THE CURRENT SKYLINE HAS SOME EYESORES FOR THE CITY OF ELLIOT LAKE WATER TOWERS, COMMUNICATION TOWERS, HYDRO TRANSMISSION LINES, BUT THESE ARE ALL TO BE EXPECTED. THE DEVELOPMENT AS PROPOSED WOULD CHANGE THAT AND ADD ANOTHER EYESORE.

THE 569 STORY CONDOMINIUM THAT WOULD BE VISIBLE FROM ALMOST EVERYWHERE, INCLUDING THE APPROACHES HIGHWAY EIGHT.

THIS DOES NOT REFLECT GOOD URBAN PLANNING.

THE REPORT FROM EXP SERVICES STATES THAT THE EXISTING WATER SERVICE SUPPLY LINES WOULD BE ADEQUATE.

YES, I AGREE IF THE WATER LINES WERE NEW WOULD BE SUFFICIENT, BUT AS A RESIDENT, I KNOW THAT THESE LINES, PROBABLY OVER 60 YEARS OLD OR MORE, ARE SERIOUSLY STARTING TO FAIL.

THE PIPES ARE PROBABLY CALCIFIED AND SEDIMENT RESTRICTED AND WILL NEED REPLACING SOONER THAN PLANNED, AND THE SEWER SYSTEM ALONG ROMAN AVENUE IS IN NEED OF CONSTANT REPAIRS, AS PER THE J.L.

RICHARDS MEMO.

THE SANITARY SYSTEM WILL NEED TO BE FULLY INSPECTED INTERNALLY TO ASSESS WHETHER IT CAN HANDLE THE BURDEN THIS DEVELOPMENT WILL PUT ON IT.

THE CITY DOESN'T HAVE THE FUNDS TO REPLACE EXISTING SEWERS.

ONE OF THE BIGGEST ISSUES I HAVE IS THE IDENTIFICATION OF ANTIMONY, A HEAVY METAL IN EXCEEDANCE OF PROVINCIAL GUIDELINES.

IN OTHER WORDS, SOME OF THE GROUNDS ARE CONTAMINATED WITH A TOXIC, CARCINOGENIC AND A DIRECT RESULT OF MINERAL PROCESSING.

DO WE JUST PUT THIS IN OUR LANDFILL? THE PROPERTY CURRENTLY HAS A FOREST OF MATURE TREES.

THE PROPOSAL WOULD SEE ABOUT 60 TO 70% CUT DOWN.

THE REPORTS FROM JL RICHARDS THAT HAVE BEEN SUBMITTED, I FEEL ARE BIASED IN THE PROPONENT'S FAVOR.

THIS PARCEL OF LAND IS IN THE MIDDLE OF AN AREA OF SINGLE DETACHED FAMILY HOMES, ESSENTIALLY LOW DENSITY HOUSING ALLOWING MEDIUM AND HIGH DENSITY HOUSING IS NOT CONSISTENT WITH THE HOMES IMMEDIATELY SURROUNDING THE SUBJECT PROPERTY.

ALSO, THE CITY COULD COLLABORATE WITH MR. TARASCO AND UTILIZE OTHER PROPERTIES THAT WOULD BE MORE ACCOMMODATING.

THE OLD MALL SITE, AN EYESORE ON THE CITY LANDSCAPE, ALREADY HAS THE INFRASTRUCTURE AND SOIL ANALYSIS REQUIRED TO BUILD NINE STORY CONDOMINIUMS, SHOVEL READY AND LOCATED WITHIN CLOSE PROXIMITY TO ALL ESSENTIAL SERVICES.

SO WE'LL START WITH THE PRESENTATION FROM BHP.

THERE WE GO. SO, FIRST OF ALL, I JUST WANT TO START OFF WITH WHO IS BHP AND WHO IS RIO ALGOM.

SO YOU MAY BE AWARE, BHP IS A GLOBAL RESOURCING COMPANY.

WE ARE HEADQUARTERED IN AUSTRALIA AND WE'VE GOT SITES ALL ACROSS THE WORLD INCLUDING SOUTH AMERICA, THE US AND CANADA.

RIO ALGOM IS ALSO A PART OF BHP.

IT'S A SUBSIDIARY AND THAT IS PROBABLY MOST FAMILIAR TO MOST IN CANADA IS THAT WE ARE KNOWN AS RIO ALGOM, BUT IT IS A PART OF BHP.

SO WE HAVE LEGACY ASSETS, OUR NON-OPERATING PORTFOLIO.

WE HAVE 23 SITES ACROSS THE US AND CANADA.

WE ARE LOCATED IN LISBON, UTAH, CALIFORNIA, NEW MEXICO AND ARIZONA, AND THEN IN CANADA WE'VE GOT ELLIOT LAKE, BULL MOOSE, ISLAND COPPER, SELBAIE, AND EAST KEMPTVILLE, AND WE ARE LOCATED, I'D LIKE TO SAY THAT WE STARTED IN VANCOUVER, CALIFORNIA, AND WE GO ALL THE WAY TO NOVA SCOTIA.

UNFORTUNATELY, WE DON'T GO ALL THE WAY TO FLORIDA IN THE US, BUT THAT'S ANOTHER MATTER.

