AS FAR AS THE ROLL CALL, MEMBERS OF COUNCIL ARE PRESENT THIS EVENING, WITH THE EXCEPTION OF COUNCILLOR CYR, WHO WILL BE A FEW MINUTES LATE, I'D ASK IF THERE'S ANY DECLARATIONS OF CONFLICT OF INTEREST THIS EVENING.
ONCE, TWICE, THREE TIMES, I SEE NONE.
[4. ADOPTION OF PREVIOUS MINUTES]
4, ADOPTION OF PREVIOUS MINUTES 4.1 MAY 24, 2022 REGULAR AND MAY 31ST 2022 SPECIAL.CAN I HAVE A MOVER TO ADOPT THE MINUTES.
MOVED BY COUNCILLOR TURNER SECOND BY COUNCILLOR FINAMORE.
ANY ADDITIONS, DELETIONS OR CONCERNS? I'M SEEING NONE. I'LL CALL FOR THE VOTE THEN, ALL IN FAVOR.
NOBODY CONTACTED US FOR PUBLIC INPUT SESSION THIS EVENING.
THERE'S NO PUBLIC PRESENTATION, INTRODUCTION AND CONSIDERATION OF CORPORATE REPORT.
[7. INTRODUCTION AND CONSIDERATION OFCORPORATE REPORTS]
7.1 MEMO FROM THE CAO PHYSICIAN RECRUITMENT EFFORTS AS THIS MATTER DEALS WITH PERSONAL INFORMATION ABOUT IDENTIFIABLE INDIVIDUALS AS WELL AS A POSITION PLAN, PROCEDURE CRITERIA OR INSTRUCTION TO BE APPLIED TO ANY NEGOTIATIONS CARRIED ON OR TO BE CARRIED ON BY OR ON BEHALF OF THE MUNICIPALITY.IT MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTIONS 239 2B AND K OF THE MUNICIPAL ACT.
MOVED BY COUNCILLOR MANN TO PUT IT IN CLOSED SESSION.
THANK YOU. QUESTIONS, QUALMS, QUERIES? SEEING NONE. ALL IN FAVOR, THAT'S CARRIED THANK YOU.
7.2 A REPORT OF THE HUMAN RESOURCE COORDINATOR RE: VOLUNTEER POLICY.
THE RECOMMENDATION THAT THE REPORT OF THE HUMAN RESOURCE COORDINATOR RE VOLUNTEER POLICY BE RECEIVED AND THAT COUNCIL ADOPT THE ATTACHED VOLUNTEER POLICY AND THAT THE APPROPRIATE BYLAW BE PASSED TO IMPLEMENT THIS POLICY.
CAN I HAVE A MOVER FOR THIS PLEASE? MOVED BY COUNCILLOR PEARCE SECOND MY COUNCILLOR FINAMORE.
THANK YOU. GOOD EVENING, MS. CROSKERY. HOW ARE YOU? GOOD. HOW ARE YOU? GOOD EVENING.
GOOD EVENING, MEMBERS OF COUNCIL.
SO THE PURPOSE OF THIS POLICY IS TO OUTLINE THE OVERALL FRAMEWORK FOR THE RECRUITMENT AND MANAGEMENT OF VOLUNTEERS INVOLVED IN THE DELIVERY OF CITY OF ELLIOT LAKE SERVICES AND OR SPECIAL EVENTS.
ENSURES VOLUNTEERS ARE EFFECTIVELY RECRUITED, MANAGED AND SUPPORTED DURING THEIR TENURE WITH THE CITY, AND PROVIDE GUIDANCE TO PAID EMPLOYEES FOR THE FACILITATION OF POSITIVE VOLUNTEER EXPERIENCES.
SUCH TRAINING WOULD INCLUDE ACCESSIBILITY TRAINING, THE CODE OF CONDUCT, OCCUPATIONAL HEALTH AND SAFETY AND SPECIFIC ONSITE TRAINING, AS WELL AS UP TO DATE RECORDS, WHICH INCLUDES EMERGENCY VOLUNTEER CONTACT INFORMATION.
THANK YOU WORSHIP THROUGH YOU.
THANK YOU FOR YOUR PRESENTATION, MS. CROSKERY. I DO HAVE A COUPLE OF QUESTIONS ON PAGES TWO AND THREE OF YOUR REPORT.
WHAT EXACTLY DOES THAT MEAN? THAT WOULD MEAN LIKE A VULNERABLE SECTOR CHECK ISN'T NECESSARILY REQUIRED FOR ANYONE.
SO THEY WOULDN'T NEED THAT VULNERABLE SECTOR, BUT THEY WOULD NEED THE CRIMINAL.
AND THAT'S WHY, IF APPLICABLE MEANS.
FOLLOW UP. SO THEN AT BARE MINIMUM, ONE OF THE TWO IS REQUIRED FOR EACH VOLUNTEER.
JUST FOLLOW UP TO COUNCILOR MANNS' QUESTION.
DOES THE CITY COVER THE COSTS OF THE VULNERABLE RECORD CHECKS IF THEY'RE WORKING ON BEHALF? THEY'RE FREE FOR VOLUNTEERS.
THANK YOU, YOUR WORSHIP. THAT WAS ONE OF MY QUESTIONS.
AND YES, IT'S GOING TO BE THE SAME FOR EVERYONE.
[00:05:01]
WHETHER YOU'RE VOLUNTEER TEN TIMES OR ONE TIME, WE'RE GOING TO ENSURE THAT YOU'RE TRAINED UP AND YOU DO HAVE YOUR RECORD CHECK.WE WANT TO ENSURE THAT WE'RE PROVIDING WE'RE MITIGATING OUR RISK.
SO DO THE OPP AND OUR VOLUNTEERS KNOW THAT FOR OUR TWO EVENTS COMING UP VERY SHORTLY, THEY HAVE TO HAVE THIS DONE AND THERE HAS TO BE TIME ALLOTTED TO GET IT DONE. SO I CHECKED WITH THE OPP PRIOR TO BRINGING THIS TO COUNCIL TONIGHT ASKING ABOUT THE TURNAROUND TIME FOR THIS.
THEY SAID 2 TO 3 DAYS THERE COULD BE A LITTLE BIT OF A BACKLOG DUE TO MOVING TO THE ONLINE SYSTEM.
AND THAT WAS A FOLLOW UP TO THAT.
I DID SEE AN ANNOUNCEMENT LAST WEEK ABOUT THE ONLINE SYSTEM.
IS THAT SOMETHING THAT WE'RE ABLE TO USE IN THIS SITUATION? AND YES, THEY FLIPPED TO ONLINE TODAY.
SO. YES. ALL RIGHT, COUNCILLOR PATRIE.
THANK YOU YOUR WORSHIP THROUGH YOU.
ANOTHER FOLLOW UP TO COUNCILLOR MANNS' QUESTION HOW OFTEN ARE THEY GOING TO HAVE TO DO THIS, OR IS THIS JUST GOING TO BE A ONE TIME THING? WILL THAT BE VALID IN PERPETUITY? YES, I WOULD SAY SIMILAR TO EMPLOYEES, WE DO THE CRIMINAL RECORD CHECK ONCE.
I WOULD SAY IF THERE'S A HIATUS WHERE, YOU KNOW, MAYBE A VOLUNTEER LEFT THE CITY AND DIDN'T VOLUNTEER WITH US FOR THREE YEARS, WE MIGHT REQUIRE IT AGAIN, BUT IT'S AT NO EXPENSE TO THE VOLUNTEER.
THE ISSUE BECOMES VOLUNTEERS ARE REAPPOINTED TO OUR COMMITTEES EVERY TERM OF COUNCIL.
SO THEY WILL HAVE TO REDO THIS EVERY FOUR YEARS.
AND WHAT I'M GETTING AT IS I WANT SOMETHING IN PLACE TO PROTECT OUR VOLUNTEERS.
I THINK WE NEED TO. THEY'RE VERY, VERY VALUABLE TO THE MUNICIPALITY.
I JUST DON'T WANT IT TO BECOME A HINDRANCE.
WE HAVE ENOUGH OF A PROBLEM GETTING VOLUNTEERS.
GETTING THE PEOPLE THAT WE ARE GETTING BECAUSE WE'RE GOING TO MAKE THIS TOO ONEROUS ON THEM.
AND SO THERE'S NO STIPULATION HERE OF HOW OFTEN THEY HAVE TO DO IT.
AND I DON'T LIKE THAT IS MY ISSUE.
I WOULD LIKE THIS MADE PUBLIC.
THIS ISN'T JUST TO PROTECT THE MUNICIPALITY, IT IS TO PROTECT OUR VOLUNTEERS.
AND I WOULD LIKE THIS, IF I COULD, I'M GOING TO PUT A MOTION ON THE FLOOR TO DEFER THIS, TO GIVE YOU A COUPLE OF WEEKS TO ACTUALLY SEE IF WE CAN GET SOME FEEDBACK FROM OUR VOLUNTEERS IN THE MUNICIPALITY AS TO THEIR FEELINGS OF THIS POLICY AND IF THERE'S ANYTHING THEY WOULD LIKE TO SEE IN IT AS WELL TO BRING IT BACK.
SO I WOULD PUT A MOTION ON THE FLOOR TO DEFER THIS TO THE NEXT COUNCIL MEETING.
IS THERE A SECONDER FOR THE DEFERRAL? COUNCILOR TURNER. QUESTIONS ON DEFERRAL.
HOW'S THAT GOING TO AFFECT OUR EVENT THAT'S IN THREE WEEKS? THAT'S RIGHT. WE WOULD HAVE NO FORMAL POLICY WHILE I COULD DO TRAINING.
OKAY. SO IT MIGHT BE TIME SENSITIVE, COUNCILLOR MANN.
THANK YOU. THERE'S PROBABLY A SOLUTION TO MOVE FORWARD.
THERE ARE MANY ORGANIZATIONS THAT REGULARLY DEAL WITH THESE TYPES OF REQUIREMENTS, AND THEY REQUIRE EITHER AN ANNUAL OR SEMIANNUAL BASIS AND ATTESTATION REQUIRED BY THE VOLUNTEER TO COME FORWARD IF THERE'S A CHANGE IN STATUS.
THE ONUS IS ON THE VOLUNTEER, THEREFORE THAT CLEANS EVERYTHING UP.
COULD NOT IT MAY NOT BE VALID TOMORROW, HOWEVER, IF THE POLICY STATES THAT THE ONUS IS ON THE VOLUNTEER IN ORDER TO ADVISE THE EMPLOYER OR THE AGENCY THAT THERE'S BEEN A CHANGE, THEREFORE, THAT COVERS EVERYTHING.
THAT WAY WE CAN MOVE FORWARD WITH THE POLICY, GET IT IN PLACE FOR THESE TWO LARGE EVENTS THAT ARE COMING UP, AND THEN JUST ENSURE THAT IT'S NOTED IN, IN THE IN THE POLICY AND I WOULD SUPPORT THAT AS A MOVE FORWARD PROCESS.
BUT AGAIN, DELAYING THIS, SOME OF US HAVE BEEN ASKING FOR THIS FOR YEARS.
I THINK IT'S GREAT THAT IT'S COME FORWARD TONIGHT AND I DON'T WANT TO DELAY IT ANY LONGER.
