THE RECOMMENDATION THAT THE REPORT OF THE HUMAN RESOURCE COORDINATOR RE VOLUNTEER POLICY BE RECEIVED AND THAT COUNCIL ADOPT THE ATTACHED VOLUNTEER POLICY AND THAT THE APPROPRIATE BYLAW BE PASSED TO IMPLEMENT THIS POLICY.

GOOD EVENING, MEMBERS OF COUNCIL.

SO THE PURPOSE OF THIS POLICY IS TO OUTLINE THE OVERALL FRAMEWORK FOR THE RECRUITMENT AND MANAGEMENT OF VOLUNTEERS INVOLVED IN THE DELIVERY OF CITY OF ELLIOT LAKE SERVICES AND OR SPECIAL EVENTS.

THE CITY RECOGNIZES THE POSITIVE IMPACT THAT VOLUNTEERS HAVE ON MAKING A COMMUNITY A CARING AND INCLUSIVE PLACE TO LIVE AND WORK.

VOLUNTEERS ASSIST IN PROVIDING STRONG, SUSTAINABLE PROGRAMING AND SUPPLEMENT THE SERVICES PROVIDED BY THE CITY.

THE CITY SUPPORTS INDIVIDUALS WHO WISH TO ACHIEVE THEIR GOALS AND OBJECTIVES THROUGH VOLUNTEER OPPORTUNITIES.

THIS POLICY IS DESIGNED TO ENCOURAGE THE ADOPTION OF VOLUNTEER MANAGEMENT PRACTICES IN ACCORDANCE WITH AND CONSIDERATION FOR RELATED POLICIES.

CONDUCT THE RECRUITMENT, TRAINING AND MANAGEMENT OF VOLUNTEERS IN A MANNER THAT MITIGATES RISKS AND ENHANCES PROGRAM DELIVERY.

ENSURES VOLUNTEERS ARE EFFECTIVELY RECRUITED, MANAGED AND SUPPORTED DURING THEIR TENURE WITH THE CITY, AND PROVIDE GUIDANCE TO PAID EMPLOYEES FOR THE FACILITATION OF POSITIVE VOLUNTEER EXPERIENCES.

THIS POLICY ENSURES THAT WE'RE CONDUCTING ORIENTATION AND TRAINING WITH VOLUNTEERS PRIOR TO THEM COMMENCING THEIR ASSIGNMENT.

SUCH TRAINING WOULD INCLUDE ACCESSIBILITY TRAINING, THE CODE OF CONDUCT, OCCUPATIONAL HEALTH AND SAFETY AND SPECIFIC ONSITE TRAINING, AS WELL AS UP TO DATE RECORDS, WHICH INCLUDES EMERGENCY VOLUNTEER CONTACT INFORMATION.

THIS POLICY ALSO TOUCHES ON A WAIVER OF LIABILITY AND A STATEMENT OF CONFIDENTIALITY, AND I'M OPEN TO QUESTIONS FROM MEMBERS OF THE COUNCIL.

WHEN REGARDS TO CRIMINAL REFERENCE CHECKS AND VULNERABLE SECTOR CHECKS, IT TALKS ABOUT AS REQUIRED OR IF APPLICABLE.

WHAT EXACTLY DOES THAT MEAN? THAT WOULD MEAN LIKE A VULNERABLE SECTOR CHECK ISN'T NECESSARILY REQUIRED FOR ANYONE.

SO FOR EXAMPLE, IF WE HAD SOMEONE VOLUNTEERING FOR THE STREET DANCE, THERE WOULD BE NO VULNERABLE INDIVIDUALS.

SO LIKE, AS IN YOUTH.

SO THEY WOULDN'T NEED THAT VULNERABLE SECTOR, BUT THEY WOULD NEED THE CRIMINAL.

AND THAT'S WHY, IF APPLICABLE MEANS.

THEY SAID 2 TO 3 DAYS THERE COULD BE A LITTLE BIT OF A BACKLOG DUE TO MOVING TO THE ONLINE SYSTEM.

BUT AS LONG AS WE ARE ABLE TO NOTIFY THEM TOMORROW BASED ON THIS BEING PASSED TONIGHT, THEN WE SHOULD BE IN A GOOD SITUATION.

AND THAT WAS A FOLLOW UP TO THAT.

I DID SEE AN ANNOUNCEMENT LAST WEEK ABOUT THE ONLINE SYSTEM.

