[6. PUBLIC PRESENTATIONS]
WE HAVE A DIVERSITY CANADA FOUNDATION REGARDING GOLDEN VOICES RECONNECTING AND REBUILDING PROJECT.WELCOME, CELIA AND CHRISTOPHER.
WE REALLY APPRECIATE THIS OPPORTUNITY TO ADDRESS YOU, MR. MAYOR, AND MEMBERS OF COUNCIL, AND THROUGH YOU TO ADDRESS MEMBERS OF THE BUSINESS COMMUNITY, SENIORS AND THE WIDER COMMUNITY.
WE ARE SO EXCITED TO BE HERE TO TALK WITH YOU TONIGHT ABOUT AN INITIATIVE TO HELP LOCAL BUSINESSES TO GET ONLINE AND TO PROSPER, TO HELP SENIORS TO GET ONLINE, AND TO FEEL SAFE AND CONFIDENT IN USING THE INTERNET, AND TO BRING THESE TWO GROUPS TOGETHER SO THAT WE CAN HAVE A THRIVING COMMUNITY.
I'M THE EXECUTIVE DIRECTOR OF THE DIVERSITY CANADA FOUNDATION.
AND AS OUR MAYOR SAID, WITH ME IS CHRISTOPHER ELLIOTT, OUR BUSINESS DEVELOPMENT OFFICER.
DIVERSITY CANADA IS A NOT FOR PROFIT BASED HERE IN ELLIOT LAKE.
AND FOR THE LAST TWO DECADES, SINCE 2004, WE HAVE BEEN RUNNING PROGRAMS IN ELLIOT LAKE AND NEARBY COMMUNITIES TO HELP SENIORS REMAIN ACTIVE AND INVOLVED IN OUR COMMUNITIES.
GOLDEN VOICES IS OUR SENIORS FOCUSED DIVISION, AND TONIGHT WE ARE TALKING ABOUT AN EXCITING OPPORTUNITY FOR LOCAL BUSINESSES AND SENIORS CALLED THE GOLDEN VOICES RECONNECTING AND REBUILDING PROJECT.
IT'S AN INITIATIVE TO HELP OUR COMMUNITY FLOURISH IN THE DIGITAL AGE.
WE'RE NOW IN THE FIRST PHASE OF THE PROJECT, IN WHICH OUR MAIN FOCUS IS REACHING OUT TO LOCAL BUSINESSES, AND WE'RE DOING SO WITH A BIT OF URGENCY, AND WE'LL GO INTO THAT A LITTLE BIT LATER ON.
IN FUTURE PHASES, WE WILL BE DOING OUTREACH TO OUR SENIOR PARTICIPANTS, AND AT THAT TIME WE'LL EXPAND MORE ON THAT COMPONENT OF THE PROJECT, THAT'S FOR SENIORS AND FOR SENIOR PARTICIPANTS.
BUT AS WE FOCUS ON THE LOCAL BUSINESSES TONIGHT, WE KNOW THAT MANY BUSINESS OWNERS HAVE ARE UNDER A GREAT DEAL OF PRESSURE BECAUSE APART FROM THE REGULAR DEMANDS OF THEIR TRADE, THEY KNOW THAT THEY NEED TO BE ONLINE, THEY KNOW THAT THEY NEED TO BE DOING MARKETING.
AND WE'VE BEEN SPEAKING WITH MANY BUSINESSES HERE IN ELLIOT LAKE AND ACROSS THE ALGOMA DISTRICT, AND WE KNOW THAT FOR MANY, THERE'S NO BUDGET TO DO THAT.
AND ENTREPRENEURS ARE VERY COURAGEOUS PEOPLE.
THEY OFTEN WOULD GO AT IT ALONE.
THE PROBLEM IS THAT THEY OFTEN END UP FEELING FRUSTRATED AND OVERWHELMED.
SO WE GET IT. WE UNDERSTAND HOW CHALLENGING IT IS TO KEEP UP WITH THIS DIGITAL AGE, AND MANY ORGANIZATIONS IN OUR COMMUNITY THAT SUPPORT LOCAL BUSINESSES ALSO UNDERSTAND HOW DIFFICULT THE PRESSURES OF THIS NEW DIGITAL WORLD IS ON LOCAL
[00:05:10]
BUSINESSES. THAT'S WHY WE ARE WORKING IN COORDINATION TO ENSURE THAT YOU RECEIVE BUSINESSES, LOCAL BUSINESSES RECEIVE THE SUPPORT THAT THEY NEED BECAUSE WE KNOW HOW IMPORTANT SMALL BUSINESSES ARE TO THE COMMUNITY, TO THE SUCCESS TO THE COMMUNITY.SO IF SOMEONE IS LOOKING ON TONIGHT AS A LOCAL BUSINESS OWNER AND YOU'RE FRUSTRATED ABOUT HAVING TO BUILD YOUR WEBSITE AND MAINTAIN IT WITH ALL THE CHANGES THAT HAPPEN AND HAVING TO DO THE MARKETING, KNOW THAT YOU DON'T HAVE TO DO IT ALONE.
HE'LL ALSO PROVIDE AN OVERVIEW OF WHAT BENEFITS, HOW THE LOCAL BUSINESSES WILL BENEFIT.
AND HE WILL BRIEFLY TALK ABOUT HOW THE PROJECT AIMS TO BENEFIT SENIORS.
BUT AS I SAID, WE'LL GO MORE INTO THAT AT A LATER DATE WHEN WE REACH THAT PHASE.
AFTER CHRISTOPHER'S FIRST PRESENTATION, I'LL COME BACK AND WE'LL LOOK AT THE NEXT STEPS THAT BUSINESSES WOULD NEED TO TAKE TO GET THE SUPPORT THAT'S AVAILABLE UNDER THIS INITIATIVE.
SO WHEN YOU'RE READY TO MOVE FORWARD, I'LL BE RIGHT THERE TO GUIDE YOU EVERY STEP OF THE WAY.
OVER THE NEXT FIVE WEEKS, WE WILL BE HELPING LOCAL BUSINESSES TO TAP INTO A FEDERAL GOVERNMENT FUNDING SOURCE CALLED THE CANADA DIGITAL ADOPTION PROGRAM, OR CDAP, WHICH MAKES IT POSSIBLE FOR US TO PROVIDE YOU WITH VITAL WEB DEVELOPMENT AND ONLINE MARKETING SERVICES.
NOW, BECAUSE IT'S A GOVERNMENT PROGRAM, THERE ARE VERY STRICT RULES ABOUT WHO QUALIFIES.
BUSINESSES THAT ARE REGISTERED EITHER PROVINCIALLY OR FEDERALLY.
BUSINESSES THAT SELL PRIMARILY TO CONSUMERS, THOSE THAT ARE SOLELY OR PRIMARILY BUSINESS TO BUSINESS ARE NOT ELIGIBLE, AND BUSINESSES THAT EITHER HAVE HAD AN EMPLOYEE OTHER THAN THE OWNER FOR AT LEAST THREE MONTHS PRIOR TO APPLYING FOR FUNDING, OR MADE AT LEAST $30,000 IN ANNUAL REVENUE IN THE MOST RECENTLY COMPLETED TAX YEAR. ADDITIONALLY, BUSINESSES THAT WANT TO PARTICIPATE WILL ALSO NEED TO AGREE TO KEEP THEIR DIGITAL ADOPTION STRATEGY FOR AT LEAST SIX MONTHS AND PARTICIPATE IN FOLLOW UP SURVEYS, SHARE DATA ABOUT THE EXPERIENCE, AND HAVE THE NAME OF THE BUSINESS PUBLISHED AS A GRANT RECIPIENT.
NOW, CERTAIN TYPES OF BUSINESSES ARE EXCLUDED FROM THE GOVERNMENT FROM THIS GOVERNMENT FUNDING, AND THEY ARE ANY CORPORATE CHAIN, FRANCHISE OR REGISTERED CHARITY, ANY REPRESENTATIVE OF A MULTI-LEVEL MARKETING COMPANY, ANY BROKERAGE FIRMS SUCH AS REAL ESTATE AGENTS, INVESTMENT ADVISORS, INSURANCE AGENTS, ETC.
ANY BUSINESS THAT IS ENGAGED IN ONLINE RESELLING OR DROPSHIPPING THAT RELIES ON THIRD PARTY SUPPLIERS AND ANY WHOLESALE OR DISTRIBUTION BUSINESSES AND MANUFACTURERS UNLESS YOU SELL DIRECTLY TO CONSUMERS.
SO THOSE ARE THE QUALIFICATIONS.
NOW LET'S TALK ABOUT HOW LOCAL BUSINESSES WILL BENEFIT FROM THIS OPPORTUNITY.
SO THROUGH THE GOLDEN VOICES RECONNECTING AND REBUILDING PROJECT, WE ARE HELPING LOCAL BUSINESS OWNERS TO GROW THEIR BUSINESSES BY GIVING THEM PROVEN ONLINE TOOLS AND DIGITAL MARKETING SUPPORT TO REACH MORE CUSTOMERS, CLIENTS AND MEMBERS.
SO THIS ONLINE SYSTEM CAN DO THINGS LIKE BOOK YOUR CALENDAR WITH APPOINTMENTS WITH CLIENTS AND SEND PEOPLE TO YOUR STORE, OR EVEN ALLOW THEM TO COMPLETE A SALE ONLINE WHILE YOU'RE DOING OTHER THINGS THAT MOVE YOUR BUSINESS FORWARD.
