THE SUCCESSFUL APPLICATION WAS DEVELOPED UNDER THE MANDATE FOR THE AGE FRIENDLY ADVISORY COMMITTEE, WITH STRONG ADVOCACY FROM TWO LOCAL YOUTH WHO WERE RECOGNIZED AS YOUTH ACCESSIBILITY LEADERS. SO HARRISON LENNON AND TIMOTHY PHELAN, BOTH MEMBERS OF THE AGE FRIENDLY ADVISORY COMMITTEE. THE FUNDING SUPPORTS TWO KEY ACCESSIBILITY UPGRADES AT THE RUBEN YLI-JUUTI CENTRE. FIRST, THE PURCHASE AND INSTALLATION OF A POWERED ADULT CHANGE TABLE IN THE FAMILY WASHROOM, PROVIDING A DIGNIFIED AND SAFE OPTION FOR INDIVIDUALS REQUIRING CHANGING ASSISTANCE, AND THE ADDITION OF A SPLASHY SEAT FOR THE BABY POOL. ALLOWING YOUNG CHILDREN WITH MOBILITY NEEDS TO SAFELY PARTICIPATE IN WATER PLAY. THESE UPGRADES REPRESENT THE FIRST PHASE OF A BROADER PLAN TO CONVERT THE CURRENT FAMILY WASHROOM ON THE MEN'S SIDE INTO A UNIVERSAL WASHROOM AND CHANGE ROOM. SO THE TOTAL COST OF THE GRANT PROJECT IS $17,200.79, WHICH EXCEEDS THE GRANT AMOUNT AND LEAVES A [00:10:08] SHORTFALL OF $6,155.79. SO STAFF OBTAINED MULTIPLE QUOTES FROM BOTH PIECES FOR BOTH PIECES OF EQUIPMENT AND RECOMMEND PURCHASING FROM A MOTION OUT OF SAULT STE. MARIE, WHICH OFFERED THE BEST VALUE WITH DELIVERY AND INSTALLATION INCLUDED. SO TO COMPLETE THE PROJECT, STAFF RECOMMEND THAT COUNCIL APPROVE THE ALLOCATION OF FUNDS FROM THE ACCESSIBILITY RESERVE, WHICH CURRENTLY HOLDS $25,235. STAFF REVIEWED FIVE OTHER MUNICIPALITIES BUILDING BYLAWS AND FEE SCHEDULES, AND HAS COME UP WITH A REASONABLE RATE OF 1.1% OF FACTORED CONSTRUCTION VALUE YOU AN EXAMPLE? A $3.5 MILLION INSTITUTIONAL RENOVATION. A BUILDING PERMIT FEE WOULD BE $38,500. A $1.8 MILLION CLADDING, BRICK WINDOW REPAIR, HVAC REPLACEMENT ON A MULTI-STORY RESIDENTIAL BUILDING. PERMIT FEES WOULD THEN BE $19,800. OUR CURRENT FEE STRUCTURE WOULD ONLY REASONABLY ALLOW THE MUNICIPALITY TO CHARGE A SET FEE OF A FEW THOUSAND DOLLARS. BUILDING PERMIT FEES, FOR EXAMPLE, ON A 1500 SQUARE FOOT HOME, ARE CURRENTLY $2,250 AND REMAIN UNAFFECTED. SHEDS, DECKS AND SMALL PROJECTS ARE CHARGED A SET FEE OF $165, AND THIS WILL NOT CHANGE. IN SUMMARY, THERE IS NO PROPOSAL TO CHANGE OR RAISE SET FEES. THE PROPOSAL IS TO INTRODUCE A METHOD FOR DETERMINING PERMIT FEES OF LARGE SCALE RENOVATION PROJECTS SUCH AS INSTITUTIONAL, MULTI RESIDENTIAL, COMMERCIAL AND INDUSTRIAL RENOVATION CONSTRUCTION WHERE SET FEES MAY NOT APTLY APPLY. THE BUILDING CODE ACT DICTATES THAT FEES THE MUNICIPALITY A MUNICIPALITY CAN ONLY CHARGE BUILDING PERMIT FEES IN AN AMOUNT THAT ADEQUATELY COVERS THE COST TO DELIVER THE SERVICE, THE COST OF RUNNING THE DEPARTMENT. CONVERSELY, THEN A MUNICIPALITY SHOULD BE AIMING TOWARDS CHARGING ENOUGH FEES THAT COVERS THE COST OF DELIVERING THE SERVICE.
