPLE THAT ARE IN THE THAT WERE IN THE CIVIC CENTER HAVE BEEN INCLUDED IN THE LAKE THEATER, INCLUDING NOW, ACCORDING TO MR. ANTUNES, AT THAT MEETING, THE RAILROAD CLUB, IF I REMEMBER CORRECTLY, THEY FOUND A SMALL SPOT FOR THEM.
[01:35:07]
GET BACK WHAT WAS LOST IN THE CIVIC CENTER.AND I THINK THAT THE LAKE THEATER IS FULFILLING THAT PROMISE.
OKAY. IT'S POSSIBLE WE HEARD TWO DIFFERENT THINGS, COUNCILOR.
ANY ANY OTHER DISCUSSION ON THE ARTS AND CULTURE HUB UPDATE? I JUST FEEL COMPELLED TO MENTION IT BECAUSE I JUST MAYBE THIS IS A MORE APPROPRIATE VENUE THAN THAN THE OTHER COMMITTEE IS THAT WE'VE.
THE CONCEPT WAS YES TO REPLACE WHAT WAS LOST AT THE CIVIC CENTER FOCUSING ON THE ARTS TENANTS AT OUR OWN DETRIMENT BECAUSE WE STILL DO NOT HAVE A MUSEUM. SO MISS FLUKE IS BACK IN A NEW ROLE AND SHE'S STRUGGLING TO MAKE THE CALL AND CALL A MUSEUM, A PERFORMING ARTS CENTER AND A HALL FOR ALL KINDS OF OTHER RENTALS. AND WE'RE SUFFERING SEVERELY FROM THE FACT THAT WE STILL DO NOT HAVE A MUSEUM.
AND ARCHIVE MATERIAL IS SCATTERED EVERYWHERE WHILE WE'RE SPENDING PUBLIC DOLLARS TO FACILITATE SPACE FOR THE ARTS TENANTS. BECAUSE WE WERE THE LANDLORD, THEY WERE OUR TENANTS AND THE BUILDING COLLAPSED.
SO WE BUT I JUST KEEP ME JUST TO MENTION JUST THAT EVERY COUNCIL IS ACUTELY AWARE THAT WE ARE SUPPORTING THESE ARTS GROUPS AT OUR OWN PERIL AND OUR OWN DETRIMENT BECAUSE WE STILL DON'T HAVE A MUSEUM AND OUR ARCHIVAL MATERIAL IS NOT AS WELL CONTAINED AS IT COULD BE AS WE STRUGGLE WITH SORRY TO GO BACK TO THE BUDGET AS WELL, BUT WE'RE STRUGGLING WITH THAT.
WE'RE FOCUSING ON SUPPORTING THE ARTS GROUPS WHILE WE STILL DON'T HAVE A MUSEUM.
THANK YOU. FOOD FOR THOUGHT FOR SURE.
10.3. NO UPDATES ON THE RESIDENTIAL WATERFRONT DEVELOPMENT OPTIONS.
MR. GAGNON. 10.4 COVID 19 UPDATE STANDING ITEM.
WELL, WE'RE HERE THIS EVENING ON ZOOM, PARTIALLY IRONICALLY, BECAUSE OF TRAVEL SCHEDULES OF SEVERAL COUNCILLORS AND THE MAYOR AND MYSELF.
OTHERWISE, WE WOULD HAVE BEEN IN THE COUNCIL CHAMBERS.
HOWEVER, WE STILL HAVE A PROBLEM, NOT A PROBLEM, AN ISSUE TO TACKLE.
WHEREAS IF WE DON'T HAVE ALL SEVEN COUNCILLORS WILLING TO BE IN THE COUNCIL CHAMBERS WITHOUT PLEXIGLASS, WE HAVE TO EITHER STICK WITH 100% ZOOM OR SOME FORM OF HYBRID.
WE ATTEMPTED A HYBRID LAST WEEK, LET'S CALL IT A MODERATE SUCCESS.
SO WE ARE NOW WE'RE STILL WORKING ON THAT UNLESS COUNCIL DIRECTS US OTHERWISE, WE WILL CONTINUE TO TRY TO WORK A HYBRID WITH A WEBCAM SOLUTION, WHICH WILL ALLOW THOSE MEMBERS WHO ARE REMOTELY ZOOMING IN TO BE ABLE TO AT LEAST SEE THE COUNCIL CHAMBERS AND HAVE SOME CONTEXT OF WHO'S SPEAKING AND WHEN, WHICH WAS ONE OF THE CHALLENGES TO LAST WEEK'S HYBRID MEETING AT A COMMITTEE.
OR WE HAVE TO REVERT BACK TO 100% ZOOM OR 100% IN PERSON.
AND THEN I JUST LEAVE IT BACK TO COUNCIL'S CALL AS TO WHEN IF WE CAN'T HAVE ALL SEVEN COUNCILLORS IN PERSON, THEN WE HAVE TO COME UP WITH SOME KIND OF HYBRID OR REVERT TO ZOOM.
