INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS] 7.1 REPORT FROM THE ACTING DIRECTOR OF PUBLIC WORKS. PURCHASE OF TWO ZERO TURN MOWERS AND A TRACTOR. RECOMMENDATION THAT THE REPORT OF THE ACTING DIRECTOR OF PUBLIC WORKS RE PURCHASE OF TWO ZERO TURN MOWERS AND A TRACTOR BE RECEIVED AND THAT THE CONTRACT FOR PURCHASE BE AWARDED TO NORTH SHORE TRACTOR LIMITED IN THE AMOUNT OF 97,920 PLUS APPLICABLE TAXES, AND THAT THE PURCHASE BE FUNDED THROUGH THE FLEET RESERVE AND THE APPROPRIATE BYLAW BE PASSED. CAN I HAVE A MOVER PLEASE? MOVE BY COUNCILLOR PEARCE. SECOND BY COUNCILLOR CYR. MR. DOYLE, IF YOU WOULD, PLEASE. THANK YOU, THROUGH YOU YOUR WORSHIP. THIS IS TO PROVIDE MAYOR AND COUNCIL WITH INFORMATION REGARDING THE TENDER FOR THE SUPPLY OF TWO ZERO TURN MOWERS AND A TRACTOR WITH A LOADER BUCKET. THE APPROVED 2022 CAPITAL BUDGET DETAILED THE REPLACEMENT OF THE FOUR FOLLOWING UNITS A KUBOTA WITH A 60 INCH MOWER FROM 1999. THE JOHN DEERE RIDING MOWER FROM 1989. A KUBOTA, A TRACTOR WITH A BUCKET FROM 1997 AND A JOHN DEERE WRITING MOWER FROM 1994. THE PURCHASE OF THESE ITEMS WILL REMOVE FROM SERVICE PREVIOUS UNITS THAT HAVE BEEN IN SERVICE IN EXCESS OF 15 YEARS AND HAVE SEEN THEIR END OF USE. THE QUOTES FOR THE SUPPLY OF THE MOWERS, AS WELL AS A TRACTOR LOADER WERE REQUESTED BASED ON THE SPECIFICATIONS BY STAFF. THE QUOTATIONS OBTAINED WERE BASED ON THE AVAILABILITY OF THE PRODUCTS FROM THE SUPPLIERS. THE OFFERING WAS EVALUATED BASED ON STAFF FAMILIARITY OF THE PRODUCT, AS WELL AS BEING ABLE TO KEEP PARTS INVENTORY STANDARDIZED AND COMPATIBLE. BASED ON SIGNIFICANT INCREASES. IT'S NOT FLOWING LIVE. CARRY ON, MR. DOYLE. OK. BASED ON SIGNIFICANT INCREASES TO THE COST OF EQUIPMENT, PUBLIC WORKS AND NEEDS, THE DEPARTMENT DETERMINED THAT TO STAY NEAR BUDGET THE PURCHASE OF THESE THREE NEW UNITS WOULD BE SUFFICIENT. THE PRICING RECEIVED THROUGH THIS PROCESS WAS AS FOLLOWS. NORTHSHORE TRACTOR LTD WAS $97,920 PLUS HST. TRACKS AND WHEELS EQUIPMENT BROKERS LTD WAS $105,632.46 PLUS HST. FOR THE APPROVED 2022 CAPITAL BUDGET. THIS EQUIPMENT WILL BE EXPENSE TO THE FLEET RESERVE. THE FLEET RESERVE CAN ABSORB $16,512. THE UNITS REMOVED FROM SERVICE WILL BE POSTED FOR SALE PER THE PROCUREMENT DISPOSAL POLICY. IT IS ANTICIPATED THAT WE MAY RECOVER AT LEAST $9,500 AS PROCEEDS FROM THE DISPOSAL AND AS ALWAYS, PROCEEDS FROM DISPOSAL WILL BE RETURNED TO THE FLEET RESERVE. THE PURCHASE OF THIS EQUIPMENT ALIGNS WITH THE STRATEGIC PLAN TO CONTINUE INVESTMENT INTO THE INFRASTRUCTURE. THIS REPORT SERVES TO ASSIST IN EDUCATING THE PUBLIC ON INFRASTRUCTURE OPERATIONS, REPAIR AND REPLACEMENT. SO IN SUMMARY, IT IS RECOMMENDED THAT THE CONTRACT BE AWARDED TO NORTH SHORE TRACTOR LIMITED IN THE AMOUNT OF $97,920 PLUS APPLICABLE TAXES FOR THE PURCHASE OF 2 KUBOTA ZERO TURN MOWERS AND ONE KUBOTA TRACTOR WITH A BUCKET. THANK YOU, MR. DOYLE. ANY QUESTIONS FROM MEMBERS OF COUNCIL? COUNCILLOR PATRIE. SORRY, YOUR WORSHIP. WE'RE NOT STREAMING. BUT IF OUR CAMERAMAN CAN GET A HOLD OF OUR I.T., SHE'S TRYING TO GET A NUMBER TO GET EASTLINK TO OR. TO GET IT AIRED. SO WE'RE NOT LIVE. [00:05:04] YOU CAN GET AHOLD OF JANEY. JANEY NEEDS A NUMBER FROM YOU. SHE SENT YOU A MESSAGE. MS.. BRAY SAYS WE'RE STREAMING ONLINE. JUST. JUST NOT ON. NOT ON EASTLINK ONCE AGAIN. CORRECT. BEAUTIFUL. JUST. AND I DO HAVE ONE QUESTION ON THE REPORT, YOUR WORSHIP. YOU REPLACING THREE FOUR UNITS WITH TWO UNITS. WILL WE HAVE TO REPLACE TWO MORE UNITS FURTHER? THE BUDGET SHOWS THAT THE $81,000. FOUR UNITS. WE'RE SORRY. WE'RE REPLACING THEM WITH THREE. ARE WE GOING TO NEED A FOURTH UNIT DOWN THE ROAD, OR ARE WE JUST TAKING THAT OUT OF FLEET REQUIREMENTS? THROUGH YOU. CURRENTLY WHAT WE SEE IS THAT THAT IS WHAT WE NEED. CURRENTLY, I CAN'T SAY DOWN THE ROAD IF WE WILL REQUIRE ANOTHER ONE, BUT OUR FLEET IS GOOD FOR NOW FOR CUTTING GRASS AND. AND THE. KUBOTA, LIKE I SAID, IS IS REPLACING ONE THAT IS 15 YEARS OLD AND IS GETTING TIRED. OKAY. FURTHER QUESTIONS. NO, IT'S NOT. OKAY, I'LL CALL FOR THE VOTE THEN. ALL IN FAVOR. THAT'S CARRIED. 7.2 MEMO FROM THE MANAGER OF ECONOMIC DEVELOPMENT [INAUDIBLE] I CAN I HAVE A MOTION TO RECEIVE BY COUNCILLOR MANN, SECOND BY COUNCILLOR PATRIE. MR. ANTUNES, IF YOU WOULD, PLEASE. THANK YOU, WORSHIP. GOOD EVENING, MEMBERS OF COUNCIL. MEMO FOR COUNCIL'S CONSIDERATION THIS EVENING. THE SALE OF THE PROPERTY [INAUDIBLE] AVENUE TO IQBAL ESTATES EXCUSE ME, WAS APPROVED BY COUNCIL. THE CLOSING DATE WAS EXTENDED SEVERAL TIMES, WHILE THE PURCHASE SOUGHT ENVIRONMENTAL ASSESSMENT AT THEIR OWN EXPENSE. THE PURCHASER DID COMPLETE A PHASE ONE ASSESSMENT AND WAS NOT COMFORTABLE IN PROCEEDING BASED ON THE DETAILS OF THAT REPORT AS OUTLINED IN THE ATTACHED LETTER, THE CORPORATION IS EXECUTING ITS OPTION TO NOT CLOSE ON THE PROPERTY. ATTACHED IS THE LETTER FROM THE PURCHASER SOLICITOR AND HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL MAY HAVE. THANK YOU. MR. ANTUNES. WE'LL START OFF WITH THE QUESTION. WILL THE REPORT RECEIVED BE PROVIDED TO STAFF FOR FUTURE REFERENCES, BY ANY CHANCE? SORRY YOUR WORSHIP THE PHASE ONE REPORT? YEAH, IT IS PURCHASED BY OR WAS ACQUIRED BY THE PURCHASER. IF THE PURCHASER CHOOSES TO PROVIDE IT TO THE CITY, THEY MAY BUT LIKELY WILL REQUEST FINANCIAL RENUMERATION FOR THE COST OF THE OF THE REPORT. OKAY. THANK YOU, COUNCILMAN. THANK YOU. YOUR WORSHIP THROUGH YOU. JUST TO FOLLOW UP QUESTION ON ALONG A SIMILAR VEIN, MR. ANTUNES. WOULD THERE HAVE BEEN ANY DISCUSSION BETWEEN STAFF AND THE PROPONENT REGARDING THE CONTENT OF THAT? NOT THAT IT NEEDS TO BE DISCUSSED OPENLY, BUT WAS THERE A RATIONALE GIVEN TO STAFF FOR NOT PROCEEDING AT THIS POINT? OR WAS IT JUST A NO. THROUGH YOUR WORSHIP? YES, SIR. COUNCILLOR MANN THERE WAS A DISCUSSION. THERE WERE A FEW ITEMS THAT POPPED UP IN THE PHASE ONE. AS MANY OF US ARE AWARE OF, PHASE ONE IS A VERY BROAD STROKE. WHAT WAS THERE? SOME OF THE HISTORY AND THERE WAS ENOUGH TO CAUSE CONCERN. AND BECAUSE OF THE TIMELINE FOR THE 90 DAYS TO CLOSE THE PURCHASE, HAD ALREADY RECEIVED TWO EXTENSIONS, AS YOU MAY RECALL. AND IN ORDER BECAUSE IT'S GOING FROM A COMMERCIAL TO A RESIDENTIAL APPLICATION, THE RECORD OF SITE CONDITION, THE PURCHASER WAS JUST CONCERNED OF THE DOLLARS THAT MAY BE INVOLVED AND BEING WITHIN A 90 DAY TIMELINE, HE WANTED TO FULFILL HIS COVENANT. SO THERE WAS A DISCUSSION AND THERE WERE A FEW ITEMS THAT HE WAS NOT COMFORTABLE PROCEEDING WITH. THANK YOU. COUNCILLOR PIERCE. THANK YOU. YOUR WORSHIP THROUGH YOU. JUST BASICALLY FOLLOWING UP WITH COUNCILLOR MANN WAS BRINGING UP AGAIN. I DON'T WANT TO GET INTO ANY SPECIFICS HERE, BUT. I'M CONCERNED THAT. IF SOMEBODY ELSE WANTS TO COME ALONG AND BUY THE PROPERTY, IS THERE DO WE HAVE ASSURANCES THAT THIS PROPERTY CAN BE SOLD AND CAN BE USED BY DEVELOPERS FOR RESIDENTIAL DEVELOPMENT. I MEAN, IF GENTLEMAN IS GOING TO PULL OUT OF THIS THING BECAUSE HE THINKS THERE'S SOMETHING WRONG WITH THE PROPERTY AND DON'T YOU THINK WE SHOULD KNOW ABOUT THAT ? THROUGH YOUR WORSHIP, ABSOLUTELY. THE CONCERNS THAT ARE THERE AND AGAIN, TRYING NOT TO GET TOO DEEP INTO THE WEEDS AS TO WHAT THE REASONING