[5. PUBLIC INPUT SESSION]
SO WE HAVE ONE PUBLIC INPUT SESSION THIS EVENING FROM MS. KELLY ROBINSON.WOULD YOU LIKE TO COME UP TO THE PODIUM, PLEASE? WELCOME. HELLO.
GOOD EVENING. YOU GOT TO PUSH THE BUTTON, PLEASE.
I WAS GIVEN INSTRUCTIONS AND I STILL FAILED.
OKAY, SO TONIGHT I'M HERE TO PROVIDE SOME INPUT IN REGARDS TO SECTION 8.1 ON THE AGENDA, WHICH SPEAKS TO THE REPORT BEING RECEIVED BY COUNCIL ON THE OPTION TO ENTER INTO AN AGREEMENT WITH THE YMCA.
I COULDN'T BELIEVE A YOUTH PROGRAM THAT HAD EXISTED FOR DECADES WAS GONE, AND IT WAS AN EYE OPENING EXPERIENCE FOR ME TO REALIZE THAT WHAT WE HAVE IN OUR COMMUNITY WE CAN'T TAKE FOR GRANTED.
IT CAN BE TAKEN AWAY AT ANY MOMENT.
TO BEGIN TONIGHT AND MY PUBLIC INPUT ON OUR CURRENT SITUATION, I WANT TO THANK THE DIRECTOR OF RECREATION AND CULTURE FOR HER HARD WORK ON NEGOTIATING WITH THE Y TO COME TO OUR COMMUNITY AND OFFER AN AFFORDABLE SUMMER DAY CAMP.
I LISTENED TO THE STANDING COMMITTEE MEETING LAST WEEK, I THINK IT WAS, AND I THINK THE PRICING AND EVERYTHING THAT YOU'VE NEGOTIATED IS AWESOME. BEING HERE TONIGHT GIVES ME HOPE.
IT WILL PROVIDE SUMMER JOBS AND TRAINING FOR OUR COMMUNITY'S TEENAGERS, AND IT WILL PROVIDE SAFE AND FUN SOCIALIZATION AND ENRICHMENT FOR OUR ELEMENTARY AGED YOUTH, WHICH I KNOW WAS A CONCERN IN PREVIOUS DAY CAMPS.
YOUR DECISION TONIGHT WILL HAVE A DIRECT IMPACT ON OUR YOUTH.
THANK YOU. THANK YOU, MISS ROBINSON.
DO WE HAVE ANY QUESTIONS OR COMMENTS? I TOO WOULD LIKE TO ECHO MY EXPERIENCES GROWING UP AND BEING PART OF JOHN ISLAND CAMP YMCA.
I'M SURE WE'LL SPEAK TO IT AGAIN AT 8.1.
THANK YOU. NEXT ITEM IS A PUBLIC PRESENTATION FROM THE COMMUNITY LIVING

[7. INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS]
NUMBER 7 INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS 7.1 REPORT FROM THE DIRECTOR OF RECREATION AND CULTURE REGARDING RECOGNIZING THE 2023 STREET DANCE AS A MUNICIPALLY, SIGNIFICANT, SIGNIFICANT EVENT.I HAVE A MOTION THAT THE REPORT OF THE DIRECTOR OF RECREATION AND CULTURE BE RECEIVED AND THAT COUNCIL CITY OF ELLIOT LAKE APPROVE A TEMPORARY ROAD CLOSURE ON A PORTION OF SPRUCE AVENUE FOR THE URANIUM HERITAGE DAYS STREET DANCE FROM 12 P.M.
ON JUNE 30TH, 2023 UNTIL 2 A.M.
AND THAT COUNCIL CONFIRMED THAT THE URANIUM HERITAGE DAYS STREET DANCE TO BE HELD JUNE 30TH, 2023, IN THE CENTENNIAL ARENA PARKING LOT, DEEMED A MUNICIPALLY SIGNIFICANT EVENT.
COUNCILOR MANN SECONDED COUNCILLOR FLINTOFF DO I HAVE ANY QUESTIONS OR COMMENTS? COUNCILLOR MORRISSETTE.
THERE ONLY WANTED TO KNOW FROM MS. [INAUDIBLE] ABOUT THE ROAD CLOSURE.
WILL THOSE RESIDENTS BE ABLE TO ACCESS THEIR PROPERTIES EVEN WITH THE ROAD CLOSURE? THROUGH YOU, YOUR WORSHIP.