THANK YOU. THEN I THINK I'LL CALL FOR A VOTE ON THE DEFERRAL.
ALL IN FAVOR? ANY OPPOSED? SO DEFERRALS BEEN TURNED DOWN.
COUNCILLOR MANN DID YOU WANT TO PUT FORWARD THAT AMENDMENT LESS WORDY? KIND OF KIND OF TOUGH TO BE INCLUSIVE YOUR WORSHIP AND NOT BE WORDY.
I WOULD MOVE AN AMENDMENT TO REQUIRE AN ANNUAL ATTESTATION BY THE VOLUNTEER TO ENSURE COMPLIANCE WITH THE POLICY.
SO MOVED. SECONDER FOR THE AMENDMENT? SECOND BY COUNCILLOR PEARCE DISCUSSION ON THE AMENDMENT.
COUNCILOR FINAMORE? CAN WE NOT DO THIS AT THE BEGINNING OF COUNCIL ASK THE VOLUNTEERS GO AND GET THE VULNERABLE PERSONS CHECK?
[00:10:03]
I THOUGHT WE DID THAT. THAT WAS JUST STRICTLY FOR OUR COMMITTEES.JUST COMMITTEE'S OKAY. ANY OTHER QUESTIONS ON THE AMENDMENT? CALL FOR A VOTE ON THE AMENDMENT.
ANY FURTHER QUESTIONS? COUNCILOR TURNER, JUST COUNCILLOR MANN BROUGHT UP AN INTERESTING POINT.
WE, ACCORDING TO THE POLICY, ARE LOOKING TO PROTECT PUBLIC AND OR VOLUNTEERS, BUT THERE SEEMS TO BE A STRESS ON THE LIABILITY OF THE CITY BEING LESSENED BY HAVING DONE THESE CHECKS AND BY THE ATTESTATION OF THE VOLUNTEER IN THE YEARS TO COME.
IS THAT WHERE WE'RE GOING WITH THIS? IS IS IS THIS AN INSURANCE THING? I WOULD SAY PARTLY.
PARTLY INSURANCE AND DOING OUR DUE DILIGENCE.
THIS IS SOMETHING THAT A LOT OF MUNICIPALITIES HAVE VOLUNTEER POLICIES AND WAIVERS.
IT IS TO PROTECT OUR BOTTOM LINE.
AND THAT'S WHAT THE TRAINING IS FOR.
AND IT'S SOMETHING THAT WE HAVEN'T DONE A GREAT JOB IN THE PAST.
OKAY. ONE THING I DO ASK IS WHERE WHERE DO WE DRAW THE LINE? WE HAVE A POPULATION FULL OF SENIORS OR AT LEAST 40%.
AND WHAT IF A 60 YEAR OLD VOLUNTEER APPLICANT WAS IN A FIGHT OUTSIDE HARRY'S BAR AND GRILL WHEN THEY WERE 19 AND GOT A $25 FINE FOR CAUSING A DISTURBANCE? DO WE DO WE REJECT THEM? BECAUSE IT DOES APPLY.
WELL, OKAY. WE DON'T HAVE FELONIES.
WELL, YOU KNOW WHAT? IT'S NOT CONSIDERED A MAJOR CRIME.
IT'S CONSIDERED A MINOR OFFENSE.
AND AFTER FIVE YEARS OR SEVEN YEARS.
I BEG YOUR PARDON? IT'S EXPUNGED.
YEAH. YOU NEED TO APPLY FOR SUSPENSION OF RECORD.
OTHERWISE, IT'S THERE, IT'LL STAY IN THE CPIC OR THE POLICE INFORMATION CENTER FOREVER.
SO I THINK THE QUESTION WOULD BE, MR. CROSKERY, HOW DO WE DEAL WITH SITUATIONS LIKE THAT, VULNERABLE OVER THE OVER THE CRIMINAL RECORD CHECK BECAUSE EVEN GETTING A DUI THAT'LL THAT'LL STAY ON YOUR RECORD TOO. AND IF I CAN SUGGEST SOMETHING.
THE MAIN PURPOSE HERE IS WE'RE LOOKING TO PROTECT VULNERABLE PERSONS AND THE CITY.
THOSE OFFENSES, SUCH AS FRAUD AND THEFT, ARE BIG CONCERNS FOR US WHEN IT COMES TO VULNERABLE PERSONS, PEOPLE WHO USE TRICKERY OR DECEIT TO TAKE ADVANTAGE OF MY MOTHER, SHE WAS HERE.
YOUR AUNT MARTHA, UNCLE FRED, TRICKING THEM INTO DOING SOMETHING THROUGH DISHONESTY.
DEFINITELY WE WANT TO PROTECT THEIR THE EXAMPLE THAT THEY GAVE OF THE PERSON WHO 50 YEARS AGO WAS INVOLVED IN CAUSING A DISTURBANCE IS NOT SOMETHING WHERE IT REQUIRES US TO SEEK SOME SORT OF PROTECTION.
SO I THINK WE SHOULD REVIEW THE SITUATION AND USE COMMON SENSE WHEN IT COMES TO WHAT WE CLEAR AND DON'T CLEAR. THAT'S ALL.
THANK YOU. COUNCILLOR TURNER, I COMPLETELY AGREE.
IN THE WORLD OF HR NOTHING IS BLACK AND WHITE AND THERE ARE GRAY AREAS.
AND IF NOT, THEN WE WOULD REJECT.
COUNCILLOR MANN. THANK YOU, YOUR WORSHIP.
JUST TO CONTINUE ON COUNCILLOR TURNER'S POINTS, I THINK WHY DO THIS? IT'S GOOD BUSINESS AND IT'S INDUSTRY STANDARD, REGARDLESS OF WHAT SECTOR YOU WORK IN.
YOU KNOW, IT'S VERY CHALLENGING TO VOLUNTEER ANYWHERE WITHOUT GOING THROUGH THIS PROCESS.
[00:15:01]
SO HAVING IT IS IMPORTANT.IF IT'S SOMETHING SPECIFICALLY RELATING TO THE TYPE OF VOLUNTEERING AN INDIVIDUAL MAY BE DOING, PERHAPS THEY CAN VOLUNTEER IN ANOTHER SITUATION AND GET THEM AWAY FROM IF THERE WAS A PARTICULAR THING.
NOT SURE IF YOU WANTED TO HAVE A BOUNCER, FOR EXAMPLE, THAT HAS SEVERAL ASSAULT CHARGES.
RIGHT, BUT THERE ISN'T ANY REASON WHY YOU COULD DO SOMETHING ELSE.
AND AGAIN, I'M NOT DRAWING ON SPECIFIC LOCATIONS.
I'M JUST TRYING TO DRAW A REASONABLE EXAMPLE FOR TONIGHT.
BUT AGAIN, I THINK THERE'S WAYS AROUND IT, DOESN'T MEAN THAT THE INDIVIDUAL CAN'T VOLUNTEER.
BUT AGAIN, THERE'S A POLICY THEY HAVE TO GO THROUGH THAT.
AND AT LEAST THE AGENCY THAT IS SPONSORING THE EVENT IS AWARE OF THAT BEHAVIOR.
AND I THINK THAT'S MORE THE ISSUE.
COUNCILLOR FINAMORE. THANK YOU, YOUR WORSHIP.
YOU KNOW, SO IT'S ALWAYS AN OPPORTUNITY TO MEET NEW PEOPLE AND LEARN NEW SKILLS.
BUT I ALWAYS WANT TO MAKE SURE THAT THAT I WOULD BE SAFE TO PUT THE PEOPLE THAT I'M VOLUNTEERING.
AND I THINK THAT ANY RECORDS, ANY POLICE RECORDS CHECK IS SUBJECTIVE AND WILL APPLY.
SO AND I'M SURE THAT YOU WILL USE YOUR SKILL SET AS BEST TO WEED THEM OUT.
WORSHIP THROUGH YOU. I THINK WE'RE GOTTEN A LITTLE IN THE WEEDS.
THE POLICY DOESN'T STOP ANYBODY FROM BEING ABLE TO BE A VOLUNTEER, THEY MUST DO THE CHECKS IS WHAT WE'RE DOING. WE'RE PROTECTING THE MUNICIPALITY BY HAVING THEM DO IT.
YOU'RE TALKING, COUNCILLOR TURNER, ABOUT PEOPLE THAT HAVE BEEN CHARGED WITH DECEIT.
THAT SHOULD COME UP IN A CRIMINAL CHECK.
IF THERE ARE OFFENSES, THAT WOULD STOP THEM FROM BEING BONDABLE.
BUT VIRTUALLY THIS IS A JOB APPLICATION FOR A VOLUNTEER TO PROTECT THE MUNICIPALITY AND STAFF ARE GOING TO READ THAT AND GO THROUGH AND DECIDE WHETHER OR NOT THEY'RE GOING TO TAKE THIS VOLUNTEER AND PUT THEM IN A CERTAIN SITUATION.
THE POLICY DOESN'T REFERENCE THAT IN ANY WAY, SHAPE OR FORM.
IT JUST STATES THAT THEY MUST DO THE CHECKS.
AND I DON'T HAVE A PROBLEM WITH THAT BECAUSE THEY HAVE TO BE VETTED.
SO I DON'T HAVE A PROBLEM WITH THIS MOVING FORWARD THE WAY THAT IT IS.
AGAIN, MY ONLY ISSUE IS I WOULD HAVE LIKED THE VOLUNTEERS TO BE ABLE TO AT LEAST HAVE A GO AT IT AND DO SOMETHING IF THERE MAY BE MORE IN HERE THAT SOME OF THE VOLUNTEERS ARE INTERESTED IN HAVING. AND THAT'S MY CONCERN IS TO PROTECT THEM AS WELL.
WE COULD HAVE PUT IT INTO A PLACE, PUT IT INTO EFFECT LATER.
THE MAJORITY OF COUNCIL WANTS TO MOVE FORWARD AND DO IT IMMEDIATELY.
I DON'T HAVE AN ISSUE WITH THE WAY THAT IT'S WRITTEN.
STAFF HAVE TO DO MORE DUE DILIGENCE BASED ON THE WAY THAT IT IS, IS MY ONLY ISSUE.
ANY FURTHER QUESTIONS OR COMMENTS? AS AMENDED THEN ALL IN FAVOR? THAT'S CARRIED. THANK YOU.
7.3. REPORT TO THE DIRECTOR OF FINANCE AND TREASURY RE 2022 BUDGET ONTARIO REGULATION 284/09 RECOMMENDATION.
CAN I HAVE A MOVER PLEASE? MOVED BY COUNCILLOR FINAMORE SECOND BY COUNCILLOR PATRIE AND MS. SONNENBURG IF YOU WOULD PLEASE.
GOOD EVENING THROUGH YOU YOUR WORSHIP.
THIS IS ANOTHER STEP IN CLOSING THE BUDGET PROCESS FOR 2022 ONTARIO REGULATION 284/09.
PERMITS MUNICIPALITIES TO EXCLUDE AMORTIZATION AND NON-CASH EXPENDITURES FROM THEIR BUDGET PROCESS.
[00:20:05]
AND PREPARATION OF FINANCIAL STATEMENTS.SO THIS IS A CLOSURE OF THE 2022 BUDGET PROCESS NOW THAT WE'VE PUT THAT TO BED.