WERE, WE CERTAINLY AS A MUNICIPALITY CAN PROCEED AND DO A PHASE TWO AT THIS POINT IF WE CHOOSE TO DO IT. ANYONE PURCHASING THE PROPERTY COULD ALSO DO A PHASE TWO. IT'S AT THE WILL AND DIRECTION OF COUNCIL AS TO THE DIRECTION IN WHICH THEY WANT TO APPOINT STAFF. [00:10:06] KNOWING THE HISTORY OF THE LOT, I DON'T THINK IT'S CERTAINLY AN INSURMOUNTABLE ISSUE, BUT CERTAINLY ENOUGH FOR THE PROPONENT TO CHOOSE NOT TO PROCEED AT THIS POINT. COUNCILLOR PATRIE. THANK YOU WORSHIP THROUGH YOU. THE PROPONENT ALSO REACHED OUT TO ME AS WELL. AND IT'S NOT A TOTALLY DEAD DEAL. THIS DEAL IS DEAD, BUT HE STILL HAS INTEREST IN THAT PROPERTY. SO IT IS NOT AN INSURMOUNTABLE ISSUE WITH THE EA, BUT THE FACT THAT IT'S GOING TO HAVE TO GO TO A PHASE TWO EA, THERE WILL BE FURTHER DISCUSSION REQUIRED WITH STAFF TO MOVE FORWARD. BUT AS MR. ANTUNES SAID, IT IS. THE POTENTIAL OF NOT BEING ABLE TO CLOSE ON TIME WAS THE CONCERN. AND SO HE DIDN'T WANT THAT. I BELIEVE HE'S DOING THE RIGHT HONEST THING AND SAYING I'M NOT GOING TO COME BACK AND ASK FOR ANOTHER EXTENSION IF I CAN'T DO THIS IN TIME. SO LET'S KILL THIS DEAL AND WE'LL MOVE FORWARD IF WE NEED TO MOVE FORWARD, IF WE CAN. ANY OTHER QUESTIONS, COMMENTS, ON THIS ONE? MOTION TO RECEIVE IS ON THE TABLE. I'LL CALL FOR THE VOTE THEN. ALL IN FAVOR? THAT'S CARRIED. THANK YOU. WE'RE UP ON EASTLINK NOW? BEAUTIFUL. 7.3 MEMO FROM THE MANAGER OF ECONOMIC DEVELOPMENT PROPOSALS FOR DEVELOPMENT AT 255 HIGHWAY 108. AGAIN, A MOTION TO RECEIVE MOVED BY COUNCILLOR PEARCE SECOND BY COUNCILLOR TURNER. MR. ANTUNES, IF YOU WOULD, PLEASE. THANK YOU. WORSHIP AGAIN THROUGH YOU. MEMO FOR COUNCIL TO RECEIVE AS DIRECTED BY COUNCIL STAFF DID ISSUE A REQUEST FOR PROPOSALS FOR THE SURPLUS PROPERTY 255108 KNOWN AS THE FORMER AS A CIVIC CENTER PROPERTY. STAFFORD DID RECEIVE TWO PROPOSALS FOR DEVELOPMENT ON A SCALE APPROPRIATE WITH THE LOCATION AND SIZE OF PROPERTY. STAFF WILL SEEK DIRECTION REGARDING THE PROPOSALS AND, IF NEEDED, THE FUTURE OF THE CIVIC CENTER LOT FROM THE INCOMING COUNCIL LIKELY AT THE NOVEMBER 28TH MEETING. THANK YOU, MR. ANTUNES. QUESTIONS FROM MEMBERS OF COUNCIL. DON'T APPRECIATE THE WORK THAT'S BEEN DONE ON THIS. AND HOPEFULLY THE INCOMING COUNCIL WILL LOOK AT THESE PROPOSALS CAREFULLY AND MAKE THE RIGHT CHOICE. THANK YOU. THANK YOU. CALL FOR THE VOTE, THEN. ALL IN FAVOR THAT'S RECEIVED. THANK YOU. 7.4. A REPORT FROM THE SPECIAL PROJECTS MANAGER THAT THE REPORT OF THE SPECIAL PROJECTS MANAGER, DATED NOVEMBER NINE, 2022, BE RECEIVED IN THE COUNCIL, APPROVED THE USE OF THE NEGOTIATION METHOD WITH THE PROCUREMENT POLICY PROCURE DESIGN SERVICES FOR THE PREPARATION OF A TENDER PACKAGE FOR THE POOL RENOVATION PROJECT TO THE AQUATICS ASSOCIATION, A DIVISION OF REC TECH MANAGEMENT GROUP INC AT ITS UPSET COST OF 118,000 PLUS APPLICABLE TAXES, AND THAT THE REQUIRED FUNDS BE TAKEN FROM THE BUILDING AND FACILITY RESERVES. CAN I HAVE A MOVE OF PLEASE MOVE BY COUNCILLOR MANN SECOND BY COUNCILLOR FENIMORE. MR. GOLDIN. THANK YOU YOUR WORSHIP. I KIND OF REGARD THIS REPORT AS AN ADMINISTRATIVE FOLLOW UP TO THE PREVIOUS POOL REPORT. I'M SORRY. I FORGET THE DATE. I BELIEVE IT WAS WELL, IT WAS PRE-ELECTION. THERE WAS A REPORT CAME FORWARD TO COUNCIL REGARDING THE CONDITION OF THE POOL. THANK YOU. AND. AND THE FOLLOWING DAY STAFF REACHED OUT TO AQUATIC ASSOCIATES TO GET STARTED ON THE PROCESS OF CONDUCTING A DESIGN WITH THE INTENT OF TENDERING THE CONSTRUCTION OF REPAIR COMPONENT OF THE PROJECT. THROUGH THE COURSE OF DISCUSSIONS SINCE THAT TIME. IT'S JUST BECOME APPARENT THAT THE VENDOR WOULD CERTAINLY FEEL MORE COMFORTABLE THAT WE'RE CONDUCTING OURSELVES CORRECTLY WITH REGARDS TO PROCUREMENT POLICY, AS WOULD STAFF. SO I'VE BROUGHT FORWARD THIS SIMPLE REPORT TO TRY AND OUTLINE WHERE WE'RE AT RIGHT NOW. PIP. THANK YOU. QUESTIONS? I'LL START OUT. I HAVE A QUESTION FOR MR. DANIEL, BECAUSE THIS ISN'T A BUDGETED ITEM. IS THIS WITHIN YOUR SCOPE, OR WOULD YOU RECOMMEND THAT COUNCIL DEFER THIS TO THE INCOMING COUNCIL? THAT'S A GOOD QUESTION. I HAVEN'T LOOKED AT IT IN A LAME DUCK CONTEXT. IF IT'S TECHNICALLY UNBUDGETED, THEN, YOU KNOW, SIX DAYS BEFORE I LOSE MY LAME DUCK POWERS, THIS MIGHT BE THE FIRST TIME I USED THEM. SO I BELIEVE THE MOTION CAN STAND AS IS. AND IF YOU NEED, WE HAVE TO DOUBLE CHECK THAT. BUT IF WE NEED ME AND MY LAME DUCK POWERS TO EXECUTE WHATEVER GETS DECIDED HERE THIS EVENING, THAT WOULD BE THAT WOULD BE FINE. I GUESS TECHNICALLY IT WAS UNBUDGETED. WE DON'T HAVE ANY POOL CAPITAL IN THAT SCALE. SO THEN AGAIN, I HAVEN'T USED ONE IOTA OF MY LAME DUCK POWERS TO DATE AND MAYBE THIS IS A BENIGN USE OF IT. [00:15:07] IF COUNCIL ENDS UP DIRECTING THAT, THAT'S THE WAY WE SHOULD GO. OKAY, SO APPROVAL OF THIS WOULD KEEP EVERYTHING ON THAT ORIGINAL TIMELINE THAT YOU HAD GIVEN COUNCIL IN OCTOBER. THAT'S THE MAIN REASON WE'RE ASKING FOR A SOLE SOURCE. WE WOULD TENDER IF WE HAD THE TIME, BUT WE WOULD TAKE THREE OR FOUR MONTHS. AND THIS FIRM HAS BROUGHT US TO THE POINT WHERE WE'RE AT NOW. WE'VE BEEN WORKING WITH THEM FOR SOME TIME. COUNSEL, IN FACT, DIRECTED US TO WORK WITH WITH THIS FIRM. SO ON A SMALLER SCALE, OF COURSE, AND WE STILL HOPE TO BE ABLE TO GET SOME GRANTS FOR THIS. BUT THERE IS A CHANCE, AS STATED IN THE REPORT, THAT IT COULD BE DEEMED INELIGIBLE. BUT WE HAVE A LOT OF COSTS TO TO WORK ON AND THERE WILL BE HOPEFULLY SOME TIME TO MANEUVER SOME OF THOSE ELEMENTS LATER ON. THANK YOU. QUESTIONS FROM OTHER MEMBERS OF COUNCIL? COUNCILLOR PATRIE. THANK YOU WORSHIP. THROUGH YOU, I'VE REACHED OUT TO OUR CEO, MR. GUNYAL, REGARDING THIS AS WELL. AND I RECOMMEND AND I'M SURE BASED ON THE EMAILS TIM AND I HAD BACK AND FORTH, THAT WE REACH OUT TO NOHFC, ASK THEM FOR PERMISSION, THEY MAY GRANT US THE AUTHORITY TO DO IT AND THEY MAY PUT IT INTO THE GRANT. IT DEPENDS ON THE SCOPE OF THE GRANT AT THE END OF THE DAY OF WHAT THEY'RE GOING TO APPROVE ANYWAY. THE GRANT APPLICATION THAT WE'RE APPLYING TO, I BELIEVE IS UP TO $4 MILLION BASED ON OUR EMAILS BACK AND FORTH. BUT THERE IS THE POTENTIAL THAT NEW NOHFC CAN GIVE US THAT PERMISSION AHEAD OF TIME WITH THE APPLICATION AND ALLOW US TO FUND THAT INTO THE 50%. SO I HAVE FULL FAITH IN STAFF THAT THEY'RE GOING TO DO THAT BASED ON THE EMAILS THAT I HAD BACK AND FORTH. BUT REGARDLESS, I THINK THAT WE STILL NEED TO, IN LIGHT OF TIMELINESS, WE NEED TO APPROVE THIS AS A SOLE SOURCE TO MOVE FORWARD AND POTENTIALLY RISK LOSING THAT $50,000 OR $60,000 TO MAKE SURE THAT WE CAN GET THE POOL BACK OPEN AT THE EARLIEST POSSIBLE DATE. I DON'T WANT TO STALL THIS IN ANY WAY, SHAPE OR FORM, AND I'M PRETTY SURE THAT THE INCOMING COUNCIL WOULD BE IN FAVOR AND WOULDN'T HAVE AN ISSUE WITH THIS COMING FORWARD. ALL THROUGH THE ELECTION, EVERYBODY KNEW THAT THIS COUNCIL HAS APPROVED TO DO THIS PRIOR. SO WE'VE ALREADY GIVEN STAFF THE DIRECTION TO MOVE FORWARD. WE'RE JUST AT A LAME DUCK POSITION WITH THE ASPECT OF WHO GETS TO APPROVE DOING THE SOLE SOURCING. BUT I THINK AT THE END OF THE DAY WE DON'T HAVE A CHOICE BUT TO SOLE SOURCE THIS, CONTINUE WITH THE APPLICATION AND EXPEDITE EVERYTHING AS QUICKLY AS POSSIBLE SO