WITH THAT, I'D LIKE TO START OUR MEETING WITH A MINUTE OF SILENCE AND RECOGNITION OF THE LOSS OF OUR QUEEN.

THE ITEM I WANT TO SPEAK ABOUT IS 8.3.

IN REVIEWING THE MATERIAL, I HAVE A COUPLE OF CONCERNS THAT I WOULD APPRECIATE IF COUNCIL WOULD ADDRESS FOR SOME SHADING.

TWO YEARS AGO THERE WAS A PROPOSAL BROUGHT FORWARD SIMILAR, AND AT THAT TIME.

WE WERE TOLD THAT TO DO THE ENTIRE SPAN WOULD BE SEVERAL MILLION DOLLARS, AND WITH THAT IN MIND.

THIS PROPOSAL ASKS THE FEDERAL GOVERNMENT FOR FUNDING, WHICH I BELIEVE I UNDERSTAND THE PURPOSE OF IT, AND I ALSO BELIEVE THAT THE FEDERAL GOVERNMENT IS AWARE OF OUR ACCESSIBILITY REQUIREMENTS AS A MUNICIPALITY, AND IF WE'RE ONLY GOING TO DO A PORTION OF THAT PATH.

I THINK THAT HAS TO BE FACTORED INTO THAT WHICH IT ONLY MINORLY TOUCHES ON IN THIS, AND THE OTHER THE OTHER ONE IS MORE OF A BUDGETARY CONCERN. IF WE'RE ONLY GOING TO GET $250,000, WHAT EXACTLY ARE WE BUYING? THAT'S NOT EXPLICITLY CLEAR IN THE STAFF REPORT.

IT SAYS WE'RE LOOKING FOR THIS OR WE'RE LOOKING FOR THAT.

WE'RE GOING TO GET SOME MONEY AND GET SOME TRAINING, BUT IF WE'RE TALKING ABOUT ACTUALLY PUTTING A WALKWAY BETWEEN THE BOARDWALK AND SPRUCE BEACH EXCLUSIVELY.

I MEAN, AT THE END OF THE DAY, IT'S COUNCIL'S CALL WHETHER YOU GO INTO CLOSED OR NOT, BUT I'M OF THE OPINION THAT OFTEN THE PROPONENTS ARE EXPECTING IT TO BE IN CLOSED SESSION.

WE DIDN'T ASK, IS IT OKAY IF MAYBE WE TALK ABOUT THIS IN OPEN SESSION, IF THAT'S THE WILL OF COUNCIL? WE'LL START DOING THAT WITH EVERY PROPONENT AND WE'LL SAY, MAKE SURE WHEN YOU SEND US A LETTER OF INTENT THAT YOU ARE EXPRESSLY COMFORTABLE WITH EVERY WORD BEING DISCLOSED TO THE PUBLIC BECAUSE IT'S ALL FAIR GAME IF WE REMAIN IN OPEN AND START DISCUSSING IT; THAT'S THE CONCERN WITH SORT OF DECIDING ON THE FLY.

I HAVE NO VOTE, SO I HAVE NO SAY.

I HAVE SOME MEMBERS THAT DON'T EVEN CONSIDER ME AS A MEMBER OF COUNCIL AT THOSE MEETINGS.

SO IF WE FOLLOW A PROCESS AND BRING A REPORT TO COUNCIL THAT WE CAN ACTUALLY HAVE A PUBLIC DISCUSSION IN FRONT OF THE PEOPLE AND THEN BRING IT FORWARD INTO CLOSED SESSION. SO THE FEDS, THE FEDERAL GOVERNMENT, HAS A FUNDING INITIATIVE CALLED THE NATURAL INFRASTRUCTURE FUND, WHICH IS A BIT OF A UNIQUE INITIATIVE THAT PLACES AN EMPHASIS ON ENVIRONMENTAL CONSCIOUSNESS IN THE PROPOSALS THAT IT RECEIVES FOR CONSIDERATION OF FUNDING, AND IN SO IT KIND OF COLORS THE NATURE OF THE PROJECTS THAT IT WILL OFFER FOR CONSIDERATION.

