4.1 OCTOBER 13TH, 2020 REGULAR CAN I HAVE A MOVE TO ADOPT THE MINUTES PLEASE.
[1. CALL TO ORDER]
[4. ADOPTION OF PREVIOUS MINUTES ]
MOVED BY COUNCILLOR FINAMORE, SECOND BY COUNCILLOR TURNER.ANY ADDITIONS, DELETIONS OR ERRORS? SEEING NON I'LL CALL FOR THE VOTE, THEN ALL IN FAVOR.
ROLL CALL AS PER OUR LAST ZOOM MEETING.
OK, ALTHOUGH I COUNTED EVERYONE'S HANDS.
WE'LL DO A ROLL CALL, COUNCILLOR PATRIE.
COUNCILLOR MANN. IN FAVOR, COUNCILLOR FINAMORE.
ON THE EAST LINK OR STREAM OR BOTH.
WE'RE NOT ON EASTLINK. I DON'T KNOW ABOUT STREAMED.
I'M ON MY IPAD. I'LL CHECK THE WEBSITE JUST A SECOND.
WE HAVE SOMEBODY REGISTERED AS COUNCIL CHAMBERS, BUT I DON'T KNOW WHO THAT IS.
OUR IT DEPARTMENT, FIRST OF ALL, THE LAST TIME WE HAD AN ISSUE IT WAS COMPLETELY EASTLINK AND OUR IT DEPARTMENT IS LOOKING INTO IT, BUT EVERYTHING IS SET UP NORMALLY IN THE WAY IT IS IN COUNCIL CHAMBERS.
SO THERE'S NOT MUCH WE CAN DO ON OUR END THAT WE HAVEN'T ALREADY DONE.
COUNCILLOR MANN, ARE WE STREAMING AT LEAST? STILL LOOKING, YOUR WORSHIP.
IT'S NOT MY NORMAL SETUP, SO I APOLOGIZE.
OH, WAIT. HERE WE GO. YES WE'RE ON.
AND WE'LL BE ABLE TO FIRE OFF THE STREAM TO EASTLINK TO PLAY AT A LATER TIME THEN BECAUSE THIS IS AN ONGOING ISSUE WITH EASTLINK, AND I DON'T FEEL LIKE WASTING ANYONE'S TIME WAITING FOR THEM. WE'LL CARRY ON.
THERE'S NO PUBLIC PRESENTATIONS, 6.
[6. INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS ]
INTRODUCTION, CONSIDERATION OF CORPORATE REPORT, SIX POINT ONE REPORT FROM THE DIRECTOR OF PUBLIC WORKS.RE UPGRADES TO HEATING SYSTEM IN THE FORMER MOVIE THEATER BUILDING.
THE RECOMMENDATION IS THAT STAFF REPORT DATED OCTOBER 21ST, 2020 OF THE DIRECTOR OF PUBLIC WORKS BE RECEIVED AND THAT COUNCIL APPROVED THE USE OF A NEGOTIATION METHOD IN THE CITY'S PROCUREMENT POLICY, THE SOLE SOURCE CONTRACT TO STOBIE MECHANICAL IN THE AMOUNT OF TWENTY THREE THOUSAND FOUR TWENTY THREE PLUS APPLICABLE TAXES TO UPGRADE THE HEATING SYSTEM AT THE FORMER MOVIE THEATER BUILDING ON ELIZABETH WALK AND THAT THE CITY'S PORTION NET OF INSURANCE THIRTEEN THOUSAND SEVEN HUNDRED ELEVEN DOLLARS PLUS THE APPLICABLE TAXES BE TAKEN FROM THE PUBLIC WORKS FACILITY ADMINISTRATION, CONTRACTED SERVICES, OPERATING BUDGET, CONTRACTED SERVICES ACCOUNT.
CAN I HAVE A MOVER. MOVED BY COUNCILLOR PEARCE SECOND BY COUNCILLOR TURNER.
MR. HALLOCH, IF YOU WOULD, PLEASE.
YES, THANK YOU YOUR WORSHIP BACKGROUND FOR EVERYONE AT HOME IS AS A RESULT OF THE COLLAPSE OF THE CIVIC CENTER ROOF, ARTIFACTS FROM THE CITY'S MUSEUM HAVE BEEN TEMPORARILY TRANSFERRED AND STORED IN THE THEATER BUILDING ON ELIZABETH WALK BY CITY STAFF.
THE CITY TOOK OVER OWNERSHIP OF THE THEATER BUILDING SEVERAL YEARS AGO AND HAS ALREADY INVESTED MONEY IN THE REPAIR OF THE ROOF COMPLETED ABOUT THREE YEARS AGO TO THIS DATE.
IT WAS ALSO DISCOVERED DURING AN ENGINEERING INSPECTION THAT THE THEATER WOULD REQUIRE A COMPLETE UPGRADE TO THE CURRENT TWENTY FIVE YEAR OLD HEATING SYSTEM THAT IS NO LONGER FUNCTIONING. SO BASICALLY THE MANAGER OF FACILITIES SOUGHT OUT TO SECURE QUOTES.
BUT AVAILABLE CONTRACTORS ARE LIMITED FOR THE SCALE OF THE PROJECT AND NEGOTIATED THE SCOPE OF WORK AND PRICE WITH STOBIE MECHANICAL.
THE WORK WILL USE TWO HVAC UNIT SALVAGED FROM THE DEMOLITION OF THE CIVIC CENTER.
THE HVAC UNITS WERE NEW IN 2013 AND CAN BE FABRICATED TO FIT THE CURRENT THEATER
[00:05:02]
BUILDING, ALLOWING A HIGH EFFICIENCY OF AIR TO COMFORTABLY HEAT THE SPACE AND PRESERVE THE ARTIFACTS STORED WITHIN.SO BASICALLY WITH THE THEATER BUILDING CONTAINING ARTIFACTS AND OTHER EQUIPMENT FROM OFFICES IN THE OLD CIVIC CENTER THAT WERE DISPLACED DURING THE DEMOLITION, THE CITY'S INSURANCE HAS CONFIRMED THEY WILL COVER HALF OF THE COST TO HAVE THE HEATING UNIT UPGRADED BY STOBIE MECHANICAL.
SO BASICALLY, WITH GOING INTO THE FINANCIALS OF IT, WITH LIMITED OPTIONS TO STORE DISPLACED ARTIFACTS AS A DIRECT RESULT OF THE COLLAPSE, THE CITY MADE THE DECISION TO UTILIZE THE SPACE AVAILABLE IN THE CURRENT THEATER BUILDING.
WITH WINTER FAST APPROACHING, THE CITY MUST MAKE A QUICK DECISION TO BUDGET AT THE COST OF TWENTY SEVEN THOUSAND FOUR HUNDRED TWENTY THREE DOLLARS, PLUS APPLICABLE TAXES TO ENSURE THE ARTIFACTS WITHIN THAT WILL HAVE HEAT.
THE TOTAL OF THIRTEEN THOUSAND SEVEN HUNDRED ELEVEN PLUS APPLICABLE TAXES CAN BE BUDGETED TOWARDS THE FACILITIES ADMINISTRATION CONTRACTED, SERVICES ACCOUNT, WHICH IS CURRENTLY UNDER BUDGET. SO IT DOESN'T HAVE TO GO TO RESERVE.
THE OTHER BONUS OF THIS IN THE LONG RUN IS THE BUILDING IS LOOKING TO SELL IN THE FUTURE AFTERWARDS AND WE WOULD NEED AN UPGRADED HEATING SYSTEM REGARDLESS, WHICH WILL MAKE THE CHANCES OF SELLING THE BUILDING ALSO A LOT BETTER THAT WAY.
STAFF IS RECOMMENDING THAT COUNCIL APPROVE THE UPGRADE TO THE HEATING SYSTEM IN THE THEATER BUILDING ON ELIZABETH WALK BY STOBIE MECHANICAL AT A NET COST OF THE THIRTEEN THOUSAND SEVEN HUNDRED ELEVEN PLUS TAXES.
AND THE UPGRADE TO THE CURRENT HEATING SYSTEM WILL BE WILL HELP PRESERVE THE ARTIFACTS THAT ARE BEING STORED IN DIRECT RESULT OF THE COLLAPSE OF THE CIVIC CENTER.
AND IF THERE'S ANY QUESTIONS, I'D BE HAPPY TO ANSWER THEM.
COUNCILLOR MANN. THANK YOU YOUR WORSHIP THROUGH YOU TO MR. HALLOCH. WAS THE ARTIFACTS STORED AT THE PROPERTY LAST YEAR? AND IF SO, WAS THE MECHANIC, WAS THE HEATING SYSTEM IN OPERATION LAST YEAR OR IS IT SOMETHING THAT'S FAILED THIS YEAR? SO I'LL ANSWER THIS THE BEST I CAN OUT OF THAT.
AND DAN, YOU MIGHT [INAUDIBLE] THERE, BUT I BELIEVE THAT THERE WAS ARTICLES STORED THERE THAT WEREN'T AS MUCH HEAT SENSITIVE.