THAT WE CAN GET OPEN AT THE BEGINNING AS EARLY AS POSSIBLE IN THE FALL WITH THE RENOVATION BEING COMPLETE. IT'S MY OPINION. COUNCILLOR CYR AND COUNCILLOR MANN. THANK YOU WORSHIP. THROUGH YOU BEING THAT THIS IS A LONG TERM RENOVATION TO EXTEND THE LIFE SIGNIFICANTLY OVER A [INAUDIBLE]. CAN WE GET REASSURANCE THAT I KNOW THAT WITH THE ELECTIONS AND WITH THE REBUILDING OF COUNCIL AND COMMITTEES, THAT THERE'S GOING TO BE A REFERRAL TO THE THE INCOMING ACCESSIBILITY COMMITTEE TO MAKE SURE THAT THEY'RE CONSULTED AND THEY HAVE TIME TO REVIEW THE PROPOSED DESIGN JUST SO THAT THERE'S AN ACCESSIBILITY INPUT INTO THE DESIGN. I THINK IT WOULD BE IMPORTANT CONSIDERING THE AMOUNT OF MONEY WE'RE EXPENDING AND THAT IT'S IT'S GOING TO BE A HIGHLY UTILIZED PUBLIC BUILDING. THANK YOU. YEAH. THROUGH YOU, YOUR WORSHIP. YEAH. SO I WAS SPEAKING TO THE DESIGN CONSULTANT TODAY AND TRYING TO GET AN IDEA OF WHAT THE PROTOCOL FOR BACK AND FORTH BETWEEN THE DESIGN TEAM AND STAFF WOULD BE THROUGHOUT THE DESIGN PROCESS, AND THEY OUTLINED THAT THERE'S AT LEAST FOUR FORMAL CONVERSATIONS, DOCUMENT PHASES THAT COME BACK AND FORTH. AND THROUGH THAT PROCESS THERE WOULD BE AMPLE OPPORTUNITY TO DISCUSS THE DESIGN WITH THE ACCESSIBILITY COMMITTEE. OK. FOLLOW UP COUNCILLOR CYR. I JUST DIDN'T WANT WITH. I DIDN'T WANT US TO SEE US RUSH INTO GETTING EVERYTHING DONE. AND AND THEN ALL OF A SUDDEN JUST IT MIGHT BE AN HONEST OVERSIGHT, BUT I DON'T WANT THAT STEP MISSED SO THAT WE GET ACTUAL PEOPLE WHO NEED THE HELP TO GET A BIT OF INPUT. THANK YOU. COUNCILLOR MANN. THANK YOU. WORSHIP. JUST A GENERAL COMMENT. OBVIOUSLY WE ALL TRY NOT TO SINGLE SOURCE AS MUCH AS POSSIBLE WITH THE MUNICIPALITY, BUT I THINK SPECIALIZED SERVICES LIKE THIS WATER, WASTEWATER AND OTHER SERVICES WHICH WE HAVE GONE THE SINGLE SOURCE ROUTE IS VERY APPROPRIATE, ESPECIALLY IN THIS CASE. THIS COULD MEAN THE DIFFERENCE BETWEEN AN ADDITIONAL SEASON BEING LOST, WHICH IS I DON'T THINK ANYONE WANTS. SO I'M I'M VERY SATISFIED TO MOVE FORWARD TONIGHT. THANK YOU. ANY OTHER COMMENTS? MEMBERS OF COUNCIL. NO APPETITE TO DEFER THIS AND HOLD OFF THE PROJECT FOR ANOTHER FULL MONTH. [00:20:05] SO THAT'S GOOD. I'LL CALL FOR THE VOTE THEN. ALL IN FAVOR. THAT'S CARRIED, THANK YOU. 7.5 REPORT FROM THE ACTING DIRECTOR OF PUBLIC WORKS PRODUCT CARE ASSOCIATION. AMENDING AGREEMENT NUMBER TWO RECOMMENDATION THAT THE REPORT OF THE ASSISTANT DIRECTOR OF PUBLIC WORKS, DATED NOVEMBER SEVEN, 2022, BE RECEIVED, AND THAT COUNCIL APPROVED THE SIGNING OF AN AMENDED AGREEMENT. NUMBER TWO, ALLOWING CONTINUATION OF SERVICES WITH THE MUNICIPALITY FOR HAZARDOUS AND SPECIAL PRODUCT REGULATION. MOVER PLEASE. MOVE BY COUNCILLOR CYR, SECOND, BY COUNCILLOR TURNER. THANK YOU. MR. DOYLE, ONCE AGAIN. THANK YOU. AND THROUGH YOUR WORSHIP. SO EVERY YEAR, THE CITY OF ELLIOT LAKE RUNS A HAZARDOUS WASTE DAY EVENT AT THE PUBLIC WORKS HERE FROM 11 A.M. TO 7 P.M., AND RESIDENTS ARE ENCOURAGED TO ATTEND THE EVENT WHERE THEY CAN DISPOSE OF THEIR HAZARDOUS WASTE IN ENVIRONMENTALLY FRIENDLY AND SAFE MANNER. THE CITY HIRES A SPECIALIZED CONTRACTOR TO RUN THE EVENT WHERE THEY COLLECT PACKAGE DOCUMENTS AS WELL AS TRANSPORT THE HAZARDOUS WASTE TO DEPOTS RUN BY STEWARDSHIP ONTARIO AND PRODUCT CARE ASSOCIATION OF CANADA. WHAT YOU'LL PROBABLY SEE THROUGH THIS REPORT ARE A LOT OF ACRONYMS AND INITIAL ISMS AND ETC. BUT I'M GOING TO TRY AND SHORTEN IT UP A BIT HERE BY BY JUST KIND OF SUMMARIZING IT. THE MUNICIPAL HAZARDOUS AND SPECIAL WASTE PROGRAM ENDED ON SEPTEMBER 30TH OF 2021 AND WAS REPLACED WITH THE HAZARDOUS AND SPECIAL EVENTS REGULATION UNDER OVER 844921. THE ENTIRE PROGRAM CHANGED IN OCTOBER 1ST OF 2021 WITH A NEW REGULATION. [INAUDIBLE] HAS AN AGREEMENT WITH OUR MUNICIPALITY TO FUND DEPOT COLLECTION AND OR EVENTS, AND THE CURRENT ISP AGREEMENT NEEDS TO BE AMENDED TO ACCOMMODATE THE NEW HSP REGULATION. SO THIS WILL ENSURE PRODUCT CARE IS CONTINUE FUNDING WITH OUR MUNICIPALITY. ON JANUARY 17TH, THERE WAS COMMUNICATION WITH PCA AS HE REQUESTED INFORMATION ON THE TONES COLLECTED AND PRODUCT COLLECTED DURING THE EVENT WHICH WAS SUBMITTED TO THEM. BUT THEN ON MARCH 24TH, THE AMENDED AGREEMENT WAS SENT FOR SIGNATURES. BUT HAS YET TO BE BROUGHT TO COUNCIL TILL TODAY FOR SIGNING. SO IN SUMMARY, STAFF IS RECOMMENDING THE COUNCIL APPROVE THE SIGNING OF THE AMENDED AGREEMENT. NUMBER TWO, THAT RECOGNIZES PRODUCT CARE ASSOCIATION OF CANADA IS AS A PRODUCER RESPONSIBLE ORGANIZATION WHICH WILL ALLOW AN UNINTERRUPTED CONTINUOUS SERVICE FOR THE RESIDENTS OF ELLIOT LAKE WHEN IT COMES TO THE COLLECTION OF PAINTS, COATINGS, PESTICIDES, PRESSURIZED CONTAINERS, NON REFILLABLE AND PRESSURIZED CONTAINERS AND REFILLABLE PROPANE. SO THIS IS MAINLY JUST A HOUSEKEEPING ITEM. THEY'VE JUST CHANGED THEIR NAMES, CHANGED WHATEVER. AND NOW WE'RE SITTING WITH A NEW A NEW ORGANIZATION DOING IT. OKAY. THANK YOU, MR. DOYLE. QUESTION FOR YOU WITH THIS, AT SOME POINT IN THE FUTURE, WILL WE SEE, AS THE LANDFILL CONTINUES TO EVOLVE WITH THAT PLAN, WILL WE SEE A HAZARDOUS WASTE DEPOT INSTALLED AT OUR LANDFILL FOR PUBLIC USE? THAT'S FOR YOU. THAT'S SOMETHING THAT WE'VE LOOKED AT. WE'VE GOT TO GET PERMISSIONS FROM FROM THE MINISTRY. WE'VE GOT TO GET SPECIAL CONTAINERS, ETC., FOR THAT. SO, YES, WE ARE THE. THANK YOU. COUNCILLOR FINAMORE. ON THAT NOTE, WHAT DO PEOPLE DO TODAY IF THEY HAVE PAINTS AND SOLVENTS THEY WANT TO DISPOSE OF? THROUGH YOUR WORSHIP BY CURRENTLY IF THE STORES DON'T TAKE THEM BACK, THEN WE ASK THEM TO HOLD ON TO THEM UNTIL HAZARDOUS WASTE DAY. COUNCILLOR PEARCE. THANK YOU, YOUR WORSHIP THROUGH YOU. WHEN YOU WERE READING THROUGH YOUR LIST THERE, MR. DOYLE, DID YOU MENTION BATTERIES? THROUGH YOUR WORSHIP. NO, I DID NOT MENTION BATTERIES. THERE IS A BATTERY DROP OFF AT THE PUBLIC WORKS. YARD OR SOME SMALLER BATTERIES, ETC. UP TO AND INCLUDING A CAR BATTERY IF THROUGH YOUR WORSHIP IF. IF THE STORES DON'T TAKE BACK THE BATTERIES THEN WE LIKE THE CANADIAN TIRES ETC. ETC.. OFTEN OFFER FOR LIKE I THINK IT'S $20 ROUGHLY FOR A RETURN OF A BATTERY. OKAY. THANK YOU. OKAY. COUNCILLOR TURNER. JUST. MR. DOYLE, JUST A QUICK FOLLOW UP ON WHAT COUNCILLOR PEARCE HAS. I NOTICED THAT WE'VE HAD BATTERY RETURNS OR SURRENDERS AT PUBLIC WORKS, AND I'M CURIOUS HOW SUCCESSFUL WE'VE BEEN WITH WITH THAT. DO WE DO WE GET MUCH IN THE WAY OF BATTERIES? THROUGH YOUR WORSHIP? YES, WE DO. WE GET QUITE A FEW AND THEN WE HOLD ON TO THEM UNTIL THE HAZARDOUS WASTE WEEK. AND THEN WE GIVE THEM TO THE CONTRACTOR. [00:25:04] NO UNDERSTANDING EVERYTHING'S RELATIVE. BUT WHAT WOULD QUITE A FEW BE? JUST SO PEOPLE GET AN UNDERSTANDING HERE. THROUGH YOUR WORSHIP, I WOULD SAY PROBABLY ABOUT. GIVE YOU AN ESTIMATE, I SEE A COUPLE OF HUNDRED POUNDS. GOOD. GOOD. THANK YOU. ANY OTHER QUESTIONS? SEEING NONE. I'LL CALL FOR THE VOTE THEN. ALL IN FAVOR. THAT'S CARRIED. THANK YOU. THANK YOU, MR. DOYLE. EIGHT PRESENTATION OF COMMITTEE REPORTS. [8. PRESENTATION OF COMMITTEE REPORTS] 8.1. REPORT FROM THE DEPUTY CLERK AND ACCESSIBILITY COORDINATOR. THIS IS A REFERRAL FROM THE BYLAW AND PLANNING COMMITTEE. RE DRAFT PERSONAL RECREATION. CANNABIS