I'D LIKE TO START TONIGHT. I SPOKE TO NATALIE BRIEFLY THIS AFTERNOON ABOUT THE LENGTH OF MY PRESENTATION. IT'S ONLY FOUR HOURS AND WE DISCUSSED THE PARAMETERS AROUND THAT. I'LL TRY AND GET THROUGH IT AS QUICKLY AS I CAN. PLEASE BEAR WITH ME. TONIGHT, YOU'RE BEING PRESENTED WITH A FINAL DRAFT OF THE STRATEGIC PLAN FOR OUR COMMUNITY. TONIGHT I'VE COME AS A CONCERNED INDIVIDUAL TAXPAYER AND A RELATIVELY LONG TIME RESIDENT OF ELLIOT LAKE. WE'VE BEEN HERE 27 YEARS NOW. MANY PEOPLE LOOK AT ME AS A YOUNGSTER, BUT NOT QUITE. BUT I KNOW THERE ARE A NUMBER OF OTHER PEOPLE OLDER THAN I AND YOUNGER THAN I THAT SHARE THE SAME CONCERNS I HAVE AT THE MOMENT WITH WHAT I SEE IN ELLIOT LAKE. AND I'VE HAD 27 YEARS NOW TO SEE WHAT'S HAPPENING IN ELLIOT LAKE. I'M NOT HERE TO LAY BLAME ON YOU. QUITE THE CONTRARY, I AND OTHERS. EXCUSE ME. WANT TO SHARE OUR CONCERNS AND CIRCUMSTANCES WITH YOU, SO YOU'LL KNOW AND UNDERSTAND WHERE WE'RE COMING FROM AND WHAT OUR EXPECTATIONS ARE FOR THE FUTURE OF OUR CITY. SO IF I MAY, I WANTED TO SHARE MY STORY WITH YOU, WHICH I KNOW MIRRORS THE STORY OF MANY OTHERS HERE IN ELLIOT LAKE TODAY. I USED TO VISIT TIM HORTONS QUITE REGULARLY, AND SO I'VE HEARD A LOT OF STORIES. MY STORY IS ONLY A LITTLE UNIQUE IN THAT IT BEGAN IN 1994 WHEN MY WIFE AND I WERE IN MOOSONEE. I WORKED THERE FOR SEVEN YEARS WITH THE MINISTRY OF NATURAL RESOURCES, AND MY WIFE WAS A NURSE AT MOOSE FACTORY HOSPITAL, AND IN 1994 WE WERE CONSIDERING RETIREMENT. I'D HAD A HEART ISSUE AND WAS LOOKING AT A SHORTER TERM EMPLOYMENT WITH MRA THAN I HAD ORIGINALLY PLANNED. SO WE BEGAN TO CAST OUR EYES ON RETIREMENT COMMUNITIES THAT WE WERE INTERESTED IN. WE AGREED INITIALLY THAT ANYWHERE BETWEEN THUNDER BAY AND OTTAWA ALONG HIGHWAY 17 WAS OPENED FOR US. WE DIDN'T WANT TO GO SOUTH OF HIGHWAY 17. [00:05:02] NEITHER ONE OF US LIKED THE HEAT OR THE HUMIDITY, AND IT WASN'T LONG BEFORE WE LANDED ON ELLIOT LAKE. I HAD SPENT FIVE YEARS WITH THE MINISTRY AND IN ESPANOLA PRIOR TO MOOSONEE, SO I KNEW THE AREA, BUT I'D ONLY BEEN HERE ONCE AND ELLIOT LAKE HAD EVERYTHING THAT WE WERE LOOKING FOR. ABSOLUTELY EVERYTHING. WE'RE NORTHERN PEOPLE. WE'VE LIVED IN NORTHERN ONTARIO, ALL OF OUR MARRIED LIVES, AND THAT'LL BE 65 YEARS NEXT YEAR. WE KNOW WHAT WE WANT. WE KNOW WHAT WE NEED. WE KNOW WHAT WE HAVE TO HAVE. AND ELLIOT LAKE FIT THAT TO A TEE. WE CHECKED OFF ALL THE BOXES. WE HAD A COUPLE WHO WERE LIVING HERE FROM OUR DAYS IN IGNACE, AND THEY ACCOMMODATED US W HEN WE CAME DOWN ON OUR FIRST TRIP TO CHECK ELLIOT LAKE OUT. WE FELL IN LOVE WITH IT. AND EVEN TODAY WHEN PEOPLE SAY, DO YOU LIKE ELLIOT LAKE? I SAY, NO, I LOVE IT. I DO, I LOVE THIS COMMUNITY AND I'M NOT HERE TONIGHT TO CAST BLAME ON ANYONE. I'M