THIS DISCLOSES THE AMOUNT OF AMORTIZATION THAT'S EXPECTED FOR 2022, A GAIN NON-CASH.
ATTACHED ARE TWO SCHEDULES A AND B WHICH ARE NON-CASH DO NOT AFFECT THE LEVY AND ALLOW THE ANALYSIS OF THE ESTIMATED IMPACT OF THE EXCLUSION OF THESE EXPENSES.
THIS SHOULD SOMEWHAT BRING TO LIGHT ONE PIECE OF INFORMATION, AND THAT IS THAT THE AMORTIZATION THAT IS CALCULATED ANNUALLY, ALTHOUGH NON-CASH AT SOME POINT IN TIME, WE SHOULD CONSIDER THAT TO BE REFLECTIVE OF OUR CONTRIBUTION RESERVES.
SO AGAIN, AS WE MOVE THROUGH FINALIZING THE 2021 FINANCIAL STATEMENTS, WHICH SHOULD BE DONE IN THE NEAR FUTURE, AND THEN ANOTHER LOOK AT THE RESERVES, WE'D LIKE TO ALSO CONSIDER HOW MUCH IS PUTTING IS BEING SET AND AMORTIZED ANNUALLY.
IT'S A REFLECTION OF THE DEGRADATION OF OUR ASSETS AS A CITY.
THERE IS NO IMPACT TO THE FINANCES FOR THE CITY AT THIS TIME.
THESE ARE NON-CASH TRANSACTIONS.
IT CAN COULD BE CONSIDERED FINANCIAL IMPACT WHEN WE CONSIDER THE LONG TERM, LONG TERM FINANCING OF CAPITAL PROJECTS, TO KEEP THAT IN THE BACK OF OUR MINDS THAT WE NEED TO BE CONTINUING TO CONTRIBUTE TO THESE RESERVES.
SO SCHEDULE A REPRESENTS THE GENERAL MUNICIPAL BUDGET FOR WITH A HISTORY OF UNFUNDED EXPENSES FROM 18 THROUGH 22 AND SCHEDULE B IS SEPARATED WITH THE USER PAY BUDGET PER THE ONTARIO CLEAN WATER ACT.
THANK YOU. ANY QUESTIONS FOR MEMBERS OF COUNCIL? NO. SEEING NONE I'LL CALL FOR THE VOTE THEN, OH COUNCILOR TURNER.
MS. SONNENBURG. JUST WANT TO GO BACK TO THE AMORTIZATION EXPENSE AND CURRENT CAPITAL EXPENDITURES.
YOU LISTED THE AVERAGE ANNUAL AMORTIZATION EXPENSE AT APPROXIMATELY $2 MILLION, AND OUR AVERAGE INVESTMENT IN CAPITAL THAT'S TRANSFERS TO CAPITAL RESERVES IS APPROXIMATELY $3.5 MILLION.
SO AMORTIZATION EXPENSE IF I READ THIS RIGHT.
WHEN WE PUT MONEY AGAINST THAT AMORTIZATION THAT'S OCCURRED IN THE PAST YEAR, THAT MONEY WOULD GO INTO CAPITAL RESERVES.
THIS IS A CALCULATION THAT IS DETERMINED.
FOR EXAMPLE, WE REPAIR OR BUILD A BRAND NEW ROAD.
WE HAVE AN EXPECTATION THAT THAT ROAD WILL LAST FOR 40 YEARS.
THAT IS JUST A PART OF OUR TANGIBLE CAPITAL ASSET POLICY.
SO WE TAKE THE AMOUNT OF THAT ROAD AND WE AMORTIZE THAT OVER 40 YEARS.
IT'S SIMPLY JUST A TRACKING OF THE DEGRADATION OF ASSETS.
I UNDERSTAND THAT THE THANK YOU.
BUT YOU MADE A POINT OF SAYING, POINTING OUT THE DIFFERENCE OF $1.45 MILLION BETWEEN AMORTIZATION AND WHAT WE PUT INTO CAPITAL RESERVES.
AND THEN YOU SPOKE OF FULLY FUNDING THE AMORTIZATION AS A CURRENT EXPENSE.
DO WE NOT ATTEMPT TO DO THAT ALREADY? I DON'T THINK I UNDERSTAND YOUR QUESTION.
WELL, LIKE I'M READING YOUR OWN LINE HERE.
THE AVERAGE DIFFERENCE BETWEEN THESE TWO IS APPROXIMATELY $1.45 MILLION.
THAT IS, IF THE CITY WERE TO FULLY FUND AMORTIZATION AS A CURRENT EXPENSE, THE TAX LEVY WOULD HAVE TO BE INCREASED BY $1.45 MILLION PER YEAR. SO WHAT I'M ASKING IS, DO WE NOT SET MONEY ASIDE BECAUSE OF THE AMORTIZATION OR THE KNOWLEDGE THAT WE HAVE, THAT EVENTUALLY THAT BUILDING WILL DEGRADE TO ZERO VALUE AND HAVE TO BE REPLACED?
[00:25:10]
ARE WE NOT PUTTING ANY MONEY ASIDE FOR THAT? NO, WE'RE NOT.AND WE LOOK AT WHAT THE AMORTIZED EXPENSE OF IT WOULD BE ON AN ANNUAL BASIS.
ON AN ANNUAL BASIS, WE'RE AMORTIZING APPROXIMATELY $2 MILLION ANNUALLY.
AND IF WE WERE TO FUND IT, THEN THE INCREASED CONTRIBUTION TO RESERVES WOULD BE THAT $2 MILLION.
WE'RE NOT REQUIRED TO FUND THAT.
I DON'T THINK I CAN ANSWER YOUR QUESTION THE WAY THAT YOU'RE READING THIS.
IT SOUNDS LIKE WE'LL HAVE TO TAKE THIS ONE OFFLINE BECAUSE WE'LL DO THAT.
IF THERE'S NO OTHER QUESTIONS, CALL FOR A VOTE, THEN ALL IN FAVOR? AND THIS IS CARRIED. THANK YOU.
7.4 REPORT OF THE DIRECTOR OF FINANCE AND TREASURY 2022 PROPERTY TAX POLICY RATES AND LEVY RE 2022 PROPERTY TAX POLICY RATES AND LEVY RECOMMENDATION THAT THE REPORT OF THE DIRECTOR OF FINANCE AND TREASURY RE 2022 PROPERTY TAX POLICY RATES AND LEVY BE RECEIVED, AND THAT THE TAX RATIOS OUTLINED IN THIS REPORT BE INCLUDED IN THE APPROPRIATE BYLAW TO LEVY AND COLLECT PROPERTY TAXES FOR THE 2022 TAXATION YEAR, AND THAT THE PROPORTIONAL SPLIT BETWEEN THE GENERAL MUNICIPAL AND URBAN SERVICE AREA LEVIES BE MAINTAINED AT THE SAME LEVEL AS 2021.
MOVED BY COUNCILLOR PATRIE SECOND BY COUNCILLOR MANN, MS. SONNENBURG. SO MAYBE THIS IS THE END OF THE 2022 BUDGET.
ONE OF THE DISCUSSIONS THAT'S BEEN HAD AT MANY TABLES WITH TREASURERS ACROSS THE PROVINCE IS THE IDEA THAT WE WOULD TAKE A CLOSE LOOK AT THE RATIO BETWEEN RESIDENTIAL.
REALTY CLASS AND THE MULTI RESIDENTIAL CLASS, ALL NEW MULTI RESIDENTIAL CLASSES AS THEY ARE ADDED TO THE TAX ROLL ARE ADDED WITH A STATUS VALUE OF ONE AS A MULTIPLIER.
HISTORICAL MULTI RESIDENTIAL PROPERTIES HAVE A DIFFERENTIAL AND THAT HAS BEEN SIMPLY THE WAY THAT THE TAX POLICY HAS BEEN WRITTEN AND HOW HISTORICAL MULTI RES PROPERTIES HAVE BEEN CLASSIFIED.
NEW MULTI PROPERTIES ARE COMING ONTO THE ROLL WITH A VALUATION OF ONE.
AS WE MOVED THROUGH THE BOTH LARGE DOCUMENTS ON TAX POLICY, WE SEE THAT ONE OF THE THINGS THAT IS BEING ENCOURAGED FOR MANY MUNICIPALITIES IS TO CLOSE THE GAP BETWEEN RESIDENTIAL AND MULTI RESIDENTIAL PROPERTIES.
THIS WILL ASSIST EQUITY IN TAXATION AS WE MOVE TOWARDS THE UPCOMING 2024 REASSESSMENT FROM IMPACT.
AT THIS TIME WE ARE BEING TOLD THAT WE WILL NOT SEE THAT REASSESSMENT UNTIL 2024.
A COMPLETE ANALYSIS OF HOW THAT WOULD IMPACT PROPERTIES HAS BEEN DONE.
BUT I REALLY WANTED TO BRING IT FORWARD TO YOU TO EXPLAIN THAT WE COULD POTENTIALLY REDUCE THE ONUS OF TAXATION, THE BALANCE OF TAXATION, IF YOU WILL, TO THE MULTI RESIDENTIAL CLASS.
SO THERE'S TWO SCENARIOS THAT ROLL THROUGH THE 2022 TAX LEVY AND TAX POLICY SENSITIVITY ANALYSIS.
ONE OF THEM IS THE STATUS QUO POLICY MODEL, WHICH HAS NO CHANGES TO STRUCTURE.
AND SCENARIO TWO IS BASED ON REDUCING THE TAX RATIO FOR MULTI RESIDENTIAL CLASSES.
BASED ON THE ANALYSIS AND THE PRESSURES THAT ARE BEING FELT UNDER THE RESIDENTIAL CLASSES AT THIS MOMENT IN TIME, I DO NOT BELIEVE THAT IT IS RECOMMENDED. I DO NOT RECOMMEND THAT WE DO ANYTHING WITH THE MULTI RESIDENTIAL CLASS.
[00:30:06]
THAT OF THE RESIDENTIAL RATES HAVE A RESIDENTIAL MULTI RESIDENTIAL RATE OF TWO OR THREE TIMES MORE THAN THAT OF RESIDENTIAL RATE.AND THE CURRENT ASSESSMENT VALUE ON MULTI RESIDENTIAL PROPERTIES IS STILL STATUS QUO CIRCA 2016.
SO THE DELTA BETWEEN THE TWO IS REASONABLE.
UNDER SCENARIO TWO, WE WOULD HAVE A HIGHER BURDEN PLACED ON RESIDENTIAL TAX ROLLS AND AT THIS TIME BASED ON THE APPROVED BUDGET. AT OVER 3%, IT IS NOT RECOMMENDED TO CHANGE THAT MULTI RESIDENTIAL RATE. BUT FOR DECISION MAKING PURPOSES, I'VE BROUGHT IT FORWARD AS ONE THING THAT WE COULD DO, HOWEVER, TO SHIFT THE BALANCE OF TAXATION FROM MULTI RES BUT IT WOULD BE SHIFTED ONTO RESIDENTIAL SERVICES.
