SO WE ISSUED AN RFP TO SEEK SIMILAR TO THE PROCESS WE DID FOR THE SPORTS AND RECREATION HUB, BASICALLY STARTING AT THE BEGINNING, DOING A LOT OF CONSULTATION WITH OUR COMMUNITY GROUPS TO DETERMINE WHAT A REPLACEMENT FACILITY WOULD LOOK LIKE. SO THAT'S GOING TO BE A LONG, A LARGE PROJECT. SO WE ISSUED AN RFP TO SEEK CONSULTANTS FOR THAT, OUR ENGINEERS, ARCHITECTS, SUBJECT MATTER EXPERTS. SO THE RFP WAS ISSUED IN THE SPRING AND WE RECEIVED ONLY TWO BIDS, BUT THEY WERE BOTH VERY COMPETENT AND HIGH CALIBER BIDS. BOTH HAVE SOME EXPERIENCE IN THE MUNICIPALITY IN THE PAST, THE EVALUATION COMMITTEE WAS MYSELF AND MURRAY FINN FROM E.L.A.T.E AND OTHER PERFORMING ARTIST GROUPS AND EDO TENBROOK REPRESENTING SORT OF THE MUSEUM CULTURE SIDE. SO WE EACH INDIVIDUALLY SCORED THE BIDS BASED ON THE SCORING MATRIX AND THE SCORES ARE AVERAGE, BUT THAT'S BASICALLY HOW THEY CAME OUT. THE MORE EXPENSIVE BID WAS THE ONE THAT WE'RE RECOMMENDING, BUT IN THIS CASE, WE'RE LOOKING AT 85 CENT FUNDING FOR THE STUDY COMPONENT. SO WE THINK BASED ON THE SCORES, THE EXPERTISE OF THE FIRM THAT WE'RE COMFORTABLE RECOMMENDING, IT WAS A CONSENSUS BETWEEN THE THREE OF US THAT WE WOULD GO WITH THE FIRM OF BROOKE MCILROY. THEY JUST SEEM TO HAVE HIGHER JUST A TIGHTER GRASP OF THE METHODOLOGY, THE SCOPE OF WORK, THEIR PROFILE AND EXPERIENCE IN NORTHERN ONTARIO WAS A LITTLE BIT MORE INNOVATIVE AND AND ARTSY, I GUESS IF YOU WANT TO CALL IT THAT. AND SO THEY JUST SCORED HIGHER. WE DIDN'T SEE THE NEED TO HAVE INTERVIEWS. WE'RE IN A BIT OF A RUSH. OF COURSE, EVERY DAY THAT GOES BY, WE DON'T HAVE A NEW FACILITY FOR ALL THOSE ARTS FORMER TENANTS IS ANOTHER DAY THAT THEY'RE SUFFERING FROM THAT LOSS AND THAT THE COMMUNITY IS SUFFERING. THE FUNDING ALLOWS US TO AWARD THE CONTRACT. SO WE'RE HOPING THAT IF WE CAN GET THE FUNDERS IN AT THE STUDY STAGE, THAT IT WILL BODE WELL FOR THE CAPITAL PHASE. AND IF WE'RE IN THAT 85 PERCENT RANGE, THEN THAT WILL BODE WELL FOR THE CAPITAL AS WELL. OF COURSE IT'S OPTIMISTIC. BUT THAT'S CERTAINLY FOR THE STUDY COMPONENT. THE ASPECT OF STAFF RECOMMENDING SOMEBODY THAT'S ALMOST 30 PERCENT MORE EXPENSIVE, OBVIOUSLY, IT'S ALL TAX DOLLARS, SO 85 PERCENT OF IT IS FEDERAL AND PROVINCIAL AND THE OTHER 15 IS MUNICIPAL. I AM GOING TO VOTE IN FAVOR OF THIS, REGARDLESS OF THE FACT THAT IT IS SUBSTANTIALLY HIGHER BASED ON THE REPORT, WHERE IT DOES STATE IN THE REPORT THAT THE COMPANY THAT HAS SCORED THE HIGHER AMOUNT HAS MUCH MORE EXPERIENCE AND KNOWLEDGE IN MUSEUMS AND THEATERS THAN THE LOWER BID.