BYLAW. COUNCILLOR PEARCE, IF YOU WOULD, PLEASE. THANK YOU. YOUR WORSHIPS FOR YOU AT THE NOVEMBER 7TH BYLAW AND PLANNING COMMITTEE MEETING, THE FOLLOWING RESOLUTION WAS PASSED. THAT THE REPORT OF THE DEPUTY CLERK AND ACCESSIBILITY COORDINATOR BE RECEIVED AND THAT THE DRAFT PERSONAL RECREATION CANNABIS BYLAW AS AMENDED, BE FORWARDED TO COUNCIL FOR CONSIDERATION AND ADOPTION. AND I ALSO MOVE THE SECOND OR SECONDED BY COUNCILLOR MANN MISS BRAY. IF YOU WOULD PLEASE KNOW YOU'D LIKE TO DO THAT. OKAY, FIRST COUNCIL GET IN LINE AS COUNCIL AND THE PUBLIC ARE AWARE, THERE WAS QUITE A BIT OF DISCUSSION ON THIS. I THINK THE ORIGINAL PROPOSAL FROM STAFF WAS QUITE LENGTHY AND VERY DETAILED. WE HAD QUITE INTERESTING CONVERSATIONS THAT THE BYLAW COMMITTEE ON THIS AND THEN WE HAD A MEETING OF THE POLICE SERVICES BOARD WHERE THIS WAS ALSO BROUGHT UP TO CLARIFY THE SITUATION WITH REGARDS TO THE ENFORCEMENT BY OPP. WE ALSO HAD A GREAT DEAL OF INPUT FROM PUBLIC AND I WANT TO THANK THEM IN PARTICULAR FOR SOME OF THE THINGS THAT THEY BROUGHT FORWARD TO THE COMMITTEE. SO THE THERE WAS A AN AMENDMENT MADE, WHICH I WILL EXPLAIN IN MORE DETAIL. BUT OVERALL, THIS, I BELIEVE, SATISFIES THE NEED TO MAKE SURE THAT WE ARE PROTECTING OUR CHILDREN IN THIS COMMUNITY. AND THAT WAS REALLY THE THE CRUX THAT WE WERE REALLY, REALLY CONCERNED WITH, THAT THE COMMITTEE WANTED TO MAKE SURE THAT OUR CHILDREN WERE SAFE FROM CANNABIS AND IN PARTICULAR PEOPLE WHO ARE. MAYBE NOT AS CAREFUL AS THEY SHOULD BE IN TERMS OF WHERE THEY PLANT IT AND HOW THEY MAINTAIN IT. SO I THINK THIS IS THE BEST THAT WE COULD HAVE COME UP WITH. AND I COMMEND THE HARD WORK OF THE STAFF AND THE MEMBERS OF THE COMMITTEE FOR FOR DOING THIS. AND WITH THAT, I'LL TURN IT OVER TO MISS BRAY. THANK YOU, MISS BRAY. MISS DOYLE? YES, MISS DOYLE. HAS REWRITTEN THIS VOTE 12 TIMES. THANK YOU. THROUGH YOU, YOUR WORSHIP. SO, YES. ATTACHED IS THE FINAL DRAFT BYLAW THAT WAS PASSED AT THE MOST RECENT BYLAW AND PLANNING COMMITTEE MEETING. AND THIS CAPTURES ALL OF THE INPUT THAT WE'VE RECEIVED TO DATE. SO WE JUST WANT TO SAY THANK YOU AGAIN. AS COUNCILLOR PEARCE SAID TO THE PUBLIC AND TO ALL THE INPUT THAT WE HAVE COLLECTED FOR THE FINAL PRODUCT. IT IS RECOMMENDED THAT COUNCIL APPROVED THE ATTACHED AMENDED BYLAW AS PRESENTED AND. THE MAIN AMENDMENT THAT WAS MADE AS A RESULT OF THE LAST BYLAW AND PLANNING COMMITTEE MEETING WAS WE ADDED THE VERBIAGE, THE FOLLOWING THAT THE BOUNDARY OF THE LAND ON WHICH THE PRODUCTION SITE IS LOCATED DOES NOT HAVE ANY POINT IN COMMON WITH THE BOUNDARY OF THE LAND ON WHICH IS LOCATED A SCHOOL, PUBLIC PLAYGROUND, DAYCARE FACILITY OR OTHER PUBLIC PLACE FREQUENCY FREQUENTED MAINLY BY PERSONS UNDER THE AGE OF 18. THIS DRAFTED BYLAW WILL BE SENT TO THE ATTORNEY GENERAL FOR REVIEW AND APPROVAL. AND WITH THAT, IT IS RECOMMENDED THAT COUNCIL APPROVE THIS TO BE SENT TO THE ATTORNEY GENERAL. THANK YOU. THANK YOU, MS.. DOYLE. READ THE THREE ALL THREE RULES, BECAUSE THERE'S ONLY THREE RULES IN HERE FOR PUBLIC AWARENESS. SO THE FIRST RULE THAT ALL RESIDENTS OF THE CITY PRACTICING THE PERSONAL RECREATION CULTIVATION OF CANNABIS KEEP THE CULTIVATION LOCATED AT AND ALL PLANTS TEN METERS FROM ANY PROPERTY POINT IN COMMON. ALL PERSONS PERSONAL RECREATIONAL CULTIVATION OF CANNABIS MUST BE KEPT OUT OF SIGHT AND REACH OF CHILDREN AND OR ANYWHERE CHILDREN MAY CONGREGATE. AND THEN THE THIRD, WHICH MS.. DOYLE ALREADY READ ALL PERSONAL RECREATIONAL CULTIVATION OF CANNABIS MUST BE KEPT. OUT OF THE BOUNDARY OF THE LAND ON WHICH THE PRODUCTION SITE IS LOCATED DOES NOT HAVE ANY POINT IN COMMON WITH THE BOUNDARY OF THE LAND ON WHICH IS LOCATED. A SCHOOL, PUBLIC PLAYGROUND, DAYCARE FACILITY OR OTHER PUBLIC PLACE FREQUENTED MAINLY BY PERSONS UNDER THE AGES OF 18. AND THAT LAST ONE WAS DIRECTLY OFF A FEDERAL WEBSITE, I BELIEVE. [00:30:03] SO THEY MAKE UP THE FUN VERBIAGE. COUNCILLOR PATRIE. THANK YOU. WORSHIP THROUGH YOU. I KNOW IT'S IN THE BODY, AND I KNOW THAT WAS YOUR SECOND MOTION THAT YOU PUT FORWARD, BUT COULD WE I WOULD LIKE TO PUT A MOTION TO AMEND ITEM THREE TO CHANGE. THAT IT PERSONAL RECREATION, CULTIVATION OF CANNABIS, CANNABIS KEPT WITHIN TEN METERS OF THE BOUNDARY AND PUT IT RIGHT INTO THE FINE ASPECT AS WELL. AND THEN ADD AT THE BOTTOM OTHER PUBLIC OR PRIVATE PLACE FREQUENTED JUST TO MAKE SURE THAT IT'S CLEAR THAT WE DON'T HAVE SOMEBODY TRYING TO LOOK. THROUGH A LOOPHOLE SAYING, YEAH, IT SAYS IT IN THE BYLAW, BUT THERE'S NO FINE FOR IT TO BE SPECIFIC. IS THERE A SECOND OR FOR THE AMENDMENT? COUNCILLOR MANN. THANK YOU. OK. JUST CURIOUS IF, MS.. DOYLE, DID YOU GET THE THE FEW CHANGES TO THE VERBIAGE? JUST ADDS A LITTLE BIT OF CLARITY AND ADDITIONAL INFORMATION? COUNCILLOR PATRIE. NO YOUR WORSHIP. I'M FINE WITH THAT. AS LONG AS OUR DEPUTY CLERK AND CLERK UNDERSTAND THAT. AND I CAN GIVE HIM THAT VERBIAGE, WHAT I'VE WRITTEN IN HERE AFTERWARDS AS WELL. BUT THANK YOU. ANY QUESTIONS ON THE AMENDMENT, COUNCILLOR TURNER? THANK YOU, WORSHIP. SO THE AMENDMENT APPLIES STRICTLY TO BOUNDARIES IN COMMON WITH PLAYGROUNDS, DAYCARES, PUBLIC PLACES. BUT ALSO PRIVATE THAT MAY BE FREQUENTED BY INDIVIDUALS 18 YEARS OF AGE. SO WHAT I'M WONDERING HERE IS IN NUMBER ONE, TALKS ABOUT TEN METERS FROM ANY PROPERTY POINT IN COMMON. DOESN'T. DOESN'T STATE IN COMMON WITH WHAT WE JUST TALKING ABOUT THE NEIGHBORS. COUNCILLOR PATRIE. YEAH. IF I MAY, YOUR CLARIFICATION. YEAH, WE WENT THROUGH ALL OF THIS AT THAT MEETING, SO. OKAY. ITEM ONE ON THE FIRST PAGE OF THE BYLAW SAYS WITHIN TEN METERS FROM ANY POINT PROPERTY POINT IN COMMON. SO IF THERE'S VIRTUALLY THAT IS YOUR PROPERTY LINE THAT'S IN COMMON WITH ANYTHING. BUT WE DIDN'T HAVE IT IN THE FINE ASPECT ON ITEM THREE ON THE BACK PAGE. RIGHT. SO VIRTUALLY IT'S I'M ASKING JUST TO CLARIFY THAT. THERE IS THE APPLICABLE FINE IF YOU BREACH THAT AS WELL SO THAT THE VERBIAGE IS IN THERE TO SAY THAT IT IS PRIVATE OR PUBLIC PROPERTY AND IT'S WITHIN TEN METERS OF ANY COMMON PROPERTY LINE. SO AND THAT VERBIAGE IS BASED ON MR. THOMAS HAD COME UP AND GIVEN US SOME INFORMATION AS WELL. AND IT'S BASED ON COUNCILLOR MANN. BE BETTER AT IT. IT'S SECTION SEVEN OF SOME ACT AND SEVEN B MINISTRY OF HEALTH AND HEALTH CANADA APPLICATION PROCESS. SO. TO SETTLE THIS. IT COULD BE YOUR PROPERTY AND YOUR NEIGHBOR'S PROPERTY THAT WE'RE TALKING ABOUT. YES. AND SO NUMBER ONE, DOESN'T SEEM TO HAVE A PENALTY SECTION. HELLO. WITH ALL DUE RESPECT, YOUR WORSHIP, IF YOU FLIP THE PAGE COUNCILLOR, THE PENALTIES ARE ON THE BACK SIDE. AND THAT'S WHAT I'M ASKING TO BE CHANGED, IS THAT YOU KEEP THIS CONSISTENT VERBIAGE IN THE PENALTY PORTION OF THE BYLAW SO THAT IT INCLUDES ANY PROPERTIES IN COMMON, CORRECT? THAT'S WHAT I WANT. GOOD. AND ADDING THE THE VERBIAGE WITH THE PRIVATE AREAS. MISS DOYLE, SORRY. THROUGH YOUR WORSHIP, THESE THIS VERBIAGE IS YEAH, IT'S DRAFTED AS IS AND WILL BE REVIEWED BY THE ATTORNEY GENERAL. THEY WILL HAVE CHANGES FOR THIS. ABSOLUTELY. SO THIS IS DRAFTED AS IS FOR FINES, BUT IT WILL BE REVAMPED BY THE ATTORNEY GENERAL MORE THAN LIKELY IF IT'S NOT ACCEPTED. SO YEAH, THIS IS DRAFTED JUST AS IS FOR THE PURPOSES OF