AND RIGHT UP TO JUNE 2025, WE'LL ACT AS YOUR DIGITAL MARKETING CONSULTANT, RUNNING YOUR DIGITAL MARKETING STRATEGIES AND FIXING THINGS RELATED TO YOUR SEARCH ENGINE RESULTS SO THAT MORE PEOPLE CAN FIND YOUR BUSINESS ONLINE.
NOW YOU MAY BE THINKING TO YOURSELF, THIS ALL SOUNDS GOOD, BUT WHAT IS THE COST? SO THE GOOD NEWS IS, AS A NONPROFIT, WE'RE COMMITTED TO BUILDING A THRIVING COMMUNITY, AND WE KNOW OUR LOCAL BUSINESSES HAVE A KEY ROLE TO PLAY IN THAT.
[00:10:04]
THAT'S RIGHT. THEY'LL RECEIVE WEB DEVELOPMENT AND DIGITAL MARKETING SERVICES FROM US AT NO COST TO THEM.NOW HOW IS THIS POSSIBLE? SO WE WILL HELP THEM GET UP TO $2,400 FROM THE GOVERNMENT OF CANADA TO COVER THE COST FOR THEM TO PARTICIPATE IN OUR GOLDEN VOICES RECONNECTING AND REBUILDING PROJECT RIGHT UP TO JUNE 2025.
WE WANT THIS TO BE AS EASY AND AS STRESS FREE AS POSSIBLE FOR THEM AND THEIR BUSINESS.
NOW THIS FUNDING IS IN THE FORM OF A REBATE, SO NORMALLY THEY WOULD PAY UP FRONT FOR THE WORK TO BE DONE AND THEN THEY WOULD BE REIMBURSED FOR THE EXPENSES WHEN THE REBATE IS APPROVED. BUT WE RECOGNIZE THAT SPENDING THAT KIND OF MONEY UPFRONT MAY POSE A CHALLENGE FOR SOME.
IN THIS WAY, THE ONLY MONEY THE BUSINESS HAS TO SPEND FROM THEIR ACCOUNT IS ON THE TAXES, AS THEY ARE NOT INCLUDED IN THE REBATE AND WHATEVER HST THEY PAY, THEY CAN CLAIM IT BACK WHEN THEY FILE FOR THEIR ITCS.
NOW, THERE MAY BE A SMALL ADMINISTRATIVE FEE FOR ELNOS TO PROVIDE THE LOAN, BUT THAT WILL BE NEGLIGIBLE IN THE CASE OF THE EAST ALGOMA CFDC THERE'S A SMALL AMOUNT OF INTEREST, BUT THAT WILL ALSO BE NEGLIGIBLE.
NOW WE'RE REALLY EXCITED ABOUT THIS NEXT PART.
EVERY BUSINESS THAT SIGNS UP FOR THE PROJECT WILL DIRECTLY BENEFIT THE COMMUNITY.
AS YOU KNOW, LOSING OUR HOCKEY ARENA LAST YEAR WAS A MASSIVE HIT TO THE COMMUNITY.
ADDITIONALLY, THIS PROJECT WILL WORK DIRECTLY WITH SENIORS TO HELP GET THEM ONLINE WITH TRAINING AND DEVICES, AND TO RAISE AWARENESS ABOUT SUPPORTS AVAILABLE TO MAKE INTERNET SERVICE AFFORDABLE.
IT WILL INCLUDE EXPANDED SOCIAL AND RECREATIONAL OPPORTUNITIES FOR SENIORS THAT AMPLIFY THE FACT THAT THERE'S A CLEAR LINK BETWEEN THE SUCCESS OF LOCAL BUSINESSES AND ALL AND THE QUALITY OF LIFE RESIDENTS CAN ENJOY.
SO ALL IN ALL, I'D LIKE TO SAY TO LOCAL BUSINESSES THAT WE'RE INVITING YOU TO PARTICIPATE BECAUSE THROUGH THE GOLDEN VOICES RECONNECTING AND REBUILDING PROJECT, YOU GET ACCESS TO HELP TAKE YOUR BUSINESS ONLINE, YOU BRING IN NEW CLIENTS AND SALES, YOU SUPPORT YOUR COMMUNITY AND HELP REBUILD THE ARENA, AND BECAUSE IT'S A REBATE, ALL YOUR COSTS FOR WEB DEVELOPMENT AND MARKETING ARE COVERED, WHICH MEANS ESSENTIALLY YOU GET THEM FOR FREE.
WHY WOULD ANYONE NOT SIGN UP? SO I LOOK FORWARD TO CONNECTING WITH YOU SO THAT I CAN HELP GUIDE YOU THROUGH THE PROCESS SO THAT YOU TOO CAN GET ONLINE, REACH MORE CUSTOMERS, AND GROW YOUR BUSINESS.
SO NOW I'M GOING TO TURN THINGS BACK TO CELIA.
NOW, WHAT ARE THE NEXT STEPS FOR BUSINESSES WHO QUALIFY UNDER THIS PRESENT FUNDING ARRANGEMENT? THE NEXT STEP WOULD BE TO BOOK A MEETING WITH CHRISTOPHER AND DISCUSS YOUR NEEDS AND HOW THE BUSINESS CAN MAXIMIZE THIS OPPORTUNITY.
IF YOU CAN, IF YOU NEED, IF YOU HAVE YOUR CELL PHONE, YOU CAN SCAN THE QR CODE.
AND THAT WILL GET YOU STRAIGHT TO CHRISTOPHER'S CALENDAR, WHERE YOU CAN BOOK A MEETING AT A TIME THAT'S CONVENIENT TO YOU OR ON YOUR COMPUTER YOU CAN GO TO OUR WEB ADDRESS LOCALBIZ.GOLDENVOICE.COM AND THAT WILL TAKE YOU TO THE PAGE WHERE YOU WILL SEE THE GET STARTED BUTTON, WHEN YOU CLICK ON THAT, THAT WILL GET YOU TO CHRISTOPHER'S CALENDAR.
ALTERNATIVELY, YOU CAN CALL HIM AT (705) 261-1624.
I'LL REPEAT THAT NUMBER (705) 261-1624 TO BOOK AN APPOINTMENT AND HE WILL HELP YOU LOOK AT THE OPTIONS THAT ARE AVAILABLE TO YOU AND HELP YOU EVERY STEP OF THE WAY TO APPLY FOR THIS PROGRAM.
NOW, THE DEADLINE FOR APPLYING IS SEPTEMBER THE 30TH.
[00:15:04]
I'LL JUST SAY I JUST MENTIONED THAT ORIGINALLY THE DEADLINE WAS MARCH 2025, BUT FOR WHATEVER REASONS, THE FUNDING AGENCY SHORTENED THE DEADLINE TO SEPTEMBER 30TH.WE'VE SEEN IN OTHER PROGRAMS, OTHER GOVERNMENT PROGRAMS WHERE THERE IS A DEADLINE THAT'S FAR INTO THE FUTURE THAT WAS SHORTENED, AND THAT TRIGGERED EVERYONE TO TRY AND RUSH TO MEET THE DEADLINE, AND EVEN THAT SHORTENED DEADLINE WAS CUT FURTHER BECAUSE THE FLOOD OF APPLICATIONS LED TO THE PROGRAM BEING OVERSUBSCRIBED.
WE DON'T WANT THAT TO HAPPEN TO OUR LOCAL BUSINESSES WITH THIS REALLY AMAZING OPPORTUNITY, SO I WOULD ENCOURAGE EVERYONE TO, AS SOON AS POSSIBLE, GET IN CONTACT WITH CHRISTOPHER SO THAT HE CAN GET THE PROCESS ROLLING, EVEN IF YOU'RE NOT CERTAIN AT THIS MOMENT ABOUT HOW THE PROGRAM CAN FIT INTO YOUR OWN PLANS.
LET'S START THE BALL ROLLING AND WE WILL DISCUSS ALL THE OPTIONS THAT ARE AVAILABLE TO YOU.
WE HAVE A SECOND WEBSITE THAT YOU CAN SCAN THAT CODE AND GET TO A SECOND WEB PAGE.
BECAUSE AS I MENTIONED, THERE ARE OTHER ORGANIZATIONS THAT ARE COORDINATING WITH US TO MAKE THE SERVICES THAT ARE AVAILABLE THROUGH THE GOLDEN VOICES RECONNECTING AND REBUILDING PROJECT AVAILABLE TO AS MANY BUSINESSES AS POSSIBLE.
SO IF NOT UNDER THIS CURRENT OPPORTUNITY THAT HAS THE SEPTEMBER 30TH DEADLINE, OUR PARTNER AGENCIES WILL BE EXPLORING OTHER PROVINCIAL, MAYBE OTHER FEDERAL OPPORTUNITIES THAT WOULD BE APPLICABLE TO YOUR CASE.
SO THE WEBSITE THE WEB PAGE IS LOCAL BUSINESS SORRY LOCALBIZ.GOLDENVOICES.COM/QUESTIONNAIRE.
ONE FINAL NOTE MAYBE THERE'S SOMEONE LISTENING TONIGHT WHO THOUGHT OF SOMEONE ELSE, SOME WHO HAS A BUSINESS AND COULD BENEFIT FROM THE OPPORTUNITY THAT WE SPOKE ABOUT TONIGHT.