BUT I BELIEVE NOW THAT WE'VE CLOSE THE SPOT WHERE THE MUSEUM ARTIFACTS WERE, THEY'VE BEEN TRANSFERRED OVER THERE THIS YEAR.
SO THEY'RE GOING TO BE MORE SENSITIVE TO THE HEAT AND EVERYTHING.
SO THAT'S WHY WE WANT TO PUSH AS QUICK AS WE CAN AND GET THIS DONE.
AND JUST AND THE AGE OF THESE TWO RECLAIMED UNITS FROM THE CIVIC CENTER, THEY'D BE WITHIN FIVE YEARS. YEAH, THEY WERE SET UP CLOSER TO THE END OF THE ACTUAL LIKE AROUND 2013.
I WAS LOOKING UP OLD PROJECTS AND THAT'S WHEN THEY WERE PUT IN.
WE'VE ALSO USED ANOTHER UNIT ON ONE OF OUR FACILITIES AND THERE'S STILL THESE TWO UNITS AVAILABLE. SO THEY WORK OUT PERFECT.
AND THAT WAS EXPLAINED TO US THAT THEY'LL BE ABLE TO FABRICATE THEM AND PUT THEM ON THE ROOF AND THEY'LL HAVE MORE THAN ENOUGH EFFICIENCY TO HEAT THE BUILDING.
OKAY THANK YOU. COUNCILLOR TURNER.
I HATE TO ASK THIS ALMOST THESE HEATING UNITS ARE GOING ON THE ROOF.
AND IF THEY'RE GOING ON THE ROOF, OUR ENGINEERS HAVE TOLD US ROOFS IN GREAT SHAPE.
I CAN ANSWER THAT IF YOU WANT.
ABSOLUTELY, YES. SO ENGINEERS LOOKED AT THE ROOF THAT WAS REPAIRED BY THE CITY SOME FEW YEARS AGO. BUT THAT WAS THE FIRST QUESTION I HAD WHEN THE CONCEPT CAME UP WITH THE SALVAGE UNITS, AS CAN THE ROOF WITHHOLD THE WEIGHT OF THOSE UNITS? AND THE ANSWER WAS UNEQUIVOCALLY, YES, WE'RE FINE.
SO ENGINEERS SAID THAT THE ROOF AT THE CIVIC CENTER WAS ALSO OK WITH THE WEIGHT LOAD.
SO I HAVE NO FAITH IN ENGINEERS REPORTS AT ALL ANYMORE.
TELL YOU THE TRUTH, PERSONALLY.
COUNCILLOR PATRIE HAS A QUESTION, BUT IT WAS NOT THE SAME IT WAS A NEW ENGINEER THAT WE'RE USED TO FOR THE MOVIE THEATER, NOT THE ENGINEERS WHO DID THE BUILDING CONDITION ASSESSMENTS OF THE BUILDINGS.
NOT THAT YOU CAN READ MUCH INTO THAT.
I'M JUST SUGGESTING IT WAS ENGINEERS THAT WERE USED TO WORKING WITH AND WE HAVE BEEN WORKING WITH OVER THE LAST FEW YEARS WHO CONFIRM THAT OTHERWISE.
YOU KNOW, THERE IS NOT MUCH ELSE WE CAN DO WITH IT.
ALONG THOSE SAME LINES, IS IT NOT POSSIBLE TO MOUNT THOSE AT THE REAR OF THE FACILITY? THE BUILDING MAY BE STRUCTURALLY FINE TO HOLD IT, BUT THE PROBLEM WAS WE HAD A MAJOR SNOW LOAD. AND IF SNOW LOADS CHANGE IN THE NEXT FIVE YEARS, WE COULD END UP WITH THE SAME
[00:10:03]
PROBLEM. SO WOULD WE NOT REQUEST IF THERE'S A POSSIBILITY TO PUT THOSE UNITS ATTACHED BEHIND THE BUILDING AS OPPOSED TO ON THE ROOF? SO ANOTHER THING THAT WE COULD DIG UP TOO IS THE ENGINEERING REPORT TO GO OVER IT AGAIN, BUT THE ONES THAT WERE DONE BY EVEN BY TULOCH, BUT I BELIEVE THAT STRUCTURE IS MORE OF A BUILDING, HAS A LOT MORE OF THE STEEL AND STUFF INTO THIS BUILDING AS WELL.I KNOW THAT. BUT, YEAH, IT'S A QUESTION WE CAN ASK.
I DON'T KNOW WHAT THE COST IS BECAUSE WE'RE DEALING WITH SUCH A TIGHT TIME WINDOW BECAUSE WEATHER IS CATCHING UP WITH US.
SO I CAN ASK I CAN ASK AND INQUIRE, SEE IF THERE'S A COST INCREASE TO IT.
I'M NOT TOO SURE AT THIS POINT.
ANY OTHER QUESTIONS, COMMENTS? SEEING NONE I'LL CALL FOR A VOTE THEN ROLL CALL, BEGINNING WITH COUNCILLOR TURNER.
I'M IN FAVOR AND HOPING THAT THESE ENGINEERS ARE BANG ON, SO THAT'S CARRIED.
THANK YOU. SIX POINT TWO MEMO FROM THE DIRECTOR OF FINANCE / TREASURY RE 2021 AD HOC BUDGET COMMITTEE. SO LOOKING TO ESTABLISH THE 2021 AD HOC BUDGET COMMITTEE BY RESOLUTION, AS WELL AS APPOINTING A CHAIR.
AND I BELIEVE THE CHAIR CAN SET UP A FIRST DATE.
SO I'D LOOK FOR A MOTION TO FIRST ESTABLISH THE AD HOC TWENTY TWENTY ONE BUDGET COMMITTEE.
CAN I HAVE A MOVER PLEASE. MOVE BY COUNCILLOR FINAMORE, SECOND BY COUNCILLOR PEARCE.
SO WE'LL MOVE WITH THAT AND THEN WE'LL GET INTO WHO'S GOING TO CHAIR.
ANY QUESTIONS ON THE ESTABLISHMENT OF THE TWENTY TWENTY ONE BUDGET COMMITTEE? SEEING NONE ROLL CALL VOTE, COUNCILLOR TURNER.
AND I'M IN FAVOR. SO THAT IS CARRIED.
MY PERSONAL RECOMMENDATION WOULD BE APPOINTING COUNCILLOR MANN AS HE'S DONE A FANTABULOUS JOB OVER THE LAST FEW YEARS.
BUT I'D LOOK FOR MEMBERS OF COUNCIL TO NOMINATE COUNCILLOR FINAMORE.
OKAY IS THERE A SECONDER FOR THAT NOMINATION? COUNCILLOR PATRIE.
COUNCILLOR MANN, ANY ISSUES? NONE RELATING TO BUDGET, YOUR WORSHIP.
ALL RIGHT. IF THERE'S NO OTHER COMMENTS.
I'LL CALL FOR A ROLL CALL VOTE, WE'LL START WITH COUNCILLOR PATRIE.
[LAUGHTER] COUNCILLOR FINAMORE.
THANK YOU, COUNCILLOR MANN, FOR TAKING THE CHAIR ONCE AGAIN AND.
YOU'RE WELCOME. YOU CAN SET UP WITH MS. SONNENBURG. WHEN'S A GOOD TIMELINE TO START OUR FIRST BUDGET MEETING? THANK YOU, YOUR WORSHIP. THANK YOU.
SEVEN PRESENTATION OF COMMITTEE REPORT, SEVEN POINT ONE REFERRAL FROM THE COMMITTEE OF
[7. PRESENTATION OF COMMITTEE REPORTS ]
THE WHOLE. MEMO FROM THE DIRECTOR OF FINANCE AND TREASURY, AUGUST VISA ACTIVITY, COUNCILLOR TURNER, YOU WERE THE CHAIR OF THE COMMITTEE, I BELIEVE YOU'RE JUST LOOKING FOR A MOTION TO RECEIVE, BUT I'LL HAND IT OVER TO YOU, COUNCILLOR TURNER.THAT'S RIGHT. WE RECEIVED THE VISA STATEMENTS FROM FINANCE COMMITTEE OF THE WHOLE ASKED THAT IT BE PRESENTED TO COUNCIL FOR REVIEW AND APPROVAL.
SO MOTION TO RECEIVE ON THE TABLE IS THERE SECONDER FOR THAT MOTION.
QUESTIONS, CONCERNS WITH THE VISA STATEMENTS AS PRODUCED.
COUNCILLOR PATRIE. SO JUST FOR CLARIFICATION, BECAUSE I DIDN'T HAVE THE PACKAGE EARLIER,
[00:15:07]
THE STATEMENT SHOWS THAT AT SEVEN THIRTY ONE ENDING AS WELL, IF MS. SONNENBURG COULD JUST CLARIFY, I JUST WANT CLARIFICATION THOSE WERE ALREADY APPROVED AT THE LAST ROUND OF APPROVALS AND WERE ONLY APPROVING THE STATEMENTS ENDING EIGHT THIRTY ONE BECAUSE THEY'RE NOT ATTACHED TO THIS REPORT.YES, THEY WERE BASICALLY, BECAUSE THE FIRST PACKAGE INCLUDED JANUARY THROUGH TO JULY, THOSE STATEMENTS WON'T BE PRESENTED EVERY TIME AS AN ATTACHMENT AND IT'LL JUST BE THE MOST CURRENT THAT ARE ATTACHED.
