REPORTS, SIX POINT ONE REPORT FROM THE DIRECTOR OF PUBLIC WORKS AND MISSISSAUGA PROVINCIAL PARK STAFF SURVEY 2020 PARK CAMPER'S.

RECOMMENDATION STAFF REPORT DATED NOVEMBER 3RD, 2020 BY THE DIRECTOR OF PUBLIC WORKS BE RECEIVED FOR INFORMATION, CAN I HAVE A MOVER, PLEASE? MOVED BY COUNCILOR PATRIE.

MR. HALLOCH, IF YOU WOULD, PLEASE.

YES, THANK YOUR WORSHIP.

SO A LITTLE BIT OF BACKGROUND, BASICALLY, IN SEPTEMBER OF 2012, THE PROVINCIAL GOVERNMENT ANNOUNCED THE INTENT TO CHANGE THE MISSISSAUGA PROVINCIAL PARK OPERATIONAL STATUS FROM OPERATING TO NONOPERATING BASED UPON LOW OCCUPANCY RATES OF 40 PERCENT RESULTING FOR LOSS OF REVENUE. SO MISSISSAUGA PARK HAD BEEN USED BY BOTH LOCALS AND TOURISTS FROM AFAR SINCE 1965 AND GAINED ITS OFFICIAL REGULATION UNDER THE PROVINCIAL PARKS ACT IN 1973.

WITH THE PARK BEING SUCH AN INTEGRAL PART OF THE REGIONAL HISTORY AS WELL AS OUTDOOR TOURISM AND ATTRACTION TO THE AREA.

THE CITY OF ELLIOT LAKE, THROUGH THE ECONOMIC DEVELOPMENT ADVISORY COMMITTEE, BEGAN WORKING ON A PROPOSAL TO UNDERTAKE THE MANAGEMENT OF THE PARK'S PUBLIC FACILITIES TO DETERMINE IF THE PARK COULD BE OPERATED SUCCESSFULLY.

THE PARK WAS IDENTIFIED AS A REGIONAL ASSET, AND THEREFORE THE CITY OF ELLIOT LAKE ENTERED INTO A FIVE YEAR AGREEMENT IN APRIL OF 2014 TO PROTECT THE PARK AND RESCUE IT FROM NONOPERATING STATUS.

THE AGREEMENT NAMED THE CITY OF LAKE AS THE PARK OPERATOR AND AS SUCH, RESPONSIBLE FOR ALL COSTS ASSOCIATED WITH OPERATIONS, INCLUDING ANY NET LOSSES THE PARK INCURS.

THE MUNICIPALITY ENTERED INTO A FIVE YEAR EXTENSION IN TWENTY EIGHTEEN AND IS CURRENTLY LOOKING FOR INTEREST FROM REGIONAL STAKEHOLDERS IN THE FUTURE OPERATIONS OF MISSISSAUGA PARK AND THE DIRECTION FOR THOSE PARTIES TO WORK TOGETHER TO DEVELOP A MORE SUSTAINABLE PLAN FOR THE PARK.

THIS MAY INCLUDE, BUT IS NOT LIMITED TO OPPORTUNITIES FOR PROGRAMS AND EDUCATIONAL RESOURCES WITHIN THE PARK.

DEVELOPMENT OF NEW ATTRACTIONS WITHIN THE PARK.

OPERATIONAL MANAGEMENT PROFIT OR LOSS SHARING.

SO BASICALLY THE CITY HAS BEEN OPERATING THE MISSISSAUGA PARK FOR SEVEN FULL SEASONS.

IT OPERATES FROM MAY LONG WEEKEND UNTIL OCTOBER 1ST ANNUALLY.

THIS YEAR, THE PARK STAFF, DESPITE THE COVID OUTBREAK AND LATE START TO THE CAMPING SEASON, EXPERIENCED ITS BEST FINANCIAL SEASON.

BUDGET NUMBERS ARE ATTACHED, AS YOU'LL SEE, WITH REVENUE ACCOUNTS UP SIGNIFICANTLY, PARTICULARLY CAMPING PERMITS AND CANTEEN SALES.

ALSO THIS YEAR, THE PARK STAFF CREATED A SURVEY WHICH IS ALSO ATTACHED TO GATHER IMPORTANT INFORMATION TO HIGHLIGHT THE BENEFITS THAT AN OPERATING PARK HAS ON TOURISM NUMBERS WITHIN THE CITY OF LAKE AND ITS IMPORTANCE TO OUR ECONOMY.