HERE TONIGHT TO SAY THAT IF WE FAST FORWARD FROM 1996, WHEN WE MOVED HERE AND RENTED A HOME ON TAYLOR FOR FIVE YEARS FROM RETIREMENT LIVING TO MAKE SURE THIS WAS THE PLACE WE WANTED TO BE. AND THEN WE BOUGHT ON [INAUDIBLE] AND WE'RE NOW LIVING IN OUR OWN HOME ON CALDWELL, AND WE LOVE IT. WE STILL LOVE IT HERE, BUT I'M CONCERNED AT WHAT I'M SEEING. SO FAST FORWARDING 27 YEARS. I'M NOT THE SAME AS I WAS 27 YEARS AGO. I WAS PLAYING HOCKEY IN THE ARENA. I WAS SWIMMING AT NOON IN THE POOL. I WAS DOING A LOT OF RECREATIONAL THINGS. I WAS GOLFING AT STONERIDGE, THEN ONLY NINE HOLES. I'VE BEEN ACTIVE, BUT WHEN I LOOK AROUND AT WHAT'S AVAILABLE TO PEOPLE LOOKING AT ELLIOT LAKE THROUGH THE SAME LENS I WAS IN 94. IT'S NOT THE SAME EITHER. IT'S A LONG WAY FROM BEING THE SAME. AND RECENTLY, OVER THE LAST FIVE YEARS, I'VE OBSERVED THINGS HAPPENING THAT SHOCK ME, WORRY ME. WHEN I HEARD THAT TWO WOMEN HAD BEEN KILLED IN THE COLLAPSE OF THE MALL. AND I WON'T GO WHERE MY FEELINGS ARE ABOUT THAT WHOLE SITUATION. BUT IT SHOULD NEVER HAVE HAPPENED, SHOULD NEVER HAVE HAPPENED. AND I DON'T WANT TO SEE IT EVER HAPPEN AGAIN. NOT WHILE I'M HERE. NOT EVER. NOT EVER. SO SAYING FROM THINGS NOT BEING THE SAME NOW AS THEY WERE 20 YEARS AGO. MY SITUATION IS THAT I'M NOW LIVING OFF MY RETIREMENT INCOME. AND MY HOME IS THE ONLY ASSET THAT I HAVE TO LEAVE MY KIDS. AND I SOMETIMES KID THEM THAT, YOU KNOW, MOM AND DAD ARE HERE IN ELLIOT LAKE AND YOUR INHERITANCE IS GOING TO BE A RETIREMENT HOME IN ELLIOT LAKE. AND THEY'RE IN MONCTON, NEW BRUNSWICK, GEORGETOWN, ONTARIO, AND FORT SAINT JOHN, BC. AND THEY'RE SAYING, I DON'T THINK SO. I DON'T THINK SO. SO MY CONCERN IS OVER MY INHERITANCE. AND WHAT THOSE WHO ARE FOLLOWING ME TODAY ARE GOING TO EXPERIENCE. AND I GOT TO BE. I GOT TO BE DIRECT. IF THE COUNCIL DOESN'T BEGIN IMMEDIATELY TO PAY ATTENTION TO OUR CRUMBLING INFRASTRUCTURE, MY HOME AND YOURS AND ALL THE FAMILY BUSINESSES HERE ARE NOT GOING TO BE HERE IN A FEW YEARS. THAT'S MY OPINION. I SAID EARLIER, OUR CRUMBLING INFRASTRUCTURE IS NOT YOUR FAULT AND IT ISN'T, NOR OF YOUR DOING. WE HEARD RECENTLY THAT THE MINING COMPANIES, WHO DESIGNED AND LARGELY BUILT OUR CITY, USED A PLANNING OF HORIZON OF ABOUT 40 OR 50 YEARS. IF YOU DO THE MATH FROM THE MID 50S TO THIS YEAR, THAT'S ABOUT 68 YEARS. NO WONDER STRUCTURES THAT WERE DESIGNED FOR 50 ELLIOT LAKE WINTERS AND THE SUBSEQUENT THAWS ARE BEGINNING TO FAIL. IN ADDITION TO THE ABOVE MENTIONED, THE MINING COMPANIES BEGAN LEAVING THE AREA BOTH 38 YEARS AGO. AND WITH THEM WHEN ALL THE ALLOWANCES THE CITY RECEIVED REGULARLY TO MAINTAIN AND REPAIR ALL THE INFRASTRUCTURE THAT WORKERS AND THEIR FAMILIES ENJOYED. AND SUCCESSIVE COUNCILS HAVE HELD THE