I'D LIKE TO ANNOUNCE TODAY THAT WE HAVE RECEIVED A RULING CONCERNING MAYOR PATRIE'S INTEGRITY COMMISSIONER'S CONFLICT OF INTEREST COMPLAINT.

BASED ON THE RULING, MAYOR PATRIE WILL NOT BE ATTENDING TONIGHT.

HE SENDS HIS REGRETS AND WISHES TO INFORM YOU ALL THAT HE WILL BE APPLYING TOMORROW FOR A STAY OF PROCEEDINGS AND WILL BE FILING AN APPEAL. IT IS OUR DUTY AS YOUR ELECTED COUNCIL TO CONTINUE WITH TONIGHT'S MEETING.

DESPITE THE SETBACK WE GIVE MAYOR PATRIE AND HIS WIFE, KELLY, AND FAMILY OUR FULL SUPPORT THROUGH THIS PROCESS.

THE FIRST ITEM THAT I'D LIKE TO SPEAK TO IS 7.4.

MUNICIPAL ELECTIONS.

OVER THE PAST TWO CYCLES PRIOR TO THIS COUNCIL'S INVOLVEMENT, IT'S BEEN DISCUSSED ABOUT ONLINE VOTING, VOTING BY PHONE.

OTHER ELECTRONIC MEANS.

FROM MY RECOLLECTION, THERE WAS A PROBLEM INTO TWO OR THREE MUNICIPALITIES IN THE 2018 ELECTION, AND WE DIDN'T.

ELECT TO USE THAT FORMAT IN THIS CURRENT PAST ELECTION.

BUT I WOULD LIKE TO SEE THE DEBATE AND DISCUSSION ABOUT MOVING FORWARD WITH INVOLVING MORE VOTERS IN THE PROCESS.

SOME OF THE HISTORICAL DEFICIENCIES IN OUR ELECTION SYSTEM HAVE BEEN THAT PEOPLE THAT LIVE IN LARGE BUILDINGS IN ELLIOT LAKE OR POCKETS OF NEIGHBORHOODS THAT ARE CLOSE TO SCHOOLS THERE, THEY'RE USED TO VOTING IN THE PROVINCIAL AND THE FEDERAL ELECTIONS IN THOSE FACILITIES.

SO WHEN WE HAVE A MUNICIPAL ELECTION AND THEY DON'T HAVE THAT OPPORTUNITY, THEY JUST OPT OUT.

SO IF THE GOAL IS TO TRULY INCREASE PARTICIPATION, WE SHOULD CONSIDER THAT IN THE FUTURE.

AND I'D LIKE TO HEAR A HEALTHY DEBATE ON IT FROM MOST OF YOU WHEN YOU HAVE THE OPPORTUNITY.

ITEM .8.2 TO ADDRESS THE DRAFT MUNICIPAL ENFORCEMENT POLICY.

I SPOKE A LITTLE BIT ABOUT THIS IN COMMITTEE, BUT FOR THE SAKE OF REPETITION AND BEING AT A FORMAL COUNCIL MEETING, I THOUGHT I'D BRING IT UP AGAIN.

WE HAVE TWO BYLAW OFFICERS IN THE REPORT OF THE COMMITTEE.

IT WAS STATED FROM 830 TO 430.

I UNDERSTAND THERE'S A UNION COMPONENT INVOLVED.

I DON'T THINK THAT PRECLUDES US FROM UTILIZING THEM ON TWO SEPARATE SHIFTS.

I DON'T THINK THAT WOULD BE IN CONFLICT OF THEIR COLLECTIVE AGREEMENT, AND I THINK IT WOULD BE A BETTER USE OF OUR TAX DOLLARS TO SPREAD MORE PROTECTION ACROSS THE SPECTRUM OF WHEN THE VIOLATIONS ACTUALLY OCCUR.

USUALLY IN ANY ONE OF OUR NEIGHBORHOODS, IT'S BEFORE THEY COME ON SHIFT OR AFTER THEY GO OFF THAT PEOPLE DO THE THINGS THAT THE BYLAW DEPARTMENT'S BEEN WORKING SO HARD ON FOR THE LAST COUPLE OF YEARS TO SAY, WE DON'T WANT YOU TO DO THIS ANYMORE.

