[1. CALL TO ORDER]

[00:00:05]

ALL RIGHT, GOOD EVENING, CALL THIS MEETING TO ORDER.

A REGULARLY SCHEDULE MEETING OF COUNCIL FOR THE CITY OF ELLIOT LAKE MONDAY, AUGUST 10TH, 2020. THE TIME IS SEVEN P.M.

AS FAR AS ROLL CALL, MEMBERS OF COUNCIL ARE PRESENT THIS EVENING.

HIT IT RIGHT OFF THE BAT WITH THE MASK WEARING.

I'VE BEEN ASKED A FEW TIMES SINCE OUR LAST MEETING.

WE'RE TOTALLY SURROUNDED BY PLEXIGLASS BUBBLES.

SO WITH THE PLEXIGLAS BUBBLES, WE DON'T ACTUALLY NEED THE MASKS.

BUT THOSE WHO WANT TO WEAR THE MASK FOR THE EXTRA PROTECTION, I APPLAUD YOU MYSELF.

I HAVE TROUBLE BREATHING AFTER A WHILE, SO I'D ASK IF THERE'S ANY.

AND I GOT THESE SPOTLIGHTS ON MY BACK.

IS THERE ANY DECLARATIONS OF CONFLICT OF INTEREST THIS EVENING? ONCE, TWICE, THREE TIMES.

COUNCILLOR CYR, YES, I WOULD LIKE TO DECLARE AN INDIRECT CONFLICT OF INTEREST WITH ITEM NUMBER SIX POINT EIGHT MEMO FROM CHIEF ADMINISTRATIVE OFFICER REGARDING POTENTIAL ACQUISITION OF PROPERTY FOR MUNICIPAL PURPOSES.

OK, THANK YOU, COUNCILLOR CYR.

ANY OTHER DECLARATIONS.

SEEING NONE ADOPTION OF PREVIOUS MINUTES, FOUR POINT ONE JULY 27TH 2020 REGULAR.

[4. ADOPTION OF PREVIOUS MINUTES]

CAN I HAVE A MOVER TO ADOPT THE MINUTES? MOVE BY COUNCILLOR CYR. SECOND BY COUNCILLOR TURNER.

ANY QUESTIONS, QUALMS, QUERIES.

SEEING NONE.

ALL IN FAVOR. THAT'S CARRIED, THANK YOU.

NO PUBLIC PRESENTATIONS THIS EVENING, INTRODUCTION, CONSIDERATION OF CORPORATE REPORTS.

[6. INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS]

REPORT FROM THE ECONOMIC DEVELOPMENT COORDINATOR LETTER OF INTENT TO PURCHASE 27 TIMBER ROAD AS THIS MATTER DEALS POTENTIAL DISPOSITION OF PROPERTY OWNED BY THE MUNICIPALITY, IT MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 23927 OF THE MUNICIPAL ACT.

CAN I HAVE A MOVER TO PUT THAT IN CLOSED SESSION? MOVED BY COUNCILLOR MANN. SECOND BY COUNCILLOR PEARCE? ANY QUESTIONS OR CONCERNS? SEEING NONE. ALL IN FAVOR.

THAT'S CARRIED OVER TO CLOSED.

SIX POINT TWO A MEMO FROM THE CITY CLERK.

RESIGNATION FROM COMMITTEE OF ADJUSTMENTS.

MS. BRAY, IF YOU WOULD, PLEASE.

THANK YOU, YOUR WORSHIP. THIS IS JUST TO ADVISE COUNCIL THAT WE'VE RECEIVED NOTIFICATION FROM PAUL OFFICER THAT HE IS RESIGNING FROM THE COMMITTEE OF ADJUSTMENTS AFTER 30 PLUS YEARS. THE FOLLOWING RESOLUTION IS RECOMMENDED THAT THE RESIGNATION OF PAUL OFFICER FROM THE COMMITTEE OF ADJUSTMENTS BE RECEIVED WITH REGRET AND THAT THE QUOTE BE DIRECTED TO ADVERTISE TO FILL THE VACANCY.

THANK YOU. THANK YOU. IS THERE A MOVER? MOVED BY COUNCILLOR FINAMORE AND SECOND BY COUNCILLOR PATRIE.

PAUL OFFICER HAS BEEN A FACE IN OUR COMMUNITY FOR MANY, MANY YEARS.

SO IT IS WITH REGRETS.

AND THANK YOU, PAUL, FOR MANY, MANY YEARS OF SERVICE TO THE COMMUNITY.

AND I WISH YOU THE BEST OF LUCK IN YOUR ACTUAL FULL RETIREMENT NOW.

IS THERE ANY QUESTIONS OR COMMENTS? ALL IN FAVOR. THAT'S CARRIED.

THANK YOU. I'M MISSING A PIECE THERE.

OK, SIX POINT THREE MEMO FROM THE TREASURY, WATER AND SEWER RECEIVABLES, ASK MS. SONNENBERG TO GIVE US THE RUNDOWN HERE.

THANK YOU. THIS IS MORE MOSTLY AN FYI, WE ARE SIMPLY FOLLOWING REGULAR OPERATIONAL PROTOCOLS WITH RESPECT TO WATER BILLING.

THE WATER BILLING RIGHT NOW FOR RECEIVABLES IS HIGHER THAN IT HAS EVER HISTORICALLY BEEN.

AND WE THINK THAT THAT IS A RESULT OF THE HOLIDAY THAT PEOPLE HAVE BEEN PROVIDED THROUGH TO JUNE 30TH FOR PAYING THEIR WATER BILLS, WE WOULD LIKE TO REMIND ALL THE RESIDENTS AND BUSINESSES THAT WATER BILLING IS STILL DO AND IS PAYABLE TO THE CITY AND THE RESIDENTIAL NOTICES WILL BE AND HAVE BEEN SENT PER REGULAR PROTOCOLS.

THANK YOU, SO JUST READING THE PIECE ABOUT THE BYLAW AND WATER SHUT OFF WHERE WE'RE NOT ACTUALLY LOOKING AT THAT DURING THE PANDEMIC, ARE WE.

AT THIS POINT IN TIME, NOTICES WILL CONTINUE THROUGH TO AUGUST 17TH, AND I WOULD OPEN IT FOR DISCUSSION WHETHER OR NOT SHUT OFF NOTICES BE SENT IN SEPTEMBER.

OK, AND SO I'LL START OUT WITH A MOTION TO RECEIVE AND WE CAN HAVE A DISCUSSION ABOUT THAT . MOVED BY COUNCILLOR TURNER, SECOND BY COUNCILLOR CYR.

COUNCILLOR CYR, I THINK HE HAD A QUESTION RIGHT OFF THAT.

NO, I WAS [INAUDIBLE]. IS THERE ANY DISCUSSION? OK. WOULD ANYONE LIKE TO CHIME IN ON THE RECEIVABLES?

[00:05:01]

COUNCILLOR MANN, THANK YOU.

I GUESS MY ONLY COMMENT BASED ON THE NUMBERS THAT WE'VE BEEN PRESENTED BY MS. SONNENBERG, IF WE ONLY HAVE NOW ESSENTIALLY TWO WEEKS BEFORE THE FIRST SHUTOFF NOTICE, IS IS IT REASONABLE TO ASSUME THAT PEOPLE WOULD PAY 100 PERCENT OF WHAT'S GOING WITHIN THE NEXT MONTH? IS THAT REASONABLE TO ASSUME OR DO WE NEED TO EXTEND THAT TIME AND HAVE ANOTHER HARD DEADLINE? I JUST YOU KNOW, OBVIOUSLY, AS IS INDICATED, WE DID WE DID ALLOW FOR SOME LENIENCY. IT STILL HAS TO BE PAID.

CORRECT. HOWEVER, WE'RE NOW NEAR THE END AND IT JUST SEEMS TO BE A LOT FOR SOME TO PAY IN THAT AMOUNT OF TIME. MS. SONNENBERG.

HUNDRED PERCENT PAYMENT IS NOT REQUESTED BECAUSE MANY RESIDENTS CURRENTLY HAVE A MONTH TO MONTH PAYMENT SCHEDULE, WHICH ALLOWS THEM TO HAVE A REASONABLE AMOUNT MONTH OVER MONTH.

THOSE THAT DO NOT HAVE A MONTHLY PAYMENT SCHEDULE ARE ENCOURAGED TO CONTACT THE TREASURY DEPARTMENT TO MAKE A PLAN TO HAVE A REASONABLE SCHEDULE THAT WILL HAVE THEM PAID IN FULL BEFORE THE END OF THE FISCAL YEAR.

THANK YOU. OTHER QUESTIONS? SEEING NONE, THERE IS MOTION TO RECEIVE THIS REPORT, I CALL FOR THE VOTE.

ALL IN FAVOR. THAT'S CARRIED.

THANK YOU. SIX POINT FOUR REPORT FROM THE CITY CLERK FOIA REQUEST 220 AS THIS MATTER DEALS WITH REQUEST UNDER THE FREEDOM OF INFORMATION PROTECTION OF PRIVACY ACT.

IT SHALL BE DISCUSSED IN CLOSED SESSION AS PER SECTION 239 THREE OF THE MUNICIPAL ACT.

MOVE TO PUT THAT IN CLOSED, PLEASE.