TAX LEVY AT SUCH [00:10:06] UNREASONABLY LOW LEVELS, WHICH FURTHER REDUCED THE FUNDS NEEDED BY THE CITY TO SUPPORT THE EXPENSE OF INFRASTRUCTURE WE INHERITED. AND VOILA! HERE WE ARE IN A DILEMMA. I BELIEVE IT'S WELL PAST DUE FOR OUR COUNCIL TO RECOGNIZE WE'RE IN THIS DILEMMA. THAT WE DON'T HAVE THE CAPITAL FUNDING, EITHER IN RESERVES OR PENDING FROM GRANTS OR LOANS TO FIX WHAT'S BROKEN AND BREAKING. AND WE DON'T HAVE AN ADEQUATE TAX BASE TO CARRY ON AS WE'VE BEEN DOING. I BELIEVE WE NEED TO CHANGE THE WAYS WE'VE BEEN DOING BUSINESS. WE NEED TO LOWER, MAYBE WE NEED TO LOWER OUR EXPECTATIONS. REALISTIC, REVIEW OUR REVENUE STREAM AND RESET OUR SPENDING PRIORITIES. WE NEED TO BASE OUR SPENDING ON WHAT WE CAN REASONABLY AFFORD IN 2024 DOLLARS. AND I BELIEVE IT CAN BE DONE IF WE TACKLE OUR PROBLEMS TOGETHER. TONIGHT, I'M ASKING IF THE COUNCIL WILL OPEN DISCUSSION ON THE SUBJECT OF THE STRATEGIC PLAN FOR 2024 AND GIVE ALL THE PEOPLE AN OPPORTUNITY TO REVIEW AND PROVIDE INPUT ON THE CONSULTANTS PROPOSAL. I'M CONFIDENT THE CITIZENS ARE MORE THAN WILLING AND COMPETENT TO ASSIST THE COUNCIL IN THE RENEWAL OF ELLIOT LAKE. THIS OPPORTUNITY FOR ADDITIONAL INPUT THAT COUNCIL CAN PROVIDE TONIGHT WILL BE A SIGNAL W E'RE WORKING TOGETHER AS ONE FOR THE CITY'S FUTURE RENEWAL. AND FINALLY, MY QUESTION FOR COUNCIL. WILL COUNCIL MAKE A DECISION TONIGHT TO ALLOW THE PUBLIC TO HAVE AN OPPORTUNITY TO REVIEW THE DRAFT STRATEGIC PLAN BEING PRESENTED SHORTLY, AND TO HAVE PUBLIC INPUT AND FURTHER DISCUSSION TO THE PLAN AND THE DIRECTION OF COUNCIL OVER THE NEXT THREE YEARS. IN THE FIRST BOX, WHERE IT LISTS SEVEN BIDDERS THREE OF THE COMPETITORS WERE FAILED AS A RESULT OF MANDATORY EVALUATION RESULTS FOR THE LACK OF ALUMINUM RIMS IS WHAT I PRESUME IT TO MEAN. AND IN THE END OF THE PACKAGE IN THE QUOTE, THE SUCCESSFUL BIDDER LABELED THAT AS FOUR STEEL RIMS. WHEN THE ORIGINAL NUMBER 4, 5, AND 7 WERE FAILED FOR LACK OF A MANDATORY ITEM OF ALUMINUM RIMS. BUT IT WAS VERY PRODUCTIVE FOR THAT INTENSE SUNDAY AND IN REVIEW OF MR. DOBBIE AND MS. [INAUDIBLE] PRESENTATION. IT BECAME AWARE TO ME, AS I'M SURE IT IS TO ALL OF YOU, THAT WE LIVE IN A COMMUNITY WHERE THERE'S A LOT OF SILOS, THERE'S A LOT OF OPINIONS, THERE'S A LOT OF WANTS, AND THERE'S A LOT OF ASKS, AND NOBODY'S EVER GOING TO BE SATISFIED. INCLUDING TAKING ADVANTAGE OF THE FACT THAT YOU DID HAVE FACILITIES THAT WERE BUILT YEARS AGO, AND YOU NOW HAVE TO DEAL WITH THE CHANGES IN THOSE, BUT IT REALLY IS IT IS QUITE A DIFFERENT STRATEGIC PLAN. WHAT I'M CALLING YOUR STRATEGIC PLAN IS I'M CALLING IT A RESET OF SEVERAL THINGS AT CITY HALL. AND THAT HAS TO BE NEXT TO BORING OR RIGHT ON BORING. BUT THERE ARE THINGS THAT NEED TO BE ADDRESSED