THE BYLAW, BUT WE'LL BE REVIEWED AND AND IF CHANGES NEEDED, THEN THEY'LL LET US KNOW THAT. OKAY. THANK YOU. THANK YOU, COUNCILLOR PATRIE. I WOULD JUST LIKE THAT VERBIAGE IN THERE TO GO TO THE MINISTRY, THE ATTORNEY GENERAL AND YEAH, I GET IT. THEY CAN CHANGE ANYTHING THEY WANT. THEY HAVE TO APPROVE IT. OKAY. SO ANY OTHER QUESTIONS ON THE AMENDMENT, COUNCILLOR TURNER. I'M SORRY, NOT ON THE AMENDMENT, NO. I WHOLEHEARTEDLY AGREE WITH THE AMENDMENT, JUST MAKING CLEAR VERBIAGE SO PEOPLE DON'T TRY AND FIND LOOPHOLES ALONG WITH THE THE PRIVATE AREAS. AND I CAN UNDERSTAND THAT YOUR HOME BACKS ON TO A RESTAURANT, SAY YOU DON'T REALLY WANT TEN FOOT PLANTS HANGING OVER A FENCE TO A RESTAURANT. [00:35:05] SO IT'S ALL GOOD. I'M GLAD TO SEE THIS COMING FORWARD. I'LL CALL FOR A VOTE ON THE AMENDMENT. ALL IN FAVOR. THAT'S CARRIED BACK TO THE ORIGINAL MOTION AS AMENDMENT. COUNCILLOR TURNER, JUST. I WONDER ABOUT THE SUCCESS OF THE BYLAW. WE SAY NO CULTIVATION WITHIN TEN METERS OF THE BOUNDARY. SO ESSENTIALLY SOMEONE'S BACKYARD. HAS TO BE AT LEAST 60 FEET. WIDE AND YOU CAN YOU NEED THAT PLANT RIGHT SMACK IN THE CENTER IN ORDER NOT TO. YEP. GOOD. SO WE'RE FOR WILLING TO GET THE AGGIES TO PROVE THAT. THAT'S GREAT WITH ME. THANK YOU. COUNCILLOR MANN THANK YOU. BISHOP I JUST WANTED TO ECHO SOME OF COUNCILLOR PEARCE COMMENTS. WE DEFINITELY SPENT A LOT OF TIME ON ON THIS COMMITTEE AND ONE OF THE OPTIONS JUST FOR THE BENEFIT OF THOSE THAT WERE NOT IN ATTENDANCE WAS WE WERE POTENTIALLY ELIMINATING ONE AND REPLACING IT WITH NUMBER THREE. WE MADE THE DECISION TO ADD ALL THREE AND KEEP THEM IN TO MAKE IT VERY, VERY CLEAR, WHICH I THINK IS WHY WE'RE HAVING THIS LITTLE BACK AND FORTH THIS EVENING. SO THANK YOU. I'M GLAD YOU DID. THANK YOU. OKAY. ANY OTHER QUESTIONS ON THE MOTION AS AMENDED? SEE, NONE. I'LL CALL FOR THE VOTE THEN. ALL IN FAVOR. THAT'S CARRIED. THANK YOU. A POINT TO REPORT FROM THE DIRECTOR OF CLARKSON PLANNING. REFERRAL FROM THE BYLAW AND PLANNING COMMITTEE. RE QUARTERLY UPDATES FROM THE CLARKSON PLANNING SERVICES DEPARTMENT. COUNCILLOR PEARCE, IF YOU WOULD, PLEASE. THANK YOU. YOUR WORSHIP THROUGH YOU. AT THE SAME NOVEMBER 7TH BYLAW AND PLANNING COMMITTEE MEETING, THE FOLLOWING RESOLUTION WAS PASSED THAT THE DEPARTMENT QUARTERLY UPDATES FROM THE CLARKSON PLANNING SERVICES DEPARTMENT BE RECEIVED AND FORWARDED TO COUNCIL FOR INFORMATION AND ALSO MOVE SECONDER COUNCILLOR FINAMORE. THANK YOU. ADDITIONAL INFORMATION COUNCILLOR PEARCE MISS BRAY. THANK YOU. YOUR WORSHIP. SO YES, WE HAVE ATTACHED THE DEPARTMENTAL UPDATE FOR CLERKS, MUNICIPAL ENFORCEMENT AND THE BUILDING AND BYLAW DEPARTMENT. SO FOR THE CLERK'S DEPARTMENT THE ELECTION IS NOW BEHIND US CONCLUDED NOT BEHIND US TOTALLY, BUT WE'RE GOING TO SHIFT OUR FOCUS OVER TO CONTINUING WITH OUR MODERNIZATION OF OUR BYLAWS. SO WE'VE LISTED A FEW IN OUR REPORT THAT WE WILL BE LOOKING OVER DURING THE WINTER, INCLUDING BUSINESS LICENSING, REVIEWING THE TAXI BYLAW, A THOROUGH REVIEW OF THE PARKING BYLAW, SOME MINOR AMENDMENTS TO THE NOISE BYLAW WE'VE SEEN FOR ZONING BYLAW AMENDMENT APPLICATIONS FOR THIS QUARTER. WE'VE ISSUED SIX MARRIAGE LICENSES. WE HAD 55 DEATH REGISTRATIONS FOR THE QUARTER, 19 BURIALS, AND WE'VE ISSUED 34 LOTTERY LICENSES WITH MUNICIPAL ENFORCEMENTS. OUR TOTAL CALLS FOR SERVICE FROM JANUARY TO OCTOBER ARE UP 91% FROM LAST YEAR. AND I WOULD LIKE TO JUST THANK MUNICIPAL ENFORCEMENT OFFICER BRUCE ELLIOTT FOR HIS HARD WORK AND DEDICATION, BECAUSE A LOT OF THESE CALLS WERE AT A TIME WHEN HE WAS WORKING INDEPENDENTLY AND BY HIMSELF. WE HAVE ALSO HAD THE ADDITION OF A TEMPORARY OFFICER, OFFICER MCCARRON. SO SHE'S BEEN A WELCOME ADDITION TO THE DEPARTMENT, AND SHE'S FITTING INTO HER ROLE QUITE NICELY. SO THE CALLS ARE BROKEN DOWN BY MONTH. SO FOR THIS QUARTER, 259 CALLS FOR SERVICE, 200 OF THOSE CALLS HAVE BEEN COMPLETED AND CLOSED WITH 59 THAT ARE CURRENTLY OPEN. SO AS EXPECTED, IN THE SUMMER MONTHS, THE MAJORITY OF OUR CALLS CONSISTED OF ANIMAL CONTROL, NOISE AND NUISANCE AND PARKING AND TRAFFIC AND CLEAN YARDS. SO WITHIN THIS QUARTER WE HAVE LAID 15 CHARGES, MAINLY PARKING TRAFFIC AND BYLAW OR ANIMAL CONTROL, AND WE RECEIVE PAYMENT FOR 12 OF THOSE CHARGES AND THEN THE REMAINDER OF OUR REVENUE IS OUTSTANDING AND AWAITING THE RELEASE OF THE CHECK FROM ESPANOLA COURTHOUSE. AND THAT USUALLY COMES AT THE BEGINNING OF THE YEAR, AND IT'S A CONTRIBUTION OF FINES LEVY BETWEEN OUR DEPARTMENT, THE OPP, THE FIRE DEPARTMENT AND OTHER AGENCIES SUCH AS PUBLIC HEALTH AND THEN MOVING INTO THE BUILDING DEPARTMENT. SO WE HAVE AN ADDITION OF A BUILDING INSPECTOR IN AUGUST OF 2022. WE'VE ISSUED 91 PERMITS FOR THIS QUARTER AND PERFORMED 117 INSPECTIONS. AND WITH ANY QUESTIONS, I CAN BE MORE THAN HAPPY TO ANSWER. BEAUTIFUL. THANK YOU. COUNCILLOR PEARCE THANK YOU. YOUR WORSHIPS FOR YOU TO MISS BRAY. IT'S MY UNDERSTANDING YOU'VE HAD CONVERSATIONS WITH THE LOCAL DETACHMENT COMMANDER FOR THE OPP IN TERMS OF ENFORCEMENT. HAVE YOU COME TO AN UNDERSTANDING WITH THE OPP IN TERMS OF ENFORCEMENT OF CIVIC BYLAWS? THANK YOU. THROUGH YOUR WORSHIP. SO, YES, DETACHMENT COMMANDER STURGEON AND MYSELF AND THE DEPUTY CLERK WE MET AND DID A REVIEW OF THE CURRENT BYLAWS THAT WE THEY [00:40:08] ENFORCE ON OUR BEHALF, AND WE DID BRING THAT FORWARD TO THE POLICE BOARD MEETING. SO WE HAVE REACHED AGREEMENTS ON THOSE. THERE ARE FEW THAT REQUIRE UPDATING AND THOSE ARE ON OUR LIST FOR OUR MODERNIZATION PROJECT IS TO MAKE THEM A BIT MORE ENFORCEABLE. THANK YOU, COUNCILLOR FINAMORE. THANK YOU. WORSHIP THROUGH YOU TO OUR. CLERK. I JUST WANT TO THANK THE. HERSELF IN THE DEPARTMENT FOR ALL THE WORK THEY'VE DONE. IT'S BEEN A DAUNTING TASK. IT'S NICE TO SEE THAT YOU'RE SAYING YOU CAN PUT SOME ASIDE AND MOVE ON TO THE NEXT. BECAUSE FOUR YEARS AGO IT WAS LIKE. WE'VE GOT TO DO THEM ALL. AND SO I JUST APPRECIATE IT. AS I SAID AT THE MEETING, NORMALLY I GET STOPPED BY PEOPLE IN THE PUBLIC THAT HAVE COMPLAINTS ABOUT BY LAW ENFORCEMENT OFFICERS. I'M GETTING PEOPLE STOPPING ME AND GIVING COMPLIMENTS. SO PLEASE TELL THEM THAT THEY'RE DOING A GREAT JOB AND THAT THEY'RE VISIBLE. THEY'RE OUT THERE AND THEY'RE DOING THEIR JOB. AND I APPRECIATE THAT. MR. TURNER. THANK YOU, WORSHIP. I'D LIKE TO THANK THE CLERKS DEPARTMENT FOR THE REPORT. MUCH APPRECIATED. AND IT'S PRETTY CLEAR THAT YOU'RE BUSY. JUST OUT OF CURIOSITY, IN THE ONE SECTION THAT YOU HAD HERE REGARDING LOTTERY. I'M CURIOUS THAT OUT OF 34 LICENSES, 32 WERE FOR BINGO, WHICH ARE ESSENTIALLY ONE LOCATION OPERATIONS. AND WITH SHARING THAT, THERE WERE ONLY TWO RAFFLE LICENSES. THIS IS THIS IS OFTEN THE MAINSTAY FOR SMALL NONPROFITS AND THAT DO DO RAISE MONEY FOR WHATEVER THE CAUSES ARE. AND I'M JUST CURIOUS, IS THIS AN UNEXPECTED DROP IN THE NUMBER OF LICENSES? THROUGH YOU, YOUR WORSHIP. I DON'T HAVE THE STATS FROM OUR LAST QUARTER. THIS IS JUST COVERING FROM AUGUST TO OCTOBER. I THINK GROUPS ARE GETTING BACK INTO RAFFLES SLOWLY WITH COVID. THEY WEREN'T ALLOWED TO EVEN HAVE THOSE DRAWS IN PUBLIC AND WEREN'T REALLY HAVE ANY EVENTS TO TO HAVE THOSE DRAWS. SO THOSE NUMBERS, I THINK WE WILL START SEEING