BUT AS WE FOCUS ON THE LOCAL BUSINESSES TONIGHT, WE KNOW THAT MANY BUSINESS OWNERS HAVE ARE UNDER A GREAT DEAL OF PRESSURE BECAUSE APART FROM THE REGULAR DEMANDS OF THEIR TRADE, THEY KNOW THAT THEY NEED TO BE ONLINE, THEY KNOW THAT THEY NEED TO BE DOING MARKETING. DUE TO SECTIONS OF WATER DAMAGE AND ROT DISCOVERED DURING STAFF INSPECTION MUNICIPAL STAFF ENGAGED AN ENGINEERING FIRM TO PROVIDE THE CITY OF ELLIOT LAKE AN ASSESSMENT OF THE ROOF AND REPAIR DETAILS. THE ENGINEERING FIRM WAS ENGAGED TO CONDUCT A FULL ROOF ASSESSMENT WHICH INCLUDED REVIEW OF EXISTING STRUCTURAL DOCUMENTATION, SITE REVIEW OF EXISTING CONDITION OF THE ROOF DECKING, RECOMMENDATION ON REPAIR DETAILS AND VENTILATION ISSUES CAUSING ICE DAMS. PRIOR TO THE ENGINEERING FIRM CONDUCTING THE ROOF ASSESSMENT, THE ROOFING CONTRACTORS REMOVED A SECTION OF THE WEST ROOF SECTION, WHICH IS THE ONE FACING THE PARKING LOT, IN ORDER FOR THE ENGINEERS TO BE ABLE TO VIEW A SECTION OF THE SHINGLED ROOF TO COMPLETE A MORE THOROUGH, THOROUGH REVIEW OF THE SHEATHING TO DETERMINE ISSUES. THE ENGINEERING FIRM CONDUCTED A WALKTHROUGH OF THE ROOF AREA TO DETERMINE THE APPROXIMATE AREA OF THE ROOF DECKING, LUMBER THAT WAS DECAYED AND ASSESSED, VENTILATION ISSUES AND SHINGLES, AND WHAT IS NEEDED TO BE REPLACED. THE ASSESSMENT NOTED THAT THERE WAS SIGNIFICANT DECAY ON SECTIONS OF THE ROOF AS WELL AS IMPROPER VENTILATION. THE DECISION TO REPLACE THE ENTIRE SHINGLED ROOF, AS WELL AS AREAS OF SHEETING AND CHANGE OF VENTILATION TO PROVIDE BETTER AIR CIRCULATION WERE REQUIRED, AN RFP FOR THE POOL WENT OUT IN LATE JULY ON BIDS AND TENDERS TO OBTAIN QUOTES FOR THE COMPLETE ROOFING PROJECT. THE PROCESS WAS OUT FOR APPROXIMATELY TWO WEEKS. THERE WAS ONE SITE VISIT AND ONE BIDDER FOR THE PROJECT. SO AS STATED EARLIER, THERE WAS ONLY ONE BIDDER THAT REPLIED TO THE TENDER PACKAGE, BAY ROOFING AND EXTERIORS LIMITED, AND AFTER GOING THROUGH THE RFP AND COMPARING IT TO THE BIDDERS SUBMISSION, THERE WERE SOME ISSUES THAT WERE TO BE ADDRESSED. THERE WAS A REQUIREMENT TO HAVE CERTAIN PRODUCTS APPLIED, SUCH AS BP SIGNATURE ASPHALT SHINGLES, AND THE BIDDER DID NOT FOLLOW THIS REQUIREMENT AS THEY WENT WITH IKO SHINGLES AS WELL AS A HOT SBS MEMBRANE WAS TO BE APPLIED OVER A LOW SLOPED ROOF, AND THE BIDDER RESPONDED WITH A MOD BIT ROOF. SO THE SBS MEMBRANE IS A TORCHED ON RUBBERIZED MEMBRANE THAT HAS HAD TESTED LIFE EXPECTANCY OF ABOUT 30 YEARS. THE MOD BID APPLICATION IS WHAT WE SEE IN MANY OF OUR FLAT OR LOW SLOPED ROOFS, AND THE FACILITIES THROUGHOUT THE CITY AND OTHER AREAS, AND HAS A LIFE EXPECTANCY OF ABOUT THE SAME. SO AFTER TALKING TO THE CONTRACTOR, HE ASSURED STAFF THAT THE PRODUCTS THAT ARE BEING USED COMPLY WITH INDUSTRY STANDARD AND ARE ACCEPTABLE FOR THIS APPLICATION. IN 2019, THE CITY OF ELLIOT LAKE PURCHASED A 930 K CAT LOADER THE PUBLIC WORKS DEPARTMENT UTILIZES TWO CAT LOADERS, AND THE ONE THAT IS IN FOR REPAIR, IS MAINLY USED FOR WINTER SNOW REMOVAL, AND IS TASKED WITH HAVING THE BLOWER ATTACHMENT INSTALLED FOR BOTH BANK REMOVAL AND HEAVY SNOW CLEANUP IN THE DOWNTOWN CORE, AS WELL AS DURING THE SUMMER FOR HAULAGE OF STONE AND DIRT. AND IT'S THE ONE THAT ALSO INCLUDES THE FORKS ON IT, ETCETERA. THE LOADER HAS ALL PIECES OF EQUIPMENT ARE HIGHLY MAINTAINED IN SERVICE ON A REGULAR BASIS BY QUALIFIED HEAVY EQUIPMENT MECHANICS. THERE ARE AUTO GREASERS ON THE EQUIPMENT OR STAFF HAVE REQUESTED AFTERMARKET UNITS TO BE INSTALLED. THE LOADER EXPERIENCED OPERATIONAL ISSUES THAT REQUIRED AN INSPECTION. ONCE THE TECHNICIANS LOOKED OVER THE LOADER, THERE WERE ADDITIONAL ISSUES FOUND THAT IF REPAIRED, WOULD EXTEND THE SERVICE LIFE OF THE EQUIPMENT TO MOUNT CAT QUOTED $55,523.91, EXCLUSIVE OF HST FOR THE REPAIRS, AND IF THERE WAS TO BE ADDITIONAL ISSUES ONCE THE BUSHINGS WERE TO BE REPLACED, SUCH AS MACHINING RELINING, THEN THERE WOULD BE AN UPWARDS LIMIT OF ANOTHER $20,000 IF A COMPLETE RELINING WAS REQUIRED. A REVIEW OF THE QUOTE WAS UNDERTAKEN WITH MR. DAVE STEWART AND MR. CASEY VAN SANTEN, THE MUNICIPAL FLEET MECHANICS, AND THEY FOUND THAT THE PRICING AND WHEREIN THE EQUIPMENT WAS NOT OUTSIDE OF NORMAL EXPECTATIONS. THE COST FOR THE REPAIR AND THE AMOUNT OF $55,523.91 WITH AN UPSET LIMIT OF $20,000 FOR MACHINING PLUS HST. THE BALANCE OF THE RESERVE WILL BE BUDGETED WITH AN EXPECTED EXPENDITURE.