THE NATURE OF THE FUNDING KIND OF LED STAFF TO CONSIDER WHAT MIGHT BE APPLICABLE. THAT HAS BUBBLED UP THROUGH COMMITTEE IN THE PAST AND THERE'S BEEN THROUGH SEVERAL DIFFERENT COMMITTEES DESIRE EXPRESSED TO IMPROVE LOCATIONS ALONG THE WATERFRONT OF ELLIOT LAKE, MOST NOTABLY DESCRIBED AS THE WEST VIEW TRAIL. BUT THE NATURAL INFRASTRUCTURE FUND, WHILE IT WILL FUND ACTIVE TRANSPORT INITIATIVES, TRAILS, IF YOU HAVE A TRAILS PROJECT THAT YOU PUT FORWARD FOR CONSIDERATION THAT DOESN'T HAVE ANY OTHER SORT OF ENVIRONMENTAL THRUST TO IT, THEN, THEN IT WON'T BE ELIGIBLE.

SO IF THERE'S A TRAILS COMPONENT TO THE PROJECT AND NOTHING ELSE, IT WON'T BE ELIGIBLE FOR CONSIDERATION.

THE DISTINCTION IS UP TO A QUARTER MILLION.

THE FEDERAL GOVERNMENT DESCRIBES THEIR THEIR FUNDING AS A GRANT WHERE YOU OUTLINE WHAT YOU'RE LOOKING TO ACHIEVE AND DEMONSTRATE THAT YOU ACHIEVE THAT AT THE END.

PROJECTS THAT COST MORE THAN A QUARTER MILLION DOLLARS ARE FUNDED THROUGH WHAT FEDERAL GOVERNMENT DESCRIBES AS A CONTRIBUTION WHEREBY THE GOVERNMENT'S MORE OF A PARTNER IN THE PROJECT. THERE'S PERFORMANCE STIPULATIONS THAT THEY ATTACH TO THE REALIZATION OF THE PROJECT.

IT'S A MORE INVOLVED THING AND THE FUNDING BREAKDOWN IS THE SAME.

IN EITHER CASE, IT'S 80% CONTRIBUTION FROM THE FUND AND 20% CONTRIBUTION FROM THE PROPONENT MUNICIPALITY.

SO WHAT I'M PROPOSING IS THAT WE GO THROUGH TO APPLY FOR A QUARTER MILLION DOLLAR PROJECT.

THERE IS STACKING FUNDING THAT CAN BE APPLIED TO THIS PROGRAM.

WE'RE ABLE TO.

GET TO THE POINT WHERE WE HAVE 90% FUNDING FROM OTHER SOURCES.

SO WE COULD CONTRIBUTE TEN OURSELVES, AND AT THIS TIME, IT LOOKS LIKE THE ONTARIO RURAL ECONOMIC DEVELOPMENT PROGRAM WOULD BE A GOOD MATCH FOR PARTNER FUNDING FOR THE NATURAL INFRASTRUCTURE FUND.

SO WE COULD ACCESS FUNDING THROUGH THE PROVINCE TO MAKE UP HALF OF OUR REQUIRED CONTRIBUTION TO BE IN COMPLIANCE WITH THE NATURAL INFRASTRUCTURE FUND.

I'VE MADE IT CLEAR IN MY REPORT THAT THERE'S MORE WORK TO BE DONE ON THIS CORRIDOR IF WE'RE WANTING TO ACCOMMODATE ALL OF THE WISHES THAT HAVE BUBBLED UP THROUGH THE VARIOUS COMMITTEES TO A STANDARD THAT MOST PEOPLE WOULD EXPECT.