MOVED BY COUNCILLOR PEARCE, SECOND BY COUNCILLOR CYR.

QUESTIONS, QUALMS, QUERIES.

COUNCILLOR PATRIE.

FOR CLARIFICATION.

NORMALLY WE'RE NOT SUPPOSED TO BE PRIVY TO ANY FOIA REQUESTS AS TO WHAT THE INFORMATION IS. I JUST WANT CLARIFICATION OF WHY WE'RE ACTUALLY DEALING WITH THIS COUNCIL AS OPPOSED TO STAFF JUST DEALING WITH THIS.

MS. BRAY.

THANK YOU THROUGH YOUR WORSHIP, BECAUSE COUNCIL IS STILL DEEMED THE HEAD BY BYLAW FOR THE CITY. SO EVERYTHING HAS TO COME TO THE HEAD TO GIVE DIRECTION TO STAFF TO PROCEED WITH THE NEXT STEPS SO WE CAN CHANGE THAT.

AND I'M ACTUALLY WORKING ON A REPORT TO AMEND THE BYLAW TO MAKE IT STAFF AS THE HEAD.

BUT THAT WILL BE AT A FUTURE MEETING COUNCIL.

COUNCILLOR PATRIE. JUST BECAUSE THERE'S IDENTIFIABLE INFORMATION IN THERE, I'M WILLING TO PUT THIS IN A CLOSED SESSION.

BUT I'M JUST CONCERNED BECAUSE TRADITIONALLY WE'RE NOT EVEN SUPPOSED TO KNOW WHAT THOSE FOIA REQUESTS ARE.

SO I WILL DISCUSS THIS IN CLOSED AND.

AND I HOPE THAT IF SOMETHING DOES COME FORWARD SO THAT WE CAN RECTIFY OUR BYLAWS SO THAT WE CAN DO IT IN A DIFFERENT MANNER, I BELIEVE THAT WHAT MUST BE MENTIONED IS THAT SHE'S LOOKING AT.

FOIA REQUEST ACTUALLY IS ONE OF THE FEW ITEMS THAT MUST BE DISCUSSED IN CLOSED SESSION.

AND IT'S BECAUSE COUNCIL IS DEEMED AS THE HEAD RIGHT NOW FOR FREEDOM OF INFORMATION REQUEST. SO THAT'S WHY IT'S COMING TO COUNCIL AS WE HAVE IN THE PAST.

COUNCILLOR FINAMORE. I WAS JUST GOING TO CHIME IN AND SAY THAT PREVIOUSLY WE'VE SEEN OTHER FOIA REQUESTS, IN FACT, SETTING FEES AND STUFF LIKE THAT, ALONG WITH HOW MUCH INFORMATION THAT WAS NEEDED. SO I'M NOT SURE WHERE THE COUNCILLOR COMING FROM.

COUNCILLOR TURNER. THROUGH YOUR WORSHIP, I THINK BY LAW, WE'RE A REQUIRED POSITION, IT'S IN THE HEAD, WHICH IS COUNCIL SHALL.

AND SO PERHAPS WHAT MAY HAVE BEEN DONE IN THE PAST MAY HAVE BEEN A LITTLE OFF CENTER.

COUNCILLOR PATRIE.

JUST FOR CLARIFICATION. I UNDERSTAND THAT WE MUST DISCUSS IT IN CLOSED SESSION.

IT'S JUST NORMALLY WE DON'T GET THE INFORMATION THAT'S ENCLOSED IN THE CLOSED SESSION PACKAGE. WE DON'T NORMALLY GET AS MUCH INFORMATION AS WHAT IS THERE.

SO I WAS JUST WORRIED ABOUT THAT NORMALLY WOULD.

THERE ARE CERTAIN THINGS THAT WE DO GET INFORMATION ON THAT WE CAN DISCUSS, BUT OTHER THAN THAT, IT IS MANDATED BY THE PROVINCE AS TO WHAT MUST BE FULFILLED.

AND I UNDERSTAND THAT THE OUTCOME OF THE REQUEST.

SO I GET THAT.

BUT I'M JUST AS I SAID, I'M CONCERNED ABOUT THE AMOUNT OF INFORMATION THAT WE'VE BEEN GIVEN BECAUSE NORMALLY WE DON'T GET ALL THAT INFORMATION.

NORMALLY WE GET SOME BACKGROUND, JUST NOT AS DETAILED AS WE NORMALLY GET.

THAT'S HOW I HEAR YOUR CONCERN.

ANY OTHER CONCERNS? SEEING NONE I'LL CALL FOR THE VOTE THEN? ALL IN FAVOR.

THAT'S CARRIED TO CLOSED. THANK YOU.

[00:10:06]

SIX POINT FIVE MEMO FROM THE CEO TERMS AND CONDITIONS, AT LEAST BASED AT PEARSON PLAZA, AS THIS PANEL DEALS WITH IDENTIFIABLE INDIVIDUALS AS WELL AS ADVICE THAT IS SUBJECT TO SOLICITOR CLIENT PRIVILEGE, MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 239 2B AND OF THE MUNICIPAL ACT MOVER TO PUT THAT IN CLOSED SESSION, MOVED BY COUNCILLOR PATRIE AND SECOND BY COUNCILLOR CYR.

ANY CONCERNS WITH THIS ONE? SEEING NONE, ALL IN FAVOR.

THAT'S CARRIED. THANK YOU.

SIX POINT SIX MEMO FROM THE CHIEF ADMINISTRATIVE OFFICER REVIEW OF LEGAL PROCEEDINGS FOR TAX ARREARS COLLECTION, AS THIS MATTER DEALS WITH LITIGATION OR POTENTIAL LITIGATION, AS WELL AS ADVICE THAT IS SUBJECT TO SOLICITOR CLIENT PRIVILEGE AND MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 2392C AND F OF THE MUNICIPAL ACT, MOVED BY COUNCILLOR MANN TO PUT IT IN CLOSED SESSION. SECOND BY COUNCILLOR FINAMORE.

ANY CONCERNS? NONE.

ALL IN FAVOR. THAT'S CARRIED.

ANY OPPOSED. SIX POINT SEVEN MEMO FROM THE CHIEF ADMINISTRATIVE OFFICER REVIEW OF TERMS AND CONDITIONS, AT LEAST AT ELLIOTT LAKE AIRPORT HANGAR, AS THIS MATTER DEALS WITH PERSONAL INFORMATION ABOUT IDENTIFIABLE INDIVIDUALS THAT MAY BE DISCUSSED IN CLOSED SESSION AS PROSECTION 2392B OF THE MUNICIPAL ACT.

AND WHO WOULD PUT THIS IN CLOSED? MOVED BY COUNCILLOR CYR, SECONDED BY COUNCILLOR FINAMORE.

ANY CONCERNS? NONE. ALL IN FAVOR? OH, COUNCILLOR PATRIE.

THE LEASE THAT'S PUBLIC, I HAVE [INAUDIBLE] DISCUSSING THIS BECAUSE THERE'S A LEGAL OPINION, THERE'S LEGAL INFORMATION REGARDING THIS AS WELL.

I WOULD WANT IT TO GO INTO CLOSED SESSION DUE TO LEGAL OPINIONS, NOT DUE TO IDENTIFIABLE INFORMATION. THE LIST IS ALREADY A PUBLIC DOCUMENT, SO I WOULD PREFER THAT IT GOES INTO CLOSED SESSION FOR LEGAL REASONS.

SO 2392B.

NO. IT'S ALREADY 2392B. I THINK IT'S 2392C. AND F.

THAT'S A FRIENDLY AMENDMENT, OK, ANY OTHER CONCERNS ALL IN FAVOR? THAT'S CARRIED ALSO TO SESSION.

SIX POINT EIGHT MEMO FROM THE CHIEF ADMINISTRATIVE OFFICER, POTENTIAL ACQUISITION OF PROPERTY FOR MEDICINAL PURPOSES AS THIS MATTER DEALS WITH POTENTIAL ACQUISITION OF LAND BY THE MUNICIPALITY MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 2392C OF THE MUNICIPAL ACT.

MOVER TO PUT THAT CLOSED.

MOVED BY COUNCILLOR PEARCE.

SECOND. COUNCILLOR FINAMORE, ANY CONCERNS, NONE.

ALL IN FAVOR. THAT'S CARRIED CLOSED ALSO.

SIX POINT NINE MEMO FROM THE CHIEF ADMINISTRATIVE OFFICER, ESTABLISHMENT OF HUMAN RIGHTS POLICY AND REVIEW OF LEGAL OPINION, AS THIS MATTER DEALS WITH ADVICE THAT IS SUBJECT TO SLIGHT SOLICITOR CLIENT PRIVILEGE AND MAY BE DISCUSSED IN CLOSED SESSION UNDER SECTION 2392 OF THE MUNICIPAL ACT.

MOVER TO PUT THAT IN CLOSED SESSION.

MOVED BY COUNCILLOR PEARCE, SECOND BY COUNCILLOR PATRIE.

QUESTIONS QUALMS QUERIES ON THIS ONE.

ALL IN FAVOR. THAT'S CARRIED TO CLOSED ALSO.