IS THAT SOMETHING THAT WE'RE ABLE TO USE IN THIS SITUATION? AND YES, THEY FLIPPED TO ONLINE TODAY.

ANOTHER FOLLOW UP TO COUNCILLOR MANNS' QUESTION HOW OFTEN ARE THEY GOING TO HAVE TO DO THIS, OR IS THIS JUST GOING TO BE A ONE TIME THING? WILL THAT BE VALID IN PERPETUITY? YES, I WOULD SAY SIMILAR TO EMPLOYEES, WE DO THE CRIMINAL RECORD CHECK ONCE.

I WOULD SAY IF THERE'S A HIATUS WHERE, YOU KNOW, MAYBE A VOLUNTEER LEFT THE CITY AND DIDN'T VOLUNTEER WITH US FOR THREE YEARS, WE MIGHT REQUIRE IT AGAIN, BUT IT'S AT NO EXPENSE TO THE VOLUNTEER.

THE ISSUE BECOMES VOLUNTEERS ARE REAPPOINTED TO OUR COMMITTEES EVERY TERM OF COUNCIL.

SO THEY WILL HAVE TO REDO THIS EVERY FOUR YEARS.

AND WHAT I'M GETTING AT IS I WANT SOMETHING IN PLACE TO PROTECT OUR VOLUNTEERS.

I THINK WE NEED TO. THEY'RE VERY, VERY VALUABLE TO THE MUNICIPALITY.

I JUST DON'T WANT IT TO BECOME A HINDRANCE.

WE HAVE ENOUGH OF A PROBLEM GETTING VOLUNTEERS.

I DON'T WANT TO STOP.

GETTING THE PEOPLE THAT WE ARE GETTING BECAUSE WE'RE GOING TO MAKE THIS TOO ONEROUS ON THEM.

AND SO THERE'S NO STIPULATION HERE OF HOW OFTEN THEY HAVE TO DO IT.

AND I DON'T LIKE THAT IS MY ISSUE.

AND THEN IF I MAY.

I WOULD LIKE THIS MADE PUBLIC.

I WOULD HAVE PREFERRED THIS CAME TO A COMMITTEE SO THAT WE COULD GET INPUT FROM THE VOLUNTEERS IF THERE'S ANYTHING ELSE THAT THEY WOULD WANT IN THERE AS WELL.

THIS ISN'T JUST TO PROTECT THE MUNICIPALITY, IT IS TO PROTECT OUR VOLUNTEERS.

AND I WOULD LIKE THIS, IF I COULD, I'M GOING TO PUT A MOTION ON THE FLOOR TO DEFER THIS, TO GIVE YOU A COUPLE OF WEEKS TO ACTUALLY SEE IF WE CAN GET SOME FEEDBACK FROM OUR VOLUNTEERS IN THE MUNICIPALITY AS TO THEIR FEELINGS OF THIS POLICY AND IF THERE'S ANYTHING THEY WOULD LIKE TO SEE IN IT AS WELL TO BRING IT BACK.

SO I WOULD PUT A MOTION ON THE FLOOR TO DEFER THIS TO THE NEXT COUNCIL MEETING.

IS THERE A SECONDER FOR THE DEFERRAL? COUNCILOR TURNER. QUESTIONS ON DEFERRAL.

HOW'S THAT GOING TO AFFECT OUR EVENT THAT'S IN THREE WEEKS? THAT'S RIGHT. WE WOULD HAVE NO FORMAL POLICY WHILE I COULD DO TRAINING.

OFF THE RECORD, THERE WOULD BE NO FORMAL POLICY THAT WOULD HOLD ME TO GAINING A CRIMINAL RECORD CHECK OR HAVING EVERYONE COME TO TRAINING THAT'S REQUIRED.

THERE ARE MANY ORGANIZATIONS THAT REGULARLY DEAL WITH THESE TYPES OF REQUIREMENTS, AND THEY REQUIRE EITHER AN ANNUAL OR SEMIANNUAL BASIS AND ATTESTATION REQUIRED BY THE VOLUNTEER TO COME FORWARD IF THERE'S A CHANGE IN STATUS.

THE ONUS IS ON THE VOLUNTEER, THEREFORE THAT CLEANS EVERYTHING UP.

THEREFORE, IF SOMETHING CHANGES, THE CRIMINAL REFERENCE CHECK IS ONLY AS GOOD AS THE DATE IT'S TAKEN.