HERE. BEFORE YOU CAN COME UP WITH A STRATEGIC PLAN THAT WITH CONFIDENCE CAN TELL YOU ARE YOU GOING TO BE ABLE TO COMPLETE [00:20:04] THE INFRASTRUCTURE CHANGES THAT YOU NEED? IT CERTAINLY IS TRUE THAT YOU HAVE A LARGE NUMBER OF ASSETS IN YOUR COMMUNITY. YOU HAVE MORE PARKS THAN MOST MUNICIPALITIES YOUR SIZE. YOU HAVE FABULOUS WATERFRONT PROPERTIES. YOU HAVE BOAT LAUNCHES. YOU HAVE ALL SORTS OF AND YOU KNOW, WHEN I WAS HERE IN 2015, I DIDN'T REALIZE IT, BUT BEING HERE NOW, IT'S AMAZING. AND YOU HAVE A LOT OF FACILITIES THAT ARE APPROACHING THAT TIME WHEN YOU GOT, AS THE ONE DELEGATION SAID, HE'S HE'S STATING WE'RE LATE IN DEALING WITH SOME OF THOSE. AND SO YOU CAN, WHAT WE REALLY HAVE IS A RESETTING OF THE WAY THINGS ARE HAPPENING IN CITY HALL. I DON'T KNOW WHAT IT WAS LIKE WHEN THE PREVIOUS COUNCIL WERE HERE. THAT'S TRUE. I DO KNOW, HOWEVER, AND I HAVE TO SAY, THE FIRST TIME I MET ALL OF YOU, THE FIRST THING I SAID TO YOU WHEN I SPOKE TO YOU ABOUT YOUR STRATEGIC PLAN, I SAID, THIS IS NOT MY PLANS, YOUR PLAN, AND IT'S NOT MY PLAN. I HAVE NEVER DONE A CONSULTING PROJECT WHERE I WRITE THE PLAN. HOW WE START OUT, WE COME IN AND WE INTERVIEW EACH MEMBER OF COUNCIL, EACH MEMBER OF THE SENIOR TEAM, TRYING TO FIGURE OUT WHAT ARE THE ISSUES FACING THIS MUNICIPALITY. AND SO I WOULD BE AS PART OF MY INTRODUCTION, I WAS GOING TO MENTION THREE OF THE ACTIONS THAT I THINK DEMONSTRATE THE NEED FOR THAT. SO I'M GOING TO DO THAT NOW. THE FIRST ONE THAT I WANTED TO DO. WE WANT TO DO A MUCH MORE COMPREHENSIVE REVIEW OF FINANCIAL INFORMATION, AND WE WANT TO MAKE SURE THAT EVERYTHING WE HAVE IN OUR REVIEWS IS ACCURATE. THAT INCLUDES COSTS, THAT INCLUDES REVENUE, EVERYTHING THAT YOU TALK ABOUT. AND SO LORI-ANNE HAS GOT THIS IS BILL'S PRESENTATION FROM FROM THE MEETING ON OCTOBER 5TH AT REGARDING THE CENTENNIAL ARENA THAT, ACCORDING TO WHAT I'VE BEEN TOLD BY STAFF, IS THAT IS THE FIRST HARD LOOK THAT THIS MUNICIPALITY HAS TAKEN IN LOOKING AT WHERE THEY ARE FINANCIALLY, HOW MUCH THEY CAN AFFORD, AND WHAT ARE THEY GOING TO DO WITH ALL OF THE THINGS THAT ARE ON A LIST FROM A COMMUNITY THAT REALLY IS INTERESTED IN IN GETTING GETTING THOSE FACILITIES IMPROVED? AND THE FIRST DELEGATION MADE THE POINT EVEN THAT THAT MAYBE WE NEED TO CHANGE OUR LEVEL OF SERVICE. AND THAT WAS MADE A POINT WAS MADE BY BILL WHEN HE WAS PRESENTING THAT AT THE ARENA MEETING. THESE ARE THE KIND OF THINGS. SO THIS IS THIS IS ACTUALLY ONE OF OUR STRATEGIC DIRECTIONS OR STRATEGIC ACTIONS NUMBER 16, IT STARTED ALREADY. AND THE OTHER TWO THAT I WILL TELL YOU ABOUT QUICKLY AND SO ATTRACTING NEW BUSINESS. SO BECAUSE THE PUBLIC WE'RE TRYING TO GET MORE OUT OF THE STRATEGIC PLAN THAT WE DID. YOU WERE YOU WERE GIVING