NOW THAT THAT ENDED IN THE END OF JUNE OF 2020 NOW MOVING FORWARD INTO SEPTEMBER 2ND, NOW CALL2RECYCLE, HAS NOW TAKEN OVER THE BATTERY CONTRACT ON THAT. SO THE CITY WOULD JUST CARRY ON, CARRY FORWARD SO WITH THE EVENT THAT WILL SHIP TO THEM. SO THEY'RE ANOTHER STEWARD THAT WILL NOW BE TAKEN OVER WITH THE BATTERIES, BASICALLY LOOKING AT THE SAME THING. SO FINANCIALLY WE'RE LOOKING AT ALL BASED ON WEIGHTS AND STUFF LIKE THAT. SO WHEN YOU'RE LOOKING AT THE ACTUAL WEIGHTS OF THE UNITS, DEPENDING ON HOW MUCH WE COLLECT EACH YEAR, YOU'RE LOOKING AT MUNICIPALITIES A DOLLAR TWENTY A KILOGRAM. SO NOW WE'RE AT THE POINT WHERE WE WENT THROUGH COUNCIL, WENT THROUGH THE BUDGET APPROVAL FOR CAPITAL BUDGET, AND WE HAVE APPROVED NINETY THOUSAND DOLLARS TO REPLACE THE UNIT. SO THE UNIT WAS SO THE TENDER WAS PUT ON TO BIDS AND TENDERS AND WE RECEIVED TWO BIDS. WE RECEIVED ONE FROM RESURFICE CORP FOR THE EIGHTY THREE THOUSAND NINE HUNDRED NINETY PLUS APPLICABLE TAXES AND ZAMBONI COMPANY LTD AT NINETY ONE THOUSAND FOUR HUNDRED EIGHTY FIVE. AFTER GOING THROUGH, THERE WAS NO BID IRREGULARITIES AND AFTER GOING THROUGH THEM, EVERYTHING LOOKED GOOD ON BOTH OF THEM. THE CHILLER, WHICH IS A SHELL AND TUBE LIKE SYSTEM, CONSISTS OF LIKE A LARGE BARREL LIKE SHELL ENCOMPASSING A WHOLE BUNCH OF SMALL TUBES INSIDE OF IT. THESE INTERIOR TUBES CONTAIN THE BRINE. SO WHENEVER YOU HEAR PEOPLE TALKING ABOUT BRINE, IT'S CALCIUM CHLORIDE, SALT WATER TYPE THING WHICH TRANSFERS HEAT THROUGH THE TUBE WALLS TO THE PRIMARY REFRIGERANT, WHICH IS AMMONIA. SO WHICH FLOODS THE LARGER CELL. SO IT'S BASICALLY YOU'RE HOPING IT'S SOMETHING SMALLER, THAT IT COULD BE ONE OF THE NIPPLES THAT WAS FIXED EARLIER IN A COUPLE OF YEARS AGO ON THE UNIT. BUT IT ENDED UP BEING ONE OF THE TUBES, WHICH, LIKE I SAID, THERE'S MANY TUBES INSIDE OF THE UNIT IT WAS SPLIT. SO THAT CAUSED THE ACTUAL AMMONIA TO MIX WITH THE BRINE. AND THEN WHEN IT WAS LEAKING THAT'S WHAT WAS HAPPENING THERE. SO BASICALLY GOING FROM THERE, IT WAS SAID THAT WE WERE GOING TO BE COMING UP ON THE BUILDING CONDITIONS ACCESS. AND ALSO BRINGING IT UP THAT WE'RE GOING TO BE LOOKING AT IT AND GOING THROUGH IT IN MORE DETAIL, GOING FROM THERE. BUT NOW THAT WE'RE AT THIS POINT, WE HAVE TO COME UP WITH OPTIONS BECAUSE OF IT STILL IS ONE OF THE MOST POPULAR UNITS THAT'S OUT IN THE MARKET ALL ACROSS CANADA. SO AT THIS POINT, THERE'S NOBODY THAT REALLY WANTS TO FIX THAT. AND THEN YOU