SO BASICALLY, THE PARK HAD A TOTAL OF SEVENTEEN THOUSAND THREE HUNDRED FORTY CAMPERS IN TWENTY TWENTY AS WELL AS NINE HUNDRED AND FORTY FOUR DAY USE AND FOUR HUNDRED FORTY FOUR BACKCOUNTRY, WITH 52 PERCENT OF THEM TRAVELING FROM SOUTHERN ONTARIO, 13 PERCENT FROM NORTHERN ONTARIO AND 17 PERCENT FROM ELLIOT LAKE, AND SEVEN PERCENT ARE COMING FROM [INAUDIBLE] PROVINCE. THE MAJORITY OF THE CAMPERS STAYED FOR THREE NIGHTS AND CONSISTED OF FOUR FAMILY MEMBERS OR JUST A GROUP OF FOUR PEOPLE.

FIFTY SIX PERCENT BOOKED ONLINE, WHILE TWENTY FOUR PERCENT SHOWED UP WITH NO RESERVATIONS. THE SURVEY SHOWED A VARIETY OF REASONS FOR VISITING THE PARK.

HIKING IN NATURE IS TWENTY EIGHT PERCENT OF THE REASON THAT WAS CAPTURED IN THE SURVEY.

RELAXATION IS TWENTY THREE PERCENT.

FAMILY VACATION.

TWENTY ONE PERCENT. CANOEING, FIFTEEN.

FISHING FIVE PERCENT.

AND OTHER REASONS ARE FIVE PERCENT.

ONE OF THE BIGGEST REASONS FOR THE SURVEY WAS TO COLLECT INFORMATION ON HOW MANY OF THE CAMPERS STOPPED INTO ELLIOT LAKE AND SPENT MONEY.

AS SEEN IN THE ATTACHED CHARTS, 66 PERCENT OF THE CAMPERS STOPPED FOR SUPPLIES OR TO SEE TOURIST ATTRACTIONS.

ALTHOUGH DIFFICULT TO COME UP WITH THE TOTAL AMOUNT SPENT STAFF IS ESTIMATING A TOTAL IN THE RANGE OF 300000 WAS SPENT BY PARK VISITORS IN TWENTY.

AND BASICALLY, WHEN YOU GO ON TO THE FINANCIAL SECTION, IT'S SHOWING HOW BASICALLY IT'S BROKE DOWN THAT YOU HAD CERTAIN PERCENTAGES IN THE SURVEY OF WHAT THEY SPENT FOR MONEY.

SO BASICALLY JUST AVERAGING IT OUT.

IF YOU WENT FROM A 30 TO A 40, PUT THE AVERAGE OF THE 35 IN THERE.

AND AS YOU SEE ACROSS THE BOARD WITH THE TOTALS, YOU'RE LOOKING AT TWO HUNDRED AND NINETY FIVE THOUSAND DOLLARS GIVING IT AN ESTIMATE, JUST TWO HUNDRED NINETY FIVE THOUSAND NINE HUNDRED SIXTY FIVE DOLLARS OF ESTIMATED SPENDING FROM THE 2020 SURVEY.

SO BASICALLY, ANY TIME THEY'RE EN ROUTE TO MISSISSAUGA PARK, A LOT OF THEM WERE STOPPING IN ELLIOT LAKE AND SPENDING AT SEVERAL DIFFERENT BUSINESSES.

ALSO BROKE DOWN ON THE ACTUAL SURVEY, WHICH IS A VARIETY ALL THE WAY ACROSS FROM GROCERIES TO ALCOHOL TO SUPPLIES, AND THEN AS WELL SEEING THE TOURIST ATTRACTIONS ALONG THE WAY, WHICH WITH THE CORRIDOR THERE, IT'S A BEAUTIFUL COMING INTO TOWN AND GOING THROUGH THAT WAY. SO BASICALLY, IN SUMMARY, THE STAFF SURVEY CREATED BY MISSISSAUGA PARK PROVINCIAL STAFF PROVES NOT ONLY IS THE PARK AN INTEGRAL PART OF THE REGIONAL HISTORY AND OUTDOOR ACTIVITY, BUT ALSO PROVIDES AN ECONOMICAL BOOST TO THE CITY OF ELLIOT LAKE AND THEIR TOURIST NUMBERS. THE PARK ATTRACTS VISITORS TO EXIT HIGHWAY 17, TRAVEL NORTH ON KING'S HIGHWAY 108 THROUGH OUR BEAUTIFUL CITY CORRIDOR, WHERE THEY CAN SHOP AT THE LOCAL BUSINESSES, ALTHOUGH NOT MENTIONED IN THE SURVEY, I WONDER WHAT THE PERCENTAGES OF THE PEOPLE THAT RETURN TO CALL THIS THEIR HOME.