CREEPING BACK UP. BUT YEAH, SO FOR THE AUGUST TO OCTOBER WE ONLY DID HAVE THE TWO, THE TWO RAFFLES. THAT'S GREAT. I'M GLAD TO HEAR THEY'RE GETTING BACK INTO IT. IT'S OFTEN THAT'S THE ONLY MONEY THAT THEY'RE ABLE TO RAISE, ASIDE FROM EMPTYING THEIR OWN POCKETS. THANK YOU. COUNCILLOR FINAMORE. THANK YOU. JUST TO ADD TO THAT, I DID SPEAK WITH ONE LOCAL CHARITY AND SINCE COVID HAS BEEN GOING ON, AND I THINK BECAUSE MAYBE THE GOVERNMENT HAD NOTHING ELSE TO DO, THEY'VE CHANGED A LOT OF THE RULES AROUND DIFFERENT LICENSES AND DIFFERENT ORGANIZATIONS. SO THERE'S ONE THAT'S ACTUALLY HAS TO BE TOTALLY REBRANDED AND RE INCORPORATED, AND IT'S ONE OF OUR BIGGER CHARITIES IN THE COMMUNITY. SO I THINK THAT THEY'RE PLAYING CATCH UP WITH THE GOVERNMENT AS WELL AND IN THE MIDDLE OF TRYING TO NAVIGATE THROUGH CHANGES. COUNCILLOR TURNER, JUST JUST FOLLOW UP ON THAT. MISS BRAY, IS THERE SOMETHING THAT PUBLISHERS SHOULD BE AWARE OF IN APPLYING FOR THESE LICENSES? IS THERE. COUNCILLOR FINAMORE HAS INDICATED THERE'S BEEN A SERIES CHANGE IN SOME OF THE REGULATIONS. THANK YOU THROUGH YOUR WORSHIP. SO IT IS DEFINITELY A PROCESS. IT'S NOT IT'S NOT OFTEN AN EASY PROCESS. THERE'S A LOT OF PAPERWORK INVOLVED. SOMETIMES THE SMALLER CHARITIES HAVE A MORE DIFFICULT TIME GETTING THROUGH ALL THAT PAPERWORK AND BECOMING AN ELIGIBLE CHARITY. WE ACTUALLY HAVE A CONFERENCE SCHEDULED NEXT WEEK FOR TRAINING, SO I'LL PROBABLY HAVE SOME MORE UPDATES IN OUR NEXT REPORT WITH ANY SUBSTANTIAL CHANGES TO THAT PROCESS. THANKS VERY MUCH. ANY OTHER QUESTIONS? SEEING NONE. ALL IN FAVOR? IT'S CARRIED. THANK YOU. 8.3 REPORT FROM THE CITY PLANNER, J.L. RICHARDS AND ASSOCIATES. A REFERRAL FROM BYLON PLANNING COMMITTEE SITE PLAN CONTROL AGREEMENT UPDATE. COUNCILLOR PEARCE. ONCE AGAIN, THANK YOU. YOUR WORSHIPS FOR YOU AGAIN THAT THE NOVEMBER 7TH BYLAW AND PLANNING COMMITTEE MEETING. THE FOLLOWING RESOLUTION WAS PASSED. THAT THE REPORT FROM THE CITY PLANNER J.L. RICHARDSON ASSOCIATES RE UPDATED SITE PLAN CONTROL AGREEMENT BE RECEIVED AND THE SITE PLAN CONTROL AGREEMENT BYLAW AND GUIDELINES AS AMENDED BE FORWARDED TO COUNCIL FOR APPROVAL AND ALSO MOVE SECONDED BY COUNCILLOR MANN. [00:45:01] THANK YOU. IF I MAY COUNCILLOR PEARCE YOU, THIS WAS THIS IS A VERY, VERY EXTENSIVE DOCUMENT AND I WANT TO THANK JAEL RICHARDS FOR THE WORK THAT THEY PUT INTO IT, AS WELL AS OUR STAFF IN PARTICULAR. ONE OF THE THINGS THAT IS OF INTEREST TO ME IS THE WE'VE NOW MAKING CHANGES TO THE. WATERFRONT PROPERTIES TO MAKE SURE THAT THEY ARE IN CONFORMITY WITH NOT JUST PROVINCIAL GUIDELINES, BUT ALSO THE BYLAWS FOR THE CITY OF ELLIOT LAKE. AND I THINK THAT'S GOING TO BE A VERY, VERY IMPORTANT THING FOR US AS WE MOVE FORWARD. I DON'T THINK WE WANT TO GO THROUGH THIS ENTIRE DOCUMENT IN ITS FULL LENGTH, BUT IT WAS A VERY, VERY, VERY COMPREHENSIVE AND AGAIN, I WANT TO THANK EVERYBODY FOR THE WORK, ESPECIALLY THE PEOPLE ON THE COMMITTEE. A LOT OF GOOD DISCUSSION ON THIS AT COMMITTEE LEVEL. SO THANK YOU. THANK YOU. COUNCILLOR PEARCE MISS BRAY, IS THERE ANYTHING YOU'D LIKE TO HIGHLIGHT? I THINK I'LL ACTUALLY TURN IT OVER TO MS.. RO IS ON THE LINE ON ZOOM FROM JL RICHARDS, AND SHE CAN REVIEW THE PROCESS THAT WE WENT THROUGH. OKAY. GOOD EVENING, MR. RO. CAN YOU HEAR US? THANK YOU. CAN YOU HEAR ME OKAY? YES. WOW. AWESOME. OKAY, GOOD. AN IMPROVEMENT OVER LAST WEEK'S. THE BYLAW BYLON PLANNING COMMITTEE MEETING. SO GOOD. IN TERMS OF THE AUDIO CONNECTION. I'LL JUST KEEP IT KIND OF BRIEF HERE, BECAUSE WE DID GO THROUGH THIS, AS WAS MENTIONED IN QUITE SOME DEPTH AT COMMITTEE, BUT WE HAD BEEN WORKING TOGETHER WITH CITY STAFF AS WELL AS THE FOLKS AT TELECOM ENGINEERING TO REVIEW AND PROVIDE SOME INPUT FROM THE ENGINEERING SIDE AND DEVELOPMENT STANDARDS TO REPLACE THE CITY'S CURRENT SITE PLAN CONTROL BYLAW, AS WELL AS TO PROVIDE A CLEAR AND LAID OUT PROCESS AND GUIDELINES SO THAT APPLICANTS DEVELOPMENT PROPONENTS HAVE A CLEAR PROCESS THAT THEY'RE GOING TO FOLLOW AND KIND OF KNOW WHAT'S GOING TO BE EXPECTED OF THEM RIGHT FROM THE GET GO AND GUIDE THEM AS WELL IN TERMS OF SOME EXPECTATIONS FOR TIMELINES FOR THAT PROCESS. SO WITH THE BYLAW ITSELF, WE HAVE UPDATED THE AREAS WHERE SITE PLAN CONTROL WILL BE REQUIRED, AND THAT'S COMING FROM THE CITY'S OFFICIAL PLAN. SO TO BE CONSISTENT WITH THAT, THERE AREN'T TOO MANY CHANGES FROM THE CURRENT BYLAW, BUT IT DOES ALSO SPELL OUT WITH SOME CERTAINTY IN TERMS OF WHERE AN AMENDMENT WOULD BE REQUIRED. IF SOMEONE HAS AN EXISTING SITE PLAN CONTROL AGREEMENT, WHAT TYPE OF DEVELOPMENT COULD OR REDEVELOPMENT COULD OCCUR THAT TRIGGER AN AMENDMENT TO THAT AGREEMENT AS WELL AS A NEW BYLAW, DOES SET OUT THAT THE CLERK WOULD BE THE DESIGNATED APPROVAL AUTHORITY FOR SITE PLAN CONTROL AGREEMENTS. SO YOU MAY RECALL THAT COUNCIL OVER THE YEARS HAS SEEN SITE PLAN CONTROL AGREEMENTS COME FORWARD TO THIS TABLE TO REVIEW AND DETERMINE APPROVAL. BUT THIS WAS A CHANGE MADE TO THE PLANNING ACT EARLIER THIS YEAR THROUGH BILL 109. THAT SITE PLANS THE APPROVAL AUTHORITY FOR SITE PLANS WAS TO GO TO AN EMPLOYEE OR AGENT OF THE MUNICIPALITY VERY SPECIFICALLY. SO WE HAVE SPELLED THAT OUT IN THIS SITE PLAN CONTROL BYLAW. THE GUIDELINES, AS I MENTIONED, THEN GO THROUGH KIND OF THE COMPLETE PROCESS FROM START TO FINISH FOR APPLICANTS, INCLUDING REQUIREMENTS FOR A PRE CONSULTATION PROCESS. AND THIS IS VERY IMPORTANT AS IT'S KIND OF A PRE MEET AGAIN TO SET OUT THE EXPECTATIONS OF THE CITY TO ADDRESS ANY QUESTIONS OF THE APPLICANT. SO EVERYONE'S ON THE SAME PAGE AS THEY GO FORWARD AND EMBARK ON THE DEVELOPMENT PROCESS. ONE OF THE THINGS THAT WE SPOKE ABOUT AT LENGTH AT THE COMMITTEE WAS DETERMINING THE DEPOSIT AMOUNT FOR ON SITE WORKS AS WELL AS TO CLARIFY EXACTLY WHAT THAT MEANS IN TERMS OF ON SITE VERSUS OFF SITE WORKS. AND THE RECOMMENDATION OF COMMITTEE WAS TO PEG THAT DEPOSIT REQUIREMENT AT 10%. AND THAT'S FOR THINGS SUCH AS SERVICING, PAVING, LANDSCAPING, LIGHTING, ALL OF THE WORK THAT'S KIND OF EXTERNAL TO A BUILDING DEVELOPMENT THAT WE SEE. SO A 10% REQUIREMENT WOULD BE A DEPOSIT WOULD BE REQUIRED FOR THAT TYPE OF WORK, AS WELL AS A 100% DEPOSIT FOR WORK THAT'S REQUIRED, THAT'S OFF SITE. SO WITHIN A MUNICIPAL RIGHT OF WAY. SO IF SOMETHING HAPPENED TO THE PROPOSED DEVELOPMENT AND THEY WEREN'T ABLE TO COMPLETE THE WORK, THE MUNICIPALITY WOULD HAVE THE FUNDS TO DRAW ON TO BE ABLE TO REINSTATE THE MUNICIPAL RIGHT OF WAY. FINALLY, THE GUIDELINES DO SPELL OUT OR REITERATE KIND OF THE PROCESS. SO THE PLANNING ACT DOES NOT REQUIRE PUBLIC CONSULTATION FOR PASSING OF A SITE PLAN CONTROL BY LAW OR INDIVIDUAL SITE PLAN APPLICATIONS. [00:50:05] BUT WE DO FEEL THAT THE PROCESS HAS BEEN CONSULTATIVE IN TERMS OF WORKING WITH STAFF AS WELL AS COMMITTEE, AND WE HAVE KIND OF INFORMALLY EMBARKED UPON A PRE CONSULTATION PROCESS OVER THE PAST YEAR OR SO THAT WE FEEL IS WORKING QUITE WELL. AND SO WE'D LIKE TO KIND OF FORMALIZE THAT AND AGAIN LAY OUT KIND OF SOME ASSURANCE FOR STAFF AS WELL AS PROPONENTS AS TO WHAT THE PROCESS IS GOING TO ENTAIL. SO I CAN CERTAINLY TAKE ANY QUESTIONS THAT YOU MAY HAVE AT THIS TIME. THANK YOU VERY MUCH. ANY QUESTIONS FROM MEMBERS OF COUNCIL? LISBON SEEING NONE. THANK YOU FOR TAKING THE TIME FOR US THIS EVENING. VERY MUCH APPRECIATED. THANK YOU. THAT IF THERE'S NO QUESTIONS FOR THE CLERK EITHER, I'LL CALL FOR THE VOTE. ALL IN FAVOR THAT'S CARRIED. THANK YOU. NINE OUTSIDE BOARD AND COMMITTEE REPORTS THERE ARE NONE. TEN UNFINISHED BUSINESS. 