[1. CALL TO ORDER] [00:00:08] COUNCIL FOR THE CITY OF ELLIOT LAKE, IT'S TUESDAY, OCTOBER 13TH, 2020. TIME IS 7:00 P.M. AS FAR AS ROLL CALL, MEMBERS OF COUNCIL ARE PRESENT THIS EVENING. I'D LIKE TO WELCOME EVERYBODY BACK FROM THE TURKEY DAY WEEKEND. I HOPE EVERYONE GOT NICE AND STUFFED AND HAD A BIT OF TIME WITH YOUR FAMILY. WITH THAT I'D ASK IF THERE'S ANY DECLARATIONS OF CONFLICT OF INTEREST. [3. DECLARATIONS OF CONFLICT OF INTEREST] COUNCILLOR PEARCE. YES. YOUR [INAUDIBLE] DECLARE ON ITEM SIX POINT ONE BECAUSE IT AFFECTS MEMBERS OF MY FAMILY. SIX POINT ONE. AND COUNCILLOR PATRIE. YES, I'D LIKE TO DECLARE ON ITEM NUMBER 13 SIMILAR TO PREVIOUS WITH THE CHECK WRITE SPECIFICALLY CHECK RIGHT 10 OH ONE 20, EFT THREE 14 AND CHECK EFT ONE OH TWO NINE FOUR, FOR SIXTY EIGHT FORTY SIX IS TO CASSELS BROCK. AND I'M NOT SURE IF THAT IS TO DEAL WITH MYSELF OR COUNCILLOR PEARCE. I AM DECLARING ON THAT JUST TO BE CAUTIOUS. THANK YOU. ANY OTHER DECLARATIONS THIS EVENING? NO. OKAY COUNCILLOR MANN AND COUNCILLOR TURNER TOTALLY SWITCHED SEATS THERE WHILE I WASN'T LOOKING. ALL RIGHT. LOVE THE HOLLYWOOD SQUARES. [4. ADOPTION OF PREVIOUS MINUTES] FOR THE ADOPTION OF PREVIOUS MINUTES, FOUR POINT ONE, SEPTEMBER 28 TWENTY TWENTY. [INAUDIBLE] MEETING CAN I HAVE A MOVE TO ADOPT THE MINUTES BY COUNCILLOR FINAMORE. SECOND, MY COUNCILLOR MANN. ANY ADDITIONS, DELETIONS OR CONCERNS? SEEING NONE. I'LL CALL FOR THE VOTE THEN. ALL IN FAVOR. MOTION CARRIED, THANK YOU. THERE'S NO A PUBLIC PRESENTATION THIS EVENING. [6. INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS] SIX INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS. SIX POINT ONE, REPORT FROM THE HUMAN RESOURCES COORDINATOR COVID-19 POLICY. RECOMMENDATION, THAT REPORT OF THE HUMAN RESOURCES COORDINATOR DATED OCTOBER 5TH, 2020 BE RECEIVED AND THAT COUNCIL WILL REVIEW AND APPROVE THE COVID-19 STAFF POLICY FOR IMPLEMENTATION THROUGHOUT ALL CITY AT WE'RE NOT TELEVISED? YOU CAN SHOOT A TEXT TO COUNCIL CHAMBERS AND SEE IF THEY'RE. CURRENTLY GOT A FISHING SHOW ON. OH. WE ARE ON. NOT GETTING ANY RESPONSES FROM ANYONE. [INAUDIBLE] WE'LL SEE WHAT HAPPENS WITH IT. ITS CONTACTING EASTLINK BECAUSE IT'S PLUGGED IN, IT SHOULD BE WORKING, SO. [INAUDIBLE] AND EVERYTHING'S PLUGGED IN. REALLY? WE'RE STREAMING ON THE WEB PAGE CURRENTLY. [00:05:04] THERE WAS A FLASH ON THE TV, BUT NOW IT'S BACK TO THE FISHING SHOW. I'M NOT SURE HOW LONG WE WANT TO WAIT AROUND FOR EASTLINK. WE CAN ALWAYS REBROADCAST THE STREAM LIKE WE DO WITH VIRTUAL TOWN HALLS. OR WE ADJOURN FOR FIVE MINUTES AND COME BACK. I WOULD RECOMMEND WE ADJOURN AND TRY AND AT LEAST GET IT RECTIFIED. SO, YEAH. GETTING A HOLD OF EASTLINK RIGHT NOW, SO WE WILL RECESS FOR 10 MINUTES TO A QUARTER AFTER 7:00 AND HOPEFULLY THAT'S ENOUGH TIME FOR HIM TO GET EASTLINK TO SET THINGS UP. OK, SO WE KICK EVERYONE OUT OF THE ROOM AND THEN RECONVENE OR--? YOU CAN REMOVE YOURSELVES AND COME BACK? REMOVE OURSELVES. MAYBE I'LL JUST STAY ON AS THE HOST, AND IF YOU ALL WANT TO DEPART AND THEN JUST COME BACK AT SEVEN FOURTEEN. HOPING FOR BETTER ODDS. I'LL MUTE AND STOP MY VIDEO. WAYNE WORKING FOR US THIS EVENING. OK, WE'RE LIVE, SO WE'LL CARRY ON SIX POINT ONE REPORT FROM THE HUMAN RESOURCE COORDINATOR, COVID-19 POLICY. RECOMMENDATIONS THAT THE REPORT FROM THE HUMAN RESOURCE COORDINATOR DATED OCTOBER 5TH, TWENTY TWENTY BE RECEIVED BY COUNCIL REVIEW AND APPROVE THE COVID-19 [INAUDIBLE] POLICY FOR IMPLEMENTATION THROUGHOUT ALL CITY OF ELLIOT LAKE DEPARTMENTS AND THAT THE CURRENT SICK TIME BYLAWS PERTAINING TO FULL TIME NONUNION STAFF, NINE FOUR DASH NINE MEMBERS OF QP LOCAL ONE SEVENTY NINETY FOUR DASH EIGHT AND FULL TIME FIREFIGHTERS NINETY FOUR DASH 10 BE AMENDED TO INCLUDE LANGUAGE STATING ANY LOSS OF TIME OCCURRED FROM WORK DIRECTLY RELATED TO FOLLOWING THE PROCEDURES SET OUT IN THE COVID-19 STAFF POLICY WILL NOT COUNT TOWARDS THE FOUR SICK INCIDENTS CURRENTLY ALLOWED. CAN I HAVE A MOVER, PLEASE? I'LL MOVE IT FOR DISCUSSION. OK. BUT ONLY FOR DISCUSSION. SECONDED BY COUNCILLOR MANN FOR DISCUSSION, OK, LET THE DISCUSSION BEGIN. COUNCILLOR PATRIE. THANK YOU VERY MUCH FOR BRINGING THIS FORWARD. IT'S SOMETHING THAT'S VERY MUCH NEEDED. MY PROBLEM IS I THINK IT NEEDS A LOT MORE WORK, WHILE NOT NECESSARILY A LOT MORE WORK. JUST IT NEEDS SOME MORE WORK. I'M GOING TO START WITH--. SO THE SIMPLE DEFINITION OF A POLICY IS A DEFINITE COURSE OF ACTION ADOPTED FOR THE SAKE OF EXPEDIENCY. MY ISSUE IS THAT THERE SHOULDN'T BE ANY HYPERLINKS IN IT THAT COULD POSSIBLY CHANGE. THERE SHOULD BE NO SHOULDS, MAYS. THERE SHOULD BE NO DISCRETIONARY INFORMATION IN IT. PAGE 21 HAS A SECTION IN THERE THAT HAS ALREADY BEEN OVERRULED BY THE PROVINCIAL GOVERNMENT ABOUT CHANGING OF HOURS AND SO FORTH BECAUSE OF THE PANDEMIC. AND OUR ASSESSMENT TOOL THAT IS INCLUDED IN THIS SHOULD MIRROR THE ASSESSMENT TOOL THAT IS ATTACHED IN THE APPENDIX FROM THE PROVINCE. SO THOSE ARE SOME OF MY CONCERNS. I AM GOING TO PUT A-- I'M GOING TO REQUEST A DEFERRAL, BUT I'M GOING TO ALLOW IF ANYBODY ELSE WANTS TO SPEAK PRIOR SO THAT STAFF CAN HAVE A COMPLETE UNDERSTANDING OF WHAT COUNCIL'S THOUGHTS ARE ON THIS. THAT'S ONE OF THE ISSUES OF NOT HAVING COMMITTEES AND STUFF COMING STRAIGHT TO COUNCIL IS WE DON'T GET TO VET ANYTHING UNTIL WE GET HERE. BUT SO AT THIS POINT, I'M JUST GOING TO STAND DOWN. BUT I WOULD LIKE TO COME BACK AND I WILL BE PUTTING A DEFERRAL TO-- I'M GOING TO REQUEST [00:10:02] A DEFERRAL TO THE NEXT COUNCIL MEETING. I DON'T WANT IT TO GO ANY FURTHER THAN THAT. I WANT THIS TO COME BACK AS SOON AS POSSIBLE. BUT I THINK IT'S GOT TO COME BACK. YEAH. COUNCILLOR FINAMORE. THANK YOU. [INAUDIBLE] I'M NOT SURE IF I WANT TO GO THROUGH TO MR. MOSS OR MR. [INAUDIBLE]. I JUST WOULD LIKE TO KNOW IF THE UNIONS THAT ARE NAMED HERE, IF THEY'VE BEEN CONSULTED. I DO PAY UNION DUES TO A UNION. AND I KNOW BEFORE ANY VERBIAGE IS CHANGED IN A UNION CONTRACT THAT THEY MUST BE ON BOARD WITH IT. SO THAT'S MY QUESTION. NOT THAT I DISAGREE WITH THE THE INTENT HERE. I DON'T THINK AT THIS POINT IF SOMEONE IS SICK WITH COVID, IT SHOULD GO TOWARDS THEIR SICK DAYS AS THESE ARE EXTENUATING SITUATIONS. BUT I JUST WANT TO MAKE SURE THAT THE UNIONS HAVE BEEN CONSULTED WITH ANY CHANGE TO ANY LANGUAGE IN ANY CONTRACT. I CAN HANDLE PART OF THAT, AND THEN I'LL ASK MR. MOSS TO CHIME IN, AND MR. HALLOCH HAS NEEDED. THEY HAVE BEEN CONSULTED, BUT A LOT OF THIS IS MANDATED BY THE EVER CHANGING REGULATIONS FROM THE PROVINCE. SO WE'RE STRUGGLING TO KEEP UP. AND THIS WILL ABSOLUTELY BE A LIVING DOCUMENT. IT'LL BE UPDATED TOMORROW, NEXT WEEK, THE WEEK AFTER. IT KEEPS CHANGING DAILY. WE'VE BEEN CONSULTING WITH PUBLIC HEALTH AND THE UNIONS TO ROLL THIS OUT. THE ONLY THING THAT REALLY REQUIRES THE BYLAW ASPECT IS THE FOUR INSTANCES THE SICK LEAVE BYLAW ISSUE. EVERYTHING ELSE IS JUST OUR ATTEMPT TO MEET THE REGULATIONS THAT ARE JUST RECENTLY CHANGED WHEN IT COMES TO MASK USE, THE ACTIVE SCREENING, THINGS LIKE THAT. SO WE'VE BEEN DOING THE BEST WE CAN TO KEEP UP TO THE PANDEMIC. BUT THIS POLICY WILL BE CHANGING ON A REGULAR BASIS. SO I'M NOT SURE-- WE CAN CERTAINLY DEFER IT, BRING IT BACK, WORK ON IT. BUT WE'RE GOING TO HAVE TO COME TO TERMS WHERE WE WON'T BE ABLE TO HAVE A COVID-19 POLICY AMENDMENT AT EVERY COUNCIL MEETING UNTIL THE PANDEMIC IS OVER AT THIS RATE. SO I JUST WANT TO CAUTION YOU ABOUT THAT, THAT IT WILL BE CHANGING REGULARLY BECAUSE THE REGULATIONS CONTINUE. MR. MOSS, IS THERE ANYTHING YOU WANTED TO ADD ON THE CONSULTATION PROCESS? AND WE CONSULTED WITH THE UNIONS TO LET THEM KNOW ABOUT IT, SO THEIR INPUT AS WELL FOR THAT. AND LIKE DAN JUST SAID, IT'S A LIVING DOCUMENT. THINGS CHANGE EVERY DAY WITH THE PANDEMIC RIGHT NOW. SO IT WILL BE BEING UPDATED AS WE GO. AND IT'S ALSO TO TRY TO HAVE A CONSISTENT APPROACH BETWEEN ALL DEPARTMENTS TO MAKE SURE THAT THERE IS CONSISTENCY NO MATTER WHAT DEPARTMENT YOU'RE IN. SO, YEAH. COUNCILLOR MAN. THANK YOU, [INAUDIBLE]. I DON'T HAVE ANY CONCERNS WITH THE DEFERRAL AND HAVING IT COME BACK IN A WEEK. MY ONLY COMMENTS WERE AGAIN REGARDING THE NAMING