US TWO TYPES OF INPUT INPUT ON OUR 22 ACTIONS, AND THEN INPUT ON THE THINGS THAT YOU WISH YOU HAD SEEN IN THE STRATEGIC PLAN. AND SO THE WHERE YOU PUT INFORMATION ON ON OUR IDEAS, WE'VE WE'VE PUT THEM IN THE, PUT IT IN THE SLIDES AND I'M GOING TO SPEAK TO SOME OF THOSE. BUT THE OTHER INFORMATION YOU GAVE IS GOING TO BECAUSE WE ARE GOING TO DO AN IMPLEMENTATION PLAN FOR THIS STRATEGIC PLAN TOO. AND WE ARE GOING TO BE STUDYING HOW STAFF CAN TACKLE THE 22 ACTIONS THAT ARE ON THIS PLAN. AND OUR HOPE IS, YOU KNOW, REMEMBER, THE FIRST YEAR IS ALMOST GONE AND THE NEW COUNCIL'S TERM AND AND I WAS WELL AWARE [00:25:02] THAT YOU HAD A SIGNIFICANT CHANGE IN COUNCIL, AND I WAS IMPRESSED WITH THE APPROACH THAT THEY TOOK IN TACKLING THE ISSUES, DEALING WITH YOUR COMMUNITY. SO THE TWO THAT AND YOU GAVE MANY GOOD COMMENTS. YOU ALSO COMMENTED ON OUR USE OF, I CALL IT JARGON, BUT USING FORMAL LANGUAGE AND SO ON T HE ADVERTISING FOR NEW BUSINESS, WHICH IS ACTION NUMBER 3, IT MENTIONS A COMMUNITY IMPROVEMENT PLAN. AND SO JUST TO THIS IS READILY AVAILABLE ON THE ON THE WEBSITE. IT WAS COMPLETED IN 2016. I HAVE READ MANY OF THOSE PLANS. THAT ONE IS AS WELL WRITTEN AS I'VE EVER SEEN. IT GIVES YOU A COMPLETE LIST OF OPPORTUNITIES AND OF HOW TO ATTRACT NEW BUSINESS, HOW TO ATTRACT THEM WITH ALL OF THE NEW LEGISLATION THAT THE PROVINCE OF ONTARIO PROVIDED TO MUNICIPALITIES, THAT ALLOWS YOU TO DO SUCH THINGS AS PLANNING AND DESIGN GRANTS, PUBLIC FAƇADE IMPROVEMENTS, SIGNAGE, LANDSCAPING, UPGRADING OF THE BUILDING CODE, PLANNING APPLICATIONS AND PROPERTY TAX INCREMENT INCENTIVE INCREMENT GRANTS. NOW, PROPERTY TAX INCREMENT GRANTS IS A TOUGH THING TO EXPLAIN TO YOU, SO I'M NOT GOING TO BOTHER, BUT IT IS A FACILITY THAT'S BEEN USED ALL THROUGH THE USA, AND IT HAS BEEN TREMENDOUS IN BRINGING MORE BUSINESS TO THIS COMMUNITY. SO THAT SO WHEN WE WANT WHEN WE SAID IN THIS STRATEGIC PLAN THAT THEY WANTED TO TAKE A HARDER LOOK AND A MORE COMPREHENSIVE LOOK AT BRINGING BUSINESSES TO THIS COMMUNITY, IT'S WITH A TON OF IDEAS THAT TAKE TIME, ARE COSTLY, BUT MOST MUNICIPALITIES HAVE FOUND THEM TO GIVE YOU FABULOUS RESULTS. CITY OF HAMILTON IS PROBABLY THE LEADER IN THAT, AND I KNOW PEOPLE WILL SAY, WELL, HAMILTON'S GOT ALL THIS WELL, BUT THEY DON'T. THEY'RE THEY'RE IN A SIMILAR SITUATION AND THEY ARE BRINGING IN BUSINESS BECAUSE OF THESE THINGS THAT YOU CAN NOW DO. I'M NOT SAYING THAT ANYBODY IS WAS SLOW IN DOING THEM OR ANYTHING. ALL I KNOW IS THIS STAFF, THIS COUNCIL THAT'S THE KIND OF THING THEY'RE WANTING TO LOOK AT. THEY'RE TRYING TO LOOK AT EVERYTHING. AND SO I THINK THAT'S A GOOD EXAMPLE. THE OTHER ITEM I WANTED TO TALK ABOUT WAS SHARED SERVICES. AND THERE WERE COMMENTS FROM PEOPLE WHAT