SO THIS REPORT TAKES A LOOK AT WHAT THE BALANCE OF TAXATION IS ACROSS ALL ZONES AND CLASSES RESIDENTIAL, MULTI RESIDENTIAL, COMMERCIAL, INDUSTRIAL PIPELINE AND THE URBAN.
IT IS RECOMMENDED THAT WE SUSTAIN OUR USA OR URBAN SERVICE AREA SURCHARGE WITH A SEVEN AND ONE HALF PERCENT SPLIT, WITH THE GENERAL HAVING 92 AND ONE HALF PERCENT. IF THERE'S ANY QUESTIONS, I WILL HOPEFULLY ANSWER THEM.
SEEING NONE, I'LL CALL FOR THE VOTE THEN.
7.5 REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT.
EXTENSION OF CLOSING DATE FOR 80 DIEPPE AVE RECOMMENDATION OF THE REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT BE RECEIVED AND THAT COUNCIL APPROVE THE EXTENSION OF THE CLOSING DATE FOR 80 DIEPPE AVENUE TO OCTOBER 24TH, 2022.
CAN I HAVE A MOVER PLEASE? MOVED BY COUNCILLOR PEARCE SECOND BY COUNCILLOR PATRIE MR. ANTUNES. GOOD EVENING, YOUR WORSHIP.
GOOD EVENING, MEMBERS OF COUNCIL.
THANKS FOR THE OPPORTUNITY AS ALWAYS.
FAIRLY SIMPLE REPORT COMING FORWARD.
IQBAL ESTATES, WHO COUNCIL MAY RECALL PURCHASED BOTH [INAUDIBLE] THE ALL NATIONS [INAUDIBLE] PROPERTY AND 80 DIEPPE HAS REACHED OUT TO THE MUNICIPALITY TO EXTEND THEIR CLOSING DATE.
INITIALLY, THE AGREEMENT PURCHASE AND SALE LISTED THE CLOSING DATE IS JULY 25TH AS TO ALLOW TIME FOR THE OWNER TO REZONE THE LOT FOR RESIDENTIAL DEVELOPMENT EXCUSE ME, AS IT'S CURRENTLY ZONED C3.
THE REZONING APPLICATION THROUGH THE MUNICIPALITY REQUIRES DRAWINGS TO BE DONE.
THE PROPONENT IS DESIGNING A MULTI-UNIT RESIDENTIAL BUILDING, SO IT'S NOT A SIMPLISTIC DRAWING.
HE WANTS TO DRAW IT AS CLOSE AS POSSIBLE TO THE FINAL DESIGN.
HE NEEDS A FULL SURVEY OF THE PROPERTY, A CURRENT SURVEY OF THE PROPERTY TO DO SO.
STAFF HAVE ALSO SEEN THROUGH OTHER FIRMS THAT PROVIDE SURVEYS THAT THERE IS A LONG DELAY.
WE SAW THAT WITH OUR FOX DRIVE PROJECT, THE DELAY IN GETTING A SURVEY, THE ORGANIZATIONS HE'S REACHED OUT TO SEVERAL BOTH LOCAL AND OUTSIDE OF THE MUNICIPALITY, AND HE IS SEEING ABOUT A 60 TO 90 DAY DELAY IN GETTING A SURVEY DONE.
SO HE'S TURNED AROUND ESSENTIALLY, AS YOU CAN SEE IN THE ANALYSIS, THERE IS THE EMAIL THAT WAS SENT BY THE PROPONENT SIMPLY ASKING TO EXTEND THE CLOSING DATE BY THE 69 TO 90 DAYS TO ENSURE THAT HE HAS ADEQUATE TIME TO GET A SURVEY DONE AND OF COURSE, SUBMIT THAT TO OUR CLERK'S OFFICE.
SO HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.
THANK YOU. 7.6 MEMO FROM THE CHIEF ADMINISTRATIVE OFFICER POTENTIAL LAND ACQUISITION BY THE MUNICIPALITY AS THIS MATTER DEALS WITH A PROPOSED OR PENDING ACQUISITION OF LAND BY THE MUNICIPALITY MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 239 2C OF THE MUNICIPAL ACT.
CAN I HAVE A MOVER TO PUT THIS IN CLOSED.
MOVED BY COUNCILLOR FINAMORE SECOND BY COUNCILOR TURNER.
QUESTIONS, QUALMS QUERIES? COUNCILLOR PATRIE. AFTER READING THE REPORT.
[00:35:01]
I DON'T THINK THAT THIS SHOULD BE GOING INTO CLOSED SESSION.THERE'S A LOT MORE INVOLVED TO THIS THAT IS VERY PERTINENT TO THE MEMBERS OF THIS MUNICIPALITY AS OPPOSED TO JUST THE POTENTIAL OF AN ACQUISITION. THIS HAS TO DO WITH CHANGING SOMETHING THAT WE'VE BEEN WORKING ON FOR YEARS AND COMPLETELY CHANGING THE WAY THAT COUNCIL HAS GIVEN DIRECTION TO DO SOMETHING.
I DON'T THINK THAT THIS THAT WAS ALL DONE IN OPEN SESSION.
I DON'T THINK THAT THIS SHOULD BE BROUGHT INTO CLOSED SESSION.
I DON'T WANT TO EVEN SAY WHAT IT IS.
BUT THIS SHOULD BE DISCUSSED AND OPEN.
I'LL ELABORATE IF WE CAN DISCUSS IT IN OPEN.
BUT I DON'T THINK THAT WHAT IS IN THIS REPORT SHOULD BE DISCUSSED IN CLOSED SESSION.
IT'S JUST TOO DETRIMENTAL TO THE TAXPAYERS OF THIS MUNICIPALITY WHO PRETTY MUCH HAVE GIVEN US DIRECTION AS TO THE WAY THAT WE'VE BEEN DOING THIS, THAT THEY WERE PLEASED WITH IT. I DON'T WANT TO BE CHANGING OUR GAME THIS LATE AT THIS STAGE.
ANY OTHER QUESTIONS, COMMENTS, CONCERNS? I'LL DO A ROLL CALL TO PUT THIS IN CLOSED SESSION THEN.
COUNCILLOR FINAMORE, IN FAVOR.
COUNCILLOR PATRIE, ADAMANTLY OPPOSED.
7.7 MEMO FROM MAYOR MARCHISELLA RE CAO ANNUAL PERFORMANCE EVALUATION AS THIS MATTER DEALS WITH PERSONAL INFORMATION ABOUT IDENTIFIABLE INDIVIDUALS. IT MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 239 2B OF THE MUNICIPAL ACT.
MOVER TO PUT THIS IN CLOSED SESSION.
SECOND BY COUNCILLOR PEARCE AGAIN.
ANY QUESTIONS, QUALMS, QUERIES? COUNCILLOR PATRIE. THANK YOU, YOUR WORSHIP THROUGH YOU.
I'D LIKE TO PUT A MOTION ON THE FLOOR TO DEFER THIS.
I'D LIKE TO DEFER IT UNTIL THE SECOND MEETING IN JULY.
THERE ARE MEMBERS OF THIS COUNCIL THAT DIDN'T DO THE DOCUMENTATION REQUIRED BECAUSE WE'RE NOT ALL IN AGREEMENT WITH THE WAY THAT THIS SHOULD BE DONE.
I BELIEVE THERE'S ALSO ISSUES OF THE WAY THAT IT WAS CALCULATED IN THERE.
I THINK THAT WE SHOULD BE ABLE TO HAVE FULL INPUT FROM ALL MEMBERS OF COUNCIL IN DOING THIS.
THIS SHOULDN'T BE A 50/50 SPLIT OF COUNCIL TO BE ABLE TO DO THIS.
I THINK IT'S UNFAIR TO THE PROPONENT.
SO I THINK THAT WE SHOULD CHANGE OUR PROCESS AND HOW WE'RE DOING THIS AND FOLLOW WITH WHAT THE COMMENTS HAVE BEEN SAID WITH SOME MEMBERS OF THE COUNCIL.
AND I THINK THAT WE SHOULD JUST DEFER THIS TILL JULY AND DO THIS IN A DIFFERENT FASHION.
OKAY. THERE'S A MOTION ON THE TABLE TO DEFER [INAUDIBLE] THE SECOND MEETING IN JULY.
IS THERE A SECONDER FOR THAT MOTION? COUNCILLOR MANN SECONDING THE MOTION TO DEFER.
I DO PERSONALLY AGREE THAT I'D LIKE TO CHANGE HOW IT'S DONE UP.
MIND YOU, I BELIEVE THIS IS UNFAIR TO THE CAO.
THIS IS SOMETHING THAT SHOULD HAVE BEEN DONE JANUARY.
WE WAITED TILL THE BUDGET PERIOD WAS OVER TO GET INTO THIS.
THAT'S NOT MR. GAGNON'S FAULT.
THAT BEING SAID, EVERYONE'S HAD THREE WEEKS TO UNDERTAKE THIS TASK.
I'VE HAD FOUR MEMBERS OF COUNCIL, THE MAJORITY OF COUNCIL RETURN THE EVALUATION COMPLETED PROPERLY.
THEREFORE, I DON'T THINK MR. GAGNON'S SHOULD HAVE TO WAIT ANOTHER MONTH AND A HALF TO GO THROUGH THE PROCESS.
COUNCILLOR PATRIE. JUST FOR CLARIFICATION, YOUR WORSHIP THERE HAVE BEEN COMMENTS SINCE THE BEGINNING OF JANUARY BY MEMBERS OF THIS COUNCIL THAT WE DIDN'T LIKE THE PROCESS, THAT HOW IT WAS BEING DONE.
I DON'T THINK IT WAS TARDINESS OR ILL ILLUSION THAT THEY WEREN'T DONE.
IT WAS THERE'S AN ISSUE WITH THE PROCESS.
AND WITH ALL DUE RESPECT TO MR. GAGNON, IF WE DO THIS TONIGHT OR WE DO IT IN JULY, IT DOESN'T CHANGE THE OUTCOME.
THE PERFORMANCE REVIEW WILL STILL BE THE PERFORMANCE REVIEW.
ANY OTHER QUESTIONS? COMMENTS? COUNCILLOR FINAMORE THANK YOU, YOUR WORSHIP.
I DON'T WANT THE PUBLIC TO THINK THAT THIS IS AN ISSUE WITH OUR CAO.
I DID CONTRIBUTE TO THE TO THE EQUATION THIS TIME BECAUSE I DIDN'T WANT TO BE EXCLUDED.
BUT I DO AGREE THAT I DON'T LIKE THIS PROCESS AT ALL.
AT THIS POINT BECAUSE WE STARTED THE PROCESS.
[00:40:08]
WE COMPLETE IT NOW, THEN THAT GIVES HR AND COUNCIL TIME TILL JANUARY TO COME UP WITH A DIFFERENT METHOD OF DOING IT WITH.ALTHOUGH I DON'T KNOW HOW YOU DO IT IN JANUARY WITH A NEW COUNCIL THAT'S BEEN IN FOR A MONTH.
I'M KIND OF TOSSED BETWEEN ONE AND THE OTHER.
I THINK THAT THE JOB THAT THE CAO DOES IS FAR TOO IMPORTANT TO NOT DO IT PROPERLY.
YEAH. I THINK I WOULD AGREE WITH EVERYTHING THAT COUNCILLOR FINAMORE HAS SAID.
