FUNDING, THESE ARE CAPITAL PROJECTS, THE OPERATING BUDGET AND THE LEVY THAT WE'RE TALKING ABOUT RIGHT NOW IS TO KEEP THE LIGHTS ON AND TO MAKE CONTRIBUTIONS TO THOSE RESERVES, AND SO WE SEE THAT WHEN WE DISCUSS THE CAPITAL, THERE'S TWO DIFFERENT THINGS HAPPENING HERE.

I REALIZE THAT.

IT'S JUST WHEN WE PASS SOMETHING LIKE THAT, THE COUNCIL SAYS, YES, WE WANT TO BUILD THIS BOARDWALK, WE ARE ALLOCATING MONEY FROM RESERVES THAT ARE UN DEDICATED, AND WHAT'S REFERRED TO AS THE WORKING FUNDS RESERVE.

IS THAT THE DEDICATED MONEY OR? THE WORKING FUNDS RESERVE IS UNDEDICATED.

THEN WE HAVE ALL THE MULTIPLE RESERVES THAT WE DISCUSSED THAT WOULD BE SPECIFIC, LIKE BUILDING AND FACILITIES AND FLEET PROTECTIONS TO PERSONS AND PROPERTY.

[6. PUBLIC PRESENTATIONS]

SO, THE MONEY THAT WE WANTED TO SPEND ON THAT EXAMPLE, I GAVE THAT ACCESSIBLE PATHWAY. IS THAT MONEY STILL EARMARKED? IT'S IN RESERVES NOW? IT'S PART OF THE GLOBAL EXPENDITURE SUMMARY.

AND WE WANT TO MAKE SURE THAT WE'RE SUSTAINING A BALANCE IN THOSE RESERVES, AND SO THAT'S WHERE I'VE COME TO YOU BEFORE AND SAID WE'RE GOING TO BE IN TROUBLE SEEING THE GLOBAL ASK AND THE GLOBAL SPEND AS WE MOVE FORWARD.

THOSE ACTIVITIES STILL SUSTAIN THEIR POSITION OF THINGS THAT WE WOULD LIKE TO GET DONE AND THINGS THAT WE INTEND TO DO BASED ON COUNCIL'S DIRECTION.

WHEN THAT MONEY GETS SPENT, WHEN THOSE ACTIVITIES HAPPEN IS DEPENDENT NOT ON TREASURY BUT ON CAPABILITY OF GETTING THE THING DONE, OF PAVING THAT PARKING LOT OR OF BUILDING THAT PATH.

IT STAYS ON THE EXPENDITURE SUMMARY, WHICH IS WHY, AS WE ADD MANY, MANY ACTIVITIES TO THE CAPITAL PLAN, THE OUTLOOK OF RESERVES BECOMES QUITE DISMAL BECAUSE WE'RE PLANNING TO SPEND MORE THAN WE HAVE IN THE KITTY, IN THE RESERVE.

SONNENBURG HAS BEEN TREASURER THAT AT THE VERY BEGINNING, LIKE IN THE PAST WHEN I FIRST STARTED, THE PROJECTS JUST SORT OF CARRIED OVER AND WE LEFT AND WE HAD PROJECTS THAT WERE

FROM 2013 WHICH REALLY DIDN'T MAKE SENSE AND I AGREE WITH THAT, EVEN THOUGH THEY WERE STILL APPROVED AND PASSED BY COUNCIL, BUT IT WOULD BE AN OVERSIGHT OF ONE OF THE MANAGERS EITHER NOT COMING TO ME OR A DIRECTOR NOT COMING BACK UP AND PUTTING THOSE PROJECTS ON WHEN WE'RE SENDING THEM TO MRS. SONNENBURG FOR HER TO PUT TO THE CAPITAL.

SO IF I LEFT THAT TRAIL THING OFF, IF THAT WAS THE CASE OR IF WE TALKED ABOUT A WASHROOM OR SOMETHING LIKE THAT, THAT WOULD BE ON ME DOING THAT OR SOMEBODY [INAUDIBLE] DO THAT.