SO IT IS IT IS IMPORTANT TO US TO MAKE SURE THAT THE COMMUNITIES THAT WE OPERATED IN ARE AWARE THAT WE ARE STILL HERE AND THAT WE STILL HAVE ACTIVITIES AT OUR SITES, AND THAT WE ARE STILL WORKING TO MAINTAIN ALL OF OUR SITES, NO MATTER WHAT STATUS OF CLOSURE THAT THEY ARE IN, AND SO THAT IS THE PURPOSE OF TONIGHT'S VISIT.

SO YOU'LL HEAR FROM SOME OF MY COLLEAGUES WHO WILL EXPLAIN WHAT SOME OF THE PROJECTS ARE.

I'M THE SITE SUPERINTENDENT IN ELLIOT LAKE.

SO FOR THOSE WHO AREN'T AS FAMILIAR WITH QUIRKE.

QUIRKE WAS THIS IS 13KM NORTH OF ELLIOT LAKE, UP ON HIGHWAY 108.

THE OPERATIONS WERE THERE WAS A MINE AND MILL THAT OPERATED IN THE 50S AND AS WELL FROM 1968 TO 1990.

THE PROCESS AROUND 2700 TO 6400 TONS PER DAY WHEN IT WAS IN OPERATION.

OUR TAILINGS FACILITY HAS APPROXIMATELY 42 MILLION TONS OF TAILINGS AND 4 MILLION TONS OF WASTE ROCK.

IN 1990, THE TAILINGS WERE FLOODED AND CONTAINED CONTAINED BY EIGHT PERIMETER DAMS, AS WELL AS SOME INTERNAL DIKES, AS YOU SEE IN THE MIDDLE CROSSHAIRS IN THE MIDDLE OF THE FACILITY. TAILINGS ARE MAINTAINED IN A SATURATED STATE WITH WATER COVER TO REDUCE THE ENVIRONMENTAL IMPACT, AND ALL WATER

WATER CONTACT, WATER AT QUIRKE IS DIVERTED TO A WATER TREATMENT PLANT AFTER WHICH IT PASSES THROUGH SETTLING PONDS AND THEN MONITORED FOR COMPLIANCE AND RELEASE OFFSITE TO THE SERPENT RIVER.

SO THIS IS JUST A MAP OF WHERE THE SITE IS LOCATED IN RELATION TO ELLIOT LAKE AND AS WELL AS AN AERIAL IMAGE OF THE PROJECT THAT WE'RE GOING TO BE DISCUSSING, AND I'LL JUST LEAVE IT OVER TO DARREN. HELLO, MR. MAYOR, MEMBERS OF COUNCIL, MY NAME IS DARREN WILLIAMS. I'M THE RESPONSIBLE TAILINGS FACILITY ENGINEER FOR QUIRKE.

I'VE GOT A COUPLE OF SLIDES HERE.

I'LL TALK THROUGH THAT. TALK ABOUT MAIN DAM, WHAT IT IS AND WHAT THE ISSUES ARE WITH IT.

FIRST OF ALL, THE MAIN DAM IS LOCATED ON THE NORTHEAST SIDE OF THE TMA.

IF I JUST GO BACK A SLIDE OR TWO, THAT'S THE LARGER DAM ON THE RIGHT HAND SIDE NEXT TO HIGHWAY 108. OOPS.

ONE SLIDE TOO FAR.

IT'S ONE OF EIGHT PERIMETER DAMS THAT GO AROUND THE TAILINGS FACILITY, AND IT WAS CONSTRUCTED IN 1990, SO IT WAS CONSTRUCTED TO STANDARDS THAT ARE OVER 30 YEARS OLD.

IT WAS DESIGNED AS A ZONED EARTHFILL DAM, SO IT HAS A LOW PERMEABILITY TILL CORE, AND THEN IT HAS UPSTREAM AND DOWNSTREAM SHELLS THAT ARE CONSTRUCTED OF GRANULAR MATERIALS.

THE TILL CORE IS A LOW PERMEABILITY CORE, WHICH WHICH HELPS THE DAM TO CONTAIN WATER AND MINIMIZE SEEPAGE.

THERE IS ALSO A SOIL BENTONITE CUTOFF WALL THAT WAS CONSTRUCTED BENEATH THE DAM BEFORE THE DAM WAS CONSTRUCTED THAT MINIMIZES SEEPAGE UNDER THE DAM, SO IT'S MEANT TO HOLD BACK WATER AND MINIMIZE IMPACTS TO DOWNSTREAM ENVIRONMENTS.

IMPORTANT TO NOTE THAT THERE HAVE BEEN NO PERFORMANCE ISSUES, SO THE DAM IS 35 YEARS OLD.

IT HASN'T MOVED.

IT HASN'T CHANGED. SHAPE SEEPAGE HASN'T CHANGED.

IT'S PERFORMED WELL.

ONE THING TO NOTE ABOUT THE DAM.

MOST OF THE PERIMETER DAMS ARE FOUNDED ON BEDROCK, SO BEDROCK IS A STRONG FOUNDATION.