SO BASICALLY, AS WE'RE SHOWING AND ONE OF THE BIG THINGS THAT WE'VE NOTICED HERE IS SARAH, WHO'S HERE TODAY TO MANAGES THE PARK SATURDAY AND DONE AN EXCELLENT JOB, AS YOU CAN SEE, IN THE ACTUAL 2020 BUDGETS.

BUT IF THERE'S ANY QUESTIONS ON THE SURVEY OR ANYTHING, I'LL TRY TO ANSWER THEM, AND SARAH'S HERE AS WELL IF THERE'S ANY OTHER QUESTIONS THAT I CAN'T ANSWER.

GOOD TO SEE THAT THE NUMBERS WERE REALLY GOOD THIS YEAR AND EVERYONE STAYED SAFE WHILE IN THE WILDERNESS, BRINGS UP THE QUESTION, IS THERE ROOM TO EXPAND IN THE FUTURE? AND MAYBE THAT WILL BE A POTENTIAL DISCUSSION FOR BUDGET.

THIS IS THE KIND OF INFORMATION THAT COUNCIL NEEDS WHEN WE ARE LOOKING AT THE VIABILITY OF VARIOUS PROJECTS.

SO I THINK IT'S REALLY GREAT.

I'M A BIT CONCERNED, MR. HALLOCH, IN LOOKING AT THE REPORT, THE PARK OPERATING COSTS COME DOWN TO ABOUT TWENTY SEVEN THOUSAND DOLLARS A SHARE.

THE TWO QUESTIONS I HAVE, AND THAT FIRST ONE IS, DOES THAT INCLUDE THE NINE THOUSAND DOLLARS THAT WE FOUND ABOUT AFTER THE FACT AFTER THIS WAS PUBLISHED, OR IS THE NINE THOUSAND DOLLARS GOING TO COME OFF OF THAT TO BRING IT DOWN TO 18000 INSTEAD OF 27000? THE MOST UPDATED VERSION THAT I HAVE HAS THE 9000 COMING OFF OF THE ACTUAL UNIT.

SO I BELIEVE, IF I'M CORRECT, THAT BROUGHT THE PARK PERMITS UP TO 116 AND THE CANTEEN WAS THE OTHER ONE THAT WENT UP TO THOSE.

SO THIS SHOULD BE THE TOTAL RIGHT ACROSS THE BOARD RIGHT NOW.

SO TOTAL NUMBERS.

THE SECOND QUESTION I HAVE, IF I MAY, IS THAT WHEN YOU HAVE A YEAR OF TWENTY SEVEN THOUSAND FIVE FIFTY EIGHT, WHY WOULD YOU BUDGET NINETY FOUR THOUSAND DOLLARS THE NEXT YEAR? SO ANY TIME WE'RE GETTING INTO WITH THE PARK, OBVIOUSLY AT THE POINT RIGHT NOW, IT'S ONTARIO PARK.

SO WHEN WE'RE LOOKING AT IT, ANYTHING CAPITAL, AS YOU CAN SEE IN THE CONTRACTED SERVICES ACCOUNT THAT WOULD GO INTO THE ACTUAL OPERATION BUDGET.

THE REASON WHY IS THE ONTARIO PARKS RIGHT NOW WITH THE AGREEMENT HAS THEIR CAPITAL AND OWNS THEIR CAPITAL. SO WHEN YOU'RE DOING CAPITAL, THAT WOULD STILL BE A CITY OWNED CAPITAL THING. AND SO IT GOES INTO THE OPERATION BUDGET.

SO WHEN YOU'RE LOOKING AT SOMETHING LIKE, FOR EXAMPLE, NEEDING A TRACTOR OUT THERE, THAT IS WHERE YOU'RE GOING TO SEE SOME INCREASES ACROSS THE BOARD UP FROM THERE.