SO EVERY YEAR SHE DOESN'T WANT TO SEE IF THE PROJECT HASN'T EVEN STARTED.

JUST MAKE A NEW CAPITAL THING.

THE PRICE MIGHT CHANGE, BUT YOU PUT IT BACK IN THERE, CALL IT THE SAME EXACT PROJECT, AND NOW IT'S INSTEAD OF FOR 2021, IT'S FOR 2022, AND NOTHING CAME OUT OF THE TRAIL RESERVE, IF WE CALLED IT A TRAIL RESERVE, NOTHING CAME OUT; IT JUST STAYED THERE.

SO EVERYTHING THAT COUNCIL'S APPROVED IN THE LAST FIVE YEARS SAY, IS THERE A LISTING THAT'S KEPT OF THOSE DEDICATED FUNDS? SO WE WE DON'T END UP IN A SITUATION LIKE COUNCILLOR TURNER IS SPEAKING ABOUT WHERE THIS PROJECT'S BEEN LOST BECAUSE OF WHATEVER.

THROUGHOUT THE YEAR. SO DO WE HAVE LISTING IN THE DEPARTMENTS OF THESE DEDICATED FUNDS.

WELL, WE HAVE THE RESERVE SCHEDULE AND THE CONVERSATION ABOUT THE OPERATING SURPLUS FOR THE PAST TWO YEARS, WHICH WERE ANOMALIES BASED ON WHAT MS. SONNENBURG MENTIONED, CANCELED PROGRAMS, COVID MANNA FROM THE FORD GOVERNMENT.

THOSE CONVERSATIONS NEED TO HAPPEN AT A FUTURE FAA.

ONCE THE DUST IS CLEARED FROM A PASSING AND OPERATING BUDGET SO WE COULD SAY HOW BIG OR WHAT IS THE APPROPRIATE SIZE FOR A WORKING FUND'S RESERVE AND WHAT ARE DEDICATED AND WHAT ARE DISCRETIONARY RESERVES AND ARE AND WHERE ARE WE PUTTING ENOUGH INTO RESERVES TO TAKE OUT WHEN WE NEED IT FOR CAPITAL? WE CAN GO LOOKING FOR A PROJECT OR TWO THAT MAY HAVE SLIPPED THROUGH THE CRACKS AND WE CAN TIGHTEN UP THE WORK IN PROGRESS CONVERSATIONS, BUT WE NEED TO HAVE ALL THOSE CONVERSATIONS ABOUT RESERVES.

WE'VE HEARD MS. SONNENBURG RANTING OVER AND TERM OVER THE STATE OF THE RESERVES.

THAT PROBLEM ISN'T GOING AWAY.

WE STILL HAVE TO FIGURE THAT OUT, BUT NOT IN LATE MAY WHEN WE'RE PASSING AN OPERATING BUDGET.

PROBABLY JULY OR AUGUST, WHEN WE SIT DOWN AT AN FNA AND TRY TO UNPACK THE STATE OF OUR RESERVES AND THEN FEED THAT INTO A NEW COUNCIL ORIENTATION. TO SAY SOMETHING HAS TO GIVE.

WE NEED TO PUT MORE INTO RESERVES OR SLOW DOWN OUR CAPITAL OR WHATEVER, ANY NUMBER OF OPTIONS.

RIGHT NOW, IF I UNDERSTAND, IS WE'RE NOT PUTTING ENOUGH INTO RESERVES? IS THAT CORRECT, ACCORDING TO YOUR FORECAST? IF WE SPEND WHAT COUNCIL COMMITTED TO SPEND BACK IN DECEMBER, WE ARE IN VERY BIG TROUBLE.

THE RESERVES ARE IN TROUBLE.

WE NEED TO CONTRIBUTE MORE TO RESERVES.