OKAY. ANY FURTHER QUESTIONS? COMMENTS? COUNCILLOR FLINTOFF.
THEY'VE STARTED FOR BRUCE SPRINGSTEEN OUT WEST.
THEY'VE BEEN NOMINATED FOR LOTS OF JUNOS AND THEY HAVE A REALLY GOOD MIX OF MUSIC.
AND THE THE BEST THING OF ALL THIS IS WE'VE ACTUALLY MANAGED TO LOWER THE TICKET PRICES FROM LAST YEAR, SO IT SHOULD BE A REALLY, REALLY BIG SUCCESS AND EXCITED TO SEE EVERYONE THERE.
THANK YOU. COUNCILLOR FLINTOFF.
ANY OTHER QUESTIONS OR COMMENTS? NO. OKAY. SHALL WE HAVE A VOTE THEN? ALL IN FAVOR? NONE ARE OPPOSED. AND THAT IS CARRIED.
7.2 EXCUSE ME REPORT FROM THE DIRECTOR OF RECREATION AND CULTURE REGARDING SPINE BEACH CROSS-COUNTRY SKI TRAIL MOU REVISION /EXTENSION. MAY I HAVE A MOTION THAT THE APPROPRIATE BYLAW BE PREPARED TO SIGN THE EXTENDED REVISED MOU BETWEEN THE ELLIOT LAKE CROSS-COUNTRY SKI AND BIKE
[00:10:02]
CLUB RETIREMENT LIVING AND THE CITY OF ELLIOT LAKE.DO YOU HAVE ANY QUESTIONS OR CONCERNS HERE? COUNCILLOR BULL THROUGH YOU, YOUR WORSHIP.
JUST A COMMENT. I THINK THIS IS A GREAT OPPORTUNITY FOR EVERYBODY.
WE'VE HAD AN MOU WITH THE BIKE CLUB AND CROSS COUNTRY SKI CLUB FOR THE WINTER AND THEY DID SOME TRAIL GROOMING AT SPINE BEACH AT PARSONS PARK AND AT THE HIGH SCHOOL.
SO THEY'VE HELD UP THEIR END OF THE BARGAIN BY PROVIDING THIS SERVICE FOR THE FOR THE MEMBERS AND TO HAVE A BIKE TRAIL NOW OR IF I DON'T KNOW IF THAT'S THE RIGHT TERM, BIKE TRAIL OR BIKE LOOP OR BIKE TRAILS, I THINK THAT WOULD BE GREAT.
THANK YOU. THANK YOU COUNCILLOR BULL.
ANY OTHER COMMENTS OR QUESTIONS? COUNCILLOR FLINTOFF.
I'VE HEARD NOTHING BUT GOOD THINGS AND I'VE SEEN IT FIRSTHAND.
I'VE BEEN OUT TO THE OUT THE SPINE AND OUT TO THE HIGH SCHOOL.
YOU PUT A LOT OF WORK AND IT'S A REALLY GOOD COMMUNITY EVENT OR THING THAT'S BEEN DONE.
AND I REALLY LIKE THE FACT THAT IT'LL GO TILL 2026.
SO THEN THEY'RE GOING TO BE ABLE TO GET A PLAN GOING HERE WITHOUT WONDERING, GEEZ, DO WE HAVE TO GO BACK TO COUNCIL NEXT YEAR? NEXT YEAR. SO I WOULD DEFINITELY THINK THIS IS A GOOD IDEA.
I ALSO AGREE. I THINK IT'S GREAT THAT WE'RE GETTING IN THIS AS THE CITY COMING TOGETHER WITH OUR GROUPS AND COMING TO AGREEMENTS, MEMORANDUMS AND THAT WE'RE SHOWING SUPPORT FOR PEOPLE THAT COMING UP AND TAKING INITIATIVE FOR SOME OF OUR COMMUNITY EVENTS AND GROUPS.
SO THAT BEING SAID, LET'S HAVE A VOTE.
NONE ARE OPPOSED. AND THAT IS CARRIED.
