PRESENTATION OF COMMITTEE REPORTS 7.1 February 20, 2018. Report from Committee of the Whole re: Committee of the Whole - trial period completed Res. 18-11 That Staff Report CK2018-2 of the Director of Clerks and Planning Services, dated February 13, 2018 concerning the Committee of the Whole structure, be received; and That the Council of the City of Elliot Lake re-establish the Standing Committee System 7.2 February 20, 2018. Report from Committee of the Whole re: Legislated amendments to the Council Procedure By-law Res. 18-12 That Staff Report CK2018-1 of the Director of Clerks and Planning Services, dated February 9, 2018 concerning proposed amendments to the Council Procedure By-law, be received; and That the Council Procedure By-law No. 16-6 be amended to be consistent with reforms to the Municipal Act under Bill 68 the Modernizing Ontario’s Municipal Legislation Act (MOMLA). 7.3 February 20, 2018. Report from Committee of the Whole re: Community Transportation Grant Program Res. 18-13That Staff Report EDC2018-01 dated February 12, 2018 of the Community Development Officer be received; and That Council support an application to the Community Transportation Grant Program for the local transportation project of conventional and specialized transit and long-distance transportation project of Ontario Northland Link and subsidization of the Greyhound Link with a total municipal contribution of $1,233,330 over a 5-year period. 7.4 February 20, 2018. Report from Committee of the Whole re: Mississagi Park Commission Res. 18-14 Whereas Council directed staff to pursue a partnership arrangement for the operation of Mississagi Park between the Sagamok, Serpent River and Mississauga First Nations and the City of Elliot Lake in their Resolution no. 28/17 dated June 19, 2017; and Whereas a draft framework has been developed with staff from the City of Elliot Lake, Serpent River First Nation and Mississauga First Nation; now Therefore be it resolved that Staff Report CAO2018-01 of the Chief Administrative Officer be received; and That Council approves the Draft Framework and the eventual creation of a Mississagi Park Commission non-profit corporation to manage the park with its partners; and That Council notionally approves an allocation of 33% of the net annual operational budget costs for Mississagi Park to the Park Commission as a startup reserve for operations for the 2019 operating year; to be reviewed and allocated later in the 2018 fiscal year as plans continue to develop as outlined in the Draft Framework.