OF THE POLICY. I KNOW SOME AGENCIES HAVE GONE THE WAY OF ACTUALLY NOT GOING COVID-19 POLICY, BUT INSTEAD DOING IT PANDEMIC POLICY, WHICH THEN WOULD HOPEFULLY FURTHER DECREASE THE AMOUNT OF CHANGES MOVING FORWARD. CLEARLY, THIS POLICY MAY BE ENACTED FOR A VERY FINITE PERIOD OF TIME. HOWEVER, PANDEMICS MAY COME AND GO AND THEN AT LEAST THERE'D BE SOME CONSISTENCY. SO THAT WOULD BE MY ONLY COMMENT REGARDING THE POLICY. AGAIN, YOU KNOW, CLEARLY, AGAIN, THE COMMENTS THAT HAVE BEEN MADE REGARDING CONSISTENCY OF THE SCREENING PROCESS AND ALL THAT, WE HAVE TO MIRROR AGAIN WHAT OUR CURRENT PUBLIC HEALTH DIRECTIVES ARE. AND AS MR. [INAUDIBLE] SAID, CLEARLY, THIS WILL BE EVOLVING DAILY. SO, YES, YOU KNOW, IF THERE IS A WAY THAT WE CAN SOMEHOW GET IT SO IT'S NOT COMING BACK EVERY WEEK, I WOULD APPRECIATE THAT AS WELL. BUT WE NEED TO DO SOMETHING. THANK YOU, COUNCILLOR MANN. COUNCILLOR CYR. I AGREE WITH COUNCILLOR PATRIE ON THIS ONE AND THE OTHER POINTS WERE ALREADY MENTIONED, SO I'M FINE WITH THAT. BUT I THINK THIS SHOULD COME BACK TO COUNCIL WITH A LITTLE BIT OF FINE-TUNING. THANK YOU. ANY OTHER COMMENTS FROM MEMBERS OF COUNCIL? COUNCILLOR FINAMORE. I JUST WANTED TO CLARIFY OR GET MR. [INAUDIBLE] TO CLARIFY AGAIN, SO THIS IS NOT UP TO EACH INDIVIDUAL SUPERVISOR TO DECIDE WHAT DAYS OR WHAT THAT IS ACROSS THE BOARD. EVERYBODY WILL FOLLOW THIS RULE. CORRECT. YES. SO IT'S FOR ALL DEPARTMENTS SO THAT THEY'RE ALL FOLLOWING THE EXACT SAME PROCEDURES. IT SOUNDS TO ME LIKE COUNCIL IS GOOD WITH THE INTENT HERE, BUT JUST SOME OF THE VERBIAGE NEEDS TO BE LOOKED AT AND AS COUNCILLOR MANN STATED IN AN OVERALL [00:15:01] PANDEMIC POLICY RATHER THAN COVID-19 SAVES US FOR FUTURE [INAUDIBLE]. COUNCILLOR PATRIE, DID YOU WANT TO PUT FORWARD YOUR MOTION TO DEFER? I WILL. JUST ONE FINAL COMMENT BASED ON WHAT WAS SAID, IF STAFF COULD BRING US BACK A POLICY THAT ISN'T A LIVING POLICY, TRY AND MAKE IT SIMILAR TO WHAT COUNCILLOR MANN HAS SAID, MAKE THIS A PANDEMIC POLICY. SO SHOULD THERE BE A PANDEMIC IN PLACE, YOU MUST FOLLOW HEALTH RULES, WHATEVER, CHANGE THAT VERBIAGE SO THAT WE DON'T HAVE TO DEAL WITH THIS EVERY SECOND WEEK. AS I SAID EARLIER, I'M IN FULL FAVOR OF HAVING A POLICY AND WE MUST PROTECT OUR STAFF. BUT IT MUST BE SUCCINCT. AND I UNDERSTAND THAT ALL DEPARTMENTS MUST ADHERE TO IT. THE PROBLEM IS THERE'S VERBIAGE IN HERE THAT GIVES DISCRETION OF EACH DEPARTMENT. AND I DON'T WANT THAT POLICY TO DO THAT. THIS POLICY IS A COUNCIL POLICY TO GIVE A SUCCINCT DIRECTION TO STAFF AS TO WHICH WAY TO FOLLOW SO THAT THEY DON'T HAVE TO KEEP COMING BACK TO US. SO WITH THAT, I WILL MOVE THAT THIS BE DEFERRED TILL THE NEXT COUNCIL MEETING TO COME BACK WITH A TIGHTER POLICY FOR COUNCIL TO DELIBERATE. [INAUDIBLE] BY COUNCILLOR MANN. ANY QUESTIONS, QUALMS, QUERIES WITH THE DEFERRAL? SEEING NONE. I'LL CALL FOR THE VOTE THEN. ALL IN FAVOR. THAT'S CARRIED IT TO THE NEXT--. ROLL CALL. COUNCILLOR PATRIE. IN FAVOR. COUNCILLOR CYR. IN FAVOR. COUNCILLOR TURNER. IN FAVOR. COUNCILLOR MANN. IN FAVOR. COUNCILLOR FINAMORE. IN FAVOR. I'M IN FAVOR. THAT'S CARRIED. THANK YOU, MR. [INAUDIBLE]. AND COUNCILLOR PEARCE CAN FIND HIS WAY BACK ONTO THE SCREEN. THERE WE GO. SIX POINT TWO, REPORT FROM CAO THREE COMMITTEE MEETINGS IN THE FALL OF 2020 . RECOMMENDATION THAT CAOS REPORT HOSTING COMMITTEE MEETINGS BE RECEIVED AND THAT COUNCIL DELAY FORMAL ADVISORY COMMITTEE MEETINGS IN PERSON FOR THE TIME BEING, AND THAT STAFF CONTINUE TO BE AFFORDED THE DISCRETION TO HOST INFORMAL MEETINGS OF STAKEHOLDER WORKING GROUPS VIA ZOOM OR OTHER VIDEO CONFERENCING TO ENSURE STAKEHOLDERS ARE BEING CONSULTED WHERE APPROPRIATE AND WITHOUT THE FORMALITY OF COMMITTEES, AND THAT AN EXCEPTION BE MADE FOR ANY LEGISLATIVE COMMITTEES THAT MAY NEED TO MEET FOR REGULATORY MATTERS INCLUDING, BUT NOT LIMITED TO THE ACCESSIBILITY ADVISORY COMMITTEE AND THAT COUNCIL REVIEW THE ISSUE OF RESUMING COMMITTEE MEETINGS ONCE THERE IS A CONSISTENT DOWNWARD TREND IN THE DAILY NUMBER OF COVID-19 INFECTIONS THROUGHOUT THE PROVINCE AS CONFIRMED BY [INAUDIBLE] PUBLIC HEALTH ON BEHALF OF THE PROVINCE. IS THERE A MOVER PLEASE? MOVED BY COUNCILLOR FINAMORE. SECONDER? COUNCILLOR MANN. DISCUSSION? COUNCILLOR PEARCE. THANK YOU. [INAUDIBLE] I HAVE REAL DIFFICULTY WITH THIS. I THINK WITHHOLDING ADVISORY COMMITTEE MEETINGS IS A MISTAKE AT THIS POINT IN TIME. WE HAVE THE TECHNOLOGY THAT COMMITTEES CAN MEET. THEY CAN MEET VIRTUALLY THE SAME AS WE DO. I THINK THE VOLUNTEERS PROVIDE A VERY REAL BENEFIT TO COUNCIL, AND I WOULD LIKE TO HAVE THEM BACK AGAIN, SO THAT WE CAN TAKE ADVANTAGE OF THEIR WISDOM IN CERTAIN AREAS, IN THEIR AREAS THAT THEY'RE SPECIALIZING IN. I REALLY DON'T LIKE THE IDEA OF SORT OF PUTTING THEM OFF TO THE SIDE AND I THINK IT'S NOT A GOOD IDEA. BEFORE I CONTINUE ON WITH THE SPEAKERS LIST, I DIDN'T GIVE MR. [INAUDIBLE] HIS TIME TO GO THROUGH THE INFORMATION THERE SO WE CAN FEEL A LITTLE MORE CONFIDENT. SORRY ABOUT THAT, MR. [INAUDIBLE]. NO, I JUST WANTED TO BASICALLY RECANT MY RECOMMENDATION. IT MIGHT SAVE US SOME TIME THIS EVENING. INDICATE THAT THAT WAS A BIT OF A CUT AND PASTE THAT WAS OFF LAST WEEK. THE RECOMMENDATION ISN'T SO MUCH, IF COUNCIL WISHES TO JUST SIMPLY RECEIVE THE REPORT AND WE CAN JUST STICK TO THE ORIGINAL PLAN, WHICH IS TO HAVE MEETINGS, BUT TRY TO BE SENSITIVE TO THE FACT THAT WE'RE IN A SECOND WAVE. WE MAY HAVE TO BE RELYING MORE ON ZOOM. WE MIGHT NOT BE QUITE AS TIGHT AS EFFICIENT AS WE WERE IN THE PAST. SO IT WASN'T-- I'M NOT RECOMMENDING THAT WE GO ON HIATUS LIKE WE DID IN THE SPRING. THAT WAS A BIT OF A CUT AND PASTE ISSUE. SO WE WOULD JUST MOVE AHEAD. THE BIGGER QUESTION IS, DOES THE SECOND WAVE'S APPEARANCE AND DOES COUNCIL'S MOVE TO ZOOM HAVE ANY IMPACT ON THE COMMITTEE MEETINGS THAT WERE PLANNED IN THE FALL, WHICH WE'RE HOPING TO GET TO IN THE VERY NEAR FUTURE? WE DID DO A POLL OF THE COMMITTEE MEMBERS, THE MAJORITY IN SEPTEMBER BEFORE THE NUMBERS WERE AS HIGH AS THEY ARE NOW WERE WILLING AND WOULD PREFER TO HAVE GONE IN PERSON IN [00:20:06] COLLINS HALL. WE CAN STILL MOVE TOWARDS THAT, KNOWING THAT WE MAY HAVE SOME QUORUM ISSUES, WE MAY HAVE SOME TECHNICAL ISSUES. THE MAJORITY WERE MORE COMFORTABLE IN PERSON THAN THEY WERE WITH ZOOM, BUT THERE WAS ABOUT A THIRD WHO WERE ZOOM FRIENDLY I'D CALL THEM, INDICATED THAT IN THE INFORMAL POLL OR THE POLL THAT WE DID IN SEPTEMBER. SO I'M HAPPY TO RESUME THE COMMITTEE MEETINGS AS BEST WE CAN, KNOWING THAT WE STILL ARE IN A SECOND WAVE. WE STILL WILL HAVE SOME GROWING PAINS DOING A HYBRID OF ZOOM AND IN PERSON, IF THAT'S WHAT IT TURNS OUT TO BE WHEN WE [INAUDIBLE] AND GET TO OUR ADVISORY COMMITTEE MEETINGS. THANK YOU. THANK YOU. MY COMMENTS ARE PART TWO. OBVIOUSLY, AS WE MOVE FORWARD, YOU KNOW, THIS WAS COMING AND WE TALKED A LITTLE BIT ABOUT SOME OF US TALKED ABOUT THIS IN AUGUST COMING. AND WE'RE IN THE MIDDLE OF IT NOW. MY CONCERNS ARE NOTICE PROVISIONS TO ALL COUNCIL TO ENSURE THAT WHEN MEETINGS ARE OCCURRING. I DO RECOGNIZE TO COUNCILLOR PEARCE'S POINT THAT, YOU KNOW, THERE IS A BUSINESS THAT NEEDS TO OCCUR. CLEARLY, AT SOME POINT WE HAVE TO WRAP OURSELVES AROUND THE IDEA OF BUDGET. IS THIS GOING TO BE ZOOM BUDGET? IT PROBABLY WILL BE FOR A WHILE. AND I THINK WE NEED TO DO AS MUCH AS WE CAN TO FACILITATE THAT. I AM, HOWEVER, CONCERNED ABOUT TERMS THAT IS INDICATED IN THE REPORT, INFORMAL MEETINGS. IF WE'RE GOING TO HAVE MEETINGS, WE NEED TO CALL THE MEETINGS AND WE NEED TO HOST. WE HAVE TO HAVE NOTICED PROVISIONS SO EVERYONE AROUND THE COUNCIL TABLE IS AWARE OF WHEN THE MEETINGS ARE AND THAT THEY'RE ACCESSIBLE TO ALL OF US. I GET A LITTLE CONCERNED WITH THE TERM INFORMAL MEETING. AND I KNOW IT'S NOT MEANT THAT WAY, BUT THAT'S THE CONCERN THAT I HAVE. COUNCILLOR PATRIE. THANK YOU. SIMILAR TO COUNCILLOR MANN, BUT I'D LIKE TO GO A LITTLE FURTHER. IN THE REPORT, IT ACTUALLY SAYS TO HAVE MEETINGS WITHOUT AGENDAS AND THAT IS A BREACH OF THE PROVINCIAL ACT. AND I'M IN ABSOLUTELY NO WAY, SHAPE OR FORM IN FAVOR OF DOING THAT. SO IF WE'RE GOING TO HAVE MEETINGS, HAVE MEETINGS. I DON'T HAVE A