SO I WANTED TO ADDRESS THE ISSUE OF THE FIRE TOWER LOOKOUT PLAYGROUND EQUIPMENT.
I HAVE SOME CONCERNS REGARDING THAT EQUIPMENT BEING IN THE PROPOSAL BEING PUT FORWARD BY STAFF.
THE REPORT INDICATES FOLLOWING RECENT INSPECTIONS, IT WAS DEEMED THAT CURRENT THE CURRENT PLAYGROUND REQUIRES REPLACEMENT DUE TO AGING AND UNSAFE FEATURES. I NOTE IT WAS INDICATED TO THE COMMUNITY AND TO MEMBERS OF THE RECREATION AND CULTURE STANDING COMMITTEE AT THEIR MOST RECENT MEETING.
QUOTE CITY STAFF HAVE TEMPORARILY CLOSED THE PLAYGROUND UNTIL A THOROUGH INSPECTION IS COMPLETE.
SO WHERE IS THIS REPORT WHICH MAKES THIS RECOMMENDATION? UNDER QUESTIONING BY COMMITTEE MEMBERS, IT BECAME APPARENT THE INFORMATION PROVIDED BY THE DIRECTOR WAS INCORRECT AS THE COMPANY HADN'T BEEN HIRED AT THAT TIME.
THERE IS NO EVIDENCE THE CONSULTANT WAS SUBSEQUENTLY HIRED.
IT WAS NOTED ELLIOT LAKE HAS 13 PARKS WITH EQUIPMENT, APPARENTLY IN VARIOUS STATES OF DECAY, AND THIS CONSULTANT WOULD BE REVIEWING ALL OF THESE ITEMS. THE STAFF PROPOSAL PUT FORWARD, WITHOUT A SUPPORTING RESOLUTION FROM THE RECREATION AND CULTURE STANDING COMMITTEE, DOES NOT INCLUDE ANY OF THE RESULTS OF THIS INSPECTION BY THIS MYSTERIOUS THIRD PARTY PLAYGROUND INSPECTION COMPANY.
THIS INFORMATION SHOULD BE CLEARLY AVAILABLE FOR COUNCILLORS, COMMUNITY MEMBERS AND LOCAL TAXPAYERS SO THAT WE CAN SEE THAT THERE IS AN ACTUAL NEED TO REPLACE THE EQUIPMENT AND TO CONFIRM IT'S NOT JUST A NICE THING TO DO.
THEREFORE THEY SHOULD BE REPLACED.
WHAT ARE THE SPECIFIC AGING CHARACTERISTICS? IS SOMETHING RUSTING? IS THINGS CRACKING? WE DON'T KNOW.
AND WHAT WERE THE SPECIFIC UNSAFE FEATURES APPARENTLY VIEWED BY THIS PROFESSIONAL, OR WAS THAT SIMPLY A POLITE WAY OF INDICATING THE EQUIPMENT WASN'T MAINTAINED PROPERLY? THE REPORT ALSO INDICATES, QUOTE, CITY STAFF HAVE COLLABORATED WITH THE PARK PLANNER, END QUOTE.
HOWEVER, NO REPORT, RECOMMENDATION OR CORRESPONDENCE IS OFFERED FROM THIS MYSTERIOUS PARK PLANNER.
WHO IS THIS INDIVIDUAL OR FIRM? DO THEY HAVE APPROPRIATE QUALIFICATIONS AND WHY IS THEIR REPORT OR ANY CORRESPONDENCE SUPPORTING THE PROPOSAL NOT DETACHED? WHY IS ALL OF THIS A SECRET? I WOULD REMIND COUNCIL THAT WE'VE SEEN IN THE PAST, WHEN SOMEBODY GETS EXCITED ABOUT THE POSSIBILITY OF BUYING SOMETHING NEW, THEY SEEM TO PULL OUT ALL THE STOPS TO ENSURE PEOPLE UNDERSTAND THE CURRENT ASSET MUST BE DESTROYED AND COMPLETELY REVISED.

THERE'S NO OPTIONS TO REPAIR.WE ALSO KNOW WE HAVE TO BE VERY DILIGENT IN ENSURING THE INFORMATION WE ARE RECEIVING IS ACCURATE.
THIS COUNCIL HAS DECLARED THEIR COMMITMENT TO TRANSPARENCY.
ONCE COUNCIL AND CITIZENS HAVE HAD AN OPPORTUNITY TO REVIEW THESE REPORTS THAT ARE APPARENTLY BEING MADE, THEN A PROPER DECISION CAN BE MADE WITH RESPECT TO REMOVING AND REPLACING THE PLAYGROUND EQUIPMENT.
