I MEAN, THEY WERE SAYING, YOU KNOW, THERE'S ATV AND DIRT BIKES GOING UP AND DOWN THE ROAD.

SHE SATISFIED THE PARKING SPACES AND PREVIOUS COUNCILS HAVE DONE THESE AMENDMENTS AND THEY'VE SUPPORTED SMALL BUSINESSES TO TRY, AND THAT'S WHAT WE'RE HERE FOR.
WE'RE HERE TO ENCOURAGE IT AND WITH THE PROPER STIPULATIONS TO PROTECT THE TRAFFIC.

AT THE PUBLIC MEETING EARLIER THIS EVENING, AS COUNCILLOR FLINTOFF PUT IT, ABSOLUTELY, THERE ARE DEFINITELY SOME CONCERNS IN THE NEIGHBORHOOD ABOUT TRAFFIC FLOW SPEED, ALL KINDS OF CONCERNS THAT I THINK AS A COMMUNITY WE NEED TO BE AWARE OF, AND I THINK WE ARE AS A COUNCIL BECAUSE WE HAVE THESE CONCERNS THROUGHOUT THE COMMUNITY, NOT JUST ON FROBEL OR TAYLOR OR ON [INAUDIBLE] OR [INAUDIBLE] SOUTH OR MISSISSAUGA OR HILLSIDE OR [INAUDIBLE] OR WHEREVER THE STREET.WE HAVE THESE ISSUES, YOU KNOW, MS. VEREAULT PRESENTS REGULARLY TO THIS GROUP AND BRINGS FORWARD HER EXPERTISE BASED ON STANDARDS THAT GO ON IN THE PROVINCE. WE HAVE HAD THE GALLERY ON OCCASION FULL, WHERE PROPONENTS HAVE COME FORWARD REQUESTING SOMETHING AND COUNCIL HAS SUPPORTED IT, AND THERE ARE TIMES WHERE COUNCIL HAS NOT SUPPORTED IT, AND AGAIN, WE HAVE AN OFFICIAL PLAN THAT CREATES AN OPPORTUNITY FOR SOME BUSINESSES TO BE PRESENT IN THE COMMUNITY.
CLEARLY, THE PROPONENT HAS HEARD TONIGHT OF THE NEIGHBORHOOD AND THE CONCERNS ABOUT PARKING AND THE WINTER, AND OBVIOUSLY STAFF HAVE AS WELL, AND I THINK IT COMES DOWN TO ENFORCEMENT.
WE HAVE A BYLAW DEPARTMENT, AND IF THERE ARE CARS THAT ARE, YOU KNOW, AGAIN, IN THE WINTER MONTHS, THERE IS NO PARKING ON ANY STREET OVERNIGHT IN ON ANY STREET IN THE COMMUNITY.
NOVEMBER 1ST TO I THINK IT'S MARCH 31ST.
IF THERE IS AN ADDITIONAL PARKING SPOT ON THE LOT AND IT WILL BE CLEARED AND IT WILL NOT IMPEDE ANY OF THE SIDEWALK OR ANY OTHER SNOW, THEN I AM COMFORTABLE AS WELL.

THE PROPONENT HAS TOLD US THAT I'M SATISFIED, BUT AGAIN, WE DO HAVE A BYLAW DEPARTMENT THAT WE WILL OBVIOUSLY ENSURE THAT WE KEEP AND MONITOR ALL BUSINESSES IN THE COMMUNITY, AND BASED ON SOME COMMENTS THAT WERE MADE EARLIER, WHEN IT IS TIME, I WILL BE RECOMMENDING AN AMENDMENT THAT UPON SALE OF THE PROPERTY THAT THIS REVERTS BACK TO THE ORIGINAL ZONING.
I THINK THAT'S ONE WAY TO BENEFIT AND SATISFY THE NEIGHBORHOOD THAT THIS WILL NOT GO ON IN PERPETUITY, AND AGAIN, IF THERE'S ANY OTHER AMENDMENTS THAT COUNCIL IS WILLING TO, I WOULD CONSIDER SUPPORTING THOSE AS WELL WHEN THEY COME UP TONIGHT.

