I APPRECIATE THE OPPORTUNITY TO COME AND HAVE A CONVERSATION ABOUT THE WORK THAT WE DID FOR ON BEHALF OF ELLIOT LAKES FIRE SERVICE. SO, A SHORT PRESENTATION. AND THEN ON THE ON THE ON THE REPORT ITSELF. THE REPORT WAS PART OF YOUR AGENDA FROM LAST WEEK. SO EVERYBODY'S HAD THAT OPPORTUNITY. I'M NOT GOING TO GO THROUGH THE REPORT ITSELF. I THINK IT'S SOME OF THOSE ITEMS THAT WERE THERE. BUT THE PRESENTATION THAT I HAVE SET ASIDE FOR EVERYBODY IS TO ALLOW COUNCIL SOME INFORMATION FOR CONSIDERATION MOVING FORWARD IN CONJUNCTION WITH THE FIRE SERVICE AND THE FIRE CHIEF AND THE FIRE SERVICE AND THE COMMUNITY. IT'S SOMETHING TO BE ABLE TO TO MOVE FORWARD. THE COMMUNITY RISK ASSESSMENT ITSELF IS A REQUIREMENT UNDER THE LEGISLATION, AN UNDER A REGULATION IN ONTARIO THAT EVERY MUNICIPALITY AND EVERY FIRE DEPARTMENT WITHOUT MUNICIPAL ORGANIZATION IS REQUIRED TO HAVE ONE IN PLACE BY THE BEGINNING OF AUGUST NEXT YEAR IN 2024. AND THE IDEA BEHIND IT IS THAT IT ALLOWS AN EXAMINATION OF THE RISKS IN YOUR COMMUNITY AND AND USE THOSE INFORMATION ON THOSE RISKS AND SOME OF THE POTENTIAL SOLUTIONS FOR THEM TO TAKE A LOOK AT AND ALLOW THAT TO INFORM THE DECISIONS FOR FIRE PROTECTION AND EVERYBODY'S COMMUNITY AND YOURS SPECIFICALLY. SO JUST A THE THAT'S A BIT OF A BACKGROUND ON THE REGULATION. AND. SO PART OF THE REGULATION, IT COVERS NINE MANDATORY PROFILES, SO NINE CATEGORIES THAT RISK IS LOOKED AT IN YOUR COMMUNITY. RELATIVELY STRAIGHTFORWARD AND SIMPLE. ALL PEOPLE ARE LOOKING AT THE SAME THING IN THE PROVINCE OF ONTARIO. EVERY MUNICIPALITY HAS TO LOOK AT THE SAME THING REGARDLESS OF THEIR SIZE. KNOW WE'VE JUST HAVING A CONVERSATION WITH THE CHIEF. YOU KNOW, SOME COMMUNITIES WITH A POPULATION OF FAR LESS THAN YOURS ARE GOING TO GO THROUGH THE SAME THINGS AS WILL EVERY LARGER CITY THAT'S LARGER THAN YOURS WILL HAVE TO GO THROUGH THE SAME ASPECT AS WELL. BUT ON THE SCREEN, THERE'S FOUR OF THE. THE CATEGORIES THAT ARE THERE AND IT CARRIES ON INTO THE THE NEXT PAGE WITH THE REST OF THOSE CATEGORIES. SO THEY'RE ASKED TO TAKE A LOOK AT THOSE, DETERMINE WHAT THOSE RISKS MAY BE AND TAKE A LOOK AT SOME POTENTIAL SOLUTIONS FOR CONSIDERATION MOVING FORWARD BEYOND WHERE WE ARE TODAY. SO, YOU KNOW, IT LOOKS AT THE PUBLIC RISK FOR ELLIOT LAKE. IT'S SIMILAR TO PROBABLY 50% OF THE REST OF THE MUNICIPALITIES IN THE PROVINCE OF ONTARIO. [00:05:06] HOWEVER, IT'S NOT LIKE ANY OTHER COMMUNITY IN THE PROVINCE OF ONTARIO. ELLIOT LAKE HAS ITS OWN RISKS, ITS OWN ISSUES, ITS OWN CONCERNS, AND THOSE SOLUTIONS NEED TO BE CONSIDERED AT THE TABLE THAT WE'RE AT TODAY. YOU KNOW, IN THESE CHAMBERS AND AT THE FIRE SERVICE JUST DOWN THE STREET. SO GOING FORWARD, BUT SO THE PRIMARY GOAL OR