PROBLEM WHETHER THEY'RE GOING TO BE ZOOM OR NOT. MY ISSUE IS THE FACT THAT IF WE'RE GOING TO DO ZOOM, WE'RE NOT DOING A CLOSED SESSION. WE HAVE BEEN GIVEN DIRECTION TO EXPAND THE PLEXIGLAS AT CITY HALL OVER A MONTH AGO, WHICH WE STILL HAVEN'T DONE. I WOULD RECOMMEND THAT WE DO A HYBRID AND THAT WE DO GO BACK TO CITY HALL, GET CITY HALL PUT INTO PLACE THE WAY THAT IT SHOULD BE SO THAT WE ARE SAFE. AND IF MEMBERS NEED TO OR WANT TO APPLY, ATTEND VIA ZOOM THEY MAY BECAUSE WE DO HAVE THAT AVAILABLE BECAUSE OF THE PANDEMIC, THAT WE CAN DO ZOOM MEETINGS AND DO CLOSED SESSION ZOOM AND ATTEND CLOSED SESSION VIA ZOOM. BUT THE FACT THAT-- I UNDERSTAND WE'RE IN THE SECOND WAVE, BUT WE'RE NOT PART OF THE STAGE TWO PROGRAM, WE'RE STILL IN STAGE THREE. WE ARE STILL VERY SAFE, BUT WE DO STILL NEED TO TAKE THOSE PRECAUTIONS. I WOULD LIKE TO SEE COUNCIL CHAMBERS PREPARED AND MADE SAFE AS PER THE RECOMMENDATION OF APH, AND THAT WE DO GET BACK TO BEING ABLE TO DO FULL COUNCIL MEETINGS, BECAUSE IF WE'RE LIKE THIS FOR ANOTHER TWO MONTHS AND WE CAN'T TAKE CARE OF THE BUSINESS OF THE MUNICIPALITY, AS COUNCILLOR MANN SAYS, HOW ARE WE GOING TO START TO DO BUDGET? WE HAVE TO CARRY ON WITH THE BUSINESS AT HAND. SO I WOULD LIKE TO SEE US GET BACK IN THE COUNCIL CHAMBERS AND MOVE FORWARD AND GET THE PLEXIGLAS EXTENDED THE WAY THAT IT WAS RECOMMENDED BY APH. COUNCILLOR CYR. THANK YOU [INAUDIBLE]. I THINK IT'S TIME THAT WE-- WE'VE BEEN ABLE TO CLOSE DOWN. WE HAVE TO GIVE OUR CITIZENS BACK ACCESS TO THEIR GOVERNMENT. THE COMMITTEES ARE PART OF THE GOVERNANCE. WE HAVE PPE, WE HAVE SOCIAL LICENSING REGULATIONS. I MEAN, AS LONG AS THEY FOLLOW PROTOCOLS, WHICH IS THE LIMIT OF 10 PEOPLE, YOU FOLLOW THE PROVINCIAL GUIDELINES AND THE HEALTH GUIDELINES. WE HAVE TO START GIVING THE PEOPLE THEIR GOVERNMENT, WE HAVE TO START ALLOWING EVERYBODY TO PARTICIPATE LIKE THEY WERE INTENDED TO DO. I MEAN, MOST OF THE CITIES THAT I'VE BEEN CHECKING ABOUT ARE OUR SIZE OR EVEN BIGGER, THEIR CITY HALLS ARE OPEN TO THE PUBLIC WITH RESTRICTIONS, WITH PPE. [00:25:03] IT'S TIME WE STOP LIVING IN AND A FEAR MENTALITY. YES, WE SHOULD BE SAFE. WE SHOULD BE CAUTIOUS. BUT WE HAVE TO-- WE'RE THERE TO SERVE THE PUBLIC. AND RIGHT NOW, WE'RE NOT DOING THAT. WE'RE COCOONED IN OUR LITTLE SHELL AND JUST-- IF WE'RE ACTING PARALYZED OUT OF FEAR, WE'RE GIVING THAT SAME EFFECT TO THE CITIZENS, AND YOU'RE JUST DUPLICATING THAT SAME EFFECT. WE HAVE TO START SHOWING CONFIDENCE THAT THE MEASURES, THE MEASURES ARE SAFE. AND, YOU KNOW, IT'S TIME FOR US TO ACT WITH COMMON SENSE, BUT BE SAFELY. COUNCILLOR TURNER. THANK YOU, [INAUDIBLE]. WELL, I'M IN FAVOR OF GETTING BACK TO THE ADVISORY COMMITTEE MEETINGS. THERE'S SMALL PROJECTS AND A LOT OF LARGE PROJECTS THAT THEY'RE WORKING ON. SOME OF THEM ARE LEGISLATED COMMITTEES THAT NEED TO CONTINUE AND PROVIDE INPUT TO COUNCIL. WE RELY ON THE [INAUDIBLE]. AND IF YOU [INAUDIBLE] FOR PEOPLE WHO WANT TO BE IN ATTENDANCE, I WAS AT A MEETING THERE TWO WEEKS AGO WHERE TABLES WERE SPREAD EASILY 10 FEET APART. IF WE HAD ZOOMED TO THE [INAUDIBLE], I'M SURE WE CAN ACCOMPLISH COMMUNITY MEETINGS AND BRING THESE THINGS FORWARD. ADVISORY COMMITTEE MEETINGS ARE NOT RECORDED OR TELEVISED, SO THE TECHNOLOGIES THAT'S NEEDED FOR COUNCIL MEETINGS IS NOT THERE. SO THAT MAKES IT A LITTLE EASIER. I'D BE GLAD TO SEE US GET BACK TO BUSINESS. AND I DON'T WANT TO LOSE THE MOMENTUM THAT SOME OF THESE COMMUNITIES HAVE BUILT. THESE ARE GOOD PEOPLE WHO'VE VOLUNTEERED TO HELP MAKE THE CITY A BETTER PLACE, AND WE'VE LEFT THEM IN LIMBO. SO THEY'RE ANXIOUS TO GET BACK AND I DON'T WANT TO LOSE THEM. COUNCILLOR FINAMORE. THANK YOU. I AGREE WE SHOULD BE GETTING BACK TO SOME ADVISORY COMMITTEE MEETINGS THAT ARE FOLLOWING THE PROCEDURAL BYLAW, THAT ARE ADVERTISED AND THAT ARE DOCUMENTED AS BEING MEETINGS. AND I THINK THAT-- I'M JUST-- WE'RE LEADERS HERE. WE NEED TO FOLLOW THE LEADERS, THE PROVINCIAL LEADERS, THE PUBLIC HEALTH LEADERS. I DON'T THINK CALLING US LIVING IN FEAR IS AN ACCURATE PHRASE TO DESCRIBE WHAT WE'RE TRYING TO DO HERE IS BY SETTING A GOOD EXAMPLE. I DON'T THINK ANYONE WHO IS ON AN ADVISORY COMMITTEE MEETING SHOULD BE LEFT OUT BECAUSE THEY CANNOT COME TO AN IN-PERSON MEETING. AND I THINK IF THEY CANNOT COME INTO A ZOOM MEETING, THEN WE SHOULD BE ABLE TO SUPPLY THEM WITH AN IPAD OR SOMETHING SO THAT THEY SHOULD BE ABLE TO DO THAT. I DON'T AGREE THAT WE SHOULD JUST OPEN UP CITY HALL AND LET SOCIAL DISTANCING TAKE PLACE BECAUSE IT'S A VERY SMALL SPACE AND I DON'T WANT TO PUT ANY OF OUR STAFF AT RISK. WE HAVE TO THINK OF THEM FIRST. AND I WILL BE ATTENDING ANY MEETINGS THAT I'M INVITED TO BY ZOOM. AND I'M HOPING THAT THAT CAPABILITY IS WELL. I WILL NOT BE COMING IN PERSON TO ANY MEETINGS RIGHT NOW DURING THIS SECOND PHASE BECAUSE I PAY ATTENTION TO WHAT'S GOING ON. AND YES, I AM FEARFUL. I AM FEARFUL OF COVID HITTING THIS COMMUNITY AND SPREADING IT AMONGST THE GOOD CITIZENS OF ELLIOT LAKE. AND I THINK WE SHOULD ALL STILL BE IN FEAR BECAUSE FEAR WILL MAKE US ACT MORE RESPONSIBLE. I THINK THAT INVITATIONS SHOULD GO OUT TO EVERYONE THAT IS INVITED AND SHOULD BE AT THE MEETINGS AND THEN THEY SHOULD GO FORWARD ACCORDING TO THE PROCEDURAL BYLAWS. I THINK IT'S IMPORTANT THAT WE KEEP OUR BUSINESS GOING. AND I THINK OUR VOLUNTEERS ARE SITTING THERE ANXIOUSLY WAITING TO HELP US DO THAT. FOR SOME DEPARTMENTS, THERE ISN'T A LOT OF INVOLVEMENT RIGHT NOW AND MOVEMENT IN SOME OF THE DEPARTMENTS OF SOME OF THE COMMITTEES. BUT THAT DOESN'T MEAN WE CAN'T BE LOOKING FORWARD TO NEXT STEPS AND WHAT'S NEW. THIS IS OUR NEW NORM. AND WE MAY NEED TO GET USED TO DOING THIS FOR QUITE A WHILE YET. IT MAY NOT BE ANOTHER MONTH OR TWO. [00:30:01] IT COULD BE SIX OR 18 MONTHS UNTIL THERE'S A VACCINE AND A VACCINE HAS BEEN SPREAD AROUND TO ALL THE CITIZENS. SO, YEAH, I WANT US TO ACT RESPONSIBLY. THANK YOU, COUNCILLOR FINAMORE. WAS THERE ANY OTHER COMMENTS? EVERYONE'S BEEN FAIRLY CLEAR ALONG THE SAME LINES. LOOKING AT POTENTIALLY A HYBRID IF REQUIRED, BUT GETTING BACK INTO THE ADVISORY COMMITTEE MEETINGS OF SOME SORT. I HAVE ALREADY ASKED MS. BRAY IF SHE CAN BRING FOR OUR NEXT COUNCIL MEETING THE RESOLUTION TO REESTABLISH THE TWENTY TWENTY ONE AD HOC BUDGET COMMITTEE SO WE CAN DEAL WITH THAT AT OUR NEXT MEETING. COUNCILLOR PATRIE, YOU HAVE A QUESTION? I'D LIKE TO AMEND THE MOTION ON THE FLOOR TO A MOTION TO RECEIVE. SECONDER? SECOND BY COUNCILLOR MANN. ANY FURTHER DISCUSSION? COUNCILLOR TURNER. THANKS. I JUST LIKE TO KNOW FROM MR. [INAUDIBLE], IS THERE ANYTHING IN THIS MATTER THAT YOU NEED A RESOLUTION FROM COUNCIL FOR? NO, LIKE I SAID, THIS IS A BIT OF A CUT AND PASTE ISSUE FROM THE SPRING WHEN THINGS ARE DIFFERENT FROM THE SPRING. IF THIS DIES ON YOUR TABLE AS RECEIVED, WE WILL JUST REVERT TO THE DIRECTION WHICH WAS BEFORE, WHICH WAS RETURNING TO WHATEVER FORMAT IS SAFE MEETINGS IN OCTOBER. AND AS LONG AS WE GET QUORUM, WHICH WE CAN DO VIA PHONE, ZOOM WHATEVER HYBRID. A HYBRID IS MUCH EASIER AT COLLINS HALL WHEN YOU'RE NOT TRYING TO BROADCAST. BUT A LOT OF OUR ADVISORY COMMITTEES, AS YOU NOTED, AREN'T BROADCAST ANYWAY. SO BASICALLY GET BACK TO IT AND WE'LL COME BACK IN FRONT OF YOU IF WE HAVE ISSUES AFTER WE'VE TRIED A FEW. SO WE'LL GET THE [INAUDIBLE] GOING THE [INAUDIBLE] ACCESSIBILITY. AND IF YOU'RE MOVING AND THEN MAKE SURE THE NOTICE GOES TO ALL THE COUNCIL AND THE PUBLIC AND WE'LL SEE HOW IT GOES UP. BUT I WAS TRYING TO GET ACROSS WAS THAT YOU MIGHT NOT BE AS EFFICIENT AND AS TIGHT AS WE HAVE IN THE PAST, PRE PANDEMIC THAT IS, BECAUSE WE'RE GOING TO HAVE TO BE DOING SOME HANDHOLDING OF MEMBERS WHO AREN'T ZOOM FRIENDLY OR MAYBE THERE'S A COUPLE OF VOLUNTEERS ARE GOING TO GET TOGETHER AND ZOOM IN TOGETHER FROM HOME OR SOMETHING LIKE THAT. THAT'S ALL. SO WE'LL LOOK AT IT AND SEE HOW IT GOES. LET YOU KNOW. WELL, THAT SOUNDS PRETTY REASONABLE. THANKS. GOOD DISCUSSION. THANK YOU EVERYONE. SO THE MOTION RECEIVES ON THE FLOOR. I'LL CALL FOR A VOTE THEN. ALL IN FAVOR. ROLL CALL. BECAUSE ASSUMING YOU CAN'T SEE EVERYBODY, I WANT TO ROLL CALL ON EVERYTHING. I