WE'VE DONE MAJOR EVALUATIONS FOR EMPLOYEES.
NOBODY CAME AND ASKED US WHAT WE WOULD LIKE TO DO, WHICH WOULD HAVE MADE IT A HECK OF A LOT BETTER.
I'M JUST CURIOUS, THOUGH, WHY COUNCILLOR PATRIE WHY YOU WANT TO WHY YOU CHOSE JULY? I MEAN, IS THERE A SPECIFIC REASON FOR THAT OR.
COUNCILLOR PATRIE IF I MAY YOUR WORSHIP I DON'T WANT IT TO GO TOO LONG.
I WANT THE MAYOR TO HAVE TIME TO SIT WITH STAFF AND SPEAK WITH US ALL AND GET THIS PROCESS.
I'D BE HAPPY TO DO IT IN TWO WEEKS.
THERE'S NO TIME TO DO IT IN TWO WEEKS.
WITH ALL DUE RESPECT TO EVERYBODY, IF THE MAYOR, IF WE CAN GET THIS PUT TOGETHER AND SAY, OKAY, WE'RE GOING TO CHANGE THIS POLICY AND WE'RE GOING TO DO THIS AND WE'VE GOT TO GET IN FRONT OF COUNCIL AT THE NEXT MEETING.
SO THIS IS GOING TO BE THE NEW PROCESS IF WE NEED TO APPROVE IT AS A COUNCIL.
I JUST WANTED TIME TO DO THAT, BUT I DON'T WANT IT TO WAIT ANY LONGER THAN JULY.
I'M ALL OF YOU GUYS KNOW I'VE BEEN FIGHTING FOR THIS SINCE JANUARY, SO ME ASKING FOR THE DEFERRAL IS ABSOLUTELY IT'S I AGREE. IT'S UNFAIR.
OUR CAO SHOULD HAVE HAD THIS EVALUATION AT THE BEGINNING OF THE YEAR.
THIS SHOULD BE AN ANNUAL EVENT DONE IN JANUARY EVERY YEAR.
IT'S JUST NOT FAIR TO HIM TO BE WAITING THIS LONG.
WE ALL AGREE THAT IT'S FLAWED.
LET'S GIVE EVERYBODY A COUPLE OF WEEKS TO GET THIS FIGURED OUT.
IT'S NOT VERY FAR LONG, VERY FAR TIME FRAME.
THE ISSUE IS WE ONLY MEET EVERY TWO WEEKS.
WELL, PERSONALLY, I'D RECOMMEND THAT WE WE FOLLOW THROUGH AND COMPLETE THE EVALUATION AND HAVE SOME POSSIBLE DIFFERENT POLICIES TO WORK WITH BROUGHT TO A FUTURE FINANCE AND ADMIN MEETING.
AND I THINK COUNCILLOR MANN WOULD BE ABLE TO CONTRIBUTE TO THAT QUITE A BIT.
WE TRY TO BE TIMELY AND FAIR ABOUT IT, SO POSSIBLY SIMPLIFYING THE PROCESS, BUT REALISTICALLY, SOMETHING NEEDS TO BE DONE FOR HR. AND AGAIN, MR. GAGNON'S BEEN WORKING HIS BUTT OFF FOR THE LAST FEW YEARS AND DESERVES TO HAVE HIS EVALUATION COMPLETED.
YEAH, I THINK IT'S NOT A BAD IDEA.
I'D LIKE TO PROCEED WITH IT THE WAY IT IS, OUT OF FAIRNESS TO MR. GAGNON. HOWEVER, I WOULD LIKE SOMETHING SPECIFICALLY PUT TOGETHER THAT MAYBE WE CAN BRING TO FINANCE AND MEANT THAT WE CAN TALK ABOUT.
SO IF THERE'S A NEW POLICY IN PLACE GOING FORWARD TO MAKE SURE THAT WE DON'T GO THROUGH THIS AGAIN OR THE NEXT COUNCIL DOESN'T GO THROUGH THIS AGAIN, BECAUSE I THINK THIS IS A VERY, VERY FLAWED PROCESS.
THERE'S NO IT'S NOT FAIR TO MR. GAGNON. IT'S NOT FAIR TO THE MEMBERS OF THIS COUNCIL.
AND I DON'T THINK IT'S FAIR TO THE MEMBERS OF THE CITY OF ELLIOT LAKE.
SO BUT AGAIN, WE'RE NOW ALMOST JULY, AND I THINK ENOUGH IS ENOUGH.
LET'S MOVE ON AND BUT LET'S FIND A BETTER WAY TO GO FORWARD.
THE PROCESS IS THE EVALUATION, HOW WE REACH THAT IS THROUGH THIS FORMAT THAT WE'VE USED THAT SEEMS TO BE WHAT EVERYBODY OBJECTS TO IS THE ACTUAL FORMAT.
[00:45:08]
NOW WE HAVE HR STAFF PERHAPS CAN HELP US IN FUTURE EVALUATIONS.WE HAVE DELAYED THIS FOR THE LAST SIX MONTHS.
I DON'T THINK WE SHOULD BE DELAYING IT ANY LONGER.
MEMBERS HAVE HAD THE OPPORTUNITY TO CONTRIBUTE TO THE EVALUATION AND IN THE HUNDREDS OF PERFORMANCE EVALUATIONS THAT HAVE DONE IN GOVERNMENT AND ELSEWHERE, I'VE ALWAYS FOUND THAT NONE OF THEM ARE PERFECT. YOU CAN'T HIT BULL'S EYES WITH EVERY BOX THAT YOU COULD POSSIBLY CHECK.
YOU HAVE TO HAVE NARRATIVE COMMENTARY TO EXPAND ON IT.
WHAT WE'VE DONE IN THIS PARTICULAR EVALUATION IS INCREDIBLY IN-DEPTH.
I THINK IT'S IN SOME CASES TOO FAR BECAUSE I DOUBT MANY OF US WOULD HAVE HAD THE CHANCE TO OBSERVE PERFORMANCE IN MANY OF THOSE AREAS THAT WE WERE ASKED TO SCORE IN.
ABSOLUTELY. NO QUESTION ABOUT THAT.
I JUST DON'T WANT IT DELAYED BECAUSE I THINK IT'S UNFAIR TO OUR EMPLOYEE.
AND ESSENTIALLY, COUNCIL ONLY HAS ONE AND I THINK WE CAN DO BETTER NEXT TIME.
THAT'S WHAT WE SAID THE LAST TIME WE DID THIS AND IT WASN'T FIXED.
THAT'S WHY I WANT TO DEFER IT, BECAUSE IT'S NOT GOING TO GET FIXED AGAIN.
IT'S JUST GOING TO BE THE SAME FORM LETTER THAT WE USED.
IT'S GOING TO BE THE SAME CALCULATIONS THAT ARE NOT DONE CORRECTLY.
SO WE GAVE DIRECTION LAST TIME.
WE DIDN'T CHANGE IT. SO THAT'S WHY I WANT TO DO THE DEFERRALS AND MAKE US CHANGE IT AND NOT JUST SAY, WELL, YEAH, WE WANT TO SAY THAT WE'RE GOING TO DO IT BECAUSE WE SAID THAT LAST TIME. ROLL CALL VOTE ON THE DEFERRAL.
COUNCILLOR FINAMORE, IN FAVOR.
ROLL CALL VOTE TO GO IN CLOSED SESSION.
IF WE OPPOSE IT, IT MEANS WE DO IT IN OPEN.
FAVOR. OKAY COUNCILLOR PEARCE, IN FAVOR.
I'M IN FAVOR. THAT'S CARRIED TO CLOSED.
[8. PRESENTATION OF COMMITTEE REPORTS]
8 PRESENTATION OF COMMITTEE REPORTS 8.1 A REPORT FROM THE DEPUTY CLERK AND ACCESSIBILITY COORDINATOR RE SIDEWALK LEASE FOR PEDESTRIAN ACCESS RAMP RENAISSANCE ACTIVE LIVING CENTRE.AND I'LL HAND THIS OVER TO COUNCILLOR PEARCE TO READ THE RESOLUTION.
AND THE RECOMMENDATION IS THAT THE REPORT FROM THE DEPUTY CLERK AND ACCESSIBILITY COORDINATOR BE RECEIVED AND THE COUNCIL ENTER INTO A LEASE AGREEMENT WITH THE RENAISSANCE ACTIVE LIVING CENTRE FOR THE PURPOSES OF INSTALLING A BARRIER FREE ACCESS RAMP AT 2 VETERANS WAY AND THAT THE APPROPRIATE BYLAW BE PASSED AND I SO MOVE.
ANY ADDITIONAL INFORMATION YOU WANT TO ADD, COUNCILOR? I'LL PASS THAT OVER TO THE DEPUTY CLERK AND ACCESSIBILITY COORDINATOR.
ALL RIGHT. THANK YOU, COUNCILLOR THROUGH YOUR WORSHIP.
I'M JUST GOING TO GIVE A LITTLE BIT OF A FURTHER RECAP.
SO THE RENAISSANCE ACTIVE LIVING CENTRE HAS SUBMITTED THEIR LETTER OF INTENT AS OF MAY 19, 2022, REQUESTING A LEASE AGREEMENT WITH THE CITY OF ELLIOT LAKE IN ORDER TO UPGRADE THEIR DISABILITY ENTRANCE.
THE LEASE AGREEMENT REQUEST IS APPROXIMATELY 55 SQUARE FOOTAGE OF THE CITY SIDEWALK LOCATED ON MANITOBA ROAD, AS PER THE REQUEST TO LEASE MUNICIPALITY PROPERTY. THE POLICY DOES STATE THAT LOCAL BUSINESSES REQUESTING TO LEASE MUNICIPAL PROPERTY FOR THE PURPOSES OF A PERMANENT ACCESS RAMP TO FACILITATE
[00:50:09]
ACCESS FOR PERSONS WITH DISABILITIES, SHALL BE CHARGED A NOMINAL FEE OF $2.THE BUSINESS HAS PROVIDED A CERTIFICATE OF INSURANCE, NAMING THE CITY AS CO INSURED, SO IT IS RECOMMENDED THAT COUNCIL APPROVE THE ATTACHED LEASE AGREEMENT AND THAT THE APPROPRIATE BYLAW BE PASSED.
I'M VERY HAPPY THAT THEY'RE MOVING AHEAD ON THIS AND THEY HAVE BEEN WORKING VERY DILIGENTLY WITH THE CLERK'S OFFICE TO MAKE SURE THAT ALL THE I'S ARE DOTTED AND THE T'S ARE CROSSED.
AND I STRONGLY RECOMMEND APPROVAL.
THANK YOU. THANK YOU. BE NICE TO SEE MORE OF THIS THROUGH THE COMMUNITY FOR SURE.
ANY OTHER QUESTIONS? COMMENTS? COUNCILLOR PATRIE. THANK YOU.
I KNOW THEY'VE BEEN WORKING DILIGENTLY WITH THAT.
DO WE KNOW IF THEY WILL BE ABLE TO GET TO GET THIS UNDER CONSTRUCTION THIS YEAR? YES, VERY SIMPLE ANSWER.
BUT YEAH, THEY'VE ALREADY CONTRACTED.
