THOSE AGREEMENTS REALLY HAVEN'T BEEN FULFILLED.
YOU HAVEN'T PURCHASED WHAT YOU HAD TO PURCHASE, BUILD WHAT YOU HAD TO BUILD, OR PROVIDE SERVICES THAT YOU HAD TO PROVIDE.

IT'S THE SECOND LAST LIABILITY LINE, $1,642,000 UP ABOUT $500,000 FROM THE PREVIOUS YEAR.
WHAT IS THIS NUMBER? WELL, THIS IS AN ESTIMATE ONLY AND IT'S AN ESTIMATE BASED ON THE ENGINEER'S THAT COME IN AND LOOK AT THE LANDFILL SITE AND DETERMINE THE COST THAT IT'S GOING TO COST TO CLOSE AND MONITOR THAT LANDFILL SITE WHEN IT'S PROJECTED TO CLOSE IN 30, 35 YEARS.
THERE'S A LOT OF DIFFERENT ESTIMATES TO GO INTO THIS NUMBER.
REALLY THE MAIN THING THAT CHANGED DURING THE YEAR IS THAT INFLATION WENT UP AND BASED ON THAT INCREASED INFLATION, THE ACTUAL COST TO CLOSE THE LANDFILL INCREASED.
BUT AGAIN, THIS NUMBER IS GOING TO CHANGE EVERY YEAR BECAUSE IT'S AN ESTIMATE AND IT'S BASED ON BASICALLY THE CAPACITY THAT MIGHT CHANGE, THE INFLATION THAT MIGHT CHANGE, THE COST OF THE MATERIAL TO COVER THE LANDFILL MIGHT CHANGE.
THIS IS AN ESTIMATE THAT IS [LAUGHTER] ESTIMATED ON THE FINANCIAL STATEMENTS AS A LIABILITY.
THOSE ARE THE TWO MAIN LIABILITIES THAT CHANGE DURING THE YEAR.
IF YOU TAKE THE $20 MILLION, WHICH IS YOUR FINANCIAL ASSETS AND SUBTRACT THE LIABILITIES TO $10 MILLION, YOU END UP WITH THIS NET FINANCIAL ASSETS OF $17,924,000.
THAT'S A GOOD NUMBER TO HAVE BECAUSE IT'S POSITIVE.
WHAT IT MEANS IS THAT THE CITY CAN PAY OFF ALL THE DEBT THAT IT HAS, ALL THE LIABILITIES WITH THE CASH INVESTMENTS AND ACCOUNTS RECEIVABLE THAT CAN BE TURNED INTO CASH AND STILL HAVE ALMOST $18 MILLION LEFTOVER.
REALLY WHAT THAT REPRESENTS IS THAT YOU'RE NOT BANKING ON FUTURE REVENUES TO PAY FOR LIABILITIES THAT HAVE ALREADY HAPPENED, YOU'RE ALREADY ABLE TO PAY THOSE OFF AND STILL BE ABOVE BREAK-EVEN.
THAT GOOD. THEN THE LAST SECTION OF THE STATEMENT OF FINANCIAL POSITION IS THE NON-FINANCIAL ASSETS.
THESE ARE ASSETS THAT ARE GOING TO LAST LONGER THAN ONE YEAR AND THE MAIN LINE THERE IS YOUR TANGIBLE CAPITAL ASSETS OF $34.2 MILLION.
THESE ARE YOUR ASSETS THAT WILL LAST, LIKE I SAID, LONGER THAN ONE YEAR YOUR ROADS, THE SEWERS, THE BUILDINGS, YOUR HEAVY EQUIPMENT, YOUR VEHICLES, THOSE TYPE OF THINGS.
WHAT HAPPENED IN THE YEAR IS THE CITY ACTUALLY MADE ADDITIONS AND ROAD IMPROVEMENTS TO THE TUNE OF $5.2 MILLION SO THAT WAS ADDED TO THE TANGIBLE CAPITAL ASSETS BALANCE.
THEN THERE WAS ACTUALLY AMORTIZATION OR THE USE OF ALL OF THE ASSETS THAT THE CITY HAS THAT IS SUBTRACTED AT $2.7 MILLION AND THAT'S WHAT BRINGS US TO THIS TANGIBLE CAPITAL ASSET BALANCE OF $34.2 MILLION THAT GETS ADDED TO THE PREPAID AND SUPPLIES INVENTORY TO GET TO THE TOTAL NON-FINANCIAL ASSET BALANCE OF 34,792,000.