PLEASE WE ENCOURAGE YOU TO REACH OUT TO THEM AND LET THEM KNOW ABOUT THE WEBSITE.
LOCALBIZ.GOLDENVOICES.COM, OR ENCOURAGE THEM TO READ TO WATCH THE REPLAY OF THE WEBINAR OF THE COUNCIL MEETING AT THE WEBSITE, THE CITY'S WEBSITE, BECAUSE WE WANT EVERYONE WHO IS ELIGIBLE TO HAVE THE OPPORTUNITY TO BENEFIT FROM THIS PROGRAM. THAT LITTLE WORD THAT YOU SAY TO SOMEONE CAN MEAN A WHOLE EVERYTHING TO THEM, IN TERMS OF GETTING THEIR BUSINESS ONLINE AND MOVING FORWARD WITH THE TIMES.
IT'S A MATTER OF EACH ONE HELPING EACH OTHER AND WHEN ONE FLOURISHES, ALL OF US BENEFIT.
WE'RE A TINY COMMUNITY IN THE MIDDLE OF THE FOREST.
WE NEED EACH OTHER, WE NEED TO SUPPORT EACH OTHER, AND WE ARE ALL IN THIS TOGETHER.
SO THAT'S AN OVERVIEW OF THE GOLDEN VOICES RECONNECTING AND REBUILDING PROJECT.
OKAY. THANK YOU VERY MUCH, CELIA AND CHRISTOPHER.
DO WE HAVE ANY QUESTIONS AT ALL? COUNCILLOR MORRISSETTE NOT A QUESTION, YOUR HONOR.
I WAS ACTUALLY ONE OF THE FIRST BUSINESS THAT CHRISTOPHER CONTACTED.
LIKE I SAID, IT'S A NO BRAINER.
IT'S WORTH IT AND I URGE THE BUSINESS TO GO AHEAD AND MAKE THAT PHONE CALL.
GOOD. THANK YOU COUNCILLOR MORRISSETTE.
THROUGH YOU, [INAUDIBLE] SO THE $2,400 SO IS THAT LIKE A FLAT RATE? BECAUSE WHAT SOME BUSINESSES ARE GOING TO NEED A LOT MORE HAND-HOLDING THAN OTHERS, LIKE SOME MIGHT BE A BRAND NEW BUSINESS OR AN OLDER BUSINESS THAT HAVE, YOU KNOW, JUST DON'T KNOW THAT MUCH.
AND YOU MIGHT HAVE SOME THAT JUST MIGHT NEED SOME TWEAKING.
SO LIKE, IS THAT JUST THAT'S MY QUESTION.
[00:20:02]
IS IT A FLAT RATE OR IS IT FLUCTUATE? THANK YOU VERY MUCH COUNCILLOR FLINTOFF.THAT IS THE RATE THAT WE HAVE.
OKAY. AND I AGREE WITH COUNCILLOR MORRISSETTE.
I THINK IT'S IT'S A REALLY GOOD IDEA.
AND IF I MAY, I JUST WANT TO SAY CONGRATULATIONS, COUNCILLOR MORRISSETTE.
AND WE ARE SO DELIGHTED TO HAVE YOU AS PART OF THE PROGRAM.
THANK YOU, YOUR WORSHIP THROUGH YOU.
SO YOU MAY WANT TO REALLY PUSH THAT FOR THE SERVICES IN ELLIOT LAKE.
THE QUESTION I WOULD HAVE IS, I'M GUESSING A LOT OF BUSINESSES MAY HAVE DONE THE FORAY OF TRYING TO CREATE A WEBSITE WITH THIS WOULD THEY STILL QUALIFY BECAUSE THIS IS A MUCH MORE THOUGHT OUT PROCESS AND APPROACH TO TO BEING ONLINE? THANK YOU VERY MUCH FOR THE QUESTION.
SO ACCORDING TO THE RULES SET BY THE FUNDING AGENCY, THE FUNDING CAN GO ONLY FOR INCREASING FOR BUILDING A NEW WEBSITE.
AND WHERE THERE IS ALREADY A WEBSITE, IT'S FOR ADDING NEW FUNCTIONALITY TO THE WEBSITE.
IT CANNOT BE USED FOR ESTHETICS.
SO WE CAN'T IF YOU WANT TO MAKE THIS WEBSITE LOOK PRETTIER THAT THAT WON'T QUALIFY.
BUT THE, THE FUNCTIONALITY THAT WE WILL ADD IN SOME CASES IT WILL ALLOW THE WEBSITE, THE BUSINESS OWNER TO BYPASS THE OLD WEBSITE, WHICH IS, YOU KNOW, NOT AS MODERN.
THE MORE MODERN PART OF THE WEBSITE.
OKAY. THANK YOU. ANY OTHER QUESTIONS? CAN YOU JUST CLARIFY THIS IS A STARTUP PROGRAM? CORRECT. AND THEN ONCE YOU GET TO 2025, YOU HAVE TO MAINTAIN YOUR OWN WEBSITE.
AND DO YOU PROVIDE THAT SERVICE AFTERWARDS? YES. IT'S AN ONGOING IT'S AN ONGOING SERVICE THAT WE'LL BE HAVING BEYOND JUNE 2025.
AND IS THERE A CONTRACT THAT'S SIGNED AT THE TIME YOU APPLY? AHEAD OF AHEAD OF THE THE JUNE 2025 WELL IN ADVANCE OF THAT, WE WILL BE SPEAKING WITH THE BUSINESSES.
AND BEYOND THAT, IT'S TOTALLY UP TO THE BUSINESS THEY ARE NOT TIED IN.
IF IT WORKS FOR THEM, WE WILL ENTER IN OUR DISCUSSIONS AND OUR NEGOTIATIONS AND PROCEEDING.
WE WILL HAVE PLANS AS LOW AS $9.95 A MONTH THAT THE BUSINESS CAN LOOK AT WHAT PACKAGES AND LEVELS OF SERVICES THAT THEY WANT TO CONTINUE WITH WELL IN ADVANCE OF THE JUNE 2025 DATE THAT WE HAVE.
ANY OTHER LAST QUESTIONS? OKAY. WE WISH YOU VERY GOOD LUCK.
ARE YOU GOING TO ALL THE COMMUNITIES ACROSS THE NORTH SHORE AS WELL? YES. THANK YOU VERY MUCH FOR THAT QUESTION.
YES. SO WE ARE LOOKING TO EXPAND THIS PROGRAM TO ALL OF THE SMALL COMMUNITIES BETWEEN SAULT STE.
MARIE IN THE WEST AND SUDBURY IN THE EAST.
BECAUSE THEY'RE OFTEN LEFT OUT OF OPPORTUNITIES LIKE THESE.
SO YES, IT'S ELLIOT LAKE AND THE NEARBY COMMUNITIES.
[7. INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS]
OKAY. SEVEN.INTRODUCTION AND CONSIDERATION OF CORPORATE REPORTS.

OKAY. EIGHT.PRESENTATION OF COMMITTEE REPORTS.
AT THE AUGUST 13TH BYLAW AND PLANNING COMMITTEE MEETING, THE FOLLOWING RESOLUTION WAS PASSED THAT COUNCIL APPROVE A LEASE AGREEMENT BETWEEN THE CITY OF ELLIOT LAKE AND 108 LIFESTYLE AND SPORTING GOODS FOR A PORTION OF SIDEWALK ON 136 ONTARIO AVENUE FOR THE PURPOSE OF A SEASONAL DISPLAY OF CLOTHING AND MERCHANDISE, AND THAT THE APPROPRIATE BYLAW BE PASSED.
MAY I HAVE A MOVER? COUNCILLOR FLINTOFF SECONDED COUNCILLOR LEFEBVRE.
THROUGH A ROUTINE REVIEW OF MUNICIPAL AGREEMENTS, IT WAS DISCOVERED THAT THEY HAVE BEEN UTILIZING A PORTION OF THE SIDEWALK IN FRONT OF THEIR STORE WITHOUT A FORMAL LEASE AGREEMENT WITH THE CITY.
THIS STEP AIMS TO ENSURE THAT ALL ASPECTS OF THE BUSINESS'S OPERATION ALIGN WITH THE CITY REGULATIONS, AND TO FOSTER A CLEAR AND COLLABORATIVE OF RELATIONSHIP MOVING FORWARD. THE PORTION OF THE SIDEWALK BEING REQUESTED AT 136 ONTARIO AVENUE MEASURES APPROXIMATELY 10 FEET BY 12FT, LOCATED IMMEDIATELY IN FRONT OF THEIR BUSINESS. THE LEASE SHALL BE FOR A PERIOD OF FIVE SUMMER OPERATING SEASONS BACK DATED TO THE 1ST OF MAY 2024 AND ENDING ON THE 31ST DAY OF OCTOBER IN EACH YEAR.
THIS LEASE SHALL BE SORRY, THIS LEASE SHALL EXPIRE ON THE 31ST DAY OF OCTOBER 2029.
UNDER OUR CURRENT POLICY FOR CALCULATION OF LEASE RATE FOR MUNICIPAL PROPERTY.
SEASONAL SIDEWALK LEASES ARE CALCULATED AT $0.50 PER SQUARE FOOT, INCLUDING $105 FEE PER YEAR FOR ADMINISTRATION FEES. THIS PUTS THE LEASE AMOUNT AT $165 PLUS APPLICABLE TAXES PER OPERATING SEASON.