AND THE SUMMARY PORTION IS PROVIDED IN THE MEMO.
OK, ANY OTHER QUESTIONS ON THE VISA STATEMENTS? OKAY SEEING NONE THEN I'LL CALL FOR A VOTE ON THE RECEIVING OF THESE STATEMENTS.
ROLL CALL STARTING WITH COUNCILLOR PATRIE.
IN FAVOR. COUNCILLOR FINAMORE. IN FAVOR.
I'M IN FAVOR THOSE ARE CARRIED THANK YOU.
7.2 REFERRAL FROM THE COMMITTEE OF THE WHOLE ONCE AGAIN REPORT FROM THE COMMUNITY DEVELOPMENT OFFICER, HEALTH AND WELLNESS SERVICES AND BUSINESS AND COUNCILLOR TURNER YOU WERE CHAIR, SO I'LL HAND IT OVER TO YOU FOR THE RECOMMENDATION.
SORRY, MR. MAYOR, I DON'T HAVE THAT IN FRONT OF ME.
I CAN'T GET IT UP ON MY SCREEN.
OK, SO THE RECOMMENDATION IS THAT THE REPORT OF THE COMMUNITY DEVELOPMENT OFFICER DATED OCTOBER 13, 2020, BE RECEIVED AND THAT COUNCIL APPROVE OPTION A FOR A HEALTH AND WELLNESS SERVICES AND BUSINESS PAGE ON THE CITY OF ELLIOT LAKE WEBSITE.
SO WOULD YOU MOVE, COUNCILLOR TURNER? I WOULD.
OKAY IS THERE A SECONDER? SECOND BY COUNCILLOR FINAMORE.
AND YOU DON'T HAVE THE INFORMATION, SO I'LL ASK MS. ROY IF SHE CAN GO THROUGH IT ALL FOR US, IF YOU WOULD, PLEASE, MS. ROY. YES OF COURSE. SO SINCE 2015, THE CITY HAS HOSTED A WELLNESS FAIR WHERE HEALTH AND WELLNESS SERVICES AND BUSINESSES IN ELLIOT LAKE AND THE REGION GET TOGETHER UNDER ONE ROOF AND SHARE WHAT THEY DO WITH COMMUNITY MEMBERS.
THIS YEAR DUE TO COVID 19 AND IN-PERSON WELLNESS FAIR IS NOT AN OPTION.
ORIGINALLY, IT WAS THOUGHT MAYBE A ONE DAY VIRTUAL WELLNESS FAIR EVENT.
HOWEVER, AFTER SOME MORE RESEARCH ON VIRTUAL EVENTS AND WANTING TO CHANGE THINGS UP A BIT FOR THIS YEAR ON DEMAND VIDEOS RELATED TO WELLNESS SERVICES AND BUSINESSES THAT SERVE THE ELLIOT LAKE AREA SEEMED LIKE IT MIGHT GO A BIT FURTHER IN GETTING THE INFORMATION OUT THERE. SO ON DEMAND VIDEOS WOULD BE RECORDINGS THAT WELLNESS SERVICES AND BUSINESSES WOULD SEND IN APPROXIMATELY FIVE TO 10 MINUTES IN LENGTH DESCRIBING WHAT SERVICE OR PRODUCT THEY OFFER, ANSWER FREQUENTLY ASKED QUESTIONS AND HOW TO CONTACT THEM.
HAVING THE VIDEOS ON DEMAND MEANS PEOPLE CAN ACCESS THEM AT ANY TIME, AND VIDEOS CAN BE UPDATED AS INFORMATION CHANGES.
SO THERE WERE TWO OPTIONS TO CHOOSE FROM, SO OPTION A WOULD BE HAVING THE WELLNESS SERVICES BUSINESSES IN ELLIOT LAKE PAGE A LAYOUT SIMILAR TO THE AVAILABLE LAND PAGE THAT'S ON THE CITY'S WEBSITE CURRENTLY AND LINK TO A CITY YOUTUBE CHANNEL.
OPTION B WOULD BE HAVING THAT PAGE SIMILAR TO THE AVAILABLE LAND PAGE, BUT HAVING THE VIDEOS RIGHT ON THE CITY'S WEBSITE, HOWEVER, PEOPLE WATCHING FROM THEIR PERSONAL DEVICE MAY NOT HAVE CERTAIN VIDEO PLAYER INSTALLED.
AND THERE IS A COST TO INCREASE WEBSITE HOSTING FOR ADDITIONAL STORAGE SPACE AND BANDWIDTH REQUIRED TO DISPLAY THE VIDEOS.
SO FINANCIALLY, THERE'S NO COST TO HAVING A YOUTUBE CHANNEL.
BUT TO HAVE THE VIDEOS POSTED DIRECTLY ON THE CITY'S WEBSITE AND BASED ON AN ESTIMATED NUMBER OF FORTY FIVE VIDEOS, THERE WOULD NEED TO BE AN INCREASE IN WEBSITE HOSTING BY AN ADDITIONAL ONE HUNDRED AND FIFTY DOLLARS A MONTH FOR THE ADDITIONAL STORAGE SPACE AND BANDWIDTH REQUIRED TO DISPLAY.
SO THERE ARE PROS AND CONS TO EACH OPTION, HOWEVER, WITH NO COST TO A YOUTUBE CHANNEL AND ANYONE WITH ACCESS TO THE INTERNET WILL BE ABLE TO VIEW VIDEOS.
IT'S RECOMMENDED THAT COUNCIL APPROVE OPTION A FOR A HEALTH AND WELLNESS SERVICES AND BUSINESS PAGE ON THE WEBSITE.
THOSE WHO DO NOT HAVE ACCESS TO INTERNET BUT STILL WANT THIS INFORMATION, A MAIL OUT OPTION OR MAIL OF SOME SORT IS AN OPTION.
[00:20:01]
AND AS AN AGE FRIENDLY COMMUNITY, THIS INFORMATION SHOULD BE EASILY AVAILABLE AND HAVING IT ACCESSIBLE ON THE CITY'S WEBSITE MEANS IT WOULD BE AVAILABLE IN ONE LOCATION.SO COMMUNITY MEMBERS AND PEOPLE OUTSIDE OF THE COMMUNITY CAN VIEW THE INFORMATION VIDEOS AT ANY TIME. THANK YOU, MS. ROY, IS THERE ANY QUESTIONS FOR MEMBERS OF COUNCIL ABOUT THIS? I HAVE A QUESTION, MS. ROY, HOW ARE WE GOING TO ENSURE WE NOTIFY MEMBERS OF THE COMMUNITY ALL THE WAY AROUND THAT THIS INFORMATION EXISTS FOR THEIR USE? WELL, I DO HAVE AN EXTENSIVE, EMAIL LIST OF ALL THE WELLNESS SERVICES AND BUSINESSES IN ELLIOT LAKE SO THEY CAN GET THE WORD OUT TO THEIR CLIENTS AND PEOPLE THAT USE THEIR PRODUCTS. AND ALSO THERE'S RADIO ADVERTISING.
WE CAN DO ADVERTISING ON OUR CITY WEBSITE THROUGH OUR PAGE TOO DIFFERENT NEWS AVENUES ON THE INTERNET AND JUST KIND OF OUR STANDARD WAY THAT WE WOULD GET THE MESSAGE OUT THERE.
OK, THANK YOU, MS. ROY AND I JUST WANT TO THANK YOU FOR THE AMOUNT OF WORK YOU'VE DONE TOWARDS COMMUNITY WELLNESS SINCE I'VE KNOWN YOU.
A LOT OF GREAT FEEDBACK AND I KNOW YOUR PROGRAMS AND YOURSELF PERSONALLY HAVE HELPED A LOT OF MEMBERS OF OUR COMMUNITY.
THANK YOU. ANY QUESTIONS COMMENTS. SEEING NONE I'LL CALL FOR A ROLL CALL VOTE THEN STARTING WITH COUNCILLOR TURNER.
AND I'M IN FAVOR, SO THAT'S CARRIED.
THANK YOU AGAIN MS. ROY. THERE'S NO OUTSIDE BOARD OR COMMITTEE REPORTS, UNFINISHED BUSINESS, 9.1 REPORT FROM THE HUMAN RESOURCE COORDINATOR RE PANDEMIC POLICY.
[9. UNFINISHED BUSINESS ]
I HAVE A QUICK QUESTION, MR. GAGNON. AND I'M NOT SURE IF MR. HALLOCH'S STILL ONLINE.WHEN WE LEFT OFF AS THIS BEING DEFERRED I THINK IT WAS STATED THAT RATHER THAN SEEING IT AS A COVID-19 POLICY, THAT IT JUST BE A STRAIGHT UP PANDEMIC POLICY.
