AND WHEREAS COMMUNITY LIVING, ALGOMA'S GOAL IS THAT PEOPLE WITH INTELLECTUAL DISABILITIES HAVE EVERY OPPORTUNITY TO PARTICIPATE FULLY IN OUR COMMUNITY WITH DIGNITY, INDEPENDENCE AND ACCEPTANCE.

THE REASON WE WOULD LIKE TO EXPEDITE THIS PROJECT AHEAD OF THE REGULAR BUDGET PROCESS IS SO THAT WE CAN TRY AND HAVE THE BUILDING SIGN INSTALLED PRIOR TO MAY 10TH, WHICH IS THE DATE SELECTED FOR THE GRAND OPENING OF THE ARTS AND HERITAGE CENTRE.YOU WILL HEAR MORE ABOUT THIS EVENT LATER ON IN THE EVENING FROM THE CHAIR OF ARIEL PRISCA CAMPBELL.
THE BUILDING SIGN WILL CONFORM TO THE ORIGINAL CONCEPTUAL DESIGNS PLANNED.
AND IT WILL BE INSTALLED ON THE FRONT OF THE BUILDING'S OVERHANG.
SO THIS WILL LOOK LIKE STEEL DIMENSIONAL LETTERING IN FUTURA FONT AND PAINTED WHITE.
THEY ARE REALLY EFFICIENT, PROFESSIONAL AND JUST OVERALL REALLY LOVELY TO WORK WITH, SO WE'RE EXCITED TO WORK WITH THEM AGAIN ON THIS. WHILE WE WERE INITIALLY QUOTED AT JUST OVER $10,000 FOR THE PROJECT, WE ARE REQUESTING PRE-APPROVAL TO AN UPSET LIMIT OF $12,000 JUST TO ENSURE THAT IF ANY UNFORESEEN COSTS DO ARISE, THEY WILL NOT INTERRUPT COMPLETION OF THE PROJECT.

LAST YEAR, ALMOST EXACTLY A YEAR AGO, WE ENTERED INTO THREE PDA AGREEMENTS WITH JOHNSON CONTROLS, WHERE THEY WENT OFF AND DID AN ESCO, AN ENERGY ASSESSMENT OF OUR FACILITIES INVESTIGATED KIND OF PREDETERMINED CANDIDATE PROJECTS THAT THE CITY AND JCI HAD FIGURED OUT HAD POTENTIAL FOR LEVERAGING ENERGY SAVINGS TO FINANCE FUTURE RENEWALS. THAT PROCESS HAS BEEN ONGOING.IT'S BEEN QUITE A LOT OF WORK AND BACK AND FORTH WITH JCI.
IN ORDER TO OFFSET SOME OF THAT EXPENSE, STAFF WORKED WITH JOHNSON CONTROLS TO APPROACH FCM FOR GRANT FUNDING. BECAUSE A LOT OF THE ACTIVITIES THAT JOHNSON CONTROLS WAS GOING TO ENGAGE IN ALIGNED WELL WITH THE PROGRAM OFFERINGS WITH THE GREEN MUNICIPAL FUND AND ALL OF THE WORK THAT WE HAD DONE WITH FCM JOINTLY INDICATED THAT THE WORK THAT WE WERE DOING WITH JOHNSON CONTROLS WOULD PRODUCE REPORTING RESULTS THAT WOULD SATISFY THE FUNDING REQUIREMENTS OF THAT PROGRAM.
I CAN'T RECONCILE 100% WHAT CHANGED BETWEEN A YEAR AGO AND APPROXIMATELY THIS DECEMBER WHEN WE SUBMITTED REPORTING FROM JOHNSON CONTROLS TO FCM FOR REVIEW.

AND ITS INTENT WAS TO ESTABLISH A CONSISTENT, SUSTAINABLE MEANS OF FUNDING AND SUPPORTING MUNICIPAL TRANSIT SYSTEMS. SO UNDER THIS LEGISLATION, WHICH IS COMMONLY REFERRED TO AS A PROVINCIAL GAS TAX WE RECEIVE $0.02 PER LITER.
IT'S ALLOCATED TO PROVIDING GRANTS TO MUNICIPALITIES FOR PUBLIC TRANSIT, AND THE FORMULA THAT THEY USE TO DETERMINE THAT IS BASED ON RIDERSHIP AND POPULATION BASE OF THE COMMUNITY. SO OUR ALLOCATIONS FOR THE 2023 AND 2024 FISCAL GOVERNMENT YEAR AND THE 24-25 IS CONSTANT AT $149,939. AND TO IN ORDER TO RECEIVE THESE FUNDS, WE HAVE TO BE PROVIDERS OF EITHER REGULAR OR SPECIALIZED TRANSIT SERVICE, AND WE OFFER BOTH HERE IN OUR COMMUNITY.
SOME EXAMPLES WOULD BE EXTENDING HOURS OF SERVICE, PURCHASING TRANSIT VEHICLES, ADDING ROUTES, IMPROVING ACCESSIBILITY, UPGRADING INFRASTRUCTURE, ETC.