[00:30:09]
MEETING. OKAY.ANY QUESTIONS OR COMMENTS? OKAY. ALL IN FAVOR? THAT IS CARRIED.
AT THE AUGUST 13TH BYLAW AND PLANNING COMMITTEE MEETING, THE FOLLOWING RESOLUTION WAS PASSED.

THE LEASE RATE IS FOR TEN YEARS AND IS SET TO EXPIRE BY THE END OF AUGUST THIS YEAR.
IN ORDER TO CONFORM WITH THE CITY SIDEWALK LEASE POLICY, A MINIMUM OF FIVE FEET CLEARANCE NEEDS TO BE MAINTAINED FOR PEDESTRIAN PASSAGE AS WELL AS TO ACCOMMODATE SNOW REMOVAL EQUIPMENT. AS PER THE REQUEST TO LEASE MUNICIPAL PROPERTY POLICY LOCAL BUSINESSES REQUESTING TO LEASE MUNICIPAL PROPERTY.

A MOVER COUNCILLOR FLINTOFF SECONDED COUNCILLOR LEFEBVRE, MRS. LAURENCE. THANK YOU.
STAFF HAVE COMMENCED TRANSFERRING URNS.
ACTUALLY, THIS HAS BEEN COMPLETED FROM THE MILLENNIUM NICHE WALL TO THE NEW WALL.
PHASE TWO WILL INVOLVE THE REMOVAL OF THE OLD WALL.

I THANK THE BYLAW DEPARTMENT FOR THE WORK THAT THEY'VE DONE THIS SUMMER AS WELL AS I DID TRY TO PUT OUT A BIT OF A PUBLIC NOTICE TO ADVISE THAT WHEN COMPLAINTS ARE MADE.
[00:35:05]
SO WHEN COMPLAINTS ARE MADE, IT'S NOT AS IF SOMETHING IS NOT BEING DEALT WITH, BUT YOU MAY NOT HEAR BACK IN THE MANNER OF WHICH THINGS ARE DEALT WITH.SO JUST ASK FOR THE COMMUNITY TO HAVE PATIENCE AND ALLOW STAFF TO DO THEIR JOBS ACCORDINGLY.
ANY OTHER QUESTIONS OR COMMENTS? OKAY. ALL IN FAVOR? AND THAT'S CARRIED.

[15. ADDENDUM]
MAY I HAVE A MOTION THAT THE ADDENDUM BE ADDED TO THE AGENDA? A MOVER COUNCILLOR BULL SECONDED.WE HAVE A MOTION THAT CONTRACT 2024 F01 FOR THE AMOUNT OF $337,570 BE AWARDED TO BAY ROOFING AND EXTERIORS LIMITED FOR THE MUNICIPAL POOL ROOF REPLACEMENT, AND THAT THE FUNDS BE TAKEN FROM THE CAPITAL BUILDING AND FACILITIES RESERVE AND THAT THE APPROPRIATE BYLAW BE PASSED.
A MOVER. COUNCILLOR FLINTOFF SECONDED.
THANK YOU. AND THROUGH YOU, YOUR WORSHIP.
LIKE TO JUST THANK MISS LAURENCE FOR GIVING ME A HAND TO GET THESE OUT.
I I THINK I GOT THEM OUT FRIDAY, AND AGAIN ABOUT 10:00 THIS MORNING WAS THE LAST ONE.
SO WHAT I'LL DO IS I'LL KIND OF READ THROUGH IT FOR YOU.
[00:40:01]
AND IF YOU HAVE ANY QUESTIONS AT THE END, LET ME KNOW.DUE TO SECTIONS OF WATER DAMAGE AND ROT DISCOVERED DURING STAFF INSPECTION MUNICIPAL STAFF ENGAGED AN ENGINEERING FIRM TO PROVIDE THE CITY OF ELLIOT LAKE AN ASSESSMENT OF THE ROOF AND REPAIR DETAILS.
THE ENGINEERING FIRM WAS ENGAGED TO CONDUCT A FULL ROOF ASSESSMENT WHICH INCLUDED REVIEW OF EXISTING STRUCTURAL DOCUMENTATION, SITE REVIEW OF EXISTING CONDITION OF THE ROOF DECKING, RECOMMENDATION ON REPAIR DETAILS AND VENTILATION ISSUES CAUSING ICE DAMS. PRIOR TO THE ENGINEERING FIRM CONDUCTING THE ROOF ASSESSMENT, THE ROOFING CONTRACTORS REMOVED A SECTION OF THE WEST ROOF SECTION, WHICH IS THE ONE FACING THE PARKING LOT, IN ORDER FOR THE ENGINEERS TO BE ABLE TO VIEW A SECTION OF THE SHINGLED ROOF TO COMPLETE A MORE THOROUGH, THOROUGH REVIEW OF THE SHEATHING TO DETERMINE ISSUES.
THE ENGINEERING FIRM CONDUCTED A WALKTHROUGH OF THE ROOF AREA TO DETERMINE THE APPROXIMATE AREA OF THE ROOF DECKING, LUMBER THAT WAS DECAYED AND ASSESSED, VENTILATION ISSUES AND SHINGLES, AND WHAT IS NEEDED TO BE REPLACED.
THE DECISION TO REPLACE THE ENTIRE SHINGLED ROOF, AS WELL AS AREAS OF SHEETING AND CHANGE OF VENTILATION TO PROVIDE BETTER AIR CIRCULATION WERE REQUIRED, AN RFP FOR THE POOL WENT OUT IN LATE JULY ON BIDS AND TENDERS TO OBTAIN QUOTES FOR THE COMPLETE ROOFING PROJECT.
THE PROCESS WAS OUT FOR APPROXIMATELY TWO WEEKS.
THERE WAS ONE SITE VISIT AND ONE BIDDER FOR THE PROJECT.
SO AS STATED EARLIER, THERE WAS ONLY ONE BIDDER THAT REPLIED TO THE TENDER PACKAGE, BAY ROOFING AND EXTERIORS LIMITED, AND AFTER GOING THROUGH THE RFP AND COMPARING IT TO THE BIDDERS SUBMISSION, THERE WERE SOME ISSUES THAT WERE TO BE ADDRESSED.
THERE WAS A REQUIREMENT TO HAVE CERTAIN PRODUCTS APPLIED, SUCH AS BP SIGNATURE ASPHALT SHINGLES, AND THE BIDDER DID NOT FOLLOW THIS REQUIREMENT AS THEY WENT WITH IKO SHINGLES AS WELL AS A HOT SBS MEMBRANE WAS TO BE APPLIED OVER A LOW SLOPED ROOF, AND THE BIDDER RESPONDED WITH A MOD BIT ROOF.
THE MOD BID APPLICATION IS WHAT WE SEE IN MANY OF OUR FLAT OR LOW SLOPED ROOFS, AND THE FACILITIES THROUGHOUT THE CITY AND OTHER AREAS, AND HAS A LIFE EXPECTANCY OF ABOUT THE SAME. SO AFTER TALKING TO THE CONTRACTOR, HE ASSURED STAFF THAT THE PRODUCTS THAT ARE BEING USED COMPLY WITH INDUSTRY STANDARD AND ARE ACCEPTABLE FOR THIS APPLICATION.
THE REFERENCES AT THE TIME OF SUBMISSION WERE CONTACTED.
THE REFERENCE AT THE TIME OF SUBMISSION WERE CONTACTED AND LEFT A MESSAGE FOR RETURN CALLS.
THE 2024 BUDGETED AMOUNT FOR THE ROOF REPLACEMENT WAS $185,320.
THE BID AMOUNT, INCLUDING TAXES AND CONTINGENCY OF $20,000, IS $337,570.
SO WITHOUT TAXES AND CONTINGENCY, THE PRICE IS 273,900.
THE CONTRACT WAS TO BE DONE IN TWO PHASES AND THE FIRST PHASE, AND WITH THE FIRST PHASE OF 127,900 NOT INCLUDING TAXES AS WELL AS CONTINGENCY. AND THE SECOND PHASE IS 146,000 EXCLUSIVE OF TAXES AND CONTINGENCY.
DURING THE PROCESS OF THE REVIEW OF THE TENDER PACKAGE AND SUBMISSION FROM BAY ROOFING AND EXTERIORS LIMITED THERE ARE MANY ISSUES THAT REQUIRED A CONVERSATION WITH THE BIDDER, AND THROUGH THIS DISCUSSION AS SEEN IN THE ANALYSIS, THEY WERE ANSWERED.
SO IF THERE'S ANY QUESTIONS, LET ME KNOW.
OKAY. THANK YOU, MR. DOYLE. ANY QUESTIONS OR COMMENTS? COUNCILLOR MORRISSETTE.
THE FIRST QUESTION THAT I HAVE IS THE 2024 BUDGETED AMOUNT OF $185,320 WAS THAT THE AMOUNT FIGURED TO DO THE WHOLE ROOF OR JUST PHASE ONE.
THROUGH YOUR WORSHIP FROM MY UNDERSTANDING, IT WAS TO DO THE WHOLE ROOF.
JUST DOING SOME ANALYSIS ON IT AND JUST GOING THROUGH SOME OF THE FIGURES FROM STATSCAN, ETC..