[8. PRESENTATION OF COMMITTEE REPORTS]
COMMITTEE REPORT FROM THE DIRECTOR OF RECREATION AND CULTURE REGARDING THE YMCA SUMMER CAMP OR SUMMER DAY CAMP EXCUSE ME, AT THE APRIL 3RD, 2023, MEETING OF THE RECREATION AND CULTURE STANDING COMMITTEE, THE FOLLOWING RESOLUTION WAS PASSED THAT THE REPORT FROM THE DIRECTOR OF RECREATION AND CULTURE IS RECEIVED AND THAT THE COMMITTEE DIRECTS COUNCIL TO MAKE A DECISION ON ENTERING INTO AN AGREEMENT WITH THE YMCA REGARDING THEM HOSTING A SUMMER DAY CAMP IN ELLIOT LAKE. MAY I HAVE A MOVER AND A SECONDER? COUNCILLOR FLINTOFF AND COUNCILLOR MORRISSETTE.ANY FURTHER QUESTIONS OR COMMENTS? COUNCILLOR BULL. THROUGH YOU, YOUR WORSHIP.
JUST A COMMENT. I THINK THIS IS GOING TO BE A GREAT THING.
LIKE MISS ROBINSON SAID, I KNOW IT'S ONLY FOR 30 CHILDREN, BUT IT'S A GOOD START AND HOPEFULLY IT'LL GO VERY WELL AND WE CAN EXPAND UPON IT NEXT YEAR. I TOO, LIKE YOU WERE, I WAS DISAPPOINTED LAST YEAR THAT IT WAS CANCELED.
EXCUSE ME. SO I THINK THIS IS GOING TO BE A GOOD THING.
AND I THANK MISS [INAUDIBLE] FOR PURSUING THIS AVENUE AND HOPEFULLY WITH WITH THE YMCA DROPPING THEIR PRICE TOO THAT WAS GOOD ON THEIR PART. SO I'M HOPING EVERYTHING WORKS OUT WELL FOR US THIS YEAR.
COUNCILLOR BULL. COUNCILLOR FLINTOFF.
I ALSO LIKE TO THINK IT'S FANTASTIC THAT THEY TOOK IT FROM $235 DOWN TO $150, WHICH MAKES IT MORE AFFORDABLE FOR THE FAMILIES AND THE FACT THAT YMCA MS. [INAUDIBLE] SAID TO US, THEY'RE GOING TO HAVE A OPEN HOUSE AND THEY'RE GOING TO INTERVIEW YOUNG STUDENTS TO LEARN AND GET HIRED BY YMCA.
AND THAT WAS HARD FOR ME TO DO THAT BECAUSE THIS WAS ONE OF MY ON MY AGENDA OR MY PET PEEVE WHEN I GOT UP TO COUNCIL.
AND I'M REALLY HAPPY THAT I THINK THIS ALL MIGHT WORK OUT FOR EVERYBODY.
AND AS COUNCILLOR BULL SAID, 30 STUDENTS OR CHILDREN, IT'S A GOOD START.
SEE HOW IT GOES? SEE HOW YMCA AND THE CITY OF ELLIOT LAKE WORK TOGETHER.
AND THIS COULD BE A REALLY GOOD RELATIONSHIP FOR MANY YEARS.
THANK YOU. THANK YOU, COUNCILLOR FLINTOFF.
I DON'T THINK IT WAS A PET PEEVE.
[00:15:04]
I ALREADY SAID WHAT I THOUGHT.THANK YOU, MISS [INAUDIBLE], FOR ALL YOUR WORK AND EFFORT AND PURSUING THIS.
THANK YOU YOUR WORSHIP THROUGH YOU.
PERHAPS A QUESTION TO THE CLERK IS THE CURRENT RESOLUTION THAT'S BEEN MOVED IN SECOND, IT'S SUFFICIENT FOR THE PURPOSES OF ACTUALLY DIRECTING STAFF TONIGHT.
CORRECT. DIRECT COUNCIL TO MAKE A DECISION TONIGHT.
WHAT EXACTLY ARE WE DECIDING? AN UPSET LIMIT OF 30 STUDENTS OR OKAY I JUST WANT TO MAKE SURE WE'RE THAT'S EMBODIED INTO THE RESOLUTION.
OKAY. IS IT EMBODIED? YET THE COUNCIL WILL MAKE A DECISION ON ENTERING INTO AN AGREEMENT WITH YMCA.
WE CAN SAY AS PRESENTED, I CAN AMEND THAT AS PRESENTED IN THE REPORT FROM COMMITTEE.