THE MAIN DAM WAS FOUNDED ON ALLUVIAL SANDS AND GRAVELS, AND THE MAIN REASON FOR THAT WAS THAT THE DEPOSITS WERE REALLY THICK.

IT WOULD HAVE BEEN A VERY DEEP EXCAVATION TO CONSTRUCT.

SO THE MATERIALS ARE FAIRLY STRONG, BUT THEY'RE NOT AS STRONG AS BEDROCK.

NOW WE INTEND TO UPGRADE THE DAM TO MODERN STANDARDS.

SO STANDARDS HAVE CHANGED A LOT IN 35 YEARS.

FIRST OF ALL, ENGINEERING SCIENCE HAS IMPROVED SUBSTANTIALLY.

THERE'S A LOT OF NEW TOOLS AND TECHNIQUES THAT HELP US TO DESIGN BETTER, AND WHAT WE'RE FINDING IS THAT YOU KNOW, WITH THE NEW TOOLS AND STANDARDS, WE'RE BUILDING THEM BIGGER AND STRONGER NOW.

ALSO, THERE'S BEEN A LOT OF RECENT GLOBAL TAILINGS FAILURES THAT HAVE HAPPENED IN THE LAST FEW YEARS THAT HAVE REALLY RAISED A LOT OF ATTENTION AROUND TAILINGS DAMS AND THEIR SAFETY, AND THAT HAS LED TO A CHANGE IN THE STATE OF PRACTICE AROUND THE DESIGN AND THE STABILITY ASSESSMENT OF THESE DAMS, AND ONE OF THE THINGS THAT WE'RE FINDING IS THAT EVEN THOUGH THE ENGINEERING HAS IMPROVED AND THE TOOLS ARE IMPROVING, DAMS ARE STILL FAILING.

SO THE APPROACH NOW IS TO BE MORE CONSERVATIVE IN YOUR DESIGN ASSUMPTIONS AND YOUR MATERIAL PROPERTIES, AND AS A RESULT, YOU KNOW, WHAT WAS DESIGNED 30 YEARS AGO DOESN'T MEET TODAY'S STANDARDS.

SO WE'RE GOING TO DO SOMETHING TO IMPROVE THAT.

WE USE THE CDA, THE CANADIAN DAM ASSOCIATION GUIDELINES, AS GUIDANCE.

SO THOSE ARE THE THRESHOLDS OR THE BARS THAT WE WANT TO MEET.

RIGHT NOW WE FALL SHORT OF THOSE STANDARDS.

WE'VE GOT FACTORS OF SAFETY WHICH WE'RE REQUIRED TO MEET AND IN THE LOWER LEFT HAND CORNER THERE, THOSE ARE THE CURRENT FACTORS OF SAFETY THAT WE MEET.

WE HAVE A STATIC FACTOR OF SAFETY OF 1.2 AND A POST PEAK OF 0.7.

A FACTOR OF SAFETY IS IS BASICALLY A MEASURE OF THE STRENGTH OR RATIO OF THE STRENGTH OF THE DAM OVER THE ACTUAL LOAD ON THE DAM.

SO YOU WANT TO BE ABOVE ONE? WE'RE ABOVE ONE FOR STATIC CONDITIONS, AND STATIC CONDITIONS IS SIMPLY THE LOAD IS THE WEIGHT OF THE MATERIAL AND THE WATER PRESSURE AGAINST THE DAM.

THAT'S IT IN A NUTSHELL.

WE MEET THOSE REQUIREMENTS, BUT WE STILL DON'T MEET THE MINIMUM REQUIREMENT THAT CDA EXPECTS.

THEY WANT US TO BE AT LEAST 1.5 OR 1.2.

1.0 MEANS THAT'S KIND OF THE POINT OF FAILURE.

SO, WE'RE ABOVE THAT.

THE POST PEAK FACTOR OF SAFETY, THAT'S THE FACTOR OF SAFETY THAT YOU MUST MEET UNDER EARTHQUAKE LOADING.

THIS ISN'T AN EARTHQUAKE REGION.

WE DON'T EXPERIENCE EARTHQUAKES UNDER A REALLY LARGE EARTHQUAKE.

WE HAVE A PEAK FACTOR OF SAFETY OF 0.7.

SO WE WANT TO DO THINGS TO IMPROVE THOSE STATIC AND POST PEAK FACTORS OF SAFETY.

UP TO THE MINIMUM REQUIREMENTS.

SO WHAT'S THE SOLUTION AND HOW DID WE DECIDE ON IT? SO WE'RE LOOKING AT DESIGNING AND CONSTRUCTING A TOE BERM TO IMPROVE THE STABILITY OF THAT DAM.

IF YOU LOOK AT THE UPPER IMAGE ON THE RIGHT, THAT'S THE DAM AS IT AS IT LOOKS TODAY.

THE IMAGE ON THE BOTTOM SHOWS THE DAM WITH THE BUTTRESS CONSTRUCTED OR THE TOE BERM CONSTRUCTED, AND HOW THAT IMPROVES STABILITY IS TYPICALLY WHEN YOU HAVE INSTABILITY FOR A DAM, THE CREST OR THE TOP OF THE DAM WILL DROP AND THE TOE WILL WANT TO COME UP.