JUST SAW ALL HANDS. BUT THAT'S OK. COUNCILLOR CYR. IN FAVOR. COUNCILLOR PATRIE. IN FAVOR. COUNCILLOR TURNER. IN FAVOR. COUNCILLOR MANN. IN FAVOR. COUNCILLOR PEARCE. IN FAVOR. COUNCILLOR FINAMORE. IN FAVOR. I'M IN FAVOR. SO THAT'S CARRIED. THANK YOU AGAIN, MR. [INAUDIBLE]. OH, AND WELCOME BACK FROM YOUR HOLIDAY, BY THE WAY. SIX POINT THREE. REPORT FROM THE DIRECTOR OF FINANCE AND ECONOMIC DEVELOPMENT COORDINATOR FOR THE PROGRAM UPDATE. RECOMMENDATION THAT THE REPORT OF THE DIRECTOR OF FINANCE AND ECONOMIC DEVELOPMENT COORDINATOR DATED OCTOBER 8TH TWENTY TWENTY BE RECEIVED, LET COUNCIL CONTINUE TO SUPPORT THE [INAUDIBLE] PROGRAM UNTIL DECEMBER 31ST TWENTY TWENTY, THAT ALL EXPENSES RELATED TO [INAUDIBLE] PROGRAMS IMPLEMENTED AS A RESULT OF COVID-19 PANDEMIC BE FUNDED THROUGH THE COVID RELIEF FUND RECEIVED FROM A PROVINCE. CAN I HAVE A MOVER PLEASE? MOVED BY COUNCILLOR PEARCE. SECONDED BY COUNCILLOR PATRIE. AND I WOULD ASK IF [INAUDIBLE] OR [INAUDIBLE] WAS AVAILABLE. AND [INAUDIBLE], GOOD EVENING. SO JUST A BIT OF A BACKGROUND. AS COUNCIL'S AWARE, AS PART OF THE RESPONSE TO THE GLOBAL PANDEMIC, WE HAD ISSUED A RECOMMENDATION IN PARTNERSHIP WITH THE FAMILY HEALTH TEAM FOR THOSE OVER 70 OR WITH IMMUNOCOMPROMISATION TO SELF ISOLATE. AND THAT WAS DONE AS OF MARCH 17TH. WHEN WE DID THAT, WE IDENTIFIED THAT THERE WOULD BE A LARGE PERCENTAGE OF OUR COMMUNITY POTENTIALLY AFFECTED BY THIS RECOMMENDATION. AND THE CITY CREATED TWO AGE FRIENDLY PROGRAMS TO SUPPORT THOSE IN ISOLATION. WE HAD THE AGE FRIENDLY DELIVERS PROGRAM AS WELL AS OUR AGE FRIENDLY CHECKS IN. AND SO JUST AS A BACKGROUND AND WRAP UP ON THE AGE FRIENDLY CHECKS IN, THE CITY STAFF HAD DONE THIS SEVEN DAYS A WEEK, OFFERED IT FROM NINE AM TO EIGHT P.M. IT WAS A CALL IN OR EMAIL SERVICE DAILY TO CHECK ON THOSE IN ISOLATION. WE DID HAVE THIRTY FOUR RESIDENTS AT THE TIME REGISTERED. IT DID PROVE TO BE A VALUABLE SERVICE TO GIVE ANOTHER LEVEL OF COMFORT FOR THOSE WHO DIDN'T HAVE ANYONE LOCALLY TO CHECK ON THEM. [00:35:01] WE DID HAVE A COUPLE CALLS FOR WELLNESS CHECKS IN PARTNERSHIP WITH THE POLICE AND ALSO SOME NEEDING MEDICAL ASSISTANCE. SO IT DID PROVE TO BE A VALUABLE PROJECT. AND AS SUCH, IT WAS PICKED UP BY THE FAMILY HEALTH TEAM AS OF JUNE 1ST. THIS PROJECT IS STILL BEING OFFERED BY THE FAMILY HEALTH TEAM. AND ANYBODY WHO WOULD BE REQUIRING SERVICE OR WANTING TO SIGN UP CAN CONTACT THE FAMILY HEALTH TEAM. AND IT'S AVAILABLE FROM MONDAY TO FRIDAY, EIGHT THIRTY TO FOUR THIRTY. SO THAT HAS BEEN ADDED AS A PERMANENT TO THE COMMUNITY, WHICH IS GOOD NEWS. AND AS FAR AS AGE FRIENDLY DELIVERS, WE'VE BEEN CONTINUING TO DELIVER GROCERIES FOR THOSE IN NEED. WE DID AS THIS FIRST WAVE KIND OF STARTED TO DECLINE, WE DID SEE A REDUCTION IN ACCESS TO SERVICE AND WE HAVE BEEN OPERATING WITH ONLY ONE FULL TIME DELIVERY DRIVER AT THIS POINT. WITH THE INCREASE COMING WITH THE SECOND WAVE, WE HAVE SEEN THE REQUEST FOR DELIVERY INCREASE. WE HAVE SEEN IT GO UP QUITE SIGNIFICANTLY. SO AT THIS POINT, STAFF ARE ASKING COUNCIL TO LOOK AT SUPPORTING THE PROGRAM OFFICIALLY UNTIL THE END OF THIS YEAR. AND WE CAN LOOK AT IT AS NEEDS BASIS. BUT IT IS STILL A REQUIREMENT. AND I WOULD LIKE TO PASS IT OVER TO MS. SONNENBURG TO GO OVER SOME OF THE STATS FOR YOU FOR THE PROGRAM. MS. SONNENBURG. THANKS [INAUDIBLE]. THE STATISTICS FOR THE PROGRAM WERE ACTUALLY QUITE ENLIGHTENING. AS YOU CAN SEE FROM THE REPORT OF THE TWO THOUSAND THREE HUNDRED AND THIRTY THREE DELIVERIES OVER THE COURSE OF THE PROGRAM, WE HAVE SERVED FOUR HUNDRED AND SIXTY CLIENTS. SO THAT SHOWS US THAT WE HAVE MANY CLIENTS THAT ARE REPEAT CUSTOMERS OR REPEAT USERS OF THE SERVICE. CLIENTS ARE REQUESTING GROCERY SHOPPING AT BOTH GROCERY STORES IN THE CITY. AND THE BEST PART ABOUT THE PROGRAM IS OUR ACCOUNTS RECEIVABLE IS NINETY NINE POINT FIVE PERCENT OF CLIENTS THAT HAVE RECEIVED THEIR GROCERIES HAVE PAID US IN FULL, EITHER BY WAY OF DROPBOX AT CITY HALL, CALL IN WITH THE CHECK OR CALL IN WITH A CREDIT CARD OR PUTTING A CHECK ACTUALLY PHYSICALLY IN THE MAIL. AND WE HAVE NUMEROUS THANK YOU CARDS HANGING ON THE WALL AT CITY HALL TO SHOW THAT. THE FREQUENCY OF ORDERS SHOWS THAT ONE HUNDRED AND SIXTY FIVE CLIENTS HAVE USED THE SERVICE ONCE. TWENTY EIGHT CLIENTS HAVE USED THE SERVICE MORE THAN FIVE TIMES. AND THEN IN THE SECOND CHART, WE CAN SEE THAT THERE HAVE ACTUALLY BEEN-- THERE'S ACTUALLY ONE CLIENT THAT HAS USED THE SERVICE MORE THAN THIRTY ONE TIMES. SO WE FEEL LIKE THOSE CLIENTS ARE REGULAR USERS AND ARE BEING WELL KNOWN BY OUR AGE FRIENDLY DELIVERY STAFF. AND THE FOLLOWING CHART DETAILS THE STATISTICS FOR THE PROGRAM MOTH OVER MONTH, WHERE WE SEE THAT APRIL IS THE HIGHEST USE MONTH AND WE WOULD ANTICIPATE THAT SEPTEMBER WILL LOOK MUCH HIGHER AS WELL. HOWEVER, AT THE TIME OF PREPARATION, THE FINAL NUMBERS FOR SEPTEMBER WEREN'T QUITE TABULATED. AS FAR AS FINANCES GO, THE BUDGET WILL NOT BE NEGATIVELY IMPACTED BECAUSE THE PROVINCE DID PROVIDE SOME COVID SPECIFIC FUNDING TO THE CITY AND WE WOULD BE SUGGESTING THAT WE WOULD UTILIZE THAT GRANT FOR THIS PROGRAM. IF YOU HAVE ANY QUESTIONS FOR [INAUDIBLE] OR I, I'D BE HAPPY TO ANSWER THEM. THANK YOU, MS. SONNENBURG. THANK YOU. WE'VE RECEIVED A LOT OF COMMENTS AND LETTERS OF THANKS FROM THE PUBLIC FOR THIS PROGRAM. KEEPING A LOT OF PEOPLE SAFE AND IN THEIR MINDS, KEEPING THEM STABLE. SO THANK YOU TO EVERYONE WHO'S BEEN INVOLVED OVER THE LAST MANY MONTHS, THE LAST SIX MONTHS OR SO. BIG THANK YOU'S ALL THE WAY AROUND. I DO HAVE COMMENTS FROM COUNCILLOR CYR AND COUCNILLOR PATRIE NEXT. THANK YOU, [INAUDIBLE]. I HADN'T THOUGHT OF IT, BUT I'M REMOVING MYSELF FROM THIS DISCUSSION AS MY EMPLOYER IS PART OF THIS PROGRAM, SO I'M DECLARING A CONFLICT. THANK YOU, COUNCILLOR CYR. COUNCILLOR PATRIE. THANK YOU. I'M VERY PLEASED WITH THE STATS. IT'S VERY NICE TO SEE AND I DON'T KNOW IF THIS IS TO MRS. SONNENBURG OR TO MS. VLAHOVICH, BUT SHOULD WE BE AMENDING THE RESOLUTION? I UNDERSTAND THAT THIS IS TO DECEMBER THIRTY FIRST AND THE FUNDING THAT WE'VE RECEIVED IS TO DECEMBER THIRTY FIRST. BUT SHOULD WE JUST ADD A CAVEAT THAT SHOULD THIS BE REQUIRED TO MOVE FORWARD, THAT THE TWENTY TWENTY ONE FUNDING FROM THE PROVINCE FOR COVID RELIEF BE UTILIZED IF IT'S REQUIRED BEYOND DECEMBER 31ST? PROBABLY THROUGH MRS. SONNENBURG, I WOULD-- SHE'S THE ONE DOING THE APPLICATION. [00:40:04] IS THERE A REQUIREMENT MS. SONNENBURG AT THIS TIME? AT THIS TIME, THE INITIAL FUNDING THAT WAS RECEIVED CAN BE CARRIED FORWARD INTO TWENTY TWENTY ONE, GIVEN THAT IT'S WHETHER DEPENDING ON WHETHER OR NOT WE UTILIZE THE ENTIRE POCKET. IF ADDITIONAL FUNDING IS APPLIED FOR, IT WOULD BE DONE NEAR THE END OF THIS MONTH AND THEN THAT WOULD BE SUBJECT TO THE DISCRETION OF THE MINISTRY, WHETHER OR NOT WE ACTUALLY RECEIVED ADDITIONAL COVID REALLY FUNDING. AT THIS TIME, WE DO NOT HAVE ANY FUNDING SPECIFIC TO TWENTY TWENTY ONE, ONLY TWENTY TWENTY. HOWEVER, IF THE FUNDING IS NOT COMPLETELY UTILIZED IN TWENTY TWENTY, WE CAN CARRY IT FORWARD. FOLLOW UP COUNCILLOR PATRIE. YES, THANK YOU. BASED ON MY DISCUSSIONS WITH MRS. SONNENBURG, I BELIEVE WE'VE-- IF WE HAVEN'T, WE WILL BE OVERSPENDING THE MONEY THAT WE HAVE RECEIVED FROM THE PROVINCE. SO MY ONLY CONCERN IS, DOES IT BENEFIT US TO GIVE STAFF A RESOLUTION FROM COUNCIL APPROVING SPENDING COVID COSTING INTO TWENTY TWENTY ONE TO BENEFIT WITH HER APPLICATION TO APPLY FOR FURTHER FUNDING? MS. SONNENBURG? I WOULD SUGGEST THAT WE SHOULD MOST LIKELY EXTEND THE RESOLUTION TO EXTEND INTO TWENTY TWENTY ONE, IF THAT'S COUNCIL'S-- IF IT PLEASES COUNCIL TO CONTINUE THIS PROGRAM INTO TWENTY TWENTY ONE. I ONLY ASK THAT BECAUSE IT HAD BEEN PROPOSED PREVIOUSLY THAT WE TURNED THIS PROGRAM AWAY FROM A CITY RUN PROGRAM, AND MAYBE THERE WAS SOMEONE ELSE. I'M NOT SURE. I'M GOING [INAUDIBLE] THERE. JUST IT WAS CONVERSATIONS THAT I'M RECALLING FROM PAST COUNCIL MEETINGS. OK, SO ARE YOU LOOKING AT [INAUDIBLE]. COUNCILLOR PATRIE. I AM GOING TO PUT A FRIENDLY AMENDMENT. AND AS MR. SONNENBURG PROBABLY RECALLS, I'M THE ONE THAT SAID THAT WE PROBABLY SHOULDN'T BE DOING THIS