BUT THE REPORT ATTACHED STILL REFERS TO COVID-19 REPEATEDLY THROUGHOUT.
[LAUGHTER] YES MR. GAGNON. YEAH, THE REPORT IS THE SAME REPORT YOU SAW IN THE LAST MEETING.
JUST FOR CONTEXT AND REFERRAL PURPOSES, THE PANDEMIC POLICY IS [INAUDIBLE] COVID-19 [INAUDIBLE]. IT'S JUST PANDEMIC POLICY.
AND THEN THE REPORT IS JUST CONTEXT TO REFRESH YOUR MEMORY AS TO WHAT WAS THERE AT THE LAST MEETING. SO WHAT'S IN FRONT OF YOU THIS EVENING IS A STAFF PANDEMIC POLICY.
IT'S FAIRLY GENERIC AND BENIGN.
AND THEN THE BYLAW AMENDMENTS LATER TO JUST CAPTURE THE SICK LEAVE INSTANCE ISSUE, WHICH IS THE ONLY THING THAT REALLY REQUIRES COUNCIL'S APPROVAL BECAUSE IT'S ENSHRINED IN A BYLAW. OK, SO I'D LOOK FOR A MOVER AND SECONDER TO APPROVE THE STAFF PANDEMIC POLICY.
MOVED BY COUNCILLOR TURNER, SECOND BY COUNCILLOR FINAMORE AND WHO AM I LOOKING TOO.
OK, I'M JUST LOOKING FOR A ROUND UP EXPLANATION FOR OUR VIEWERS AT HOME AND FOR COUNCIL, AND THEN I'LL OPEN IT UP FOR QUESTIONS.
MR. GAGNON WOULD YOU BE ABLE TO DO THAT FOR US OR DO WE HAVE MR. MOSS? WE DO HAVE MR. MOSS. BUT I'LL JUST GIVE YOU THE HIGH LEVEL VERSION.
I MEAN, AT OUR LAST COUNCIL MEETING, COUNCIL INDICATED IT WAS SORT OF TOO MUCH DETAIL.
AND WE TALKED ABOUT THE FACT THAT IT'S AN EVOLVING PANDEMIC AND WE'RE GOING TO BE HAVING TO AMEND THE POLICY EVERY TWO WEEKS IF WE TRY TO CATCH UP AND KEEP UP WITH THE PANDEMIC.
SO THE THOUGHT PROCESS WAS A VERY SHORT, FAIRLY GENERIC PANDEMIC POLICY.
AND THAT'S WHAT WE'VE TRIED TO PRESENT TO YOU, WHICH IS THE FREQUENTLY ASKED QUESTIONS AND ALL THE DETAILS THAT CAN COME LATER IN A PROCEDURE.
AND THEY ARE THEY'RE STILL AROUND IN PROCEDURES AND THOSE WILL BE CHANGING ON A REGULAR BASIS. THE POLICY IS JUST VERY SUCCINCT.
IT SAYS IN THE EVENT OF A PANDEMIC, WE DON'T WANT STAFF COMING IN SICK SYMPTOMATIC.
WE WANT THEM TO STAY HOME. WE DON'T WANT THEM TO BE HARD DONE BY FORCING THEMSELVES TO COME IN. SO WE'RE RELAXING THIS INSTANCE ISSUE WHEN IT COMES TO OUR SICK LEAVE BY LAW.
AND THAT WAS OUR ATTEMPT TO SORT OF SHORTEN THE POLICY.
BUT SUBJECT TO YOUR QUESTIONS, MR. MOSS AND MR. HALLOCH ARE STILL ONLINE, WE CAN ANSWER WHAT WE CAN.
SO JUST FOR CLARITY, FOR THOSE WATCHING AT HOME, WHEN YOU'RE TALKING ABOUT INSTANCE, SO IF
[00:25:04]
SOMEBODY IS HAVING TO SELF QUARANTINE FOR 14 DAYS, THAT'S NOT GOING TO KNOCK OFF THEIR SICK DAYS WITHIN THE YEAR.THAT'S WHAT WE'RE AIMING FOR, NOT TO DING PEOPLE DURING THE PANDEMIC FOR BEING SAFE.
CORRECT. THAT'S CORRECT IN A NUTSHELL, YEAH, WE HAVE OUR SICK LEAVE POLICY HAS A TRACKING OF FOUR INSTANCES PER YEAR, AND THEN IF YOU GET TO THE FIFTH INSTANCE, THINGS GET DIFFERENT, MORE COMPLICATED.
THERE COULD BE A SCENARIO WHERE THEY COULD BE TAKING TIME WITHOUT PAY OR SOMETHING LIKE THAT. SO WE DON'T WANT THOSE PEOPLE WHO ARE FORCED TO QUARANTINE OR NOT COMING IN SYMPTOMATIC TO BE HARD DONE BY BECAUSE OF THAT.
SO THAT'S WHY WE'RE RELAXING THOSE INSTANCES WHEN IT COMES TO COVID.
AND WE CAN'T COVER EVERY SITUATION.
THAT'S WHY THE PANDEMIC POLICY BASICALLY SAYS, TALK TO YOUR SUPERVISOR, DON'T COME IN SICK AND WE'LL TAKE CARE OF YOU FROM THERE.
COUNCILLOR FINAMORE. THANK YOU, THROUGH YOUR WORSHIP TO, I DON'T KNOW, MR. MOSS OR MR. GAGNON.
MY CONCERN IS WITH THIS IS THAT IT DOESN'T OUTLINE WHAT A SPECIFIC PERIOD OF TIME IS.
IF YOU LOOK AT THE SCHOOL BOARDS.
IF YOU LOOK AT WORKPLACES, EVERYONE'S DIFFERENT.
I JUST WONDER WHAT IS ARE WE FOLLOWING PUBLIC HEALTH? ARE THEY STAYING AT HOME UNTIL I JUST DON'T KNOW WHAT PERIOD OF TIME THAT WE ARE TALKING ABOUT. IT SEEMS LIKE THE 14 DAYS IS KIND OF OUT THE WINDOW.
THERE'S NOT A LOT OF ORGANIZATIONS AND THE SCHOOLS AREN'T EVEN FOLLOWING THAT ANYMORE.
IS IT JUST TILL THERE IS A POSITIVE TEST, IT'S GETTING HARDER TO GET A TEST UNLESS YOU'RE ACTUALLY SYMPTOMATIC.
SO I JUST WOULD LIKE A LITTLE BIT MORE CLARITY.
AND IF WE HAVE A PERSON THAT'S I'M NOT SAYING WE DO, AND I'M JUST SAYING IN THIS SITUATION, IF YOU HAVE A PERSON THAT'S CONSTANTLY PUTTING THEMSELVES AT RISK AND CONSTANTLY TAKING TIME OFF BECAUSE THEY'RE PUTTING THEMSELVES AT RISK, IS THAT SOMETHING THAT WOULD BE DEALT WITH ON A DIFFERENT LEVEL WITH THE SUPERVISOR THAN THIS PANDEMIC POLICY? I'M HAPPY TO SEE THAT IT'S CALLED A PANDEMIC POLICY BECAUSE I THINK THIS APPLIES DURING FLU SEASON AND EVERYTHING ELSE THAT'S GOING ON, TOO.
SO THOSE ARE A COUPLE OF QUESTIONS.
I WAS GOING TO ANSWER ON MY END HERE, BECAUSE MAJORITY OF THE UNIONIZED PERSONNEL ARE UNDER ME WITH THE CONTRACT, SO AFTER DISCUSSIONS WITH BOTH H.R.
WHAT WE DID IS WE EXPLAINED EXACTLY THE SITUATION FOLLOWING ALONG OF THE PROTOCOLS OFF OF THE [INAUDIBLE] AND ALGOMA PUBLIC HEALTH.
SO BASICALLY HAVING THE CONVERSATION WITH THEM AND WE NOTICED THE TRENDS THAT WERE HAPPENING WITH EXACTLY LIKE YOU SAID, EVERYBODY THAT WENT BACK TO SCHOOL AND AND WHEN KIDS GOT SENT HOME FOR REASONS OF JUST SNIFFLES AND STUFF, LOTS OF TIMES THEY WERE PUTTING IT INTO THERE IF YOU HAVE TO GO AND GET A COVID TEST OR A CHILD DOES AT HOME, WE DON'T WANT YOU AT WORK OBVIOUSLY.
WE WANT TO SEE THE RESULTS COME BACK, WHICH MOST TIMES TAKES FOUR TO FIVE DAYS.
YEAH, WE WON'T ACT AS AN [INAUDIBLE]AT THAT POINT.
SAME THING IS AND WE WANT TO SEE THE RESULTS COME BACK WHERE IT'S NEGATIVE AND THEN WE DON'T AND THEN WE'LL GO FROM THERE.
SO OBVIOUSLY WE HAVEN'T HAD A POSITIVE CASE YET.