COUNCILLOR MORRISSETTE. [INAUDIBLE] ARE WE GOING TO GET, LIKE, A FINAL REPORT IN SEPTEMBER OF HOW IT DEVELOPED AND SEE HOW IT WORKED AND STUFF LIKE THAT? THANK YOU. THROUGH YOU, YOUR WORSHIP.
I DON'T SEE A REASON WHY WE WOULDN'T HAVE THAT.
SO I THINK WE CAN PROBABLY BRING SOMETHING BACK THAT KIND OF INDICATES THAT I DON'T KNOW IF IT'D BE IN SEPTEMBER OR WHEN THEY WOULD HAVE THAT INFORMATION FOR US, BUT LIKE WE COULD TRY AND GET THAT COMMUNICATION WITH THEM TO BRING YOU SOMETHING ABOUT HOW WELL RECEIVED AND MAYBE HOW IT RAN FOR FUTURE MEETINGS.
OKAY. THANK YOU. COUNCILLOR MORRISSETTE.
NONE ARE OPPOSED. AND THAT IS CARRIED.
ITEM 8.2 REFERRAL FROM THE APRIL 4TH, 2023 ECONOMIC DEVELOPMENT STANDING COMMITTEE MEETING.
REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT REGARDING DEPARTMENT DIRECTION FOR 2023 -2024 AT THE APRIL 4TH, 2023 MEETING OF THE ECONOMIC DEVELOPMENT STANDING COMMITTEE.
THE FOLLOWING RESOLUTION WAS PASSED THAT THE REPORT OF THE MANAGER OF ECONOMIC DEVELOPMENT BE RECEIVED AND THAT COUNCIL DIRECT STAFF TO PROCEED WITH TOURISM, WORKER ATTRACTION, BUSINESS RETENTION AND EXPANSION ACTIVITIES AND IDENTIFICATION OF COMMERCIAL AND RESIDENTIAL LAND OPPORTUNITIES AS FOCUS FOR 2023 AND 24, AND THAT THESE AREAS OF FOCUS ARE SUBJECT TO CHANGE BASED ON THE STRATEGIC PLANNING EXERCISE BEING UNDERTAKEN THIS SPRING OF 2023.
MAY I HAVE A MOVER? COUNCILLOR MANN.
SECONDED. COUNCILLOR MORRISSETTE.
THANK YOU. YOUR WORSHIP THROUGH YOU.
WE WENT FAIRLY IN DEPTH INTO THIS AT COMMITTEE, BUT IN A VERY TIGHT NUTSHELL.
ESSENTIALLY STAFF UNDER THE DIRECTION OF NEW COUNCIL JUST WANTED TO BE SURE THAT WE HAD OUR MARCHING ORDERS, FOR LACK OF A BETTER TERM, FOR OUR FOCUS, OUR DEPARTMENT'S FOCUS FOR THE NEXT AT LEAST THE NEXT TWO YEARS, AGAIN, PENDING ANY CHANGES FROM THE STRATEGIC PLANNING EXERCISE.
DO WE HAVE ANY QUESTIONS OR COMMENTS? OKAY. YEAH. WE DID REVIEW THIS EXTENSIVELY IN COMMITTEE.
SO IF IT APPEARS THAT WE'RE NOT INTERESTED, WE ARE.
BUT WE'VE GONE THROUGH IT A LOT ALREADY.
8.3 REFERRAL FROM THE APRIL 4TH, 2023, ECONOMIC DEVELOPMENT STANDING COMMITTEE MEETING.
REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT REGARDING PHASE TWO ENVIRONMENTAL FOR 80 DIEPPE AVENUE AT THE APRIL 4TH, 2023 MEETING OF THE ECONOMIC DEVELOPMENT STANDING COMMITTEE. THE FOLLOWING RESOLUTION WAS PASSED THAT THE REPORT OF THE MANAGER OF ECONOMIC DEVELOPMENT BE RECEIVED AND THAT THIS ITEM BE FORWARDED TO COUNCIL AND THAT COUNCIL DIRECT STAFF TO MOVE FORWARD WITH THE PHASE TWO ENVIRONMENTAL ASSESSMENT OF THE LOT AT 80 DIEPPE AVENUE TO AN UPSET LIMIT OF $26,000 PLUS TAX, AND THAT THE FUNDS BE TAKEN FROM THE PROCEEDS FROM LAND SALES.
