I'M HERE FOR 6.2. THIS IS REALLY BECOMING A CHALLENGING PIECE.

AND UPON REVIEWING THE REPORT THAT STAFF PUT FORWARD TONIGHT, I KEEP HEARING IN BETWEEN THE LINES TWO OVERARCHING THEMES IS LET'S BE PRUDENT AND LET'S BE CAUTIOUS. AND IT WAS A GREAT PIECE OF INFORMATION.

WHAT I WOULD SAY, AND I THINK WHAT THE PUBLIC COULD BE REASSURED ON IS BECAUSE, OF COURSE, AS MUCH AS YOU SAY YOU DON'T PAY ATTENTION TO SOCIAL MEDIA, IT'S THE CHATTER IS GETTING LOUDER AND THE FINANCIAL CONCERNS ARE GETTING GREATER.

SO WHAT I WOULD LIKE TO HEAR IT WOULD BE HELPFUL FOR THE COMMUNITY TO HEAR IS FOLLOWING THAT THEME OF CAUTION AND PRUDENCE. SHOULD WE NOT SPEND ANOTHER DIME OTHER THAN TO ENSURE THE INTEGRITY OF THE STRUCTURE UNTIL WE CAN GET POSITIVE CLARITY ON THE FUTURE FOR THE FOUNDATION, BECAUSE THAT'S REALLY THE WHOLE BALLGAME.

A FAIRLY PROCEDURAL REPORT IN FRONT OF YOU. THE MINISTRY OF TRANSPORT HAS BEEN IN TOUCH WITH STAFF AND ASKED THAT WE HAVE A RESOLUTION, AS IS RECOMMENDED IN THE REPORT ON THE BOOKS, IN ORDER TO DO A FAIRLY ROUTINE APPLICATION FOR ONTARIO GAS TAX SUPPORT TO SUPPORT OUR TRANSIT SYSTEM.

THIS IS SOMETHING THAT WE DO REGULARLY OVER THE LAST TWO YEARS.

THAT AMOUNT OF SUPPORT HAS TOTALED APPROXIMATELY $140,000.

IT'S BEEN ESCALATING AS THE YEARS PASSED. AND I'LL MAKE MYSELF AVAILABLE FOR ANY QUESTIONS.

FRANKLY, FROM MY PERSPECTIVE, IT SEEMS LIKE MORE OF THE LATTER.

I'M SURE THERE'S A MORE RIGOROUS CALCULATION THAT'S UNDERTAKEN, BUT I BELIEVE IT'S RELATED TO HOW MUCH GAS TAX IS COLLECTED ON A REGION BY REGION BASIS.

BUT PLEASE DON'T QUOTE ME ON ME ON THAT. THAT WOULD HAVE BEEN A MUCH BETTER QUESTION FOR OUR TREASURER.

WE HAVE A MOTION THAT COUNCIL APPROVES THE USE OF THE NEGOTIATION METHOD, AS DESCRIBED IN THE CITY'S PROCUREMENT POLICY TO SOLE SOURCE THE INSTALLATION OF WINTER SHORING FOR THE ARENA TO TIMBER RESTORATION SERVICES AT AN UPSET LIMIT OF $118,000 PLUS APPLICABLE TAXES, AND THAT COUNCIL APPROVED THE USE OF THE NEGOTIATION METHOD AS DESCRIBED IN THE CITY'S PROCUREMENT POLICY, TO SOLE SOURCE THE RENTAL OF SHORING EQUIPMENT FOR THE ARENA TO SKYWAY CANADA LIMITED AT AN UPSET LIMIT OF $120,000 PLUS APPLICABLE TAXES, AND THAT COUNCIL APPROVED THE USE OF THE NEGOTIATION METHOD AS DESCRIBED IN THE CITY'S PROCUREMENT POLICY.

SOLE SOURCE, THE PROVISION OF AN ELECTRICAL SERVICE CABINET AND RESURFACING WORK FOR THE ARENA TO KENNEDY ELECTRICAL AT AN UPSET LIMIT OF $75,000 PLUS APPLICABLE TAXES, AND THAT THESE FUNDS, SORRY THAT THE FUNDS REQUIRED TO SUPPORT THESE EXPENSES BE DRAWN FROM THE CITY'S BUILDING AND BUILDING AND FACILITIES RESERVE.

THIS IS A FOLLOW UP REPORT TO THE ONE PROVIDED AT THE SPECIAL MEETING THAT WE HAD JUST BEFORE CHRISTMAS.

I'VE BROKEN IT DOWN LARGELY THE SAME WAY AS THE REPORT THAT WE SAW LAST TIME TO GIVE AN UPDATE ON THREE MAJOR INITIATIVES THAT ARE CURRENTLY BEING ADDRESSED AT THE ARENA. FIRSTLY, THE ROOF. THE FOUNDATION SYSTEM AND THE ELECTRICAL RESURFACING.