10.1 ARTS AND CULTURE HUB UPDATE STANDING ITEM. ANYTHING ON THE HOME FRONT, MR. DANIEL? NOT REALLY. WE'RE REASSESSING EVERYTHING. CONTINUING TO WORK WITH OUR FUNDERS AND RESEARCHING OPTIONS TO DO WHAT WE CAN FOR OUR ARTS AND CULTURAL STAKEHOLDERS. THERE'S NOTHING PRESSING RIGHT NOW OR IN THAT SORT OF TRANSITION, OF COURSE, AS YOU KNOW, BETWEEN COUNCILS AND TRYING TO WRAP OUR MINDS AROUND WHAT THE NEXT STEPS MIGHT LOOK LIKE. OKAY, THANK YOU. RESIDENTIAL WATERFRONT DEVELOPMENT OPTIONS, ANYTHING ON THAT FRONT. OBVIOUSLY, 11 PETITIONS ARE NON CORRESPONDENCE, NONE NOTICE OF MOTION, NONE COUNCIL'S REPORT AND ANNOUNCEMENTS. [14. COUNCIL REPORTS AND ANNOUNCEMENTS] I'M GOING TO START IT THIS EVENING WITH THE BIG TICKET ITEMS AND THEN MOVE ON TO OTHERS. SO FOR, THESE ARE OCTOBER NUMBERS. I'D LIKE TO HIGHLIGHT SOME OF THE ACHIEVEMENTS OVER THE YEARS IN WHICH WE'VE ALL PLAYED A GREAT ROLE IN EVERYTHING FROM AMAZING BOAT LAUNCH PIER PROJECT REFURBISHMENT OF THE LOOKOUT TOWER SITE AND CREATING THE BEST CHILDREN'S PLAYGROUND THE COMMUNITY HAS EVER SEEN. THE COMPLETION OF THE MINER'S MONUMENT, UPGRADING OF TRAILS AND BRIDGES. WE'VE REPLACED SIX RESIDENTIAL ROADS ALONG WITH CRITICAL INFRASTRUCTURE. WE'VE TAKEN LEAPS TOWARDS ACCESSIBILITY, INCLUDING MAKING OUR BEACHES FULLY INCLUSIVE. WE'VE CREATED GREAT RELATIONSHIPS WITH OUR NEIGHBORS AND TAKEN MONUMENTAL STEPS TOWARDS RECONCILIATION, INCLUDING PLANTING A FLAG IN RECOGNITION OF TREATY LANDS AND RETURNING TRADITIONAL PROPERTY. WE'VE MADE HISTORY IN THE PROVINCE OF ONTARIO WITH A THREE WAY PARTNERSHIP WITH SERPENT RIVER, FIRST NATION, MISSISSAUGA FIRST NATION TO OPERATE THE MISSISSAUGA PARK. WE'VE BEEN A PART OF THE FIRST MAJOR GROWTH THIS COMMUNITY SEEN SINCE THE MINE CLOSURES, INCLUDING A 7% POPULATION GROWTH. [00:55:05] FIVE NEW COMMERCIAL BUILDS, INCLUDING THE PEARSON PLAZA. ALL ADDING TO THE DIVERSITY OF THE CITY. WE'VE HAD THE PRIVILEGE OF WORKING WITH SOME AMAZING VOLUNTEERS AT THE COMMITTEE LEVEL, MADE QUITE A FEW FRIENDS IN DOING SO. AND WE'VE GOT TO WORK WITH AMAZING PEOPLE THAT VOLUNTEER AT ALL OUR EVENTS. AND THE COMMUNITY WOULDN'T BE THE SAME WITHOUT YOU. NONE OF ALL THESE GREAT THINGS WOULD HAVE BEEN POSSIBLE WITHOUT THE AMAZING, ADMINISTRATION TEAM THAT WE'VE HAD AND THE DEDICATED EMPLOYEES AT ALL LEVELS. AND I'D LIKE TO SHOUT OUT A BIG THANK YOU TO MR. DANIEL. PROBABLY THE THE BEST HIRE THAT I'VE BEEN A PART OF. YOU'VE TURNED THE CITY HALL AROUND WITH YOUR SUPPORT AND CREATION OF A REALLY GREAT TEAM. I'VE NEVER MET A CAO LIKE YOU THAT HAS BEEN INVOLVED IN WHETHER SLINGING BEER CASES OR MOPPING FLOORS OR WHATEVER YOU NEED TO DO TO MAKE IT A BETTER PLACE. SO THANK YOU FOR ALL YOUR HARD WORK AND THE CARE YOU'VE SHOWN OVER THE YEARS. AND THANK YOU TO ALL THE THE STAFF THAT YOU'VE PULLED TOGETHER SOME OF THE COMMUNITY'S BEST. INCLUDING YOU LADIES HIDING BEHIND ME HERE. TALL ON COUNCIL. BE PROUD OF THE CONTRIBUTIONS YOU'VE ALL MADE TOWARDS BETTERING THIS COMMUNITY WE ALL LOVE. AND IT'S TRULY BEEN AN HONOR AND A PLEASURE SERVING WITH EACH AND EVERY ONE OF YOU. I'D LIKE TO CONGRATULATE COUNCILLOR MANN AND THE NEW COUNCILLORS YOU'LL BE WORKING WITH. AND I'D LIKE TO CONGRATULATE MAYOR ELECT PATRIE. I LOOK FORWARD TO WATCHING YOU IN THE FUTURE AS YOU CONTINUE TO MOVE OUR GREAT COMMUNITY FORWARD. THAT. CHEERS. AND I'D HAND IT OVER TO OTHER MEMBERS OF COUNCIL. COUNCILLOR FINAMORE. THANK YOU, YOUR WORSHIP. I JUST WOULD LIKE TO CARRY ON WITH YOUR ACTION OF GRATITUDE AND SAY THANK YOU TO THE CITY STAFF, THE VOLUNTEERS, ALL THE COMMITTEE MEMBERS. IT'S BEEN REMARKABLE. IT'S BEEN AMAZING. IT'S BEEN HARD, BUT IT'S DEFINITELY BEEN WORTHWHILE SERVING THIS LAST TEN OR 12 YEARS. I THINK MY PROUDEST MOMENT ARE WHEN WE'VE WORKED TOGETHER. ON OUR RELATIONSHIPS, ESPECIALLY WITH OUR INDIGENOUS PARTNERS AND OUR COMMUNITY PARTNERS. [INAUDIBLE] THE FAMILY HEALTH TEAM RETIREMENT LIVING SOME OF THE LOCAL CLUBS AND SERVICE CLUBS THAT HAVE THEIR ONLY REASON TO BE HERE IS TO MAKE ELLIOT LAKE A BETTER PLACE TO LIVE. THE SKI HILL, IT'S JUST BEEN IT'S A REMARKABLE PLACE TO LIVE AND TO PLAY AND TO LOVE IN ELLIOT LAKE. AND I'M GLAD THAT WE MADE THE DECISION A LONG TIME AGO WHEN THE MINES CLOSED TO STAY AND WE'RE NOT GOING ANYWHERE ANYTIME SOON. AND I THINK THE LOW MOMENTS IN THE LAST 10 TO 12 YEARS WOULD BE THE LACK OF SUPPORT FROM THE OTHER GOVERNMENTS IN THE PROJECTS THAT WE WANTED TO BRING TO FRUITION AND THE STATE OF OUR INFRASTRUCTURE AND HOW THEY COULD HAVE HELPED MAKE THINGS A LOT BETTER AND A LOT EASIER FOR THE PEOPLE IN ELLIOT LAKE AND THEY CHOSE NOT TO. AND I THINK THAT WOULD BE THE LOW POINT. ONE OF MY MOMENTS OF PRIDE IS OBVIOUSLY THE FOUNTAIN IN HORN LAKE, THE STANDING UP OF THE [INAUDIBLE] LAKE. LIKE, I CAN'T BELIEVE HOW MANY TIMES I ASKED AND BEGGED AND TRIED TO GET THAT DONE. AND STANDING IN A ROOM WITH MR. GAGNON AND DON, I FORGET HIS LAST NAME, CRANE. AND I SAID, WHAT DO I HAVE TO DO TO GET THE CHEVROLET STOOD UP AND. MR. DANIEL SAID. YOU WANT IT STOOD UP AND I SAID, YEAH. AND MR. CRANE SAID, OKAY. AND I THINK LIKE IT WAS TWO OR THREE WEEKS LATER, AND THERE IT STOOD. SO SOMETIMES YOU JUST GOT TO ASK THE QUESTION AND YOU GET WHAT YOU NEED. BUT ANYWAY, I JUST WANT TO THANK I FEEL GOOD LEAVING SUCH A GREAT TEAM OF STAFF. THIS IS SOME OF THE BEST STUFF. I THINK YOU'VE HAD WORK AT THE CITY AND I'M EXCITED TO SEE WHAT YOU ALL DO TOGETHER. HAVE FUN. COUNCILLOR TURNER. THANK YOU, WORSHIP. SO I ALSO WOULD LIKE TO. THANK YOU. AS MAYOR, FELLOW MEMBERS OF COUNCIL, COMMITTEE MEMBERS ON THE STANDING COMMITTEES FOR BEING SO SUPPORTIVE AND [01:00:08] DEDICATED. AND PARTICULARLY THOSE VOLUNTEER MEMBERS OF THE COMMUNITY WHO SIT ON OUR ADVISORY COMMITTEES. I'D LIKE TO WISH I WISH I COULD THROW A PARTY FOR THEM. THEY THEY WORK HARD. THEY DON'T GET PAID. AND. TOO OFTEN PEOPLE THINK THAT THEIR THEIR VALUE IS IS NOT THAT GREAT, BUT IT IS MAGNIFICENT. SO THANK YOU TO THEM. I WISH THE NEW COUNCIL THE BEST IN SETTING FORWARD A. REALISTIC AND ACHIEVABLE VISION FOR THE CITY IN THE YEARS TO COME. PERHAPS THROWING IN A LITTLE DASH OF DARING AND TAKING US ONE STEP BEYOND. I WOULD WISH FOR THEM THAT THEY DON'T SPEND TOO MUCH TIME TRYING TO FIND THE EXECUTIVE WASHROOM. THERE IS NONE. INSTEAD, I WOULD WISH THAT IF THEY FIND ANYTHING IS THAT THEY FIND INDIVIDUALLY FIND THEIR OWN VOICE. BECOME THOUGHTFUL, INDEPENDENT IN THEIR DECISIONS AND FUTURE FOCUSED. AND THE ONE THING THAT I DO TAKE AWAY FROM WORKING ON THIS COUNCIL. THE THING THAT STRUCK ME IS THAT INDIVIDUALLY AND COLLECTIVELY. WHAT I DID SEE, FOUR MEMBERS OF THE COUNCIL WERE CONTINUOUS ACTS OF KINDNESS QUIETLY DELIVERED. BUT ALWAYS ARE. AND WHEN IT CAME TO MEMBERS OF THE COMMUNITY AND I THANK YOU FOR THE PRIVILEGE OF BEING HERE, IT'S BEEN AN HONOR. THANK