GOALS THAT WE'RE AT, I HAVE CHOSEN TO TAKE A LOOK AT IS TO LOOK FOR IDENTIFY, SELECT IDENTIFIED SOLUTIONS, BUT FIND SUSTAINABLE SOLUTIONS TO THOSE PROBLEMS THAT EXIST OUT THERE. SO, THE TREATMENT FOR THOSE THAT EXIST ARE THERE. YOU WANT TO TAKE A LOOK AT THEM FROM THE PERSPECTIVE OF EXPERIENCE AND KNOWLEDGE AND ALL OF THOSE ITEMS THAT ARE THEIR PAST HISTORIES, WHATEVER THE CASE MAY BE, AND HOW YOUR SERVICE IS CURRENTLY SET UP, THE FIRE SERVICE IS SET UP IN ELLIOT LAKE VERY MUCH LIKE EVERY OTHER FIRE SERVICE, AND IT'S PROBABLY ITS STRUCTURE HASN'T CHANGED SINCE THE INCEPTION OF THE FIRE DEPARTMENT. SO, LIKE I SAY, IS MANAGING THAT RISK THAT EXISTS THERE. MOST OF THE MOST MUNICIPAL RISKS CANNOT BE ELIMINATED. IT CAN'T BE AVOIDED. YOU KNOW, WE DON'T GET A CHOICE. THE LAKE IS OUTSIDE. THE THE HIGHWAY IS OUTSIDE. ALL OF THOSE ITEMS ARE HERE. WE CAN'T MOVE THEM. WE'RE NOT GOING TO MOVE AWAY. ELLIOT LAKE HAS BEEN HERE FOR A LONG TIME AND THEY'LL CONTINUE TO BE HERE FOR A LONG TIME INTO THE FUTURE. SO THE BEST WAY TO DO TO DEAL WITH THE RISKS IS TO FIND SOME POTENTIAL SOLUTIONS THAT THE FIRE SERVICE, THE COMMUNITY AND ITS PARTNERS AND NEIGHBORS AND RESIDENTS CAN BE ABLE TO ACHIEVE. SO THE ELLIOT LAKE FIRE DEPARTMENT AND STAFF AND THEIR RESOURCES HAVE BEEN PROVIDING SERVICE TO THE COMMUNITY SINCE INCEPTION AND THEY'VE BEEN DOING VERY SUCCESSFULLY AT DOING THAT. ELLIOT LAKE HAS A VERY LOW INCIDENCE INCIDENCE OF FIRE FIRE EMERGENCIES. UNFORTUNATELY, THE TREND FOR FIRE THROUGHOUT NORTH AMERICA IS PREDOMINANTLY DECLINING. ELLIOT LAKE IS NOT. FOR INSTANCE, IS IN ELLIOT LAKE OR ON THE INCREASE. SO WHY IS THAT? THAT NEEDS TO BE PART OF THE ANALYSIS THAT NEEDS TO BE DONE AND SOME SOLUTIONS NEED TO BE CONSIDERED FOR THAT. NO, ELLIOT LAKE, WHEN WE TAKE A LOOK AT IT FROM COMMUNITIES THROUGHOUT ONTARIO IS A BIT OF AN ANOMALY IN THE CASE OF FIRE. MOST COMMUNITIES, LIKE I SAID, THROUGHOUT NORTH AMERICA, THE INCIDENCE OF FIRE IS REDUCING, BUT NOT HERE IN ELLIOT LAKE. SO GOT A PROBLEM? WE NEED TO BE ABLE TO TRY TO SORT THAT OUT AND IT'S IT'S ACHIEVABLE AND TRY TO DO THAT SO THIS THE COMMUNITY RISK ASSESSMENT OR CRA. IT REQUIRES TO BE IN PLACE BY 24. IT HAS TO BE REVIEWED ANNUALLY AT THE VERY LEAST. AND THE REGULATION REQUIRES A NET NEW ONE DONE EVERY FIVE YEARS. SO, EVERY FIVE YEARS THERE NEEDS TO BE A NET NEW ONE DONE. HOW MUCH ARE THINGS GOING TO CHANGE ANNUALLY OR IN FIVE YEARS IN ELLIOT LAKE? PROBABLY NOT A LOT. HOWEVER, HOPEFULLY THE FIRE, THE INSTANCE OF FIRE WILL REDUCE, OR THE SEVERITY OF THOSE FIRES WILL DECREASE. BUT SO, SOME OF THOSE THINGS NEED TO BE LOOKED AT AND TAKEN. I DO TAKE ADVANTAGE OF THOSE. SO, FROM THE PERSPECTIVE OF SOME OF THE RISKS, I'VE