READY TO GO. ANY OTHER QUESTIONS? COMMENTS? IF NOT THEN I'LL CALL FOR THE VOTE THEN.
THANK YOU. 8.2 REPORT FROM THE DIRECTOR OF CLARKSON PLANNING SERVICES RE SIDEWALK LEASE RENEWAL, ELLIOT LAKE MEATS AND DELI COUNCILLOR PEARCE. ONCE AGAIN, THANK YOU FOR WORSHIP.
THIS IS A BIT OF A HOUSEKEEPING THING.
THE OBJECTIVE IS TO PROVIDE COUNCIL WITH INFORMATION REGARDING A LEASE AGREEMENT RENEWAL FOR A PORTION OF THE SIDEWALK AT 14 PRINCE EDWARD WALK AND THAT THE REPORT THE RECOMMENDATION IS THAT THE REPORT FROM THE DIRECTOR OF CLARKSON PLANNING BE RECEIVED AND THAT COUNCIL APPROVED THE LEASE AGREEMENT BETWEEN THE CITY OF ELLIOT LAKE AND ELLIOT LAKE MEATS AND DELI FOR A PORTION OF PRINCE EDWARD WALK FOR THE PURPOSE OF A SEASONAL OUTDOOR BARBECUE AND THAT THE APPROPRIATE BYLAW BE PASSED TO AFFECT THAT DECISION. AND I SO MOVE SECONDED BY COUNCILLOR MANN AND THAT WAS PRETTY CLEAR.
I DON'T KNOW IF WE NEED ANY ADDITIONAL INFORMATION.
IT'S PRETTY STRAIGHTFORWARD STUFF.
IT'S PRETTY MUCH HOUSEKEEPING KIND OF THING.
THANK YOU. ANY QUESTIONS? COMMENTS. SEEING COUNCILLOR FINAMORE.
THANK YOU. YOUR WORSHIP. JUST WANT TO REMIND THE BUSINESSES IN THE DOWNTOWN CORE THAT IF YOU'RE GOING TO USE UP CITY PROPERTY TO PUT UP TENTS OR TO DO ANY OF YOUR BUSINESS OUTSIDE ON THE SIDEWALK, YOU MUST COME FORWARD AND DO A LEASE AGREEMENT WITH THE CITY.
AS YOU CAN SEE, WE ENCOURAGE IT.
WE VERY SELDOM EVER SAY NO UNLESS IT'S A HAZARD TO THE TRAFFIC IN THE AREA.
AND WE JUST WANT TO ENCOURAGE THAT EVERYONE STAY WITHIN THE BYLAWS.
THANK YOU. CALL FOR THE VOTE NOW.
8.3 MEMO FROM THE ECONOMIC DEVELOPMENT MANAGER RE ACQUISITION OF PRIVATE LANDS AS THIS MATTER DEALS WITH A PROPOSED OR PENDING ACQUISITION OR DISPOSITION OF LAND BY THE MUNICIPALITY MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 239 2C OF THE MUNICIPAL ACT.
MOVER TO PUT THIS IN CLOSED SESSION.
MOVED BY COUNCILOR TURNER SECOND BY COUNCILLOR PEARCE.
QUESTIONS, QUALMS, QUERIES? COUNCILLOR PATRIE. SIMILAR TO THE MEETING I ATTENDED THE MEETING.
I DON'T HAVE A VOTE. I DON'T HAVE A SAY AT THE MEETING.
BUT THIS IS A REQUEST FOR DIRECTION FROM COUNCIL FOR STAFF TO GO OUT AND DO SOME WORK.
THERE ARE NO IDENTIFIABLE INVOLVED IN THIS REPORT.
I THINK THAT THIS MATTER SHOULD BE DEALT IN OPEN.
I THINK IT'S PRETTY STRAIGHTFORWARD.
WE SHOULD JUST BE GIVING THAT DIRECTION.
BUT I JUST DON'T WANT TO BE PUTTING THIS INTO CLOSED SESSION.
COUNCILOR TURNER. THANK YOU, YOUR WORSHIP.
[INAUDIBLE] CONTRARY TO BELIEF HERE THIS IS A POSSIBLE ACQUISITION OF AN IDENTIFIABLE PIECE OF PROPERTY OR PROPERTIES THAT I BELIEVE, IF DISCUSSED IN OPEN SESSION, WOULD EASILY IDENTIFY THE LOCATION AND ADDRESS THE PROPERTIES AND PUT THE CITY AT A DISADVANTAGE WHEN IT
[00:55:10]
COMES TO NEGOTIATING PRICE FOR THOSE PROPERTIES.I THINK THAT WE SHOULD GIVE DIRECTION TO STAFF, BUT DO SO IN CLOSE OR AFTER CLOSED SESSION AND IN CLOSED SESSION.
DISCUSS WHAT IT IS WE MIGHT BE WILLING TO PAY FOR THOSE PROPERTIES, GIVE STAFF DIRECTION AND AN UPSIDE LIMIT ON HOW MUCH THEY'RE ALLOWED TO CONSIDER IN THE NEGOTIATIONS AND THE TIME FRAME TO ACT IN.
THIS IS ALL TYPICAL, EXCUSE ME, REAL ESTATE NEGOTIATION.
AND IT'S NOT SOMETHING THAT'S DONE ON THE FRONT PAGE OF THE NEWSPAPER.
FOR CLARIFICATION YOUR WORSHIP THROUGH YOU.
THE REPORT IS ASKING WHETHER OR NOT WE'RE INTERESTED IN ALLOWING STAFF TO GO AND DO THAT HOMEWORK.
WHEN THE NEGOTIATIONS WERE TO COME FORWARD, THAT IS WHEN YOU WOULD BE HAVING TO HAVE THOSE DISCUSSIONS IN CLOSED SESSION BECAUSE YOU'RE GOING TO BE TALKING ABOUT THE MONETARY VALUE AS SOON AS YOU TELL STAFF THAT THEY CAN GO AHEAD AND START WORKING ON THIS.
THE PROPONENTS ARE GOING TO KNOW IT'S THE CITY.
WE'RE NOT SENDING THEM OUT THERE TO SAY, HI, I'M BILLY BLACK AND I'M INTERESTED.
I WANT TO KNOW IF YOU'RE INTERESTED IN SELLING.
THEY'RE ASKING FOR US TO GIVE THEM THAT DIRECTION.
THAT'S ALL THAT THAT REPORT SAYS.
SO THERE'S NO REASON THAT IN MY OPINION THAT IT SHOULD BE DISCUSSED IN CLOSED SESSION.
THERE'S NOTHING CONFIDENTIAL IN THERE.
YOUR WORSHIP CAN'T POSSIBLY GIVE DIRECTION TO STAFF, ASK THEM TO GO OUT, DEAL WITH THE CURRENT OWNERS OF THE PROPERTY AND NOT KNOW THAT THERE'S GOING TO BE A DISCUSSION, OR AT LEAST THE QUESTION OF HOW MUCH ARE YOU WILLING TO PAY? SO THAT IS THE END RESULT OF ANY DIRECTION WE'RE GOING TO GIVE TO STAFF.
SO HAVING THEM GO OUT APPARENTLY INVOLVED THEMSELVES IN SOME SORT OF NEGOTIATION, THEN COME BACK TO COUNCIL AND GO INTO CLOSED SESSION TO DISCUSS PRICE. IT'S JUST A WASTE OF AIR.
IF COUNCIL DECIDES THEY WANT THIS PROPERTY FOR THE WHAT I THINK ARE VERY GOOD REASONS, WE SHOULD MOVE QUICKLY AND WE SHOULD MOVE DILIGENTLY AND CONSIDER THE FACT THAT THERE'S MONIES INVOLVED AND WE DON'T WANT TO BE SPENDING ANY MORE THAN WE HAVE TO.
OKAY. THANK YOU. ANY OTHER DISCUSSION ON WHETHER OR NOT TO GO INTO CLOSED SESSION? PERSONALLY, I'M TORN BECAUSE I DON'T LIKE GOING INTO CLOSED SESSION.
BUT AT THE SAME TIME, I'M AFRAID IF WE GIVE DIRECTION OPENLY AND PROPERTY IS SLIPPED UP, THEN THAT MIGHT DESTROY OUR ABILITY TO NEGOTIATE.
COUNCILLOR FINAMORE, IN FAVOR.
I'M IN FAVOR. THAT'S CARRIED TO CLOSED.
THERE'S NO OUTSIDE BOARD OR COMMITTEE REPORTS.
[10. UNFINISHED BUSINESS]
10.1 COMMUNITY REC HUB UPDATE SHOULDN'T BE CALLED REC HUB ANYMORE.IT SHOULD BE PHASED IN OVER 20 YEARS.
APPROACH HUB AND ANYTHING NEW MR. GAGNON. HOWEVER YOU WANT TO CALL IT DOESN'T MATTER TO US.
WE WILL CONTINUE OUR LOBBYING.
NOTHING PARTICULARLY NEW OTHER THAN THE PROVINCIAL ELECTION.
THE NEW CABINET HASN'T BEEN NAMED YET.
BUT REGARDLESS, WE WILL MAKE DELEGATION REQUESTS FOR THE USUAL SUSPECTS AT THE ANNUAL CONFERENCE IN AUGUST AND HOPE BY THEN THAT PREMIER FORD HAS ANNOUNCED WHO THE CABINET MINISTERS WILL BE AND WE'LL PICK UP THE TRAIL FOR OUR ARENA FUNDING.
SO WE'LL PICK UP THE TRAIL WITH THE FORD GOVERNMENT IN THE NEAR FUTURE.
OKAY. THANK YOU, COUNCILLOR PATRIE.
I'D LIKE TO PUT A MOTION ON THE FLOOR TO REMOVE THAT FROM OUR UNFINISHED BUSINESS.
THIS COUNCIL HAS DECIDED THAT WE DON'T WANT IT TO BE A HUB.
STAFF CAN BRING IT BACK AT THAT TIME, BUT I WOULD LIKE TO GET THIS RECREATION HUB OFF OF OUR AGENDA.
[01:00:02]
SO I MOVE TO REMOVE THIS FROM OUR AGENDA.IS THERE A SECONDER TO REMOVE THAT AS A STANDING ITEM.
SECONDED BY COUNCILLOR PEARCE.
ANY DISCUSSION? CALL FOR THE VOTE, THEN. ALL IN FAVOR.
ROLL CALL. WE JUST FINISHED THE VOTE.
WITH ALL DUE RESPECT, YOUR WORSHIP, I CAN CALL IT AT ANY POINT.
COUNCILLOR FINAMORE, IN FAVOR.
I'M OPPOSED SO THAT'S CARRIED.
10.2 ARTS AND CULTURE HUB UPDATE STANDING ITEM.
YES. WELL, I WISH I HAD BETTER NEWS ON THIS ONE.
WE WERE JUST NOTIFIED VERY FEW HOURS AGO FROM THE FEDERAL GOVERNMENT THAT WE WERE NOT APPROVED FOR THE MULTIMILLION DOLLAR $21 MILLION GREEN AND INCLUSIVE COMMUNITY GRANT FUND.
SO WE HAVE YET TO ABSORB THAT INFORMATION.
THERE WAS VERY LITTLE INFORMATION IN THE IN THE LETTER AND THE DEAR JOHN LETTER.