HOWEVER, IF WE PRIORITIZE OUR SPENDING AND POTENTIALLY DEFER SOME PROJECTS AND SOME OF THOSE PROJECTS MAY BE DEFERRED BASED ON A SECONDARY REVIEW LATER IN THE YEAR, WITH MR. HALLOCH TO SAY WHAT'S PRACTICAL? WE JUST HEARD FROM MR. HALLOCH STATING THAT THE LINE PAINTING CONTRACT, HE WASN'T HE WAS UNSURE IF WE WERE GOING TO GET AN APPROPRIATE CONTRACTING COMPANY TO DO THE WORK, TO ACTUALLY PHYSICALLY DO THE WORK.

SO IF THERE ARE, THERE MAY BE ACTIVITIES THAT CAN BE DEFERRED TO FUTURE YEARS, AND SO WHAT WE'LL DO IS WE'LL SIT DOWN WITH I'LL SIT DOWN WITH THE DEPARTMENT HEADS AND SAY, CAN THIS BE DEFERRED? SO, FOR EXAMPLE, BACK TO MY PAVING CITY HALL PARKING LOT, MAYBE.

A DIFFERENT PARKING LOT NEEDS TO BE DONE IN A FAR WORSE WAY BECAUSE OF SOMETHING.

SO WHAT WE'LL DO IS WE'LL LOOK AT IT AT THAT ACTIVITY AND WE'LL STATE AT THAT TIME.

CITY HALL PARKING LOT CAN WAIT, BUT PARKING LOT A NEEDS TO BE DONE INSTEAD.

SO WE'LL DEFER THIS PARKING LOT THAT'S A PRIORITY FOR 2022.

WE'LL LOOK AT PARKING LOT B BECAUSE IT'S VERY IMPORTANT.

OR THE OPPOSING PARKING LOT OR AN OPPOSING TRAIL BECAUSE IT'S, AND WE'LL PRIORITIZE, BUT WE KEEP COUNCIL ABREAST OF ALL OF THOSE DECISIONS FROM THE DEPARTMENT LEVELS THAT ARE GOING TO CONTROL THESE PLANS, AS WELL AS BRING FORWARD THE REVISED COSTING.

AS WE SEE, THAT COSTING IS QUITE VOLATILE RIGHT NOW AND WE CANNOT ACCURATELY PREDICT THAT THESE COSTS CONTAINED HEREIN WILL CONTINUE AS WHAT THESE PROJECTS MAY COST, AND THE COST MAY BECOME SCARY FOR SOME OF THESE PROJECTS, AND WE MAY CHOOSE TO DEFER THEM BASED ON COST AND OR AVAILABILITY OF GOODS AND SERVICES.

I GUESS MY CONCERN, YOUR WORSHIP, IS THAT WE'RE NOT PUTTING ENOUGH INTO OUR RESERVES , AND BECAUSE OF THAT, SOME OF THESE PROJECTS THAT WE TALK ABOUT POSSIBLY DEFERRING THESE ARE PROJECTS THAT COUNCIL HAS SAID THEY WANT TO DO, AND FOR THE MOST PART, THINGS THAT ENHANCE OUR CITY MAKE IT MORE ATTRACTIVE AND.

I DON'T LIKE THE IDEA OF DUMPING THIS ON THE NEXT COUNCIL.

WHICH. MAYBE THAT'S NOT OUR INTENT HERE, AND I'M SURE IT'S NOT, BUT IT'S GOING TO BE THE RESULT, AND I AM UNCOMFORTABLE WITH THAT.

MR. DANIEL IS JUST GOING TO CLARIFY IF RIGHT NOW IN 2022, THERE'S ENOUGH MONEY TO DO ALL THE CAPITAL THAT'S IN THE CAPITAL BUDGET IF WE CAN EVEN MANAGE TO DO IT, BUT LET'S JUST SAY WE CAN THERE'S ENOUGH MONEY IN THIS YEAR TO DO ALL THE CAPITAL THAT'S CURRENTLY IN OUR CAPITAL BUDGET AND KEEP THE LIGHTS ON FOR THE 3.7 OR 3.8%.

THAT'S ALL YOU CAN DO IN ONE YEAR, YOU KNOW.