TAKEN A COUPLE OF THE RISKS FROM THE REPORT ITSELF AND HAVE SOME DISCUSSION ABOUT THEM. AND THE ONE THAT'S ON THE SCREEN NOW IS ABOUT THE WILDLAND INTERFACE ISSUES. SO, ELLIOT LAKE PART OF ITS BEAUTY IS ITS LOCATION. UNFORTUNATELY, THAT LOCATION IS SURROUNDED BY SOME OF THE BEST FOREST IN ONTARIO AND UNFORTUNATELY IN MANY CASES THROUGHOUT CANADA. IN RECENT YEARS, WE'VE SEEN THE FOREST ISSUES, FOREST FIRES CAUSING SIGNIFICANT PROBLEMS FOR US ACROSS CANADA. YOU KNOW, JUST MOST RECENTLY WE HAD AN EVACUATION OF THE CITY OF YELLOWKNIFE AND 20,000 PEOPLE HAD TO EVACUATE. [00:10:04] THAT'S ALMOST UNHEARD OF, THAT FIRES HAVEN'T DONE THAT. IN 1979 MISSISSAUGA TRAIN DERAILMENT. WE HAD AN EVACUATION OF ABOUT 210,000 PEOPLE. THAT ONE IN PARTICULAR WAS THE LARGEST PEACETIME EVACUATION THAT HAS OCCURRED IN THE HISTORY OF THE WORLD. SO, I DON'T KNOW THAT IN THE COMMUNITY OF WHITEHORSE OR SORRY, IN THE COMMUNITY OF YELLOWKNIFE, OR PERHAPS EVEN IN THE COMMUNITY OF ELLIOT LAKE CONSIDERATION OF HOW TO MOVE 20,000 PEOPLE FROM HERE TO SOMEPLACE ELSE IS PROBABLY SOMETHING THAT WE'VE NEVER HEARD OF. WE HAD A RELIANCE ON THE MINISTRY OF NATURAL RESOURCES FOR THEIR ASSISTANCE AND AS DID MANY COMMUNITIES IN BC THIS YEAR AND ALBERTA AND THE NORTHWEST TERRITORIES. AND THERE'S JUST INSUFFICIENT AMOUNT OF RESOURCES TO BE ABLE TO HANDLE THE AMOUNT OF FIRES OR THE INTENSITY OF THE FIRE THAT'S BEGINNING TO REVEAL ITSELF. SO IT'S ATTRIBUTED TO CLIMATE CHANGE. IT'S CONTRIBUTED TO A HOST OF THINGS. CAN IT HAPPEN HERE IN ONTARIO? I'M MEAN, I DON'T KNOW. I CERTAINLY HOPE THAT IT DOESN'T. BUT THOSE ARE SOME OF THE THINGS THAT POSSIBLY HAVE TO BE PREPARED FOR. YOU KNOW, ELLIOT LAKE SITS IN A LOCATION WHERE IT DOESN'T HAVE A LOT OF CLOSE NEIGHBORS THAT IT CAN RELY ON AS NEIGHBORS THAT IT CAN RELY ON, BUT IT DOESN'T HAVE ANY NEIGHBORS THAT ARE VERY, VERY CLOSE. SO THOSE ARE SOME OF THE CHALLENGES THAT WE'RE THAT WILL BE FACED WITH. SO ANOTHER ONE THAT IS ON TALKING ABOUT SOME OF THE BUILDING STOCK ISSUES. ELLIOT LAKE THE FIRE SERVICE IN ELLIOT LAKE ISN'T AWARE OF THE CONSTRUCTION THAT EXISTS IN THE COMMUNITY UTILIZING LIGHTWEIGHT CONSTRUCTION. SO THE FIRE MARSHAL AS PART OF A DIRECTIVE, NOT PART OF THIS PARTICULAR REGULATION, BUT PART OF THE DIRECTIVE THAT HE ISSUED IN FEBRUARY OF LAST YEAR, WHICH, ACCORDING TO THE LAW THE FIRE CHIEF IS LEGISLATED TO FOLLOW, IS THE FACT THAT AS PART OF THE CRA, NOT PART OF THIS PARTICULAR REGULATION, BUT AS PART OF THE CRA, THE FIRE MARSHAL ISSUED A DIRECTIVE TO ALL ASSISTANCE TO THE FIRE MARSHAL IN THE PROVINCE OF ONTARIO, OF WHICH CHIEF THOMAS IS ONE OF THEM, IS REQUIRED TO INFORM HIMSELF AND COUNSEL OF ALL BUILDINGS IN THE COMMUNITY THAT