AND ALSO, WHEN YOU'RE LOOKING UP ABOVE, WE ALWAYS LIKE TO GO BY A TREND OF FIVE YEAR NUMBERS, NOT JUST A ONE YEAR NUMBER.

SO BASICALLY, WHEN YOU'RE LOOKING UP AT THE PARK PERMITS, YES, GREAT THAT IT WAS ONE HUNDRED SIXTEEN THOUSAND DOLLARS.

BUT ON THE SAME SIDE AS YOU LIKE TO FOLLOW A FIVE YEAR TREND BEFORE YOU START PUTTING UP NUMBERS LIKE THAT AGAIN, TO SAY YOU'RE GOING TO MAKE ONE HUNDRED AND FIFTEEN THOUSAND AGAIN NEXT YEAR. SO SAFELY TO SAY THEY JUST WENT UP BY 5000, INCREASING THOSE LIMITS TO JUMP AHEAD. BUT IF YOU REALLY FOLLOWED LAST YEAR'S TRENDS AND FOLLOW COURSE, THAT 90000 DROPS A LOT LOWER.

BUT YOU USUALLY FOLLOW THAT FIVE YEAR TREND BEFORE YOU START DOING THAT.

SO YOUR BUDGET PROJECTIONS ARE INCORPORATING CAPITAL COSTS AS WELL AS OPERATING COSTS.

CORRECT. SO THAT WOULD SKEW THE NUMBERS.

THAT WOULD OK, I'M A BIT CONCERNED ABOUT THAT.

AS YOU KNOW, WE'RE IN THE MIDDLE OF NEGOTIATIONS WITH FIRST NATION, YOU WERE ATTENDING OR MEETING A COUPLE OF WEEKS AGO.

I THINK TRADITIONALLY WE'VE NEVER BEEN THAT HIGH.

AND I THINK I WOULD LIKE TO SEE THE NUMBERS BROKEN OUT SLIGHTLY DIFFERENT, IF AT ALL POSSIBLE, SO THAT WE HAVE CAPITAL ON ONE SIDE AND OPERATING ON THE OTHER.

SO WHEN WE'RE TALKING TO OUR POTENTIAL PARTNERS, THEY KNOW WHAT THE OPERATIONAL COSTS ARE. WE CAN GET INTO A DISCUSSION ON THE ON THE CAPITAL COST, I THINK, IN A SEPARATE DISCUSSION POINT, THAT WOULD BE MY ONLY CONCERN.

YEAH. AND I COULD SEE THAT.

SO BASICALLY, YOU'D BE LOOKING AT THAT 94 DROPPING BASICALLY BY ABOUT TWENTY FIVE THOUSAND DOLLARS. SO WE'D BE CLOSER TO THE SIXTY NINE THOUSAND TO SEVENTY THOUSAND DOLLAR RANGE. BUT YES, I DO AGREE.

HOW MANY OF THE PEOPLE THAT UTILIZE THE PARK WERE SEASONAL CAMPERS AND WHAT PORTION OF YOU DO YOU THINK THE SEASONAL CAMPERS WERE FROM OTHER AREAS SO THAT IT GIVES PEOPLE A LITTLE BIT MORE PEACE OF MIND, THAT PEOPLE CAME AND STAYED FOR LONG TIMES, WHICH IS THERE'S A LOT OF SINCE THE REPORT WAS RELEASED, I'VE HAD A FEW PHONE CALLS ABOUT PEOPLE THAT WERE OUT OF THE COMMUNITY THAT CAME HERE.

I SAID IT'S ALREADY DONE AND GONE AND THERE WAS NO HARM DONE.

SO LET'S NOT BEAT THAT UP.

BUT I'M JUST CURIOUS AS TO HOW MANY OF THE SEASONAL CAMPERS MAY BE FROM OUTSIDE THE COMMUNITY AND IF I COULD JUST HAVE THOSE.

SO I WAS JUST GOING TO SAY BY GOING BY THE SURVEY RIGHT NOW, AND SARAH MIGHT HAVE TO JUMP IN. BUT IF YOU'RE LOOKING AT THE PERCENTAGES WITH THE NOW WHEN YOU'RE READING SEASONAL, ARE YOU MEANING THE ONES THAT ARE STAYING JUST FOR TWO OR THREE NIGHTS? OR SEASONAL? STAYING FOR THE WHOLE SEASON. THEY'RE NOT CAPTURED IN THIS.