WE DO THINK WE CAN IMPROVE THE ZOOM, THE HYBRID, I SHOULD SAY, WITH A WEBCAM FOR A VISUAL.
BUT THAT'S THESE ARE OUR OPTIONS.
I ALSO UNDERSTAND THAT HOW IT WAS WEBCAST WAS FAIRLY DECENT BECAUSE THOSE VIEWING FROM HOME WERE ABLE TO SEE INDIVIDUALS THAT WERE SPEAKING WHILE THEY WERE SPEAKING, TAKING UP THE WHOLE SCREEN RATHER THAN THE HOLLYWOOD SQUARES.
SO THERE ARE SOME PROS AND CONS, I IMAGINE, AND HICCUPS TO BE WORKED OUT.
AND I KNOW COUNCILLOR PEARCE WAS ONE AT HOME THAT WAS IN THE DARK COUNCILLOR PEARCE.
I AGREE WITH ONE THING THAT MR. DANIEL SAID, THAT IS THAT WE'VE GOT TO MAKE UP OUR MINDS WHICH WAY WE'RE GOING TO GO.
YOU KNOW, FISH ARE CUT BAIT AS FAR AS I'M CONCERNED.
THE HYBRID IS JUST NOT A TENABLE SOLUTION FOR WHAT WE NEED TO ACCOMPLISH.
NOBODY WAS WEARING A MASK AND I THINK WE ALL CAME OUT OF THAT.
[01:40:06]
OKAY. I'VE HAD SOME ISSUES WITH THE IDEA OF GETTING BACK INTO THE COUNCIL CHAMBER BECAUSE OF PERSONAL SITUATION HERE.WE HAVE TO DO IT IN PERSON, IN COUNCIL CHAMBERS.
IF WE GO BACK INTO COUNCIL CHAMBERS, WE'RE OBVIOUSLY GOING TO BRING BACK THE PUBLIC AS WELL.
SO I THINK THIS BECOMES THE OPERATING STANDARDS FOR THE COUNCIL GOING FORWARD.
COUNCILLOR PATRIE, YOU HAD A COMMENT ALSO.
THANK YOU WORSHIP. THROUGH YOU JUST, I KNOW STAFF IS WORKING ON CHANGING OUR BYLAWS AND POLICIES TO ALLOW VIDEO ATTENDANCE AT MEETINGS ONCE THE PROVINCE LIFTS THE EMERGENCIES ACT.
THE ONLY PREDICAMENT AND I GET IT, I AGREE WITH COUNCILLOR PEARCE.
I WAS ON ZOOM AS WELL WITH THAT MEETING AND YES, IT WAS TERRIBLE FOR US ON ZOOM, BUT IT'S ABOUT THE SAME AS WHEN YOU ATTEND COUNCIL BY TELEPHONE.
I ACTUALLY THINK WHEN WE ATTEND BY TELEPHONE, IT'S EVEN WORSE.
SO IT WAS A LITTLE BETTER ON THE ZOOM LINK.
SO IF STAFF IS STILL GOING TO MOVE FORWARD WITH CHANGING OUR PROCEDURE TO ALLOW ATTENDANCE VIA ZOOM, WE HAVE TO REMEMBER ONCE THE EMERGENCIES ACT OR THE EMERGENCY STATE OF EMERGENCY IS LIFTED BY THE PROVINCE, WHEN WE ATTEND VIA ZOOM OR TELEPHONE, WE NO LONGER COUNT FOR QUORUM AND WE CAN NOT ATTEND VIA OR ATTEND IN CLOSED SESSION.
SO THAT'S THE ONLY DRAWBACK WITH THAT.
BUT JUST WHEN YOU'RE LOOKING AT THAT HYBRID MODEL.
I THINK IF WE'RE GOING TO ALLOW THE TELEPHONE ATTENDANCE, WHICH WE HAVE IN THE PAST, I THINK WE SHOULD, IF WE CAN GET THAT HYBRID TO ALLOW PEOPLE THAT CAN ATTEND IN PERSON THAT CAN ATTEND.
BUT WE HAVE TO REMEMBER THAT IF WE HAVE TOO MANY PEOPLE ON ZOOM, WE CAN'T HOLD THE MEETING.
YOU'RE ABSOLUTELY CORRECT. THE ZOOM HAS BEEN HANDY OVER THE YEARS THROUGH COVID.
THE SPIDER PHONE ATTENDANCE WAS ABSOLUTELY TERRIBLE.
WE USED IT TO WHEN IT WAS NECESSARY.
BUT USING ZOOM NOW AS IT WAS LAST MONDAY, AT LEAST WHOEVER IS CHAIRING THE MEETING CAN SEE THAT THERE'S OTHER MEMBERS OF COUNCIL PRESENT AND PUTTING UP THEIR HANDS TO SPEAK WITH THE SPIDER PHONE.
SO EASY TO FORGET THERE WAS SOMEONE ELSE THERE.