SO I'D LIKE TO SEE THAT ADDRESSED IN THE MEETING AND YOUR DELIBERATIONS.

THERE'S A MEMO, A MEMORANDUM OF UNDERSTANDING BETWEEN THREE ENTITIES, ONE OF WHICH IS THE CITY.

AND I BRIEFLY TOUCHED ON THIS TOPIC WITH A MEMBER OF STAFF AND A COUPLE OF MEMBERS OF COUNCIL OVER THE YEARS.

I'M NOT A FAN OF INSURANCE COMPANIES.

WE'VE SPENT A FORTUNE ON INSURANCE COMPANIES.

WE'RE GOING TO CONTINUE TO SPEND A FORTUNE ON INSURANCE COMPANIES.

AND WHENEVER THERE'S AN ACCIDENT OR A CHARGEABLE INCIDENT THAT YOU BECOME A PARTY TO.

INSURANCE COMPANIES ONLY CARE ABOUT THE MONEY AND THE PARTY WITH THE DEEPEST POCKETS IN ANY INCIDENT IN OUR COMMUNITY WOULD BE THE CITY BY DEFAULT.

WE ARE THE PROPERTY OWNERS.

AND IT'S MY MY ASSERTION THAT REGARDLESS OF WHO WE GET TO AGREE TO SAY THAT IT'S YOUR INSURANCE, YOUR COVERAGE, YOU'RE GOING TO PROTECT US FROM THIS.

THERE'S A WORD THAT EVERYBODY FORGETS.

IT'S CALLED SUBROGATION.

I KNOW I'VE BEEN A SUBJECT TO IT TWICE IN MY LIFE.

AND WHAT THAT BASICALLY MEANS IS THAT THE INSURANCE COMPANY'S LAWYERS GO AFTER THE DEEPEST POCKETS.

SO REGARDLESS OF ITS PARTY, A PRETTY PARTY B, THAT GETS INTO AN ACCIDENT ON MY PROPERTY, THEY'RE GOING TO GO AFTER MY INSURANCE.

ANOTHER THING THAT I WISH THE COUNCIL WOULD BE MINDFUL OF IS WHEN YOU WHEN YOU ENTER INTO A SUIT AGAINST A INDIVIDUAL OR A PRIVATE ENTITY, THE DAMAGES ARE LIMITED TO $100,000.

WHEN YOU GO AGAINST A CORPORATION OR A PUBLIC ENTITY SUCH AS OURSELF, THE DAMAGE HAS BECOME UNLIMITED.

AND THAT IS WHY THAT'S ONE OF THE MAJOR CALCULATIONS IN THE EXPONENTIATION OF OUR INSURANCE COSTS AND THEIR JUSTIFICATIONS FOR OUR HIGH PREMIUMS. THOSE THINGS I WISH YOU TO CONSIDER TONIGHT.

SO PART OF THAT COMPENSATION PACKAGE, $23 MILLION, WAS USED TO ESTABLISH L.A.

AS AN ECONOMIC DEVELOPMENT AND BUSINESS DEVELOPMENT CORPORATION.

OUR SERVICE AREA IS ELLIOT LAKE, BLIND RIVER TOWNSHIP OF THE NORTH SHORE, SERPENT RIVER FIRST NATION AND THE TOWN OF SPANISH.

WE'VE ALWAYS BEEN RUN BY A VOLUNTEER BOARD FOR FOR FOR BETTER OR FOR WORSE.

INITIALLY, THAT BOARD WAS WAS INVESTED WITH THE THE MONEY AND SENT ON THEIR WAY.

AND THAT'S RESULTED IN A A UNIQUE HISTORY.

YOU KNOW, WE'VE HAD SOME WINS.

WE'VE HAD SOME SOME LOSSES, BUT WE'VE WE'VE ALWAYS STRIVED TO FULFILL OUR MANDATE OF ECONOMIC STABILIZATION, ECONOMIC DIVERSIFICATION AND ECONOMIC GROWTH.