IT'S CALLED A CIRCULAR FAILURE, AND WHAT WE DO IS WE PUT THE BERM ON THE TOE TO KIND OF PUT A SURCHARGE LOAD ON THE TOE TO PREVENT THAT FROM HAPPENING.

SO THAT'S ESSENTIALLY WHAT WE'RE DOING.

HOW WE GOT THERE.

WE STARTED WITH A TRADE OFF STUDY WHERE WE LOOKED AT DIFFERENT CONFIGURATIONS OF THE DAM THAT WOULD IMPROVE STABILITY, WHETHER IT'S A FLATTER DOWNSTREAM SLOPE OR THE TOE BUTTRESSES, AS WE'VE ENDED UP WITH.

WE ALSO LOOKED AT WAYS OF STABILIZING THE FOUNDATION MATERIALS, AND THAT'S A VERY EXPENSIVE AND PROBLEMATIC THING.

SO WE KIND OF RULED THOSE OUT.

SO WE ENDED UP WITH THE PREFERRED OPTION BEING THE TOE BERM.

ONCE WE DECIDED ON THE ON THE PREFERRED OPTION, WE WENT AND DID SOME FURTHER DATA COLLECTION.

WE DID A DRILLING AND GEOPHYSICAL TESTING PROGRAM.

WE COLLECTED SOIL SAMPLES.

WE DID ADDITIONAL LAB ANALYSIS ON MATERIALS, AND THEN WE UPDATED OUR STABILITY MODELS AND REFINED THE DESIGN.

SO NOW WE HAVE APPROXIMATE DIMENSIONS OF THE OF THE BERM.

NEXT STEPS WE WANT TO FINALIZE THE STABILITY ANALYSIS AND OUR DEFORMATION MODELS AND THEN COMPLETE DETAILED ENGINEERING DRAWINGS WHICH WE HOPE TO HAVE DONE BY THE END OF SEPTEMBER AND THEN THOSE DETAILED ENGINEERING DRAWINGS WILL ACCOMPANY THE PERMIT TO THE REGULATORS FOR CONSTRUCTION APPROVAL.

I'M HERE TODAY TO JUST GO OVER THE HIGH LEVEL SCOPE OF WORK ON WHAT'S PLANNED FOR HOW WE PLAN TO CONSTRUCT THE BUTTRESS.

SO IN THE FY 25, WE NEED TO SOURCE MATERIALS.

SO WE WILL BE REACHING OUT TO VENDORS IN THE FALL TO SOURCE AND MAKE SURE THAT WE HAVE MATERIAL AVAILABLE AND THE PROPER QUANTITIES IN ORDER TO CONSTRUCT THE BUTTRESS ITSELF.

MOVING ON FROM THAT, WE WILL BE DRAWING DOWN THE WATER IN OUR IN OUR TMAS TO MAKE SURE THAT THE WATER LEVELS ARE APPROPRIATE.

SO DURING CONSTRUCTION WE ARE NOT FORCED WITH TREATING WATER.

HAVING THAT OVERBURDEN OVER OUR HEADS.

WE WILL BE REMOVING EROSION PROTECTION ON THE BOTTOM SIDE OF THE DAM, AND WE WILL BE CONSTRUCTING OUR TOE BERM FROM THERE.

ONCE THE FOUNDATION IS CONSTRUCTED, WE WILL BE PLACING OUR MATERIAL, OUR EROSION PROTECTION BACK UP THE MAIN DAM.

THROUGHOUT THE PLANNING OF THIS PROJECT, THERE'S GOING TO BE SOME DAM SAFETY MONITORING.

WE WILL HAVE CONSTRUCTION GEOTECHNICAL ENGINEERS ON SITE MONITORING THE PIEZOMETER AND SLOPE MONITORING EQUIPMENT THAT WE WILL HAVE

SO AS YOU CAN SEE BY THE PHOTO THERE, WE'VE GOT A WEIR AT OUR N12 MONITORING LOCATION.

SO ESSENTIALLY THIS WEIR ALLOWS US TO MONITOR WATER FLOWS IN SUPPORT OF OUR ENVIRONMENTAL MONITORING PROGRAM.

THE WEIR WAS INSTALLED ROUGHLY IN THE 1970S.

IT'S A BIT DEGRADED.

IT'S OLD AND IT'S ACTUALLY UNDERSIZED, AND SO WE'VE PROPOSED TO REPLACE THIS WEIR WITH A NEW ENGINEERED DESIGN WEIR, WHICH WILL NOT ONLY IMPROVE ACCESS AND SAFETY BUT ALSO GIVE US BETTER DATA QUALITY.

SO ESSENTIALLY THIS PROJECT WILL INCLUDE ACCESS IMPROVEMENTS.

THE WEIR IS LOCATED OFF OF HIGHWAY 108, AND ESSENTIALLY IT WILL INVOLVE THE REMOVAL OF THE EXISTING WEIR AND REPLACEMENT OF THAT WITH A NEW WEIR, AND WITH THAT PROJECT, WE WILL BE DOING SEDIMENT AND EROSION CONTROL MEASURES, AS WELL AS ANY FISH SALVAGE PRIOR TO WORKS TO ENSURE THAT WE PROTECT THE AQUATIC ENVIRONMENT.