BECAUSE WE ARE INTERFERING WITH OTHER BUSINESSES THAT ARE DOING IT. AND THE STORES, I DO BELIEVE, ARE NOW DOING IT AS WELL. BUT BASED ON THE SITUATION THAT WE HAVE AND THE PEOPLE THAT WE DO HAVE, I JUST WANT TO PUT A FRIENDLY AMENDMENT IN THERE THAT SHOULD FUNDING BE REQUIRED INTO TWENTY TWENTY ONE, THE COUNCIL AUTHORIZES STAFF TO APPLY FOR THAT FUNDING. AND LEAVE IT AT THAT. MS. BRAY, WHO WAS MOVERS AND SECONDERS? SEE IF WE CAN GET AN APPROVAL FOR A FRIENDLY [INAUDIBLE]. COUNCILLOR PEARCE MOVED AND COUNCILLOR PATRIE SECONDED THAT. OK. ARE YOU GOOD WITH THAT, COUNCILLOR PEARCE? READ YOUR LIPS, HE'S ALL GOOD, SO WE'RE GOOD WITH THE FRIENDLY AMENDMENT THERE. COUNCILLOR MANN, YOU HAD COMMENTS. THANK YOU, [INAUDIBLE]. JUST TO ADD A COUPLE UP TO COUNCILLOR PATRIE'S COMMENTS. WHETHER OR NOT WE SHOULD HAVE BEEN DOING IT IN THE BEGINNING OR NOT. I'M HAPPY WE DID. IT WAS THE RIGHT THING TO DO. CLEARLY, WE WERE ABLE TO ASSIST AN EXTREMELY VULNERABLE SECTOR OF THE POPULATION. THIS IS ONE OF THOSE THINGS THAT WHEN YOU LOOK AT WHAT WE DO, IT'S A TANGIBLE BENEFIT FOR THE COMMUNITY. THIS IS IT. IT'S SOMETHING THAT WE WERE ABLE TO DO FOR OUR RESIDENTS THROUGH A PANDEMIC, INITIATED BY STAFF AND ECHOED THE MAYOR'S COMMENTS. EXCELLENT JOB. THERE IS AN EXTREME NUMBER OF VULNERABLE PEOPLE IN THIS COMMUNITY, AND THESE NUMBERS ARE JUST THE TIP OF THE ICEBERG. SO WELL DONE. AND WE ABSOLUTELY NEED TO HAVE IT AVAILABLE BECAUSE I WOULD LOVE TO THINK THAT WE'RE ONLY GOING TO BE DEALING WITH THIS FOR I THINK TWO MONTHS WAS MENTIONED EARLIER TONIGHT. I WISH. I DON'T REALLY WANT TO THROW-- AND I'M ESTIMATING WE'LL JUST LEAVE THAT FOR ANOTHER DAY, BUT IT'S WELL IN EXCESS OF TWO MONTHS. SO. WELL DONE, EVERYBODY. COUNCILLOR FINAMORE. THANK YOU. I JUST WANTED TO ECHO THE SENTIMENTS OF COUNCIL AND THANK MS. VLAHOVICH AND HER CREW OF HELPERS THAT HAVE KEPT US GOING. THIS PROGRAM HAS LITERALLY SAVED A FEW LIVES OF PEOPLE IN ELLIOT LAKE AND I'M NOT KIDDING. AND WE WANTED THE SENIOR POPULATION TO COME HERE AND SUSTAIN OUR ECONOMY AND SUSTAIN OUR CITY. AND WE NEED TO HELP SUSTAIN THEM THROUGH THIS. AND THIS IS A HUGE-- THIS MAY SEEM LIKE SOMETHING LITTLE, BUT IT'S A HUGE THING TO MANY PEOPLE. AND I THINK THAT FOR ANY OF US THAT HAVE AGING RELATIVES THAT LIVE ELSEWHERE, WE WOULD REALLY HOPE SOMEBODY WOULD BE DOING THAT FOR OUR FAMILY MEMBERS. SO THERE'S A LOT OF GRATEFUL PEOPLE THAT I'VE HEARD FROM THAT THEIR PARENTS AND AUNTS AND UNCLES ARE USING THE SERVICE AND THEY REST EASIER IN OTHER PLACES KNOWING THAT THE CITY IS TAKING CARE OF THEIR FAMILY SO WELL. IS THERE ANY OTHER QUESTIONS OR COMMENTS ON THIS REPORT? [00:45:04] MR. GAGNON. I JUST WANTED TO PUT A SLIGHTLY FINER POINT ON WHAT WAS MENTIONED BY COUCNILLOR FINAMORE AND GIVE MS. VLAHOVICH AND MS. SONNENBURG A HUGE AMOUNT OF CREDIT. THIS PROGRAM WAS ROLLED OUT LITERALLY WITHIN DAYS. IF YOU SEE THE DATA AND THE REPORT STARTED MARCH 20TH. I MEAN, THE WORLD STILL HADN'T FIGURED OUT WHAT WAS GOING ON BY MARCH 20TH. [INAUDIBLE] THAT TURNED OUT TO BE NEVER ENDING. BUT THE PROGRAM WAS ROLLED OUT WITHIN DAYS. IT HAS, OTHER THAN SOME MINOR TWEAKS, IT HASN'T NEEDED AN OVERHAUL. IT'S JUST BEEN ROLLING. MS. SONNENBURG STARTED AS TREASURER IN A FEW DAYS EARLIER. SO SHE WAS MET WITH THE WE'RE DOING WHAT NOW? DELIVERING GROCERIES. OK, AND A CONTACTLESS PROCESS. THIS IS A MASSIVE UNDERTAKING THAT IS UNPRECEDENTED AND UNHEARD OF. AND I THINK AWARD WINNING. I JUST DON'T KNOW WHERE I'M GOING TO BE APPLYING ON BEHALF OF THE [INAUDIBLE] PROGRAM. BUT IT'S CERTAINLY JUST A MASSIVE, UNPRECEDENTED FEAT IN MUNICIPAL ADMINISTRATION THAT I THINK NEEDS TO BE PROPERLY PUT IN TO CONTEXT THAT IT'S NOT JUST THIS IS TO ROLL OUT SUCH A FAST TIME AND BE SO SUCCESSFUL. IT'S VERY IMPRESSIVE. SO THANK YOU, MS. VLAHOVICH AND [INAUDIBLE] AND MS. SONNENBURG FOR PAYING THE BILLS. AND THE STAFF ALSO THAT ACTUALLY GO AND PICK UP THE GROCERIES, OF COURSE. AND IT WAS A TEAM EFFORT, THEY JUMPED IN AND SAID, YOU KNOW, I'VE GOT OTHER THINGS I COULD BE DOING AND I'D RATHER BE DELIVERING GROCERIES TO PROTECT OUR VULNERABLE. AND THEN THEY'VE BEEN SOME OF THEM WITH A SMILE ON, YOU KNOW, FOR MONTHS NOW AND SHOWING NO SIGN OF SLOWING DOWN. SO IT'S REALLY ENCOURAGING AND IMPRESSIVE. ALL GOOD STUFF, ALL GOOD STUFF. THANK YOU. IS THERE ANY OTHER QUESTIONS AND COMMENTS ON THE REPORT? I'LL CALL FOR A ROLL CALL VOTE AS FRIENDLY AMENDED. WE'LL START WITH COUNCILLOR PATRIE. IN FAVOR. COUNCILLOR TURNER. IN FAVOR. COUNCILLOR MANN. IN FAVOR. COUNCILLOR FINAMORE. IN FAVOR. COUNCILLOR PEARCE. IN FAVOR. I'M IN FAVOR. THAT'S CARRIED. THANK YOU ONCE AGAIN. COUNCILLOR CYR CAN RETURN. THERE HE IS. NO COMMITTEE REPORTS THIS EVENING. NO OUTSIDE BOARD OR COMMITTEE REPORTING UNFINISHED BUSINESS UPDATES ON THE RECREATION HUB [9. UNFINISHED BUSINESS] . MR. GAGNON. YES, THANK YOU. SOMETIME AGO, MAYBE TWO WEEKS AGO, WE DID HAVE A VERY GOOD MEETING WITH THE ARCHITECTS AND ENGINEERS THAT HAVE BEEN RETAINED TO DO A SORT OF A LIMITED SCOPE OF WORK TO TRY TO GET A BETTER HANDLE ON HOW THE [INAUDIBLE] HUB WOULD LIE ON THE PROPERTY AT ONE FIFTY ONE ONTARIO. THAT MEETING WAS WITH OUR STAKEHOLDERS IN THE PARKS AND REC COMMITTEE. THEY WERE VERY WELL RECEIVED. RIGHT AFTER THAT MEETING, THEY STARTED THE PROCESS WITH THE GEOTECH. AND I JUST I'M TOLD THEY'RE JUST WORKING ON SCHEDULING TO GET THE RIG UP HERE TO DO THE BOREHOLES ON 151 ONTARIO, ROUGHLY BASED ON THE LAYOUT OF THE BUILDING. WHAT I'M RECOMMENDING AND UP TO THE COUNCIL, HOW YOU WANT TO HANDLE THAT. BUT WHAT I'M SUGGESTING IS WE TAKE THE POWERPOINT PDF AND WE'LL FIND A NEW SECTION ON A WEBSITE TO ROLL THAT OUT TO THE PUBLIC FOR THEIR REVIEW IN THE MEANTIME. AND THEN WE COULD SCHEDULE A MEETING. I'M NOT SURE WHETHER IT'S A HUB COMMITTEE MEETING OR SPECIAL MEETING, A COUNCIL OR WHATEVER IT WOULD BE, BUT IT WAS LIKE TO BE THE ZOOM WHERE IT WOULD BE ABLE TO HAVE A SUMMARIZED PRESENTATION BY THE ARCHITECTS TO SORT OF WALK THE GENERAL PUBLIC THROUGH. BUT IN THE MEANTIME, IN THE NEXT COUPLE OF DAYS, WE CAN GET THAT PDF, WHICH WAS FAIRLY MEANINGFUL AND HAD A LOT OF DETAIL POSTED ON THE WEBSITE IN THE VERY NEAR FUTURE. WHAT WE'VE BEEN LOOKING FOR, I WISH I WAS MORE ENCOURAGING ABOUT IT, BUT WE'VE BEEN LOOKING FOR GRANTS THAT WOULD HELP US ON THE DETAIL DESIGN PHASE JUST SO THAT WE CAN KEEP THE BALL ROLLING. NOT PARTICULARLY ENCOURAGING SO FAR, BUT WE'RE STILL LOOKING AT VARIOUS OPPORTUNITIES. WE WERE TOLD THE DETAILED DESIGN PHASE, WE KNEW THIS ALREADY WAS SIX OR SEVEN PERCENT OF THE CONSTRUCTION COSTS. SO WE'RE LOOKING AT ONE POINT SIXTY TO TWO POINT TWO MILLION. IF WE WILL BE LOOKING AT THE DETAILED DESIGN SO THAT WE COULD TAKE THE PROJECT AS CONCEPTUALIZED TO A FULL SHOVEL READY, TENDER READY STATE. SO WE'RE LOOKING INTO OPPORTUNITIES TO FUND THE DETAILED DESIGN PHASE SO THAT THE NEXT TIME FUNDING STIMULUS FUNDING COMES UP WE'LL BE A LITTLE BIT MORE PREPARED ON THE IN THE TRUE DEFINITION OF SHOVEL READY IS. THERE WILL BE OTHER INTAKES TO THE INFRASTRUCTURE AND COMMUNITY GRANTS, FEDERAL PROVINCIAL PROGRAM. WE DON'T KNOW WHEN THAT INTAKE WILL BE JUST YET, BUT THEY ARE STILL WORKING ON IT. SOMEWHAT DISTRACTED BY MY COHORT, OF COURSE, BUT WE KNOW THERE WILL BE OTHER INTAKES FOR THE BIG, BIG DOLLARS. [00:50:02] SO WE WANT TO BE MORE PREPARED NEXT TIME. ANY QUESTIONS? I THINK THAT'S ROUGHLY THE SPORTS HUB UPDATE. I'VE GOT A FEW HANDS AROUND THERE. I'M GOING TO START BY ASKING WHEN WE MIGHT BE ABLE TO EXPECT SEEING SOME DIFFERENT RECOMMENDATIONS FROM OUR STAFF, ALONG WITH LONG TERM FINANCING OPTIONS? SEEING SOME NUMBERS ON PAPER THAT WE CAN WRAP OUR MINDS AROUND? WE SHOULD BE ABLE TO DO THAT THE NEXT COUPLE OF WEEKS, AND WE CAN CERTAINLY, YOU KNOW, GIVE YOU AN UPDATE ON THE GRANT OPPORTUNITIES SUCH AS THEY ARE. AND THE QUESTION OUT A LITTLE BIT, THE DETAILED DESIGN CONCEPTS OF THE TIMING AND THEN THE LOOK AT SOME FINANCING SCENARIOS FOR THAT. BE INTERESTING TO HAVE THAT MEETING WITH WITH COUNCIL. WE CAN GIVE YOU AN ORDER OF SCALE NUMBERS, BUT WE WOULD NEED A LITTLE BIT OF DIRECTION AS