I'M CHRISTINE ROBERTS, CURRENT PRESIDENT OF THE ELLIOT LAKE ARTS CLUB.

I JUST WANTED TO GIVE A BRIEF HISTORY OF THE ARTS CLUB.

WE WERE FORMED IN 55 AS A SMALL GROUP OF PAINTERS, WHICH GREW TO BE A CLUB OF PAINTERS, WEAVERS AND POTTERS.

IN THE SEVENTIES, WE BECAME INCORPORATED.

IN 2019, WE HAD A MEMBERSHIP OF 75 TO 80 MEMBERS, NOW WITH 6 BUSY STUDIOS.

WE LOST ALL OUR STUDIO SPACE AND A LOT OF OUR FURNISHINGS WHEN THE CIVIC CENTRE HAD ITS PARTIAL ROOF COLLAPSE.

SINCE THEN, WE'VE BEEN HALF A CLUB, AS THERE HAVEN'T BEEN THE FACILITIES TO HOUSE WEAVING, POTTERY AND PRINTING.

SINCE WE'VE BEEN A VERY FINANCIALLY PRUDENT CLUB OVER THE YEARS, WE HAVE MANAGED TO SURVIVE THESE FOUR YEARS.

THE FEDNOR GRANT, WAS SUPPOSED TO GO TOWARDS AN ART CENTER THROUGH YOU, MR. MAYOR. I HAVE A FEW QUESTIONS THAT I WOULD LIKE TO PROBABLY ASK SPECIAL PROJECTS OR WHOEVER HAS PLANS.

YOU CAN ASK YOUR QUESTIONS.

WE WILL NOT ANSWER THEM AS YOU ASK THEM.

WE MAY. WE MAY BE ABLE TO GIVE YOU THOSE ANSWERS WHILE WE DELIBERATE THE WAY THAT OUR CURRENT PROCEDURAL BYLAW STIPULATES NOW IS WE CANNOT ANSWER QUESTIONS.

HEAVY DUTY HOOKUPS FOR THE KILN, WHICH WAS PROVIDED AT THE CIVIC CENTRE.

NO PROBLEM. SO THIS NEW PLAN FOR $1.5 MILLION, HOPEFULLY IT'S GOOD FOR MORE THAN APPROXIMATELY 3,000 SQUARE FEET OF NICE FLAT FLOOR.

IMPRESSION OF THIS WHOLE THING FEELS LIKE PULLING THE WOOL OVER FEDNOR'S EYES AND ELLIOT LAKERS.

AND IT'S NOT A GOOD LOOK FOR THIS BRAND NEW COUNCIL.

AND THE RECOMMENDATION FOR THE REPORT IS THAT THE REPORT OF THE ACTING DIRECTOR OF PUBLIC WORKS BE RECEIVED AND THAT STAFF BE DIRECTED TO PROCEED WITH PREPARING A REVISED TENDER DOCUMENT AND PROCEED TO TENDER AS SOON AS POSSIBLE FOR THE DOWNTOWN ARTS CENTRE AND THAT STAFF LIAISE WITH FEDNOR TO AMEND THE EXISTING FUNDING AGREEMENT IN PLACE FOR THE REVISED SCOPE OF WORK.

AND CAN I GET A MOVER AND A SECONDER? COUNCILLOR MORISSETTE.

SO THE MAJORITY OF THE PEOPLE HAVE READ THE REPORT.

WE ARE LOOKING AT RENOVATING BOTH SIDES, LEVELING THE FLOORS ON BOTH SIDES.

THERE WILL BE SOME SPECIAL AREAS FOR THE PRINTING PRESS, THE KILN.

THERE WILL BE HYDRO AVAILABLE FOR THAT.

BUT WE'RE ACTUALLY LOOKING AT 6,000 SQUARE FEET OF USABLE SPACE FOR THE USER GROUPS.

WE'RE NOT LOOKING AT PUTTING THE MUSEUM INTO THIS SPACE.

THE SPACE WILL BE RENOVATED FOR USER GROUP SPACE ONLY.

PRETTY MUCH. THAT IS OUR NEW ASK OF FEDNOR.

WE DO WANT TO SAVE THE BALANCE OF THE INSURANCE MONEY TO MOVE FORWARD WITH A NEW THEATER WELCOME CENTER MUSEUM AS FAR AS WE CAN GET

IN THE NEAREST POSSIBLE FUTURE THAT THIS COUNCIL CAN WORK RAPIDLY AT.

SO WE'RE HOPING THAT WITHIN 2023 WE HAVE PLANS, TENDERS OUT AND BE READY TO START REBUILDING WHAT WE'VE LOST. SO I PERSONALLY BELIEVE THAT WE'RE DOING THIS IN THE BEST INTEREST OF THE PEOPLE THAT HAVE LOST THEIR SPACES AND IT GIVES THEM SOMEWHERE TO GO AS OPPOSED TO JUST WALKING AWAY FROM THE GRANT AND NOT BEING ABLE TO GET ANYTHING COMPLETED BY THE END OF MARCH WHERE WE WOULD LOSE THAT GRANT COMPLETELY.