IT'S PROPOSED THAT THIS PROJECT WILL OCCUR IN THE SUMMER OF 2025 AND TAKE APPROXIMATELY SIX WEEKS.

SO WHY ARE WE HERE TODAY? IT'S REALLY TO PROVIDE THE COMMUNITY WITH SOME INFORMATION ABOUT PROJECTS AND WORKS THAT ARE COMING UP IN YOUR COMMUNITY, AND UNDERSTANDING WHAT CONCERNS OR ISSUES OR IMPACTS MIGHT BE COMING FROM YOUR COMMUNITY.

SO ASSOCIATED WITH THE QUIRKE MAIN DAM TOE BERM, IT IS A LARGE QUANTITY OF MATERIAL THAT WILL HAVE TO BE TRUCKED TO THE COMMUNITY.

WE ARE STILL FINALIZING DESIGNS, BUT IT'S ROUGHLY 5000 TRUCKS, SO WE WILL BE SOURCING THAT MATERIAL, AND WITH THAT COMES INCREASED TRAFFIC FOR THE HYDROMETRIC STATION ITSELF.

IT'S A RELATIVELY SMALL PROJECT, BUT IT IS OFF OF HIGHWAY 108.

SO WE WILL MAKE SURE THAT WE'VE GOT PROPER TRAFFIC MANAGEMENT PLANNING THERE AS WELL FOR BOTH PROJECTS WHERE WE CAN AND WHERE AVAILABLE.

SO THESE CYCLES ARE SOMETIMES VICIOUS.

WE DO TAKE THE POSITION THAT URANIUM SEEMS TO BE HEADING IN THE RIGHT DIRECTION LONG TERM, ESPECIALLY WITH AN ACCEPTANCE, YOU KNOW, AMONGST THE MORE ENVIRONMENTAL MOVEMENT, THAT NUCLEAR COULD BE A SOLUTION TO THE BURNING OF CARBON AND TO THAT EXTENT, IT IS A VERY, VERY LOW GRADE DEPOSIT.

THERE ARE REPORTS, STUDIES HERE THAT THERE COULD BE HIGH GRADE URANIUM, SIMILAR TO THE THELON BASIN OR THE ATHABASCA BASIN.

MOST OF THE URANIUM WAS MINED PRIOR TO THOSE DISCOVERIES.

SO WE'VE GOT SOME IDEAS ON POSSIBLY I MEAN, IT'S POSSIBLE THIS IS EXPLORATION.

THERE'S NO CERTAINTY IN EXPLORATION, BUT WE'VE GOT POSSIBLE IDEAS AS TO HOW WE MIGHT BE ABLE TO IDENTIFY HIGHER GRADE URANIUM, WHICH WOULD HELP WITH THE ECONOMICS OF THE PROJECT BECAUSE IT'S RELATIVELY LOW GRADE.

THERE'S OTHER IDEAS IN TERMS OF HYDROLOGY WORK, TO POSSIBLY LOOK AT IT FROM AN IN-SITU RECOVERY TYPE WHERE AS OPPOSED TO MINING TRADITIONALLY YOU YOU WOULD USE WATER TO, TO GET A SOLUBLE URANIUM, TAKE IT OUT.

IT'S VERY VERY LOW IMPACT, BUT THAT REQUIRES THE ROCKS TO BE AMENABLE TO THAT KIND OF WORK OF WHICH WE NEED TO DO STUDIES.

SO WE MAY DEPENDING ON AND ALL OF THIS WORK IS SOMEWHAT DEPENDENT ON THE PREVIOUS WORK.

YOU KNOW, YOU'RE ANSWERING QUESTIONS AS YOU'RE AS YOU'RE GOING ALONG, AND IF THE QUESTIONS CONTINUE TO BE ANSWERED CORRECTLY, WE WILL CONTINUE TO ADVANCE THE PROJECT INTO FURTHER EXPLORATION AND FURTHER STUDY WORK.

PREVIOUSLY, THERE WAS A PRELIMINARY ECONOMIC ASSESSMENT REPORT DONE ON THIS BY PELE MOUNTAIN CIRCA 2013.

THE PRICE OF URANIUM HAD KIND OF GONE INTO THE TOILET AND RARE EARTHS WERE HAVING A CRAZE AND THEY PUT OUT A VERY POSITIVE PEA, BUT IT WAS USING RARE EARTH PRICES THAT ARE AT LEAST TEN TIMES HIGHER THAN WHAT THEY ARE TODAY AND WILL LIKELY NEVER.

SO IT WAS NEARLY AN UNREALISTIC PRELIMINARY ECONOMIC ASSESSMENT, BUT IN THAT TIME, THE PRICE OF OF URANIUM HAS GONE UP VERSUS WHAT THEY WERE USING IN THAT REPORT, AND THEY WERE USING A 1 TO 1 US TO CANADIAN DOLLAR RATIO, WHICH WITH THREE KIDS BEING EDUCATED IN THE UNITED STATES, I CAN ASSURE YOU THAT IS NO LONGER THE CASE, AND SO THERE ARE SOME THINGS GOING FOR THE PROJECT.