COULD NOT IT MAY NOT BE VALID TOMORROW, HOWEVER, IF THE POLICY STATES THAT THE ONUS IS ON THE VOLUNTEER IN ORDER TO ADVISE THE EMPLOYER OR THE AGENCY THAT THERE'S BEEN A CHANGE, THEREFORE, THAT COVERS EVERYTHING.

AND WHAT IF A 60 YEAR OLD VOLUNTEER APPLICANT WAS IN A FIGHT OUTSIDE HARRY'S BAR AND GRILL WHEN THEY WERE 19 AND GOT A $25 FINE FOR CAUSING A DISTURBANCE? DO WE DO WE REJECT THEM? BECAUSE IT DOES APPLY.

IT'S A CRIMINAL OFFENSE.

THE MAIN PURPOSE HERE IS WE'RE LOOKING TO PROTECT VULNERABLE PERSONS AND THE CITY.

THOSE OFFENSES, SUCH AS FRAUD AND THEFT, ARE BIG CONCERNS FOR US WHEN IT COMES TO VULNERABLE PERSONS, PEOPLE WHO USE TRICKERY OR DECEIT TO TAKE ADVANTAGE OF MY MOTHER, SHE WAS HERE.

YOUR AUNT MARTHA, UNCLE FRED, TRICKING THEM INTO DOING SOMETHING THROUGH DISHONESTY.

IF THERE IS AN ISSUE ON A FORM, I THINK YOU HAVE TO BECOME REVIEW KIND OF THE ACT OF BEING A REASONABLE PERSON AND WHAT TO DO WITH IT.

IF IT'S SOMETHING SPECIFICALLY RELATING TO THE TYPE OF VOLUNTEERING AN INDIVIDUAL MAY BE DOING, PERHAPS THEY CAN VOLUNTEER IN ANOTHER SITUATION AND GET THEM AWAY FROM IF THERE WAS A PARTICULAR THING.

NOT SURE IF YOU WANTED TO HAVE A BOUNCER, FOR EXAMPLE, THAT HAS SEVERAL ASSAULT CHARGES.

THAT MAY NOT KIND OF WORK.

RIGHT, BUT THERE ISN'T ANY REASON WHY YOU COULD DO SOMETHING ELSE.

SO I THINK THIS IS VERY IMPORTANT THAT WE DO THIS AND THAT WE, OUR VOLUNTEERS ARE BECAUSE I WILL WALK INTO A LOT OF EVENTS AND SAY, PUT ME WHERE YOU NEED ME.

YOU KNOW, SO IT'S ALWAYS AN OPPORTUNITY TO MEET NEW PEOPLE AND LEARN NEW SKILLS.

BUT I ALWAYS WANT TO MAKE SURE THAT THAT I WOULD BE SAFE TO PUT THE PEOPLE THAT I'M VOLUNTEERING.

AND I THINK THAT ANY RECORDS, ANY POLICE RECORDS CHECK IS SUBJECTIVE AND WILL APPLY.

I'M SURE THAT NO ONE WITH ANY SEXUAL ASSAULT CHARGES OR THEFT CHARGES OR ANYTHING WOULD BE SOMEWHERE THAT I WOULD FEEL SAFE WORKING WITH.

SO AND I'M SURE THAT YOU WILL USE YOUR SKILL SET AS BEST TO WEED THEM OUT.

THIS DISCLOSES THE AMOUNT OF AMORTIZATION THAT'S EXPECTED FOR 2022, A GAIN NON-CASH.

IT ALSO DISCLOSES THE POST-EMPLOYMENT BENEFITS AND ANY UNFUNDED LIABILITIES FOR LANDFILL CLOSURE AND POST CLOSURE.

ATTACHED ARE TWO SCHEDULES A AND B WHICH ARE NON-CASH DO NOT AFFECT THE LEVY AND ALLOW THE ANALYSIS OF THE ESTIMATED IMPACT OF THE EXCLUSION OF THESE EXPENSES.

HISTORICAL MULTI RESIDENTIAL PROPERTIES HAVE A DIFFERENTIAL AND THAT HAS BEEN SIMPLY THE WAY THAT THE TAX POLICY HAS BEEN WRITTEN AND HOW HISTORICAL MULTI RES PROPERTIES HAVE BEEN CLASSIFIED.

AT THIS TIME WE ARE BEING TOLD THAT WE WILL NOT SEE THAT REASSESSMENT UNTIL 2024.