BUT ON THE SAME, IF WE EVER DO GET A POSITIVE CASE THAT WE'RE FOLLOWING, AGAIN, THE SAME WITH THE OTHER ONES, WE WANT THEM AT HOME UNTIL THEIR SYMPTOM FREE.
NORMALLY, THAT COULD BE UP TO 14 DAYS.
SO WE NORMALLY WOULD WANT THEM ISOLATED FOR 14 DAYS IF IT TAKES LONGER THAN OBVIOUSLY WE DON'T WANT TO USE THAT AS AN INCIDENT.
IF SOMEBODY PUTS THEMSELVES CONSTANTLY AT RISK AND THEY'RE GOING DOWN AND TRAVELING IN AREAS THAT THEY SHOULDN'T BE, THAT'S THE CONVERSATION I HAD WITH STAFF.
SO I LET THEM KNOW THAT STAFF KEEPS UPDATED WITH ME AND THEY LET ME KNOW WHEN THEY'LL ASK. I SAID I'LL BE WATCHING TO SEE IF IT'S BEING ABUSED AS WELL.
BUT AT THE SAME POINT, THEY GET BACK AND THEY LET ME KNOW TO NOT DO ANY TRAVEL IN THESE AREAS THAT ARE HOTSPOTS.
WE WANT TO ELIMINATE THAT RIGHT NOW AND KEEP THE ACTUAL BUBBLE SAFE THAT WE HAVE RIGHT NOW. SO I HOPE I ANSWERED MOST OF THE QUESTIONS THERE, BUT WE ARE FOLLOWING THE PROTOCOLS OF THAT. AND I CONSTANTLY HAVE THESE CONVERSATIONS WITH STAFF BECAUSE I DO WANT TO BE FAIR WITH THEM AND THEM, TO BE FAIR BACK WITH ME.
AND THAT'S THE WAY WE'VE BEEN DEALING WITH IT SO FAR.
ANYTHING TO ADD TO THAT, MR. MOSS? NO DARRYL MR. HALLOCH PRETTY MUCH COVERED ALL THE OUT THERE.
WE'RE JUST KEEPING IN COMPLIANCE WITH ALGOMA PUBLIC HEALTH DOCTORS RECOMMENDATIONS, THAT SORT OF STUFF FOR THEM COMING BACK TO WORK.
COUNCILLOR PATRIE. I WOULD JUST LIKE THAT, SO THE POLICY DOES REFER RIGHT IN THE BEGINNING THAT AS DECLARED BY RELEVANT PUBLIC HEALTH AUTHORITIES, BUT
[00:30:03]
I WOULD LIKE IT TO BE IN THERE THAT WE ARE TO FOLLOW THE RULES AS PER THOSE PUBLIC HEALTH AUTHORITIES. THEREFORE, THAT COVERS MR. HALLOCH'S CONCERNS AS WELL.IF YOU'RE PUTTING YOURSELF IN JEOPARDY, THAT'S TOTALLY DIFFERENT, BUT YOU SHOULD BE FOLLOWING WHAT PUBLIC HEALTH IS TELLING YOU.
SO IF YOU GET CONTRACTED COVID-19, GOD FORBID, HOPEFULLY NOBODY WITHIN OUR MUNICIPALITY OR OUR STAFF GET IT, BUT IF YOU DO IT BECAUSE YOU HAVE TRAVELED TO ASIA AND NOT SOCIAL DISTANCE, I WOULD LIKE SOME SORT OF REFERENCE IN THAT POLICY THAT YOU'RE AT LEAST FOLLOWING THOSE GUIDELINES.
THAT IT'S MANDATED. THEY MUST FOLLOW THOSE GUIDELINES.
IT STATES IN THE POLICY THAT THE PANDEMIC IS TO BE [INAUDIBLE] BY THE AUTHORITIES, BUT IT DOESN'T SAY ANYTHING THAT WE MUST FOLLOW THOSE GUIDELINES.
I WOULD JUST LIKE TO COMMENT ONE SECOND TOO WITH WHAT MR. MOSS BROUGHT FORWARD, I THINK ABOVE AND BEYOND WERE A LITTLE BIT EVEN ABOVE AND BEYOND THE ALGOMA PUBLIC HEALTH UNIT'S RECOMMENDATIONS.
AND WHERE I'M GOING WITH THAT IS THE FACT THAT LOTS OF TIMES THEY DON'T WANT TO OVER GET THE SYSTEM. I DON'T KNOW TO A LOSS FOR WORDS RIGHT THERE, BUT THEY DON'T WANT TO OVERLOAD THE SYSTEM BY HAVING TESTING WHERE WE WANT THEM TO, WE REQUIRE THE TESTING.
IF SOMEBODY AT HOME IS BEING TESTED OR THE SAME SCENARIO.
SO THAT'S WHERE WE'RE ABOVE AND BEYOND AND WE WANT THEM TO BE TESTED AND WE DON'T WANT THEM RETURNING TO WORK BEFORE WE GET THE RESULTS.
WE'VE DONE THAT A FEW TIMES WHERE ALGOMA PUBLIC HEALTH CAME BACK AND RECOMMENDED NO, JUST IF THEY'RE SYMPTOM FREE, DON'T WORRY ABOUT IT.
WELL, AT THAT SAME POINT, WE WENT ABOVE AND BEYOND AND WE REQUEST THAT.
SO I DON'T KNOW IF THAT JUST MEANS THAT WE'RE NOT EXACTLY FOLLOWING THE PROCEDURE.
WE'RE GOING ABOVE AND BEYOND. SO I DON'T KNOW IF THAT CHANGES THINGS, BUT.
THANK YOU. I'M NOT SAYING THAT WE'RE NOT DOING IT, I'M SAYING IT'S NOT IN THE POLICY.
THE POLICY ATTACHED IS STRICTLY A ONE PAGE POLICY, WHICH DOES MAKE IT VERY SHORT AND SUCCINCT, BUT IT DOESN'T INCLUDE THAT.
SO JUST BECAUSE WE'RE FOLLOWING THOSE RULES AND REGULATIONS, WHEN COUNCIL IS MAKING THE POLICY, WE'RE THE ONES THAT ARE PUTTING THE POLICY IN PLACE.
THAT SHOULD BE AS PART OF THE POLICY THAT WE'RE AT LEAST INSTRUCTING YOU.
WE'RE MANDATED BY LAW TO MAKE SURE THAT WE HAVE A POLICY AND THAT POLICY SHOULD BE TELLING US WHAT RULES WE SHOULD BE FOLLOWING.
COUNCILLOR MANN. THANK YOU YOUR WORSHIP, JUST TO COUNCILLOR PATRIE'S POINT ABOUT INTERNATIONAL TRAVEL.
ANY INTERNATIONAL TRAVEL DURING THE PANDEMIC FALLS UNDER THE QUARANTINE ACT.
PEOPLE HAVE TO QUARANTINE FOR 14 DAYS.
IT'S A FEDERAL PROVISION UNDER THAT ACT.
SO EVEN IF RIGHT NOW TO THE OTHER POINT REGARDING PROVINCIAL TRAVEL, THERE ARE NO RESTRICTIONS TO TRAVEL WITHIN THE PROVINCE, EVEN THOUGH THERE ARE CLEARLY IDENTIFIED AS HOT SPOTS THROUGHOUT THE PROVINCE.
YOU CAN TALK TO ANY PUBLIC HEALTH.
THEY WILL TELL YOU VERY CLEARLY FOLLOW THE RULES OF YOUR LOCAL PUBLIC HEALTH AUTHORITY PERIOD AND THEY WON'T GIVE YOU ANY FURTHER DIRECTION THAN THAT.
AND TO THAT POINT, I WOULD RECOMMEND I HAVE NO ISSUE WITH THE POLICY AS IT'S INDICATED.
MY ONLY COMMENT WOULD BE, I THINK SOMEWHERE IN THERE, BEYOND THE STATEMENT ABOUT THE PANDEMIC BEING DECLARED BY A PUBLIC HEALTH AUTHORITY, I THINK WE NEED TO FOLLOW THE GUIDELINES OF SAID PUBLIC HEALTH AUTHORITY AT SOME POINT IN THE BODY OF IT.
I KNOW THE LAST TIME WE ABSOLUTELY REQUESTED A LOT OF THE REFERENCES TO COME OUT, BUT I THINK THERE NEEDS TO BE SOMETHING SAYING IN REFERENCE TO LOCAL PUBLIC HEALTH AUTHORITY.
THAT WOULD BE MY ONLY SUBTLE RECOMMENDATION TO A CHANGE, AND THEN I WOULD SUPPORT THAT FOR THIS EVENING. SO ARE YOU RECOMMENDING THAT AS AN AMENDMENT COUNCILLOR MANN.
A SUPER FRIENDLY ONE. YES, YOUR WORSHIP.
SUPER FRIENDLY. A SUPER FRIENDLY ONE.