[00:20:01]
MAY I HAVE A MOVER AND A SECONDER? COUNCILLOR SEIDEL COUNCILLOR BULL.THANK YOU YOUR WORSHIP AGAIN THROUGH YOU.
BUT AGAIN, TO SUMMARIZE, WE DID BRING FORTH TO COUNCIL A REQUEST TO DO THE PHASE TWO AT 80 DIEPPE.
WE STAFF WERE DIRECTED TO GO BACK AND DO IT IN CONJUNCTION WITH ANOTHER PHASE TWO THAT SEEMS TO BE DRAWING OUT AND THE REQUEST BEING BROUGHT FORTH TO COUNCIL THIS EVENING IS THE REQUEST TO DIRECT STAFF TO PROCEED.
WE'RE HEADING INTO CONSTRUCTION SEASON.
SNOW STARTING TO MELT AND WE WANT TO MAKE SURE THAT WE DON'T HOLD THIS UP ANY LONGER.
HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL MAY HAVE.
THANK YOU MR. ANTUNES. DO WE HAVE ANY QUESTIONS OR COMMENTS? COUNCILLOR MANN.
YOU KNOW, JUST JUST TO AGREE THAT THIS IS A SMART THING TO DO.
SO THANK YOU, MR. ANTUNES, FOR BRINGING IT FORWARD.
SO THANK YOU. THANK YOU COUNCILLOR MANN.
THANK YOU YOUR WORSHIP THROUGH YOU TO MR. ANTUNES. SO ONCE WE GET THE PHASE TWO DONE, DO YOU THINK THAT IQBAL ESTATES MIGHT COME BACK UP TO THE TABLE OR HAVE YOU SORT OF MENTIONED TO THEM THAT YOU'RE THINKING OF DOING THE PHASE TWO? THROUGH YOU, YOUR WORSHIP.
THANK YOU COUNCILLOR FLINTOFF.
WE'VE BEEN IN CONTACT WITH THE PROPONENT THAT HAD PREVIOUSLY PURCHASED THE LOT.
BUT WE HAVE A VERY GOOD RELATIONSHIP WITH THE MANAGEMENT TEAM AT IQBAL ESTATES, BUT AGAIN, ONCE THE PROPERTY GETS PHASE TWO DONE, IT WILL GO BACK ON MARKET. AND IF IQBAL ESTATES AND IT IS THE WILL OF COUNCIL THAT THEY ARE THE SUCCESSFUL PROPONENT, SO BE IT.
BUT AT THAT POINT WE WILL HAVE A ATTRACTIVE PROPERTY THAT HAS A PHASE TWO COMPLETED ON IT.
AND IF IQBAL ESTATES IS A SUCCESSFUL PROPONENT, SO BE IT.
IF IT'S SOMEONE ELSE, AGAIN, WE WILL GO THROUGH THAT PROCESS AND BRING WHATEVER OPPORTUNITIES TO COUNCIL THAT WE CAN AND GET THE BEST POSSIBLE RETURN FOR OR NOT RETURN, BUT THE BEST POSSIBLE PURCHASE PRICE FOR THE PROPERTY.
WE KIND OF HIGHLIGHTED IT, BUT JUST GETTING A PHASE TWO DOESN'T MEAN THAT IT'S GOING TO BE PASSED.
CORRECT? SO THERE COULD BE SOME REMEDIATION WORK INVOLVED.
THERE COULD BE SOME STILL POTENTIAL COSTS THAT WE WILL HAVE TO DISCUSS AT A FUTURE MEETING.
YES, SIR. YOUR WORSHIP WITH ANY PHASE TWO, IT'S THE NEXT STEP.
A PHASE ONE IS A VERY AND WE'VE COVERED THIS BEFORE, SO I APOLOGIZE FOR REPEATING IT.
BUT A PHASE ONE IS A VERY BROAD STROKE.
IT'S WAS THERE ANYTHING THAT COULD POSSIBLY AN AREA BE AN AREA OF CONCERN? THAT'S WHAT THE PHASE ONE DOES.
IF THEY COME BACK AND THEY HAVE FOUND ANYTHING, AS I UNDERSTAND IT, THEY WILL COME BACK AND SAY, IF YOU WANT TO GET A CLEAN BILL OF HEALTH FOR THIS PROPERTY, THE FOLLOWING REMEDIATION WOULD NEED TO BE DONE IF COUNCIL SO DECIDES.
AGAIN, THIS IS NEW GROUND FOR MYSELF, SO I APOLOGIZE.
