ADMINISTRATIVE OFFICER, USE OF CENTENNIAL ARENA FOR VARIOUS SOCIAL SERVICE AGREEMENTS, RECOMMENDATION THAT CAOS REPORT USE OF CENTENNIAL BE RECEIVED AND THAT THE EXISTING ARRANGEMENT FOR USE OF THE CENTENNIAL ARENA FOR PROGRAM SERVICE DELIVERY BY MAPLE GATE.CHILDREN'S AID SOCIETY OF EAST ALGOMA COUNSELING CENTER OF EAST ALGOMA TO BE EXTENDED UNTIL SUCH TIME AS THE LOBBY BECOMES IN USE FOR OTHER MUNICIPAL PURPOSES AND LET THE CAO BE AUTHORIZED TO ACCOMMODATE SIMILAR USE IN OTHER MUNICIPAL FACILITIES IF AND WHERE APPLICABLE, FOLLOWING ALL SAFETY PROTOCOLS AND WITHOUT A NEGATIVE IMPACT ON CORE MUNICIPAL SERVICES.

YOUR WORSHIP COUNCIL WILL RECALL EARLIER IN THE SUMMER WE ALLOWED THE CENTENNIAL ARENA LOBBY TO BE USED BY THOSE SOCIAL SERVICE AGENCIES WHO HAD SPACE CONSTRAINTS DUE TO COVID AND GIVEN REGARDLESS OF ANY SUMMERTIME THE CENTENNIAL ARENA LOBBY WOULD BE VERY LITTLE USED AND CERTAINLY DURING COVID IT WAS COMPLETELY CLOSED.
SO I'M SUGGESTING THAT THOSE GROUPS ARE STILL VERY NEEDING OF THE SPACE.
THEY'RE STILL USING THAT SPACE.
THEY'VE PROVIDED ALL THE REQUIRED INSURANCE AND WHATNOT.
AND THE UNFORTUNATE DELAY OF THE TILLER REPLACEMENT HAS CAUSED A DELAY IN PUTTING ICE AT THE ARENA UNTIL MID TO LATE OCTOBER.
SO THIS IS ALLOWED A LITTLE BIT MORE TIME.
BUT THE ORIGINAL MOTION AND DIRECTION FROM COUNCIL WAS THAT IT WOULD END IN LATE AUGUST.
SO I'M JUST SUGGESTING THAT WE JUST MOVE ON, CONTINUE TO ALLOW THAT USE UNTIL SUCH TIME AS THE LOBBY OTHER MUNICIPALITIES IS GET GET IN THE WAY AND THEN WE CAN REVIEW AT THAT TIME IF THERE'S OTHER SPACE.
SPACE IS STILL A BIT OF CONSTRAINT.
YOU KNOW, THE COLLINS HALL IS BEING USED AND WHATNOT, BUT WE MAY HAVE OTHER OPPORTUNITIES IF ALL THE INSURANCE AND EVERYTHING ELSE IS IN PLACE.
I DON'T SEE WHY COUNCIL COULDN'T JUST DIRECT ME TO CONTINUE TO ALLOW THAT SPACE.
AS LONG AS MUNICIPAL CORE SERVICES AREN'T BEING JEOPARDIZED OR IMPACTED, THEN I DON'T SEE WHY WE COULDN'T CONTINUE THAT.
SO THAT'S WHAT I'M RECOMMENDING THERE.
AND WE ALREADY HAVE ALL THE PAPERWORK IN PLACE TO KEEP GOING.

FIRST OFF, THIS WAS TO EXPIRE AT THE END OF AUGUST, SO I ASSUMED THAT IT WAS DONE.
THERE'S NO STAFF REPORT ATTACHED REGARDING THE FINANCIAL IMPACT.
THE ORIGINAL REPORT AND THE ATTACHED REPORT OF THE ADDITION OF THE ORIGINAL REPORT STATES THAT STAFF TO BE ON PREMISES FOR THE ENTIRE TIME WHEN PEOPLE ARE THERE, WHICH IS 15 TO 20 HOURS PER WEEK. I WOULD LIKE A COST ANALYSIS.
I WOULD LIKE TO KNOW HOW MUCH THIS IS BEING USED.
THIS WAS SUPPOSED TO BE A SHORT TERM ISSUE, SO I'M NOT IN FAVOR OF MOVING THIS FORWARD TONIGHT. I AM GOING TO PUT A DEFERRAL AND ASK THAT A REPORT COME FORWARD.
STAFF HAS ALREADY GONE BEYOND WHAT COUNCIL HAS GIVEN THEM DIRECTION TO DO AND CONTINUE TO UTILIZE THE ORIGINAL REPORT AND EXTEND IT.

THERE'S AGENCIES IN NEED. WE HAVE SPACE ONCE THE ARENA IS OPENED UP AND BEING UTILIZED THERE'S NOT A LOT GOING AT COLLINS HALL THAT THE SCHEDULE CAN'T BE FIT INTO WHAT'S GOING ON AT COLLINS HALL. WE HAVE A STAFF PERSON IN COLLEGE FOR THE WELCOME CENTER.
MRS. HENNESSEY WILL BE MOVED BACK THERE.
SO I DON'T SEE ANY ISSUE WITH THIS AT ALL.
I THINK WE ALL NEED TO STILL CONTINUE TO WORK TOGETHER AND TO DO WHAT WE NEED TO DO.