JUST TO RECOMMEND THAT YOU KNOW, THAT THE MUNICIPALITY FOLLOW THE REQUIREMENTS OF THE LOCAL PUBLIC HEALTH UNIT ALGOMA PUBLIC HEALTH IN OUR CASE.
AND I SO MOVE. I'LL SECOND THAT.
THAT'S VIRTUALLY WHAT I WAS SEEING AS WELL.
SAME THING I JUST WANT IT IN THE REPORT.
SO WE HAVE AN AMENDMENT ON THE TABLE.
IT COULD BE A FRIENDLY AMENDMENT IF THE MOVER AND SECONDER GIVE ME A NOD HERE.
WHO MOVED AND SECONDED IT? WE'RE BETTER JUST TO DO THIS OFFICIAL.
OK, WE'LL DO IT AS AN OFFICIAL AMENDMENT.
COUNCILLOR FINAMORE, DID YOU WANT TO TALK TO THE AMENDMENT OR THE POLICY AS A WHOLE? THE AMENDMENT, OK, I JUST WANTED TO SAY THAT THAT IS A PERFECT THAT'S WHAT I WAS GOING TO
[00:35:04]
SAY, WAS JUST IF WE COULD JUST PUT A SIMPLE LINE IN THERE, BECAUSE WE DON'T WANT THE UNIONS TO KILL US. WE CAN'T CONTROL WHAT OUR PEOPLE DO, WHAT OUR STAFF DOES AFTER WORK.WE CAN'T TELL THEM THEY CAN'T TRAVEL, NOR CAN WE FORCE ANYONE TO GET A TEST.
WE CAN ENCOURAGE THEM TO ACT RESPONSIBLY AND WE CAN ASK THEM.
BUT I WANT TO MAKE SURE THAT WE'RE NOT PAYING THEM IF THEY'RE NOT, THAT'S MY IF YOU'VE GOT SOMEONE WHO'S CONSTANTLY ABUSING IT, I WOULDN'T WANT TO SEE THAT HAPPEN.
BUT AS LONG AS WE'RE FOLLOWING THE PUBLIC HEALTH GUIDELINES, IT SHOULD LEAD US TO THE RIGHT PLACE. ANY OTHER COMMENTS ABOUT THE AMENDMENT? MS. BRAY, CAN YOU READ BACK THE PROPOSED AMENDMENT? I HAVE ALL KINDS OF SCRIBBLES HERE, BUT IT DOESN'T MAKE ANY SENSE ANYMORE.
YES. THAT WE ADD TO THE PANDEMIC POLICY, THAT WE FOLLOW THE REQUIREMENTS OF THE ALGOMA PUBLIC HEALTH AUTHORITY.
I'LL CALL FOR A ROLL CALL VOTE ON THE AMENDMENT.
IN FAVOR. I'M IN FAVOR, SO THAT'S CARRIED.
ANY OTHER QUESTIONS OR COMMENTS? OKAY I'D LIKE TO SAY THANK YOU TO MR. MOSS AND MR. HALLOCH MR. GAGNON, FOR MAKING A CLEAR, CONCISE POLICY HERE FOR US.
AND I'LL CALL FOR YET ANOTHER ROLL CALL VOTE.
THE HOLLYWOOD SQUARES ON MY SCREEN KEEPS SWITCHING UP HERE.
COUNCILLOR PATRIE, YOU'RE THE ONLY ONE THAT HASN'T MOVED SO FAR.
IN FAVOR. COUNCILLOR FINAMORE.
IN FAVOR. AND I'M IN FAVOR ALSO.
WE HAVE A COUPLE OF STANDING ITEMS FOR UPDATES.
THE COMMUNITY, 9.2 IS A COMMUNITY RECREATION HUB UPDATE.
MR. GAGNON. YEAH, NOT A WHOLE LOT TO REPORT OTHER THAN I SUPPOSE WE SHOULD START TRYING TO LINE UP LEADS FOR A HUB COMMITTEE OR A SPECIAL COUNCIL MEETING TO TAKE ANOTHER LOOK AT THE DESIGNS AND THE WORK THAT OUR ARCHITECTS AND ENGINEERS HAVE DONE.
I AM LINING UP A PHONE CALL OR A ZOOM WITH BUREAUCRATS FROM THE MINISTRY OF INFRASTRUCTURE EARLY NEXT WEEK TO HAVE A MORE DEEP DIVE INTO LESSONS LEARNED FROM THE FIRST ROUND AND WHEN THE NEXT ROUND MAY COME TO PASS OR WHATEVER THEY WILL BE ABLE TO TELL ME. SO I'M LINING THAT UP FOR NEXT WEEK.
SHOULD HAVE MORE TO REPORT ON THAT IN THE NEAR FUTURE.
AND I GUESS CHICKEN OR THE EGG.
BUT I'LL CHECK WITH THE AVAILABILITY OF OUR ARCHITECT'S FOR A ZOOM AND THEN GET BACK IN FRONT OF COUNCIL AND FIGURE OUT WHAT THE FORMAT WOULD BE AND THE TIMING FOR THAT PROBABLY MID NOVEMBER. THANK YOU.
9.3 THE ARTS AND CULTURE HUB UPDATE . YEAH JUST IN CASE YOU'RE CONFUSED, SOMETIMES OUR ESCRIBE SOFTWARE, GETS CONFUSED BY THE AMPERSAND AND YOU END UP SEEING AMP IN THERE SOMEWHERE.
BUT ANYHOW, THE ARTS HUB UPDATE.
THE STAGE TWO APPLICATION TO THE NOHFC WAS SUBMITTED LAST WEEK, SO WE'RE NOW IN THE QUEUE FOR UP TO TWENTY FIVE PERCENT FUNDING OF THE EIGHTY NINE THOUSAND DOLLAR STUDY OF THE ARTS HUB TO GO WITH THE 50 PERCENT THAT WE'VE ALREADY APPLIED FOR TO THE FEDS.
SO MAKING THAT SEVENTY FIVE PERCENT FUNDING POTENTIAL FOR THAT STUDY.
SO THAT BODES WELL. THE ARCHITECTS AND ENGINEERS ARE PLANNING A RETURN VISIT TO ELLIOT LAKE IN MID TO LATE NOVEMBER, AND THEY DO HAVE ONLINE SURVEYS THAT ARE ABOUT TO ROLL OUT TO COUNCIL IF THEY HAVEN'T ALREADY, AND SOME OF OUR STAKEHOLDERS.
AND THEN WE'RE JUST TRYING TO SORT OUT THE MECHANICS AND THE LOGISTICS OF TAKING THAT SURVEY TO THE REGULAR PUBLIC.
WE CAN RULE THAT OUT AS EARLY AS TOMORROW VIA ONLINE ON OUR WEBSITE OR NEWS ITEMS OR WHATNOT. BUT WE'RE TRYING TO CLARIFY THE LOGISTICS OF GETTING THAT IN A HARDCOPY FORMAT FOR NOT EVERYONE HAS THE INTERNET AND HOW CAN WE GET THAT TO THE VARIOUS HOMES AND THAT IT WOULD DO SELF-ADDRESSED ENVELOPE OR WITH COVID.
HOW DO THEY GET THEM BACK TO US? MAYBE THE DROP [INAUDIBLE] THAT KIND OF THING.
SO WE'RE LOOKING INTO THAT AND HOPING THAT WE'LL HAVE THE HARD COPY SURVEY OUT TO THE GENERAL PUBLIC TO PULL THEIR PRIORITIES FOR WHAT SHOULD OR SHOULDN'T BE IN THE NEW ARTS AND CULTURE HUB, WHICH WOULD WE'RE HOPING TO ROLL THAT OUT IN THE NEAR FUTURE AS WELL.
THANK YOU. IT'LL BE GREAT HAVING FEEDBACK FROM THE PUBLIC HEALTH.
SO I'M SURE EVERYONE WILL APPRECIATE THAT.
IS THERE ANY UPDATES OR NEED FOR CLOSED SESSION ON THE RESIDENTIAL WATERFRONT DEVELOPMENT
[00:40:07]
OPTIONS AT THE MOMENT? WELL, THERE IS ONE ITEM ON OUR SPECIAL COUNCIL MEETING LATER THIS EVENING THAT IS FAIRLY RELATED TO THAT. BUT ASIDE FROM THAT, THERE'S NOTHING PARTICULAR.SO NUMBER 10 PETITION'S, THERE ARE NONE.
11 CORRESPONDENTS, THERE ARE NONE.
12 NOTICE OF MOTION, THERE ARE NONE, 13 COUNCILS, REPORTS AND ANNOUNCEMENTS.
[13. COUNCIL REPORTS AND ANNOUNCEMENTS ]
IS MR. HALLOCH STILL AROUND? I JUST WANTED TO HEAR FROM HIM WHAT WAS THE DATE OF THE RESIDENTIAL YARD PICK UP? YEAH, STILL HERE.THANK YOU YOUR WORSHIP. YES, THAT'S GOING TO BE I BELIEVE IT'S THE FIRST MONDAY OF NOVEMBER. I'M NOT SURE IF THAT'S NOVEMBER 1ST.