ELECTION YEAR, MUNICIPAL BUDGET CYCLE, AND IF THERE'S WE'LL KNOW A LITTLE BIT MORE ONCE WE SIT DOWN, YOU KNOW, FOR THE WORKING FUNDS CONVERSATION AND RESERVES, WE'LL BE ABLE TO PAINT YOU A MORE CLEAR PICTURE OF WHAT'S THE STATE OF RESERVES AND CAPITAL GOING FORWARD, AND THEN THE INCOMING COUNCIL WILL WRAP YOUR MIND AROUND IT ACCORDINGLY. WE HAVE THE FUNDS IN 2022 TO DO EVERYTHING THAT'S ON OUR CAPITAL RADAR AND OUR OPERATING RADAR.

WELL, I THINK EVERYBODY JUST FOUND OUT EXACTLY HOW DIFFICULT THIS PROCESS HAS BEEN, AND IT HAS BEEN DIFFICULT.

I AGREE WITH THE CHAIR OF THE FINANCE COMMITTEE WHO FRANKLY DID AN OUTSTANDING JOB, AND I THANK HIM FOR THAT.

THE ONLY THERE ARE MANY THINGS IN THIS BUDGET THAT DO NOT MAKE ME HAPPY AND I'VE CERTAINLY DISCUSSED IT WITH THE TREASURER, I'VE DISCUSSED IT WITH THE CHAIR OF THE AD HOC BUDGET COMMITTEE.

BUT I ALSO RECOGNIZE, AS WAS SAID EARLIER, THAT SOMETIMES YOU JUST HAVE TO MAKE COMPROMISES BECAUSE WE HAVE THINGS WE HAVE TO DO AND THIS IS A YEAR FOR COMPROMISE. I DON'T LIKE IT, BUT I DON'T THINK I'M ON THAT MUCH OF AN IDEOLOGUE THAT I CAN'T SAY.

OKAY, FINE. I CAN SEE YOUR POINT OF VIEW.

LET'S WE'LL MAKE SOME CHANGES HERE.

IT WAS DIFFICULT. IT WAS VERY DIFFICULT FOR EVERYBODY ON THIS COUNCIL, BUT WE'VE MADE THE DECISIONS WE'VE MADE, AND I THINK WE HAVE ENOUGH NOW TO HAVE A PROPER OPERATING BUDGET.

I THINK THE IN-YEAR TRANSFER TO RESERVES CONVERSATION WILL ONE THAT WILL GO ON FOR A WHILE.

TONIGHT, WE'RE TRYING TO PASS THE OPERATING BUDGET AND THE CONVERSATIONS, AS MR. GONO INDICATED, THAT WE'RE GOING TO HAVE ABOUT WORKING FUNDS, WHICH ARE OPERATING DOLLARS WHEN WE HAVE THAT DISCUSSION IN JULY, I THINK WILL BE ADVANTAGEOUS TO ALL OF

WE HAVE KNOWN FOR ALMOST A DECADE THAT WE HAVE NOT BEEN TRANSFERRING TO RESERVES TO A SUFFICIENT LEVEL TO REPLACE OUR CAPITAL NEEDS OVER THE NEXT NUMBER OF YEARS.

WE'VE HEARD THAT OVER AND OVER AGAIN.

FOR WHATEVER REASON, WE HAVE BEEN BETTER AT STICKING TO THE WATER RATES PLAN FROM KPMG FROM CIRCA 2011.

THEN WE HAVE WITH THIS ONE BECAUSE THERE IS ONLY, AS I SAY, EVERY YEAR THERE'S ONLY ONE TAXPAYER AND AN INCREASE IS AN INCREASE AND THAT I THINK THERE ARE SENSITIVITIES TO THE MARKET.

I DO APPRECIATE THE MAYOR'S COMMENTS EARLIER ABOUT ABOUT THE CPI, CPI OF 5.7.

OBVIOUSLY, THERE IS LESS OF AN APPETITE OF THIS COUNCIL FOR THIS YEAR TO DO THAT.