AND SO TO STOP THINGS FROM FROM GETTING WORSE, TO HELP THOSE BUSINESSES THAT ARE HERE DIVERSIFY AND EXPAND THEIR BASE, AND THEN TO HELP BUSINESSES GROW, WHETHER THEY BE NEW BUSINESS OR EXISTING BUSINESSES.

OPERATIONALLY, WE RUN A VERY LEAN WE HAVE A VERY LEAN OPERATION.

THERE'S ONLY TWO FULL TIME STAFF AND ONE PART TIME, AND WE'RE AUGMENTED IN THE SUMMER BY A SUMMER STUDENT.

WE HAVE A VOLUNTEER BOARD OF DIRECTORS.

13 EACH OF THOSE OF THE FIVE CONSTITUENT COMMUNITIES ARE ALLOWED TO NOMINATE A MEMBER FOR THE BOARD.

WE'VE BEEN VERY LUCKY IN THE PAST TO HAVE COUNCILLOR MANN AS THE ELLIOT LAKE NOMINEE.

HE'S COME TO THE END OF HIS TERM.

YOU'RE ALLOWED SIX UP TO A MAXIMUM OF SIX ONE YEAR TERMS AND THE NEW NOMINEE IS COUNCILLOR WANNAN.

THE BOARD MEETS MONTHLY.

11 MONTHS OUT OF THE YEAR.

THERE ARE SUBCOMMITTEES.

THERE'S AN AUDIT AND FINANCE COMMITTEE.

THERE'S A COMMUNITY RELATIONS COMMITTEE, SO MUCH LIKE OTHER ORGANIZATIONS.

THE BOARD OVERSEES THE OPERATIONS.

AND THEN THERE'S THERE'S VARIOUS SUBCOMMITTEES THAT LOOK AFTER THE INDIVIDUAL PIECES.

WE DO RUN ON A SUSTAINABILITY MODEL THAT WAS BROUGHT IN ABOUT TWO IN THE YEAR 2000.

WE DO NOT GET ONGOING FUNDING FROM THE PROVINCE.

WE RELY ON INCOME THAT IS GENERATED FROM OUR INVESTED FUNDS.

INCOME FROM OUR LOAN PORTFOLIO.

INCOME FROM OUR BUILDING REVENUE.

WE DO OWN THE ILLNESS BUILDING WHERE THE DOCTOR'S OFFICES ARE IN THE REC CENTER.

WE DO OWN THAT BUILDING. SO WE DO GET REVENUE FROM THAT.

AND INCOME FROM MANAGING SPECIAL PROJECTS THAT WE DO ON AN OCCASIONAL BASIS.

CURRENT FOCUS OF THE ORGANIZATION IS REALLY INTERNAL IN THE REGION.

SO WE FOCUS ON THE INTERNAL STRENGTHS AND THE EXISTING BUSINESSES AND ENTREPRENEURS THAT WE HAVE.

ONE OF THE REASONS WE'VE DONE THAT IS OVER TIME IT'S BECOME VERY CLEAR TO US THAT THE DEEPER THE ROOTS ARE IN THE REGION THAT THE BUSINESS PERSON HAS, THE MORE LIKELY THEY ARE TO STAY THROUGH THE TOUGH TIMES.

WHAT WE FOUND IS SOMEONE COMING FROM OUTSIDE.

WHEN THINGS GO BAD, IT'S A LOT EASIER TO PACK UP AND GO HOME.

WHEREAS IF YOU'RE FROM HERE, YOU'RE CONNECTED.

HERE, YOU'RE MUCH MORE LIKELY TO TO STICK IT OUT.

THAT BEING SAID, WE REMAIN OPEN TO EXTERNAL INVESTMENTS.

WE WORK WITH OUR PARTNER ORGANIZATIONS TO MAXIMIZE OUR IMPACTS.