I THINK THAT'S WHAT WE PUT DOWN.
BUT IT'S GOING TO BE THE FIRST MONDAY.
YES, SO THE SECOND. OK, SO NOVEMBER 2ND.
SO YOU'LL BE GOING AROUND PICKING UP THE YARD WASTE LEAVES AND SO ON AND SO FORTH.
YES. THANK YOU VERY MUCH, MR. HALLOCH.
COUNCILLOR FINAMORE HAS SOME PIECES FOR THE COUNCIL'S REPORT.
I ALSO HAVE A COUPLE OF THINGS HERE.
I'M GOING TO SEE IF SHE HAS THEM FIRST.
THIS COMES FROM MRS. HENNESSEY, THE MANAGER OF ARTS AND CULTURE AND REC, AND TALKING ABOUT THE SCARY HALLOWEEN DRIVE IN MOVIE LAST NIGHT THERE WAS ONE HUNDRED AND NINETY TWO VEHICLES AT THE DRIVE IN MOVIE.
SIXTY FOUR YEARS OLD, MY FIRST MOVIE IN A SNOWSTORM.
SO THAT WAS PRETTY INTERESTING.
I HAD TO TURN THE WIPERS ON EVERY ONCE IN A WHILE AND DEFROST OFTEN.
THE WINDOWS WERE ONLY STEAMY BECAUSE OF THE WEATHER.
WE MADE A DONATION TO THE ELLIOT LAKE FOOD BANK FOR NINE HUNDRED AND SEVENTY FIVE DOLLARS. PLUS THE FOOD BANK RECEIVED OVER SIX HUNDRED POUNDS OF FOOD.
SO WAY TO GO CITIZENS OF ELLIOT LAKE.
THE ELLIOT LAKES SNOWBIRDS SNOWMOBILE CLUB WERE ON HAND TO PARK THE VEHICLES.
PRIOR TO THE MOVIE, THE SNOWMOBILE CLUB MEASURED OFF PARKING SPOTS AT THE SKI HILL PARKING LOT. NOTHING BUT POSITIVE COMMENTS CAME FOR THE EVENT.
RESIDENTS WERE LOOKING FORWARD TO MORE OF THESE MOVIES.
THANK YOU, EVERYONE THAT HELPED.
AND THANK YOU FOR THE POPCORN.
WE DIDN'T STAY FOR BOTH MOVIES BECAUSE WE'RE OLD, SO WE LEFT AFTER HOCUS-POCUS.
IT'S QUITE INTERESTING TO WATCH A MOVIE IN THE DARK THAT WAS MADE ONLY IN THE DARK.
WE DIDN'T CONSIDER THAT WHEN WE ORDERED THE MOVIE.
SO NEXT TIME WE MIGHT MAKE FOR AN INTERESTING TRY TO SEE.
BUT IT WAS A LOT OF FUN AND PEOPLE SEEMED TO REALLY ENJOY IT.
THE OTHER UPDATE I HAVE IS ABOUT THE STATIC CHRISTMAS PARADE, WHICH SOUNDS LIKE A WEIRD NAME, BUT WHAT'S GOING TO HAPPEN IS IN VARIOUS LOCATIONS AROUND TOWN, WHICH WE WILL ANNOUNCE CLOSER TO THE DATE ON.
TRYING TO FIGURE OUT THE DATE HERE.
ON FRIDAY, NOVEMBER TWENTY SEVENTH FROM SIX TO EIGHT O'CLOCK PEOPLE HAVE BEEN INVITED TO MAKE A FLOAT AND DECORATE IT.
AND THE FLOAT WILL STAY STILL AND THE PEOPLE WILL DRIVE BY THE PARADE.
SO IT WILL BE IN VARIOUS DIFFERENT LOCATIONS WITHIN THE CITY OF ELLIOT LAKE.
WE WILL ENCOURAGE PEOPLE TO HAVE THEIR CHRISTMAS LIGHTS ON BY THAT TIME SO THAT WE CAN DO A TWINKLE CONTEST AS WELL, SO PEOPLE CAN DRIVE AROUND THROUGH THE CITY OF ELLIOT LAKE AND LOOK AT THE CHRISTMAS LIGHTS.
THE ENTRY FORM IS ONLINE ON THE WEBSITE.
IT CAN ALSO BE PICKED UP AT COLLINS HALL.
THE THEME OF THIS YEAR'S PARADE IS CANDY LAND, WE ARE LOOKING INTO GETTING BUSSES, BUT BECAUSE OF COVID, WE HAVE TO SEE WHAT HAPPENS IN THE NEXT MONTH AS FAR AS RESTRICTIONS AND WHETHER WE'LL BE ALLOWED TO HAVE BUSSES AND LET THINGS HAPPEN.
BUT WE'RE HOPING TO BE ABLE TO HIRE A COUPLE OF BUSSES FOR PEOPLE THAT DON'T HAVE VEHICLES. WE JUST DON'T WANT TO ENCOURAGE PEOPLE TO GATHER TOGETHER IN GROUPS OF PEOPLE TO WATCH THE PARADE.
BUT WE DO WANT TO HAVE SOME SORT OF CHRISTMAS CHEER THIS YEAR.
SO WE JUST WANT TO BRING SOME LIGHT TO PEOPLE AND WE'RE HOPING THAT THIS WILL WORK.
AND REMEMBER, YOU ONLY HAVE TO DECORATE THE FRONT HALF OF THE FLOAT.
AND WE WANT TO ALSO ENCOURAGE THE PEOPLE THAT ARE GOING TO PUT THE FLOATS IN TO MAKE SURE YOU MAINTAIN COVID SOCIAL DISTANCING AND MASKS WHEN YOU'RE PUTTING [INAUDIBLE] WE DON'T WANT 50 PEOPLE TO GATHER TOGETHER TO PUT A FLOAT THAT WOULD DEFEAT THE PURPOSE OF HAVING A STATIC PARADE. BUT WE'RE HOPING EVERYONE WILL COME OUT AND ENJOY AND AS WE GET FURTHER INTO THIS, WILL ANNOUNCE THE SPOT.
WE HAVE AN IDEA OF WHERE WE WANT PEOPLE TO PARK, BUT IT'S SNOWING ALREADY, SO WE'RE GOING
[00:45:02]
TO HAVE TO SEE WHAT KIND OF SNOW WE HAVE BY THEN AS WELL, SO WE WILL BE FORWARDING THE ROUTE LATER ON. THAT'S IT, I THINK, FOR ME.THANK YOU. COUNCILLOR FINAMORE, IS ANY OTHER MEMBERS OF COUNCIL HAVE ANYTHING TO ADD TO THE COUNCIL'S REPORT THIS EVENING.
OKAY, I HAVE A COUPLE OF THINGS I JUST WANTED TO SEND A CONGRATULATIONS TO THE SONNENBURG'S THEIR GRAND OPENING OF RONA.
ABSOLUTELY EXCELLENT SEEING THE STORE OPENING AND ALL THE [INAUDIBLE] THAT ARE OUT THERE NOW. SO IT'S A GREAT ADDITION TO THE COMMUNITY.
ALSO, CONGRATULATIONS TO PETER ANGUS AND HIS FAMILY.
THEY HAVE A NEW PHARMACY DOWN IN THE SCOTIABANK PLAZA.
NO SIGN UP YET. SO NO RIBBON CUTTING UNTIL THE SIGNS UP.
BUT CONGRATULATIONS, PETE ANGUS I WENT TO SCHOOL WITH PRETTY MUCH MY WHOLE LIFE THERE.
ANOTHER ELLIOT LAKE [INAUDIBLE] REINVESTING IN THE COMMUNITY.
AND WE DO HAVE A COUPLE OTHER BUSINESSES THAT ARE LOOKING AT OPENING WITHIN THE NEXT MONTH OR SO. SO WE'LL KEEP PUTTING OUT THAT MESSAGE.
REALLY GOOD TO SEE A LOT OF WORK BEING DONE IN THE COMMUNITY AND INVESTMENTS DURING SUCH A HARSH TIME. SO CONGRATULATIONS AGAIN.
I HAVE SOME THE BIG TICKET ITEMS THAT EVERYONE LIKES TO SEE IN PAYMENTS.
YOU KNOW, OUR HYDRO ONE BILL FOR OCTOBER TWENTY SIX THOUSAND TWO HUNDRED.
RECEIVER GENERAL, FIFTY NINE THOUSAND NINE HUNDRED.
AJ BUS LINES, SEPTEMBER REGULAR TRANSIT IN OCTOBER O&R TWENTY NINE THOUSAND SEVEN HUNDRED . COUNSELING CENTER OF EAST ALGOMA OPP INTEGRATED RESPONSE TWENTY ONE THOUSAND EIGHT HUNDRED GFL ENVIRONMENT, WHICH IS OUR CURBSIDE PICKUP RECYCLING AND THE PLANT'S SEPTIC SERVICE IS THIRTY FIVE THOUSAND EIGHT HUNDRED.