SIX POINT TEN MEMO FROM THE CHIEF ADMINISTRATIVE OFFICER MANAGERS, SUCCESSION PLANNING AS THIS MATTER DEALS WITH IDENTIFIABLE INDIVIDUALS, INCLUDING MUNICIPAL OR LOCAL BOARD EMPLOYEES THAT MAY BE DISCUSSED IN CLOSED SESSION UNDER SECTION 2392B OF THE MUNICIPAL ACT.

MOVED BY COUNCILLOR MANN TO PUT THAT IN CLOSED SESSION.

SECONDER.

COUNCILLOR CYR, THANK YOU.

ANY CONCERNS? NONE. ALL IN FAVOR.

THAT'S CARRIED THE CLOSED.

PRESENTATION OF COMMITTEE REPORTS.

NONE THIS EVENING, OUTSIDE BOARD AND COMMITTEE REPORTING, NONE.

UNFINISHED BUSINESS, NINE POINT ONE RECREATION HUB UPDATE AS A STANDING ITEM MR.

[9. UNFINISHED BUSINESS]

GAGNON, IF YOU WOULD, PLEASE.

THANK YOU FOR YOUR WORSHIP.

UNFORTUNATELY, I'M THE BEARER OF BAD NEWS.

AS I ALLUDED IN AN EMAIL, WE RECEIVED AN EMAIL FROM THE MINISTRY OF INFRASTRUCTURE THAT THE PROVINCE IS NOT RECOMMENDING OUR PROJECT FOR REVIEW BY THE FEDERAL GOVERNMENT UNDER THE INFRASTRUCTURE FUNDING COST SHARING PROGRAM, WHICH OBVIOUSLY IS A DISAPPOINTMENT TO TO TO STAFF AND TO COUNCIL.

WE WILL BE REVIEWING IN DUE TIME.

THIS JUST CAME IN LATE FRIDAY AFTERNOON.

SO WE WILL BE WORKING WITH THE PROVINCE TO TRY TO BETTER UNDERSTAND WHAT MAY HAVE LED TO THE NOT BEING ON THAT LIST, IN ADDITION TO WHAT WE ALREADY KNOW, WHICH IS THAT FOR ONE

[00:15:03]

BILLION DOLLARS OF FUNDING, THERE WERE TEN BILLION DOLLARS WORTH OF APPLICATIONS SO INCREDIBLY OVERSUBSCRIBED, WE THOUGHT WE WOULD RANK HIGHER BASED ON THE FACT THAT OUR NEED IS IS QUITE URGENT AND, OF COURSE, THE USE OF LOBBYISTS.

SO WE'LL BE REVIEWING THAT AS WELL IN DUE TIME.

AS SOON AS I CAN GET BACK IN FRONT OF COUNCIL, WE WILL WORK WITH OUR ENGINEERS AND THE PROVINCE TO TRY TO GET A BETTER HANDLE ON WHAT THIS MAY MEAN AND HOW WE NEED TO PIVOT OUR STRATEGY GOING FORWARD, REVIEW SOME OF THE THE SCOPE OF THE WORK OR SEE IF THERE'S OTHER WAYS THERE WILL BE OTHER FUNDING APPLICATIONS, THERE WILL BE OTHER FUNDING STREAMS AND THERE WILL BE OTHER INTAKES OF THE SAME FUNDING AS WELL.

IT'S JUST THAT, OF COURSE, WE MS. THIS ONE. SO TIME IS BECOMING OF THE ESSENCE.

SO WE'RE GOING TO HAVE TO RECALIBRATE AS A MANAGEMENT TEAM AND THEN GET BACK IN FRONT OF COUNCIL IN DUE TIME WITH WITH OPTIONS.

PERHAPS WHEN THE COMMITTEES BEGIN WORK IN THE EARLY FALL, THERE WILL BE ABLE TO HAVE THE SUBCOMMITTEE REVIEW OPTIONS AND WORK WITH OUR ENGINEERS TO SEE WHAT THIS MAY MEAN FOR US IN THE SHORT AND MEDIUM TERM.

THANK YOU, MR. GAGNON. I KNOW THAT'S JUST ANOTHER SPEED BUMP IN THE ROAD WITH THIS PROJECT. THERE'S BEEN MANY ALONG THE WAY AND WE'VE BEEN ABLE TO HURDLE QUITE A FEW OF THEM. COUNCILLOR MANN.

THANK YOU. I GUESS BASED ON THE DISAPPOINTING NEWS THAT WE'VE BEEN ADVISED BY MR. GAGNON THIS EVENING, I WOULD RECOMMEND OR LOOK FOR SUPPORT FOR THE BALANCE OF COUNCIL THAT WE SUSPEND ANY FURTHER COST INCURRING ACTIVITIES WITH THE LOBBYIST UNTIL STAFF HAVE A TIME THAT THEY CAN FURTHER REVIEW THE PROCESS.

I'M NOT SURE HOW MUCH I REALLY WANT TO GET INTO ADDITIONAL COSTS BASED ON THE VALUE THAT WE'VE RECEIVED TO DATE.

I APPRECIATE THE WORK THAT HAS BEEN DONE.

HOWEVER, THIS IS NOT THE LETTER THAT I WANTED TO RECEIVE.

SO I'M LOOKING FOR SUPPORT FROM FROM COUNCIL OR AT LEAST A LITTLE BIT OF DIRECTION TO MR. GAGNON THAT WE'RE NOT INCURRING ANY NEW COSTS.

IF THERE'S OBVIOUSLY SOMETHING THAT'S CURRENTLY GOING FINE, FINISH THAT UP.

BUT UNTIL THAT STAFF IS ABLE TO REVIEW IT.

THANK YOU. ANY WORDS OF ENCOURAGEMENT, MR. GAGNON, OR SHOULD I LOOK FOR A MOTION? IN THAT SENSE? A MOTION IS FINE. YOUR COUNCIL WOULD BE COMFORTED TO KNOW THAT WE'VE ALREADY STOPPED PAYMENT FOR THE MONTH OF AUGUST, SO WE WON'T BE CARRYING ANY NEW EXPENSES.

AND WE WILL REVIEW MR. [INAUDIBLE] GROUP.

I UNDERSTAND THAT, YOU KNOW, WE'RE NOT HAPPY WITH THIS RESULT.

SO HE'S FULLY EXPECTING, YOU KNOW, HIS HIS TIME TO CEASE.

BUT THERE WILL BE AN OPPORTUNITY TO SORT OF WIND DOWN AND WORK WITH THEM OFF THE OFF THE CLOCK, OF COURSE. SO, YOU KNOW, WE DON'T NECESSARILY NEED A MOTION BASED ON THE FACT I'VE ALREADY STOPPED THE MONTH OF AUGUST.

BUT WE'LL WE'LL REVIEW AND COME BACK WITH MORE DETAIL IN THE NEAR FUTURE TO FOLLOW UP.

YOU JUST WANT TO SAY THANK YOU.

AND I'M NOT LOOKING FOR A RESOLUTION TONIGHT.

I WAS JUST LOOKING FOR DIRECTION.

BUT CLEARLY IT'S ALREADY BEEN DONE.

SO I'M FINE. THANK YOU.

GOOD. COUNCILLOR FINAMORE.

THANK YOU. THIS IS GOING TO BE VERY UPSETTING NEWS FOR A LOT OF PEOPLE AND ESPECIALLY OUR USER GROUPS. AND I'M JUST WONDERING, I KNOW WE HAVEN'T HAD TIME TO DIGEST THIS.

IT'S JUST NEW INFORMATION TO US.

BUT IF YOU COULD GIVE US SOME KIND OF IDEA WHAT YOU THINK THE NEXT STEP IS IN THIS, UM, THAT, UH, MIGHT SOOTHE SOME PEOPLE THAT ARE GOING TO GET VERY UPSET ABOUT THIS, THAT, UM, WHETHER IT'S TO HAVE, UH, THE COMMITTEE MEETING WITH THE, UH.

USERS OR WHATEVER IT IS TO JUST LOOK AT WHAT IS OUR NEXT STEP? ABSOLUTELY HAPPY TO MEET WITH THE WITH THE HUB USER GROUPS, OF COURSE, AND EXPLAIN, BUT MY MY SENSE IS WE IN ORDER TO NOT LOSE TIME, WE REVIEW THE DETAILED DESIGN OR WE MOVE AS QUICKLY AS WE CAN ON THE ENGINEERING AND THE ACTUAL DETAILED DESIGN AND FIGURE THAT SCOPE OF WORK OUT SO THAT WE CAN TENDER THE DESIGN PORTION.

THE DESIGN PORTION WILL BE ONE AND A HALF TO TWO AND A HALF MILLION DOLLARS.

BUT THAT'S A NUMBER THAT WHERE WE CAN GET OUR MINDS AROUND, PERHAPS GET FUNDING FROM SOME OF OUR MORE TRADITIONAL SOURCES TO HOPEFULLY GET THE DETAILED DESIGN MOVING SO THAT WE DON'T LOSE TOO MUCH TIME WHEN THE NEXT OPPORTUNITY COMES FOR SERIOUS CAPITAL MONEY, THAT WE'LL HAVE DETAILED DESIGNS READY TO GO AND BE SHOVEL READY AND TENDER READY AS OPPOSED TO THE STATE THAT WE'RE IN NOW, WHICH IS NOT QUITE QUITE THERE YET.