WE JUST HAVE TO REALLY DO THE WORK.

WE'RE JUST STARTING TO WRAP OUR I JUST CAME ON ON THE 1ST OF FEBRUARY.

WE DIDN'T HAVE ANY OF THE DATA DIGITIZED.

SO THIS PROPERTY IS CURRENTLY ZONED INSTITUTIONAL AS IT WAS PREVIOUSLY AN ELEMENTARY SCHOOL.

ROMAN AVENUE PUBLIC SCHOOL AND THE SCHOOL WAS CLOSED ALONG WITH FIVE OTHERS AROUND 1994 DURING AN ECONOMIC DOWNTURN, AND SO THIS APPLICATION IS TO IMPROVE THE EFFICIENCY OF THIS OTHERWISE UNDERUTILIZED LOT BY PROPOSING RESIDENTIAL INFILL.

SO THE PROPOSED DEVELOPMENT IS A CONDOMINIUM DEVELOPMENT WHICH WILL FUNCTIONALLY OPERATE AS A RENTAL DEVELOPMENT AND INCLUDES THE REDEVELOPMENT OF THE EXISTING SCHOOL BUILDING TO A ONE STORY APARTMENT BUILDING WITH 21 UNITS, A SIX STORY APARTMENT BUILDING WITH 55 UNITS, AND 40 TOWNHOUSES AS WELL, AND I'LL ALSO ADD THAT THE PROPOSED DEVELOPMENT WILL ALSO BE SUBJECT TO SITE PLAN, CONTROL AND PLAN OF CONDOMINIUM PROCESSES.

SO NOW GETTING INTO THE SUMMARY OF PUBLIC COMMENTS.

SO INCLUDING THE PUBLIC INPUT THAT WAS HEARD TODAY TILL DATE FOR WRITTEN SUBMISSIONS AND THREE ORAL SUBMISSIONS HAVE BEEN RECEIVED FOR THIS APPLICATION AND SEVERAL ISSUES WERE IDENTIFIED THROUGH THOSE SUBMISSIONS.

SO AT THIS TIME, I'LL TAKE THE OPPORTUNITY TO REVIEW SOME OF THE SOME OF THE CONCERNS.

SO THE FIRST WAS THE COMMUNICATION FROM THE DEVELOPER AND THE CITY ON THIS PROJECT.

I CAN CONFIRM THAT THE CIRCULATION AND POSTING OF NOTICES WERE COMPLETED AS PER THE REQUIREMENTS OF THE PLANNING ACT.

IN THIS CASE, IT INCLUDED POSTING A NOTICE IN THE NEWSPAPER 20 DAYS PRIOR TO THE PUBLIC MEETING.

THE CITY DID GO ABOVE AND BEYOND THIS REQUIREMENT AND HAD POSTED THE NOTICE TO THE PROPERTY AS WELL AS ON THEIR WEBSITE AND ON SOCIAL MEDIA AS WELL. I CAN ALSO CONFIRM THAT THE DEVELOPER HAD PREVIOUSLY PRESENTED FIVE STORIES FOR THE CONDO AND TWO STORIES FOR THE SCHOOL BUILDING AND AN OPEN HOUSE THAT THEY HELD LAST YEAR.

HOWEVER, THIS WAS CHANGED DUE TO CONSTRUCTION CONSTRAINTS OF ADDING A SECOND STORY TO THE SCHOOL BUILDING, SO THE CONCEPT WAS THEN CHANGED TO SIX STORIES FOR THE CONDO APARTMENT BUILDING, AND THE SCHOOL BUILDING WILL REMAIN AT ONE, AND THE OVERALL NUMBER OF UNITS BEING PROPOSED IN THIS DEVELOPMENT REMAINS THE SAME.

THERE WAS A CONCERN REGARDING SERVICING CAPACITY, SO A FUNCTIONAL SITE SERVICING REPORT WAS SUBMITTED WITH THIS APPLICATION.

THERE WILL BE REQUIREMENTS DETAILED DESIGN PHASE.

ANY DEFICIENCIES THAT ARE IDENTIFIED IN ANY UPGRADES THAT ARE REQUIRED WILL BE AT THE COST OF THE DEVELOPER.

THE NEXT CONCERN WAS RELATED TO INCREASED TRAFFIC IN THE AREA.

SO A TRAFFIC IMPACT ASSESSMENT WAS SUBMITTED BY SUBJECT EXPERTS.

THEY CONCLUDED THAT THE DEVELOPMENT WILL HAVE A MINIMAL IMPACT TO THE EXISTING ROAD NETWORK.

ANOTHER CONCERN WAS REGARDING THE CONSTRUCTION TIMELINE.

THERE WAS SOME DISCUSSION ON THIS TOPIC AT THE PUBLIC MEETING LAST TIME AS WELL, BUT TO GET INTO IT, THE PHASING AND THE CONSTRUCTION TIMELINE WILL BE ADDRESSED WITH THE DEVELOPER DURING THE SITE PLAN CONTROL PROCESS AND WILL THEN BE FURTHER NOTED IN THE SITE PLAN AGREEMENT AS WELL.