ARE WE LEAVING NEXT COUNCIL IN A JAM? I THINK WE LEAVE THE NEXT COUNCIL IN THE SAME POSITION AS WE WERE LEFT WHEN WE TOOK OFFICE, AND THAT'S SOMETHING THAT HOPEFULLY THEY WILL BE ORIENTATED AND HAVE A BUDGET SOONER THAN MAY OF 2023 AND I'M SURE THE TREASURER WOULD AGREE TO THAT, BUT AGAIN, THAT'S WHAT HAPPENS WHEN YOU HAVE AN ELECTION CYCLE THAT YOU LOSE THAT IT FEELS LIKE WE'RE DOING AN ELECTION CYCLE THIS YEAR BECAUSE WE'RE SO LATE.

IT IS WHAT IT IS.

OVERALL, I'M READY TO SUPPORT THE BUDGET.

I THINK, THE ONE MY ONE CONCERN WITH THE BUDGET.

I KNOW IT'S BEEN A VERY DIFFICULT YEAR FOR THE BUDGET, BUT FOR THE LAST SEVEN AND A HALF YEARS THAT I'VE BEEN PART OF COUNCIL, WE'VE TRIED EXTREMELY HARD TO MAKE THIS CITY FRIENDLY AND INCREASED THE AMOUNT OF YOUNG FAMILIES IN OUR CITY TO PARTICIPATE AND JUST TO HAVE MORE AMENITIES AND MORE CARROTS TO KEEP THEM IN OUR CITY AND REMOVING THE SUMMER DAY CAMP.

IT HURTS A LOT OF THEM AND SOME OF THEM, IT HURTS THEM QUITE BAD.

I MEAN, I DON'T HAVE KIDS IN DAYCARE.

MY MY CHILDREN MY MY DAUGHTER IS OUTGROWING THAT, BUT.

I KNOW A LOT OF PEOPLE HAVE, AND I DON'T KNOW HOW MANY OF YOU HAVE RECEIVED EMAIL EMAILS ABOUT IT, BUT I'VE RECEIVED QUITE A FEW AND SOME AND SOME OF THEM ARE ARE QUITE UPSET.

IT'S THE BURDEN THAT IS BEING PLACED ON SOME OF THEM WHEN THERE'S AN INADEQUATE AMOUNT OF SPACE FOR DAYCARE ALREADY.

IT'S GOING TO BE CAUSING SOME PEOPLE TO HAVE TO LEAVE WORK, AND THAT'S NOT HELPING ELLIOT LAKE RETAIN OUR YOUNG FAMILIES AND OUR YOUNG PEOPLE.

SO I THINK THIS IS A BIG MISTAKE, AND IT'S GOING TO GIVE A BLACK EYE SOMEWHAT TO OUR EFFORTS FOR OVER THE NUMBER OF YEARS TRYING TO RETAIN OUR YOUNG FAMILIES. SO I THINK COUNCIL SHOULD RECONSIDER THAT, AT LEAST BECAUSE THAT WAS AN IMPORTANT PART, I THINK, OF OUR STRATEGY, AND I THINK THIS IS A BIG MISTAKE. THE MUNICIPALITY DOES NOT HAVE LICENSED CHILD CARE WORKERS, LITERALLY THE SUMMER STUDENT HIRING.

WE HAVEN'T GOTTEN AS MANY RESUMES AS WE NEED FOR POSITIONS TO FILL FOR SUMMER STUDENTS, WHICH ALSO LEAVES THE BURDEN OF NO TIME TO EVEN TRAIN ANYBODY TO OPERATE A SUMMER DAY CAMP, AND YOU'RE BAYING ON THIS COUNCIL IN THE LAST EIGHT YEARS HAS DONE EVERYTHING WE CAN TO TRY AND CREATE AN EQUILIBRIUM WITH SPENDING, RETAINING OUR RETIRED POPULATION, ALONG WITH ATTRACTING OUR FAMILIES, BUT THIS YEAR HAS COME TO OUR KNOWLEDGE THAT

SO THIS CONVERSATION THAT TOOK PLACE AT THE AD HOC BUDGET COMMITTEE, COUNCILLOR CYR, IT WAS NOT ABOUT THE DOLLAR SIGN.