WOULD HAVE TO GO INTO WAY MORE OF AN INVESTIGATION TO ACTUALLY GO THROUGH IT AND MAKE SURE NO OTHER TUBES ARE LEAKING. NOW, IT IS NOTED THAT THIS IS A TWO THOUSAND AND EIGHT UNIT, OR SORRY 12 UNIT, WHICH THE COMPANY IS NO LONGER AROUND, THAT MAKES THIS ACTUAL UNIT SO NOT LOOKING GOOD ON THAT END OF THINGS AS WELL. SO RIGHT NOW, WHEN WE'RE LOOKING AT THE OPTIONS, THE CITY, SINGLE SOURCE IS THE PURCHASE AND INSTALLATION OF A CHILLER TO METAL AIR WHO HAS SUPPLIED A QUOTE TOTALING SEVENTY ONE THOUSAND FIVE HUNDRED FORTY SIX FOR THE [INAUDIBLE] CHILLER THAT WOULD BE DELIVERED AND INSTALLED WITHIN TEN WEEKS OF PURCHASE AND CARRIES A STANDARD EIGHTEEN MONTH MANUFACTURING WARRANTY. METAL AIR IS A COMPANY OUT OF SUDBURY WHO TAKES CARE OF SEVERAL ARENA INCLUDING CLUB CHILLERS IN THE NORTH. OPTION TWO IS THE CITY PUTS OUT A REQUEST FOR TENDER TO SUPPLY AND INSTALL A NEW CHILLER THAT IS COMPATIBLE WITH THE CURRENT COMPRESSOR AND CONDENSER SYSTEM. THIS WOULD REQUIRE CREATING AND POSTING THE TENDER FOR AT LEAST A MONTH TO ALLOW ALL QUALIFIED COMPANIES TO BID. THIS WOULD DELAY THE INSTALL DAY TO AN ESTIMATED TIME OF MID-DECEMBER BY THE TIME THE TENDER WAS APPROVED BY COUNCIL AND AWARDED TO THE SUCCESSFUL BIDDER. WITH AN AVERAGE OR ON AVERAGE, IT TAKES UP TO 10 WEEKS TO COMPLETE THE DRAWINGS, FABRICATE THE UNIT, DELIVER AND INSTALL. THE UPSIDE IS THE POSSIBILITY OF SEVERAL BIDS TO CHOOSE FROM POSSIBLY GETTING TO A BETTER PRICE. ANOTHER OPTION, WHICH IS THE OPTION I WAS SPEAKING OF, THAT IT REALLY ISN'T AN OPTION. BUT AS FAR AS THE MINISTRY DELEGATIONS, AS COUNCILLOR FINAMORE ALLUDED TO, WE DID TALK TO THE MINISTRY OF MUNICIPAL AFFAIRS ABOUT A FEW SUBJECTS AND INCLUDING THE WHOLE INTEGRITY COMMISSIONER'S PROTOCOLS AND HOW THEY'VE KIND OF SLAPPED THIS ON US. AND, YOU KNOW, IT FEELS LIKE IT'S BEEN WEAPONIZED. IT COST THE TAXPAYERS A RIDICULOUS AMOUNT OF MONEY AND ESSENTIALLY MAYBE THEY SHOULD COME UP WITH THEIR OWN CODE OF CONDUCT. THAT IS A STATIC ACROSS THE WHOLE PROVINCE. AND THEY SHOULD RAMROD THE WHOLE CALL IN CENTER FOR COMPLAINTS AND EAT SOME OF THE COST WITH FINDING WHETHER IT'S FRIVOLOUS OR NOT, BECAUSE IT'S NOT FAIR THE WAY IT'S BEEN DONE TO MUNICIPALITIES. AND I'M HEARING THAT FROM LEADERS OF MUNICIPALITIES ALL OVER THE PLACE, THAT IT'S A RIDICULOUS COST AND IT'S CREATED A MASSIVE DIVIDE BETWEEN SEATED COUNCILLORS THAT OTHERWISE WOULD NOT BE THERE AT THE BURDEN TO THE TAXPAYER AGAIN.