MANAGEMENT AGREEMENT WITH THE PARK SAYS, MINIMAL SUPPORT AND MAIN KEY IS ONTARIO PARKS RESERVATION SYSTEM AND SOME PARK WARDEN TRAINING.
THE RESERVATION OR COUNTER SYSTEM SYSTEM IS THE KEY REASON WE WANT TO HAVE SOME SORT OF CONNECTION WITH THE PROVINCE GOING FORWARD.
THE OPERATING LOSSES RIGHT NOW ARE THE CITY'S SOLE RESPONSIBILITY, AND ANY PROFITS WE SHOULD MAKE OR COULD MAKE, HAS TO BE SHARED WITH THE PROVINCE.
OBVIOUSLY, WE HAVEN'T GIVEN THEM ANY MONEY YET.

THE CURRENT MANAGEMENT AGREEMENT WITH THE CITY IS UNCHANGED SINCE 2013 AND NEEDS CHANGES TO ACCOMMODATE THE NEW PARTNERSHIP.
THE CHIEFS AND THE MAYOR MET WITH THE MPP AND PROVINCIAL MINISTER OF PARKS IN FEBRUARY 2022 TO REMIND THEM OF THE NEED FOR CHANGES AND THE NEW PARTNERSHIP FOR NEGOTIATION.
THE MINISTER WAS RECEPTIVE, HOWEVER, PROVINCIAL ELECTIONS CAUSE DELAYS IN NEGOTIATIONS.
I COULD ALSO SAY, FRANKLY, THE BUREAUCRACY WASN'T SO HAPPY WITH THE IDEA, AND THEY'RE STILL NOT.
THE BASIC CHANGES THAT WE WANT TO MAKE AS WE SAID YEAR-ROUND OPERATION OF THE PARK, AND MANAGEMENT OF THE ENTIRE PARK, NOT SIMPLY THE PUBLIC CAMPING AREAS.
THE PARK ITSELF IS MUCH LARGER AND MUCH MORE IMPORTANT.
WE WANT LIMITED BUT STRATEGIC USE OF ATVS AND SNOWMOBILES IN AREAS IN AND AROUND THE PARK.
WE WANT TO ELIMINATE ANY THOUGHT OF PROFIT SHARING WITH THE PROVINCE.
WE'VE ALSO SAID TO THE PROVINCE, JUST FOR YOUR INFORMATION, THEY WERE QUITE PREPARED TO PULL OUT OF THE PROVINCIAL PARKS AND GO IT ALONE.
WE FEEL THAT IS POSSIBLE BECAUSE OUR TWO MAJOR PARTNERS ARE FIRST NATIONS AND THEY HAVE THE RIGHT TO DO SO.
WE ARE QUITE PREPARED TO TAKE THAT ALL THE WAY UP THE LINE.