SO WE WILL CIRCLE BACK AND TRY TO GLEAN MORE INFORMATION FROM THAT AS TO WHAT HAPPENED THERE.
BUT THE BOTTOM LINE IS OUR AND THAT WAS A 50% FUNDING FEDERAL ONLY NO PROVINCE FOR A NET CARBON ZERO BUILDING FOOTPRINT $21 MILLION DESIGN FOR THE HIGHWAY 108.
THAT HAS BEEN DECLINED BY THE FEDERAL GOVERNMENT.
SO NOW WE NEED TO REGROUP WITH OUR STAKEHOLDERS AND WITH OUR OWN STAFF AND TRY TO RE REGROUP WHAT THAT ARTS HUB, IF YOU WANT TO CALL IT THAT, WOULD LOOK LIKE GOING FORWARD.
SO WE'RE GOING TO NEED A LITTLE BIT OF TIME TO ABSORB WHAT IS IN THAT LETTER AND WHAT THAT MEANS FOR THE FUTURE OF THE ARTS AND CULTURE COMPONENTS THAT WE LOST FROM THE CIVIC CENTRE. WE STILL HAVE THE INSURANCE MONEY IN RESERVE, WE STILL HAVE THE MOVIE THEATER PROJECT, BUT WE'RE GOING TO NEED TO REGROUP AND COME UP WITH A PLAN B, OF COURSE, BECAUSE IT DOESN'T LOOK LIKE THE PLANNING OF A $20 MILLION BUILDING IS GOING TO HAPPEN.
DO WE STILL HAVE THE FUNDING OR HAVE WE PUT IN FUNDING APPLICATION FOR THE CULTURAL SPACES FUND? NO, WE WERE WAITING FOR THIS FUND.
WE ARE WAITING FOR AN ANSWER ON THIS FUND TO BE ABLE TO STACK CULTURAL SPACES.
I'M MAKING THAT ASSUMPTION, BUT IT WAS VERY COSTLY TO HAVE A NET CARBON ZERO.
SO WE CAN WE HAVE OPPORTUNITIES FOR GRANT FUNDING FOR THE ARTS AND CULTURAL HUB.
NOW THAT IT'S NOT ON THE TABLE, WE HAVE TO REMOVE MOST OF THAT, REGROUP, REASSESS WHAT THE CAPITAL COST WILL BE, AND GET BACK IN FRONT OF COUNCIL FOR FUNDING APPLICATIONS TO CULTURAL SPACES AND NOFC AND THE LIKE.
THANK YOU, YOUR WORSHIP THROUGH YOU.
THIS IS EXTREMELY DISAPPOINTING, TO PUT IT MILDLY, PARTICULARLY WHEN I SEE A SITTING LIBERAL MEMBER OF PARLIAMENT STANDING UP AND GIVING $40 MILLION TO BUILD A GREEN SPORTS HUB IN ANOTHER LOCATION.
I KNOW THAT THE THE ARTS COMMUNITY IS GOING TO BE VERY DISAPPOINTED IN THIS.
I CAN TELL THEM TRUTHFULLY THAT WE TRIED WE TRIED VERY, VERY HARD TO MAKE THIS WORK.
AND MY FAITH IN SENIOR GOVERNMENTS IS GETTING LOWER AND LOWER EVERY DAY, I CAN TELL YOU THAT.
THANK YOU. WORSHIP THROUGH YOU.
THIS IS DEVASTATING NEWS TO GET THIS LIVE AT COUNCIL IS JUST HEARTBREAKING THAT THEY GIVE US THIS NEWS VIRTUALLY AT 5:00, BECAUSE IF YOU GOT IT 2 HOURS AGO, CITY HALL IS VIRTUALLY CLOSED.
WE HAVE BEEN APPROVED FROM NOFC.
NO, WE HAVE THE REASONABLE EXPECTATION OF $2 MILLION, BUT WE HAVE NOT APPLIED TO THE NOFC BECAUSE WE DIDN'T KNOW WHAT THE FUNDING WAS GOING TO BE AND IT WOULD HAVE BE ALL FOR NAUGHT IF THE AS WHAT JUST HAPPENED HAPPENED REGARDLESS.
[01:05:05]
AND THEN THE ONLY REASON THAT WE SAID WE'RE GOING TO GO TO THE GREEN FUND AND MAKE IT BIGGER AND BETTER IS TO SAVE US MONEY DOWN THE ROAD.THIS IS A CULTURAL CENTER AND WE COULD BRING THEM IN IF WE'VE GOT TO RELOOK AT THIS.
ADD YOUR INDIGENOUS FUND AND I KNOW WE HAD SOME INDIGENOUS ASPECTS IN OUR ORIGINAL DESIGN.
THEY'RE LOOKING FOR SOME CULTURAL SPACES WELL WITHIN OUR COMMUNITY.
THAT MIGHT BE A WIN WIN FOR US TO GET SOME ADDITIONAL MONEY BECAUSE AND WE'VE GOT TO DO THIS SOON.
THIS CAN'T WAIT TILL THE NEXT TERM OF COUNCIL.
WE HAVE TO GET ON THIS AND GET THIS STARTED.
WE'RE YEARS SINCE THE COLLAPSE AND WE'RE NOWHERE AT THIS POINT IN TIME.
SO I THINK WE HAVE TO ACT FAST.
BUT I DON'T KNOW IF YOU'RE GOING TO.
DO YOU WANT A RESOLUTION OF COUNCIL TO MOVE FORWARD AND HAVE A DISCUSSION WITH SERPENT RIVER FIRST NATION AND ASK IF THEY'RE INTERESTED IN PARTNERING AND INCLUDING SOME SPACE, CULTURAL SPACE WITH US AND APPLY FOR FUNDING.
OR WOULD DIRECTION BE FINE WITH THAT? I THINK WE MAY NEED A RESOLUTION AND I'LL PUT THAT ON THE FLOOR IF REQUIRED.
MR. GAGNON IS THAT SOMETHING REQUIRED? YOU'RE HAVING REGULAR TALKS NOW? YEAH, WE'RE WE'RE COMMUNICATING REGULARLY THERE.
SO WE'LL HAVE TO HAVE THOSE CONVERSATIONS AND COME BACK WITH MORE MEANINGFUL INTEL.
DO YOU REQUIRE RESOLUTION OR DIRECTION SUFFICIENT? I DON'T REQUIRE A RESOLUTION RIGHT NOW, NO, BUT CERTAINLY COULDN'T HURT EITHER.
OBVIOUSLY. I'LL MOVE THAT IF I CAN GET A SECOND.
IS THERE A SECONDER FOR THAT? SECOND BY COUNCILLOR FINAMORE FOR DISCUSSION COUNCILLOR FINAMORE.
I WOULD ADD A FRIENDLY AMENDMENT TO THAT.
THEY ARE ALREADY AT OUR TABLE AS AS POTENTIAL AS PART OF THE HUB ALREADY OF THE ARTS CENTRE ALREADY. SO I WOULD NOT WANT TO LEAVE THEM OUT.
I WOULD APPRECIATE THAT BECAUSE IT WOULD ALSO BRING [INAUDIBLE] POTENTIALLY INTO THE MIX AS WELL.
DO YOU HAVE ANY ADDITIONAL COUNCILLOR FINAMORE? OKAY. COUNCILLOR TURNER.
THANKS YOUR WORSHIP. I'M A LITTLE CONCERNED ABOUT THE BUT THE OPTICS HERE.
WE HAVE AN ARTS AND CULTURE COMMITTEE THAT'S BEEN GOING FOR FOR A WHILE NOW. IT INCLUDES PARTNERS IN SERPENT RIVER AND IN [INAUDIBLE] FIRST NATION.
THE THAT SENSE OF INCLUSION HAS BEEN THERE FROM THE BEGINNING.
WHAT I'M CONCERNED ABOUT HERE IS WHAT IT LOOKS LIKE IS, HEY, WE DIDN'T GET THE GRANT WE WANTED.
HOW WOULD YOU GUYS LIKE TO BE FRIENDS AND YOU CAN APPLY FOR MONEY AND COME IN WITH US.
IT'S THE OPTICS I'M CONCERNED WITH.
WE WE DIDN'T GET THE GREEN INITIATIVES GRANT FUNDING.
IT'S SOMETHING THAT WOULD HAVE MADE THE BUILDING ALMOST TWICE AS MUCH AS THE INITIAL THOUGHT.
BUT THERE WAS HEAVY PERCENTAGE OF FEDERAL MONEY IN IT.
WE CAN APPLY FOR THE CULTURAL SPACES GRANT, WHICH IS ALSO A SIGNIFICANT.
WE DON'T KNOW HOW LONG THAT'LL TAKE.
[01:10:01]
AND OF COURSE IT'S BEEN FRUSTRATING BECAUSE WE'VE BEEN AT THIS FOR A COUPLE OF YEARS TRYING TO GET THE FEDS TO MOVE ON THIS.IF WE WANT TO BUILD SOMETHING AND INCLUDE OUR FIRST NATION PARTNERS, THEN WE SHOULD START AT ZERO, START FROM SCRATCH AND SAY, WE WANT TO BUILD SOMETHING.
HOW MUCH CAN YOU CONTRIBUTE? WE'LL SEE HOW MUCH WE CAN.
AND THEN WE'LL APPLY FOR ALL THE GRANTS AND ON THE FACE OF THE EARTH.
BUT IT SEEMS THAT WE'RE TAKING A DIVERSION ON OUR ROAD PARTNERSHIP IN THE CULTURAL SPACES AREA.
AND I WANT IT TO BE CRYSTAL CLEAR TO ANY PARTNERS THAT WE INVITE TO THE TABLE THAT WERE ABOVE BOARD THAT WERE INCLUSIVE IN THE PLANNING.
I THINK THIS IS JUST A SUDDEN HANGER, RIGHT, WITHOUT HAVING TIME TO THINK ABOUT IT.
THANK YOU, SIR. COUNCILLOR PATRIE THANK YOU YOUR WORSHIP.
WITH ALL DUE RESPECT, COUNCILOR TURNER, WE DID BRING THEM TO THE TABLE.
YOU'RE CORRECT. WE BROUGHT THEM TO THE TABLE OF THE STEERING COMMITTEE.
I WANT TO MAKE THEM A PARTNER.
I WANT THEM TO BE PART OF THIS CULTURAL FACILITY.
I'M NOT JUST ASKING FOR THEIR MONEY.
I'M ASKING FOR THEM TO BECOME A PARTNER.
WE SHOULD HAVE DONE THAT IN THE BEGINNING.
I THINK IN FORESIGHT, WE SHOULD HAVE DONE IT THIS WAY RIGHT OFF THE BAT.
AND INSTEAD OF JUST INVITING THEM TO THE STEERING COMMITTEE, WE SHOULD HAVE PROBABLY DONE THAT.
THAT'S OUR BAD. BUT I JUST THINK THAT WE'VE GONE PARTWAY DOWN THE ROAD AND WE'VE PUT THEM ON THE STEERING COMMITTEE AND WE'VE PUT SOME CULTURAL ASPECTS INTO IT. BUT LET'S ACTUALLY PUT CULTURAL SPACE INTO THE BUILDING IF WE NEED TO.