AS I DESCRIBED AT OUR LAST MEETING. WHILE THE SITUATION IS LARGELY THE SAME, THESE THREE INITIATIVES ARE INTERRELATED BECAUSE OF THE FACT THAT THEY ALL HAVE WORK THAT INTERSECTS AT A VERY.

JUST RIGHT OUTSIDE THE ICE PLANT WHERE THE HYDRO POLE IS SITUATED AT THE ARENA.

ALL OF THESE PHASES OF WORK HAVE TO BE DONE IN THAT LOCATION, IN THE BUILDING AT ONCE.

AND SO THEY'RE CONFLICTING WITH EACH OTHER IN DIFFERENT LOGISTICAL WAYS.

DURING OUR LAST MEETING, I BELIEVE IT WAS YOUR WORSHIP THAT MENTIONED THAT THERE WAS AN ISSUE WITH THE CONTRACTORS FOR THE ROOFING SYSTEM, DEMOBILIZING, AND THEN I INDICATED TO COUNCIL AT THAT TIME WE'D BE FOLLOWING UP.

I LAY OUT THE REASONS WHY IN THIS REPORT. THERE WAS SAFETY CONCERNS WITH WORK CONTINUING TO WORK ON THE ROOF.

I AGREE THAT THE STATE CONDITION OF THE ROOF WAS SUCH THAT JUST AS IT WAS AS WE'VE MITIGATED THAT THAT RISK. IT'S NOT SAFE TO WORK ON THE ROOF RIGHT NOW.

IT'S VERY SLIPPERY. AT THE TIME BEFORE CHRISTMAS, WE WERE MITIGATING THAT WITH HEATING THE STRUCTURE TO TRY AND PROMOTE SNOW MELT ON THE ROOF.

I THINK WE CAN ALL AGREE AT THIS POINT, AFTER THE SNOW THAT WE'VE HAD THIS PAST MONTH, THAT'S NOT A VERY EFFECTIVE STRATEGY.

HOWEVER, THERE'S PLENTY OF WAYS TO GET AROUND SAFETY CONCERNS.

WE CAN ADDRESS THEM AND MAKE SURE THAT WE PUT THE APPROPRIATE MEASURES IN PLACE TO MAKE A SAFE WORKPLACE.

HOWEVER, THAT COMES AT A COST, AND IT INVOLVES INCURRING EXPENSES AND ADDRESSING LOGISTICS.

IN THAT SPIRIT, I WENT BACK TO JOHNSON CONTROLS TO HAVE THEM ATTEMPT TO QUANTIFY WHAT IT WOULD TAKE IF WE WANTED TO PUSH THROUGH THE WINTER.

YOU KNOW, WHAT WOULD THAT LOOK LIKE IN TERMS OF EXPENSE AND LOGISTICS? THEY CAME UP WITH A PLAN AND WERE ABLE TO PUT A NUMBER TO IT.

AND LONG STORY SHORT, BECAUSE OF THE SITUATION WITH THE FOUNDATION, THE MICRO-PILES AND THE ELECTRICAL SERVICE IT'S STAFF'S OPINION THAT THAT'S REALLY NOT A RECOMMENDED SPEND AT THIS TIME TO PUSH THAT ONE PART OF WORK FORWARD WITHOUT HAVING A REAL IMPACT ON THE OVERALL SCHEDULE.

I THINK THAT STAFF'S IN AGREEMENT THAT THIS IS MONEY THAT WE WOULD RATHER PUT INTO THE STRUCTURE IN SOME WAY, SHAPE OR FORM. THE FOUNDATION SYSTEM. WE ARE STILL LOOKING AT THE MICRO-PILES SOLUTION. WE HAVE CONFIDENCE THAT IT'S GOING TO WORK.

WE HAVE HAD AN ISSUE WHERE THE VENDOR THAT'S BEEN CONTRACTED TO DO THAT INSTALLATION, THERE'S A SCHEDULING CONFLICT, AND THEY WON'T BE BACK TO DO OUR WORK BEFORE MARCH.

SO, BECAUSE WE'RE NOT REALLY WILLING TO WAIT THAT LONG UNTIL WE FIND OUT WHETHER OR WHAT DEPTH WE NEED TO PUT THE MICRO-PILES TO HAVE ADEQUATE FOUNDING PRESSURE TO HOLD THE BUILDING UP.

