OK, SO THROUGH YOUR WORSHIP BACKGROUND WOULD BE IN EARLY 2020, A TENDER PACKAGE FOR THE PINE AND POPLAR ROAD IMPROVEMENTS WAS PREPARED, BUT THERE WAS A DELAY IN THE ECA APPLICATION PROCESS BY THE MINISTRY ENVIRONMENT DUE TO THE COVID-19 PANDEMIC. AND HENCE THE TENDER WAS ALSO DELAYED. WITH THE MOE RETURNING BACK TO THE OFFICE. THIS RESULTED IN THE ECA APPLICATION BEING APPROVED IN LATE MAY. COUNCIL THEN APPROVED TO ONCE AGAIN CLOSED THE TENDER WITH THE KNOWLEDGE THAT THE PROJECT WOULD START IN EARLY AUGUST AND BE COMPLETED IN 2021. THE PINE AND POPLAR ROAD PROJECT IS THE SECOND MAJOR INFRASTRUCTURE PROJECT IN A TEN YEAR ASSET MANAGEMENT PLAN THAT INCLUDES REPLACEMENT OF THE ASPHALT ROAD, ALONG WITH THE AGING UNDERGROUND INFRASTRUCTURE. THE MOE RECOMMENDS WE DEAL WITH THE TWENTY FIVE YEAR STOCKPILE OF ASPHALT STORED AT THE FORMER SENATOR TRAILER PARK. A STOCKPILE OF MORE USABLE, CRUSHED ASPHALT IS DESIRABLE. GIVEN THOSE TWO ISSUES, IT WAS DECIDED IN THE TENDER OF PINE AND POPLAR IN A SHAVE AND PAID PROCESS THAT WILL REDUCE OR ELIMINATE THE AMOUNT OF DISPOSABLE ASPHALT THAT WOULD ONLY ADD TO THE SENATOR PARK STOCKPILE AND ALLOW FOR A STOCKPILE OF CRUSHED ASPHALT TO HELP WITH SHOULDERING AND CLAWED WHOLE REPAIRS IN THE FUTURE. ALSO, DUE TO AGE, THE DECISION WAS MADE TO COMPLETELY REPLACE ALL SENATE SANITARY PIPES, LATERALS AND THE 300 METER FORCE MAIN ALONG WITH THE WATER MAIN STORM SYSTEM. WITH NO CONCRETE [INAUDIBLE] AND MAINLY A CLAY LIKE SUB-SURFACE WHICH WAS DETERMINED DURING GEOTECHNICAL SAMPLING DURING THE DESIGN PHASE OF THE ENGINEERING. THE AWARDED CONTRACTOR SHOULD BE ABLE TO WORK FURTHER INTO THE FALL SEASON, RESULTING IN A MAJORITY OF THE PROJECT BEING COMPLETED IN 2020. FURTHER TO THE TENDER OPENINGS FOR PINE AND POPLAR ROAD IMPROVEMENT PROJECT OPENED ON JULY 13TH, 2020. [INAUDIBLE] ENGINEERING PROVIDED A REVIEW OF THE BIDS SUBMITTED. A TOTAL OF FIVE BIDS WERE RECEIVED FOR THE RECONSTRUCTION CONTRACT WITH THE TOTAL TENDER PRICES HST INCLUDED AS FOLLOWED SO YOU COULD SEE THEM IN THE CHART BELOW YOU. WE ENDED UP WITH THE FIVE BIDS. IF YOU WANT TO GO THROUGH THEM SO ANYBODY THAT'S WATCHING AT HOME. FIRST BID WAS THREE MILLION FOUR HUNDRED TWENTY ONE THOUSAND FIVE HUNDRED THIRTY FOUR FROM LEROY CONSTRUCTION, WHICH WAS THE LOW BID. IN REVIEWING THE CONSTRUCTION BUDGET ESTIMATED PREPARED IN FEBRUARY OF 2020, WE ESTIMATED THE CONSTRUCTION COST TO BE APPROXIMATELY FOUR THOUSAND FIVE HUNDRED FORTY FIVE PER LINEAR METER. THE LOW BID RECEIVED WORKS OUT TO BE APPROXIMATELY FOUR THOUSAND EIGHT HUNDRED EIGHTY THREE PER LINEAR METER. SO IT WAS ABOUT NINE PERCENT HIGHER THAN BUDGETED FOR THE CAPITAL BUDGET THAT WAS APPROVED. BASICALLY, THE CHART BELOW GIVES A SUMMARY OF HOW THAT WORKED OUT. AS THE THREE LOWEST BIDDERS FOR THE WORKS WERE WITHIN EIGHT PERCENT OF EACH OTHER. THIS WOULD INDICATE THAT THE SUBMITTING PRICING IS REALISTIC FOR INFRASTRUCTURE PROJECTS OF THIS TYPE IN THE NORTH. IT IS RECOMMENDED THAT FOR FUTURE BUDGETING, THE CITY CONSIDERS BUDGETING BASED ON THOSE OF RECEIVED FOR THIS TENDER. DUE TO THE