BUT IF COUNCIL SO DECIDES THAT IT'S NOT WORTH THE INVESTMENT TO REMEDIATE THE PROPERTY, IF IT IS VERY, VERY COSTLY, THAT'S A DECISION COUNCIL CAN MAKE AND CHOOSE NOT TO SELL THE PROPERTY AND DEEM IT AS AN UNSELLABLE PROPERTY.
MR. GAGNON HAS A FLURRY OF ECONOMIC DEVELOPMENT EXPERIENCE, SO I'M NOT SURE IF THAT'S SOMETHING THAT'S EVER BEEN DONE DEEMING A PROPERTY UNSELLABLE, BUT THAT WOULD BE MY GUESS IF IT WAS TOO COSTLY AND COUNCIL CHOOSES NOT TO PROCEED, THAT WE WOULD JUST TAKE THE PROPERTY OFF THE MARKET.
ANY OTHER QUESTIONS OR COMMENTS? COUNCILLOR MORRISSETTE. THROUGH YOU, MR. CHAIR. THE THING THAT I DON'T UNDERSTAND IS THERE WAS ALREADY A PROPERTY ON THAT LOT BEFORE.
WHY IS IT DIFFERENT NOW WHEN IF SOMEBODY WANTS TO GO AND BUILD ON IT FROM THE PREVIOUS OWNERS OR PLAZA THAT WAS THERE? THROUGH YOU, YOUR WORSHIP.
[00:25:01]
YOU'RE BUYING A PROPERTY.ONCE YOU BUY IT, YOU ASSUME ALL RESPONSIBILITIES FOR THE PROPERTY.
SO IF IT WAS NOT TORN DOWN PROPERLY, IF THE PLAZA AND I APOLOGIZE, MY HISTORY OF ELLIOT LAKE ONLY GOES BACK TO 2007, BUT THE PLAZA THAT WAS THERE, IF THERE WERE OIL TANKS IN THE GROUND, IF THERE'S A LOT OF IFS AND HOW IT COULD HAVE BEEN REMEDIATED, THE NEW PROPERTY OWNER WOULD TAKE RESPONSIBILITY FOR THAT PROPERTY AND THE STATUS OF WHATEVER WAS DONE.
THE PROPERTY WAS ZONED COMMERCIAL ORIGINALLY BECAUSE THERE WAS A PLAZA ON THE LOT AT ONE POINT.
WHEN YOU GO FROM COMMERCIAL TO RESIDENTIAL, YOU NEED TO DO A PHASE ONE.
THAT PHASE ONE ALLOWS YOU TO GET AN RSC, WHICH IS A RECORD OF SITE CONDITION, WHICH IS REQUIRED TO HAVE A RESIDENTIAL ZONING PLACED ON THE PROPERTY AND TO ALLOW PEOPLE TO LIVE AND SLEEP AND EAT AND CARRY ON THEIR LIVES ON THE PROPERTY.
SO A SWITCHING FROM COMMERCIAL TO RESIDENTIAL TRIGGERS OFF THE NEED TO DO A PHASE ONE, WHICH OF COURSE IN THIS CASE, BECAUSE THERE WAS A PROPERTY ADJACENT TO THIS PROPERTY, THAT IS AN AREA OF CONCERN OR POTENTIAL CONCERN, I SHOULD SAY.
SO THAT TRIGGERED THE PHASE TWO.
AND IF IT WAS GOING TO STAY COMMERCIAL, THEY LIKELY WOULDN'T NEED TO GO DOWN THE PATH.
SO TWO VERY DIFFERENT SCENARIOS.
SO IN THIS PARTICULAR CASE, BECAUSE IT WAS GOING TO BE CONVERTED TO RESIDENTIAL, THEY HAD TO GO THROUGH PHASE ONE TO A RECORD OF SITE CONDITION AND THE PHASE ONE SO THEY NEEDED A PHASE TWO. SO THAT GOES THROUGH THAT WHOLE PROCESS.
DOES THAT ANSWER YOUR QUESTION COUNCILLOR MORRISSETTE? THANK YOU. OKAY.
ANY OTHER QUESTIONS? OKAY. SEEING NONE.
WE'LL HAVE A VOTE. ALL IN FAVOR? NONE ARE OPPOSED THEN THAT'S CARRIED.