WRD HAS COMMISSIONED EXP, ANOTHER ENGINEERING FIRM, TO COME AND DO TESTING ON THEIR OWN. SO THERE WILL BE A DRILL RIG SHOWING UP ON MONDAY TO DO THAT TESTING TO ENSURE THAT WE HAVE SUFFICIENT FOUNDING PRESSURE. WITH THAT, WE CAN CARRY ON FROM THE DISCUSSION PRIOR TO CHRISTMAS, WHERE WE, WHERE DOCTOR TINGLEY LAID OUT THAT WE CAN KNOW WHAT DEPTH WE NEED TO DRILL TO, TO HAVE SUFFICIENT FOUNDING PRESSURE SO THAT WE CAN HAVE A PROPER BUDGET FIGURE TO PUT TOWARDS, PUT FORWARD TO COUNCIL SO THAT THEY CAN CONSIDER IT.

BUT THE MAJOR POINT THERE IS THAT WE DON'T HAVE A VENDOR TO ACTUALLY AFFECT THE MICRO-PILE WORK UNTIL INTO MARCH.

SO PUSHING OTHER VENDORS FORWARD IN ANTICIPATION OF PUSHING THE OVERALL SCHEDULE TO GET THROUGH THE WINTER DOESN'T MAKE SENSE IF UNTIL WE'RE ABLE TO PUT A FOUNDATION SYSTEM IN AND SIMILARLY, LOGISTICS ISSUES THAT WE HAD ADDRESSED AT THE SPECIAL MEETING BEFORE THE HOLIDAYS.

THE ELECTRICAL CABINET DELIVERY IS EXPECTED AROUND THE SAME TIMELINE, AND WE HAVE A RECOMMENDED RESOLUTION BEFORE COUNCIL TO MOVE FORWARD WITH PROCURING THAT EQUIPMENT. STAFF HAS BEEN ATTEMPTING TO ENGAGE OTHER VENDORS TO TRY AND GET COMPETITIVE PRICING.

WE HAVEN'T HAD VENDORS COMING FORWARD TO SUPPLY US WITH THAT.

SO AT THIS POINT, WE WANT TO HOLD THAT TIMELINE.

IF EVERYTHING ELSE IS COMING TOGETHER AT MARCH IN MARCH, IT MAKES SENSE TO TO CARRY ON WITH THAT TIMELINE.

STAFF HAD TO GIVE THE GO AHEAD TO TRS TO MOBILIZE, BECAUSE WE WERE REALLY CONCERNED ABOUT THE SNOW LOADS THAT WERE COMING, AND WE DIDN'T WANT TO LOSE A BUILDING OVER OUR INABILITY TO DEAL WITH THIS ADMINISTRATIVELY.

SO AT THE TIME OF WRITING THIS, THIS REPORT THE WORK HAD NOT BEEN COMPLETED, BUT WE WERE ANTICIPATING THAT IT WOULD BE SHORTLY.

I THINK IT ACTUALLY SAYS THAT IN ONE OF THE PARAGRAPHS, IF I RECALL CORRECTLY.

BUT AS WE SIT HERE NOW, TRS HAS COMPLETED THAT WORK AND DEMOBILIZED FOR A SHORT TIME IN ORDER TO TRY AND CONSERVE SOME DOLLARS.

THEY WERE ABLE TO GET THE WORK DONE MUCH FASTER THAN WHAT THIS RECOMMENDED AMOUNT REPRESENTS, BUT WE HAVEN'T BEEN PROVIDED WITH ACTUAL PRICING AS YET.

OKAY, I WAS JUST SORT OF CONCERNED THAT WE'RE DOING THE WORK WITHOUT GETTING PRICING.

SO I JUST WANTED TO MAKE SURE THAT WE'RE ON TOP OF WHAT WORK IS BEING DONE AND HOW MUCH WE'RE PAYING FOR IT.

SO ON THIS, YOU'RE SAYING WHEN THE HEATERS ARE ON, WHEN YOU HAVE TO RUN THOSE HEATERS, IT COSTS BETWEEN 1000 AND 1500 PER DAY.

SO NOW THAT WE ARE NOT TRYING TO GET THE SNOW OFF THE ROOF, THE HEATERS ARE SHUT OFF.

SO AT WHEN WE WERE IT WAS QUITE A COSTLY VENTURE.

WE WERE USING DI DIESEL FROM THE PUBLIC WORKS YARD AND WE WERE PUTTING IN BETWEEN 1000 AND 1200 LITERS OF DIESEL INTO THE HEATERS A DAY, WHICH IS A BIG EFFORT FOR STAFF, IF YOU CAN IMAGINE.

AND IT COMES AT GREAT EXPENSE. OKAY. AND A FOLLOW UP.

SO THE PORTION OF THE ROOF THAT'S NOT DONE, OBVIOUSLY THEY MUST BE COMFORTABLE WITH THE FACT.