THE TRUCK IN QUESTION IS, IS A TEN YEAR OLD MODEL TRUCK APPROACHING 12,000 HOURS OF ENGINE RUNTIME AND DUE WHEN A ASSESSMENT IS DONE ON ON A LARGE VEHICLE LIKE THIS BY OUR MAINTENANCE STAFF, THEY USUALLY TAKE INTO ACCOUNT THE AGE OF THE VEHICLE, THE AMOUNT OF ACCUMULATED HOURS ON THE ENGINE, AND THE GENERAL OVERALL CONDITION OF THE VEHICLE TO WHICH AIDS IN FACILITATING THE TIMING OF THESE OF THESE REPLACEMENTS. SO OUR PARAMETERS INCLUDE A TEN YEAR WINDOW OF SERVICE, 14,000 HOURS ON AN ENGINE, AND AN OVERALL GENERAL CONDITION OF KEY COMPONENTS OF THE VEHICLE.
AND ALTHOUGH WE SEE HERE THAT THE VEHICLE IS SLIGHTLY UNDER IN TERMS OF ITS ENGINE RUNTIME.
SORRY, IS IS PROPOSING THE REPLACEMENT. SO THIS REPLACEMENT VEHICLE HAS BEEN SOURCED THROUGH CANOE PROCUREMENT OF CANADA. WE'RE FAMILIAR WITH WITH THAT PROCUREMENT AGENCY AS THEY HAVE A PARTNERSHIP WITH THE LOCAL AUTHORITY SERVICES, WHICH IS A NOT FOR PROFIT BUSINESS ARM OF AMO, WHICH IS THE ASSOCIATION OF MUNICIPALITIES OF ONTARIO.

AND IT HAS OFFERED US ADVANTAGES IN TERMS OF MUNICIPALITIES SINCE 2019 TO ESTABLISH SOME SOUND PROCUREMENTS.THE COST OF THE VEHICLE, WHICH IS $368,190, AS MENTIONED, IS INCLUSIVE OF A 33% DISCOUNT THAT WE RECEIVED ON THE CABIN CHASSIS AS A RESULT OF UTILIZING THIS PROCUREMENT PROGRAM.
THE REMAINING COMPONENTS, WHICH INCLUDE THE PLOW, THE SIDE TILT BODY, WHICH IS THE ABILITY OF THE INTERIOR OF THE BOX TO TILT AND PUSH SAND TOWARDS THE SPREADER. THE WING AND OTHER ACCESSORIES COMPRISE THE REMAINING $176,209 OF THE COST OF THE UNIT.
SO IF YOU FACTOR OUT THE DISCOUNT WITHOUT UTILIZING PROCUREMENT THROUGH CANOE, WE PROBABLY WOULD HAVE BEEN LOOKING AT SOMEWHERE ON THE RANGE OF $450,000 TO TO SPEND ON ON A PURCHASE OF A NEW A NEW VEHICLE.
OUR ANTICIPATED DELIVERY DATE BECAUSE OF ALL THESE OBVIOUSLY THE BUILD TIME FOR THE CHASSIS AND CAB, PLUS THEN THE OUTFITTING WITH THE COMPONENTS WILL PROBABLY RUN THE DELIVERY OF THE TRUCK TO LATE 2025 OR POTENTIALLY EARLY 2026.
BUT THE MECHANICS HAVE EXPRESSED THAT THEY THEY FEEL THAT THE TRUCK THAT WE DO HAVE RIGHT NOW THAT'S CURRENTLY IN SERVICE WILL BE ABLE TO BE IN OPERATION UNTIL THAT POINT IN TIME, AT WHICH TIME WE WILL THEN BE ABLE TO PUT IT ON THE AUCTION BLOCK AND PROBABLY GET A FAIRLY GOOD RETURN FOR A VALUE ON THAT ON THAT PARTICULAR UNIT. SO AS I MENTIONED, AS I MENTIONED EARLIER IN THE IN THE RESOLUTION THAT THE THE PURCHASE IS BEING FUNDED THROUGH OUR VEHICLE AND FLEET RESERVE AND BY MAINTAINING A MUNICIPAL FLEET THROUGH THIS ANNUAL REVIEW PROCESS AND SCHEDULE.
VEHICLE REPLACEMENT PROVIDES US WITH INCREASED FLEET RELIABILITY, LESS DISRUPTION IN SERVICE DUE TO VEHICLE DOWNTIME ASSOCIATED WITH REPAIRS AND MAINTENANCE, AND REDUCED MAINTENANCE COSTS AS WELL.
AND IT ALSO IMPROVES THE EFFICIENCY AND THE EFFECTIVENESS OF OUR DELIVERY OF MUNICIPAL SERVICES.