LET'S GET THEM AT THE TABLE AND MAKE THEM A TRUE PARTNER IN THIS ENDEAVOR.
SO IF WE HAVE A RESOLUTION SAYING THAT WE WANT THEM TO BE OUR PARTNER, INSTEAD OF JUST SITTING AT THE TABLE OF THE STEERING COMMITTEE WITH SOME INPUT, IT'S A TOTALLY DIFFERENT REQUEST AND IT SHOWS A LOT MORE RESPECT IF WE'RE ASKING THEM TO ACTUALLY PARTNER WITH US AND BE MORE INVOLVED, BECAUSE ONCE THE STEERING COMMITTEE MOVES FORWARD, WE'RE GOING TO NEED THEM, IF THEY'RE A PARTNER, TO COME TO THE TABLE WITH COUNCIL AND HAVE THE DISCUSSION FURTHER AS WELL.
IF WE'RE GOING TO BE DOING ANY CHANGES IN THE WAY THAT WE'RE GOING TO DESIGN THE BUILDING.
SO I THINK IT'S VERY IMPORTANT THAT WE HAVE THEM AS A PARTNER AT THE FULL TABLE.
COUNCILLOR FINAMORE. THANK YOU, YOUR WORSHIP.
FOR ME. THE BOTTOM LINE RIGHT NOW IS WE ARE BACK AT ZERO.
WE HAVE NO APPLICATIONS BECAUSE WE WERE WAITING FOR THIS ANSWER.
WE ALSO HAVE OUR NEW COMPANY THAT WE HAVE PASSED A RESOLUTION A COUPLE OF MEETINGS AGO ABOUT INVOLVING THEM IN FINDING FUNDING FOR US AS WELL.
SO THAT'S ANOTHER OPTION THAT WE HAVE.
WE NEED TO GET SOMETHING STARTED.
IT MAY NOT BE WHAT WE ORIGINALLY WANTED IT TO BE, BUT WE NEED TO GET SOMETHING STARTED AND WE NEED TO FIND THE BEST AND MOST ECONOMICAL WAY TO DO THAT.
I DON'T WANT TO DISRESPECT OUR SERPENT RIVER OR [INAUDIBLE] FIRST NATIONS.
COUNCIL, THE COUNCIL BETWEEN ALL OF THE FIRST NATIONS COMMUNITIES ALONG THE NORTH SHORE THAT IN OUR IN OUR REGION, THEN THAT'S WHAT WILL HAPPEN. BUT WE NEED TO DO WHATEVER WE CAN AT THIS POINT TO GET THIS MOVING.
WHETHER IT'S LOOKING FOR CULTURAL SPACES, WHETHER IT'S LOOKING TO THE PROVINCE, WHETHER IT'S LOOKING TO OUR NEIGHBORS, WHEREVER WE NEED TO LOOK, WE NEED TO TURN THE ROCKS AND GET MOVING ON THIS, BECAUSE THE BIG ANSWER THAT WE HAD HOPED FOR IS NO.
[01:15:07]
THEY HAVEN'T SHOWN THAT THEY'RE GOING TO BELLY UP TO THE TABLE WITH ANYTHING FOR US IN THE NORTH AND WITH THE BIGGEST JUST ELECTION.WE DIDN'T CHANGE OUR STATURE HERE, SO WE'RE STILL AT THE SAME PLACE WE WERE SIX MONTHS AGO.
THANK YOU. YOUR WORSHIP THROUGH YOU.
THEY'LL NEED TIME TO DIGEST THIS.
THEY'LL TRY AND FIGURE OUT IN THEIR OWN WAY HOW THIS WILL AFFECT THEIR PARTICIPATION.
AS COUNCILLOR FINAMORE RIGHTLY POINTED OUT, THEY ARE IN THEIR PART OF THIS.
THEY HAVE BEEN FROM THE BEGINNING, BUT THEY WILL NEED TIME TO DIGEST THIS THE SAME AS WE DO.
SO I DON'T THINK YOUR YOUR MOTION IS OUT OF LINE.
I JUST THINK IT'S A BIT EARLY.
SO MAYBE IF WE WAIT A BIT AND GO AHEAD, THEN I THINK THAT WOULD BE WORTHWHILE.
I'M I DON'T THINK I AGREE WITH COUNCILLOR FINAMORE.
SO IT'S TIME FOR US TO START SEEING WHAT WE CAN DO.
BUT I DON'T THINK THIS IS THE RIGHT TIME TO PROCEED WITH THAT KIND OF A MOTION.
THANK YOU. ANY OTHER COMMENTS OR QUESTIONS ON THE MOTION ON THE FLOOR? OKAY SEEING NONE. I'LL CALL FOR A ROLL CALL VOTE THEN.
THE AMENDMENT IS TO INVITE THE 7 FIRST NATIONS ALONG THE NORTH SHORE FOR DISCUSSION.
ROLL CALL, COUNCILOR TURNER, OPPOSED.
COUNCILLOR FINAMORE, IN FAVOR.
10.3 RESIDENTIAL WATERFRONT DEVELOPMENT OPTIONS.
MR. GAGNON, DID WE HAVE SOMETHING NEW TO FINALLY DISCUSS ON THIS? WELL, YEAH, I WOULD.
I DON'T HAVE A MEMO PREPARED, BUT I WOULD LIKE TO DISCUSS AN OPPORTUNITY IN CLOSED SESSION WITH COUNCIL ABOUT THAT EXACT ITEM WATERFRONT DEVELOPMENT OPTIONS. SO IF COUNCIL WISHES, WE CAN DISCUSS THAT IN CLOSED SESSION AS A VERBAL UPDATE FROM THE CAO.
COUNCILLOR FINAMORE MOTION FOR IT TO GO INTO CLOSED SESSION.
SECONDER. SECOND BY COUNCILLOR MANN.
QUESTIONS CONCERNS? NO MEMO. THERE'S NOTHING. I'D RATHER WE DO THIS IN CLOSED SESSION AT THE NEXT MEETING IF WE HAVE TO DO IT.
SO I DON'T WANT TO LOSE THE OPPORTUNITY TO DISCUSS IT HERE.
THANK YOU. ANY OTHER QUESTIONS? CONCERNS? ROLL CALL COUNCILLOR PATRIE, OPPOSED.
COUNCILLOR TURNER. COUNCILLOR FINAMORE, IN FAVOR.
I'M IN FAVOR. THAT'S CARRIED 10.4 COVID 19 UPDATE THIS SHOULD HAVE BEEN REMOVED AS A STANDING ITEM ON THE STATE OF EMERGENCY WAS DROPPED.
NOT NECESSARILY. IT'S UP TO COUNCIL, OF COURSE, BUT YOU KNOW, COVID IS STILL A THING EVEN IF THE DECLARATION HAS BEEN LIFTED, UNLESS THAT WAS IN THE PROCEDURAL BYLAW THAT IT SHALL BE THERE ONLY DURING A DECLARED STATE OF EMERGENCY.
I HAVEN'T PULLED IT UP RECENTLY, BUT IT'S UP TO COUNCIL, OF COURSE.
BUT LOOK FOR A MOTION TO REMOVE THIS AS A STANDALONE
[01:20:07]
[INAUDIBLE] ANY QUESTIONS, QUALMS, QUERIES? ROLL CALL ONCE AGAIN. COUNCILOR TURNER.SO YOUR WORSHIP. THIS IS JUST FOR 10.4.
12 CORRESPONDENCE THERE IS NONE.
NOTICE OF MOTION. THERE IS NONE.

SO I WILL BE GOING HOMELESS FOR THE WEEK OF JUNE 20 TO 25 IN HOPES OF RAISING $5,000 TOWARDS OUR SHELTERS AND MORE SO TO RAISE AWARENESS OF THE GROWING NUMBER OF CANADIANS WHO ARE BECOMING INVISIBLE EVERY WEEK.

[01:25:02]
SEEING THE PEOPLE THAT THE WOMEN AND CHILDREN THAT WERE IN DIRE NEED OF SAFETY.WOMEN IN THIS COMMUNITY STARTED TAKING THEM HOME.
AND I WAS VERY HONORED AND MOVED IN MY LIFETIME TO BE A PART OF THAT PROCESS AT THE BEGINNING OF THE ELLIOT LAKE WOMEN'S GROUP INC, AND BACK THEN IT WAS CALLED THE WOMEN'S CRISIS CENTRE.
BUT I WAS VERY, VERY, VERY HAPPY TO MEET ALL THE STAFF.
AND THEY HAVE A REALLY GREAT GROUP OF YOUNG MEN AND WOMEN, YOUNG LADIES FROM THE COMMUNITY THAT HAVE TAKEN IT UP AS THEIR LIFE'S CHOICE. WHEN YOU WORK IN A FIELD SUCH AS GENDER BASED VIOLENCE, YOU'RE YOU NEVER SEE LIFE THROUGH THE SAME LENS AGAIN. EVERYTHING YOU SEE IS IS IS SHADED IN A DIFFERENT COLOR.
AND ARE WE ALLOWED TO BRING YOU FOOD? YES, PLEASE. OKAY.
BE LOOKING MAINLY FOR FINANCIAL SUPPORT FOR THE SHELTER.

AND I JUST WANT TO I BELIEVE COUNCIL ALREADY KNEW.
BUT JUST FROM THIS PROJECT THAT WE APPROVED LAST YEAR AND CONTINUING ON TO YEAR TWO OF THE ACTUAL PROJECT THAT [INAUDIBLE] DID SEND DOWN PEOPLE TO DO AN ACTUAL VIDEO OF THE ACTUAL PROJECT, THAT'S HOW INTERESTED THEY WERE WITH HOW IT FIT INTO EVERY BOX ACROSS LIKE TOURISM, ENVIRONMENTAL.
SO THE VIDEO HAS BEEN COMPLETED.
IT'S GOING TO BE RELEASED SOON.
ALSO [INAUDIBLE] GOT A HOLD OF US AND THEY GOT US TO APPLY FOR THE AWARD.
SO WE WE DID APPLY, WE PUT THE APPLICATION THROUGH.
BUT THAT'S ALL PART OF THAT WHOLE PROJECT.
[01:30:10]
THAT, THAT, THAT SAVE US MONEY IN THE LONG RUN AND, AND RECYCLING ENVIRONMENTAL.BUT I JUST WANTED TO LET COUNCIL AND EVERYBODY AT HOME KNOW THAT.
THANK YOU, MR. HALLOCH, AND THANK YOU FOR YOUR HARD WORK.
AND AS YOU SAID, ENVIRONMENTAL STEWARDSHIP AND RECYCLING.
THAT BEING SAID, I'LL CALL FOR THE VOTE ALL IN FAVOR.

QUESTIONS, QUALMS, QUERIES? NO. ALL IN FAVOR THAT'S CARRIED.
16.4 BYLAW 22-56 BEING A BYLAW TO LEVY AND COLLECT PROPERTY TAXES FOR THE YEAR 2022, MOVER PLEASE.
MOVED BY COUNCILLOR MANN SECOND BY COUNCILLOR PATRIE.
SO IF THIS GETS DEFEATED, WE DON'T COLLECT TAXES THIS YEAR.
WE ONLY GET TO COLLECT 2021 TAXES, ALL RIGHT? WE DON'T GET THE NEW RATE.
