IF ACCESSIBLE PUBLIC TRANSIT WERE AVAILABLE.
THERE IS NO OBVIOUS LEVEL SPOT TO DROP OFF AND PICK UP PATRONS WHO ARE DISABLED.
PLAYGROUNDS GENERATE EXCITEMENT, NOISE AND A CERTAIN AMOUNT OF CONFUSION, EVEN WITH DILIGENT SUPERVISION THE FIRE TOWER LOCATION IS MOSTLY HARD SURFACES AND ACCIDENTS WILL HAPPEN.
AN EMERGENCY PLAN IS ANOTHER CONSIDERATION.

THEY'VE MANAGED TO RECRUIT A FEW DOCTORS, AND I REALIZED THAT THIS LEASE WILL ADD TO OUR BUDGET.
BUT I REALLY BELIEVE THAT THE RETURN ON THE INVESTMENT IS EVIDENT.

AND HAS BEEN RENAMED BASED ON A VOTING THING, A VOTING CONTEST.
BUT SO ARIEL PROPOSED TO BE THE PROPERTY MANAGERS OF THE ELLIOT LAKE ARTS AND HERITAGE CENTER.
AND THEY ALSO ARE PROPOSING TO RUN A GALLERY INSIDE IT.
IN EXCHANGE FOR THAT, THEY WOULD MANAGE THE FACILITY IN TERMS WITH THE TENANTS.
SO THE TENANTS THAT ARE PROPOSED ARE THE RAILROAD CLUB AND THE ARTS ELLIOT LAKE ARTS CLUB.
AND THIS WOULD BE FOR THE CITY TO WAIVE THE COST OF RENT, THEY WOULD MANAGE IT.
THEY WOULD ARRANGE FOR CLEANLINESS AND ENSURE PROGRAMING.
SO STAFF HAVE BEEN WORKING WITH ARIEL FOR MONTHS WITH MANY EXCHANGES TRYING TO MAKE SURE THAT BOTH PARTIES SEE ARE PROPERLY TAKEN CARE OF ON THEIR ENDS. AND WE'VE COME TOGETHER WITH THIS PROPOSAL THAT'S THAT YOU HAVE IN FRONT OF YOU SOME THINGS TO NOTE.
JUST WE BOTH AGREED THAT THERE WILL BE NO CHARGE FOR RENT.
ARIEL WILL ARRANGE ALONG WITH THE TENANTS FOR THE COST OF CLEANING.
SO THEY WILL HIRE CLEANERS TO ENSURE THAT THAT IS BEING DONE.
THE CITY WILL MANAGE THE COST OF UTILITY FEES, INCLUDING HYDRO AND WATER AND THEY WILL INSTALL KILNS OR ENERGY METERS ON THE KILNS AND THE CITY WILL DIRECTLY BILL FOR THE ADDITIONAL ELECTRICAL COSTS FROM THAT INCURS FROM THESE THE KILNS, THE USE OF THE KILNS.
SO THE 5 MILLION LIABILITY PROPERTY INSURANCE NO LESS THAN $5 MILLION.
AND THIS WILL IS ASKED OF ANY TENANTS AS WELL.
AND THEN FOR ANY FUTURE CHANGES THE CITY MUST APPROVE ANY CHANGES IN TENANTS, AS WELL AS APPROVING THE LEASES THAT THEY WILL ENTER IN WITH THEIR TENANTS. AND THEN JUST THERE'S AN EASY OUT CLAUSE FROM BOTH, FROM BOTH TENANTS.

SO YOU'LL SEE THAT IN 2018, MINIMUM WAGE WAS $14 AND THE LIFEGUARD WAGE WAS SET TO BE ABOUT $2.06 ABOVE THAT.
BUT SINCE THEN IT HAS NOT INCREASED WITH MINIMUM WAGE.
SO RIGHT NOW OUR STEP ONE IS THE SAME LEVEL AS MINIMUM WAGE.
SO ARE MANY OF OUR LIFEGUARDS RIGHT NOW ARE MAKING MINIMUM WAGE.
AND WE'VE SEEN A BIG HIT WITH THAT THIS YEAR FOLLOWING THE PANDEMIC.
AND THEN THE POOL CLOSURE PROBABLY ALSO WAS A PART OF THAT.
BUT WE ONLY HAVE ENOUGH QUALIFIED LIFEGUARDS TO STAFF SPRUCE BEACH FULL TIME.
AND SO THAT'S THE FIRST TIME IN A BIT FOR US TO FACE THESE CHALLENGES.