A COMPLETE ANALYSIS OF HOW THAT WOULD IMPACT PROPERTIES HAS BEEN DONE.

THAT WAS ONE OF THE ONLY PIECES OF THAT WAS ONE OF THE ONLY TAX POLICY CHANGES THAT I REALLY WANTED TO SEE.

BUT I REALLY WANTED TO BRING IT FORWARD TO YOU TO EXPLAIN THAT WE COULD POTENTIALLY REDUCE THE ONUS OF TAXATION, THE BALANCE OF TAXATION, IF YOU WILL, TO THE MULTI RESIDENTIAL CLASS.

SO THERE'S TWO SCENARIOS THAT ROLL THROUGH THE 2022 TAX LEVY AND TAX POLICY SENSITIVITY ANALYSIS.

ONE OF THEM IS THE STATUS QUO POLICY MODEL, WHICH HAS NO CHANGES TO STRUCTURE.

AND SCENARIO TWO IS BASED ON REDUCING THE TAX RATIO FOR MULTI RESIDENTIAL CLASSES.

BASED ON THE ANALYSIS AND THE PRESSURES THAT ARE BEING FELT UNDER THE RESIDENTIAL CLASSES AT THIS MOMENT IN TIME, I DO NOT BELIEVE THAT IT IS RECOMMENDED. I DO NOT RECOMMEND THAT WE DO ANYTHING WITH THE MULTI RESIDENTIAL CLASS.

ACCORDING TO OTHER OTHER MUNICIPALITIES ACROSS THE PROVINCE, THOSE THAT ARE CHANGING THE MULTI RESIDENTIAL RATES AND BRINGING THEM CLOSER TO

THAT OF THE RESIDENTIAL RATES HAVE A RESIDENTIAL MULTI RESIDENTIAL RATE OF TWO OR THREE TIMES MORE THAN THAT OF RESIDENTIAL RATE.

WE ARE ACTUALLY IN A FAIRLY DECENT POSITION RIGHT NOW AT 1.83 TIMES THE RESIDENTIAL RATE FOR MULTI RESIDENTIAL PROPERTIES.

AND THE CURRENT ASSESSMENT VALUE ON MULTI RESIDENTIAL PROPERTIES IS STILL STATUS QUO CIRCA 2016.

SO THE DELTA BETWEEN THE TWO IS REASONABLE.

UNDER SCENARIO TWO, WE WOULD HAVE A HIGHER BURDEN PLACED ON RESIDENTIAL TAX ROLLS AND AT THIS TIME BASED ON THE APPROVED BUDGET. AT OVER 3%, IT IS NOT RECOMMENDED TO CHANGE THAT MULTI RESIDENTIAL RATE. BUT FOR DECISION MAKING PURPOSES, I'VE BROUGHT IT FORWARD AS ONE THING THAT WE COULD DO, HOWEVER, TO SHIFT THE BALANCE OF TAXATION FROM MULTI RES BUT IT WOULD BE SHIFTED ONTO RESIDENTIAL SERVICES.

SO THIS REPORT TAKES A LOOK AT WHAT THE BALANCE OF TAXATION IS ACROSS ALL ZONES AND CLASSES RESIDENTIAL, MULTI RESIDENTIAL, COMMERCIAL, INDUSTRIAL PIPELINE AND THE URBAN.

THE LEASE AGREEMENT REQUEST IS APPROXIMATELY 55 SQUARE FOOTAGE OF THE CITY SIDEWALK LOCATED ON MANITOBA ROAD, AS PER THE REQUEST TO LEASE MUNICIPALITY PROPERTY. THE POLICY DOES STATE THAT LOCAL BUSINESSES REQUESTING TO LEASE MUNICIPAL PROPERTY FOR THE PURPOSES OF A PERMANENT ACCESS RAMP TO FACILITATE

DURING THIS TIME, I WAS ABLE TO SPEAK WITH MANY AMAZING PEOPLE THAT WORK AND VOLUNTEER THEIR TIME AND RESOURCES TOWARDS OFFERING A HAND UP TO RESIDENTS THAT NEED IT.

I WAS THEN CHALLENGED BY THERESA TO DO SOMETHING THAT WOULD CREATE AWARENESS AND HOPEFULLY RAISE FUNDS FOR THE CONTINUED OPERATIONS OF THESE MUCH NEEDED FACILITIES.