WELL IT MUST BE SEMI-DONE FROM THE FIRST VENDOR.

SO IT'S NOT GOING TO LEAK, BECAUSE I KNOW WITH DOCTOR TINGLEY, YOU KNOW WATER IS THE BIG ENEMY.

THANK YOU. THROUGH YOU YOUR WORSHIP. SO I'M IN RECEIPT OF A LETTER FROM JOHNSON CONTROLS ACTUALLY FROM THEIR SUB VENDOR SAYING THAT THEY'LL CERTIFY THAT THE ROOF IS WATERTIGHT. THERE IS SOME CONCERN WITH SOME MINOR LEAKING THAT I'VE BEEN WITNESS TO.

BUT IT'S NOT NEARLY THE SCALE AND SCOPE OF WHAT WE'VE SEEN PREVIOUSLY IN THE BUILDING.

AND SO THERE IS A WATERPROOF BARRIER DOWN THAT IF THERE WASN'T SNOW RIGHT NOW, WE COULD LOOK AT.

AND IT'S PROVING TO BE EFFECTIVE. OKAY. THANK YOU.

SO JUST SO, FROM WHAT I UNDERSTAND, THE TESTING DRILLERS ARE BRAND NEW THAT ARE COMING HERE.

THEY'VE NEVER BEEN HERE BEFORE. SO THEY'RE GOING TO TEST THE SOIL.

THEN THEY'RE GOING TO SAY IT'S 44FT OR WHATEVER IT IS FOR US TO MAKE THIS.

BUT THEN THE ORIGINAL MICRO-PILE TEAM WILL BE COMING BACK IN MARCH ONCE.

SO DOCTOR TINGLEY IS CONFIDENT IN WHOEVER HE'S BRINGING IN TO DO THIS BECAUSE THE OTHER GUYS CAN'T MAKE IT.

THAT'S EXACTLY THE SITUATION. YES. SO THE DRILLERS THAT ARE COMING ARE DOING MORE THAN JUST DRILLING THE EARTH.

THEY'RE INSTALLING A MICRO-PILE, A MINI CAISSON, FILLING IT WITH CONCRETE, I UNDERSTAND, AND THEN DOING IT WHAT'S CALLED A PULL TEST, SO IT'S AN INTERESTING QUIRK OF PHYSICS THAT IF YOU PULL OUT A FOUNDATION ELEMENT, THE FORCE THAT YOU HAVE TO PULL WITH EQUALS THE AMOUNT OF PRESSURE THAT IT WILL SUPPORT.

SO THAT'S THE PROCESS THAT WE'LL BE GOING THROUGH.

OKAY. AND MY LAST QUESTION, SO I UNDERSTAND THAT WHY WOULD WE SPEND BETWEEN 350 TO $600,000.

IT TOTALLY MAKES SENSE WHAT YOU'RE SAYING BECAUSE IT DOESN'T MATTER. WE WOULDN'T BE OPEN UNTIL LATER ON ANYWAYS.

BUT WHILE EVERYTHING'S SITTING THERE IDLE, HAVE WE LOOKED AT THE BATHROOMS, THE LOBBY AND GETTING QUOTES AND ALL THAT STUFF? BECAUSE WE DON'T WANT TO HAVE EVERYTHING ELSE DONE, AND THEN IT'S END OF MAY AND THEN WE'RE JUST STARTING TO LOOK AT THAT.

LAST SPRING, WE SIGNED A PDA WITH JOHNSON CONTROLS TO DO A PROJECT AT THE ARENA, A DESIGN PROJECT AT THE ARENA THAT ENCOMPASSED THE VAST MAJORITY OF THE REMAINING SCOPE OF WORK AT THE ARENA.

THE INTENT WAS TO DO IT THIS SUMMER COMING. I KNOW THAT THEY'RE VERY CLOSE TO BEING ABLE TO PROVIDE COUNCIL WITH NOT ONLY CONSTRUCTION DOCUMENTS, BUT TO SATISFY THE PDA, BUT PART OF THAT PDA IS PROVIDING A PRICE FOR THE WORK AS WELL.

SO I'M CURRENTLY WORKING WITH JCI TO TIE UP THE LAST FEW SCOPE DETAILS ON THAT.

I DON'T THINK THAT THAT WILL BE COMPLETELY COMPREHENSIVE, BUT WILL BE THE VAST MAJORITY OF THE REMAINING WORK THAT WE NEED TO DO AT THE ARENA, INCLUDING AIR HANDLING, DEHUMIDIFICATION AND NEW SIDING.

THE STRUCTURE AS A WHOLE WOULD BE SOMETHING THAT THE CITY WOULD DO.