THAT INCLUDES ORGANIZATIONS LIKE THE COMMODITY FUTURES DEVELOPMENT CORPORATION, THE BUSINESS DEVELOPMENT BANK, OUR PARTNER ORGANIZATIONS.

MR. ANTUNES, WE WE YOU KNOW, WE WORK ON SEVERAL PROJECTS AND CONTINUE TO DO THAT.

IT'S ALL ABOUT MAXIMIZING THE IMPACT OF OUR OF OUR SCARCE RESOURCES.

INTERNALLY, ONE OF THE MAIN THINGS THAT WE DO IS BUSINESS FINANCE.

WE HAVE SEVERAL OPTIONS THERE.

WE HAVE MICRO LOANS, WHICH ARE SMALL LOANS, UP TO 10,000 SMALL LOANS, WHICH ARE UP TO 25,000.

OUR REGULAR LOANS ARE UP TO 250,000 AS WELL.

WE HAVE BUSINESS DEVELOPMENT ASSISTANCE, WHICH IS A GRANT PROGRAM TO HELP BUSINESSES WHO HAVE VERY SPECIFIC NEEDS.

AND WE ALSO DO SPECIAL PROJECTS.

ANYTHING THAT WE THINK MAKES SENSE TO TO HELP THE ECONOMY IN THE REGION.

OUR DOOR IS VERY MUCH OPEN AND AND WE'RE VERY MUCH WILLING TO LOOK AT ANYTHING THAT WE THINK WILL BE OF A BENEFIT TO SAY, TO FULFILL THAT MANDATE OF STABILIZATION, GROWTH AND DIVERSITY.

JUST TO GIVE YOU SOME QUICK STATISTICS ON THE ON OUR LAST OPERATING YEAR, WE PROVIDED FINANCIAL SUPPORT TO 34 CLIENTS.

26 OF THOSE CLIENTS WERE NEW TO L.A.

CLIENTS, AND THE REMAINING EIGHT WERE EXISTING CLIENTS THAT GOT ADDITIONAL HELP.

TOTAL SUPPORT WAS $1,043,225.

OVER THAT YEAR, 13 OF OUR CLIENTS RETIRED THEIR ILLNESS LOANS DURING THE YEAR, AND I'M HAPPY TO SAY THAT FOR THAT YEAR THEY WERE ALL PAID IN FULL.

WE HAD ZERO WRITE OFFS FOR THAT YEAR.

THAT'S NOT TO SAY THAT'S A THAT'S A REGULAR THING, BUT CERTAINLY FOR THAT YEAR.

AND GIVEN THAT IT WAS COVID, I THINK IT SPEAKS VERY HIGHLY OF OUR THE QUALITY OF OUR PORTFOLIO.

JUST TO GIVE YOU AN IDEA OF HOW WE DO COMPARED TO OTHERS.

SO IN THE LAST FIVE YEARS, OUR LOAN LOSS RATIO IS 19.4%.

THE NATIONAL AVERAGE IS 33.5% OVER THE LAST TEN YEARS.

OUR LOAN LOSS RATIO WAS 27.2%.

THE NATIONAL AVERAGE IS 64%.

SO YOU CAN SEE WE DO QUITE A BIT BETTER THAN THE NATIONAL AVERAGE.

AND I THINK THAT GOES BACK TO THAT FOCUS ON THE LOCAL REGIONAL BUSINESSES AND ENTREPRENEURS.

ONE OF THE THINGS THAT I HAVE TO MENTION, WE HAVE A PROGRAM CALLED THE ILLNESS BURSARY PROGRAM, AND EVERY YEAR WE GIVE AWAY SIX $3,000 BURSARIES TO HIGH SCHOOL STUDENTS FROM THE FOUR FROM THE FOUR HIGH SCHOOLS WHO ARE GOING AWAY FOR POST-SECONDARY.

I THINK WE HAVE THE MOST LUCRATIVE BURSARY PROGRAM.

AND IT'S NOT A IT'S NOT A SCHOLARSHIP.

IT'S NOT BASED SOLELY ON ACADEMICS.

IT'S BASED ON OVERALL COMMUNITY MINDEDNESS.