SO WE HAVE [INAUDIBLE] [INAUDIBLE] TO FROM SERPENT RIVER FIRST NATION, ONE FROM [INAUDIBLE] ST. MARIE IN THOSE AREAS.

SO THEY'RE FROM OUT OF TOWN AND THEY COME ON THEIR WEEKENDS OR SPEND THEIR MONTH OR SO THERE. THANK YOU.

CONGRATULATIONS, MS. [INAUDIBLE] IT'S A BANNER YEAR, AND I KNOW YOU GUYS HAD TO WORK YOUR BUTTS OFF TO KEEP UP WITH THE PEOPLE THAT WERE COMING IN THERE.

MY ONLY CONCERN, COUNCILOR PEARCE, COVERED MOST OF IT.

JUST WHEN WE DO GET INTO BUDGETING, I JUST WANT STAFF TO BE COGNIZANT THAT REVENUE HAS ALMOST DOUBLED AND EXPENSES ARE ALMOST DOUBLING.

AND WHEN YOU'RE GOING INTO THAT TRI-PARTY AGREEMENT, WE'VE GOT TO BE VERY CAREFUL.

SO WE'RE GOING TO HAVE TO BE VERY CAUTIOUS THAT INCREASING THAT BUDGET TO DOUBLE WHAT IT WAS FIVE YEARS AGO.

SO IF YOU WANT TO LOOK AT FIVE YEARS NUMBERS, THAT'S WHAT YOU'RE LOOKING AT, IS DOUBLING YOUR COSTS AND DOUBLING YOUR REVENUE, WHICH IS A BIG SHIFT.

IN ALL ACTUALITY, YOU WOULD EXPECT IF YOUR REVENUE IS DOUBLING, THAT YOUR COST SHOULD BE ACTUALLY GOING DOWN, NOT DOUBLING.

SO JUST WHEN WE GET TO BUDGET, I'M GOING TO HAVE A FEW EXTRA QUESTIONS, THAT'S ALL.

ON THURSDAY AND FRIDAY OF EVERY WEEK.

IN MARCH OF TWENTY TWENTY, THE COVID PANDEMIC WAS ANNOUNCED BY THE WORLD HEALTH ORGANIZATION, FORCING MUNICIPALITIES TO FOLLOW DIRECTION GIVEN BY THEIR LOCAL HEALTH UNITS TO PREVENT THE SPREAD OF THE VIRUS.

SO THAT THE CITY HASN'T BEEN UTILIZING, WHICH, WHEN ACTIVATED, ALLOWS TRANSIT PASSENGERS TO ACCESS THE APP WITH THEIR PHONE OR HOME COMPUTER TO VERIFY THE LOCATION OF THE BUS AND DETERMINE WHETHER IT'S ON TIME OR DELAYED.

SO A LOT OF TIMES THIS COULD HELP IN THE WINTER OR ANY OTHER TIME.

WE SPENT A LOT OF MONEY WITH TULLOCH ENGINEERING REVIEWING THE BUILDINGS, BUT THEY WERE REVIEWING THE BUILDINGS TO DO FOR STRUCTURAL SOUNDNESS.

THEY DIDN'T LOOK NECESSARILY AT THE PLANT AND EVERYTHING ELSE.

THEY JUST WANTED TO DETERMINE, IS IT SAFE? WHAT DO WE HAVE TO DO FOR THE ROOF? AND THAT WAS A LIMITED SCOPE.

NOW WE NEED TO TAKE A SLIGHTLY LONGER VIEW, DUST OFF THOSE BUILDING CONDITION ASSESSMENTS OF 2016 AND TRY TO FIGURE OUT TO COUNCILOR PATRIE'S POINT IS, WHAT DO THESE BUILDINGS NEED? IF WE NEED TO MAINTAIN THEM FOR THE NEXT FIVE YEARS.

THAT, TOO, ISN'T AN INORDINATE AMOUNT OF WORK BECAUSE WE HAVE AN EXISTING RELATIONSHIP WITH TULLOCH ENGINEERING. THEY'VE ALREADY BEEN IN THE BUILDINGS.

THEY KNOW THE STRUCTURE IS SOUND.

NOW, WE JUST NEED TO GET THEM TO LOOK AT THE ICE PLANT OR THE BACK ROOM AND SOME OTHER AREAS.