WITH THE COMBINATION OF INFRASTRUCTURE FAILURES, THE ARENA, THE SWIMMING POOL, HILLSIDE, WE ARE NOW LOOKING AT GOING INTO DEBT WHERE PREVIOUSLY OUR RESERVES WERE PROVIDING SUBSTANTIAL ANNUAL REVENUES THROUGH INTEREST AND INVESTMENTS.
EVERY DOLLAR SAVED REDUCES THE DEBT LOAD WE HAVE TO TAKE ON.
WITH THAT IN MIND IF IT BECOMES NECESSARY TO REMOVE THE EQUIPMENT BASED ON RECOMMENDATIONS OF THE INSPECTION CONSULTANT, THEN COUNCIL SHOULD REVIEW THE NEED TO REPLACE WITH THE WITH AN EYE TO THE NECESSITY OF THE ASSET.
THE ATTRACTION IS BASED ON PROVIDING A 180 DEGREE PANORAMIC VIEW OF OUR SCENIC AREA.
THE PLAYGROUND EQUIPMENT IS NOT A NECESSARY COMPONENT OF THIS TOURISM FACILITY.
TOURISM VISITATION WILL NOT BE IMPACTED.
IT IS NOTED IN THE REPORT THE PURCHASE OF A PLAY STRUCTURE ALIGNS WITH THE CITY'S COMMITMENT TO PROMOTING THE HEALTH, WELL-BEING AND SOCIAL DEVELOPMENT OF THE COMMUNITY.
THAT BEING THE CASE, WOULD WE NOT CONSIDER PLACING THE EQUIPMENT AT A LOCATION ACCESSIBLE TO ALL CHILDREN IN THE COMMUNITY? IT IS CLEARLY NOTED IN THE REPORT THAT THE PURPOSE OF THE EQUIPMENT, QUOTE IS AN INVESTMENT THAT WILL ENRICH THE LIVES OF CHILDREN AND FAMILIES FOR YEARS TO COME, END QUOTE. ITS PURPOSE HAS NOTHING TO DO WITH TOURISM, AND STAFFS REPORT CLEARLY ACKNOWLEDGES THIS.
I HAVE NOT NOTED ANY EFFORT TO EXPLORE FUNDING FOR THIS PROJECT.
SEEING AS WE WILL SOON BE LOOKING AT EQUIPMENT IN 13 DIFFERENT PARKS, IT WOULD BE APPROPRIATE TO DEVELOP A PLAN WHICH ADDRESSES ALL OF THIS EQUIPMENT AND MAKE EVERY EFFORT TO GET THE SUPPORT OF THE FEDERAL AND PROVINCIAL GOVERNMENTS.

SEPTEMBER 8TH $197,703 FOR THE SEARCH MOUNT JUST UP THE ROAD HERE, LOCAL SERVICES BOARD TO REVITALIZE THEIR COMMUNITY CENTRE WITH STRUCTURAL AND SECURITY UPGRADES AND NEW FITNESS AND PLAYGROUND EQUIPMENT.
JANUARY 12TH, 2023 THEY ANNOUNCED $81,000 FOR THE LOCAL SERVICES BOARD OF HALBERG TO RENOVATE THE HALBERG COMMUNITY CENTRE, AND THAT CHAIRMAN INDICATED, WITH THESE FUNDS, WE WERE ABLE TO REPAIR AND IMPROVE AND MAKE ACCESSIBLE OUR COMMUNITY HALL, AS WELL AS PURCHASE NEW PLAY STRUCTURES TO IMPROVE OUR COMMUNITY PARK.
OCTOBER 17TH, 2023 THEY ANNOUNCED $161,000 TO BIG GRASSY FIRST NATION TO REPLACE PLAYGROUND STRUCTURES THAT.
SORRY. FEBRUARY 7TH, THE TOWN OF FORT FRANCES IS RECEIVING $499,000 IN NOHFC FUNDING TO REFURBISH LEGION PARK, A POPULAR, FAMILY FRIENDLY OUTDOOR GREEN SPACE.
THE REFURBISHMENT PROJECT INCLUDES BUILDING A SPLASH PAD, INSTALLING A NEW PLAYGROUND AND PARK LIGHTING, AND PROVIDING ACCESSIBLE WALKWAYS AND WASHROOMS. THE RURAL ENHANCEMENT FUNDING STREAM OF NOHFC WILL FUND, QUOTE, INCREMENTAL IMPROVEMENTS, REPAIRS AND OR RENOVATIONS TO IMPROVE AND EXTEND THE USEFUL LIFE OF CAPITAL ASSETS, INCLUDING SOCIAL AND RECREATIONAL FACILITIES, MUNICIPAL ASSETS, AND COMMUNITY HALLS THAT CONTRIBUTE TO A HEALTHY AND VIBRANT COMMUNITY.
NOHFC OFFERS 75% FUNDING TO MUNICIPALITIES WITH LESS THAN $30,000.