SO THAT MAY BE AN OPTION SO THAT WE CAN FOCUS ON THE CHEWABLE CHUNKS AND THE SMALLER ITEMS THAT WE CAN DO IN THE SHORT TO MEDIUM TERM.

SO WE DON'T LOSE A LOT OF TIME WHILE WE'RE, YOU KNOW, LOOKING INTO THE BIGGER COST ITEMS. AND THERE MIGHT BE AN OPPORTUNITY TO PHASE THE PROJECTS.

WE DON'T WANT TO INCUR TOO MUCH EXPENSE BY.

AND THERE'S GOT TO BE A WAY WITH SOME STRATEGIC ENGINEERING AND SHORTER, SMALLER FUNDING APPLICATIONS TO NOT LOSE TOO MUCH TIME AND KEEP KEEP THE MOMENTUM GOING ON THE DESIGN, BECAUSE SOONER OR LATER WE KNOW WE NEED THESE FACILITIES, CERTAINLY THE ARENA AND THE POOL, THAT'S FOR SURE.

I ALSO HAD AN UNDERSTANDING, EVEN WITH THIS WAS ONE PERSON OF MONEY, WHICH WAS A LARGE AMOUNT OF MONEY ALL AT ONCE.

BUT I ALSO UNDERSTOOD AT THE SAME TIME THAT THERE'S A MULTITUDE OF SMALLER PURSES OF MONEY THAT WE CAN BE APPLYING TO IN A PHASED IN APPROACH OR STEPPING INTO THE APPROACH.

[00:20:03]

SO THERE'S STILL A LOT OF WORK THAT CAN BE DONE THERE, ALONG WITH THE HYBRID AND PREFAB CONCEPTS. THERE'S A FEW DIFFERENT ANGLES WE CAN LOOK AT THERE FOR FOR THE COMMUNITY COUNCIL. PATRIE. IT'S VERY DISHEARTENING NEWS.

WE'VE SPENT A MILLION DOLLARS ON A PIECE OF PROPERTY TO PUT THE FACILITY THERE.

WE'RE NOT GETTING THE FUNDING.

YOU'RE SAYING MAYBE SPENDING A MILLION, MILLION AND A HALF ON ENGINEERING? I'M NOT INTERESTED IN SPENDING ANY MORE MONEY UNLESS IT'S FUNDING.

I WOULD WANT STAFF TO CONTINUE TO WHOLEHEARTEDLY AND.

WITH ALL DUE RESPECT, BUST YOUR BUTT, FIND FUNDING BEFORE YOU SPENDING TAX DOLLARS ON IT, IF THERE'S FUNDING AVAILABLE FOR FUTURE WORK, THEN LET'S DO THAT.

YOU HAVE TO REALIZE, SINCE I'VE BEEN ON COUNCIL, THIS IS MY FOURTH ROUND AT THIS FUNDING.

WE'VE BEEN GIVEN IT THREE TIMES.

NEVER GOT THE MONEY THIS TIME, WE'RE TOLD.

NO, ACTUALLY, WE'VE BEEN TOLD NO A COUPLE OF TIMES IN THERE AS WELL.

BUT BUT WE'VE ACTUALLY BEEN TOLD THAT WE HAD THE FUNDING FOR IT AND WE NEVER EVEN GOT IT.

I JUST DON'T WANT TO SPEND ANY MORE TAX DOLLARS ON IT UNTIL WE KNOW SOMETHING.

WHEN YOU'RE SITTING HERE SAYING, WELL, IT'S A MILLION, MILLION AND A HALF FOR ENGINEERING AND WE SHOULD BE DOING THAT, I DON'T WANT TO SPEND A PENNY UNLESS IT'S FUNDED.

SO IF STAFF CAN COME BACK AND I WOULD WANT STAFF TO COME BACK AND CONTINUE TO LOOK FOR THAT MONEY, DON'T BRING IT BACK UNTIL WE HAVE SOME FUNDING TO DO IT.

LET'S NOT KEEP SPENDING MONEY ON SOMETHING THAT WE CAN'T AFFORD TO BUILD.

COUNCILLOR CYR.

THANK YOUR WORSHIP THROUGH. THIS MIGHT BE THE OPPORTUNITY WHERE WE HAVE TO LOOK AT THE PROJECT AND LOOK AT IT AS A PHASED APPROACH, MODULAR, JUST ONE COMPONENT AT A TIME AND JUST BUT IT'LL STILL NEED A WHOLE DESIGN ACCORDINGLY.

BUT MAYBE MAYBE IT SHOULD BE JUST DONE STEP BY STEP, PIECEMEAL.

SO IF IT'S, YOU KNOW, REPLACE ONE BUILDING AT A TIME OR A COUPLE OF BUILDINGS AT A TIME AND BUT STILL HAVE AN OVERALL DESIGN THAT HAVE A FIVE YEAR PROJECT ON YOUR PROJECT THAT MAYBE MAYBE SOME WE LOOK AT IN DIFFERENT WAYS.

THANK YOU, COUNCILLOR TURNER.

THANK YOU. I'M NOT IN FAVOR OF PAUSING WORK ON DEVELOPING THE PROJECT.

I THINK WHAT WE NEED TO DO IS WE NEED TO SIT DOWN THE FIRST, SIT DOWN THE COMMITTEE AS SOON AS POSSIBLE, START LOOKING AT OPTIONS, CRUNCH THE NUMBERS.

COUNCILLOR CYR SPOKE OF MODULAR BUILDS IN SECTIONS VERY EXPENSIVE WAY TO GO.

MUCH MORE EXPENSIVE THAN DOING IT ALL AT ONCE.

BUT NONE OF US KNOW THE NUMBERS YET.

SO LET'S WORK WITH THE BENEFIT OF THE FACT WE HAVE A TREASURER NOW.

JUST FOUND SOME WORK FOR YOU, MR. SONNENBERG. BUT IF WE CAN LOOK AT IT AND SAY HOW MUCH TO DO THIS, HOW MUCH TO DO THAT, WHERE DOES IT COME FROM? THEN WE CAN COME BACK AT COUNCIL AND WE CAN MAKE SOME FINAL DECISIONS, SO LET'S LET THE COMMITTEE GET TOGETHER AND GET SOME SORT OF REPORT FOR COUNCIL AND BRING IT BACK.

AND THEN WE CAN DO SOME SOME DECISION MAKING BASED ON REALITY AS OPPOSED TO WHAT OUR FEARS ARE. THANKS, COUNCILLOR PEARCE.

THANK YOU. YOUR WORSHIP, TO YOU, I WOULD AGREE 100 PERCENT WITH COUNCILLOR TURNER.

I'D ALSO REMIND COUNCIL THAT WE VOTED.

I'M PRETTY SURE IT WAS UNANIMOUS THAT REGARDLESS OF WHETHER WE GOT FUNDING OR NOT, THAT WE WERE GOING TO GO AHEAD WITH THIS PROJECT.

I'M NOT SURE THAT WE AGREED IN THE MANNER IN WHICH WE'RE GOING TO GO AHEAD, BUT WE DID AGREE THAT WE WERE GOING TO GO AHEAD.

SO I THINK I AGREE 100 PERCENT WITH COUNCILLOR TURNER THAT WE SHOULD NOT BE PUTTING A HOLD ON ANY FUNDING, ANY FUNDS BEING SPENT AT THIS POINT IN TIME.

HOWEVER, LET'S TAKE A LOOK AT EXACTLY WHAT WE HAVE TO DO.

LET'S SEE WHAT KIND OF COSTS ARE INVOLVED.

AND WE CAN HAVE A VERY INTELLIGENT DEBATE ABOUT WHAT WE HAVE TO DO AND HOW WE CAN MOVE FORWARD AND WHAT MANNER AND OVER WHAT PERIOD OF TIME.

THANK YOU. THANK YOU.

I KNOW THE NOHFC APPLICATION PHASE ONE WAS APPROVED, SO APPROVED IN CONCEPT.

AND MAYBE THAT'S SOMETHING WE CAN LOOK AT FOR THE NEXT STEP, THOUGH.

ONE AND A HALF TO TWO MILLION DOLLARS IN ENGINEERING FUNDING FOR THAT.

LAST YEAR WHEN WE MET WITH THE MINISTER OF NORTHERN DEVELOPMENT MINES, HE SAID THAT THE FUNDS THAT ARE IN THAT ACCOUNT ARE NOT BEING USED UP BY NORTHERN COMMUNITIES FOR BUILD AND THAT THEY WERE GOING TO INCREASE THE AMOUNTS FOR ELIGIBILITY AND ALONG WITH

[00:25:04]

INCREASING FLEXIBILITY FOR USE OF THE FUNDS.

SO I THINK THAT'S THE NEXT BIG STEP IS GETTING IN TOUCH WITH OUR NOHFC FRIENDS NEXT DOOR AND FINDING OUT WHAT THAT FLEXIBILITY IS.

BECAUSE I KNOW SUDBURY RECEIVED A MASSIVE, MASSIVE CHECK FOR A SECOND ARTS HUB LAST YEAR FROM NOHFC FAR BEYOND WHAT NOHFC SAID THEY GIVE OUT AS ALLOTMENT.

SO DEFINITELY STUFF TO LOOK INTO.

COUNCILLOR PEARCE, YET ANOTHER QUESTION ON COMMENT.