TO WHAT WE'RE ACTUALLY FINANCING. IS IT THE TWENTY SEVEN MILLION DOLLAR PHASE OF THIS POOL ARENA WALKING TRACK AND OR IS IT THE FULL MONTY OF EVERYTHING, WHICH IS IN THE 30 MILLION DOLLAR RANGE? BUT WE CAN CERTAINLY DO THAT FOR YOU IN THE NEXT COUPLE OF WEEKS. OK, THANK YOU. BUT COUNCILLOR FINAMORE, TURNER AND PEARCE ALL THREW THEIR HANDS UP BASICALLY SAME TIME. SO COUNCILLOR FINAMORE. I WOULD LIKE TO JUST ASK THAT IF YOU'RE PUTTING IT ON THE WEBSITE, THAT YOU KIND OF PUT A DISCLAIMER SAYING THAT THIS IS NOT NECESSARILY THE DRAWING OF WHAT ACTUALLY IS GOING TO BE BUILT, THAT THERE COULD BE MANY CHANGES MADE. THERE'S SOME HAVING LOOKED AT IT MYSELF, THERE'S SOME CHANGES THAT I WOULD LIKE TO SEE AND SOME DISCUSSIONS AROUND SOME OF THE DESIGN OF IT. SO I WOULD BE HOPING THAT IF YOU'RE GOING TO POST THIS, THAT THE PUBLIC UNDERSTANDS THIS IS NOT WHAT IS GOING TO ACTUALLY BE BUILT. THIS IS A CONCEPTUAL FIRST STAB AT WHAT IS POSSIBLE. I THINK IT'S THE EIGHTH STAB, ACTUALLY. COUNCILLOR TURNER. I WAS JUST GOING THAT COMMENT FROM THE I GUESS THE TECHNICAL ASPECT. THAT WAS GREAT POWERPOINT PRESENTATION THAT THE ARCHITECTS OR THE PEOPLE FROM [INAUDIBLE], I BELIEVE IT IS PASSED TO US, BUT IT'S HUGE. IT'S JUST ABOUT 20 MEGABYTES. AND IN ORDER TO SHARE THAT, WE HAVE TO TALK TO OUR OWN SERVER AT CITY HALL, WHICH SEEMS TO BE UNWILLING TO PARTICIPATE IN THAT. SO GETTING IT ON THE WEBSITE WOULD BE A GOOD START. COUNCILLOR PEARCE. THANK YOU. [INAUDIBLE] TO MR. GAGNON, IN TERMS OF THE FUNDING, AS YOU KNOW, ANYWAY, [INAUDIBLE] HAS ANNOUNCED THAT THEY'RE CLOSING OFF ALL FUNDING AS OF THE END OF THIS YEAR AND. THEY'RE NOT SURE WHAT AMOUNT OF FUNDING IS GOING TO BE AVAILABLE GOING FORWARD. THEY'RE CHANGING ALL THE RULES ON US IN MIDSTREAM. HAVE WE MADE ANY APPLICATIONS AND [INAUDIBLE] WHICH WOULD ALLOW US TO GET IN BEFORE THEY CHANGE THE RULES ON THIS? ARE WE LOOKING AT GETTING ANY ADDITIONAL FUNDING THROUGH F[INAUDIBLE] OR ANY OTHER AGENCY OF EITHER THE PROVINCIAL OR THE FEDERAL GOVERNMENT? WELL, THE SHORT ANSWER IS WE'RE LOOKING AT THAT. THE PROBLEM IS SOME OF THEIR OWN CRITERIA IS QUITE LIMITING WHEN IT COMES TO WHAT THEY WILL FUND. BUT I'M NOT SURE IF MS. VLAHOVICH CAN CAN CHIME IN AT ALL IF WE MANAGE TO GET [INAUDIBLE] ONE IN, BUT OR WHETHER IT WAS NOT EVEN WORTH IT BECAUSE THEY DON'T DEEM ENGINEERING FOR A MULTI-MILLION DOLLAR HUB AS EVEN ELIGIBLE. THAT'S WHY WE'RE A LITTLE BIT DISCOURAGED BY SOME OF OUR USUAL FUNDERS. WE'LL HELP FUND FISHING PIERS AND BOARDWALKS AND WHATNOT. BUT TO DO DETAILED DESIGN FOR A 20 TO 40 MILLION DOLLAR FACILITY IS A LITTLE BIT PROBLEMATIC FOR THEIR FUNDING STREAMS. CORRECT ME IF I'M WRONG, IF I'M NOT CHARACTERIZING IT RIGHT. SO WE DID MANAGE. WE PUT IN A PHASE ONE FOR A CAPACITY BUILDING PROGRAM TO GET IT IN UNDER THE OCTOBER 31ST DEADLINE. THEY DO LIKE MR. GAGNON SAID THEY DO NOT FUND HUB'S THEMSELVES, BUT WE HAVE PUT IT IN AND A REQUEST TO DO THE DETAILED DESIGN THAT WE WOULD APPLY FOR FOR THE SPORT TOURISM SIDE OF THE HUB. SO WE DID HAVE A PREVIOUS PHASE ONE IN FOR SPORT TOURISM TO SUPPORT THE HUB. AND SO THIS WE'RE PUTTING IN AS A CONSECUTIVE TO THAT. WE KNOW THAT YOU DON'T FIND HUBS, BUT IN ORDER TO MAKE US MORE COMPETITIVE AND MEET THAT INITIAL APPLICATION ON THE SPORT TOURISM SIDE, WE DO NEED SOME HELP ON THE CAPACITY [00:55:01] BUILDING SIDE. IF THAT MAKES SENSE. SO WE HAVE PUT ONE IN TO MAKE THAT PHASE ONE CUT OFF. AND HOPEFULLY WE'LL HEAR SOON. THEY ARE ON HOLD UNTIL THE END OF THIS YEAR FOR ANY NEW APPLICATIONS, ANYTHING THAT IS IN THE PRIOR TO OCTOBER 31ST WILL BE READY AS USUAL, AND THEN WE'LL HOPE TO HEAR FROM THEM SOONER IN THE NEW YEAR. THEY'RE REVAMPING SOME PROGRAMING AND HOPEFULLY STREAMLINING A LITTLE BIT, MAKE IT A LITTLE BIT MORE ACCESSIBLE FOR US IN THE NORTH. SO. AND IS THERE A CEILING ON THE FUND THAT WE APPLIED TO FOR THE CAPACITY BUILDING? YES, THERE IS A MAXIMUM. I JUST HAVE TO PULL IT UP. IT'S NOT THE END OF THE WORLD IF WE DON'T KNOW RIGHT NOW. I'M JUST TRYING TO PULL IT OFF IN MY EMAIL. I BELIEVE WE'RE IN THE AREA OF I THINK IT'S AROUND LIKE ONE HUNDRED THOUSAND FOR THAT ONE FOR THEIR MAXIMUM PERCENTAGE. SO BEST CASE SCENARIO, WE CAN GET ONE HUNDRED THOUSAND DOLLARS OUT OF THE ONE POINT TWO MILLION THAT WE-- ONE POINT TWO TO TWO POINT TWO MILLION, ONE POINT SIX, SORRY, TO ONE TO TWO POINT TWO MILLION THAT WE WOULD NEED FOR THE DETAILED DESIGN. SO JUST TO GIVE YOU AN ORDER SCALE WHERE WE'RE CHIPPING AWAY AT FAIRLY SMALL NUMBERS, TRYING TO GET TO WHAT WE NEED. IT IS WHAT IT IS SO FAR, BUT. LOOKING AT IT AND IT'S A BIT OF A SEGWAY, WILL WE TALK ABOUT THAT SAME FUND [INAUDIBLE] IN A COUPLE OF MINUTES? COUNCILLOR PATRIE, QUESTION. JUST A COMMENT. WITH THE RESTRUCTURE OF NOHFC, AND WE KNOW THAT THAT RESTRUCTURE IS NOT JUST AN NOHFC, THAT'S THE ENTIRE PROVINCES RESTRUCTURING BECAUSE OF THE PANDEMIC. IT'S NOT NECESSARILY A LOST CAUSE. WE MAY BE ABLE TO APPLY FOR FUNDING AS SOON AS THEY GET THE NEW PROGRAMS OUT, WHICH SEEING AS THEY ARE ALL SUSPENDED AT THE END OF OCTOBER, THEY SHOULD HAVE FOR NOVEMBER NEW CRITERIA IS STARTING TO COME FORWARD, SO WE MAY BE ABLE TO START TO DO NEW APPLICATIONS NEXT MONTH. STANDARD PROCEDURES FOR THE PROVINCE, RIGHT? OK, ANY OTHER QUESTIONS, COMMENTS ABOUT THIS HUB UPDATE? SEEING NONE. THANKS, AGAIN, MS. VLAHOVICH, MR. GAGNON. NINE POINT TWO THE ARTS AND CULTURE HUB UPDATE. THAT ONE'S A SLIGHTLY MORE ENCOURAGING. I'M CAUTIOUSLY OPTIMISTIC THAT THE FEDERAL FUNDERS WILL FUND THE 50 PERCENT OF THE EIGHTY NINE THOUSAND DOLLAR DESIGN CONSULTING PRELIMINARY STUDY THAT WE HAVE ONGOING WITH THE FIRM OF MCELROY. THEY WERE IN TOWN A FEW WEEKS AGO. THEY ARE SCHEDULED TO COME BACK BEFORE THE SNOW IN THE NEXT FEW WEEKS TO DO THE ARTS AND CULTURE HUB CONCEPTS THAT ARE STILL IN THE NEEDS ANALYSIS STAGE. THEY MET WITH ALL THE STAKEHOLDERS AT THE MASONIC LODGE AND SOUGHT FEEDBACK FROM THE COMMUNITY. SO WE'RE OPTIMISTIC THE FEDERAL GOVERNMENT WILL FUND 50 PERCENT OF THAT STUDY. AND WE HAVE AN APPLICATION. WE'VE BEEN APPROVED AT STAGE ONE TO THE EXACT SAME FUND THAT THAT WAS MENTIONED BY MS. VLAHOVICH [INAUDIBLE] CAPACITY BUILDING. WE'VE BEEN APPROVED AT STAGE ONE TO THE NOHFC. I NEED TO PUT THE STAGE TWO IT IN THE NEXT WEEK OR SO AND I WILL NEED A MOTION IF COUNCIL IS WILLING TO PASS A MOTION THAT WILL ACCOMPANY OUR FUNDING APPLICATION. AND THAT WOULD BE FOR TWENTY FIVE PERCENT OF THE PROVINCE. SO 50 PERCENT FEDERAL, TWENTY FIVE PERCENT PROVINCIAL AND TWENTY FIVE PERCENT MUNICIPAL TO DO THE EIGHTY NINE THOUSAND DOLLARS STUDY. WE'RE HOPING IF WE CAN GET BOTH THE FEDERAL AND THE PROVINCE IN AT THE DESIGN CONSULTING OR A CAPACITY ASSESSMENT STAGE, THAT BODES WELL FOR THE CAPITAL STAGE TO COME LATER, ALTHOUGH YET TO BE DETERMINED WHETHER THE NOHFC OR WHAT ANGLE THEY WOULD FUND IN THE CAPITAL PHASE. BUT CERTAINLY THE FUNDERS WE'RE TALKING ABOUT ON THE FEDERAL SIDE IS CANADIAN HERITAGE, THE CULTURAL SPACES CANADA FUND, AND THIS PROJECT IS JUST COMPLETELY WITHIN THEIR WHEELHOUSE, CHECKS ALL THE BOXES. AND THAT'S WHY I'M SO OPTIMISTIC ABOUT THE FEDERAL FUNDING ON THE DESIGN SIDE. SO HOPEFULLY THAT CARRY OVER TO THE CAPITAL. DOES [INAUDIBLE] BY ANY CHANCE HAVE WORDING FOR A RESOLUTION PREPARED? YES, [INAUDIBLE]. WOULD YOU LIKE ME TO READ IT NOW? THAT THE CITY OF ELLIOT LAKE SUPPORT THE SUBMISSION TO NOHFC FOR A COMMUNITY CAPACITY ASSESSMENT AND INFRASTRUCTURE NEEDS REVIEW FOR AN ARTS AND CULTURE CENTER BUDGET OF EIGHTY NINE THOUSAND FIVE HUNDRED AND FORTY DOLLARS, AND THAT THE CITY OF ELLIOT LAKE SUPPORT THE PROJECT WITH A CASH CONTRIBUTION OF TWENTY TWO THOUSAND THREE HUNDRED AND [01:00:02] EIGHTY FIVE DOLLARS TOWARDS THE EIGHTY NINE THOUSAND FIVE HUNDRED FORTY THOUSAND FIVE HUNDRED FORTY DOLLARS PROJECT EXCUSE ME. AND THAT THE CITY OF ELLIOT LAKE WILL BE RESPONSIBLE FOR ANY COST OVERRUNS ON THE PROJECT OR PROJECT FINANCIAL DEFICITS. MOVER? MOVE BY COUNCILLOR PEARCE, SECONDED BY COUCNILLOR CYR. AND ANY ADDITIONAL QUESTIONS? COUNCILLOR PATRIE, DID YOU HAVE YOUR HAND? I DID. I JUST I'M JUST LOOKING FOR CLARIFICATION, AND