SO THERE'S A VERY THERE'S A STRONG CIVIC COMPONENT TO THAT.

WE'RE NOT QUITE THERE, BUT WE'RE WITHIN A MONTH OR SO OF THOSE APPLICATIONS GOING OUT.

SO IF ANYTHING, STUDENTS OUT THERE WHO ARE LOOKING AT POST-SECONDARY, YOU SHOULD BE TALKING TO YOUR GUIDANCE OFFICES ABOUT THAT.

ANY PARENTS OUT THERE WHO HAVE CHILDREN WHO WOULD BE GOING AWAY, YOU SHOULD BE TELLING THOSE STUDENTS TO GO TALK TO THE TO THE OFFICES ABOUT THAT, BECAUSE IT IS QUITE A GENEROUS PROGRAM AND WE'RE QUITE WE'RE QUITE PLEASED WITH THAT.

WE DO DO SOME DIRECT COMMUNITY SUPPORT IN BY WAY OF SPONSORSHIP AND DONATIONS.

NORMALLY WE DO AROUND $100,000 A YEAR.

THE LAST FISCAL YEAR, BECAUSE OF COVID, THINGS WERE QUIETER.

WE DID 70,000.

AND JUST TO GIVE YOU A QUICK IDEA, THAT INCLUDES SUPPORT OF THE SKI HILL, THE GOLF COURSE, THE DRAG RACES, ROTARY CLUB, STAGE DOOR PLAYERS, ELLIOT LAKE, SKI RACERS, ELSE ATHLETICS, THE DANCE RECITAL, ST JOSEPH'S HOSPITAL, THE SOAPBOX DERBY ELLIOT LAKE PRIDE YOU SLOW PITCH ELLIOT LAKE MINOR HOCKEY ELLIOT LAKE YOUTH BOWLING NORTH SHORE CRUISERS DIVERSITY CANADA COUNSELING CENTER OF EAST ALGOMA, CHARITY, BINGOS, ETC.

ETC. ETC. BASICALLY ANYTHING THAT WE THINK WILL BE A BENEFIT TO THE COMMUNITY AND SERVE THAT SOCIAL WELLNESS, THAT COMMUNITY WELLNESS.

WE'RE CERTAINLY HAPPY TO HAVE A LOOK AT CURRENT YEAR PLANS.

WE'RE INVOLVED IN A REGIONAL BRAND PROJECT.

WE DID THIS IN CONJUNCTION.

AND THE CITY OPTED TO DO A, B, R AND E PROJECT.

AND WE THOUGHT IT MADE SENSE TO TO DO THE REST OF THE TO THE REGION AT THE SAME TIME SO THAT WE WOULD HAVE DATA FOR THE WHOLE REGION THAT WAS CONCURRENT.

SO WE'RE WORKING TO FINISH THAT.

SOME OF YOU MAY BE HAVE HEARD OF THE TINY HOMES INITIATIVE.

WE'VE BEEN WORKING WITH A COUPLE OF DEVELOPERS ON, ON THE POTENTIAL TO TO BRING TINY HOMES TO THE AREA, NOT JUST TINY HOMES, BUT A TINY HOME DEVELOPMENT. SO THAT'S GOING TO STAY ON OUR WORK PLAN.

WE HAVE PLANS FOR AN ECONOMIC DEVELOPMENT FORUM IN THE SPRING.

RIGHT NOW IT LOOKS LIKE MAY WHERE IT WILL BE AND THAT WILL BRING IN PEOPLE FROM OUTSIDE THE AREA.

WE'RE WORKING ON THE AGENDA RIGHT NOW, BUT THAT WILL BE A DAY AND A HALF FOR WE'VE DONE ONE IN THE PAST, SO THAT WAS QUITE SUCCESSFUL.

SO WE'RE GOING TO TRY AND REPLICATE THAT SPRING.

WE'RE GOING TO CONTINUE TO PROMOTE OUR EXISTING PROGRAMS AND CONTINUE TO WORK WITH OUR PARTNERS ON VARIOUS PROJECTS.