THE PRICE OF ROOFING MATERIALS HAS GONE UP ABOUT 40% OVER THE LAST THREE YEARS.
[00:45:07]
FOLLOW UP QUESTION.THERE'S A LOT OF COMPANIES IN ELLIOT LAKE THAT ARE DO ROOFS ARE THEY APPROACHED TO BID OR LOOK AT THIS BID OR IT'S UP TO THEM TO DO THEIR OWN WORK AND LOOK TO SEE IF THERE'S ANY WORK TO BE DONE WITH THE CITY REGARDING THOSE.
LIKE I MENTIONED EARLIER, IT WENT ON BIDS AND TENDERS.
YOU KNOW, LOOKING AT THE POOL, ROOF, ETC..
BUT THEY JUST NEVER BID ON BID ON THE PROJECT.
I DON'T KNOW IF THEY'RE BUSY IF AGAIN THIS YEAR, THIS YEAR TYPE OF ROOF IS A VERY COMPLEX ROOF.
THERE'S A LOT OF PICTURES, VALLEYS, CRICKETS, ETC.
AND I'M NOT SAYING THAT THEY COULDN'T DO IT.
OKAY. ANY OTHER QUESTIONS? COUNCILLOR MANN. THANK YOU YOUR WORSHIP THROUGH YOU TO MR. DOYLE. WARRANTY PERIOD FOR THE WORK TO BE COMPLETED.
MR. DOYLE. YOUR WORSHIP THE WARRANTY IS FIVE, FIVE YEARS FOR THE ROOF.
OBVIOUSLY, WITH THE POOL SLATED TO REOPEN SHORTLY WITH ALL THE WORK THAT'S GONE INTO IT.
WE'VE KNOWN FOR A WHILE THAT THERE WERE PROBLEMS WITH, AS INDICATED IN THE REPORT.
THAT IS NOT A WAY TO MAINTAIN A ROOF PROPERLY IN NORTHERN ONTARIO.
THE MORE YOU'RE UP ON THERE, THE MORE YOU'RE GOING TO DAMAGE IT.
HOPEFULLY ONCE THE INSIDE OF THE POOL IS COMPLETED AS WELL AS THE ROOF NOW WE'LL BE ABLE TO FOCUS ON OTHER PROJECTS IN TOWN AND NOT HAVE TO NOT HAVE TO WORRY ABOUT THE POOL FOR A PERIOD OF TIME.
THANK YOU. AND THANK YOU FOR YOUR REPORT, MR. DOYLE. COUNCILLOR FLINTOFF.
THANK YOU YOUR WORSHIP. THROUGH YOU TO MR. DOYLE. SO, MY, WHAT DOES THAT DO TO THE TIMELINE? IS THAT GOING TO PUT US A LITTLE BIT MORE BEHIND, OR ARE WE GOING TO BE ABLE TO OPEN AND FIX AND WORK ON THE ROOF? THROUGH YOUR WORSHIP.
BE ABLE TO 2 TO 3 WEEK PROJECTS.
SO WE'D BE LOOKING LOOKING AROUND THE END OF SEPTEMBER.
I DON'T WANT TO I MEAN IT'S GOING TO BE WEATHER PERMITTING ETC..
SO I MEAN THAT'S KIND OF THE GOAL.
SO I DON'T THINK IT'S NOT GOING TO PUT US BEHIND ON ON THE PROJECT.
ANY OTHER QUESTIONS OR COMMENTS? COUNCILLOR MORRISSETTE.
MY OTHER QUESTION IS IT SAYS THAT IN TWO PHASES.
IS THE TWO PHASES BEING DONE ALL AT ONCE, AND WE'RE GOING TO BUDGET THE OTHER HALF ON 2025, OR IS IT GOING TO BE ONE SIDED? AND THEN THE NEXT TIME WE'LL DO THE OTHER SIDE OR HOW IS THAT GOING TO BE DETERMINED? SO THROUGH YOUR WORSHIP, THE FIRST PHASE WAS JUST BUDGETED FOR THIS YEAR.
SO THEY'LL BE FIRST PHASE WILL BE DONE THIS YEAR AND THEN WE'LL BUDGET.
IF THAT WAS HOW YOU'RE ASKING THE QUESTION, THEN THE SECOND PHASE WILL BE DONE NEXT YEAR.
DOES THAT ANSWER? NO. OKAY. YOU CAN.
SO YOU'RE GOING TO REMOVE SHINGLES AND YOU'RE GOING TO END UP DOING WORK ON IT.
BECAUSE YOU DON'T WANT TO GO BACK ON ON THE WORK THAT YOU'RE GOING TO DO THIS YEAR.
RIGHT. SO THROUGH THROUGH YOUR WORSHIP.
NO. THE ROOF WAS LOOKED AT BY THE ENGINEERING FIRM.
AND AND WE'RE GOING TO BE DOING THE SECTIONS OF THE ROOF THAT ARE LEAKING CURRENTLY THAT ARE IN BAD SHAPE THAT NEED TO BE REPLACED RIGHT NOW.
SO NO, WE WILL DO THAT SECTION OF ROOF, BUT WE'RE NOT GOING TO GO BACK OVER AND DO THE WHOLE ROOF AGAIN NEXT YEAR IF HOW YOU WERE OKAY. YEAH.
OKAY. SO YOU'RE GOING TO REPAIR THE SECTIONS THAT REQUIRE REPAIRING AND PHASE ONE AND THEN REPAIR THE REST OF THE ROOF IN PHASE TWO. THAT'S RIGHT.
AND YOUR SCOPE OF WORK WILL TAKE YOU'RE SAYING UP TO THREE WEEKS, WEATHER DEPENDING.
[00:50:07]
FOR THE FIRST PHASE.YES. AND THEY WILL BE BACK IN WHAT TIME? IN THE FALL. IN THE SPRING.
I HAVEN'T DISCUSSED THE SECOND PART WITH THEM FOR THE SECOND PHASE.
BUT I WOULD IMAGINE FAIRLY EARLY IN THE YEAR THE GOOD THING ABOUT THAT IS THAT THEY KNOW ABOUT THE SECOND PHASE NOW, AND WHENEVER WE DO PUT OUT CONTRACTS, IT'S ALWAYS GOOD TO BE ABLE TO PUT THE CONTRACTS OUT EARLY IN THE YEAR AT JANUARY OR FEBRUARY TYPE OF CONTRACT.
SO SO THESE COMPANIES HAVE BETTER BIDDING ON IT.
SO I'M JUST SPEAKING THROUGH WHATEVER HERE, BUT I WOULD IMAGINE THAT THEY WOULD BE HERE FAIRLY EARLY IN THE YEAR SO THAT THEY CAN PLAN THE REST OF THE YEAR WITH OTHER JOBS. OKAY.
AND THEN THE URGENCY TO ADD THIS TO THE AGENDA THIS EVENING IS BECAUSE OF TIME SENSITIVE EFFORTS TO GET THIS ROOF REPAIRED BEFORE THE SNOW FALLS. CORRECT? YOUR HONOR. YES IT IS. YES.
THAT'S TWICE. I'M NOT YOUR HONOR, OR WHATEVER YOU ARE.
DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS? COUNCILLOR LEFEBVRE.
THANK YOU, YOUR WORSHIP THROUGH YOU.
SO JUST TO CLARIFY, WE'RE BEING ASKED TO MOVE AHEAD TO AWARD THE CONTRACT FOR 337,570, OF WHICH PHASE ONE WILL BE COMPLETED THIS YEAR, AND WE WILL ONLY BE SPENDING WHATEVER THE NUMBER IS.
185. FOR THIS 185 THIS YEAR OR 127 NINE THIS YEAR, AND THE OTHER 146 WILL BE SPENT IN FISCAL 25, WHICH WE WILL BUDGET FOR IN 2025.
CORRECT. THROUGH YOU YOUR WORSHIP? YES IT IS.
THANK YOU. YOUR WORSHIP THROUGH YOU TO MR. DOYLE. WELL, WITH ALL THE PRICE INCREASES AND EVERYTHING.
AND THEY'RE NOT GOING TO DO PHASE TWO TILL NEXT SPRING, ARE THEY GOING TO GUARANTEE THAT PRICE IS THAT PRICE, PRICE PROTECTED? BECAUSE IT'LL GO UP OVER THE WINTER BEFORE THEY DO PHASE TWO.
THROUGH YOUR WORSHIP, I WOULD IMAGINE THAT THEY'VE ALREADY TAKEN THAT IN INTO ACCOUNT.
YOU KNOW, IT'S A FAIRLY, FAIRLY BIG ROOFING COMPANY.
I WAS KIND OF HOPING THAT THEY HAD TAKEN THAT INTO ACCOUNT, BUT THAT WAS A CONTRACT THAT WAS SIGNED.
SO THAT'S HOW THAT SHOULD WORK OUT.
OKAY. I JUST I DO HAVE ACTUALLY THAT MADE ME THINK OF A FEW THINGS.
SO THERE IS A I'VE NEVER HEARD OF THIS COMPANY.
SO IS THERE A REPUTATION THAT YOU'RE DEPENDING ON.
DO YOU KNOW ANYTHING ABOUT THEM.
BECAUSE IF WE COULDN'T GET ANY REFERENCES.
THROUGH YOU YOUR WORSHIP. SO I DID TALK TO ANOTHER CONTRACTOR, A COUPLE OF THAT THAT CAME IN FOR ANOTHER PROJECT FOR THE CITY.