HENCE THE SPECIAL MEETING OF COUNCIL AND NOT WAITING UNTIL THE DECEMBER 12TH MEETING.

WE THINK THAT THAT EXTRA WEEK MR. GOULDING HAS BEEN WORKING HIS BUTT OFF TO GET THIS TO WHERE WE NEED IT TO BE AT THIS POINT.

AND WE JUST DON'T WANT TO LOSE THIS.

WE DO REALIZE THAT WE DO HAVE THE CHRISTMAS SEASON COMING FORWARD.

AND SO AS SOON AS WE APPROVE THIS, WE CAN GET THE DOCUMENTATION THROUGH OUR STAFF TO FED NOR AND GET MOVING TO GET THOSE TENDERS OUT TO THE PUBLIC.

BUT THE CURRENT AMENDMENT THAT WE HAVE IN PLACE RIGHT NOW, IF MEMORY SERVES ME CORRECTLY, WE'RE OBLIGATED TO SPEND $938,000 IN ORDER TO RECEIVE $750,000.

NOW, SHOULD THAT APPETITE CONTINUE ON FEDNORS PART WHEN THEY RETURN WITH AN AMENDED OFFER OF GRANT TO US, THEN TECHNICALLY WE COULD GET TWO THIRDS OF THE PROJECT DONE AND STILL MEET THEIR REQUIREMENTS.

THEY HAVE SOME LEVEL OF CONFIDENCE OR COMFORT BECAUSE WE HAVE FUNDS IN HAND TO COMPLETE.

NORMALLY THEY WOULDN'T BE THIS FLEXIBLE AT ALL.

NOW I DON'T KNOW.

I DON'T KNOW WHAT I EXPECT TO SEE WHEN I'M FINISHED DEALING WITH FEDNOR.

AND THAT'S THE CAVEAT THAT PUTS YOU INTO REQUIRING AN ENGINEER.

IF IT WAS 800 FEET SMALLER, I DO BELIEVE WAS THE NUMBER THAT WE NEEDED.

WE WOULDN'T EVEN NEED ENGINEERS.

WE'D BE ABLE TO MOVE FORWARD IN A MUCH QUICKER CAPACITY TO DO THIS.

SO IT IS OVER 6,000 SQUARE FEET THAT I CAN GUARANTEE YOU.

SO THERE'S VARYING DISCIPLINES THAT THE ARTS GROUP ACCOMMODATES AND AS WELL THERE'S A MODEL TRAIN CLUB THAT WAS A PREVIOUS TENANT OF THE PEARSON CIVIC CENTRE.

THIS THE SPACE.

SO IT'S A DIFFICULT QUESTION TO ANSWER RIGHT NOW BECAUSE WE STILL HAVE TO FINALIZE THE DESIGN IN THE NEXT WEEK AND A HALF.

BUT IN BROAD STROKES, WE'RE LOOKING AT ACCOMMODATING EACH OF THOSE GROUPS WITH ROUGHLY THE EQUIVALENT AMOUNT OF SPACE, AS WAS SEEN IN THE FINAL THIRD OPTION THAT WAS DISCUSSED ON THE AUGUST 8TH COUNCIL MEETINGS OR IT WAS IN THE IN THE SUMMER OF THIS PAST YEAR.

SO IT'S REALLY DOWN TO VERY FINE ADJUSTMENTS IN THE DESIGN, WHETHER ONE GROUP WOULD GAIN OR LOSE A LITTLE BIT.

AND I THINK THAT THE ARTS CLUB IS PROBABLY SENSITIVE TO THAT BECAUSE IT'S AN ENDEAVOR WE WENT THROUGH ALL SUMMER.

SO I THINK THE IMPORTANT THING IS THAT WE GET THIS APPLICATION MOVING FORWARD AND HOPEFULLY WE PAN OUT THAT THIS ACTUALLY WORKS PERFECT AND WE GET THE $750,000. WE DO UNDERSTAND THAT WE NEED TO TAKE CARE OF THE USER GROUPS AND GIVE THEM SOMEWHERE.

WE KNOW THAT REGARDLESS.

EVEN IF MY BEST WISHES COME TRUE, WE'RE STILL NOT GOING TO BE INTO ANY NEW FACILITIES WITHIN TWO YEARS.

EVEN IF WE CAN GET TENDER DOCUMENTS OUT AND SHOVELS IN THE GROUND IN 2023, IT'LL BE THE END OF 2024 BEFORE ANYTHING NEW IS BUILT.

SO THIS ACTUALLY GIVES THE USER GROUP SOMEWHERE TO GO IN THE CURRENT FORESEEABLE FUTURE.