ANOTHER CONCERN WAS REGARDING THE LOCATION OF THE PROJECT AND THE LOSS OF GREEN SPACE.

SO TO REITERATE, IN THE OFFICIAL PLAN, WHICH IS THE PLANNING POLICY DOCUMENT IN ELLIOT LAKE, THE RESIDENTIAL DEVELOPMENT IS PERMITTED AT THIS SITE.

THE TREES AND GREEN SPACE ACKNOWLEDGING THAT THEY WILL BE REDUCED.

HOWEVER, PORTIONS OF IT WILL BE RETAINED AS WELL IN THE CURRENT CONCEPT THAT IS BEING PROPOSED.

A FORCED EVALUATION WAS CONDUCTED AS PART OF THIS APPLICATION AND THE BETTER QUALITY TREES ARE BEING RETAINED, WHEREAS THE POORER QUALITY TREES ARE THE ONES THAT ARE BEING REMOVED. ALSO, I WILL NOTE THAT A TREE CONSERVATION PLAN WILL ALSO BE REQUIRED AT SITE PLAN CONTROL TO ENSURE THAT THE TREES TO ENSURE THAT WHAT THEY'RE SHOWING ON THEIR SITE PLAN IN TERMS OF RETENTION OF TREES IS MAINTAINED.

THE NEXT CONCERN WAS REGARDING PRIVACY.

SO THE CONFIGURATION SO THE CURRENT CONFIGURATION OF THE SITE PLACES THE SIX-STOREY STRUCTURE FURTHEST AWAY FROM THE EXISTING DWELLINGS.

WHEREAS IF THE SIX STOREY STRUCTURE WAS PLACED CLOSER TO ANY OF THE PROPERTY LINES, IT WOULD HAVE A MORE SIGNIFICANT IMPACT ON THE STREET AND NEIGHBORING DWELLINGS.

ITS CURRENT ORIENTATION IS BUFFERED BY PARKING AND TREES AROUND IT.

ANOTHER CONCERN THAT WAS IDENTIFIED WAS THE CONTAMINATION THAT WAS IDENTIFIED THROUGH THE PHASE TWO ESA.

SO WHILE EXCEEDANCES OF CERTAIN MATERIALS WERE FOUND IN THIS STUDY, THE STUDY DID NOT OBJECT TO THE PROPOSED USE.

THE SITE PLAN AGREEMENT WILL HAVE CONDITIONS WITHIN IT ADDRESSING THE REMOVAL OF THE MATERIAL THAT IS IN EXCESS AND IN CONTAMINATION.

ITS DISPOSAL WILL BE REQUIRED AT A REGISTERED SITE AND ADDITIONAL TESTING WILL BE REQUIRED AS WELL.

TO ENSURE THAT THE SITE IS CLEAN AND SAFE.

THE LAST TOPIC IS THE SITE PLAN PROCESS ITSELF.

SO BETWEEN THEN AND NOW, THERE HAVE BEEN SEVERAL DIFFERENT ITERATIONS OF THIS CONCEPT, TRYING TO BRING IT TO A POINT THAT BETTER, THAT MEETS WITH THE POLICY CONTEXT AS BEST AS POSSIBLE, WHILE STILL, YOU KNOW, BEING FEASIBLE FOR THE APPLICANT AS WELL, AND QUITE A LARGE RANGE OF STUDIES WAS ALSO REQUIRED WITH THE ZONING BYLAW AMENDMENT TO BE ABLE TO ADDRESS THE CONCERNS THAT HAVE BEEN RAISED SO FAR.

SO IN TERMS OF THE PROCESS MOVING ON FROM TODAY IF THE ZONING BYLAW AMENDMENT IS APPROVED TODAY, THEN THERE IS A 20 DAY APPEAL PERIOD.

IF THE 20 DAY APPEAL PERIOD IS CLEARED AFTER THAT STAFF WILL CONTINUE TO MEET WITH THE APPLICANT TO IDENTIFY ANY REMAINING STUDIES AND PLANS THAT ARE REQUIRED TO MOVE FORWARD.

ONCE THE APPLICANT HAS SUBMITTED THEIR SITE PLAN CONTROL APPLICATION THE REVIEW CAN BE A THE REVIEW IS OFTEN AN ITERATIVE PROCESS WHERE SITE WHERE CITY STAFF OF VARYING DEPARTMENTS WILL REVIEW THE APPLICATION AND PROVIDE COMMENTS, AND THE APPLICANT WILL RESUBMIT OR UPDATE THEIR PLANS ACCORDINGLY, AND THEN ONCE ALL OF THE DOCUMENTS GET FINALIZED, THE SITE PLAN AGREEMENT IS PREPARED BY STAFF IN COLLABORATION WITH NATALIE, THE CLERK, AND THEN THE AGREEMENT IS SIGNED BY THE DEVELOPER AND THE CLERK, AND THE DEVELOPER IS REQUIRED TO PROVIDE SECURITIES AS WELL.

THIS SECURITY THAT'S COLLECTED WILL ONLY BE RELEASED AT THE COMPLETION OF THE PROJECT, WHICH INCLUDES COMPLETION OF ANY SITE PLAN CONDITIONS.