YEAH, I'M SORRY, YOUR WORSHIP, IF I MAY, I WOULD LIKE TO SUGGEST TO STAFF THAT WE CONTACT THE BUREAUCRATS INVOLVED IN THIS AND FIND OUT EXACTLY WHY WE WERE TURNED DOWN.

I MEAN, IT WAS MY UNDERSTANDING THAT WE WERE WE FELT, YOU KNOW, CHECKED OFF ALL THE RIGHT BOXES. AND IN FACT, THEY LIKED OUR PRESENTATION SO MUCH, THEY USED IT AS THE MODEL GOING FORWARD. SO I'D LIKE TO KNOW IF THAT'S THE CASE.

THEN WHY DID ELLIOT LAKE NOT GET SELECTED AND OTHERS DID? IT DOESN'T MAKE ANY SENSE TO ME.

SO I THINK IF WE FOLLOW UP WITH THE BUREAUCRATS, NOT THE POLITICIANS, THE BUREAUCRATS, I HAVE A PARTICULAR FEELING AS TO WHY THE POLITICIANS MAY HAVE TURNED US DOWN.

BUT I THINK THE BUREAUCRATS HAVE GOT TO BE ABLE TO GIVE US A BIT MORE SOLID INFORMATION IN TERMS OF WHY WE DIDN'T MEET THE CRITERIA THAT THEY SAID WE SET THE MARK FOR THEM.

WELL, I HAVE A LONG LIST OF REASONS THAT I CAN SPECULATE AS TO WHY, BUT YOU'RE ABSOLUTELY CORRECT. THE FORMER MINISTER OF INFRASTRUCTURE DID INDEED SAY THAT WE HAD THE MOST DETAILED APPLICATION HE HAD SEEN AND THAT THEY WERE DEFINITELY WAS A TEMPLATE FOR THEIR THEIR FUNDING. MIND YOU, HE HAS A NEW JOB AND THERE IS A NEW MINISTER OF INFRASTRUCTURE PUT IN PLACE SHORTLY THEREAFTER.

AND SHE DECLINED TO MEET WITH US AT THE LAST CONFERENCE, ALTHOUGH DID TALK TO US IN THE HALLWAY FOR A FEW MINUTES.

SO NOT SURE WHERE THEIR HEADS ARE AT, BUT IT WOULD BE GOOD TO KNOW.

OK, SO VERY DISAPPOINTING NEWS, BUT WE'RE GOING TO TRUCK ON.

WE'VE BEEN TRUCKING ON FOR YEARS.

AS COUNCILLOR PATRIE SAID, IT'S BEEN YEARS AND YEARS AND YEARS AND NOT NOT GOING TO GIVE UP ON OUR COMMUNITY ANYTIME SOON.

NINE POINT TO ARTS AND CULTURE HUB UPDATE.

MR. GAGNON, IF YOU WOULD, PLEASE.

WELL, THAT ONE'S A LITTLE BIT MORE POSITIVE.

AS COUNCIL ALREADY IS AWARE.

WE APPLIED FOR EIGHTY FIVE PERCENT FUNDING FOR THE DESIGN FEASIBILITY STUDY STAGE.

WE HAD A KICKOFF MEETING LAST WEEK WITH THE SUCCESSFUL CONSULTANT THAT WE AWARDED THE CONTRACT TO, BROOKE MCELROY, MS. HENNESY, MYSELF AND MR. MURRAY FINN AND [INAUDIBLE].

SO IT WAS A GOOD KICKOFF MEETING JUST TO GET TO KNOW EACH OTHER, UNDERSTAND THE PRINCIPLES, WHO WAS GOING TO BE WORKING ON OUR PROJECT.

WE HAVE A LOT OF DOCUMENTS TO SEND TO THEM AND THEY'RE UP IN OUR MINDS AROUND THE SCOPE OF WORK. WE EXPLAINED TO THEM OUR NEEDS.

OUR FIRST STEP IS TO REVIEW THE LIST OF FORMER TENANTS AND THEIR NEEDS, AND THEY HOPE TO BE IN THE COMMUNITY FOR A SITE VISIT IN LATE AUGUST OR EARLY SEPTEMBER.

AND THEY UNDERSTAND OUR ISSUES OF NOT BEING ABLE TO PAY THEM UNTIL LATER ON.

ONCE FUNDING IS APPROVED OR WORST CASE SCENARIO, WE HAVE TO ABSORB IT.

BUT, YOU KNOW, WE'RE VERY OPTIMISTIC THAT THIS WILL WILL PAN OUT OUR FUNDING APPLICATIONS TO THE NOHFC AND TO THE CULTURAL SPACES CANADA FUND.

SO WE'VE GOT AS LONG AS FAR ALONG AS WE POSSIBLY CAN, WE WILL BE IN TOUCH WITH OUR TENANT GROUPS AND OUR STAKEHOLDERS AND CONTINUE TO WORK WITH THOSE TWO KEY PRIMARY STAKEHOLDERS TO REPRESENT THE CULTURE AND THE ARTS COMMUNITY AND KEEP MOVING ON THAT PARTICULAR PROJECT AS SOON AS IS POSSIBLE TO KEEP THAT MONEY MOVING.

THANK YOU. IS THERE ANY QUESTIONS ABOUT THIS ONE, COUNCIL MEMBER TURNER.

TO YOU, YOUR WORSHIP MR. GAGNON? ANY SENSE OF TIMING ON GETTING SOME SORT OF RESPONSE FROM THE FEDS ON THIS? YEAH, THEY INDICATED TO ME MID-SEPTEMBER, THEY INDICATED THE THEY AGAIN, WE'VE HEARD THIS BEFORE, BUT THEY THEY THEY THOUGHT THERE WAS NO ISSUES WITH THE STRUCTURE OF THE APPLICATION THAT WAS SUBMITTED.

AND THIS IS THE CULTURAL THIS IS A NEW FUND FOR US.

WE HAVEN'T APPLIED TO THIS.

CULTURAL SPACES. CANADA FUND IS MANAGED BY THE CANADIAN HERITAGE FEDERAL DEPARTMENT, BUT WE CHECKED OFF ALL THOSE BOXES AS WELL.

AND THEY SAID IT'S IN THE WORKS.

IT'S JUST THAT'S JUST THE TIME IT TAKES FOR THEM TO GET THEIR ACKNOWLEDGMENT LETTER BY MID-SEPTEMBER SAYING YOU'RE IN THE QUEUE.

IT'S NOT AN APPROVAL, BUT IT'S AT LEAST IT GIVES YOU THE COMFORT THAT IF YOU ANY COST INCURRED AFTER THAT MID-SEPTEMBER RANGE WILL BE ELIGIBLE TO BE REIMBURSED.

THEY ALSO KNOW THAT WE JUST AWARDED THE CONTRACT AND THAT WE SELECTED THAT FIRM.

[00:30:01]

THEY WERE GIVEN THE RFP AND THE TWO PROPOSALS.

SO THEY UNDERSTAND AND WE SEEM TO BE FINE FROM A PROCEDURAL, BUREAUCRATIC STANDPOINT.

SO THANK YOU.

ANY OTHER QUESTIONS OR COMMENTS ON THE ARTS CENTER? OK, THANK YOU. NINE POINT THREE RESIDENTIAL WATERFRONT DEVELOPMENT OPTIONS STANDING ITEM IN THIS MATTER DEALS POTENTIAL ACQUISITION OR DISPOSITION OF PROPERTY OWNED BY THE MUNICIPALITY MAY BE DISCUSSED IN CLOSED SESSION AS PER SECTION 2392C OF THE MUNICIPAL ACT AND I'D ASK MR. GAGNON FIRST, IS THERE A NEED TO GO IN CLOSED SESSION FOR ANY UPDATES ON THIS OR NOT PARTICULARLY? I'M STILL HOPING TO HEAR BACK IN THE NEXT COUPLE OF WEEKS TO HAVE MORE INFORMATION FROM LEGAL ON SOME IDEAS WE HAVE.

BUT NOTHING THAT REQUIRES AN UPDATE THIS EVENING IN CLOSED SESSIONS.

THANK YOU. PETITIONS.

SO VERY GOOD STUFF.

ANY QUESTIONS, QUALMS, QUERIES.

COUNCILLOR FINAMORE. THROUGH YOU.

I JUST WANTED TO SAY THAT I HAD THE OCCASION TO TALK TO MR ELLIOTT AT ELNOS.

AND I JUST WANT TO REMIND THE PEOPLE IN THE CITY THAT IF THEY'RE NOT SURE IF THEY QUALIFY OR IF THEY DON'T KNOW HOW TO GO ABOUT THE PROCESS TO PLEASE CALL.

AND BECKY AND MR ELLIOTT WILL DEFINITELY HELP YOU THROUGH THE PROCESS THAT IF YOU'RE NOT SURE IF YOU QUALIFY OR NOT, THEY'LL BE ABLE TO HELP YOU.

AND THEY HAVE SOME INNOVATIVE IDEAS ON HOW TO MAKE YOUR BUSINESS MORE SUCCESSFUL THROUGH THE PANDEMIC BY BUYING THE PROPER PROTECTION.

SO THANK YOU, COUNCILLOR CYR.