IT'S QUITE I'VE COME TO LEARN THAT IT'S QUITE AN INVOLVED PROCESS AND LENGTHY PROCESS AND THROUGH THAT TIME.
THE ANNUAL RENEWAL HAS LEFT BOTH THE CITY AND BEAMISH IN COLLECTIVE UNCERTAINTY WITH RESPECT TO OPERATING THE LANDFILL.
IT'S DIFFICULT FOR THE CONTRACTOR TO PROPERLY INVEST IN THE EQUIPMENT REQUIRED TO OPERATE THE LANDFILL WHEN WE'RE ONLY MAKING ANNUAL COMMITMENTS TO THEM, AND AS PART OF THE RFP THAT WAS ORIGINALLY ISSUED, THAT'S ONE OF THEIR OBLIGATIONS.
SO RATHER THAN CONTINUE THIS, BECAUSE WHERE WE SIT RIGHT NOW, WE REALIZE THAT WE HAVE SOME MORE PLANNING TO DO. BEAMISH PROPOSED THAT WE ENTER INTO A THREE YEAR CONTRACT WITH NO PRICE ADJUSTMENTS FOR INFLATION BY STATSCAN A THIRD PARTY NON VESTED.
AGENCY JUST TO RECOMMEND WHAT INCREASES WOULD BE APPROPRIATE.
WE THOUGHT THAT WAS A SOUND APPROACH AND FRANKLY ANTICIPATED IT.
WE'RE IN A WE'RE IN A MARKET RIGHT NOW WHERE COST INCREASES ARE SOMETHING THAT WE'RE ALL DEALING WITH, AND IN THE OPERATION OF OUR LANDFILL, WE WANT TO MAKE SURE THAT OUR PARTNERS ARE PROPERLY COMPENSATED BECAUSE IT'S IN OUR BEST INTEREST THAT THEY DON'T AREN'T INCENTIVIZED TO CUT CORNERS ON SOMETHING AS IMPORTANT AS OPERATING THE LANDFILL FACILITY.

OBVIOUSLY, WE'VE BEEN KIND OF UP AGAINST IT WITH THE LANDFILL OVER THE LAST COUPLE OF CYCLES, AND IN ORDER TO BUY SOME TIME, YOU KNOW, THERE ARE SOME LOFTY GOALS I THINK THE MUNICIPALITY HAS FOR THE LANDFILL TO BRING IT UP TO A STANDARD WHERE THE RESIDENTS CAN GO AND COMFORTABLY DRIVE IN AND HAVE.
I GUESS, A BETTER EXPERIENCE AT THE LANDFILL AND HAVE THOSE TYPES OF THINGS WE HEAR ABOUT IN OTHER COMMUNITIES.
SO I WOULD I WOULD SUPPORT THAT THIS EVENING.

IT'S REALLY QUITE INVOLVED MORE THAN I WOULD HAVE APPRECIATED BEFORE BEING EXPOSED TO IT.
THERE'S SOME FACILITY UPGRADES THAT ARE REQUIRED IN ORDER TO FACILITATE ENACTING THAT PLAN OVER THE NEXT, I BELIEVE, SIX YEARS, AND SO THOSE COSTS WOULD BE OVER AND ABOVE THEIR REGULAR OPERATIONAL REQUIREMENTS.

THIS IS THE AREAS OF OAKLAND BOULEVARD AND SKI HILL ROAD WHERE MEMBERS OF COUNCIL AND THE COMMUNITY WILL KNOW THAT THERE WAS A HISTORICAL LANDFILL WASTE MANAGEMENT AREA THERE THAT WAS NOT OFFICIALLY REGISTERED.
AS WE WENT THROUGH, COMMISSIONED THE STUDY, THE ENVIRONMENTAL STUDY WITH OUR TEAM OVER AT TULLOCH, AND IN A NUTSHELL, THE FANTASTIC NEWS WAS THE REPORT CAME BACK.