OUR SHARED SERVICES AND HOW DOES IT WORK AND ALL THAT KIND OF THING. THIS IS REALLY AN OPPORTUNITY, AND THERE'S A LOT OF WORK DONE IN THAT, AND A LOT OF RECOMMENDATIONS THAT CAN BE LOOKED AT FOR HOW TO THE BEST. I THINK THE EASIEST EXAMPLE IS A CHIEF BUILDING OFFICIAL. IF YOU HAVE A CHIEF BUILDING OFFICIAL, DO YOU NEED THAT PERSON FOR FIVE DAYS OR COULD THEY WORK THREE DAYS HERE AND ONE DAY IN BLIND RIVER AND ONE DAY SOMEWHERE ELSE? AGAIN A LOT OF IDEAS THERE. SO WHEN I SAY A RESET AT CITY HALL, I'M NOT BLAMING ANYBODY. I'M NOT. I'M JUST IMPRESSED. AND I GOT TO TELL YOU ONE OTHER THING. I DON'T KNOW WHAT IT WAS LIKE HERE WITH THE PREVIOUS COUNCILS, BUT I DO KNOW WHAT IT'S LIKE HERE NOW IN THIS COUNCIL AND THIS SENIOR TEAM ARE WORKING AS GOOD AS ON A STAFF COUNCIL RELATIONSHIP ISSUE AS I'VE EVER SEEN ANYWHERE. AND THAT'S THE CHANGE THAT'S HAPPENED IN THE LAST I'D SAY 7 OR 8 MONTHS. AND BY THE WAY, IF I HAD AN OPINION THAT I WOULD PUT ON THE TABLE, MY OPINION IS IF YOU HAVE THAT, THAT IS THE BIGGEST AND BEST WAY TO TACKLE SERIOUS ISSUES IN A MUNICIPALITY AND TO CHANGE PEOPLE'S VIEWS THAT THIS MUNICIPALITY COMPLETELY HAS ITS ACT TOGETHER AND IS MOVING ON IN A MUCH DIFFERENT WAY THAN THEY'VE BEEN DOING IN THE PAST. SO WHAT DOES THAT MEAN, THEN, FOR THE OTHER FACILITIES? WELL, I THINK BILL DID A BETTER JOB ON THAT THAN I COULD HAVE ON OCTOBER THE 5TH ON THE ARENA. HE SAID THIS COULD THIS COULD CHANGE THE TIMING OF OTHER PLANS. THERE WAS THERE WERE PEOPLE IN THE CROWD WHO IDENTIFIED. YOU KNOW, ALL WE NEED IS $100 MILLION, I AGREE. IF WE HAD THAT IT'D BE EASIER THAN IT IS AT THE PRESENT TIME. SO I HAVE NOTHING BUT COMPLIMENTS FOR THE STAFF HERE AND FOR THE COUNCIL I DO, I DO THINK THEY'RE DOING THE RIGHT [00:30:06] THING. AND HOW LONG WILL IT TAKE? BECAUSE 3 OR 4 OF OUR ACTIONS ARE ALREADY UNDERWAY. IF IT TAKES LESS THAN, I THINK IT COULD TAKE A YEAR AND A HALF, TWO YEARS. BUT IF IT TAKES LESS, MAYBE THAT'S THE TIME TO RELOOK. I DON'T KNOW, BUT I UNDERSTAND WHAT THE DELEGATIONS WERE ASKING FOR, AND I WANTED TO MAKE IT CLEAR THAT THIS IS A VERY UNIQUE PLAN. IT'S UNIQUE TO THIS COMMUNITY. AND IT GETS IT GETS TO THE ISSUES THAT YOU HAVE DESCRIBED IN A WAY THAT WILL BE COMPREHENSIVE AND SUSTAINABLE OVER TIME, SO THAT YOU WON'T HAVE TO EVER WONDER AGAIN. WHEN IS WHEN IS THE SWIMMING POOL GOING TO GET THIS AND THAT? WHEN ARE WE GOING TO GET AN ARTS CENTRE, OR WHEN ARE WE GOING TO GET SOMETHING ELSE? SO THAT'S MY PRESENTATION, MR. YOU KNOW, THERE ARE A LOT OF CONCERNED CITIZENS OUT THERE. AND I AGREE, I THINK ONCE WE DO A LITTLE BIT MORE TWEAKING WITH THIS, WE SHOULD DO ONE MORE PUBLIC INPUT. I THINK AT MULTIPLE LEVELS WE'RE THINKING ABOUT NOT ONLY NOW AND GETTING