THE ONTARIO MEDICAL ASSOCIATION AND THE ASSOCIATION OF MUNICIPALITIES OF ONTARIO HAVE COLLABORATED ON A DRAFT RESOLUTION URGING THE PROVINCIAL GOVERNMENT TO ADDRESS THESE HEALTH CARE DEFICIENCIES.

BY ADOPTING THIS RESOLUTION, COUNCIL CAN HELP HIGHLIGHT THE URGENT NEED FOR MORE HEALTH CARE RESOURCES, AND THERE IS A PROPOSED RESOLUTION PREPARED THAT I'LL LET YOU READ OUT.

WHEREAS THE STATE OF HEALTH CARE IN ONTARIO IS IN CRISIS, WITH 2.3 MILLION ONTARIANS LACKING ACCESS TO A FAMILY DOCTOR, EMERGENCY ROOM CLOSURES ACROSS THE PROVINCE, PATIENTS BEING DE-ROSTERED, AND 40% OF FAMILY DOCTORS CONSIDERING RETIREMENT OVER THE NEXT FIVE YEARS, AND WHEREAS IT HAS BECOMING INCREASINGLY CHALLENGING TO ATTRACT AND RETAIN AN ADEQUATE HEALTH CARE WORKFORCE THROUGHOUT THE HEALTH SECTOR ACROSS ONTARIO, AND WHEREAS, THE NORTHERN ONTARIO SCHOOL OF MEDICINE UNIVERSITY SAYS COMMUNITIES IN NORTHERN ONTARIO ARE SHORT.

MORE THAN 350 PHYSICIANS, INCLUDING MORE THAN 200 FAMILY DOCTORS AND HALF OF THE PHYSICIANS WORKING IN NORTHERN ONTARIO, ARE EXPECTED TO RETIRE IN THE NEXT FIVE YEARS, AND WHEREAS ONTARIO MUNICIPAL GOVERNMENTS PLAY AN INTEGRAL ROLE IN THE HEALTH CARE SYSTEM THROUGH RESPONSIBILITIES IN PUBLIC HEALTH, LONG TERM CARE, PARAMEDICINE AND OTHER INVESTMENTS.

THIS YEAR IN PARIS, FROM JULY 26TH TO AUGUST 11TH, 2024, OVER 10,000 ATHLETES COMPETED IN OVER 30 SPORTS IN THE 33RD OLYMPIAD. ELLIOT LAKE HAS BEEN PROUDLY REPRESENTED IN PAST OLYMPIC GAMES, AND ONCE AGAIN THIS YEAR.

THERE WAS A PRESENCE IN PARIS FROM ELLIOT LAKE.

FORMER LONG TIME RESIDENT AND TEACHER AT VFJ, DANIEL ROBITAILLE, WAS IN PARIS AND PARTICIPATED AS AN OFFICIAL IN THE OLYMPIC WEIGHTLIFTING COMPETITION FROM AUGUST 7TH TO THE 10TH.

WHILE A RESIDENT IN ELLIOT LAKE, DANIEL WAS VERY INVOLVED IN WEIGHTLIFTING FOR THE YOUTH OF OUR COMMUNITY.

SO, ON BEHALF OF THE CITY OF ELLIOT LAKE, WE WISH TO ACKNOWLEDGE DANIEL'S INVOLVEMENT IN ELLIOT LAKE AND ALSO HIS RECENT DUTIES ON THE WORLD STAGE AT THE PARIS OLYMPICS.

THEY'RE MAKING STEADY PROGRESS ON THE REUBEN LEE CENTER.

IN MAY, WE ENCOUNTERED A SETBACK DUE TO AN ERROR WITH THE INITIAL CONCRETE POUR, WHICH REQUIRED THE CONTRACTORS TO CUT OUT AND REPOUR THE CONCRETE TO MEET THE REQUIRED DEPTH OF THE DEEP END.

THIS ADJUSTMENT HAD RESULTED IN A DELAY OF APPROXIMATELY 4 TO 5 WEEKS.

DESPITE THE SETBACK, THE CREW IS NOW ADVANCING WELL WITH THE INSTALLATION OF THE LINERS IN BOTH POOLS.

IN THE COMING WEEKS, THEY WILL BEGIN THE PROCESS OF FILLING THE POOLS AND CONDUCTING THOROUGH LEAK TESTS.

FOLLOWING THIS, THEY WILL.

THE NEWLY INSTALLED MECHANICAL SYSTEMS WILL BE ACTIVATED AND TESTED.

ONCE THE MECHANICAL SYSTEMS ARE FULLY OPERATIONAL AND MEET OUR STANDARDS, STAFF TRAINING WILL WITH THE CONTRACTORS WILL COMMENCE TO ENSURE SMOOTH TRANSITION TO THE NEW SYSTEMS. BARRING ANY FURTHER AND FURTHER ISSUES, AND IF EVERYTHING PROCEEDS ACCORDING TO SCHEDULE, WE ANTICIPATE THAT THE POOL WILL BE READY TO OPEN IN EARLY FALL.