NUMBER 9. THERE IS NO OUTSIDE BOARD OR COMMITTEE REPORTING.
[10. UNFINISHED BUSINESS]
NUMBER 10 UNFINISHED BUSINESS.NO ARTS AND CULTURE HUB UPDATES.
OR DO WE HAVE AN UPDATE? NOT REALLY ON THE ARTS AND CULTURE CENTER ON THE HIGHWAY.
THE CONSTRUCTION IS ONGOING AT THE LAKE THEATER AND PROCEEDING, YOU KNOW, ADEQUATELY [INAUDIBLE] MR. GOULDING COULDN'T BE HERE TONIGHT, SO I'M NOT SURE THE EXACT ETA ON OPENING.
IT'S, YOU KNOW, MONTHS, NOT YEARS, A COUPLE MORE MONTHS AS THEY GO.
AND I AM HAPPY TO REPORT THAT WE HAVE SUBMITTED ALL OUR CLAIM REQUIREMENTS FOR FEDNOR.
SO WE'RE MOVING ALONG NICELY THERE.
OKAY, PERFECT. THANK YOU MR. GAGNON.
10.2 RESIDENTIAL WATERFRONT DEVELOPMENT OPTIONS.
NUMBER 12, THERE IS NO CORRESPONDENCE.
NUMBER 13, NO NOTICES OF MOTION NUMBER 14, NO COUNCIL REPORTS OR ANNOUNCEMENTS.
EXCUSE ME, NUMBER 15 ADDENDUM.
[15. ADDENDUM]
MAY I HAVE A MOTION THAT THE ADDENDUM BE ADDED TO THE AGENDA? MOVER COUNCILLOR MANN SECONDED.ALL IN FAVOR? NONE ARE OPPOSED THAT IS CARRIED.
MAY I HAVE A MOTION THAT THE REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT BE RECEIVED AND THAT COUNCIL APPROVE A PHASE TWO STUDY AT THE FORMER UNREGISTERED WASTE MANAGEMENT SITE IN THE OAKLAND BOULEVARD AND SKI HILL ROAD AREA AT A QUOTED COST OF $31,295 PLUS APPLICABLE TAXES? MOVER.
COUNCILLOR BULL SECONDED COUNCILLOR FLINTOFF, MR. ANTUNES PLEASE.
BUT THERE IS ANOTHER RECOMMENDATION THAT STAFF WOULD LIKE TO PUT FORWARD.
IF COUNCIL WANTS TO MAKE AN ADDENDUM TO THE MOTION OR ADD A MOTION AND THAT THE FUNDS BE TAKEN FROM THE PROCEEDS OF LAND SALES, IF AND I DEFER TO THE CLERK IF I'M WORDING THAT CORRECTLY.
IT'S GOING TO BE THE SAME AS THE LAST ONE THAT WE JUST DID, CORRECT? YEP. I'VE ADDED THAT TO THE MOTION.
IF THE MOVER AND SECONDER ARE IN FAVOR OF THAT.
MOVER AND SECONDER. IS THERE A FAVOR? BOTH ARE IN FAVOR.
THANK YOU. OKAY, MR. ANTUNES. THANK YOU YOUR WORSHIP.
[00:30:09]
BOULEVARD IN SEEKING HISTORICAL DATA.THE SITE WAS SHORT LIVED, AND THE OFFICIAL WASTE SITE FOR THE MUNICIPALITY WAS ESTABLISHED IN THE PIERSON ROAD NESTON DRIVE AREAS AND TO ACCOMMODATE THE MUNICIPAL WASTE FROM THE GROWING COMMUNITY.
DURING ROUTINE RESEARCH AND DUE DILIGENCE ON LAND AND ECONOMIC DEVELOPMENT HERE, THE PRESENCE OF THAT FORMER SITE RECEIVED SOME ADDITIONAL SCRUTINY AND REQUIRED MORE INVESTIGATION.
AND IT WAS THERE WAS NO POST CLOSURE OF THE LOCATION.
MR. GAGNON AND I WORKED WITH OUR COLLEAGUES AT TULLOCH TO DO SOME INITIAL INVESTIGATION AND THE IN THE INTEREST OF SAFETY AND SECURITY AND MOVING FORWARD, THEIR RECOMMENDATION WAS THAT WE MOVE FORWARD WITH A PHASE TWO.
AND IT WAS A RELATIVELY SHALLOW LEVEL.