THE MEETING HELD ON OCTOBER 15TH OF 2019, THE COUNCIL PASS MOTION 360-19 THAT HAD SAID COUNCIL APPROVE THE RECOMMENDATION OF THE ELLIOT LAKE'S ARTS AND CULTURE ADVISORY COMMITTEE AND THE ELLIOT LAKE NUCLEAR MINING MUSEUM BOARD FOR THE DEMOLITION OF THE LESTER B. PEARSON CIVIC CENTER, FOR THE NEW BUILD OF AN ARTS AND CULTURE CENTER AT THE EXISTING LOCATION OF 255 HIGHWAY 108 AND THAT STAFF BE DIRECTED TO START WORKING ON THE PLANS AND COSTING FOR REDEVELOPMENT OF THAT SITE.
THE REQUEST IS FOR THE AMENDMENT OF THE SECOND HALF OF THAT MOTION BECAUSE WE CAN'T DO THE FIRST HALF.
SINCE THE PASSING OF THE MOTION IN 2019, VARIOUS DEVELOPMENTS ARE OUTLINED IN THE REPORT AND IN THE MEMO THAT COUNSELOR MANN MENTIONED AND REFERRED TO BY MR. GAGNON, THAT'S FURTHER ON IN THE AGENDA.
THEY'VE HAD A MATERIAL IMPACT ON THE ONGOING EFFORTS RELATED TO

THE ARTS AND CULTURE INFRASTRUCTURE AND PROGRAMS HERE IN THE COMMUNITY.THERE ARE SEVERAL ISSUES AT PLAY SURROUNDING THE RECOMMENDATIONS AND STAFFS DESIRE TO SEEK DIRECTION FROM COUNCIL.
FIRST-OFF, THE ART CENTER, THE CITIES APPLICATION TO THE GREEN INCLUSIVE COMMUNITY BUILDING GRANT.
THIS COUNCIL KNOWS WAS DECLINED EARLIER ON IN THE MONTH.
THIS WOULD HAVE APPLIED ROUGHLY $11 MILLION IN FUNDING TOWARDS THE $21 MILLION BUILD OF THE NEW FACILITY.
IN THE ABSENCE OF THIS GRANT THE SCOPE OF THE PROJECT WOULD NEED TO HAVE BEEN REVISITED WORLDWIDE, RECENT WORLDWIDE INFLATION MEANS THAT EVEN REMOVING THE GREEN COMPONENTS, WE ARE SEEING A PROJECT AT A CHALLENGING RATE TO FINANCE OF $19 MILLION.
WE DID SPEAK WITH OUR DESIGNER WHO DESIGNED THE PROJECT FOR US AND SAID THAT WE ARE LOOKING AT ROUGHLY A 30-35 PERCENT INCREASE IN COSTING, WHICH IS WHAT WOULD BRING US UP TO THAT NUMBER.
THE CITY IS ALSO WORKING ON PLANS TO RENOVATE THE FORMER REEL TO REEL IN THE COMMUNITY.
THEREFORE, ULTIMATELY, THE BUILDING FOOTPRINT FOR THE NEW FACILITY WOULD BE POTENTIALLY LESS THAN ORIGINALLY PLANNED.
IN 151, ONTARIO, COUNCIL DID PASS A RESOLUTION IN APRIL THAT SAYS MOVING THE RACK FACILITY FROM THAT LOCATION TO THE CENTENNIAL ARENA SITE, THEREFORE OPENING A LARGE AMOUNT OF LAND IN THE CITY'S CORE.
THEN OF COURSE, THAT SERVES AS AN OPPORTUNITY FOR US TO HOST OR TO BUILD SOME OR ALL OF CULTURAL ARTS AND FACILITIES REQUIRED THERE.
255 HIGHWAY 108, AS WE ALL KNOW, THAT IS THE LOCATION OF THE FORMER LESTER B. PEARSON CIVIC CENTRE.
IT'S VERY HIGHLY ATTRACTIVE AREA FOR VARIOUS USES, PRIMARILY COMMERCIAL ONES.
IT WOULD SERVE AS A PRIME LOCATION FOR A HOTEL.
STAFF HAVE BEEN APPROACHED THROUGH MY TENURE IN ECONOMIC DEVELOPMENT ABOUT POTENTIAL SALE OF THE LAND.
AT THIS POINT, WE DECLINED FURTHER ACTION PRIMARILY BECAUSE OF PROPERTY WAS SUBJECT TO ESTATE AND GRANT APPLICATION.
IT WAS IN THE WORKS AT THE TIME UP TILL LAST MONTH.
THE OTHER REASON WAS THAT THERE WAS A STANDING RESOLUTION OF COUNSEL STATE IN THE PROPERTY WAS TO BE HOME OF THE NEW ART CENTER.
THE ARTS AND CULTURE HUB STEERING COMMITTEE THAT WAS HELD ON THE 24TH, THE COMMITTEE WAS PRESENTED WITH A LIST OF PROS AND CONS BY ONE OF THE COMMITTEE MEMBERS, MR. FINN, ABOUT MOVING THE ARTS HUB OFF THE LOCATION.
ULTIMATELY, THERE IS NO SPECIFIC DIRECTION FROM THE COMMITTEE TO HEAD FOR TO COUNCIL AS A RECOMMENDATION.
SOME OF THE FINANCIAL IMPACTS WITHOUT A FULL APPRAISAL, THE FINANCIAL IMPACT OF THE LAND REMAINS UNKNOWN.
BUT THAT BEING SAID, THEORETICALLY 255, WOULD HAVE A HIGHER RESALE VALUE THAN 151, PRIMARILY BECAUSE OF SIGHT LINES, VISIBILITY.
IT'S RIGHT ON A MAJOR HIGHWAY AND IT HAS A FLAT CLEARED LOT, AS OPPOSED TO THE LOT THAT WE HAVE HERE AS FAR AS PARKING FOR A HOTEL AND OTHER COMMERCIAL USES.
THE REPORTS FOCUSED SOLELY ON THE VACANT LOT ON 108, AND ESSENTIALLY, STAFF IS RECOMMENDING THE LAND BE DECLARED SURPLUS AND POTENTIALLY SOLD TO CONTRIBUTE THE TAX BASE AND COMMUNITY ECONOMIC DEVELOPMENT, WHILE EFFORTS CONTINUE ON A PARALLEL TRACK TO REPLACE THE LOSS ASSETS FROM THE CIVIC CENTER IN A DIFFERENT LOCATION.
STAFF FORESEE COUNCIL'S DIRECTION ON MOVING FORWARD, I'M HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL MAY HAVE.