IT WAS ABOUT THE LIABILITY AND THE RISK PUTTING CHILDREN IN A PREDICAMENT WHERE THEY MIGHT NOT BE SAFE, AND THAT'S SOMETHING WE CAN'T DO EITHER.

THAT WAS THE CONVERSATION, AND I HOPE THE PEOPLE AT HOME WATCHING OR REWATCHING THIS REALLY UNDERSTAND THAT'S NOT FOR A LACK OF LOVE OF THE YOUTH AND THE CHILDREN IN OUR COMMUNITY. IT'S BECAUSE OF THAT LOVE FOR THE CHILDREN IN OUR COMMUNITY THAT WE CANNOT PUT THEM IN THAT SITUATION, AND IF THERE'S ANY PARENTS WATCHING, GET YOUR KIDS TO PUT IN RESUMES, WHETHER THEY'RE UNIVERSITY COLLEGE STUDENTS, HIGH SCHOOL STUDENTS WORKING FOR THE CITY FOR A SUMMER JOB, WHETHER IT'S MOWING LAWNS OR WORKING AT THE BEACHES OR WHATEVER IT IS, THAT'S A GOOD FOOT IN THE DOOR.

REALISTICALLY, PEOPLE ARE NOT APPLYING FOR JOBS IN THIS COMMUNITY, WHETHER IT'S FOR THE MISS [INAUDIBLE] OR THE DOLLAR STORE OR THE SHOPPERS.

I ACTUALLY HAVE MORE HOPE THIS YEAR THAN I DID LAST YEAR AT THE BUDGET, THIS BUDGET TIME, BECAUSE IN THE LAST SIX MONTHS WE'VE SEEN POTENTIAL FOR A LOT OF GROWTH WITHIN OUR COMMUNITY AND A LOT MORE GROWTH OF OUR TAX ROLL OF HOUSES GOING TO BE BUILT? AND SOME MULTIPLEX IS GOING TO BE BUILT AND MULTI RESIDENTIAL, AND I THINK THAT WE HAVE A LOT TO LOOK FORWARD TO IN THE NEXT FEW YEARS, AND I THINK WE'RE JUST SITTING ON THE CUSP OF SOME NEW GROWTH AND HOPEFULLY THAT WILL HELP EVENTUALLY WITH OUR TAX ROLL AND MAYBE SOME OF OUR ISSUES WITH THE RESERVES OR HAVE MORE MONEY TO BE ABLE TO IN THE FUTURE FINANCE WHAT WE NEED TO DO FOR THE CITY.

WE NEED TO KEEP THE LIGHTS ON.

WE NEED TO, I KNOW I'LL GET THIS AGAIN, BUT WE NEED TO FILL THE CRACKS IN THE ROADS TO PROTECT THE INFRASTRUCTURE UNDERNEATH IT, BECAUSE WE CAN'T AFFORD TO REPLACE ALL THE INFRASTRUCTURE THAT WILL GET WRECKED IF WE DON'T FILL THE ROADS, FILL THE CRACKS, AND WE NEED TO KEEP TO CONTINUE TO DO THAT.

SO THE MUNICIPALITY WAS DEFINITELY BLESSED OVER THE LAST FEW YEARS IN GETTING THE WHOLE COMMUNITY THROUGH THIS TERRIBLE TIME, BUT FINANCIALLY WISE TOO, THAT ALSO MEANT THAT WE WERE ABLE TO SEE A SURPLUS TO COVER OFF SOME OF THE RESERVE GROWTH WHICH WE NEED, AND AGAIN, FOR CLARITY PURPOSES, WE WOULD NOT BE LEAVING AN INCOMING FUTURE COUNCIL IN ANY DIRE STRAITS.

WHEN I CAME IN, IN 2014, OUR FIRST BUDGET CYCLE, THAT WAS DIRE STRAITS, FINDING OUT ABOUT A MASSIVE OPERATING DEFICIT, NO MONEY IN RESERVES.