THANK YOU. WORSHIP THROUGH YOU, I, I FORGET THE DETAILS, BUT I'D LIKE TO KNOW HOW ARE A LOT. THERE'S STILL A LOT OF SMALL BUSINESSES THAT DON'T KNOW ABOUT THIS PROGRAM.

SO WHAT TOOLS ARE WE USING TO GET THE MESSAGE OUT? BECAUSE I KNOW I'VE FOUND A FEW PEOPLE WHO HAVEN'T HEARD ANYTHING ABOUT IT.

I'M NOT SURE IF ANYTHING'S BEEN POSTED ON SOCIAL MEDIA OR THE CITY'S WEBSITE, MR. GAGNON. I JUST DOUBLE CHECKED THE STATE OF THE CITY'S WEBSITE REGARDING THIS PARTICULAR PROJECT. WE DID SOME PAGE TO AND SOME OTHER ANNOUNCEMENTS.

I THOUGHT WE DID IT IN ONE OF THE PANDEMIC FLIERS, BUT THERE WAS TALK OF DOING A SPECIFIC FLIER TO EVERY HOUSEHOLD, RECOGNIZING THAT MOST BUSINESS OWNERS ARE ALSO RESIDENTS.

AND WE WOULD RECEIVE IT THAT WAY IN THE SENSE THAT THOSE FLIER DROPS TO EVERY RESIDENTIAL OR MAIL ADDRESS IN ELLIOT LAKE WAS WAS A GOOD WAY TO GET THE MESSAGE OUT.

SO WE WILL WE WILL DOUBLE DOWN THOSE EFFORTS AND SEE WHAT WE CAN DO TO GET GET THE MESSAGE OUT AGAIN. PERHAPS PERHAPS YOU COULD CONTACT AARON FERGUSON FROM THE MOOSE AND ASK HIM TO DO REMINDERS FOR THE BUSINESS COMMUNITY.

ALSO IN THE MORNING.

COUNCILLOR CYR.

MY FOLLOW UP WILL BE AS A SUGGESTION MAYBE TO UTILIZE THE MAYOR'S REPORT AS AN OPPORTUNITY TO GET THE MESSAGE OUT AS WELL.

ALL RIGHT. THAT'S SOMETHING TO START POSTING ON FACEBOOK ONCE AGAIN.

WE ACTUALLY HAVE A FEW ITEMS FOR THE COUNCIL'S REPORT THIS EVENING ALSO.

SO THAT'S A BONUS.

ALL RIGHT. ELEVEN POINT THREE.

REQUESTS FOR SUPPORT, PRIVATE NUMBERS BILL N36.

EMANCIPATION DAY.

SO IT READS LIKE THIS CITY OF ELLIOT LAKE ACKNOWLEDGES AND SUPPORTS THE FOLLOWING PRIVATE MEMBER'S BILL PUT FORWARD BY [INAUDIBLE] M36 EMANCIPATION DAY, 43RD PARLIAMENT, ONE

[00:35:01]

SESSION THAT READS AS FOLLOWS AT THE HOUSE RECOGNIZE THAT THE BRITISH PARLIAMENT ABOLISHED SLAVERY IN THE BRITISH EMPIRE AS OF AUGUST 1ST, 1834 SLAVERY EXIST IN THE BRITISH NORTH AMERICAN PRIOR TO THE ABOLITION IN 1834, ABOLITIONISTS AND ABOLITIONISTS AND OTHERS WHO STRUGGLE AGAINST SLAVERY, INCLUDING THOSE WHO ARRIVED IN UPPER AND LOWER CANADA BY THE UNDERGROUND RAILROAD, HAVE HISTORICALLY CELEBRATED AUGUST 1ST AS EMANCIPATION AND THE GOVERNMENT OF CANADA ANNOUNCED ON JUNE OUR JANUARY 30TH, 2018 THAT WOULD OFFICIALLY RECOGNIZE THE UNITED NATIONS INTERNATIONAL DECADE FOR PEOPLE OF AFRICAN DESCENT TO HIGHLIGHT IMPORTANT CONTRIBUTIONS THAT PEOPLE OF AFRICAN DESCENT HAVE MADE TO CANADIAN SOCIETY, AND TO PROVIDE A PLATFORM FOR CONFRONTING ANTIBLACK RACISM, THE HERITAGE OF CANADA'S PEOPLE, OF AFRICAN DESCENT AND CONTRIBUTIONS THEY HAVE MADE AND CONTINUE TO MAKE TO CANADA.

IN THE OPINION OF THE HOUSE, THE GOVERNMENT SHOULD DESIGNATE AUGUST 1ST OF EVERY YEAR AS EMANCIPATION DAY IN CANADA, AND THAT SUPPORT OF THIS MOTION BE SENT TO THE MEMBER OF PARLIAMENT FOR ALGOMA AND ALL HOUSE OF COMMONS REPRESENTATIVES.

AND THAT SUPPORT OF THIS MOTION BE SENT TO ALL MUNICIPALITIES IN ONTARIO.

IS THERE A MOVER? MOVED BY COUNCILLOR TURNER.

SECONDED BY COUNCILLOR CYR.

ANY DISCUSSION ON THIS? AND I'LL CALL FOR A VOTE, THEN I'LL CALL FOR A ROLL CALL VOTE.

I'LL START WITH COUNCILLOR TURNER.

IN FAVOR, COUNCILLOR FINAMORE.

IN FAVOR. COUNCILLOR PEARCE.

IN FAVOR.

COUNCILLOR PATRIE. IN FAVOR. COUNCILLOR MANN.

IN FAVOR.

COUNCILLOR CYR. IN FAVOR.

I'M IN FAVOR THAT'S CARRIED THANK YOU.

11.4.

REQUEST FOR SUPPORT CANADA'S LONG TERM CARE HOMES.

THE MOTION THAT'S HERE THAT THE COUNCIL, THE CITY OF ELLIOT LAKE, URGES THE ONTARIO GOVERNMENT TO PROVIDE FUNDING TO INCREASE FULL TIME POSITIONS IN PLACE OF CASUAL AND PART TIME LABOR AND LONG TERM CARE HOMES, AND REQUEST THAT THE MINISTRY OF LONG TERM CARE ACTS TO REGULARLY INSPECT ALL LONG TERM CARE HOMES AND SOUND INFECTION CONTROL MEASURES ARE PUT IN PLACE AT ALL ONTARIO LONG TERM CARE HOMES AND THAT THIS RESOLUTION BE FORWARDED TO PREMIER FORD, THE MINISTER OF LONG TERM CARE, [INAUDIBLE] AND ALL ONTARIO MUNICIPALITIES FOR CONSIDERATION.

IS THERE A MOVER FOR THIS? MOVE TO RECEIVE.

MOVE TO RECEIVE.

THE SECONDER SORRY THAT WAS BY COUNCILLOR MANN, SECONDED BY COUNCILLOR PEARCE.

ANY DISCUSSION ON THIS? COUNCILLOR TURNER? THIS LETTER IS ASKING, EXCUSE ME, A WORSHIP, THIS LETTER IS ASKING IS TO ACTUALLY DO SOMETHING ASIDE FROM JUST RECEIVE IT.

SO I THINK I MAY HAVE TO REMEMBER THAT AS OPPOSED TO JUST RECEIVING IT AND TROTTING ALONG. THIS IS AN ISSUE.

THAT WE SHOULD STRONGLY SUPPORT.

I LIKE THE NUMBERS FOR THE LAST FEW WEEKS, NUMBERS HAVE BEEN BOTHERING ME WHEN I READ THE NEWS AND I PARTICULARLY WATCH THE ONES REGARDING COVID.

AND LET ME GIVE YOU SOME NUMBERS WORLDWIDE AS OF YESTERDAY, ESSENTIALLY.

WORLDWIDE, 20 MILLION HUNDRED AND SEVENTY FOUR THOUSAND CASES, SEVEN HUNDRED AND THIRTY EIGHT THOUSAND TWO HUNDRED AND TEN DEAD.

THIS IS THE REPORTED AND CONFIRMED.

THAT'S THREE POINT SEVEN PERCENT DEATH RATE.

WELL, WE'RE SO BUSY SLAGGING OUR COUSIN SOUTH OF THIS ABOUT HOW WELL WE'RE DOING VERSUS THEM, HERE'S THEIR NUMBERS.

FIVE MILLION SIX HUNDRED AND SIXTY FOUR THOUSAND SEVEN HUNDRED AND SIXTY NINE CASES.

ONE HUNDRED AND SIXTY FIVE THOUSAND FIVE HUNDRED AND SIXTY FOUR DEATHS, TWO POINT NINE PERCENT VERSUS WORLD NUMBERS OF THREE POINT SEVEN.

SO THEY'RE ACTUALLY DOING BETTER THAN THE WORLD AVERAGE.

AND HERE'S CANADA'S.

HUNDRED AND NINETEEN THOUSAND ONE HUNDRED EIGHTY SEVEN CASES.

EIGHT THOUSAND NINE HUNDRED AND SEVENTY SIX DEATHS.

GUESS WHAT THAT PERCENTAGE IS, SEVEN POINT FIVE WERE DOUBLE THE WORLD AVERAGE, WE'RE DOUBLE WITH THE AMERICAN DEATH RATE IS.

AND A LOT OF IT CLEARLY GOES TO THE LONG TERM CARE HOMES, WHAT A GENIUS JOB WE DID, TAKING CARE OF OUR ELDERS.