I GUESS I CAN TIE IT INTO WHERE THIS RESOLUTION IS COMING. WE HAD BEEN TOLD A WHILE BACK THAT WE HAD TO HAVE AN APPLICATION IN BY THE END OF SEPTEMBER, OR IS THAT THE END OF OCTOBER THAT WE HAD TO HAVE THAT STAGE TWO FUNDING APPLICATION PROCESS AND IN? I THINK SOME OF THE DATES MAY HAVE BEEN A LITTLE MUDDLED, BUT WHAT THE BOTTOM LINE WAS, WAS 60 DAYS FROM THE TIME YOU GET YOUR STAGE ONE, THEY NEED THE STAGE TWO. BUT I REACHED OUT TODAY AND CONFIRMED THAT WE STILL HAVE UNTIL THE END OF NEXT WEEK. I DON'T THINK IT WILL BE THAT LONG. AND I'M HALFWAY THROUGH BY THE END OF THIS WEEK. WE'LL BE SUBMITTING THE FUNDER'S. THAT'S PERFECTLY FINE. AND THEY GAVE ME THE WORDING FOR THIS MOTION VERBATIM, SO. WE'RE GOING TO BE FINE. WE'LL GET TO STAGE TWO SUBMITTED WITHIN DAYS WITH THIS MOTION AND THEN IT'S UP TO THEM, TO THE NOHFC AND WE'RE ONLY TALKING ABOUT THE NOHFC'S TWENTY FIVE PERCENT PORTION. WE'RE ALREADY CLEARED TO INCUR EXPENSES BY BOTH THE NOHFC AND THE FEDERAL SIDE, FOR--. I HAD ASKED THAT QUESTION ALREADY. SO I UNDERSTAND. YES, YOU TOLD US WE COULD EXPAND ALREADY. SO THIS IS THE RESOLUTION THAT YOU REQUIRE FOR THAT STAGE TWO FUNDING? I'M JUST CONCERNED BECAUSE IF THERE'S ANOTHER RESOLUTION TO GET THE STAGE TWO FUNDING, I WANT TO INCLUDE IT IN TODAY'S MEETING AT THE SAME TIME SO THAT YOU DON'T HAVE TO COME BACK. YEAH, THIS IS THE MOTION WE NEED TO ACCOMPANY THE STAGE TWO AND WE'RE DONE. WE'RE JUST WAITING, THEN WE JUST IT'S A WAITING GAME TO HEAR WHETHER WE'RE APPROVED FOR THE PROVINCES TWENTY FIVE PERCENT. THEY ALSO ARE A LITTLE FUNNY WITH THE FACT THAT THEY DON'T FUND FEASIBILITY STUDIES, BUT THEY DO FUND INFRASTRUCTURE NEEDS [INAUDIBLE], WHICH SOUNDS A LOT LIKE THE SAME THING TO ME. BUT SO THEY MAY COME BACK AND SAY, WE'LL FUND THIS, BUT WE WON'T FUND THAT. SO IT MAY BE, IT MAY NOT BE A COMPLETE TWENTY FIVE PERCENT. IT MIGHT BE SOME VARIATION THERE. BUT THAT'S HOW FUNDING WORKS. SO DO YOUR BEST FOOT FORWARD AND--. IS THERE ANY OTHER QUESTIONS ABOUT THE ARTS HUB OR THE RESOLUTION? IF NOT, I'LL CALL FOR A ROLL CALL VOTE, THEN. WE'LL START AT THE BOTTOM OF MY SCREEN THIS TIME WITH COUNCILLOR PEARCE. IN FAVOR. COUNCILLOR FINAMORE. IN FAVOR. COUNCILLOR MANN. IN FAVOR. COUNCILLOR TURNER. IN FAVOR. COUNCILLOR CYR. IN FAVOR. COUNCILLOR PATRIE. IN FAVOR. I'M IN FAVOR. THAT'S CARRIED. THANK YOU. NINE POINT THREE. RESIDENTIAL WATERFRONT DEVELOPMENT OPTIONS STANDING ITEM. I DON'T BELIEVE THERE'S ANY UPDATE ON THIS AND NO CLOSED SESSION IN ANY WAY FOR THIS EVENING. THANK YOU. TEN PETITION. THERE ARE NONE. 11 CORRESPONDENTS. ELEVEN POINT ONE LETTER FROM [INAUDIBLE] BUSINESS RESTART PROJECT [11. CORRESPONDENCE] UPDATE THAT THE AMERICAN COUNCIL SINCE ANNOUNCING THE BUSINESS RESTART PROJECT [INAUDIBLE] HAS RECEIVED MANY INQUIRIES FOR ASSISTANCE. PLEASE FIND A LIST OF CURRENT STATS FOR THE PROJECT. APPLICATIONS RECEIVED TWENTY NINE. APPROVED APPLICATIONS TWENTY TWO. TOTAL AMOUNT DISBURSED THIRTY ONE THOUSAND FOUR HUNDRED FORTY FIVE DOLLARS AND EIGHTY EIGHT CENTS. APPLICATIONS PENDING SEVEN. FUNDS PENDING TWELVE THOUSAND THREE HUNDRED SEVENTY DOLLARS. ADMIN FEES ONE THOUSAND NINE HUNDRED AND SEVENTY SEVEN DOLLARS FIFTY CENTS. THAT'S BEGINNING FROM JUNE ALL THE WAY TO SEPTEMBER. REMAINING BALANCE IS FOUR THOUSAND TWO HUNDRED SIX DOLLARS AND SIXTY TWO CENTS. CAN I HAVE A MOTION TO RECEIVE PLEASE? MOVED BY COUNCILLOR MANN, SECOND BY COUNCILLOR CYR. IS THERE ANY QUESTIONS ABOUT THIS? COUNCILLOR PATRIE. THANK YOU. I NOTICED IT ON THE LAST MEETINGS CORRESPONDENCE, AND ON THIS ONE AS WELL, THAT THERE'S AN ADMINISTRATION FEE. WHEN WE PASSED THIS, THERE WAS TO BE NO COST TO THE MUNICIPALITY, IT WAS TO BE NO CHARGE AT THE INCEPTION OF THIS. SO I WOULD LIKE TO KNOW WHEN THAT CHANGED AND HOW IT CHANGED. I HAVE TO DOUBLE CHECK THE ORIGINAL VIDEO, TO BE HONEST, TO REFRESH MY MEMORY. IT'S MY IMPRESSION THAT IT WAS ACTUALLY PART OF THE ORIGINAL PLAN WAS THAT WE WOULD BE AN ADMINISTRATIVE FEE THAT [INAUDIBLE] WAS DELIVERING THIS PROGRAM ESSENTIALLY ON THE CITY'S BEHALF. BUT I'LL DOUBLE CHECK THAT. [01:05:03] COUNCILLOR PEARCE. [INAUDIBLE] MISTAKEN. THE MOTION SAID THAT THERE WOULD BE A FEE SIMILAR TO THAT WHICH WE HAD FOR THE CIP. IS THERE ANY OTHER QUESTIONS, COMMENTS? MR. GAGNON, I'LL LOOK INTO IT ONCE AGAIN. SO WE HAVE MOTION RECEIVE ON THE TABLE. CALL FOR THE VOTE, THEN ROLL CALL. COUNCILLOR CYR. IN FAVOR. COUNCILLOR TURNER. IN FAVOR. COUNCILLOR FINAMORE. IN FAVOR. COUCILLOR MANN. IN FAVOR. COUNCILLOR PATRIE. OPPOSED. COUNCILLOR PEARCE. IN FAVOR. I'M IN FAVOR. SO THAT'S CARRIED. THAT IS RECEIVED. ELEVEN POINT TWO. LETTER FROM MAYOR [INAUDIBLE] HERE ON [INAUDIBLE] ON FIBER INFRASTRUCTURE UPDATE NUMBER THREE. AGAIN, A MOTION TO RECEIVE, I IMAGINE. MOVED BY COUNCILLOR TURNER. SECONDED BY COUNCILLOR MANN. IS THERE ANY QUESTIONS, COMMENTS? AND THANK YOU TO MAYOR [INAUDIBLE] FOR KEEPING ALL THE MUNICIPALITIES UP TO DATE AS TO THE PROCESS HERE. MOTION RECEIVES ON THE TABLE. AGAIN, ROLL CALL VOTE. COUNCILLOR PATRIE. IN FAVOR. COUNCILLOR MANN. IN FAVOR. COUNCILLOR PEARCE. IN FAVOR. COUNCILLOR FINAMORE. IN FAVOR. COUNCILLOR TURNER. IN FAVOR. COUNCILLOR CYR. IN FAVOR. I'M IN FAVOR. THAT'S CARRIED. THERE'S NO NOTICE OF MOTION THIS EVENING. [13. COUNCIL REPORTS AND ANNOUNCEMENTS] 13 COUNCIL REPORTS AND ANNOUNCEMENTS, NOT A WHOLE TON TO REPORT THIS EVENING. I DID NOTICE WE HAVE THE FINAL STATUE IN PLACE, THE PROSPECTOR DOWN AT THE MINERS MONUMENT. AND THERE'S STILL A LOT OF WORK GOING ON THERE TO COMPLETE THE FINAL STAGE OF THE MONUMENT ITSELF. SO I LOOK FORWARD TO A DATE WHEN THAT WILL BE COMPLETE AND WE'LL BE ABLE TO INVITE THE PUBLIC TO COME OUT AND HAVE A RIBBON CUTTING OR WHATNOT, MAYBE COULD BE FALL NEXT YEAR. THE WAY COVID IS HOLDING US BACK ON PUBLIC GATHERINGS, THOUGH, SO STAY TUNED FOR THAT. I KNOW COUNCILLOR FINAMORE HAS A SOMETHING TO REPORT FOR COUNCIL'S REPORT THIS EVENING. COUNCILLOR FINAMORE. THANK YOU, [INAUDIBLE]. ON BEHALF OF MS. HENNESSEY, THE MANAGER OF RECREATION AND CULTURE, SHE ASKED ME TO PASS THIS GOOD NEWS ALONG THAT ON SUNDAY, THE 25TH OF OCTOBER, THE CITY WILL BE HOSTING SCARY HALLOW AT MOUNT [INAUDIBLE] SKI HILL PARKING LOT. HORIZONS MOVIES DRIVE IN MOVIES FROM SUDBURY WILL BE BRINGING A PORTABLE DRIVE IN MOVIE TO ELLIOT LAKE AND STARTING AT SIX THIRTY. THE FIRST MOVIE WILL BE HOCUS-POCUS FOR THE YOUNGSTERS AND FOLLOWING THAT THERE'LL BE NIGHTMARE ON ELM STREET, THE ORIGINAL FOR ADULTS. SO WE'RE INVITING EVERYBODY TO COME OUT AND HAVE SOME SOCIALLY DISTANCED FUN IN THEIR OWN VEHICLES. BRING ALONG YOUR SNACKS, CALL THE COUNCIL OR EXT EIGHT OR EIGHT FOUR EIGHT TWO TWO EIGHT SEVEN EXTENSION TWENTY ONE FIFTY THREE. THERE'LL BE A CHARGE OF FIVE DOLLARS PER CAR FOR EACH MOVIE. AND WE ASK THAT YOU PRE PURCHASE THOSE THAT WE KNOW BECAUSE THERE'S BE LIMITED SIGHTS, PROBABLY EIGHTY VEHICLES WE THINK. I THINK FROM WHAT DARLA AND HER TEAM ARE ABLE TO FIGURE OUT SO FAR AND WE ASK YOU THAT THE NIGHT OF THE MOVIE-- SO THE FIVE DOLLARS IS REALLY TO RESERVE YOUR SPOT FOR THE MOVIE AND THE NIGHT OF THE MOVIE, THE ELLIOT LAKE FOOD BANK WILL BE THERE TO WELCOME DONATIONS THAT WE ASK YOU TO BRING ALONG FOR THE FOOD BANK TO FOR AS ADMISSION TO THE MOVIE THAT NIGHT. SO WE'RE LOOKING TO HAVE SOME FUN. AND I KNOW THAT MS. HENNESSEY HAS BEEN TRYING TO BRING THIS FORWARD FOR A FEW MONTHS NOW, BUT WE'RE FINALLY ABLE TO NAIL DOWN A DATE WITH HORIZON DRIVE INS. SO LET'S GET OUR SCARE ON. IT'S THE WEEK BEFORE HALLOWEEN, SO BRING THE KIDS ALONG FOR THE FUN MOVIE HOCUS-POCUS. AND THEN THE SCARIER ONE, NIGHTMARE ON ELM STREET FOR THE ADULTS LATER ON. IF YOU HAVE ANY QUESTIONS, PLEASE DON'T HESITATE TO CONTACT MRS. HENNESSEY SEVEN OH FIVE EIGHT FOUR EIGHT TWO TWO EIGHT SEVEN TWO ONE FIVE THREE. [01:10:01] THANK YOU, COUNCILLOR FINAMORE. COUNCILLOR PEARCE. YES, THANK YOU, [INAUDIBLE]. I'D JUST LIKE TO ADVISE EVERYBODY THAT THE WORKING GROUP FOR THE [INAUDIBLE] PARK COMMISSION MET LAST WEEK FOR THE FIRST TIME SINCE JANUARY. IT WAS A VERY-- THE WHOLE PURPOSE OF THE MEETING WAS TO SORT OF GET CAUGHT UP WHERE