ARE UTILIZING LIGHTWEIGHT CONSTRUCTION. SO THAT NEEDS TO BE UNDERTAKEN AND TAKEN A LOOK AT. AND IT'S A RESULT OF A FATAL FIRE WHERE WE LOST TWO VOLUNTEER FIREFIGHTERS IN THE COMMUNITY OF INGERSOLL WHERE THEY ENTERED A BUILDING. IT WAS A THAT THE FIRE WAS ON THE ROOF. THEY WEREN'T AWARE. BUT IN A VERY SHORT PERIOD OF TIME, THE LIGHTWEIGHT TRUSS CONSTRUCTION OF THAT ROOF FAILED AND COLLAPSED AND WE LOST TWO FIREFIGHTERS. SO HENCE THIS LEGISLATION OR THIS PIECE OF ADDED DIRECTIVE CAME ABOUT. SO. THOSE ARE ONE OF THE THINGS. SO DISTRICT SOCIAL SERVICES IS NOT ENGAGED. THOSE ARE. A COUPLE OF ITEMS THAT WE. THERE'S A NUMBER OF FIRES AND THERE'S A NUMBER OF HYPOTHETICAL, UNPROVEN, HAVING A CONVERSATION WITH THE CHIEF ABOUT WHY DO WE HAVE FIRES AND WHERE DO WE HAVE FIRES IN THEIR COMMUNITY. SO THERE NEEDS TO BE SOME ANALYSIS OF THOSE FIRES. AND WE HAVE SOME VULNERABLE PERSONS OR IN PART OF OUR MARGINALIZED COMMUNITIES WHERE THE FIRE SERVICE'S EXISTING PUBLIC EDUCATION AND OUR FIRE PREVENTION ACTIVITIES MAY NOT BE REACHING. SO SOCIAL SERVICES SHOULD BE ENGAGED. YOUR SOCIAL SERVICES IS PART OF THE ALGOMA SERVICE, RIGHT? SO THEY NEED TO BE ENGAGED AND BROUGHT ON BOARD TO TRY TO DEVELOP EFFECTIVE PUBLIC EDUCATION FOR SOME OF THE VULNERABLE AND OR MARGINALIZED COMMUNITY MEMBERS THAT EXIST IN ELLIOT LAKE. WELL. SO FALSE ALARMS. THERE'S A SIGNIFICANT NUMBER OF OF ALARMS THAT THE FIRE SERVICE RESPONDS TO THAT ARE FALSE ALARMS. ARGUABLY. THERE'S NO SUCH THING AS A FALSE ALARM UNTIL THE FIRE DEPARTMENT ARRIVES. SO, ALL OF THE ASSOCIATED COSTS WITH THE DISPATCHING AND ARRIVING AND ALL OF THOSE ITEMS. [00:15:03] SO, IN THE CASE OF VOLUNTEER SERVICE WITH VOLUNTEER SERVICES, ANSWERING FALSE ALARMS TENDS TO BECOME EXPENSIVE. YOU DON'T KNOW WHO'S COMING, SO YOU'RE CALLING EVERYBODY TO SHOW UP. SO REGARDLESS OF THAT, ALL OF THAT SHOWS UP. THE THE. COUNCIL WITH THE RECOMMENDATION FROM THE FIRE CHIEF, SHOULD EXAMINE THOSE CALLS. AND IF THE CALLS ARE EITHER BECAUSE OF LACK OF MAINTENANCE ON THE SYSTEM, THEY SHOULD BE PEOPLE SHOULD BE CHARGED FOR THOSE CALLS. THERE'S NO REASON FOR THE FIRE SERVICE TODAY TO BE RESPONDING TO IMPROPERLY MAINTAINED ALARMS THAT OWNERS HAVE. THAT'S THE OWNER'S RESPONSIBILITY. THE FIRE CODE IDENTIFIES THAT AS A RESPONSIBILITY, AND THE MUNICIPALITY INCURS A FAIR AMOUNT OF EXPENSE IN RESPONDING TO FALSE ALARMS. SO IT'S ONE OF THE ITEMS WHERE THAT. CAN BE DONE SO. SO, THEY ARE, YOU KNOW, ARGUABLY MY AREA OF WHAT I'M TALKING ABOUT IS INCREASING PREVENTION AND PUBLIC EDUCATION ACTIVITIES THROUGHOUT THE COMMUNITY. THE DEPARTMENT HERE IN ELLIOT LAKE DOES A VERY GOOD JOB OF ENGAGING THE PUBLIC WHENEVER THEY CAN. THEY HAVE GREAT FIRE PREVENTION