GOVERNMENT NEEDS TO GET THE MESSAGE THAT THIS IS NOT HOW WE WANT PEOPLE TREATED.

ALL RIGHT. THE ONES I'VE BEEN IN, SOME THAT ARE WONDERFUL AND SOME THAT JUST LOOK LIKE

[00:40:04]

WAREHOUSES LINED UP WITH WHEELCHAIRS AND ROWS.

AND WE GOT TO CLEAN UP OUR ACT BECAUSE CLEARLY IN CANADA, WE PAID A PRICE THAT'S TWICE THE AVERAGE OF ANYBODY ELSE.

I ASK COUNCIL TO SUPPORT THIS AND.

ONCE WE'VE FINISHED DISCUSSING RECEIVING IT.

I'LL BE HAPPY TO PUT FORWARD THE MOTION THAT WE WILL ACT ON IT.

THANK YOU, COUNCILLOR MANN.

THANK YOUR WORSHIP. WITH RESPECT, I DO KNOW WHAT RECEIVING A MOTION DOES OR A RESOLUTION, RATHER. I DID THAT ON PURPOSE.

FRANKLY, THIS RESOLUTION DOESN'T GO FAR ENOUGH.

IT ONLY SPEAKS TO ONE SPECTRUM OF CARE FOR SENIORS.

AND I'M NOT HAPPY UNLESS IT LOOKS AT ALL MATTERS, SO I WON'T SUPPORT IT.

THANK YOU. WOULD YOU BE INTERESTED IN ADDING TO THE MOTION, COUNCILLOR MANN.

WITH RESPECT, YOUR WORSHIP, NOT THIS EVENING WITHOUT ACTUALLY SOME TIME TO DO IT PROPERLY . I'M NOT GOING TO I'M NOT GOING TO SHOOT FROM THE HIP ON THIS ONE.

THAT'S NOT REALLY RESPECTFUL TO THE TO THE CLIENTS THAT WE SERVE IN THIS PROVINCE OR COUNTRY. SO THAT'S WHY I DID WHAT I DID THIS EVENING.

OK, UNDERSTOOD.

IS THERE ANY OTHER QUESTIONS, COMMENTS? COUNCILLOR CYR.

YOUR WORSHIP THROUGH YOU. I FULLY AGREE WITH COUNCILLOR TURNER ON THIS.

CANADA DOESN'T HAVE ANYTHING TO BE PROUD OF AS FAR AS OUR COVID RESPONSE.

I MEAN, AS HE STATED THE NUMBERS, IT'S THE DATA IS THERE FOR EVERYBODY TO READ THEMSELVES. WE KEEP, YOU KNOW, EVERYWHERE YOU READ THIS, EVERYBODY'S BLAMING THE AMERICANS ON HOW BAD THEY'RE DOING.

AND IF YOU LOOK IF YOU COUNT THE DATA, WE'RE DOING WORSE THAN THEM AS FAR AS THE DEATH COUNTS AS WELL. AND I'VE SEEN THAT DATA MYSELF.

I'VE COUNTED IT SEVERAL TIMES MYSELF.

AND I THINK SOME ACTION IS STILL BETTER THAN NO ACTION.

AND PERSONALLY, I THINK THE GOVERNMENT WILL END UP DOING BETTER THAN THIS ANYWAYS.

SO I THINK IT'S IMPORTANT FOR THE WHOLE COUNTRY AND THE WHOLE WORLD TO VOICE THEIR OPINION ON IMPROVING CARE FOR SENIORS, PERIOD.

AND IF THIS IS THE FIRST STEP, THEN SO BE IT.

COUNCILLOR PEARCE.

THANK YOU, YOUR WORSHIP, THROUGH YOU.

I THINK I THE REASON I SECONDED COUNCILLOR PATRIE'S MOTION IS BECAUSE I UNDERSTAND EXACTLY WHAT HE'S TALKING ABOUT.

COUNCILLOR MANN, I THINK I BEG YOUR PARDON, COUNCILLOR MANN.

I THINK THE. IT IS A VERY COMPLICATED ISSUE THAT CANNOT BE DISCUSSED IN FIVE MINUTES, SITTING AROUND THE COUNCIL TABLE AND EVERYBODY AUTOMATICALLY PUTTING UP THEIR HANDS.

THAT'S NOT THE WAY THIS NEEDS TO BE DISCUSSED.

THERE ARE A HECK OF A LOT OF FACTORS INVOLVED IN WHAT'S WHAT'S GOING ON WITH COVID-19 IN CANADA. TO TRY AND DO THE COMPARISON BASED ON THE NUMBERS IN CANADA VERSUS THE U.S.

IS LUDICROUS, IN MY OPINION.

YOU'RE TALKING FIVE MILLION PEOPLE THAT HAVE GOT THE DISEASE DOWN THERE, 163,000 AS OF TONIGHT AND COUNTING DEAD.

THEY'RE GOING TO HIT OVER 220000.

OUR CURVE HAS BEEN GOING DOWN.

I AGREE THAT THERE ARE PROBLEMS WITH SOME OF THE THE LONG TERM CARE FACILITIES.

WE'RE AWARE OF THAT. I DON'T THINK I WANT THEM ALL PAINTED WITH THE SAME BRUSH.

I REALLY DON'T. I THINK THAT AS SOMEBODY WHOSE PARENTS, ONE PARENT WAS IN A LONG TERM CARE FACILITY FOR THE LAST YEARS OF HIS LIFE, I CAN SAY VERY STRONGLY THAT I HAVE VERY REAL VIEWS ON HOW THEY'RE TREATED AND NOT TREATED AND ALL THE REST OF THAT STUFF. I ALSO HAVE MEMBERS OF MY FAMILY WHO RAN LONG CARE, A LONG TERM CARE HOMES.

SO I THINK I HAVE SEEN BOTH SIDES OF THE STORY.

I JUST I DON'T WANT TONIGHT TO BE THAT KIND OF A DEBATE, I THINK TONIGHT LET'S RECEIVE THE MOTION, RECEIVE THE THE THE LETTER.

IF WE IF COUNCIL WANTS TO GET INTO A DISCUSSION ON THIS AT A LATER DATE, I'D BE MORE THAN HAPPY TO DO SO.

BUT I THINK IT REQUIRES A PROPER DISCUSSION AT A PROPER TIME.

THANK YOU, COUNCILLOR PATRIE.

I'M IN AGREEMENT WITH COUNCILLOR MANN AND YOU READ THE RESOLUTION, THEY'RE ASKING TO INCREASE FUNDING FOR FULL TIME POSITIONS IN PLACE OF CASUAL AND PART TIME.

IT'S NOT THE ANSWER. THE ANSWER IS THEY PROBABLY DO NEED MUCH MORE STAFF.

THEY CAN'T FILL THE POSITIONS THAT THEY HAVE, WHETHER THEY'RE FULL TIME OR PART TIME.

AND IT'S NOT JUST A FUNDING ISSUE.

IT IS A REGULATION ISSUE.

AND THE GOVERNMENT DOES NEED TO DO AN AWFUL LOT MORE.

SO I WOULD BE IN FAVOR OF SUPPORTING SOMETHING IN THE FUTURE WITH MORE INFORMATION AS TO REQUESTING THE GOVERNMENT TO STEP IN AND REGULATE MORE.

I HAVE BEEN IN CONTACT WITH SOME.

REGULATORY PEOPLE, THE BULK OF THE PROBLEM HAS BEEN IN PRIVATE CARE FACILITIES WHERE

[00:45:05]

THERE'S BEEN VERY LITTLE OVERSIGHT AND THAT'S PROBABLY WHERE MOST OF THEIR NUMBERS ARE COMING FROM. WITH THE INSPECTIONS, I WOULD BE IN FAVOR IN REQUESTING THE GOVERNMENT TO INCREASE MORE STRINGENT RULES AND MORE POLICING OF THOSE FACILITIES.

BUT I'M NOT IN AGREEMENT WITH THE WAY THAT THIS RESOLUTION IS WRITTEN TO JUST.

SAY THAT WE'RE WILLING TO MOVE FORWARD AND SAY YES TO THIS WHEN WE SHOULD ACTUALLY BE ASKING FOR A LOT MORE FROM THE PROVINCE AND THE FEDS.

COUNCILLOR FINAMORE. THANK YOU.

I DON'T EVEN KNOW WHAT TO SAY ABOUT THIS.

IT'S HEARTBREAKING. COVID CERTAINLY BROUGHT TO LIGHT A LOT OF PROBLEMS IN THE PROVINCE.

I HAVE NO IDEA WHAT THOSE PROBLEMS ARE.

I HAVE NO IDEA WHAT THOSE SOLUTIONS ARE.

BUT THIS RESOLUTION MEANS MORE TO ME ABOUT HAVING MORE INSPECTORS AND THAT THE GOVERNMENT BE MORE RESPONSIBLE FOR WHAT THEIR MANDATES ARE AND HOW THEY NEED TO STEP UP AND TO FULFILL THEIR MANDATES.

IF TO ME, THAT'S WHERE IT NEEDS TO BEGIN.

I HAVE NO IDEA IF IT'S PART TIME OR FULL TIME WORKERS THAT ARE THE PROBLEM RIGHT NOW.