SO WHAT I'M PROPOSING IS THAT WE PUT TOGETHER A PROJECT THAT'S STRATEGIC IN NATURE THAT ADDRESSES AS MUCH AS POSSIBLE FOR THE AMOUNT OF FUNDING THAT WE'RE ABLE TO ACCESS IN THIS MANNER SO THAT WE CAN GET AS FAR AS WE CAN WITH DEVELOPING THIS CORRIDOR.

THAT WAS PRE-COVID, WHO DID A PRESENTATION TO OUR ACCESSIBILITY ADVISORY COMMITTEE ABOUT THE ACCESSIBILITY OF SOME OF OUR TRAIL SYSTEMS, AND LOOKING THROUGH OUR BUDGET BINDERS COUNCIL DID APPROVE $100,000 TO GO TOWARDS REFURBISHING THE TRAIL FROM THE BOAT LAUNCH TO SPRUCE BEACH IN HOPES THAT IT WOULD COST POSSIBLY AROUND 400,000 AT THAT TIME TO MAKE THAT TRAIL ACCESSIBLE, WHICH CAME OUT TO BE A LOT MORE.

I THINK THIS ISN'T LOOKING AT CREATING A BOARDWALK THE WHOLE WAY, AS MENTIONED BY MR. THOMAS, IT IS ABOUT ACCESSIBILITY, INCLUSIVENESS AND HAVING THE ABILITY FOR EVERYONE TO USE OUR BEAUTIFUL TRAIL SYSTEM THAT WE'VE ALL BEEN ENJOYING FOR THE LAST. WE'RE NOT BUILDING BRIDGES FOR THE WHOLE WALKWAY AND I THINK TWO AND A HALF YEARS AGO WHEN IT WAS DISCUSSED, THAT WAS A LOT OF THE CONCEPT WAS BOARDWALK.

SO I THINK THE 100K IS STILL THERE.

WE'RE NOT APPROVING THE PROJECT BECAUSE IT'S GOING TO BE CONDITIONAL ON WHETHER WE GET THE GRANT OR NOT.

SO I WOULD LIKE TO KNOW IF WE SHOULD BE APPLYING FOR A LARGER NUMBER OR IF WE'RE STUCK AT 250 AFTER THE SEPTEMBER 27TH DEADLINE, THEN WE CAN'T GET THE CONTRIBUTION PORTION EVEN IF WE GET MORE MONEY TO HELP.

AS YOU STATED, I HAD DISCUSSED THIS OVER A YEAR AGO, THE CONNECTION BETWEEN WEST VIEW PARK OR SORRY, THE BOAT LAUNCH AND SPRUCE BEACH, AND WE HAD A GUESSTIMATE, JUST A GUESSTIMATE OF ABOUT $400,000 IN COST, BUT THIS WAS WITH TOTAL ACCESSIBILITY IN MIND AND I TAKE IT THAT AT THIS STAGE FOR THIS FUND, WE'RE NOT DEALING WITH 100% ACCESSIBILITY YET.

WE'RE STARTING THE PROJECT, AND THEN WE CAN EXPAND EXPECT TO FOCUS ON THE ACCESSIBILITY ISSUE IN ITS COMPLETION. AM I CORRECT ABOUT THAT? THROUGH YOU, YOUR WORSHIP, YES, THAT'S EXACTLY RIGHT.

THERE'S QUITE A FEW PICTURES OF COMMUNITY INVOLVEMENT IN THEM, BUT THEY ALL LOOK LIKE THEY'RE HARD PACK AND THAT MIGHT ACTUALLY BE THE WAY TO GO BACK TO THE HARD PACK WITH SOME CULVERTS IN DIFFERENT AREAS, RATHER THAN TRYING TO REPLACE THE AMOUNT OF WOOD AND BOARDWALKS THAT ARE IN THERE RIGHT NOW.

SO AGAIN, WE NEED THE EXPERTS ON SITE AND I HOPE THE TRAILS COMMITTEES CAN GET INVOLVED AND HELP DOING SOME OF THIS.