I THINK THERE'S A MISUNDERSTANDING ABOUT THE 15 TO 18 HOURS PER WEEK AND BEING STAFF PERSON WOULD BE THERE WHEN WHEN I WROTE THAT ORIGINALLY REPORT THAT STAFF PERSON IS NOT A CITY STAFF THAT'S A STAFF PERSON OF ONE OF THOSE AGENCIES.

WE'VE ALREADY AUTHORIZED THE USE OF THE ARENA LOBBY.

AND IN IN SOME OF THE OTHER WORK THAT'S BEING DONE IN THE ARENA, I PERSONALLY DON'T HAVE ANY ISSUE WITH IT. AND AGAIN, I THINK THE REASON THAT I SUPPORTED IT IN THE FIRST PLACE WAS THE REASON THAT THE THREE AGENCIES NEEDED THE SPACE.
AND I THINK THAT'S THE IMPORTANT SOCIAL SERVICE SIDE OF WHY WE'RE DOING IT.
YES, THERE ARE COSTS ASSOCIATED.
BUT AGAIN, I THINK THOSE COSTS ATTRIBUTED TO THE REASONS WHY WE'RE DOING IT FOR THOSE THREE AGENCIES FAR OUTWEIGHS IT.
I THINK OBVIOUSLY WE NEED TO CONTINUE TO SUPPORT THOSE AGENCIES, DO NOT HAVE THE PHYSICAL DISTANCING SPACE IN ORDER TO OCCUPY SOME OF THE SERVICES THAT ARE BEING USED RIGHT NOW AT THE ARENA. SO I'M STILL IN SUPPORT OF IT.

WE HAD A QUITE A HEALTHY DISCUSSION AT COMMITTEE LAST WEEK REGARDING THIS TOPIC.
AND ONE OF THE COMMENTS THAT I HAD SUGGESTED WAS WE NEED TO ENSURE THAT THIS IS, YOU KNOW, IN SAME STEP AS OUR EXISTING POLICIES.
I DON'T BELIEVE THAT THAT WOULD BE SOMETHING THAT WOULD LIMIT US FROM STILL APPROVING IT THIS EVENING AND HAVING THAT WORK DONE, BECAUSE I THINK IT IS IMPORTANT TO DO.
BUT THAT WOULD BE MY ONLY COMMENT, THAT WE ENSURE THAT ALL THE POLICIES, THOSE REGARDING STAFF AND COUNCIL AS WELL AS NOW THE PUBLIC, ARE ALL VERY SIMILAR IN FEEL AND LANGUAGE.
AND THAT, AGAIN, THAT REVIEW SETS, I BELIEVE, CAN BE DONE AT AN OPERATIONAL LEVEL.

COMES TO HUMAN RIGHTS.WITH THAT SO SIMILAR TO AT THE COMMITTEE OF THE WHOLE, I HAVE CONCERNS THAT THIS DOESN'T TIE TO A STAFF CODE OF CONDUCT.
THIS REPORT GIVES VIRTUALLY ALL STAFF FULL AUTHORITY TO DO TO ENFORCE THIS.
IT'S NOT JUST MANAGEMENT AND SUPERVISORS.
IT GOES ALL THE WAY DOWN TO LEAD HANDS.
IT GOES DOWN TO PRETTY MUCH ANYBODY THAT IS IN SOME TYPE OF A SUPERVISORY ROLE OF ANY STATE, SO IN SECTION FIVE, IT SAYS ANY STAFF, AND I'M NOT PLEASED WITH THAT.
THAT'S WHY I WAS ASKING IF A LAWYER HAS ACTUALLY LOOKED INTO THAT.

AND THEN IF STAFF DOES MAKE A DECISION THE ONLY APPEAL IS THAT YOU CAN WRITE A LETTER TO THE CAO AND THE CAO WILL READ THAT LETTER AND DECIDE WHAT HAPPENS FROM THERE.
I DON'T AGREE WITH THAT IF IT'S GOT TO BE APPEALED, I THINK THE APPEALS SHOULD BE ABLE TO COME ALL THE WAY TO COUNCIL IF IT NEEDS TO BE.
SO IT'S JUST I THINK THERE'S A LITTLE BIT MORE WORK.

MR. [INAUDIBLE] IS WILLING TO MOVE FORWARD.
IT WOULD BE FOR THE SALE OF LOT FIFTEEN ON OUR M PLAN 148.
THIS IS AN INDUSTRIAL LOT AND IT DOES MEET THE PROPOSED USE DOES MEET THE INTENDED ZONING. FINANCIAL IMPACT WOULD BE THE INITIAL SALE OF THE LAND FOR TWELVE THOUSAND FIVE HUNDRED AND THEN OUR ADDITIONAL TAX REVENUE OVER THE YEARS OF THE BUSINESS.
SO IN SUMMARY, SUPPORTING THIS SALE IS GOOD FOR THE COMMUNITY AND ADDING SOME MORE STABILIZATION TO OUR COMMERCIAL SECTOR.