AND THEY WERE SURPRISED THAT THEY CAME THIS FAR WEST, I GUESS, BECAUSE THEY USUALLY DEAL WITHIN, YOU KNOW, SUDBURY AND SOUTHERN ONTARIO.
SO THEY WERE SURPRISED THAT THEY CAME THIS HERE FAR, FAR WEST IS WHAT ANOTHER COMPANY SAID.
IT'S NOT WHAT BAY ROOFING SAID TO ME.
SO I HAVEN'T HEARD ANYTHING THAT CAUSES ME CONCERN OVER THIS COMPANY? OKAY. WELL, THAT WAS MY FINAL QUESTION.
ANY OTHER QUESTIONS OR COMMENTS? OKAY. SEEING NONE.
ALL IN FAVOR? NO. NO ONE'S AGAINST THAT.
MAY I HAVE A MOTION THAT THE CONTRACT SAN 2024-01 FOR THE AMOUNT OF $116,308 PLUS HST, BE AWARDED TO GFL ENVIRONMENTAL, INC.
FOR THE CLEAN OUT OF THE SECONDARY DIGESTER AND THAT THE FUNDS BE DRAWN FROM THE 2024 WATER WASTE WATER RESERVES AND THAT THE APPROPRIATE BYLAW BE PASSED A MOVER.
COUNCILLOR MANN. SECONDED COUNCILLOR BULL.
MR. DOYLE. THROUGH YOU YOUR WORSHIP I'LL JUST GIVE YOU A BIT OF BACKGROUND ON IT.
[00:55:03]
ACTIVITY. THE EXCESS GAS AND EFFLUENT THAT IS NOT USED IN THE PRIMARY DIGESTERS, AND TRANSFERRED BY PIPING TO THE SECONDARY DIGESTER FROM THERE, FURTHER BREAKDOWN OCCURS AS IT CONTAINS ORGANIC MATTER THAT CAN BE FURTHER PROCESSED.SO ESSENTIALLY THE SECONDARY DIGESTER ACTS AS A FINISHING STAGE FOR THE DIGESTION PROCESS.
IT ENSURES THAT THE PRODUCT STABILIZES AND REDUCES ODORS.
THE GAS IS USED TO RUN OUR TWO HOT WATER BOILERS THAT ARE THAT IN TURN HEAT THE WATER IN THE HEAT EXCHANGER THAT KEEPS THE PRIMARY DIGESTER IN THE 32 TO 34°C RANGE.
AS WELL, IT IS USED TO HEAT A VAST MAJORITY OF THE WASTEWATER PLANT BUILDINGS.
THE GAS DRAIN WAS SHUT DOWN, SO AS THE SECONDARY DIGESTER IS BOTH A REQUIREMENT AT THE CLASS THREE PLANT, AS WELL AS AIDING IN THE EFFLUENT QUALITY TO THE ENVIRONMENT, IT WAS DETERMINED THAT WE WOULD DRAIN THE DIGESTER SO AS A CONTRACTOR WOULD BE ABLE TO COME ON SITE AND EVALUATE THE TANK AND TAKE MEASUREMENTS FOR A NEW FLOATING COVER.
SO THIS INCLUDES A MOBILIZATION, DEMOBILIZATION WAS FOR A PRICE OF $169,849.93, EXCLUSIVE OF HST.
INCLUDES MOBE AND DEMOB, AND THE PRICE IS $289,000 EXCLUSIVE OF HST AS WELL AS NO SUBCONTRACTORS, AND GFL ENVIRONMENTAL INCLUDES MOBE AND DEMOB AND THE COST.
THE COST IS EXCLUSIVE OF HST IS $116,308, AS WELL AS THERE IS NO SUBCONTRACTORS ON THIS BID.
THE 2024 BUDGET DID NOT INCLUDE THE DIGESTER CLEAN OUT AND INSPECTION.
NOW THE SECONDARY DIGESTER HAS FAILED DUE TO AGE AND CIRCUMSTANCES BEYOND STAFF CONTROL.
THE QUOTE FOR GFL ENVIRONMENTAL LIMITED OF $116,308 PLUS HST, WAS THE LOWEST BID, AND THEY HAVE PERFORMED THIS TYPE OF WORK FOR THE CITY DURING THE PRIMARY DIGESTER CLEAN OUT IN 2015.
IS THERE ANY QUESTIONS? I TRY TO ANSWER THEM.
OKAY. THANK YOU, MR. DOYLE. ANY QUESTIONS OR COMMENTS? COUNCILLOR FLINTOFF.
THANK YOU. THROUGH YOU TO MR. DOYLE. JUST A COUPLE QUESTIONS.
SO 20 YEARS SINCE THE LAST TIME IT WAS CLEANED OUT.
IS THAT, LIKE, THERE'S NO MAINTENANCE SCHEDULE FOR SOMETHING LIKE THIS, OR IS THIS JUST.
NO, THAT'S A THAT'S A GREAT QUESTION.
THERE THERE WAS SOME MAINTENANCE DONE TO IT.
WE DID. BUT OVER THE LAST 20 YEARS, THERE HASN'T BEEN.
WE SHOULD HAVE PROBABLY LOOKED AT CLEANING IT OUT TEN, 12 YEARS AGO.
WOULD IT HAVE STOPPED? WHAT'S WHAT'S OCCURRING NOW? PROBABLY NOT. IT'S JUST AGE.
YOU KNOW, LIKE AGE. AND IT'S A BIG METAL TANK.
SO WITH THAT, WE'VE ALREADY BUDGETED FOR THIS PART.
LIKE THE BAD GAS TYPE OF STUFF BECAUSE IT WASN'T BEING CLEANED PROPERLY OR WAS THAT JUST WORN OUT? I KNOW IT WAS. YEAH.
THROUGH YOU YOUR WORSHIP. NO I DON'T FORESEE THAT.
YOU KNOW, THE GAS IS THE GAS WILL EITHER BURN IT OR BURN.
I MEAN, METHANE GAS IS IS KIND OF A DIRTY GAS TO BEGIN WITH, BUT THAT THAT WOULD NOT HAVE CAUSED OUR LIKE, WHAT'S WHAT THIS HERE THE DIGESTER CLEAN OUT WOULD, WOULD NOT HAVE CAUSED OUR ISSUES WITH THE BOILER.
[01:00:04]
OKAY. THANK YOU, COUNCILLOR BULL.THANK YOU, YOUR WORSHIP. THROUGH YOU.
COUNCILLOR FLINTOFF TOOK MY FIRST QUESTION, BUT I'LL COME UP WITH ANOTHER ONE.
WHY WERE THE OTHER ONES BE SO MUCH HIGHER? IS IT JUST BECAUSE THEY'RE OUT OF TOWN, OR WERE THEY DOING SOMETHING DIFFERENT? THROUGH YOUR WORSHIP? I THINK WESSEK WAS FAIRLY CLOSE.
WESSEK IS A LARGE COMPANY AS WELL, AND THEY, THEY I DO HAVE ANOTHER CONTRACT WITH US.
HONESTLY, I'M NOT I'M NOT 100% SURE.
MAYBE SOME OF THEM ARE A BIT A BIT FURTHER AWAY.
YOU KNOW, FOR FOR ACCOMMODATIONS, ETC..
THANK YOU. YOUR WORSHIP THROUGH YOU.
IS THERE AN OPPORTUNITY TO LOOK AT GRANTS? I KNOW THE MINISTRY OF INFRASTRUCTURE ANNOUNCED LAST WEEK THAT THEY'RE ANNOUNCING FUNDING FOR HEALTH OR SAFE WATER.
IT MIGHT BE WORTH LOOKING TO SEE IF WE CAN GET SOME GRANT MONEY FOR THIS.
THIS IS SOMETHING THAT I'M NOT SURE HOW LONG THE GRANT PROCESS TAKES, BUT THIS IS SOMETHING THAT HAS TO BE DONE FAIRLY, FAIRLY QUICKLY SO THAT WE DO HAVE A TIMELINE FOR IT.
AS I MENTIONED EARLIER, JCI JOHNSON CONTROLS IS GOING TO COME IN AND DO THESE MEASUREMENTS, AND WE'RE TRYING TO GET THIS EXPEDITED AS QUICK AS WE CAN SO THAT THEY CAN THEY CAN WE CAN GET IT CLEANED OUT.
BUT GRANT WISE, I'M NOT I'M NOT SURE HOW THAT WOULD SLOW DOWN THE PROCESS.
I DON'T HAVE ANY ISSUES WITH THE CLEAN OUT PHASE, BUT THIS IS NOT THE LARGER PIECE OF THIS PROJECT.
IT'S REPLACING THE ROOF ON THE DIGESTER.
AND WE ANTICIPATE THAT IT IS NOT REPAIRABLE.
CORRECT. IT DOES NEED TO BE REPLACED.
THROUGH YOUR WORSHIP THAT'S WHAT IT LOOKS LIKE CURRENTLY.
I THINK THAT'S THE PIECE THAT WE NEED TO.
SO THIS IS JUST ROUTINE MAINTENANCE.
GO IN AND CLEAN IT OUT AND LET'S GET ON TO THE NEXT.
OKAY. THANK YOU. SEPTEMBER IS NEXT WEEK.