FACT THAT THERE IS A MAJOR NATURAL GAS LINE RUNNING ALONG WITH THE CURRENT MEANS, MORE TIME AND MONEY WAS BUDGETED, IN FACT, THAT SEVERAL HYDRO POLES WILL NEED TO BE RELOCATED TO INSTALL THE NEW WATER MAIN AND SANITARY PIPES. ADD IN SOME INFLATION DUE TO THE VALLEY WAS DONE IN 2018 AND THE CORPORATE PANDEMIC AND THE TENDER PRICES ARE REASONABLE. FOR INFORMATION PURPOSES THE SANITARY SEWER REPLACEMENT OVER LINING MANHOLE REHABILITATION [INAUDIBLE] INCREASES THE APPROXIMATE COST OF A FORTY FIVE HUNDRED DOLLARS A LINEAR METER. WITH THE INCREASE IN THE CONTINGENCY IN THIS PROJECT. SO THE LAST PROJECT WAS THE HUNDRED THOUSAND FOR VALLEY AND HEMLOCK, WE WENT TO THREE HUNDRED THOUSAND FOR THE PINE AND POPLAR PROJECT, WHICH IS ABOUT NORMAL 10 PERCENT. THERE IS WHERE IT COMES INTO THE DISCRETION PRICING FROM THE ESTIMATED AMOUNT. SO BASICALLY OUR FINANCIAL IMPACT ON THIS, THE 2020 CAPITAL BUDGET PROCESS WAS ESTIMATED THE COST OF A TWO MILLION EIGHT HUNDRED FORTY NINE THOUSAND SEVEN OR TWENTY. SO THAT'S WHAT COUNCIL AND WHICH WAS APPROVED BY COUNCIL FOR THE CAPITAL PROJECT IN 2020 . CONSTRUCTION CERTIFICATION, TESTING PAVEMENT PAYMENT RECOMMENDATIONS. CITY AND MINISTRY REPORTING DISPUTE RESOLUTION. AND THAT'S ESTIMATING 30 METER PER WEEK CONSTRUCTION PROGRESS. SO BASICALLY, THE CHART BELOW IN THE FINANCIALS JUST SHOWS THE DIFFERENCES IN WHAT WE BUDGETED TO BASICALLY WHAT COME OUT. WHAT CAME OUT IN THE LOWEST BID AND ALL OBVIOUSLY SHOWING AT THE BOTTOM THAT THERE'S A LOOKING FOR THE RECOMMENDATION OF THE EXTRA MONEY OF THREE HUNDRED THIRTY EIGHT THOUSAND ONE HUNDRED EIGHTY SEVEN DOLLARS. BASICALLY, WHEN THEY'RE LOOKING AT IN THE CHART, THERE IS A FORCED MAIN, WHICH WAS NEVER ON THE VALLEY-HEMLOCK. THAT BASICALLY TAKES THE WASTE WATER THAT PUMPED OUT FROM THE NORTH INDUSTRIAL AREA. IT PUMPS IT OVER TO THE PINE ROAD. SO [INAUDIBLE] FROM THERE THAT FORCE MAIN PUMPS IT OVER TO OR LIFT STATIONS AND THEN AGAIN, ALL THE WAY TO THE WASTEWATER PLANT. SO THAT'S SOMETHING WE NEVER DEALT WITH IN THE LAST PROJECT THAT NEEDS TO BE REPLACED. SO THAT'S BASED OFF OF THE 300 METER LENGTH. ALSO TENDERED COST INCLUDES THE THREE HUNDRED THOUSAND DOLLAR CONTINGENCY AMOUNT, WHICH IS BASICALLY ANYTHING THAT COMES UP AND SURPRISES LIKE WE DIDN'T VALLEY-HEMLOCK WHERE WE ENDED UP WITH THE BEDROCK AND STUFF LIKE THAT. SO IF WE'VE DONE OUR HOMEWORK GOOD AND WITH A LOT OF THE DESIGN STUFF, HOPEFULLY WE DON'T NEED TO USE THAT MONEY AND THAT'LL BE THREE HUNDRED THOUSAND DOLLARS THAT ENDS UP BEING TOWARDS THE END OF THE PROJECT THAT WE CAN PUT TOWARDS ENGINEERING OR ANYTHING LIKE THAT. SO THE EXTRA COST OF THREE HUNDRED THIRTY THOUSAND ONE HUNDRED EIGHTY SEVEN PLUS HST CAN BE BUDGETED TO THE WATER WASTEWATER RESERVE. SO BASICALLY, WITH THE STRATEGIC PLAN, THE PUBLIC WORKS DEPARTMENT HAS A 10 YEAR PLAN FOR INFRASTRUCTURE REPLACEMENT. THIS REPORT SERVES TO ASSIST IN EDUCATING THE PUBLIC ON INFRASTRUCTURE OPERATIONS, REPAIR AND REPLACEMENT. SO BASICALLY THE SUMMARY IS THE STAFF IS RECOMMENDING THAT COUNCIL AWARD DEPARTMENT POPLAR ROAD IMPROVEMENT PROJECT.