WE DON'T KNOW THE ANSWER, BUT I SUGGEST THAT I DON'T THINK THE CITY OF ELLIOT LAKE AND AFFORD TWO ARTS BUILDINGS.
WE USED TO SUBSIDIZE HEAVILY THE ARTS TENANTS IN THE CIVIC CENTER BECAUSE WE HAD THIS LARGE, OVERSIZED BUILDING, SIMPLY BECAUSE WE HAD IT AND IT WAS ALREADY IN PLACE.
IF WE DO THE REEL 2 REEL CINEMA, EVEN IF THE NUMBERS ARE 1.1 AND THEN WE ALSO LOOK FOR A BIG MULTIMILLION DOLLAR BUILDING, WE COULD END UP TRYING TO FINANCE THE OPERATING COSTS ON TWO LOCATIONS, WHICH WOULD BE PROBLEMATIC AND CHALLENGING FOR OUR FUTURE COUNCIL.
WE NEED TO REFINE THE SCOPE FOR THE REEL 2 REEL RENOVATION THIS SUMMER OR RISK GIVING THAT GRANT BACK OR FINDING OTHER PARTNERS.
IT COULD BE IN A CONCEPT IS WE HAVE FOUR MILLION DOLLARS IN THE RESERVE RIGHT NOW FROM THE INSURANCE RECOVERIES.

WE NEED THAT DIRECTION THIS SUMMER OR FALL FOR ANOTHER INTAKE, IF THAT'S WHAT COUNCIL WISHES.
WE NEED TO TELL THE DESIGNERS THAT THE TENDER FOR THE REEL 2 REEL CINEMA.
WE NEED TO CLARIFY WHAT COMPONENTS ARE GOING INTO THAT CINEMA PROJECT IF WE GO AHEAD WITH IT.

WE'LL BE SETTING UP THEIR DOG AND PONY.
THE DRAG RACE IS BRINGING IN, I BELIEVE, ALIVE SIX.