WHERE DID THE SUMMER GO? ANY OTHER QUESTIONS BEFORE I GO? SO THE AGE OF THIS TANK, THE SECONDARY DIGESTER.
WHEN? HOW OLD IS IT? THROUGH YOU YOUR WORSHIP.
THE TANK WOULD HAVE BEEN INSTALLED WHEN THE PLANT WAS THERE.
AND LIFE EXPECTANCY OF THIS TANK.
I'M NOT 100% SURE WHAT'S AVAILABLE OUT THERE FOR THIS PROJECT.
BUT THE STEEL TANKS, LIKE I SAID, LASTED US 40 YEARS, ROUGHLY.
SO. SO THE CLEAN OUT IS JUST TO.
DOES THAT INCLUDE AN INSPECTION IN THIS OF THE TANK TO TELL US THAT, LIKE, ARE WE REPLACING THE WHOLE THING? I'LL PASS THAT TO MR. I'VE BEEN THROUGH TO COUNCIL.
THE ROOF IS HAS SERVED ITS AND MET ITS USEFUL LIFE EXPECTANCY.
SO THE PROJECT NOW IS TO HAVE THAT ROOF REPLACED.
SO IN ORDER TO DO THAT THIS IS LIKE PHASE ONE.
ENGINEERS NEED TO GET IN THERE SO THEY CAN ASSESS MEASURE CORRECTLY AND MAKE SURE THAT THE NEW ROOF THAT BECAUSE THESE THINGS, AS COUNCILLOR MANN ALLUDED TO, DON'T SIT ON A SHELF. THEY HAVE TO BE MANUFACTURED.
SO ALL THE PERTINENT DATA NEEDS TO BE COLLECTED.
SO THE ROOF CAN BE MADE AND BROUGHT HERE AND INSTALLED.
HOPEFULLY AT SOME POINT IN TIME NEXT YEAR.
SO WE'RE REALLY KILLING TWO BIRDS WITH ONE STONE.
WE'RE CLEANING OUT THE DIGESTER.
OKAY, I UNDERSTAND THAT PART, BUT I MEAN, MY QUESTION IS, ARE THEY GOING TO BE INSPECTING THIS TANK?
[01:05:04]
SO ARE WE GOING TO BE USING AN OLD TANK WITH A NEW ROOF? AND IS THERE POTENTIAL FOR THIS TANK TO NOT BE UP TO STANDARD, THAT WE WILL HAVE TO BE FACED WITH A NEW TANK? THE LIKELIHOOD OF THAT IS IS NEGLIGIBLE.WE'RE TALKING THE VESSEL ITSELF IS A CONCRETE VESSEL WITH WITH FAIRLY THICK WALLS.
OBVIOUSLY, THE MATERIAL THAT'S MOST LIKELY TO BE CORRODED IS THE IS THE ROOF MATERIAL.
AND WHEN THEY DO CONSTRUCT THE DIGESTERS, THEY DO APPLY PROTECTIVE COATING ONTO THE CONCRETE TO PREVENT THE ACIDIC ENVIRONMENT FROM INTERACTING WITH IT. BUT YOU'RE RIGHT.
ANY OTHER QUESTIONS? OKAY. ALL IN FAVOR? NONE ARE OPPOSED.
MAY I HAVE A MOTION THAT THE CONTRACT SAN 2024-02 FOR THE AMOUNT OF $31,950 PLUS HST BE AWARDED TO W[INAUDIBLE], INC., AND THAT THE FUNDS BE DRAWN FROM THE WATER AND WASTEWATER RESERVES AND THAT THE APPROPRIATE BYLAW BE PASSED.
MR. DOYLE. THANK YOU, YOUR WORSHIP.
THIS COULD BE A BIT OF BACKGROUND ON THIS AS WELL.
THERE'S APPROXIMATELY 410M³ OF THIS WASTE.
THE SLUDGE THAT IS DEPOSITED AT THE SITE OVER AT THE SITE, OVER TIME SETTLES IN.
THE WATER EVAPORATES, LEAVING A DRIER, MORE SOLID PRODUCT.
THE TENDER WAS RELEASED FROM BIDS AND TENDERS TO REQUEST BIDS FOR 2500M³ OF WASTE SLUDGE.
SO THE FOLLOWING ARE THE ONES THAT BID ON IT.
LACROIX CONSTRUCTION COMPANY THE BID PRICE IS $218,125, EXCLUSIVE OF TAXES.
THE BID PRICE IS $995,000, EXCLUSIVE OF TAXES.
THE BID PRICE IS $31,950, EXCLUSIVE OF TAXES.
AND STRONG BROTHERS THE BID PRICE IS $587,000, EXCLUSIVE OF TAXES.
THE FINANCIAL IMPACT ON IT THE 2024 BUDGET DID NOT INCLUDE THE SLUDGE PIT CLEANOUT, BUT DUE TO THE REQUIREMENT OF A SECONDARY CLEANOUT, IT IS NECESSARY TO HAVE THIS FIRST STEP COMPLETED. STAFF LOOKED AT HAVING THEIR OWN FORCES PERFORM THIS WORK, BUT IT WOULD HAVE REQUIRED SPECIALIZED RENTAL EQUIPMENT AND OUR TIME.
SO THE BID RECEIVED FROM W[INAUDIBLE] INCORPORATED FOR $31,950 PLUS HST WAS THE LOWEST BID.
IS THERE ANY QUESTIONS? THANK YOU, MR. DOYLE.
WHO WANTS THE FIRST QUESTION? COUNCILLOR MANN.
I GUESS JUST TO FOLLOW ON MR. DOYLE'S COMMENT ABOUT TRYING TO DO IT IN HOUSE AND RENTING SPECIALIZED EQUIPMENT.
I DOUBT YOU WOULD HAVE BEEN ABLE TO RENT THE EQUIPMENT FOR $30,000.
AND AGAIN, TO COUNCILLOR BULL'S COMMENT FROM THE PREVIOUS ITEM, I AGAIN, I THANK THE COMPETITIVE BIDDING PROCESS, BUT ON PAPER THIS IS WE'VE HAD SOME MINOR BID VARIANCES IN THE PAST, BUT THERE'S ALMOST $1 MILLION ON THE TABLE BETWEEN THE LOWEST AND THE HIGHEST IN THIS ONE FOR 2500M³. YEAH, THAT SEEMS A LITTLE BIT EXCESSIVE.
ANY OTHER QUESTIONS OR COMMENTS? COUNCILLOR FLINTOFF.
[01:10:02]
THROUGH YOU YOUR WORSHIP? I, I DON'T KNOW IF I HAD THE HEART TO PHONE SOME OF THESE PEOPLE TO LET THEM KNOW THAT $1 MILLION, BUT THEY WERE FROM ALBERTA.SOME OF THEM WERE FROM, YOU KNOW, FROM OUT OF PROVINCE SOUTHERN ONTARIO.
ET CETERA. ET CETERA. SO I THINK THAT WAS THE BIG MAJORITY OF IT.
NOW, WERE THOSE TWO SEPARATE RFP THAT WENT OUT, OR COULD THAT COMPANY WHO BID ON THE FIRST ONE HAVE INCLUDED THE SECOND HAULAGE ON THE SECOND, AND IN THEIR PRICE THE 169 THAT THEY FIRST BID ON FOR THE WHOLE WORK.
JUST TO CLARIFY, SO ARE YOU WONDERING IF YOU KNOW, I DON'T HAVE THE NUMBERS HERE FOR THE.
SO THE CLEAN OUT. IF IT WAS $169,000.
AND THEN DO YOU THINK THAT THEY MIGHT HAVE ADDED THE 31 OR X NUMBER.
NO. THROUGH, YOU KNOW THESE HERE WERE TWO SEPARATE BIDS AND TENDERS THAT WENT OUT.
THESE HERE WERE TWO SEPARATE ONES THAT WENT OUT AND THEY WERE BOTH HAD THEIR OWN CONTRACT.
THEIR OWN. YOU KNOW WHAT? WHAT WAS REQUIRED IN EACH ONE.
ANY OTHER QUESTIONS? NO. OKAY.
ALL IN FAVOR? NONE ARE OPPOSED. THAT IS CARRIED.
15.4 REPORT FROM THE ASSISTANT DIRECTOR OF PUBLIC WORKS REGARDING CAT LOADER 930K REPAIR.
WE HAVE A MOTION THAT COUNCIL APPROVED THE QUOTE FROM TOURNAMENT CAT FOR THE AMOUNT OF $55,523.91, WITH AN UPSET LIMIT OF $20,000 FOR MACHINING, PLUS HST FOR THE REPAIRING OF THE 930 K CAT LOADER, AND THAT THE FUNDS BE DRAWN FROM THE 2024 FLEET RESERVE.
A MOVER. COUNCILLOR BULL SECONDED COUNCILLOR MANN.
IN 2019, THE CITY OF ELLIOT LAKE PURCHASED A 930 K CAT LOADER THE PUBLIC WORKS DEPARTMENT UTILIZES TWO CAT LOADERS, AND THE ONE THAT IS IN FOR REPAIR, IS MAINLY USED FOR WINTER SNOW REMOVAL, AND IS TASKED WITH HAVING THE BLOWER ATTACHMENT INSTALLED FOR BOTH BANK REMOVAL AND HEAVY SNOW CLEANUP IN THE DOWNTOWN CORE, AS WELL AS DURING THE SUMMER FOR HAULAGE OF STONE AND DIRT.