A GOOD BASE OR LIKE A SKELETAL STRUCTURE OF THE PLANS THAT CAN BE TWEAKED AND CHANGED SO WE DON'T HAVE TO CONTINUOUSLY GO THROUGH PERHAPS A CONSULTING PROCESS. THIS PLAN CAN BE USED IN THE FORM THAT IT IS CHANGED AS WE GO. WE COULD REVIEW IT YEARLY WITH PUBLIC INPUT. IT'S QUITE FLEXIBLE. TAKE THINGS IN, TAKE THINGS OUT. BUT THIS IS SOMETHING THAT NOT ONLY THIS COUNCIL CAN CAN UTILIZE, BUT IT CAN BE DOWN THE ROAD MAYBE IN TEN YEARS IT COULD STILL BE THE SAME FORM, THE SAME STRUCTURE WITH MINOR TWEAKS AND CHANGES. WE'VE SPENT WELL, IT'S OVER A COUPLE OF MONTHS NOW WITH THIS, AND IF WE COULD SAVE FUTURE COUNCILS THIS TWO MONTH WINDOW OF TRYING TO SET THIS UP, EVERY TIME THERE'S A TURNOVER AND HAVE THIS STRUCTURE PUT IN PLACE, THAT'S PART OF OUR GOAL IN DOING THIS PROCESS. SO THE PUBLIC INPUT PART, YES, WE'RE ALWAYS INTERESTED IN PUBLIC INPUT, BUT I KNOW IT LOOKS LIKE IT'S A LITTLE BIT OUT THERE. IT IS DIFFERENT FROM MOST STRATEGIC PLANS. I'M NOT SAYING IT'S THE MOST MODERN THING EVER, BUT IT IS A DIFFERENT WAY OF LOOKING AT IT IN A BIGGER PICTURE. OKAY AND SOME OF THESE PROBLEMS AND SOME OF THESE ACTIONABLE STEPS PROBABLY WON'T EVEN BE FULLY ADDRESSED IN OUR NEXT THREE YEARS. BUT IT CAN STAY HERE AND KEEP GOING AND KEEP GOING. SO I THINK THIS IS AN IMPORTANT DOCUMENT THAT WE'RE WORKING ON. AND IF WE PUT THE TIME IN AND WE HAVE BEEN PUTTING THE TIME IN, IT COULD BECOME A VERY USEFUL TOOL FOR NOT ONLY US, BUT L IKE I SAID, FUTURE COUNCILS COMING OUT. BECAUSE NOT ONLY DO YOU WANT TO ATTRACT BUSINESSES, YOU WANT TO ATTRACT NEW RESIDENTS. AND THE DISCUSSION WAS WE'RE MORE THAN A RETIREMENT COMMUNITY AND SO CAN WE ATTRACT [INAUDIBLE] SORRY, NEW RESIDENCES. AND THEN WE IMMEDIATELY THOUGHT ABOUT THE VIRUS AND ABOUT WORKING FROM HOME. AND THERE ARE PEOPLE LIVING IN ELLIOT LAKE. LORI-ANNE AND I HAVE BUMPED INTO TWO COUPLES WHO MOVED HERE BECAUSE THEY COULD WORK, AND THEY HAD TO GO TO TORONTO TWO DAYS EVERY TWO WEEKS. AND FOR THEM, IT'S PERFECT. THEY LIVE HERE. THEY LOVE IT. AND, AND SO IF YOU WE LOOKED AT THEM AND THEY WERE I'M A RETIREMENT AGED PERSON. BUT THESE PEOPLE WEREN'T. AND THEY THEY ARE LOVING EVERY MINUTE OF IT. AND THEY ASKED US WHAT WERE WE DOING IN ELLIOT LAKE. AND SO WE TOLD THEM. BUT ANYWAY, SO THAT ONE, THAT'S THE FIRST ONE. SO SOME OF THESE STRATEGIC PLAN THAT I'VE GONE, WE'VE ALREADY STARTED TO DO LIKE EVEN ON THIS ONE WITH THE ARTS AND CULTURE, LACK OF CULTURE. I MEAN WE ALMOST HAVE THE REEL TO REEL READY TO BE OPEN. WE PURCHASED THE CHURCH WITH, I THINK, SOME GOOD. SO THERE ARE AS WE GO ALONG I'VE NOTICED IN CERTAIN ONES I'M NOT GOING TO MENTION ON ALL OF THEM. WE ALREADY HAVE STARTED TO IMPLEMENT QUITE A BIT OF THE STRATEGIC PLAN. I WILL GET ON