YOU. THANK YOU, COUNCILLOR CYR. THANK YOU. YOUR WORSHIP THREW YOU. FIRST AND FOREMOST, I WANT TO THANK THE CITIZENS OF ELLIOT LAKE FOR TRUSTING ME FOR TWO CONSECUTIVE TERMS TO REPRESENT THEM AT COUNCIL. IT HAS BEEN AN HONOR AND IT HASN'T BEEN AN EASY TASK, ESPECIALLY IN MY POSITION, WORKING FULL TIME AND TRYING HAVING A FAMILY TO SUPPORT. AND YOU KNOW, I'VE HAD CHALLENGES. I WON'T I WON'T MAKE ANY. THERE'S NOTHING TO HIDE THERE. SO IT'S NOT EASY FOR SOMEBODY WORKING FULL TIME WHO'S NOT ALWAYS IN CONTROL OF HIS TIME TO SIT AT THE TABLE. SO JUST IT'S HAS BEEN A CHALLENGE. BUT I'M INCREDIBLY PROUD OF WHAT WE'VE ACHIEVED TOGETHER. WE'VE WE'VE BEEN THROUGH TOUGH TIMES, BUT WE'VE STUCK IT OUT AND WE'VE WORKED OUT A LOT OF OUR DIFFERENCES. NOT I THINK WE'VE WE'VE HAD MISTAKES, BUT OVERALL, I'M STILL PROUD OF WHAT WE'VE DONE. AND I THINK. EVEN THROUGH OUR MISTAKES. I HOPE FUTURE COUNSELS CAN SEE THAT WORKING OUT THE PROBLEMS. IS MUCH BETTER THAN CONTINUING TO DIG AT EACH OTHER'S PROBLEMS, YOU KNOW? WORKING TOGETHER IS HOW WE'LL MOVE FORWARD. FIGHTING AMONGST EACH OTHER IS. THE SUREST WAY TO FAILURE IN. NOT ACHIEVING ANYTHING. SO I THINK I HOPE FUTURE COUNSELS LEARN FROM THE MISSTEPS THAT WE'VE HAD AS A COUNCIL. BUT I'VE ALSO HOPED THAT FUTURE COUNCILS SEE ALL THE SUCCESSES THAT WE'VE DONE. AND I'M PROUD OF EVERYTHING WE'VE ACHIEVED. WE'VE WE'VE DONE A LOT IN THE LAST EIGHT YEARS, AND SOME OF THESE MEMBERS OF COUNCIL HAVE BEEN A LOT MORE IN EIGHT YEARS AND THEY'VE ACHIEVED A LOT OF THINGS THEMSELVES. AND I AM. COMPLETELY SUPPORTIVE OF THAT. AND I APPRECIATE ALL THE WORK THAT EVERYBODY HAS DONE HERE. AND I'M VERY THANKFUL. MOST OF ALL, I'M THANKFUL AND THANKFUL TO MY FAMILY WHO'S BEEN THERE BEHIND ME TO PUSH ME ON AND TO TO CONTINUE IN MY ROLE HERE AT COUNCIL, BECAUSE WITHOUT THEM WOULD HAVE BEEN EVEN THAT MUCH HARDER. SO, I MEAN, WE'VE ALL HAD TO DO SACRIFICES AND AND HARD WORK, AND SOME HAVE DONE MORE THAN OTHERS. AND I'LL ADMIT THAT I HAVEN'T ALWAYS BEEN ABLE TO BE. HERE AS MUCH AS I WANTED TO. BUT WE CAN ONLY DO WHAT WE CAN DO. BUT AT THE SAME TIME. I'M GRATEFUL FOR EVERYTHING THAT WE'VE ACHIEVED TOGETHER. AND I'M PROUD TO HAVE WORKED WITH EACH AND EVERY ONE OF YOU AS WELL, BECAUSE WE HAVE DONE GOOD THINGS AND WE DO HAVE AN INCREDIBLE STAFF AND I'M GRATEFUL FOR EVERYTHING THAT THEY'VE DONE. CONSIDERING THAT THE DIFFICULTIES IN THE LAST EIGHT YEARS OF THE STAFF AT THIS CITY HALL WE'VE BEEN THROUGH. WE'RE ACTUALLY IN PRETTY GOOD HANDS RIGHT NOW, AND I HOPE THAT THIS CONTINUES. [01:05:03] SO THANK YOU, ELLIOT LAKE. THANK YOU TO THE CITIZENS OF ELLIOT LAKE FOR TRUSTING ME FOR THESE PAST EIGHT YEARS. THANK YOU. THANK YOU, COUNCILLOR PEARCE. THANK YOU, YOUR WORSHIP. IT'S BEEN A SLICE. I CAN'T SAY THIS HAS BEEN THE HAPPIEST FIVE YEARS OF MY LIFE, BUT IT CERTAINLY HAS BEEN THE MOST INTERESTING FIVE YEARS OF MY LIFE. I THINK I WOULD ECHO SOME OF THE COMMENTS THAT HAVE BEEN MADE BY OTHER COUNCILLORS THAT I'M PROUD OF, SOME OF THE THINGS THAT WE'VE ACCOMPLISHED IN MY. PARTICULAR CASE. I'M VERY PROUD OF WHAT WE'VE DONE WITH MISSISSAUGA PARK FOR THE INFORMATION OF THE PUBLIC AND AND THIS COUNCIL AND THE NEXT ONE. WE NOW HAVE AN AGREEMENT. WE HAVE THANKS TO MR. DANIEL. THIS AFTERNOON WE WERE ABLE TO FINALIZE OUR INSURANCE, WHICH WE NEEDED BEFORE WE COULD SIGN THE AGREEMENT WITH THE PROVINCE. SO THAT WILL BE DONE HOPEFULLY IN THE NEXT COUPLE OF WEEKS WE CAN HAVE AN OFFICIAL SIGNING THE. THAT IS SOMETHING THAT I THINK AS WE MOVE FORWARD IS GOING TO BE VERY, VERY IMPORTANT TO THE AREA. I'M VERY PROUD OF THE WORK THAT WE'VE DONE WITH SERVANT RIVER ON THE MOU AND HOPEFULLY THE NEW COUNCIL WILL CARRY FORWARD WITH THAT AND THAT WE WILL HAVE SOME OF THE ECONOMIC DEVELOPMENT PROJECTS, JOINT ECONOMIC DEVELOPMENT PROJECTS THAT WOULD AGAIN FOR THE BETTERMENT OF OUR COMMUNITY AND THEIRS. WHAT CAN YOU SAY ABOUT THE STAFF? I MEAN, THE I HAVE THE TWO GIGGLE SISTERS BEHIND ME HERE, BUT WHO HAVE BEEN ABSOLUTELY FANTASTIC. THEY'VE HELPED ME OUT A GREAT DEAL OVER THE SOME OF THE ROUGH SPOTS. THEY'VE BEEN VERY, VERY SUPPORTIVE. MR. GAGNON, OF COURSE, AND ALL THE SENIOR STAFF AT CITY HALL HAVE BEEN FANTASTIC. I CONGRATULATE YOU ON THE WORK YOU DO. I HOPE THAT YOU CONTINUE TO DO THE WORK. I KNOW IT'S SOMETIMES VERY FRUSTRATING WHEN YOU'RE DEALING WITH PEOPLE LIKE ME AND OTHER POLITICIANS THAT CAN MAKE YOUR LIFE DIFFICULT, BUT YOU DO AN OUTSTANDING JOB AND WE'RE ALL VERY, VERY PROUD OF YOU. I WOULD BE REMISS IF I DIDN'T MENTION DARYL HALL. I CAN. BART DOYLE. BART, I DON'T KNOW IF YOU AND I ARE GOING TO BE ABLE TO GO WALKING IN THE WOODS WITH READ AGAIN, BUT HOPEFULLY AT SOME POINT IN TIME WE CAN. IT WAS VERY ENJOYABLE AND YOU'VE BEEN VERY, VERY HELPFUL TO ME AND I THANK YOU FOR THAT. AND DARYL, I WISH HIM ALL THE BEST. I HOPE HE COMES BACK SOON. COUNCIL AGAIN. I THINK AS HAS BEEN SAID HERE, WE'VE WE'VE ACCOMPLISHED A LOT DESPITE OURSELVES, I THINK ON OCCASION. BUT WE HAVE DONE WHAT WE COULD AND WE HAVE MOVED THE CITY FORWARD. SO THANK YOU TO ALL OF YOU AND INTERESTED IN WORKING WITH YOU TO PUT A MILDLY TO THE NEW COUNCIL. I WISH YOU NOTHING BUT THE BEST. I REALLY DO. I HOPE THAT YOU HAVE A GREAT SUCCESS AND THAT YOU, THE PROJECTS THAT WE HAVE DONE AN AWFUL LOT OF WORK ON RIGHT NOW WILL COME TO FRUITION IN THE NEXT FOUR YEARS. SO THANK YOU FOR YOU AND THANK YOU TO THE PEOPLE OF ELLIOT LAKE FOR THE LAST FIVE YEARS. IT'S BEEN INTERESTING. THANK YOU. COUNCILLOR MANN. THANK YOU. I JUST WANT TO RECOGNIZE EACH MEMBER OF COUNCIL TONIGHT FOR YOUR SERVICE TO THE MUNICIPALITY OVER THE PAST TERM OF COUNCIL. IT HAS TRULY BEEN AN HONOR AND A PRIVILEGE TO HAVE SERVED WITH EACH OF YOU AS WE HAVE ALL REPRESENTED THE RESIDENTS OF ELLIOT LAKE TONIGHT. AS MOST HAVE ALREADY SAID, I CHOOSE TO LOOK BACK AT OUR ACCOMPLISHMENTS AND NOT FOCUS ON OUR CHALLENGES. AGAIN, I JUST WANT TO THANK THE RESIDENTS OF ELLIOT LAKE THAT SUPPORTED ME FOUR YEARS AGO. AND FOR THOSE THAT HAVE CONTINUED THE SUPPORT AND I LOOK FORWARD TO THE OPPORTUNITY OF THE NEXT FOUR YEARS. AGAIN, THE COMMENTS OF STAFF COMPLETELY ECHO THOSE, LOOK FORWARD AND THANK STAFF FOR THEIR WORK OVER THE PAST TERM AND LOOK FORWARD TO CONTINUED WORKING WITH YOU IN THE FUTURE. THANK YOU. THANK YOU. COUNCILLOR PATRIE. THANK YOU. WORSHIP THROUGH YOU. I'M GOING TO KEEP IT SHORT. I JUST, I WANT TO THANK ALL THE MEMBERS FOR THE YEARS AND HOURS OF SERVICE THAT YOU HAVE PUT IN WITH YOUR TIME WITH THE COMMUNITY. I WISH YOU ALL WELL WITH YOUR FUTURE ENDEAVORS, AND I LOOK FORWARD TO MOVING AHEAD WITH THE MANDATE OF WHAT THE PEOPLE HAVE SAID AT THE ELECTION. NONE OF THIS WAS PERSONAL, SO GOOD LUCK. HOPE TO SEE YOU ALL VERY SOON. THANK YOU. THANK YOU. COUNCILLOR CYR. THANK YOU WORSHIP. I FORGOT ONE THING. KEEP OUR TAXES LOW. SO JUST A REMINDER TO THOSE OUT THERE, BEING ON COUNCIL IS SOMEWHAT LIKE A MARRIAGE MEANS A LOT OF COMPROMISE AND A LOT OF SACRIFICE INDIVIDUALLY TO MAKE THINGS WORK. [01:10:02] AND AGAIN, BEEN QUITE THE PLEASURE OVER THE YEARS. WE'VE COMPROMISED, WE'VE SACRIFICED, AND WE'VE ACCOMPLISHED A LOT. MOVE ON. THERE IS NO ADDENDUM.