AND IT'S THE ONE THAT ALSO INCLUDES THE FORKS ON IT, ETCETERA.
THERE ARE AUTO GREASERS ON THE EQUIPMENT OR STAFF HAVE REQUESTED AFTERMARKET UNITS TO BE INSTALLED.
THE LOADER EXPERIENCED OPERATIONAL ISSUES THAT REQUIRED AN INSPECTION.
THE DOCUMENT OUTLINES THE PROBLEMS. SO WHAT? THE INITIAL CONCERN WITH IT WAS THE DRIVE MOTOR WAS SURGING ON THE CAT LOADER, AND THEY PHONED UP CAT.
THEY SENT THE PIECE OF EQUIPMENT OFF THE CAT.
I'M JUST TRYING TO SEE WHERE IT WAS HERE.
ONCE THE TECHNICIANS LOOKED OVER THE LOADER, THERE WERE ADDITIONAL ISSUES FOUND THAT IF REPAIRED, WOULD EXTEND THE SERVICE LIFE OF THE EQUIPMENT TO MOUNT CAT QUOTED $55,523.91, EXCLUSIVE OF HST FOR THE REPAIRS, AND IF THERE WAS TO BE ADDITIONAL ISSUES ONCE THE BUSHINGS WERE TO BE REPLACED, SUCH AS MACHINING RELINING, THEN THERE WOULD BE AN UPWARDS LIMIT OF ANOTHER $20,000 IF A COMPLETE RELINING WAS REQUIRED.
A REVIEW OF THE QUOTE WAS UNDERTAKEN WITH MR. DAVE STEWART AND MR. CASEY VAN SANTEN, THE MUNICIPAL FLEET MECHANICS, AND THEY FOUND THAT THE PRICING AND WHEREIN THE EQUIPMENT WAS NOT OUTSIDE OF NORMAL EXPECTATIONS.
THE COST FOR THE REPAIR AND THE AMOUNT OF $55,523.91 WITH AN UPSET LIMIT OF $20,000 FOR MACHINING PLUS HST. THE BALANCE OF THE RESERVE WILL BE BUDGETED WITH AN EXPECTED EXPENDITURE.
[01:15:03]
THE LONG TERM EFFECT WILL BE NOTED ONCE WE VISIT THE 2025 BUDGET.THE LOADER IS AN ESSENTIAL PIECE OF HEAVY EQUIPMENT FLEET FOR THE MUNICIPALITY.
THE VERSATILITY AND ABILITY TO PERFORM MANY TASKS AND JOB SITES MAKE THIS INDISPENSABLE.
IT IS RECOMMENDED THAT THE 930 K LOADER BE REPAIRED AND PLACED BACK INTO SERVICE.
OKAY. THANK YOU, MR. DOYLE. ANY QUESTIONS? COUNCILLOR FLINTOFF.
THANK YOU. THROUGH YOU, MR. DOYLE. SO.
YEAH, I WAS TRYING TO FIND TODAY A NEW ONE OF THOSE IS PROBABLY WORTH 500,000, AT LEAST.
WOULD YOU HAVE ANY IDEA? THROUGH YOUR WORSHIP TALKING TO THE MECHANICS, YOU COULD BE LOOKING AT A NEW ONE FOR 350 PLUS.
YES. USED ONES ARE HARD TO COME BY AS WELL.
AND THEY'RE 250 TO 300 WITH AND ONES THAT ARE THREE OR FOUR YEARS OLD, JUST JUST LIKE OURS.
YEAH, I WAS LOOKING FOLLOW UP.
I WAS LOOKING AT USED ONES TODAY ONLINE, AND THEY WERE.
THEY WERE 280 OR 300 FOR 2 OR 3 YEARS OLD.
THANK YOU. ANY OTHER QUESTIONS? COUNCILLOR MORRISSETTE.
HOW LONG DO THEY THINK THEY WILL TAKE TO REPAIR THIS LOADER IF WE GO AHEAD WITH THIS PROJECT.
THE LOADER IS IS CURRENTLY AT CAT NOW.
IS IS WHAT I'VE BEEN KIND OF TOLD IT WILL BE READY BY WINTER, YOU KNOW.
TO MR. DOYLE, IT SAYS WE HAVE TWO CAT LOADERS.
IS THE OTHER ONE EXPERIENCING ANY SIMILAR ISSUES LIKE THIS? OR. I CAN'T REMEMBER HOW IF IT'S MUCH NEWER OR WHAT? THROUGH YOUR WORSHIP, I THINK THEY ARE HAVING SOME ISSUES WITH THAT CAT LOADER AS I FOUND OUT THE THE OTHER DAY, BUT NOTHING TO THIS EXTENT HERE.
WORSHIP THROUGH YOU TO MR. DOYLE. BEING THAT THIS UNIT IS THE PRIMARY UNIT THAT LUGS AROUND THE SNOW BLOWER, WHICH IS A SIGNIFICANT PIECE, I KNOW THAT WHEN IT WAS PURCHASED IN 19, ONE OF THE QUESTIONS THAT I WAS ASKED IS, IS IT APPROPRIATELY SIZED FOR THE SIZE OF THE BLOWER? WHEN WE PURCHASED THE NEWER BLOWER, IT'S A SIGNIFICANTLY LARGER UNIT THAN THE ONE THAT I BELIEVE IS OUT AT THE AIRPORT NOW.
SO OBVIOUSLY THE MECHANICS FEEL THAT THIS ISN'T ANYTHING OTHER THAN NORMAL WEAR AND TEAR.
YES, THAT'S ESSENTIALLY WHAT I WOULD CALL IT.
OKAY. THAT KIND OF ANSWERED MY QUESTION.
SO FIVE YEARS IS A NORMAL TIME FOR THINGS TO BREAK DOWN ON A BIG LOADER.
THROUGH YOUR WORSHIP I THINK WE USE THAT THAT LOADER PRETTY EXTENSIVELY.
IT IS USED THE OTHER ONES IN GOOD, GOOD SHAPE.
THE NEWER ONE IS IT IS IN VERY GOOD SHAPE AS WELL.
WOULD IT LAST LONGER? THROUGH YOUR WORSHIP. THAT'S SOMETHING THAT I'LL TALK TO THE MECHANICS ABOUT AND SEE WHAT THEIR FEELING IS ON IT, FOR SURE.
I THINK BIGGER LOADERS ARE POTENTIALLY BETTER.
HOWEVER. YOUR WORSHIP I DON'T KNOW IF WE'D BE ABLE TO STORE IT INSIDE WITH THE SIZE OF THE BAYS.
WE HAVE A PUBLIC WORKS, SO WE MIGHT BE CREATING FURTHER PROBLEMS FOR OURSELVES.
OKAY. ANY OTHER QUESTIONS? OKAY. ALL IN FAVOR? NONE OPPOSED. THAT IS CARRIED 15.5 REPORT FROM THE MANAGER OF ECONOMIC DEVELOPMENT REGARDING CIP APPLICATION FOR PROPERTY TAX INCREMENT GRANT FOR DIG EXCAVATING AND LANDSCAPING.
[01:20:07]
MAY I HAVE A MOTION THAT COUNCIL APPROVE THE APPLICATION BY DON EISNER OF DIG EXCAVATING AND LANDSCAPING FOR THE PROPERTY TAX INCREMENT GRANT UNDER COMMUNITY IMPROVEMENT PLAN. A MOVER.THANK YOU, YOUR WORSHIP, AND APOLOGIZE TO MEMBERS OF COUNCIL THAT I DON'T HAVE THE SOOTHING BARITONE VOICE THAT MR. DOYLE HAS, BUT CERTAINLY DO MY BEST.
NOT WANTING TO DIMINISH THE WORK THAT STAFF DOES.
COUNCIL DID APPROVE A SIMILAR OR TWO SIMILAR ONES.
GOING BACK FOR TWO OTHER APPLICANTS, THIS IS JUST A THIRD APPLICANT THAT HAS COME THROUGH, WHICH HAS SHOWN THE WORK THAT WE'VE DONE WITH OUR CIP PROGRAM, WORKING WITH OUR BUSINESSES. AGAIN, A GOOD SIDE EFFECT OF THE AMOUNT OF DEVELOPMENT THAT WE'RE HAVING IN THE COMMUNITY LATELY THAT WE'RE ABLE TO OFFER THESE INCENTIVES BECAUSE PEOPLE ARE BUILDING AND BUYING AND BUILDING NEW LOTS AND WORKING ON NEW LOTS.
THIS WAS AN OMISSION FROM A PREVIOUS COUNCIL MEETING, BUT ADDING IT ON HERE.
SO SAME TAX INCENTIVE PROGRAM DONE THROUGH THE CIP FOR DIG EXCAVATING AND LANDSCAPING.
AGAIN, 100% IN YEAR TWO, 755025 GOING TO YEAR FOUR.
THE OWNER PAYING THE FULL ASSESSED VALUE IN YEAR FIVE.
AND AGAIN, JUST EXCITED TO BE ABLE TO PUT THIS FORTH BECAUSE IT MEANS THAT WE'RE GROWING.
AND IF WE'RE HANDING OUT THIS KIND OF MONEY, IT MEANS PEOPLE ARE BUILDING.
AND HAPPY TO ANSWER ANY QUESTIONS THAT COUNCIL MAY HAVE.