SO IT'S DEFINITELY THE TECHNOLOGY WE HAVE IS A BONUS.
IS THERE ANY OTHER QUESTIONS? COMMENTS? COUNCILLOR FINAMORE.
THAT WOULD HAVE BEEN A BONUS, BUT I HEARD EVERYTHING EVERYBODY SAID.
I GUESS I'LL ASK RESPECTFULLY THAT IF YOU'RE SITTING NEAR ME AND YOU'RE NOT SIX FEET AWAY WITH ME, SIX FEET AWAY FROM ME IN THE COUNCIL CHAMBERS, AND WE'RE GOING TO BE THERE FOR HOURS THAT I'LL ASK IF YOU COULD WEAR A MASK IF YOU'RE BESIDE ME.
I'M GOING TO ASK THAT BECAUSE I HAVE AN AUTOIMMUNE DISEASE AND THE AMOUNT OF ANXIETY THAT I FELT GOING OUT TO THE DINNER THAT COUNCILLOR PEARCE IS TALKING ABOUT WAS TREMENDOUS.
IT'S THE FIRST TIME I WAS OUT IN THAT KIND OF A SITUATION IN TWO AND A HALF YEARS.
AND I, IT'S REAL, AND I DO AGREE WITH WHAT COUNCILLOR PATRIE SAID.
PLEASE KEEP VIDEO OPTIONS ZOOM AS AN OPTION IF WE'RE OUT OF TOWN AND UNABLE TO ATTEND.
IT WAS THE MOST FRUSTRATING TIMES EVER SPENT ON COUNCIL, WAS TRYING TO CALL IN FROM ON THE SPIDER PHONE AND WE ALL HAVE THE RIGHT TO ATTEND THE MEETING ANYWAY THAT WE HAVE TO.
[01:45:06]
THAT'S ALL I HAVE TO SAY.THANK YOU. ANYTHING ELSE FOR THE COVID UPDATE? OKAY. JUST TO BE EXTRA CLEAR, WE WILL CONTINUE TO TRY AND REFINE THE HYBRID UNTIL SUCH TIME AS IT'S NO LONGER NECESSARY.
BUT THE HYBRID SYSTEM COULD ALWAYS BE USEFUL IF SOMEONE HAS TO ATTEND BECAUSE THEY'RE OUT OF TOWN.
ABSOLUTELY. POST-COVID, YOU KNOW, PEOPLE FROM REMOTE LOCATIONS, YOU KNOW? YES, ABSOLUTELY. SO IT'S CERTAINLY A WISE INVESTMENT.
THANK YOU. 10.5 MEMO FROM THE MANAGER OF ECONOMIC DEVELOPMENT.
SO WE HAD A RESOLUTION THAT THIS WAS DEFERRED FROM LAST MEETING.
SO IN, OH WE HAD ALREADY APPROVED THIS.
THIS WAS JUST YOUR UPDATE IN THE [INAUDIBLE].
THERE WAS A COMMENT THAT YOU'D RECEIVED A LETTER AFTER THE FACT.
WE DID THE 30 DAY PUBLIC NOTIFICATION PERIOD DURING THAT PUBLIC NOTIFICATION PERIOD.
A LETTER SLIPPED THROUGH THE CRACKS TO YOURSELF.
THERE WAS A MOTION PUT ON THE TABLE TO DEFER, WHILE THE REST OF COUNCIL COULD SEE THAT.
AND AGAIN, IT'S TO THE WILL OF COUNCIL WHETHER THAT LETTER WAS ENOUGH TO SWAY THE DECISION TO CONTINUE ON WITH THE TWO RENAMING OPPORTUNITIES AS PASSED.
THANK YOU,[INAUDIBLE]. AND JUST FOR EVERYONE'S MEMORY.
THE PURPOSE OF THIS WAS A CEREMONIAL RENAMING OF [INAUDIBLE] DRIVE, NORTH TO FEBRUARY DRIVE, AND A CEREMONIAL RENAMING OF THE SPINE ROAD CROSS COUNTRY TRAIL TO [INAUDIBLE] CROSS-COUNTRY SKI TRAIL, WHICH WAS ALREADY PREVIOUSLY APPROVED BY COUNCIL.
SO YOU'RE JUST GIVING US AN UPDATE.
EVERY MEMBER OF COUNCIL HAS RECEIVED THE LETTER FROM OUR LAST COUNCIL MEETING, I BELIEVE.
ANY QUESTIONS, QUALMS, QUERIES, OR CONCERNS? SURPRISING FROM THAT. SEEING NONE.
NOTHING ELSE REQUIRED FROM US, [INAUDIBLE].
NO, SIR, YOUR WORSHIP, AS LONG AS COUNCIL DOESN'T HAVE ANY CONCERNS.
AND THAT LETTER WAS ENOUGH TO CHANGE THE THE DECISION.
AND AGAIN, IT'S COUNCIL'S FINAL WILL.
COUNCILLOR PATRIE. THANK YOU WORSHIP.