BUT AGAIN, THE BEST COURSE OF ACTION THROUGH OUR COLLEAGUES AT TULLOCH ENGINEERING WAS THAT A PHASE TWO BE DONE JUST TO MAKE SURE THAT WE ARE SAFE AND IN THE CLEAR AND MOVING FORWARD, ALTHOUGH THEY DID SHOW VERY LITTLE AREA OF CONCERN GOING THROUGH.
BUT AGAIN, JUST A SAFETY STEP GOING FORWARD.
THE REASON FOR IT BEING AN ADDENDUM AND I APOLOGIZE FOR IT BEING AT THE LAST MINUTE, IT WORKED OUT.
IT WAS LATE FRIDAY, VERY LATE IN THE DAY, FRIDAY THAT THIS WAS PUT FORTH.
AND WITH THE TIMING AND THE INTEREST OF SAVING THE MUNICIPALITY SOME MONEY, THERE'S A PRIVATE SECTOR DRILLING PROJECT BEING DONE IN THE MUNICIPALITY ON THE 24TH, AND WE'RE ABLE TO HOP ON TO THAT DRILLER.
SO WE'RE SAVING HALF THE MOBILIZATION COSTS BY DOING IT ON THE 24TH.
ANY QUESTIONS COUNCILLOR MORRISSETTE.
FOR MR. ANTUNES. COULD PHASE TWO OF ADF BE ADDED TO THIS? MAKE IT A THREE WAY DRILLING SESSION.
WE CAN REACH OUT TO OUR COLLEAGUES AT TULLOCH.
I KNOW MR. GOULDING IS ALSO ASKING SOME QUESTIONS.
SO IF WE CAN AND TIMING DOES WORK, WE WILL TRY AND GET THE DRILLER TO DO THAT ONE AS WELL.
NOW THAT COUNCIL DID GIVE US THE OKAY FOR ADF AS WELL.
ANY OTHER COMMENTS? QUESTIONS? YEAH, I ECHO IT.
ONCE IT'S DONE, IT'S ESTABLISHED THAT THEY'RE SAFE AND WE CAN MOVE FORWARD WITH OUR BUSINESS.
IF YOU CAN MAKE IT HAPPEN ALTOGETHER, THAT WOULD BE PROBABLY THE BEST OPTION FOR US.
MOBILIZATION COSTS PROBABLY NOT TOO HIGH, BUT ANY SAVINGS WILL DEFINITELY HELP.
ANY OTHER QUESTIONS? OKAY. ALL IN FAVOR? AND NONE ARE OPPOSED.
AS THIS MATTER DEALS WITH LITIGATION OR POTENTIAL LITIGATION AS WELL AS ADVICE THAT IS SUBJECT TO SOLICITOR CLIENT PRIVILEGE AND MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 2392 D AND F OF THE MUNICIPAL ACT.
MAY I HAVE A MOTION THAT THIS MATTER BE DISCUSSED IN CLOSED SESSION.
COUNCILLOR MANN. COUNCILLOR MORRISSETTE.
ALL IN FAVOR? NONE ARE OPPOSED AND THAT'S CARRIED.

MAY I HAVE A MOTION THAT THE BYLAW 23-32 BE PASSED.
MOVER COUNCILLOR SEIDEL SECONDED COUNCILLOR FLINTOFF.
ANY QUESTIONS OR CONCERNS? COUNCILLOR BULL. MR. THROUGH YOU, MR. CHAIR.
DOES IT HAVE TO SAY CROSS COUNTRY SKI AND BIKE CLUB, OR ARE WE OKAY WITH.
BECAUSE THAT'S WHAT IT SAYS [INAUDIBLE] CROSSCOUNTRY XC BIKE.
THAT'S WHAT I GOT. I BELIEVE THE MEMORANDUM OF AGREEMENT HAS THE CORRECT WORDING, AS DOES THE BYLAW.
I THINK JUST THE ACTUAL AGENDA HAS XC.
OKAY, BUT THAT WOULD BE AN ADMINISTRATIVE CHANGE THAT I COULD MAKE IF I DO NOTICE THAT.
THANK YOU, MR. COUNCILLOR BULL.
OKAY. ANY OTHER QUESTIONS OR COMMENTS? ALL IN FAVOR. NONE ARE OPPOSED, THAT IS CARRIED AND WE'RE GOING TO 17 CLOSED SESSION,