RATHER THAN FOLLOWING A PROCESS WHICH CLEARLY IDENTIFIES WHAT WE WANT, SUCH AS THROUGH DEVELOPMENT OF A TENDER OR A REQUEST FOR PROPOSALS, THE CITY'S PROCESS RESEMBLES A SHOPPING TRIP.
I WILL MAKE A FUTURE PRESENTATION TO COUNCIL REGARDING YOUR PROCUREMENT POLICY.
I NOTE THE QUOTATION PROVIDES NO DETAIL REGARDING THE EQUIPMENT TO BE PURCHASED.
PERHAPS COUNCIL HAS SEEN THE AGREEMENT, THE CONTRACT, CITIZENS HAVEN'T.
IT CANNOT BE DETERMINED WHETHER THE CONTRACT IDENTIFIES SPECIFIC PIECES OF EQUIPMENT.
I WOULD HOPE THE COUNCIL WILL DEFER THE PURCHASE OF THIS ITEM UNTIL APPROPRIATE PROCESSES CAN BE UNDERTAKEN TO DETERMINE THE NEED FOR THIS PARTICULAR ITEM, AS WELL AS THE NEEDS OF THE OTHER 13 PARKS.
FUNDING SHOULD BE FULLY EXPLORED TO REDUCE THE NET COST TO TAXPAYERS.
NOW, COUNCILLORS WILL RECOGNIZE THAT MY COMMENTS ARE BASED ON THE REPORT AS PUBLISHED LATE THURSDAY AFTERNOON WITH THE AGENDA. THE WORLD HAS CHANGED HOWEVER, ON FRIDAY MORNING, AS STAFF FROM THE CITY RACED UP TO THE FIRE TOWER TO REMOVE THE EQUIPMENT. THERE IS NO EMERGENCY ANNOUNCED.
I THOUGHT SOME MISCHIEVOUS INDIVIDUAL MAY HAVE BEEN HAVING SOME FUN AND CLOSED THE GATES.
SO I OPENED THE GATE AND WENT UP TO THE TOWER TO DISCOVER STAFF FINISHING UP THE JOB.
IT APPEARS STAFF COULD NOT BOTHER WAITING FOR A BUNCH OF ELECTED CITIZENS TO MAKE A DECISION.
MEMBERS OF THE PUBLIC MAY HAVE ALSO VIEWED THE EQUIPMENT AND WONDERED WHY IT WAS BEING REPLACED.
THEN THEY WOULDN'T HAVE TO DEAL WITH ALL OF THESE MAINTAIN AND REPAIR ISSUE.

THE CONCEPT WAS TO SUBDIVIDE THE LARGE LOT, WHICH WAS INITIALLY SLATED FOR MULTI-UNIT RESIDENTIAL TO SELLING THE LOTS FOR DEVELOPMENT OF SMALLER OR SORRY, OF LARGER HOMES, OBVIOUSLY SMALLER THAN THE MULTI-UNIT RESIDENTIAL.
WHEN WE DID BRING IT TO COUNCIL, COUNCIL DID ASK FOR SOME MORE CLARIFICATION TO BRING BACK DETAILS ON THE POTENTIAL REVENUE MODEL FOR SELLING THESE LOTS AND THE RETURN ON INVESTMENT FOR THE SUBDIVISION WORK.
SURVEYING THE PROPERTY AND SERVICING WERE ESTIMATED AT A COST OF ABOUT $457,000.
IF DIVIDING THESE LOTS, THEY'D BE DIVIDED INTO 5.44 ACRE LOTS, AND THEREFORE THE COST OF SERVICING EACH LOT ENDED UP BEING $91,400. WHEN STAFF WENT BACK AND WITH THE HELP OF TREASURY AND MRS. SONNENBURG WHO OFFERED A LOT OF GREAT INSIGHT INTO ASSISTING GETTING THE MATH TOGETHER.
WE ESTIMATED THE TAX REVENUE WOULD BE ROUGHLY $8,700 PER YEAR.
SOME ITEMS TO TAKE INTO ACCOUNT AT A BUILD COST OF $275 TO $350, DEPENDING ON FINISHES, EACH OF THESE HOUSES WOULD COST BETWEEN $550 AND $700,000, PLUS ROUGHLY $59,000 FOR THE LOT.
THE CHALLENGE WOULD BE FINDING HOMEOWNERS THAT WOULD BUY FIVE HOMES OF THIS SIZE.
STAFF ARE RECOMMENDING THAT WE CONTINUE TO SEEK A DEVELOPER THAT WILL UNDERTAKE THIS DEVELOPMENT AND WILL SUBDIVIDE THE LOTS AND THEMSELVES AND FIND A WAY TO GET THE RETURN ON INVESTMENT ON THOSE PROPERTIES.