I DON'T BELIEVE THAT'S A WORD.
THE FLASH UNITS THAT WE HAVE THAT COUNCILLOR PEARCE WAS EXCITED ABOUT BY THE SCHOOLS ARE TWENTY TWO THOUSAND FIVE.
JUST SO YOU KNOW. ALL RIGHT, THANK YOU, COUNCILLOR PEARCE.
LEROY CONSTRUCTION PINE AND POPULAR PAYMENT CERTIFICATE NUMBER ONE, FOUR HUNDRED AND FIFTEEN THOUSAND FIVE HUNDRED.
M&G FENCING THAT'S THE DUNLOP SHORES GUARDRAIL FINALLY BEEN INSTALLED, TWENTY NINE THOUSAND FIVE HUNDRED AND [INAUDIBLE] FORTY FOUR THOUSAND.
AND THAT'S IT FOR THE BIG TICKET ITEMS. WITH THAT, I'D LIKE TO WISH EVERYONE A HAPPY HALLOWEEN.
I KNOW WE'RE NOT IN A HOT SPOTS SO TRICK OR TREATING IS ALLOWED, BUT AGAIN, FOR EVERYONE OUT THERE WITH THE CHILDREN OR PLANNING ON GIVING OUT CANDY, MAKE SURE YOU'RE SAFE.
IF YOU'RE SICK, DON'T GIVE OUT CANDY.
DON'T HAVE YOUR LIGHTS ON FOR THAT.
AND PARENTS, TAKE CARE OF YOUR CHILDREN AND KEEP AN EYE OUT.
THAT'S IT FOR COUNCIL'S REPORT.
WE DO HAVE AN ADDENDUM THIS EVENING, SO I'D LOOK FOR A MOVER TO ADD THE ADDENDUM TO THIS
[14. ADDENDUM ]
EVENING'S AGENDA.MOVED BY COUNCILLOR TURNER, SECOND BY COUNCILLOR PEARCE.
DISAPPEARED. I'M OK, I'M OPPOSED, I DON'T HAVE IT, I GOT TO FIND IT.
AND I'M IN FAVOR THAT'S CARRIED.
SO A 14.1 IS A MEMO FROM THE ECONOMIC DEVELOPMENT COORDINATOR AND [INAUDIBLE] TO RE: AGREEMENT OF PURCHASE AND SALE AT 27 TIMBER ROAD.
TRYING TO FIND WHAT I DID WITH THAT RECOMMENDATION.
HERE IT IS. SO DOESN'T HAVE A RECOMMENDATION ON THE REPORT.
SO WE'LL HEAR FROM MS. VLAHOVICH FIRST AND THEN LOOK FOR A RECOMMENDATION.
GOOD EVENING MS. VLAHOVICH. SO AS COUNCIL IS AWARE OF PREVIOUSLY DCL ENTERPRISES HAD APPROACHED STAFF AND THEN THROUGH COUNCIL TO EXPRESS INTEREST IN PURCHASING 27 TIMBER ROAD, THEY WANTED TO
[00:50:03]
PURCHASE THIS AS A ROOFING CONTRACTING COMPANY AND BUILD A A HOUSE.I SHOP LOCALLY FOR THEMSELVES, SO AS PRESENTED TO COUNCIL, THEY HAVE NOW ENTERED INTO AN AGREEMENT OF PURCHASE AND SALE PROPOSED TONIGHT WITH THE SAME TERMS THAT WERE PRESENTED PREVIOUSLY. THIS IS FOR THE SALE OF LOT 20 [INAUDIBLE] 148 AS 27 TIMBER FOR THE PRICE OF EIGHT THOUSAND PLUS APPLICABLE TAXES.
THEY WILL PROPOSE TO BUILD TWENTY FOUR HUNDRED SQUARE FEET AND HAVE THIS COMPLETED NO LATER THAN OCTOBER 22, 2022.
THE AGREEMENT OF PURCHASE AND SALE DOES INCLUDE THE CLAUSE THAT THEY MUST ENTER INTO A SITE PLAN CONTROL AGREEMENT WITH THE MUNICIPALITY FOR DETAILS ON THE DEVELOPMENT WHICH ARE INCLUDING BUT NOT LIMITED TO PREPARATION OF LAND SERVICING CONNECTIONS, GRADING, DITCHING, DRAINAGE, ELEVATION, RETAINING WALLS, A LOCATION OF THE BUILDING, ENTRANCE, EXIT AND LANDSCAPING.
AND THIS MUST BE ENTERED TO WITH COUNCIL NO LATER THAN OCTOBER 21, 2021.
SO BEING THAT ALL TERMS IN THE AGREEMENT IN PURCHASE AND SALE ARE IN ACCORDANCE WITH THE INITIAL LETTER OF INTENT TO PURCHASE, BUT THE EXCEPTION OF A MINOR EXTENSION ON CLOSING DATE TO ACCOMMODATE THESE MEETINGS, IT IS RECOMMENDED THAT COUNCIL ENTER INTO AN AGREEMENT OF PURCHASE AND SALE WITH DCL ENTERPRISES FOR LOT TWENTY PLAN M148 BEING PART OF THE TOWNSHIP OF GUNDERMAN, KNOWN AS 27 TIMBER ROAD FOR EIGHT THOUSAND DOLLARS PLUS APPLICABLE TAXES. THANK YOU MS. VLAHOVICH. MOVER, PLEASE.
COUNCILLOR PATRIE. JUST A COMMENT, YEAH, I'VE JUST QUICKLY READ THROUGH THIS AGREEMENT OF PURCHASE TO SALE, IT'S GOT THE COVENANT.
WE DID AGREE TO THE PRICE WAY BACK WHEN THIS FIRST CAME TO US.
IT IS A NICE SHORT CLOSING AND ALLOWS HIM TO GET ON THE PROPERTY AND GET MOVING SO WE CAN GENERATE SOME TAXATION ON THAT PROPERTY AS SOON AS POSSIBLE.
SO I WOULD RECOMMEND THAT WE MOVE FORWARD WITH THIS.
COUNCILLOR TURNER. AND JUST ONE QUESTION ABOUT THAT PROPERTY.
HAVE WE DONE ANY EXPLORATION AS FAR AS ENVIRONMENTAL STUDIES OR ANYTHING ON THAT, IS ANYBODY? SO THE PROPERTY WAS REVIEWED GENERALLY WITH A FIRST STAGE ENVIRONMENTAL BACK IN 2009 WHEN THE MUNICIPALITY WAS LOOKING AT POTENTIALLY MOVING OUR INDUSTRIAL AREA.
BUT NOTHING FURTHER HAS BEEN DONE WITH THE PROPERTY AS SOLD AS IS, WHEREAS THERE IS A CLAUSE THAT THEY HAVE SOME TIME TO DO SOME CONDITIONAL BEFORE CLOSING.
BUT THE PROPERTY IS SOLD AS IS, WHERE IS CURRENTLY.
SO IF THERE'S. IF THERE'S ANY ENVIRONMENTAL PROBLEM WITH THE PROPERTY.
CORRECT. IF THEY CONTINUE WITH THE PURCHASE AND SALE, THE PROPERTY IS SOLD AS IS.
SO IF THERE IS AN ISSUE GOING FORWARD, THEN THAT IS WOULD BE BASED ON THEIR DUE DILIGENCE. OK, THANKS.
ANY OTHER QUESTIONS OR COMMENTS? AND AGAIN, THANK YOU, MISS VLAHOVICH.
I THINK WE'RE ALMOST OUT OF INDUSTRIAL PROPERTIES AND COMMERCIAL PROPERTIES NOW, SO YOU'RE GOING TO HAVE SOME WORK CUT OUT FOR YOU IN THE NEAR FUTURE.
WITH ALL DUE RESPECT, WE STILL HAVE ALL OF FOX DRIVE.
IT'S NOT SERVICE [INAUDIBLE] COUNCILLOR PATRIE.
THAT'S WHAT I'M GETTING AT. WE WE HAVE DONE QUITE WELL IN THE LAST FEW YEARS AND I ALWAYS LIKE TO WELCOME NEW INVESTMENTS IN THE COMMUNITY COMMUNITY AND WELCOME A FAIRLY NEW BUSINESS TO THE COMMUNITY AS DCL ENTERPRISES.
SO WITH THAT, I'LL CALL FOR A ROLL CALL VOTE ON THIS RECOMMENDATION, STARTING WITH COUNCILLOR MANN.
IN FAVOR. COUNCILLOR FINAMORE.
IN FAVOR. I'M IN FAVOR, SO THAT'S CARRIED AND THAT ROLLS US OVER TO 14.2 WHICH IS THE BYLAW THAT FOLLOWS THIS BYLAW 20-80 BEING A BYLAW TO AUTHORIZE THE EXECUTION OF THE AGREEMENT OF PURCHASE AND SALE BETWEEN THE CITY OF ELLIOT LAKE AND DLC ENTERPRISES.
CAN I HAVE A MOVER, PLEASE? MOVED BY COUNCILLOR PATRIE.