ACTIVITIES THAT THEY ALREADY DO. EVERY STAFF MEMBER THAT YOU HAVE IS INVOLVED IN BOTH OF THOSE ACTIVITIES FIRE PREVENTION AND PUBLIC EDUCATION. THAT'S RARE IN ANY FIRE DEPARTMENT. BUT EVERY ONE OF YOUR STAFF DO IT. THEY HAVE A DAILY SCHEDULE IN WHICH THEY ARE ENGAGED IN THOSE PRACTICES THROUGHOUT YOUR COMMUNITY. HOWEVER, THE PROGRAMS MAY NOT BE TARGETED INTO THE RIGHT DIRECTION. THE FIRE SERVICE HERE HAS A PROGRAM WHERE THEY GO OUT AND AND DO NEIGHBORHOODS ON A YEARLY BASIS. SO NEIGHBORHOOD A GETS DONE THIS YEAR AND NEIGHBORHOOD B GETS DONE NEXT YEAR WHERE THEY KNOCK ON DOORS, TALK ABOUT FIRE PREVENTION, ASK TO COME INTO THE HOUSE, EXAMINE THE SMOKE ALARMS AND STUFF, AND THAT'S GREAT. HOWEVER, IF YOUR FIRES AREN'T HAPPENING IN NEIGHBORHOOD A AND B THIS YEAR BECAUSE OF CIRCUMSTANCE, THEY'RE HAPPENING IN NEIGHBORHOOD C, THE DEPARTMENT NEEDS TO BE NIMBLE ENOUGH TO BE ABLE TO ADD SERVICES TO NEIGHBORHOOD C. IN, IN ADDITION TO THE ONE THAT'S PROGRAMED OR SCHEDULED FOR THAT PARTICULAR YEAR. AND ALL OF THE INFORMATION NEEDS TO BE DOCUMENTED IN A FASHION THAT IT BECOMES EASILY USABLE. THE THE FIRE CHIEF HAS BINDERS FOR OF INFORMATION OF THE ACTIVITIES THAT HAVE TAKEN PLACE AND WHERE THEY AND IT'S VERY DIFFICULT TO TRY TO ANALYZE THE EFFECT OF THAT OR THE RESULTS OR THE OUTCOME OF THAT WHEN YOU DON'T HAVE IT IN SOME SORT OF A RELATION RELATIONAL DATABASE THAT ALLOWS YOU TO BE ABLE TO COMPARE DELIVERING PROGRAMS. IT'S ONE ITEM TO DELIVER PROGRAMS, BUT YOU ALSO NEED TO BE ABLE TO ANALYZE WHETHER OR NOT THAT PROGRAM IS EFFECTIVE. SO IF I'M IN NEIGHBORHOOD A DOING FIRE PREVENTION PUBLIC ACTIVITY. ARE THERE NO FIRES THERE IN NEIGHBORHOOD, THAT NEIGHBORHOOD IN THE NEXT TWO OR 3 OR 4 YEARS? OR IS THERE. SO, DID I MISS THE MARK? HOW DID I MISS THE MARK? WHERE DID I MISS THE MARK? THOSE ARE ITEMS THAT ARE WERE NOT ABLE TO BE ABLE TO DO IN A IN A FASHION IN A IN AN EFFECTIVE WAY OF DEALING WITH IT. SO, YOUR FIRE SERVICES IS A VERY ACTIVE FIRE SERVICE, MORE SO THAN MOST OTHER FIRE SERVICES THAT I'VE HAD THE OPPORTUNITY TO DO. AND THAT'S COMMENDABLE. THEY ACTUALLY DO A LOT OF THE ITEMS THAT WE'RE DOING. IT'S PART OF THE PROBLEM IS, IS THAT THEY DON'T HAVE THE TOOLS TO BE ABLE TO ANALYZE THEIR WORK TO SEE WHETHER OR NOT THEY'RE BEING EFFECTIVE. AND THAT'S NOT UNUSUAL IN THE FIRE SERVICE. THE FIRE SERVICE ARE VERY GOOD DOERS. THEY'RE EXCELLENT AT ALL OF THOSE ITEMS ON HOW TO DO THINGS. BUT WHEN IT COMES TO THE ANALYSIS OF THAT, IT BECOMES THEY'RE LESS EFFECTIVE. SO. THE ENHANCED USE OF DATA WOULD SUPPORT. ADDITIONAL PROGRAMS AND ALLOW THE FIRE SERVICE TO BE AS NIMBLE AS THEY COULD BE IN THE COMMUNITY. SO THOSE ARE THINGS THAT I THINK WOULD BE ADVANTAGEOUS.