THAT FROM HERE ON IN. AND YES, THE STAFF HAVE STARTED THIS ONE FOR SURE. NUMBER 2 IS EXPAND ON BUSINESS RETENTION AND EXPANSION. SO THERE'S A DIFFERENCE BETWEEN RETENTION AND EXPANSION AND ATTRACTION OF NEW BUSINESS. [00:40:03] A LOT OF MUNICIPALITIES CAN DO MORE IN THE RETENTION AND EXPANSION OF NEW BUSINESSES. SO ONE OF THE THINGS THAT WOULD I'VE FOUND SUCCESSFUL WHEN I WAS A CITY MANAGER WAS MAKING BUSINESS VISITS. I USED TO DO ONE A WEEK, WHICH DOESN'T SOUND LIKE A LOT, BUT IT GETS YOU AROUND. AND WHEN YOU HAVE THE JOB FOR 12 YEARS, TIMES ONE A WEEK, TIMES 52 WEEKS, YOU YOU GO OUT AND SEE A LOT OF BUSINESSES. THAT IS A FABULOUS IDEA. AND THAT'S BEEN TALKED ABOUT BY THE STAFF AND COUNCIL AND THERE'S MANY, MANY MORE THINGS. BUT IT'S GOING OUT AND LETTING THE BUSINESS, THE EXISTING BUSINESSES KNOW THAT YOU CARE ABOUT THEM, THAT KIND OF THING. THAT ONE IS ALSO STARTED BECAUSE STEVE HERE IS THE PERSON THAT LOOKS AFTER THAT, AND HIM AND I HAVE HAD SEVERAL CHATS ABOUT THAT, SO I THINK IT'S AN EXCELLENT ONE. IT TOOK ME A WHILE TO UNDERSTAND IT, AND IT HAS TO DO WITH HOW YOU AS A MUNICIPALITY HAVE BEEN DEALING WITH VOLUNTEERS, AND IT HAS TO DO WITH THE INSURANCE OF THAT AND ALL THAT. IT IS DEFINITELY ONE OF THE ITEMS THAT YOU THAT THIS COMMUNITY NEEDS TO MAKE SOME MINOR CHANGES TO, TO MAKE SURE THAT YOU'RE DOING IT IN A WAY THAT IS EFFECTIVE AND YOU'RE COVERED INSURANCE WISE, BECAUSE THOSE PEOPLE, WHEN THEY'RE VOLUNTEERING FOR A MUNICIPALITY, ARE ACTUALLY WORKING FOR THAT MUNICIPALITY, AND YOU DON'T WANT THEM TO BE UNPROTECTED. SO THIS IS A HARD ONE BECAUSE YOU DON'T HAVE A LOT OF IT'S YOU'RE A SMALLER COMMUNITY AND YOU DON'T HAVE A LOT OF HIGH DENSITY BUILDINGS. AND SO THE THINGS THAT MAKE A TRANSIT SYSTEM EASY TO RUN ARE CURRENTLY IN ELLIOT LAKE. THE BUSINESS ATTRACTION AND THE ATTRACTION OF NEW PEOPLE, OF COURSE COULD HELP YOUR TRANSIT SYSTEM. THEY DID INCLUDE THE 60 MONTH, 60 MONTH WARRANTY PERIOD, WHICH ALLOWED THEM TO RECEIVE THE FULL 10 POINTS FOR THAT RATED REQUIREMENT, WHICH BASICALLY ALLOWED THEM TO WIN THE COMPETITION. SO ELLIOT LAKE ELLIOT EQUIPMENT WAS ABLE TO WIN THAT COMPETITION BY QUOTING US FIVE YEARS OR 60 MONTHS OF WARRANTY. AND THE COPY OF THEIR BID SUBMISSION IS CAN BE INCLUDED OR IS INCLUDED FOR COUNCIL'S REVIEW. ELLIOT LAKE EQUIPMENT IS PROPOSING THE POLARIS RANGER 1000 PREMIUM. THE SIDE BY SIDE IS PROPOSED TO BE PURCHASED SPECIFICALLY FOR AND COUNCIL, ALTHOUGH THAT COULD BE UP FOR DISCUSSION FOR THE SPECIFIC PURPOSE OF THREE SEASON TRAIL MAINTENANCE, AND BECAUSE OF THE REQUIREMENTS THAT WERE USED, ALL THE DESIRABLES THAT WERE REQUESTED AND MET THE THE SIDE BY SIDE HAS THE POTENTIAL TO BE USED FOR FOUR SEASONS DURING THE WINTER TIME.