IT'S TALKING ABOUT THE AMOUNT OF INSPECTIONS THAT DIDN'T HAPPEN.

THAT'S ON THE GOVERNMENT. THAT'S NOT ON THE LONG TERM CARE WORKERS.

SO, YEAH, IT'S A BIGGER DISCUSSION FOR A BIGGER DAY.

AND I HAVE NO IDEA WHAT THE ANSWER IS.

AND I DON'T KNOW. I'M NOT SURE IT'S OUR PROBLEM TO SOLVE.

ALL I KNOW IS I'M VERY PROUD OF THE WAY OUR LONG TERM CARE FACILITIES AND THE LIKE MANAGE THE PANDEMIC AND MANAGE THEIR BUSINESS ON A DAILY BASIS.

AND I THINK THAT THEY SHOULD BE GIVEN CREDIT FOR NOT EVER BEING ONE OF THESE STATISTICS.

OK, SO I THINK EVERYBODY AGREES THAT DEFINITELY SOMETHING NEEDS TO BE SAID AND DONE IN THE FUTURE, BUT THIS MAY NOT BE THE THE EXACT ANSWER, NOT NOT QUITE DETAILED ENOUGH.

SO THERE'S A MOTION TO RECEIVE ON THE FLOOR.

AND I'LL START WITH A ROLL CALL VOTE.

COUNCILLOR PATRIE/ IN FAVOR.

COUNCILLOR MANN. IN FAVOR.

COUNCILLOR CYR.

OPPOSED. COUNCILLOR TURNER.

IN FAVOR. IT'S MOTION RECEIVE.

COUNCILLOR FINAMORE.

IN FAVOR. COUNCILLOR PEARCE. IN FAVOR.

I'M GOING TO ASK THAT HOPEFULLY COUNCILLOR MANN'S ABLE TO BRING BACK SOMETHING WITH MORE DETAIL IN THE FUTURE, BECAUSE I THINK WE ALL AGREE ON THAT POINT.

SO I'M IN FAVOR OF RECEIVING FOR THIS EVENING.

12.

[12. NOTICES OF MOTION]

NOTICE OF MOTION. TWELVE POINT ONE.

POINT OF PRIVILEGE, YOUR WORSHIP.

COUNCILLOR PEARCE.

POINT OF PRIVILEGE. OK, THANK YOU.

THERE'S TWELVE POINT ONE IS THE NOTICE OF MOTION BY ME.

IT'S MY INTENTION TO WITHDRAW THE NOTICE OF MOTION, BUT I WOULD REQUEST YOUR INDULGENCE IF I MAKE A STATEMENT PRIOR TO DOING SO.

POINT OF PROCEDURE. CAN'T DO THAT.

EITHER WITHDRAW. YOU CAN ONLY HAVE A DISCUSSION AND COMMENTS IF YOU'RE PUTTING IT ON THE TABLE, IF IT'S MOVED AND SECONDED.

THAT'S THE ONLY WAY WE CAN HAVE A DISCUSSION, ACCORDING TO THE PROCEDURAL BYLAW.

NEEDS TO BE MOVED AND SECONDED.

NOT ASKING FOR A DISCUSSION, I'M ASKING TO MAKE A STATEMENT AND WITHDRAW THE MOTION.

I'M GOING TO ALLOW IT. THANK YOU.

MAKE IT BRIEF, PLEASE. GET A VOTE ON THAT BY COUNCIL.

PROCEDURE SAYS YOU CAN'T. I THINK THE CHAIR HAS RULED, COUNCILLOR.

COUNCILLOR FINAMORE.

JUST THE QUESTION OF PROCESS, WILL COUNCIL BE ALLOWED TO COMMENT ON THE STATEMENT AFTERWARDS, OR IS THIS A ONE MAN SHOW? STATEMENT. STATEMENT AS TO REMOVING IS A NOTICE OF MOTION, UNLESS WE WANT TO HAVE THAT LARGER DISCUSSION. BUT PROCEDURE, AGAIN, I WOULD LIKE COUNCIL TO BE ABLE TO VOTE WHETHER OR NOT WE'RE GOING TO VEER FROM OUR PROCEDURAL BYLAW.

OK, SO COUNCIL HAS TO VOTE ON WHETHER OR NOT COUNCILLOR PEARCE IS ALLOWED TO MAKE A BRIEF STATEMENT. SO I'LL CALL FOR A ROLL CALL VOTE.

COUNCILLOR TURNER.

IN FAVOR.

[00:50:01]

COUNCILLOR FINAMORE. OPPOSED.

I DON'T THINK YOU CAN ASK ME.

COUNCILLOR PATRIE.

OPPOSED. COUNCILLOR MANN.

OPPOSED. COUNCILLOR CYR.

OPPOSED. I'D BE IN FAVOR, BUT THAT'S DEFEATED.

SO STAND ON THAT POINT OF PRIVILEGE.

IN POINT OF PERSONAL PRIVILEGE.

POINT OF PRIVILEGE, NOT A POINT OF PERSONAL PRIVILEGE.

YOU'RE GOING TO MAKE ME OPEN UP AND.

THAT MEANS THAT I CAN MAKE A STATEMENT ABOUT A POINT OF PRIVILEGE.

THE ITEM IS WITHDRAWN, IT'S WITHDRAWN.

EXCUSE ME, COUNCILLOR, I'M NOT TALKING ABOUT THAT, I'M STANDING ON A POINT OF PRIVILEGE.

IT'S GOT TO BE ON THE AGENDA.

POINT OF PRIVILEGE DOES NOT NEED TO BE ON THE AGENDA.

HANG ON HERE. JESUS.

NEVER HAD A POINT OF PRIVILEGE CALLED ON SOMETHING LIKE THIS BEFORE.

MIC]. YEAH, IT SAYS IT'S ONE OF THOSE THINGS THAT DOESN'T NEED WRITTEN NOTICE AND CAN BE BROUGHT FORWARD IMMEDIATELY.

BUT THE DETAILS ON A POINT OF PRIVILEGE HERE IS WHAT I'M FAILING TO SEE.

YEAH, JUST AS MOTIONS RESPECT, THE FOLLOWING MATTERS MAY BE INTRODUCED ORALLY WITHOUT WRITTEN NOTICE OR WITHOUT LEAVE.

I'VE NEVER HAD ANYONE OPPOSE THE COMMENTS OF A POINT OF PRIVILEGE.

YES, COUNCILLOR TURNER, AND IT'S BEEN VOTED ON AND DEFEATED BY THE COUNCIL.

JUST GOING BY OUR DEFINITIONS IN SECTION THREE OF OUR PROCEDURE BY LAW, WHEN THE PRIVILEGE MEANS A QUESTION AFFECTING THE RIGHTS AND IMMUNITIES OF THE COUNCIL COLLECTIVELY OR THE POSITION AND CONDUCT OF MEMBERS AS ELECTED REPRESENTATIVES.

SO I'M NOT SURE THAT THIS APPLIES FOR WHAT THE COUNCILLOR WOULD LIKE TO DO, ON THE OTHER HAND, POINT OF PERSONAL PRIVILEGE BY DEFINITION MEANS A QUESTION BY A MEMBER WHO IS CONCERNED AND BELIEVES ANOTHER MEMBER HAS SPOKEN DISRESPECTFULLY TOWARD THAT MEMBER OR WHO CONSIDERS THAT HIS, HER OR HER INTEGRITY HAS BEEN IMPUGNED.

. AND I THINK THAT WHAT COUNCIL MEMBER PEARCE WANTS FALLS WITHIN THAT DEFINITION OF PERSONAL PRIVILEGE.

IT DOES, WHICH IS IN THERE.

BUT THE QUESTION IS, EVEN THOUGH I'VE RULED ON THE THE THE FACT ALREADY AND THAT'S WHY I SAID PERSONAL PRIVILEGE WAS MY UNDERSTANDING AND YOU DON'T ACTUALLY NEED IT CAN BE ORALLY WITHOUT WRITING. WHAT COUNCILLOR PATRIE HAS DONE IS PUT FORWARD A QUESTION OF THE CHALLENGE THE THE CHAIRS RULE.

PLEASE TURN YOUR MICS ON. WHICH WAS VOTED ON. AND SO THAT POINT OF PERSONAL PRIVILEGE WAS DEFEATED. SO ESSENTIALLY, SORRY, COUNCILLOR PEARCE, NO, YOU'RE YOU'RE NOT ALLOWED TO.

[00:55:04]

WOULD YOU EXPLAIN TO ME WHY I CANNOT DEFEND MYSELF WHEN OTHER MEMBERS OF COUNCIL CAN STAND UP THERE AND DO THE SAME THING? WHY CAN I NOT BE ALLOWED TO DO THAT? IT'S FINE FOR HIM TO STAND UP AND MAKE ACCUSATIONS, BUT I CAN'T STAND HERE AND DEFEND MYSELF. THAT'S A POINT OF PERSONAL PRIVILEGE.

THAT'S AN ATTACK. NO, IT'S NOT.

I'D LIKE AN APOLOGY. IT'S A STATEMENT OF FACT.

SO IT WAS VOTED DOWN BY COUNCIL, ESSENTIALLY.

OK.

[13. COUNCIL REPORTS AND ANNOUNCEMENTS]