WE'RE AT, WHERE WE WANT TO GO, WHAT WE REQUIRE IN TERMS OF BEING ABLE TO MOVE THE PROJECT FORWARD. THE NEXT MEETING WILL HOPEFULLY WE'VE GOT TO HAVE IT CONFIRMED BE HELD NEXT WEEK ON THURSDAY, AND IT WILL EITHER BE VIRTUAL OR IN A COMBINATION THEREOF. I WANT TO THANK THE MEMBERS FROM [INAUDIBLE] RIVER AND [INAUDIBLE] NATIONS FOR COMING AND BEING SO COOPERATIVE. IT WAS A VERY, VERY PRODUCTIVE MEETING. AND ALSO THANK MS. VLAHOVICH, WHO HAD A LOT TO DO WITH THAT AS WELL. THANK YOU. THANK YOU FOR THE UPDATE. COUNCILLOR PATRIE. THANK YOU. COULD COUNCIL GET A COPY OF THE AGENDA AND THE MINUTES OF THAT SO THAT WE CAN BE FULLY INFORMED AS TO WHAT TOTALLY IS TRANSPIRING WITH THAT COMMITTEE? I GREATLY APPRECIATE IT. COUNCILLOR PEARCE. I DON'T SEE A PROBLEM WITH THAT, RIGHT? NOT A HECK OF A LOT OF FORMAL AGENDA AS SUCH, BUT THERE WERE NOTES THAT WERE TAKEN AND WE CAN CERTAINLY PASS THOSE ON TO COUNCIL. THANK YOU. IS THERE ANY OTHER ADDITIONS FOR COUNCIL'S REPORT THIS EVENING? SO YOU'RE NOT ALL HIT THE BIG TICKET ITEMS. [INAUDIBLE] ONE FOR SEPTEMBER TWENTY SIX THOUSAND SEVEN SIXTY EIGHT. MINISTER OF FINANCE, TWO HUNDRED FORTY SIX THOUSAND TWENTY FOUR DOLLARS. RECEIVER GENERAL SIXTY THREE THOUSAND SEVEN EIGHTY SIX. [INAUDIBLE] CONSTRUCTION STOLEN CONCRETE AND TRUCK RENTAL TWENTY THREE THOUSAND ONE SIXTY THREE. [INAUDIBLE] TECH SOLUTIONS, PLODDER BUILDING SUPPORT, LIBRARY, PC UPGRADES, TWENTY NINE THOUSAND THREE TWENTY SIX. BRENDER ENVIRONMENT FIRE EXTINGUISHERS, [INAUDIBLE] SUPPLIES FORTY ONE THOUSAND EIGHT HUNDRED SEVENTY FOUR. [INAUDIBLE] FORTY THREE THOUSAND FOUR HUNDRED FIFTY TWO. WHEELCHAIR FRIENDLY SOLUTIONS, ACCESSIBILITY PLANS, TWENTY EIGHT THOUSAND SIX HUNDRED AND SIXTY SEVEN. AND THAT'S IT FOR COUNCIL'S REPORTS AND ANNOUNCEMENTS THIS EVENING. WE HAVE NO ADDENDUM, NO BYLAWS OTHER THAN CONFIRMATORY. [16. PUBLIC QUESTION PERIOD] PUBLIC QUESTION PERIOD. WE DID RECEIVE TWO QUESTIONS. DO OUR BEST TO ANSWER THEM HERE. FIRST ONE COMES FROM MR. [INAUDIBLE] IN RELATION TO ITEM ELEVEN, ONE ON THE AGENDA. HOW MANY BUSINESSES IN ELLIOT LAKE HAVE HAD TO CLOSE OR MAYBE CLOSING AS A RESULT OF THE PANDEMIC? HOW MANY NEW BUSINESSES HAVE OR ARE ABOUT TO OPEN? ASIDE FROM FINANCIAL SUPPORT, WHICH OTHER KEY NEEDS TO BUSINESSES HAVE TO CONTINUE OPERATION? SO FROM MY PERSONAL KNOWLEDGE, I DO KNOW THAT FOR SURE THAT TWO BUSINESSES HAVE CLOSED PERMANENTLY AND I DO KNOW OF APPROXIMATELY THREE THAT ARE PLANNING ON OPENING IN THE VERY NEAR FUTURE. THAT'S JUST HOW MANY I KNOW OF. AS FAR AS I UNDERSTAND, IT'S A LOT OF THE SERVICE CLUBS RIGHT NOW THAT ARE REALLY STRUGGLING FINANCIALLY. SO THE NON FOR PROFITS AND THE SERVICE GROUPS IN OUR COMMUNITY, BECAUSE THEIR REGULAR MEANS OF FUNDRAISING TO CONTINUE ON, HAVEN'T BEEN THERE THROUGH COVID. SO I'M SURE WE'LL BE DISCUSSING THIS MORE PROBABLY IN THE NEAR FUTURE AS COUNCIL. I'M NOT SURE MR. GAGNON OR ONE OF OUR [INAUDIBLE] REPS COUNCILLOR MANN, COUNCILLOR PEARCE CAN ANSWER BETTER BETTER ON THIS ONE THAN I DID. WE DON'T HAVE NAILED DOWN STATS ON THAT. WE CAN CERTAINLY MAKE SOME INQUIRIES WITH [INAUDIBLE] OR WITH THE KNOWLEDGE THAT BUT. WE DID OUR BEST WITH BY FUNDING THAT PROGRAM IN ORDER TO TRY TO MINIMIZE THE NEGATIVE IMPACT OF THE PANDEMIC ON SMALL BUSINESSES ESPECIALLY, BUT AND I THINK PROOF IS IN THE UPTAKE ON THAT FRONT THAT WE WERE ABLE TO HELP. BUT I'M NOT SURE IF THERE'S ANYONE ELSE WANTS TO CHIME IN. I WOULD BE VERY UNCOMFORTABLE TO HAZARD A GUESS, A SPECIFIC NUMBER. OBVIOUSLY, THERE HAVE BEEN SOME THAT HAVE STRUGGLED, CONTINUE TO STRUGGLE, BUT A SPECIFIC NUMBER, I WOULD BE UNCOMFORTABLE IN ANSWERING THIS EVENING. WE DO KNOW FOR SURE THAT THE FUND THAT COUNCIL DID PUT FORWARD HAS ASSISTED TWENTY TWO [01:15:01] BUSINESSES ALREADY WITH THEIR NEEDS AND WE HAVE SEVEN MORE PENDING. SO COUNCIL IS QUITE AWARE THAT WHAT IT TAKES TO TRY AND SURVIVE THROUGH THE PANDEMIC. AND AGAIN, WE DO EVERYTHING WE CAN TO ASSIST. AND AGAIN, WITH THAT, I HAVE HEARD THAT MANY, MANY THINGS FROM BUSINESS OWNERS. THAT COUNCIL WILL JUMP ON THAT RIGHT AWAY TO SUPPORT. SO AGAIN, COUNCIL STAYING AHEAD OF THE CURVE AND DOING THE BEST WE CAN AND STAFF ALSO. THANK YOU. QUESTION NUMBER TWO COMES FROM DON NICKLES. IT'S SOMEWHAT OF A MULTIFACETED QUESTION. YOUR WORSHIP, SEPTEMBER 28, 2020 AGENDA ITEM ELEVEN POINT TWO LETTER FROM MIKE THOMAS WAS RECEIVED BY COUNCIL WITH ONLY COUNCILLOR CYR OPPOSED. COUNCILLOR PATRIE ASKED YOUR WORSHIP IF THE LETTER WAS TO BE MADE PUBLIC, WHICH THE MAYOR ANSWERED AN AFFIRMATIVE. I'VE BEEN UNABLE TO FIND THIS LETTER ON THE WEBSITE, CITY WEBSITE AND ASK IF THIS INDEED DOCUMENT HAS BEEN MADE PUBLIC. I'M NOT SURE IF HAS BEEN MADE PUBLIC AS OF YET, BUT I DO UNDERSTAND IT'S RECEIVED IN THE PUBLIC DOMAIN THAT IT SHOULD BE A PUBLIC DOCUMENT POSSIBLY ATTACHED TO THE MINUTES FROM LAST WEEK'S MEETING. MS. BRAY? WE DON'T ATTACH TO THE MINUTES, BUT IT IS DEFINITELY A PUBLIC DOCUMENT, ANYONE WHO'S REQUESTED IT TO DATE HAS BEEN FORWARDED THAT FOR THEM TO REVIEW AND ANYBODY WHO WOULD LIKE A COPY CAN REQUEST THAT TO THE CLERK'S OFFICE. OK, THANK YOU. SECOND PART OF THIS QUESTION IN REGARDS TO THE PROCESS OF COUNCIL RECEIVING THE LETTER SEPTEMBER 20, 2020, [INAUDIBLE] THAT HE WOULD LIKE COUNCIL TO RECEIVE AND CALLED FOR IMMEDIATELY FOR VOTE. WHY DID THE MAYOR FAIL TO FOLLOW HIS LONG ESTABLISHED PRACTICE TO AN ACCEPTED PROCEDURE OF ASKING COUNCIL IF THERE WAS TO BE ANY DISCUSSION OR QUESTIONS? THIS WAS ACTUALLY A BRAIN FART ON MY PART, BECAUSE NORMALLY I DO ASK IF THERE'S ANY DISCUSSION, QUESTIONS, QUORUMS, QUERIES. IT'S POSSIBLE THAT IT BECAUSE IT WAS ON THE CLOSED SESSION LIST THAT I DIDN'T EVEN THINK OF IT. AND I APOLOGIZE TO COUNCIL FOR THAT. COUNCILLOR FINAMORE. GET ATTENDANCE AT THAT MEETING, IF I HAD A QUESTION TO ASK, I WOULD HAVE BEEN QUITE COMFORTABLE TO RAISE MY HAND AND ASK THE QUESTION AT THAT TIME. I DO KNOW COUNCILLOR CYR HAD HIS HAND UP AFTER WE WERE ALREADY GOING THROUGH THE VOTE, AND I APOLOGIZE FOR THAT COUNCILLOR CYR. COUNCILLOR PATRIE THAT WANTED TO SPEAK TO IT MYSELF JUST IN REVIEWING THE LETTER. A LOT OF THE COMMENTS, QUESTIONS AND CONCERNS THAT WERE IN THAT LETTER HAD PREVIOUSLY BEEN ASKED AND ANSWERED BY STAFF. AND I'VE BEEN COPIED ON MYSELF. SO AND AGAIN, A BRAIN FART ON MY PART. SO I APOLOGIZE TO THAT. AND I DID REITERATE THAT TO MR. NICHOLS EARLIER TODAY, THAT IT'S ON ME. AS AN OBSERVER TO AGENDA ITEM ELEVEN POINT TWO. SO THIS IS THE THIRD PART OF HIS QUESTION. THE PROCESS ADOPTED BY [INAUDIBLE] COUNCIL, WITH THE EXCEPTION OF COUNCILLOR CYR, PUT AWAY THIS DOCUMENT WITHOUT PUBLIC BECOMING FURTHER INFORMED REMIND ME OF CHOREOGRAPHED COUNCIL MEETING, TO WHICH JUSTICE [INAUDIBLE] SPOKE IN THE CLOSED SESSION CAUCUS MEETINGS THAT CAME WITH THEM. YOUR WORSHIP WAS AGENDA ITEM ELEVEN POINT TWO A FOREGONE CONCLUSION? NO, IT WASN'T. AND AGAIN, AS I MENTIONED, A BRAIN FART ON MY PART. AS FAR AS I'M CONCERNED, SOME OF THE PEOPLE MENTIONED IN THERE AND AS IT WILL BE A PUBLIC DOCUMENT. I FOUND THAT MR. WATT'S TRAINING TO COUNCIL AND TO OUR COMMITTEE MEMBERS ABOUT ACCESSIBILITY WAS BANG ON AND WAS APPRECIATED BY ALL WHO ATTENDED, INCLUDING THE ACCESSIBILITY ADVISORY COMMITTEE. I DO BELIEVE THAT WE'VE WITH THE TRAINING, HAVE BEEN ABLE TO TAKE QUITE A FEW LEAPS AND BOUNDS FORWARDS, ALONG WITH OUR MULTITUDE OF PLANNING AND EVERYTHING ELSE THAT'S GONE ON. AND I THINK MR. VLAHOVICH MS. ROY, MR. GAGNON FOR SETTING UP THIS TRAINING FOR US. AGAIN, A LOT OF THE COMMENTS THAT WERE MADE HAD BEEN ASKED AND ANSWERED PREVIOUSLY, SO. BRAIN FART ON MY PART, BEEN A LITTLE BIT STRESSED OUT LATELY, SO I APOLOGIZE FOR THAT. MEMBERS OF COUNCIL FOR NOT LETTING YOU HAVE DISCUSSION AND HE FINISHES OFF. AS ALWAYS, YOUR WORSHIP, I APPRECIATE YOUR CANDIDNESS AND HONESTY. SO, AGAIN, BEING HONEST, BRAIN FART ON MY PART AND I APOLOGIZE TO COUNCIL FOR THAT. AND. THAT'S IT FOR OUR PUBLIC QUESTIONS. THERE'S NO CLOSED SESSION. [18. CONFIRMATORY BY-LAW] 18 CONFIRMATORY BYLAW. BYLAW 20 DASH 73 BEING A BYLAW TO CONFIRM THE PROCEEDINGS OF COUNCIL AT ITS MEETING HELD OCTOBER 13TH, 2020.
