WE ALSO KNOW THAT WE CANNOT DEMAND ANYONE COME AND INVEST HERE. WE NEED TO ATTRACT THEM. THEIR MOTIVE IS PROFIT, AND THAT'S NOT A DIRTY WORD. PROFITABILITY WILL DEPEND ON THE OCCUPANCY RATE, WHICH DEPENDS ON HOW ATTRACTIVE THE HOTEL OR MOTEL IS TO POTENTIAL GUESTS. A HIGHLY VISIBLE LOCATION ON THE MAIN STREET INTO THE CITY IS IDEAL FOR ATTRACTING WALK IN GUESTS WHO USUALLY PAY THE TOP RATE. AND IF, IN ADDITION TO A HIGHLY VISIBLE LOCATION, THE PROPERTY HAS OTHER FEATURES TO ATTRACT A WIDER VARIETY OF GUESTS. WE TALKED EXTENSIVELY ABOUT HOW THE CITY WAS OVERBUDGET ON THEIR LEGAL FEES. THAT IS WHERE ANY INTEGRITY COMMISSIONER COSTS WOULD HAVE BEEN PUT TO. THEY HAVE BEEN ABSORBED OPERATIONALLY YEAR OVER YEAR THROUGH THE OPERATIONAL BUDGET AND WOULD HAVE REDUCED THE SURPLUSES IN THOSE YEARS THAT WE'VE HAD HISTORICAL SURPLUS. SO THOSE WOULD HAVE NOT HAVE WENT THROUGH THE RESERVES, THEY WOULD HAVE WENT THROUGH THE OPERATIONAL BUDGET AND LUCKILY WE HAD ENOUGH OVERAGE AND SURPLUS THROUGH ESPECIALLY THROUGH COVID INTO THE MUNICIPALITY THAT HAS ABSORBED THOSE COSTS. IT'S YOU KNOW, IT IS A VERY CHALLENGING BALANCING ACT TO HAVE. A LOT OF THE RESERVES WE HAVE ARE RESTRICTED. A LOT OF THE WORK WE DO IS THE PREPAYMENT INTO OUR RESERVES FOR THOSE THINGS. HALLOCH NEEDS ANOTHER TRI AXLE OR A TANDEM WITH A PLOW, WE HAVE THE $285,000 TO ENSURE THAT OUR STREETS GET PLOWED IN THE WINTER, WHICH AGAIN IS IMPORTANT TO MOST OF THE RESIDENTS. WE STILL HAVE TO DO HILLSIDE DRIVE, AND THAT'S STILL A LARGE PORTION OF OF OF THIS BUDGET OF THIS RESERVE, DELAYING IT BECAUSE IT JUMPED FROM $6 MILLION TO $10 MILLION. I DON'T KNOW WHAT IT'S GOING TO JUMP TO NEXT YEAR. SO WE HAVE TO BE PREPARED. WE HAVE TO BE ABLE TO FIX OUR ROADS, KEEP OUR LIGHTS ON, DO WORK ON BUILDINGS THAT WE DO OWN SO THAT WE DO NOT HAVE ANY MORE CATASTROPHIC DISASTERS. OUR ARENA AND OUR POOL. THEY'RE NOT IN GREAT SHAPE. THEY'RE SAFE. THEY'RE SOUND. BUT THEY'RE GOING TO NEED A LARGE INFLUX OF MONEY IN NEW OR NEW BUILDS. BUT JUST BECAUSE WE SAY THERE'S THIS AMOUNT OF MONEY IN THE RESERVES DOES NOT MEAN THAT MONEY SITTING THERE FOR US TO PLAY WITH. STAFF ARE NOT FRIVOLOUS. THEY DON'T COME FORWARD WITH EXPENDITURES THAT AREN'T NEEDED. SO WHEN YOU CREATE A LONG TERM PLAN BASED ON INFLATION RATES AND THE PRICE ACTUALLY GOES UP BY 300%, NOT 6%, NOT 7%, THAT IS SOMETHING THAT IS IMPOSSIBLE FOR ANYBODY TO SEE. YOU DON'T HAVE THAT CRYSTAL BALL. OUR INSURANCE GOING UP BY 30% LAST YEAR AND WHAT? ANOTHER 14 THIS YEAR. THESE ARE THINGS THAT JUST WE HAVE NO CONTROL OVER. SO WHEN YOU'RE TRYING TO HAVE A BUDGET THAT SUITS THE COMMUNITY AND THERE IS NOTHING FRIVOLOUS THAT THIS COUNCIL HAS DONE, WE'RE JUST BEING KICKED IN THE TEETH OVER AND OVER AGAIN WITH THESE INFLATION RATES. AND IT DEPENDS ON WHICH [INAUDIBLE] YOU ASK. SO THE MINISTRY OF MUNICIPAL AFFAIRS IS CERTAINLY NOT MOVING IN TO HELP US ANY WITH. LACK OF GUIDANCE TO THE INTEGRITY COMMISSIONERS.
